    Abstract: OECD's Territorial Review of the Vienna/Bratislava region. The Vienna-Bratislava region on the Austrian-Slovak border rapidly increased its competitiveness after 1989, following a 40 year separation by the Iron Curtain. As a result of the removal of many national and international barriers, trade flows and foreign direct investment have flourished, and regional growth, above national averages, has reduced internal disparities. However, new obstacles to further integration have emerged. Institutional reforms and stronger cross-border collaboration will enable the region to improve transport infrastructure, tackle restrictions on labour mobility, and better link the learning and productive systems on both sides of the border.

    Abstract: Few topics in the life sciences today provoke as much debate as the availability of patent protection on "genetic inventions". Some hold that protection is essential to encourage innovation and development of new products. Others argue that patents restrict access to the very innovations they are intended to promote. Yet others object to property rights at all for our genetic blueprint. This report presents the findings of an OECD Workshop held in Berlin to establish the impact of patents and licensing on development and access to genetic technology. The workshop drew on empirical studies and concluded that despite sometimes controversial licensing practices the patent system has broadly achieved what is intended.     Abstract: Virtually all national and international radiation protection regulations and standards are based on the recommendations published by the International Commission on Radiological Protection (ICRP). New recommendations, to replace those issued in 1990, are in the process of being developed for issuance in 2005, and it is in the interest of all NEA Member countries to ensure that these recommendations meet the needs of national regulatory organisations and practitioners. Since revisions began at the ICRP in 1999, the NEA Committee on Radiation Protection and Public Health (CRPPH) has been leading discussions regarding what, in the old recommendations, could be improved or changed to make any new recommendations more functional. Based on a preliminary two-year study to identify those areas that should be improved, this report suggests specific improvements that would render the new system easier to understand and apply, and that should be considered for inclusion in the new ICRP recommendations.

Die internationale Schulleistungsstudie PISA informiert über das Niveau der Lesekompetenz 15-jähriger Schülerinnen und Schüler in 32 Ländern, indem sie zeigt, wie gut diese schriftliches Material nutzen können, um die Herausforderungen der realen Welt zu meistern und zu lebenslang Lernenden zu werden.Einige Länder weisen sehr gute Gesamtergebnisse und gleichzeitig ein relativ geringes Gefälle bei den Schülerleistungen auf; in anderen gibt es eine beängstigend große Zahl von Schülerinnen und Schülern, die lediglich in der Lage sind, die elementarsten Leseaufgaben zu lösen. Ganz spezifische Erkenntnisse für die Gestaltung der Bildungspolitik liefert die Untersuchung der Frage, welche Schülerinnen und Schüler gute Leser sind. Diejenigen mit einem privilegierten Hintergrund erzielen im Durchschnitt bessere Ergebnisse, doch ist der Abstand von Land zu Land sehr unterschiedlich. In allen Ländern schneiden die Mädchen besser ab als die Jungen. Was bei den hier dargestellten Ergebnissen jedoch am meisten ins Auge fällt, ist der Unterschied zwischen Schülerinnen und Schülern mit stärkerem und mit geringerem Leseengagement. Diejenigen, die eine positive Einstellung zum Lesen haben, eine Vielfalt von Texten lesen und Zeit mit Lesen zum Vergnügen verbringen, sind im Durchschnitt wesentlich bessere Leser.

It was decided to link these topics together in the GFC's agenda after it was recognised that the objectives of competition law and policy can have an important bearing on the optimal design of a competition institution. However, it was agreed that the treatment of objectives should be oriented primarily towards a discussion of how they relate, or may relate, to the design of competition enforcement institutions within the broader government. Accordingly, the note on objectives does not fully explore the pros and cons of specific objectives that may be included in the competition law and policy objectives of one or more jurisdictions, although this topic is discussed to a degree. The principal focus of the two notes is to provide an analysis and synthesis of the responses to two questionnaires that were sent in advance to GFC meeting participants in respect of the respective topics. In addition, the objectives note incorporates some of the additional information provided by participants in their separate written contributions prepared for circulation at the GFC meeting. The most important themes emerging from the questionnaires and written contributions on Objectives were i) among OECD countries, there appears to be a shift away from use of competition laws to promote what might be characterised as broad public interest objectives; ii) there does not appear to be a strong correlation between competition law and policy objectives (broadly defined) and the design of the competition agency; iii) greater independence also was the step/measure most frequently identified as being likely to lead to better promotion/attainment of the articulated objectives. Turning to the note on Optimal Design, the key themes emerging from the responses to the questionnaire were i) there is a broad variety of different models and approaches to the design of competition agencies within the overall apparatus of government (broadly defined); ii) despite the institutional variety, there is a core of common tasks assigned to most competition agencies. Specifically, these agencies normally investigate, take at least certain kinds of decisions on competition cases and engage in competition advocacy; iii) around half the respondents reported having medium influence on their governments, legislative bodies, and other bodies of public administration through advocacy initiatives.

    Abstract: OECD's comprehensive territorial review of the Oresund region of Denmark and Sweden. Competitiveness is increasingly cited as the key objective of regional economic policy. In the same way that company executives strive to improve their market share and national governments are introducing competitiveness strategies, policy makers in urban areas are looking for ways to increase or maintain the competitive edge of their cities. This is a daunting task in any situation, but particularly so when, as in this case, the functional economic area concerned stretches across national boundaries. The constituent regions of Öresund, comprising the island of Zealand in Denmark, home of Copenhagen, and Sweden’s Skåne region which hosts the country’s third biggest city, Malmö are both wealthy areas. It is a “learning region” and has a strong presence in some high technology sectors. As such, the key to future growth is not simply the creation of a fixed link between the two parts of the region or improved flexibility in an expanded labour market. The region must look outward and compete with other metropolitan areas to retain and augment the assets that give it, at present, a strong competitive position in the “new economy”.

    Abstract: The Greater Helsinki Region emerged from the 1990s as an internationally competitive economy. This review examines the factors contributing to this success and the new development challenges it has created. One critical policy question is the Finnish dependence on the telecom/mobile industry. The current strategic positioning of the Finnish ICT cluster builds on a high-return/high-risk scenario. Long-term regional competitiveness requires a more focused strategy of diversification, i.e. developing ICT activities beyond the current cluster scope. Social inclusion is another crucial issue. Persistent unemployment among the less educated population and growing income disparities are calling for the restructuring of past policies. The Greater Helsinki Region needs to find ways to promote new opportunities of social cohesion. Rapid population growth has resulted from greater economic competitiveness requiring renewed commitment to managed growth and compact development. All of these challenges create needs for greater metropolitan co-ordination that are examined in turn.

    Abstract: The last Development Assistance Committee (DAC) Review of Canada’s development co-operation, held in January 1998, highlighted Canada’s special ability to help lead the international community towards action which pushes out the frontiers of international co-operation. At the same time it noted that, in the context of a fundamental fiscal adjustment to respond to its domestic public debt burden, Canada’s aid budget had been cut by 29% over six years, more than in any other area of Canadian public spending. As a result, Canada’s official development assistance effort (as measured by the ODA/GNI ratio) had declined steeply from 0.45% at the beginning of the 1990s and was projected to fall below 0.30% by the end of the decade. (In fact, partly reflecting fast growth in Canada’s gross national income (GNI), the ODA/GNI ratio fell to 0.25% in 2000 and 0.22% in 2001). The DAC pointed out that these trends had created a paradox at the heart of Canada’s internationalism, given the continuing determination to be involved in a very wide range of issues and with as wide a range of partners as possible.     Abstract: The Republic of Croatia ended unilateral formal-legal relations with the Socialist Federal Republic of Yugoslavia with the Declaration on Sovereignty and Independence, on 25 June 1991. Following international recognition in 1992, Croatia became a member of the United Nations on 22 May 1992. The first decade of the independence (1990-2000) of the Republic of Croatia was marked by the war, which ended in 1995, and the nationalistic Centre-right Government of the Croatian Democratic Union (HDZ) under President Franjo Tudjman, in power until the elections in January 2000. During this period the HDZ was in absolute majority in both houses of the Croatian Parliament – the House of Representatives and the House of Counties (a unicameral system was introduced 2000). Franjo Tudjman won both presidential elections (1992 and 1997) in the first round. The new Croat state public administration was built using the existing republican administration. Even though there was an administrative system for most of the functions of a state, certain services had to be developed from the very beginning (for example diplomatic service, defence, finances), as they were centralised in ex-Yugoslavia.

    Abstract: Spain is to be commended for the notable progress made in development co-operation since the last Peer Review. Important achievements include the adoption of a comprehensive Law on International Development Co-operation and a four-year Master Plan (2001-2004), improved annual plans, and reinforced or new co-ordinating bodies. The purpose of the reform was to enhance consistency and coordination within the diverse Spanish aid system, which includes many ministries, autonomous regions, local authorities, and civil society organisations. A significant achievement of the new policy is that it establishes poverty reduction as the overarching goal in development co-operation. Gender equality and environment are also determined as mainstreaming priorities. Spain seeks to focus its poverty reduction efforts on basic social needs and a new micro-finance programme is an important addition. Spain has a comparative advantage in its assistance to Latin America with strong linguistic, historical, and cultural ties. Spain has had recent experience of building a democratic state and can add value by sharing lessons-learned with partner countries in innovative and risk-taking areas of good governance. In this respect, it can conduct dialogue with developing countries in areas that are difficult for other donors. Major activities through institutional development include judicial reform, decentralisation, tax administration, and police force training. Following the completion of six benchmark exercises with uranium oxide fuels irradiated in pressurised water reactors (PWRs) and boiling water reactors (BWRs), the present report concerns mixed uranium and plutonium oxide (MOX) fuels irradiated in PWRs. The report summarises and analyses the solutions to the specified exercises provided by 37 contributors from 10 countries. The exercises were based upon the calculation of infinite PWR fuel pin cell reactivity for fresh and irradiated MOX fuels with various MOX compositions, burn-ups and cooling times. In addition, several representations of the MOX fuel assembly were tested in order to check various levels of approximations commonly used in reactor physics calculations.

    Abstract: Approaches to radiological protection have been evolving, particularly over the past several years. This has been driven by the emergence of modern concepts of and approaches to risk governance, and by calls from within the radiological protection community for the simplification and clarification of the existing system of protection, as based on the Recommendations of the International Commission on Radiological Protection (ICRP). The NEA Committee on Radiation Protection and Public Health (CRPPH) has been very active in developing its own suggestions as to how the system of radiological protection should evolve to better meet the needs of policy makers, regulators and practitioners. One of those suggestions is that a generic concept of “regulatory authorisation” of certain levels and types of exposure to radiation should replace the current and somewhat complicated concepts of exclusion, exemption and clearance. It has also been suggested that by characterising emerging sources and exposures in a screening process leading into the authorisation process, regulatory authorities could develop a better feeling for the type and scale of stakeholder involvement that would be necessary to reach a widely accepted approach to radiological protection. In order to verify that these suggestions would make the system of radiological protection more understandable, easy to apply, and acceptable, independent consultants have “road tested” the CRPPH concepts of authorisation and characterisation. Their findings, which show that applying these concepts would represent significant improvement, are reproduced herein. Specific approaches for the application of the new CRPPH ideas are also illustrated in this report.

    Abstract: China has become one of the world's leading destinations for foreign direct investment (FDI) since the Chinese government opted to reform the economy and open it to foreign trade and investment. Inflows of FDI, which accelerated at the time of China's accession to the WTO in 2001, have been an important factor in promoting rapid economic growth and technological progress. However, there remains substantial potential for a greater inflow of long-term, high-technology, high-value-added FDI from OECD countries. This study records and evaluates the development so far of an enabling environment for FDI and suggests policy options designed to improve it further. Foreign investors were initially attracted to China by cheap land and labour, the promise of a large market and, to some extent, by fiscal incentives. To sustain and increase large-scale FDI inflows, it is now necessary to move towards a more strongly rules-based attraction strategy, based on structural elements which will include a sound legal system, transparent laws and regulations, streamlined investment approval procedures, good corporate governance, effective competition policy and a sound financial system.

    Abstract: Increased competition in product markets, as well as being good for consumers, can also boost productivity and employment, according to the study Product Market Competition and Economic Performance by the OECD. Competition improves productivity through a more efficient use of resources. At the same time it can encourage innovation and the rapid spread of new technology. Reforms to make product markets more dynamic will also boost real wages as prices are lowered through increased competition. The study argues that reforms undertaken between the late 1970s to the late 1990s, such as the liberalisation of telecommunications industries, increased employment rates in OECD countries by an average of 1.5 percentage points, reaching 2.5 percentage points in economies where pro-competition policies were pursued most vigorously. This study forms a chapter in the OECD Economic Outlook No. 72 published in December 2002.

Growth patterns through the 1990s and into this decade have turned received wisdom on its head. For most of the post-war period, OECD countries with relatively low GDP per capita grew faster than richer countries.     Abstract: This note begins by briefly addressing why competition policy is important for developing and transitioning economies. It then discusses some of the critical components of building a competition culture. Ideally, this process should begin by conducting a "needs assessment" in a number of areas. This assessment likely will lead to the identification of a list of steps that should be prioritised and undertaken. The priorities often can be grouped into three broad areas, namely, helping key constituencies to "buy in" to a competition culture, minimizing the extent to which a broad range of institutional mechanisms distort competition, and building an effective competition law enforcement regime to address private anticompetitive conduct. The note then summarizes the valuable perspectives of countries that have been providers or recipients of capacity building and technical assistance. It is based upon the responses to a questionnaire circulated in 2001 to delegates of the OECD’s Competition Committee and non-members who had been invited to participate in the second Global Forum on Competition, held in February 2002. This discussion is followed by a brief discussion of the potentially helpful roles that cooperation and peer review can play in the process of building the institutional capacity of a domestic enforcement authority. After briefly discussing the Doha Declaration, the note summarises the OECD’s capacity building activities in the competition field. Finally, in the conclusion, some suggestions are offered regarding a multi-faceted strategy for future capacity building and technical assistance activities.
