Abstract: Kosovo and Metohija used to be as an autonomous province an integral part of the Republic of Serbia. In 1989 Serbia revoked unilaterally the autonomy of the province. In the second half of the 1990s, the tensions between Kosovo Albanians and Serb military forces led to fighting. The international community and NATO began a military intervention in March 1999 to stop the violence and the humanitarian crisis. After three months of NATO air strikes against Serbian police and military positions the United Nations Security Council issued, in June 1999, Resolution 1244 which established an interim international administration in Kosovo (United Nations Interim Administration Mission in Kosovo — UNMIK). The main objective of this provisional administration is to work towards creating the conditions necessary to build provisional democratic institutions of governance to ensure a peaceful and normal life for all the inhabitants of Kosovo. The head of UNMIK is the Special Representative of the Secretary-General for Kosovo (SRSG). Bernard Kouchner (France) served as the first head of UNMIK, from July 1999 to January 2001. He was followed by Hans Haekkerup (Denmark) who served from February 2001 to December 2001. Michael Steiner (Germany) served from January 2002 to July 2003. Since July 2003 the Special Representative of the Secretary-General for Kosovo has been Harri Holkeri (Finland). The first municipal elections under the administration of UNMIK, for the establishment of the local institutions of municipal governments, were held in September 2000. The second municipal elections were held in October 2002. The general elections for the establishment of the Provisional Institutions of Self-Government (PISG) were held in November 2001.

Abstract: The international business community’s anti-corruption efforts are essential parts of broader systems for fighting corrupt business practices. These also include formal law enforcement, where an appropriate regulatory framework is already in place, and regulatory and other public sector reform, where it is not. This paper looks at anti-corruption material published on the websites of companies in UNCTAD’s list of top 100 non-financial multinational enterprises. It seeks to understand these companies’ views of corrupt business practices as well as their anti-corruption management and reporting practices. The paper answers the following questions: How many of the top 100 non-financial multinational enterprises make public statements on corruption on their websites? Forty three of the top 100 non-financial multinational enterprises present anti-corruption material on their websites. This is low relative to earlier studies of the top 100 companies’ propensity to make public ...

Abstract: The evidence shows that citizens in OECD DAC member countries want more solidarity and justice in the world. They support international development co–operation, and if they were more and better informed, if their capacity to critically engage in the policy debate was stronger, they could be a precious constituency for its reform and improvement. There lies an opportunity for governments, especially for those that have pledged to increase their ODA, to kick–start a virtuous circle of transparency and reform, and effectively rise to the challenge of global poverty reduction...

Abstract: As the highest legal act of Serbia and Montenegro, the Constitutional Charter regulates issues and competences of the State Union, regulates institutions of the State Union as well as its competences. The Constitutional Charter also regulates the issue of leaving the State Union as well as the issue of changes to the Constitutional Charter. Laws as general administrative legal acts regulate in principle issues which are in the competency of Serbia and Montenegro. Implementation of the laws is ensured by secondary legislation acts.

Abstract: Before the independence of the four other constituent Republics (Slovenia, Croatia, Bosnia and Herzegovina, and Macedonia), Montenegro was a constituent Republic of the Socialist Federal Republic of Yugoslavia. The first multiparty elections in Montenegro took place in 1990 following the period of the one-party system, which had been in force after the Second World War. There were three main principles in the legal system, in relation to the Federal State of Yugoslavia and constituent Republics, as well as in relation to Serbia and Montenegro within the new State. The first was a principle of “double track” in the implementation of laws: (federal authorities execute federal law, and Republican authorities execute the laws of the Republic). The second principle was a presumption of power in favour of the Republics (Serbia and Montenegro). The third principle was the possibility of delegating the power from constituent Republics to the Federal State. These were the main features of the period after dissolution of the former Yugoslavia, and means that the competence of the Federal Administration was limited only to the fields that were explicitly envisaged by the Federal Constitution.

Abstract: After the parliamentary elections, Viktor Orbán, leader of the FIDESZ-Magyar Polgári Párt (Alliance of Young Democrats-Hungarian Civic Party), received a mandate from the president of the republic to form a government and to submit his government programme to parliament. He was elected by parliament as prime minister in June 1998. The new government is composed of the prime minister and 17 ministers. Of the latter, 12 were nominated by FIDESZ-MPP, four represent the Independent Small-Holders’ Party, and one was proposed by the third coalition partner, the Hungarian Democratic Forum. The new coalition has an absolute majority in parliament (with some 55 per cent of the seats). The next regular parliamentary elections are scheduled for spring 2002. The president of the republic is Árpád Göncz. In 1995, he was re-elected by parliament for a five-year term of office. Parliament has approved the new government programme for the next four years. Its priorities include the development of the social state; the maintenance of citizens’ security in all spheres of life; and the fostering of economic growth.

Abstract: The OECD E-Government Project takes as its basic premise that egovernment provides the capacity to reform the way public administrations operate and can result in more customer-focused, responsive government. This requires overcoming major challenges. The forthcoming OECD report “The E-Government Imperative” examines the potential and impact of egovernment and the changes required to maximise its benefits. This article is based on the forthcoming publication, and examines the case for egovernment as well as the budgetary barriers that must be overcome in order to successfully implement e-government...

Abstract: Spain is to be commended for the notable progress made in development co-operation since the last Peer Review. Important achievements include the adoption of a comprehensive Law on International Development Co-operation and a four-year Master Plan (2001-2004), improved annual plans, and reinforced or new co-ordinating bodies. The purpose of the reform was to enhance consistency and coordination within the diverse Spanish aid system, which includes many ministries, autonomous regions, local authorities, and civil society organisations. A significant achievement of the new policy is that it establishes poverty reduction as the overarching goal in development co-operation. Gender equality and environment are also determined as mainstreaming priorities. Spain seeks to focus its poverty reduction efforts on basic social needs and a new micro-finance programme is an important addition. Spain has a comparative advantage in its assistance to Latin America with strong linguistic, historical, and cultural ties. Spain has had recent experience of building a democratic state and can add value by sharing lessons-learned with partner countries in innovative and risk-taking areas of good governance. In this respect, it can conduct dialogue with developing countries in areas that are difficult for other donors. Major activities through institutional development include judicial reform, decentralisation, tax administration, and police force training. These are areas in which Spain could take on a lead role in pursuing a sector approach with other donors...

Abstract: As with other policies offering lower prices to at least some buyers, loyalty and fidelity discounts are generally pro-competitive and beneficial to consumers even though they may harm certain competitors. Potential problems exist, however, when such discounts are employed in ways that reduce price transparency, exclude or restrict a significant number of actual or potential competitors, or raise the probability of anticompetitive co-ordination. The sometimes complex pro- and anti-competitive effects of loyalty and fidelity discounts are explored in the executive summary, background paper and summary of discussion pertaining to a June 2002 OECD Competition Committee roundtable discussion of the topic. While these documents reveal some interesting policy differences among various members of the Competition Committee, they also point to general agreement that loyalty and fidelity discounts are more likely to raise competition concerns when practised by firms enjoying substantial market power.

Abstract: OECD's Territorial Review of the Vienna/Bratislava region. The Vienna-Bratislava region on the Austrian-Slovak border rapidly increased its competitiveness after 1989, following a 40 year separation by the Iron Curtain. As a result of the removal of many national and international barriers, trade flows and foreign direct investment have flourished, and regional growth, above national averages, has reduced internal disparities. However, new obstacles to further integration have emerged. Institutional reforms and stronger cross-border collaboration will enable the region to improve transport infrastructure, tackle restrictions on labour mobility, and better link the learning and productive systems on both sides of the border.

Abstract: Regulator-industry co-operation in nuclear safety research has potential advantages as well as disadvantages. This report provides research managers in industry, regulatory organisations and research centres with information on current practices in collaborative safety research in OECD member countries. It identifies means of establishing effective industry-regulator collaboration and provides indications on how to overcome difficulties that can arise. It also advises on possible areas of concern. The report addresses in particular the issue of regulator independence, means to preserve it and ways to demonstrate it to the public while undertaking collaboration with industry.

Abstract: The United States has a substantial impact on promoting economic growth and reducing poverty in developing countries due to the large size of its economy, its ability to influence world opinion and action and its weight within the international donor community. In 2001 the United States was the largest donor in the OECD’s Development Assistance Committee (DAC) in volume terms, reporting net official development assistance (ODA) of USD 10.9 billion, more than one-fifth of the DAC total. This represented 0.11% of its gross national income (GNI), the lowest ODA/GNI ratio in the DAC and below the DAC average country effort of 0.40%. President Bush recently announced a bold new proposal, the “Millennium Challenge Account” (MCA) for an additional USD 5 billion annually by 2006. If approved by Congress, the MCA will consolidate the American position as the largest donor, and slightly improve the country’s ODA/GNI performance. The American “checks and balances” system of government has some important ramifications for United States development co-operation. This approach implicates a wide range of stakeholders in budget decision-making, especially through the Congress. Flexible approaches to compromise are standard features of the American system, especially for issues of a short-term nature that respond to national or special interests. Addressing long-term issues related to development co-operation can prove more difficult because they lack urgency or a sufficiently strong and influential domestic constituency. Several of the issues raised in the 1998 DAC Peer Review are being addressed by the current Administration. However, some important development issues, including those relating to Congress, to the basic structure of American aid administration, or to the promotion of policy coherence for development, have proven more resistant to change and are noted again in this review...

Abstract: This article comprises two notes by the Secretariat, one on the Objectives of Competition Law and Policy and the other one on the Optimal Design of a Competition Agency. Both notes were prepared to provide a framework for discussion at the meeting of the Global Forum on Competition (GFC) held on 10-11 February 2003. It was decided to link these topics together in the GFC's agenda after it was recognised that the objectives of competition law and policy can have an important bearing on the optimal design of a competition institution. However, it was agreed that the treatment of objectives should be oriented primarily towards a discussion of how they relate, or may relate, to the design of competition enforcement institutions within the broader government. Accordingly, the note on objectives does not fully explore the pros and cons of specific objectives that may be included in the competition law and policy objectives of one or more jurisdictions, although this topic is discussed to a degree. The principal focus of the two notes is to provide an analysis and synthesis of the responses to two questionnaires that were sent in advance to GFC meeting participants in respect of the respective topics. In addition, the objectives note incorporates some of the additional information provided by participants in their separate written contributions prepared for circulation at the GFC meeting. The most important themes emerging from the questionnaires and written contributions on Objectives were i) among OECD countries, there appears to be a shift away from use of competition laws to promote what might be characterised as broad public interest objectives; ii) there does not appear to be a strong correlation between competition law and policy objectives (broadly defined) and the design of the competition agency; iii) greater independence also was the step/measure most frequently identified as being likely to lead to better promotion/attainment of the articulated objectives. Turning to the note on Optimal Design, the key themes emerging from the responses to the questionnaire were i) there is a broad variety of different models and approaches to the design of competition agencies within the overall apparatus of government (broadly defined); ii) despite the institutional variety, there is a core of common tasks assigned to most competition agencies. Specifically, these agencies normally investigate, take at least certain kinds of decisions on competition cases and engage in competition advocacy; iii) around half the respondents reported having medium influence on their governments, legislative bodies, and other bodies of public administration through advocacy initiatives.

Abstract: Educational work is a key element for both human capital formation and the promotion of peace and democratic values. It has therefore been identified as one of the priorities of the Stability Pact. The OECD was asked to be Co-ordinator for “General Education Policy and System Change” within the Education and Youth Task Force, and to carry out “Thematic Reviews of Education Policy” in the countries of the region. The main outcome of this project is a series of reports which provide both country overviews and a regional overview. These reports offer an analysis of the education system and address issues and barriers to reform and recommendations. The recommendations are designed to be of use for national policy-makers and to assist Stability Pact partner countries and institutions target regional assistance in order to achieve the goal of supporting South Eastern Europe towards European integration. These reports are part of the OECD’s ongoing co-operation with non-member economies around the world.

Abstract: What are students like as learners as they near the end of compulsory education? The answer matters greatly, not only because those with stronger approaches to learning get better results at school but also because young adults who are able to set learning goals and manage their own learning are much more likely to take up further study and become lifelong learners. This report analyses the results, focusing on students’ motivation, self-beliefs and use of various learning strategies. In particular, it looks at those characteristics that together make it more likely that a student will become a confident and self-managed learner.

Abstract: The 21st Century has so far witnessed a host of large-scale disasters in various parts of the world including: windstorms, flooding, new diseases infesting both humans and animals, terrorist attacks and major disruptions to critical infrastructures. It is not just the nature of major risks that seems to be changing, but also the context in which risks are evolving as well as society’s capacity to manage them. This book explores the implications of these developments for economy and society in the 21st century, focussing in particular on the potentially significant increase in the vulnerability of major systems. It concentrates on five large risk clusters: natural disasters, technological accidents, infectious diseases, food safety and terrorism, identifies the challenges facing OECD countries and sets out recommendations for governments and the private sector as to how the management of emerging systemic risks might be improved.

Abstract: Virtually all national and international radiation protection regulations and standards are based on the recommendations published by the International Commission on Radiological Protection (ICRP). New recommendations, to replace those issued in 1990, are in the process of being developed for issuance in 2005, and it is in the interest of all NEA Member countries to ensure that these recommendations meet the needs of national regulatory organisations and practitioners. Since revisions began at the ICRP in 1999, the NEA Committee on Radiation Protection and Public Health (CRPPH) has been leading discussions regarding what, in the old recommendations, could be improved or changed to make any new recommendations more functional. Based on a preliminary two-year study to identify those areas that should be improved, this report suggests specific improvements that would render the new system easier to understand and apply, and that should be considered for inclusion in the new ICRP recommendations.

    Series Statement: OECD Territorial Reviews
Keywords: Governance ; Urban, Rural and Regional Development ; Denmark ; Sweden
Abstract: OECD's comprehensive territorial review of the Oresund region of Denmark and Sweden. Competitiveness is increasingly cited as the key objective of regional economic policy. In the same way that company executives strive to improve their market share and national governments are introducing competitiveness strategies, policy makers in urban areas are looking for ways to increase or maintain the competitive edge of their cities. This is a daunting task in any situation, but particularly so when, as in this case, the functional economic area concerned stretches across national boundaries. The constituent regions of Öresund, comprising the island of Zealand in Denmark, home of Copenhagen, and Sweden’s Skåne region which hosts the country’s third biggest city, Malmö are both wealthy areas. It is a “learning region” and has a strong presence in some high technology sectors. As such, the key to future growth is not simply the creation of a fixed link between the two parts of the region or improved flexibility in an expanded labour market. The region must look outward and compete with other metropolitan areas to retain and augment the assets that give it, at present, a strong competitive position in the “new economy”.

Abstract: This note begins by briefly addressing why competition policy is important for developing and transitioning economies. It then discusses some of the critical components of building a competition culture. Ideally, this process should begin by conducting a "needs assessment" in a number of areas. This assessment likely will lead to the identification of a list of steps that should be prioritised and undertaken. The priorities often can be grouped into three broad areas, namely, helping key constituencies to "buy in" to a competition culture, minimizing the extent to which a broad range of institutional mechanisms distort competition, and building an effective competition law enforcement regime to address private anticompetitive conduct. The note then summarizes the valuable perspectives of countries that have been providers or recipients of capacity building and technical assistance. It is based upon the responses to a questionnaire circulated in 2001 to delegates of the OECD’s Competition Committee and non-members who had been invited to participate in the second Global Forum on Competition, held in February 2002. This discussion is followed by a brief discussion of the potentially helpful roles that cooperation and peer review can play in the process of building the institutional capacity of a domestic enforcement authority. After briefly discussing the Doha Declaration, the note summarises the OECD’s capacity building activities in the competition field. Finally, in the conclusion, some suggestions are offered regarding a multi-faceted strategy for future capacity building and technical assistance activities.

Abstract: The Republic of Croatia ended unilateral formal-legal relations with the Socialist Federal Republic of Yugoslavia with the Declaration on Sovereignty and Independence, on 25 June 1991. Following international recognition in 1992, Croatia became a member of the United Nations on 22 May 1992. The first decade of the independence (1990-2000) of the Republic of Croatia was marked by the war, which ended in 1995, and the nationalistic Centre-right Government of the Croatian Democratic Union (HDZ) under President Franjo Tudjman, in power until the elections in January 2000. During this period the HDZ was in absolute majority in both houses of the Croatian Parliament – the House of Representatives and the House of Counties (a unicameral system was introduced 2000). Franjo Tudjman won both presidential elections (1992 and 1997) in the first round. The new Croat state public administration was built using the existing republican administration. Even though there was an administrative system for most of the functions of a state, certain services had to be developed from the very beginning (for example diplomatic service, defence, finances), as they were centralised in ex-Yugoslavia.

Abstract: These are some of the questions discussed at the Regional Workshop on Trade Capacity Building: Experiences in an African Context that was held in Mombasa on 26-27 August 2002, organised jointly by the OECD Development Co-operation Directorate, the OECD Development Centre and the United Nations Economic Commission for Africa. This section contains the Workshop discussions and a selection of the papers presented by participants. It represents a unique mix of concrete on-the-ground experiences and case studies, from a wide array of African stakeholders and representatives from international organisations and bilateral donors. Abstract: The last Development Assistance Committee (DAC) Review of Canada’s development co-operation, held in January 1998, highlighted Canada’s special ability to help lead the international community towards action which pushes out the frontiers of international co-operation. At the same time it noted that, in the context of a fundamental fiscal adjustment to respond to its domestic public debt burden, Canada’s aid budget had been cut by 29% over six years, more than in any other area of Canadian public spending. As a result, Canada’s official development assistance effort (as measured by the ODA/GNI ratio) had declined steeply from 0.45% at the beginning of the 1990s and was projected to fall below 0.30% by the end of the decade. (In fact, partly reflecting fast growth in Canada’s gross national income (GNI), the ODA/GNI ratio fell to 0.25% in 2000 and 0.22% in 2001). The DAC pointed out that these trends had created a paradox at the heart of Canada’s internationalism, given the continuing determination to be involved in a very wide range of issues and with as wide a range of partners as possible. This paradox raised concerns about Canada’s ability to meet expectations, both at home and abroad, for its role in the world...

Abstract: Increased competition in product markets, as well as being good for consumers, can also boost productivity and employment, according to the study Product Market Competition and Economic Performance by the OECD. Competition improves productivity through a more efficient use of resources. At the same time it can encourage innovation and the rapid spread of new technology. Reforms to make product markets more dynamic will also boost real wages as prices are lowered through increased competition. The study argues that reforms undertaken between the late 1970s to the late 1990s, such as the liberalisation of telecommunications industries, increased employment rates in OECD countries by an average of 1.5 percentage points, reaching 2.5 percentage points in economies where pro-competition policies were pursued most vigorously. This study forms a chapter in the OECD Economic Outlook No. 72 published in December 2002.

Abstract: When large-scale aid programmes to developing countries began in the 1950s and 1960s, new concepts and definitions were required to measure and compare donors’ efforts. One of the key contributions of the Development Assistance Committee was to codify the notion of foreign aid under the name "official development assistance" (ODA). The DAC developed the ODA definition in the late 1960s and gave it its final form in 1972. The documents below discuss what the definition means in practice, which countries are eligible for ODA, and what progress donors have made towards achieving the UN target for ODA of 0.7% of their national income...

A common concern in OECD countries is that some groups without access to highspeed broadband networks, such as those residing in rural and sparsely populated remote areas, will be unable to access the benefits expected of broadband access, from on-line services including education, health and government services. This problem is expected to grow in significance as broadband service becomes increasingly important and pervasive.

Abstract: As a result of its geographic location, Greece’s own security and welfare is closely linked to stability and economic prosperity in developing and transition countries in the Balkans, the Black Sea area and the eastern Mediterranean. As a developed and stable country in these complicated multicultural regions, Greece responds to development challenges in its neighbourhood. Greece also perceives it has a significant comparative advantage here, due to shared history and cultural interaction, a high degree of mutual understanding, good political and trade linkages and its own recent development experience. Encouraging democratic practices and sustainable economic development in surrounding regions is consequently in Greece’s national interest and the main strategic orientation of the official Greek aid programme. Greece provides targeted support to regional initiatives consistent with this orientation, such as the Stability Pact for South-Eastern Europe (a Greek official currently chairs Working Table I on Democratisation and Human Rights). More than four-fifths of Greece’s bilateral official development assistance (ODA) is provided to developing countries in south-eastern Europe...

Abstract: The international radiological protection community performed a major status review of the situation around the damaged Chernobyl reactor on the 10-year anniversary of the accident. Since then, studies of the accident site and the contaminated territories continue to be undertaken, which have yielded new scientific results and highlighted important social and health aspects. This report is a complete update of the NEA’s earlier publication, Chernobyl: Ten Years On. In particular, it offers the reader the most recent information on the significant new experience gained in the areas of emergency management, long-term environmental behaviour of radioactive materials and health effects.

Abstract: Most countries have suffered from inflation within recent memory and countries in Latin America and the former Soviet Union have lived with very high rates of inflation for several years. Under inflation, national accounts at current as well as at constant prices will be seriously distorted unless special adjustment techniques are applied. By explaining these in a systematic fashion, the author brings new insights into the definition and measurement of income as well as the calculation and interpretation of price indices.

Abstract: Understand growth disparities between OECD countries over the past twenty years through identification and analysis of underlying factors. Growth patterns through the 1990s and into this decade have turned received wisdom on its head. For most of the post-war period, OECD countries with relatively low GDP per capita grew faster than richer countries. Since the late 1990s, however, that pattern has broken down with the United States notably drawing further ahead of the field. This publication provides a comprehensive overview of growth drivers across the OECD and the extent to which disparities are attributable to factors like new technology and R&D, macroeconomic policy, education and training, labour market flexibility, product market competition, and barriers to business start-up and closure.

Abstract: Recent socio-economic trends, welfare state reform; the emergence of civil society and democracy have highlighted the growing significance of the non-profit sector – a sector between state and market – often associated with concepts such as ‘social economy’, ‘third sector’, ‘voluntary sector’, ‘third system’, ‘independent sector’ and, more recently, ‘social entrepreneurship’. This sector is facing a number of crucial new challenges such as management quality whilst both maintaining the sector's unique social dimension and fostering social innovation. Drawing on contributions from leading experts and academics, this report provides ground-breaking assessment of new trends; reviews the significant non-profit sector developments in EU countries, the US; Canada; Mexico and Australia; and provides tools on how to finance, monitor and evaluate the sector. This book, supported by statistical data, is for policy makers, practitioners, academics and the corporate sector.

Abstract: Cross-border trade and the Internet bring substantial benefits to businesses and consumers alike, but also pose new challenges to the collective ability of governments to protect consumers from fraudulent and deceptive commercial practices. Such practices undermine the integrity of markets to the detriment of all businesses and consumers. These Guidelines establish a common framework to enable OECD member countries to better combat fraudulent and deceptive cross-border commercial practices through closer, faster, and more efficient co-operation among their consumer protection agencies.

Abstract: The Greater Helsinki Region emerged from the 1990s as an internationally competitive economy. This review examines the factors contributing to this success and the new development challenges it has created. One critical policy question is the Finnish dependence on the telecom/mobile industry. The current strategic positioning of the Finnish ICT cluster builds on a high-return/high-risk scenario. Long-term regional competitiveness requires a more focused strategy of diversification, i.e. developing ICT activities beyond the current cluster scope. Social inclusion is another crucial issue. Persistent unemployment among the less educated population and growing income disparities are calling for the restructuring of past policies. The Greater Helsinki Region needs to find ways to promote new opportunities of social cohesion. Rapid population growth has resulted from greater economic competitiveness requiring renewed commitment to managed growth and compact development. All of these challenges create needs for greater metropolitan co-ordination that are examined in turn.

Abstract: The system of radiological protection is currently being revised in order to make it simpler, clearer and more responsive to stakeholder needs. During this evolution process, particular attention is being given to the development of an explicit system for the radiological protection of the environment. It was in this context that the NEA organised, in close collaboration with the International Commission on Radiological Protection, a forum on radiological protection of the environment. This report summarises the key issues discussed at the forum. They include sustainable development, identification of what to protect, the definition of detriment, the necessary level of regulation, an integrated approach to protection, the use of similar approaches for humans and the environment, practical foundations for a system of environmental protection, and consequences in terms of training.

Abstract: Approaches to radiological protection have been evolving, particularly over the past several years. This has been driven by the emergence of modern concepts of and approaches to risk governance, and by calls from within the radiological protection community for the simplification and clarification of the existing system of protection, as based on the Recommendations of the International Commission on Radiological Protection (ICRP). The NEA Committee on Radiation Protection and Public Health (CRPPH) has been very active in developing its own suggestions as to how the system of radiological protection should evolve to better meet the needs of policy makers, regulators and practitioners. One of those suggestions is that a generic concept of “regulatory authorisation” of certain levels and types of exposure to radiation should replace the current and somewhat complicated concepts of exclusion, exemption and clearance. It has also been suggested that by characterising emerging sources and exposures in a screening process leading into the authorisation process, regulatory authorities could develop a better feeling for the type and scale of stakeholder involvement that would be necessary to reach a widely accepted approach to radiological protection. In order to verify that these suggestions would make the system of radiological protection more understandable, easy to apply, and acceptable, independent consultants have “road tested” the CRPPH concepts of authorisation and characterisation. Their findings, which show that applying these concepts would represent significant improvement, are reproduced herein. Specific approaches for the application of the new CRPPH ideas are also illustrated in this report.

Abstract: How widespread is student disaffection with school in different education systems? What policies and practices are most effective in fostering students’ sense of belonging and participation in school? These questions are of great concern to educators in many countries, not only because of the interrelationship between student engagement at school and learning outcomes, but also because student engagement represents a valued outcome in itself. The OECD PISA provides not only information on students’ literacy skills, but also on their attitudes and values, their social backgrounds, and on important features of the schools they attend.

Abstract: Few topics in the life sciences today provoke as much debate as the availability of patent protection on "genetic inventions". Some hold that protection is essential to encourage innovation and development of new products. Others argue that patents restrict access to the very innovations they are intended to promote. Yet others object to property rights at all for our genetic blueprint. This report presents the findings of an OECD Workshop held in Berlin to establish the impact of patents and licensing on development and access to genetic technology. The workshop drew on empirical studies and concluded that despite sometimes controversial licensing practices the patent system has broadly achieved what is intended. The report provides recommendations to policy makers for improving the functioning of the licensing system. Please note that this title is only available on line, in pdf format.

Abstract: E-government is more about government than about “e”. The spread of new information and communication technologies has spurred major changes at all levels of society and notably in citizen expectations. Governments have also been integrating those technologies into work practices to keep pace and enhance the policy outcomes, service quality, and responsiveness to citizens that determine their effectiveness. E-government initiatives can bolster government effectiveness in important ways like facilitating cross-agency cooperation on complex problems, fostering a customer focus for services, and building relationships with private sector partners. Delay in implementing e-government reforms can thus handicap economic development in this increasingly competitive, rapidly changing world.

Abstract: If present trends in fertility and life expectancy continue, between one quarter and one third of the population in OECD countries will be over 65 years by 2025. The ageing population will have profound social and economic implications. Not surprisingly, countries are searching for ways to promote healthy ageing. The OECD Workshop on Healthy Ageing and Biotechnology, held in November 2000 in Tokyo, brought together an interdisciplinary group of world experts in molecular biology, geriatrics, epidemiology, health economics, ethics and health policy. Their perspectives are the subject of this book and collectively help provide a better understanding of the issues and relative contribution that biotechnological solutions will make to the promotion of healthy ageing. Abstract: The OECD/NEA Expert Group on Burn-up Credit was established in 1991 to address scientific and technical issues connected with the use of burn-up credit in nuclear fuel cycle operations. Following the completion of six benchmark exercises with uranium oxide fuels irradiated in pressurised water reactors (PWRs) and boiling water reactors (BWRs), the present report concerns mixed uranium and plutonium oxide (MOX) fuels irradiated in PWRs. The report summarises and analyses the solutions to the specified exercises provided by 37 contributors from 10 countries. The exercises were based upon the calculation of infinite PWR fuel pin cell reactivity for fresh and irradiated MOX fuels with various MOX compositions, burn-ups and cooling times. In addition, several representations of the MOX fuel assembly were tested in order to check various levels of approximations commonly used in reactor physics calculations.

Abstract: OECD reviews of national education policies provide a well-established means for member countries to engage their peers in reviewing their country’s policies. This report is divided into two parts: a background report, prepared by the Swiss authorities, and the OECD examiners’ report. This review makes recommendations for further improvements to the tertiary education system in Switzerland as it grapples with national and global challenges emerging from the transition to a knowledge society.

Abstract: The OECD/NEA Expert Group on Burn-up Credit was established in 1991 to address scientific and technical issues connected with the use of burn-up credit in nuclear fuel cycle operations. Following the completion of six benchmark exercises with uranium oxide (UOX) fuels irradiated in pressurised water reactors (PWRs) and boiling water reactors (BWRs), the present report concerns mixed uranium and plutonium oxide (MOX) fuels irradiated in PWRs. The exercises consisted of inventory calculations of MOX fuels for two initial plutonium compositions. The depletion calculations were carried out using three representations of the MOX assemblies and their interface with UOX assemblies. This enabled the investigation of the spatial and spectral effects during the irradiation of the MOX fuels.

Abstract: Decentralising labour market policy is a delicate and challenging subject of political debate. Does decentralisation really enable co-ordination of policies? At the local level, how do we make the best use of decentralised powers? How can greater flexibility be provided in managing policies while still guaranteeing efficiency and accountability? To enhance responsiveness to citizens’ needs, governments increasingly decentralise the way policies are designed and implemented. In the labour market policy area, many stakeholders, from business and local government to community groups and NGOs have been receptive. The OECD invited leading experts and experienced policy makers and practitioners to address these questions and share their experiences in dealing with such issues. This report, supported by statistical data, summarises the lessons learnt from their experiences. It is for researchers, leading experts, business communities, economists in government circles and NGOs.

Abstract: China has become one of the world's leading destinations for foreign direct investment (FDI) since the Chinese government opted to reform the economy and open it to foreign trade and investment. Inflows of FDI, which accelerated at the time of China's accession to the WTO in 2001, have been an important factor in promoting rapid economic growth and technological progress. However, there remains substantial potential for a greater inflow of long-term, high-technology, high-value-added FDI from OECD countries. This study records and evaluates the development so far of an enabling environment for FDI and suggests policy options designed to improve it further. Foreign investors were initially attracted to China by cheap land and labour, the promise of a large market and, to some extent, by fiscal incentives. To sustain and increase large-scale FDI inflows, it is now necessary to move towards a more strongly rules-based attraction strategy, based on structural elements which will include a sound legal system, transparent laws and regulations, streamlined investment approval procedures, good corporate governance, effective competition policy and a sound financial system.

Abstract: Each nuclear power plant, fuel cycle facility and nuclear research and test facility that is operating today will eventually reach the end of its useful life and cease operation. During the period of its decommissioning, it is important to properly manage the health and environmental hazards and physical protection measures of the shutdown facility in order to protect the health and safety of the public and workers and to safeguard any nuclear materials. In this regard, the nuclear safety regulatory body is responsible for independently assuring that decommissioning activities are conducted safely, that radioactive materials and spent nuclear fuel are disposed of properly and that the site is in an acceptable end state. The purpose of this report is to describe the broad range of safety, environmental, organisational, human factors and public policy issues that may arise during the decommissioning of nuclear reactors and that the regulatory body should be prepared to deal with in the framework of its national regulatory system. The intended audience is primarily nuclear regulators, although the information and ideas may also be of interest to government authorities, environmental regulators, nuclear operating organisations, technical expert organisations and the general public.

Abstract: The Round Table on Strengthening Procurement Capacities in Developing Countries is a joint DAC / World Bank initiative. The overall objectives of the Round Table process are to identify and address key procurement capacity building needs and to build procurement systems in developing countries around which donors can harmonise their procedures (building on the DAC Recommendation to untie ODA to the Least Developed Countries and linking up to the work of the DAC’s Task Force on Donor Practices). This first meeting (three meetings are planned over 2003-2004) had the objectives of arriving at a shared agenda between participants and setting out a business plan to work out a limited number of concrete and demand-driven products over the biennium...
