    Kurzfassung: Services are the driving force in OECD economies, accounting for at least 70% of GNP in many countries. However, their potential contribution is hampered by government policies that were designed for manufacturing industries. This report shows that policies can be adapted to stimulate innovation and boost productivity in service sectors, with economy-wide benefits for employment and growth. Crucial in this regard are policies aimed at promoting the development of human capital/resources and stimulating competition in services within and between countries. Further regulatory reform is essential to achieve these goals. Governments must explore ways to strengthen the interface between innovative services and traditional industry sectors.

    Kurzfassung: Municipal waste has increased 22 % per capita from 1980 to 1997. At the same time, the difficulty of siting new waste disposal facilities has increased. While major progress has been made to lessen the per capita generation of air and water pollution over the past decades, waste generation is still on the rise. Faced with the increase of waste, many governments have reviewed available policy options and concluded that placing the responsibility for the post-consumer phase of certain goods on producers could provide a means to relieve certain environmental pressures, arising from post-consumer waste. Extended Producer Responsibility (EPR) is a policy approach under which producers accept significant responsibility - financial and/or physical - for the treatment or disposal of post-consumer products. Assigning such responsibility could provide incentives to prevent wastes at the source, promote product design for the environment and support the achievement of public recycling and materials management goals. Within the OECD the trend is towards the extension of EPR to new products, product groups and waste streams such as electrical appliances and electronics. This guidance manual represents one means to inform national governments about the potential benefits and costs associated with EPR.

    Kurzfassung: Businesses’ Views on Red Tape provides the first opportunity to systematically compare data across 11 OECD countries. The data show how small and medium-sized enterprises perceive national administrative and regulatory costs. Regulations and government formalities, so-called "red tape", are important tools used by governments to carry out public policies in many policy areas, including safety, health, and environmental protection. However, if they are poorly designed or applied, inefficient, or outdated, they can impede innovation, entry, investment, and create unnecessary barriers to trade, investment, and economic efficiency. The result of poor regulation and formalities is that national economies become less able to grow, compete, adjust, and create jobs. Based on a survey of almost 8 000 businesses, this report assesses the quality, application and burdens of employment, environment and tax regulations and formalities. The results are dramatic: for example, red tape accounts for 4% of the annual turnover of companies, while the hardest hit are the smallest companies, and these costs are growing in most countries.

    Kurzfassung: The term multifunctionality is increasingly used, but is prone to different interpretations concerning its definition, its utility and its implications for policy at domestic and international level. The OECD undertook this analysis to clarify the concept of multifunctionality and to try to establish a common analytical framework and terminology. Examining production, externality and public good aspects of multifunctionality, the analysis contained in this report leads to a series of questions, the answers to which determine if and when policy intervention is warranted and what the nature of that intervention should be. The framework encompasses both negative and positive externalities of agriculture. The first question relates to the degree of jointness in production between the multiple outputs. The second question identifies the circumstances in which market failure arises. A third question leads to an investigation of the public good characteristics of the outputs in question and helps to define the optimal type of intervention. These may range from market creation, to the imposition of user fees, the formation of clubs or public provision financed at local, regional or national level. The most efficient policy option is defined by the nature of jointness on the supply side and by the characteristics of the output on the demand side, all costs and benefits being taken into account.

Si, au cours des dernières décennies, d’importants progrès ont été accomplis en matière de réduction du volume de pollution de l’eau et de l’air produit par habitant, la production de déchets continue d’augmenter. Face à cet accroissement, de nombreux gouvernements ont passé en revue les différents moyens d’action dont ils disposent. Ils en ont conclu qu’imputer au producteur la responsabilité de contribuer ou de pourvoir à l’élimination de ses déchets pouvait permettre d'atténuer certaines des contraintes que ces derniers exercent sur l’environnement (après consommation du produit qu’ils accompagnent). La « responsabilité élargie des producteurs » (REP) est une stratégie en vertu de laquelle les producteurs acceptent d’assumer une responsabilité importante - d’ordre financier et/ou matériel - en ce qui concerne le traitement des déchets d’emballage. La prise en charge de cette responsabilité pourrait inciter à prévenir la production de déchets à la source, promouvoir la conception de produits dans le souci du respect de l’environnement, et contribuer à atteindre les objectifs publics de recyclage et de gestion des matériaux. Au sein de l’OCDE, la tendance est à l’élargissement de la REP à de nouveaux produits, groupes de produits et flux de déchets tels que les appareillages électriques et électroniques. Ce manuel d’orientation constitue un moyen d’informer les gouvernements des avantages et des coûts potentiels liés à la REP.

Cet ouvrage présente les dernières tendances et les forces motrices de la mondialisation dans les grands pays de l’OCDE ainsi que leurs conséquences pour la performance industrielle et l’action des pouvoirs publics. Il analyse les évolutions régionales et sectorielles, notamment dans les secteurs des télécommunications, de l’automobile, de l’acier, des produits pharmaceutiques, des compagnies aériennes et dans les services financiers.     Kurzfassung: Le terme de multifonctionnalité est de plus en plus utilisé mais différentes interprétations sont attachées à sa définition, son utilité et ses implications pour la politique au niveau national et international. L’OCDE a entrepris cette analyse pour clarifier le concept de multifonctionnalité et pour essayer d’établir un cadre analytique et une terminologie communs. Cette étude examine les aspects de production, d’externalité et de bien d’intérêt public de la multifonctionnalité. Elle présente une série de questions dont les réponses déterminent quand une intervention publique est appropriée et quelle forme elle doit prendre. Le cadre développé prend en compte toutes les externalités de l’agriculture, qu’elles soient négatives ou positives. La première question est relative à l’intensité du caractère conjoint des produits multiples au niveau de la production. La seconde identifie les circonstances dans lesquelles intervient une défaillance du marché. Une troisième question conduit à examiner les caractéristiques des produits en question en tant que biens d’intérêt public et permet de mieux définir le type d’intervention le plus approprié. Ces interventions peuvent aller de la création d’un marché à l’imposition de charges d’utilisation, en passant par la constitution de clubs ou l’approvisionnement public financé au niveau local, régional ou national. La politique la plus efficace est définie par l’intensité du caractère conjoint des produits du côté de l’offre et par leurs caractéristiques du côté de la demande, l’ensemble des coûts et bénéfices étant considérés.

    Kurzfassung: La paperasserie vue par les entreprises permet, pour la première fois, de comparer systématiquement des données émanant de 11 pays de l’OCDE. Ces données montrent comment les petites et moyennes entreprises perçoivent le coût de l’administration et de la réglementation nationales. La réglementation et les formalités administratives, ce qu'on appelle la "paperasserie", sont d’importants outils dont se servent les autorités publiques pour conduire leur action dans de nombreux domaines, notamment la sécurité, la santé et la protection de l’environnement. Toutefois, si elles sont mal conçues ou mal appliquées, inefficaces ou dépassées, elles peuvent entraver l’innovation, l’accès au marché, l’investissement, et créer des obstacles inutiles aux échanges et à l’efficacité économique. Une réglementation et des formalités administratives de piètre qualité ont un coût pour les économies nationales : la capacité de croissance de ces dernières, leur compétitivité, leur capacité d’adaptation et leur aptitude à créer des emplois peuvent en pâtir. Ce rapport s'appuie sur les résultats d’une enquête menée auprès de 8 000 entreprises, il fait le point sur la qualité, la mise en œuvre et le poids de la réglementation et des formalités administratives dans les domaines de l’emploi, de l’environnement et de la fiscalité. Les résultats sont inquiétants. Un exemple : la « paperasserie » absorbe 4 % du chiffre d’affaires annuel des entreprises (ce sont les plus petites qui sont le plus durement frappées) et ce coût augmente dans la plupart des pays.

Cette édition de poche des Principes de l'OCDE applicables en matière de prix de transfert contient la version intégrale des principes en matière de prix de transfert adoptée par les pays membres à l’usage des entreprises multinationales qui transfèrent des biens ou des services d’un pays à l’autre ou au sein d’un seul et même groupe d’entreprises. Ils réaffirment qu’un traitement de pleine concurrence doit être appliqué aux entreprises faisant partie d’un groupe multinational et que pour ce faire, les méthodes transactionnelles traditionnelles doivent être privilégiées. Ces questions controversées n’intéressent pas uniquement les spécialistes de la fiscalité. This compact version of Transfer Pricing Guidelines provides the complete and current text of the OECD pricing guidelines accepted by member countries and to be used by multinational enterprises when transferring goods and services across boundaries and within the same group of companies. They maintain the arm's length principle of treating related entreprises within a multinational group and affirm traditional transaction methods as the prefered way of implementing the principle. These controversial issues are not just of interest to tax experts. National tax administrations, taxpayers, and businessmen alike all have a share in avoiding conflicting tax rules which might seriously hamper the development of world trade. These guidelines have also been published in a loose leaf version.

    Kurzfassung: Chinese decision-makers are grappling with policy choices that will optimise the gains from China’s integration into the international trading system in harmony with social, regional and sustainable development goals. Trade liberalisation can significantly enhance the reform process underway and bring great benefits to China. But the agricultural sector faces the greatest challenges and potential hardships of any economic sector from this process. Significant domestic policy reform and structural adjustment will be critical to enable China to realise its comparative advantage in agriculture and to redeploy an estimated 150 million redundant farmers. To sharpen understanding of the policy options, the OECD invited Chinese and international experts to reflect together upon the likely impacts of freer trade on China’s agricultural sector. Based on the results of China’s WTO negotiations with key trading partners, they assessed the compatibility of China’s WTO commitments with domestic policies and the need for specific changes. They analysed the effects of likely policy changes on cereal, oilseeds and livestock markets in China and OECD countries. And they examined the implications of China’s WTO accession on rural enterprises, regional development and the domestic and international political economy. These proceedings offer the reader the fruits of timely analytical and strategic thinking and joint reflection on some of the most important agricultural policy issues for China and the world.

If the continent is to obtain optimum benefit from the integration and opening of the world economy, this heavy reliance on primary products must be reduced. But owners of bottleneck facilities are often in a position to restrict or limit the growth of competition. There is a growing realisation that fundamental structural changes are often necessary if the full benefits of competition are to be achieved for users and consumers. This publication explores the nature and impact of rules which affect the structure of public utility industries. It covers not only the theory behind different forms of separation but also practical experience in a wide variety of countries and sectors (railways, electricity, postal services, telecommunications, gas, air services, and maritime transport). It also contains the new OECD Recommendation on Structural Separation of Regulated Industries, which urges Member countries to consider separating the monopoly and the competitive parts of regulated industries, especially during the process of privatisation or liberalisation.
