    Abstract: For small-scale fisheries around the world, the Blue Growth and Blue Economy initiatives may provide sustainable development, but only insofar as they align with the global consensus enshrined in the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the context of Food Security and Poverty Eradication. If states do nothing to fulfill the promises they made when they endorsed these guidelines in 2014, the Blue Economy will come at a loss for small-scale fisheries and further their marginalization in the ocean economy. Under the umbrella of Blue Justice, this book demonstrates that these risks are real and must be considered as states implement their sustainable ocean development plans. These are human rights issues, which are embedded into governance principles and institutions and which make a difference for small-scale fisheries people in their daily lives. In stressing the importance of policies and institutions that build on the experiences of small-scale fisheries people in the contexts in which they operate, this book draws on case studies of small-scale fisheries from countries on all continents to clarify what Blue Justice entails for small-scale fisheries and make suggestions for real change. “Through the Blue Justice paradigm, this book flags the relevance of recognizing the potential impact that different factors, including the Blue Economy approach, could bring to fishing communities, their livelihoods, cultural traditions, and other potential multidimensional conflicts.     Abstract: This book explores the contours of the code of silence and provides policy recommendations geared toward creating an environment less conducive for police misconduct. It responds to the recent calls for police reform, in the wake of the perceived illegitimacy of police actions and the protection that the code of silence seems to provide to the police officers who violate the official rules.Using a case study of a medium-sized U.S. police agency, this book employs the lens of police integrity theory to provide empirically grounded explanations of the code of silence. It examines the potential effects of organizational factors and the attitudes of individual police officers on their willingness to adhere to the code of silence in cases of police corruption, the use of excessive force, interpersonal deviance, and organizational deviance.     Abstract: This book offers a new perspective on public law and public policies. The collection of papers gathered here begins with an in-depth discussion on gender perspectives in constitutional law, which can support gender justice, but also perpetuate patriarchal norms. The book then analyzes the role of the European Ombudsman in the area of gender discrimination. Despite its limited jurisdiction, this institution has become a significant complementary tool in the protection of gender equality and the elimination of gender discrimination at the EU level. Particular attention is paid to the importance of mainstreaming gender into public policies. Thus, the legal and institutional frameworks of Spain and Serbia are presented, which can serve as an inspiration to other countries. Another important aspect covered in the book is an analysis of systemic differences between the average wages of women and men in the six countries of the Western Balkans. In turn, the book presents a discussion on female genital mutilation as a highly gendered crime based on extreme versions of rigid, patriarchal ethnic and religious norms and customs. It is analyzed through the lenses of the Istanbul Convention, as a tool for combating violence against women. Particular attention is paid to femicide, its definitions, forms, and phenomenological characteristics. Having been only recently acknowledged, femicide is still characterized by an inadequate judicial response in many countries. In this regard, a special focus is on German and Serbian experiences in acknowledging femicide and combating it through various measures. Finally, the importance of stalking laws is discussed, as stalking is a highly gendered crime that many states fail to combat adequately. The collection of essays offered in this book will be of interest to all those working in the field of public law, to policymakers, and to students and academics looking to broaden and deepen their research on various issues in public law and policies from gender perspectives.

    Abstract: This edited book presents scientific results of the 20th IEEE/ACIS International Conference on Software Engineering Research, Management, and Applications (SERA2022) held on May 25, 2022, in Las Vegas, USA. The aim of this conference was to bring together researchers and scientists, businessmen and entrepreneurs, teachers, engineers, computer users and students to discuss the numerous fields of computer science and to share their experiences and exchange new ideas and information in a meaningful way. Research results about all aspects (theory, applications and tools) of computer and information science and to discuss the practical challenges encountered along the way and the solutions adopted to solve them. The conference organizers selected the best papers from those papers accepted for presentation at the conference. The papers were chosen based on review scores submitted by members of the program committee and underwent further rigorous rounds of review. From this second round of review, 12 of the conference’s most promising papers are then published in this Springer (SCI) book and not the conference proceedings. We impatiently await the important contributions that we know these authors will bring to the field of computer and information science.

    Abstract: This book is the first research collection by the Malaysian Society for Automatic Control Engineers (MACE).     Abstract: This book focuses on how the BOXES Methodology, which is based on the work of Donald Michie, is applied to ill-defined real-time control systems with minimal a priori knowledge of the system. The method is applied to a variety of systems including the familiar pole and cart. This second edition includes a new section that covers some further observations and thoughts, problems, and evolutionary extensions that the reader will find useful in their own implementation of the method. This second edition includes a new section on how to handle jittering about a system boundary which in turn causes replicated run times to become part of the learning mechanism. It also addresses the aging of data values using a forgetfulness factor that causes wrong values of merit to be calculated. Another question that is addressed is “Should a BOXES cell ever be considered fully trained and, if so, excluded from further dynamic updates”. Finally, it expands on how system boundaries may be shifted using data from many runs using an evolutionary paradigm.

    Abstract: This book describes new energy saving methods and technologies for heat power engineering. The book is devoted to topical issues of energy and related industries. Leading Ukrainian scientists from both scientific institutes and educational universities took part in its creation. The research results are presented in 6 parts: electrical engineering, heat power engineering, nuclear power engineering, fossil fuels, cybersecurity and computer science, environmental safety. Results of regulating of operating modes and applicability of model checking technique in power systems are showed. Separate block of questions regarding the functioning of nuclear power plants, their waste and preventive measures of protection against negative effects on living organisms (including, for example, the Chernobyl nuclear power plant) is considered. The results of the peculiarities of the extraction, purification and use of fossil fuels are presented. In some chapters, presented the results on improving the cybersecurity of energy systems and its resilience to various threats, including the use of 5G technology.     Abstract: This open access book focuses on the role of civil society in the creation, dissemination, and interpretation of knowledge in geographical contexts.     Abstract: This book contributes to the area of ongoing global risks and the area of forthcoming global risks, particularly necessary for the implementation of very important interdisciplinary research activities. Global risks are defined in this study as having a global geographical scope, an inter-industrial presence, and exceptionally critical stages of economic and social participation that necessitate a major multi-stakeholder input. In addition, global risks demand an extremely extensive priority in decision-making allowance. The theoretical and practical results of this work are strongly connected to several quite useful factors. The present work mainly concentrates on the contribution of probability theory in the advancement of the practical applicability of global risk governance.     Abstract: This book aims to fill a gap in research on women's political representation by developing a multidimensional assessment of female participation in subnational legislatures in a federal political system like Mexico. The Mexican experience in terms of women's political representation at the federal and subnational levels has been very successful, as the reforms created a more robust "gender electoral regime" that promoted an increase in the number of elected female legislators (1987-2021). Still, little is known about the impact of the rise in women's presence in Congresses on other dimensions of political representation, such as symbolic or substantive. Although previous studies on women's political representation in Mexico have yielded exciting conclusions based on empirical evidence and strengthened a theory focused on the analysis of presence, it is still insufficient to explain the other dimensions of representation and the relationship between them. Therefore, this book contributes to the comparative scholarship from the perspective of feminist neo-institutionalism, expanding the understanding of the relationship between women's formal and descriptive representation, the content of legislative work in terms of preferences and interests (substantive representation), and its symbolic effects on women and politics in general (symbolic representation). Women in Mexican Subnational Legislatures: From Descriptive to Substantive Representation will be of interest to political scientists, sociologists, and jurists interested in gender and politics. The book fills a theoretical and empirical gap on the effects of gender parity in the programmatic and symbolic scope of power building. The findings on good practices and challenges are discussed within a broader body of comparative research, providing knowledge to academia, policymakers, and international cooperation agencies about the remaining obstacles to strengthening Latin American democracies and the need to continue exploring the links between subnational politics and democratization of federal political systems.

    Abstract: This book contains a collection of studies on the interactions between businesses in Africa and Global Value Chains (GVCs) in terms of social, environmental and economic sustainability. This is particularly pertinent given the asymmetrical power distribution between the global buyer and the African supplier, their governance relationships and the ongoing competitive pressures to reduce costs and increase flexibility to meet GVC demands. Rather than focusing on the sustainability of a single organization, GVCs address the sustainability of inter-firm value chains and global industries as a whole. With little differentiation between value chain creation and social / environmental degradation extending to people and raw material extraction (upstream) and disposal or recycling (downstream), sustainability issues need to be at the forefront of African business research interests. Nowadays, sustainability is considered a competitive advantage for a firm looking to join a GVC. Whether sustainability is approached from the viewpoint of an exporting firm motivated to join a GVC in its respective industry or whether a firm’s continuing contractual or collaborative relationship with a buyer depends on its compliance with sustainability standards, both approaches focus on the ability of firms in Africa to benefit from joining sustainable GVCs.

    Abstract: This book aims to present some advanced control methodologies for power converters. Power electronic converters have become indispensable devices for plenty of industrial applications over the last decades. Composed by controllable power switches, they can be controlled by effective strategies to achieve desirable transient response and steady-state performance, to ensure the stability, reliability and safety of the system. The most popular control strategy of power converters is the linear proportional–integral–derivative series control which is adopted as industry standard. However, when there exist parameter changes, nonlinearities and load disturbances in the system, the performance of the controller will be significantly degraded. To overcome this problem, many advanced control methodologies and techniques have been developed to improve the converter performance. This book presents the research work on some advanced control methodologies for several types of power converters, including three-phase two-level AC/DC power converter, three-phase NPC AC/DC power converter, and DC/DC buck converter. The effectiveness and advantage of the proposed control strategies are verified via simulations and experiments. The content of this book can be divided into two parts. The first part focuses on disturbance observer-based control methods for power converters under investigation. The second part investigates intelligent control methods. These methodologies provide a framework for controller design, observer design, stability and performance analysis for the considered power converter systems. .

This city in South Africa was selected since its spatial aspects of separation are particularly evident due to the legacy of both apartheid and modernism.     Abstract: This book collects the main results of the Advanced Grant project RoDyMan funded by the European Research Council. As a final demonstrator of the project, a pizza-maker robot was realized. This represents a perfect example of understanding the robot challenge, considering every inexperienced person's difficulty preparing a pizza. Through RoDyMan, the opportunity was to merge all the acquired competencies in advancing the state of the art in nonprehensile dynamic manipulation, which is the most complex manipulation task, considering deformable objects. This volume is intended to present Ph.D. students and postgraduates working on deformable object perception and robot manipulation control the results achieved within RoDyMan and propose cause for reflection of future developments. The use of type-2 fuzzy systems has become widespread in the leading economy sectors, especially in industrial and application areas, such as services, health, defense, and so on. However, recently the use of interval type-3 fuzzy systems has been receiving increasing attention and some successful applications have been developed in the last year. These issues were taken into consideration for this book, as we did realize that there was a need to offer the main theoretical concepts of type-3 fuzzy logic, as well as methods to design, develop and implement the type-3 fuzzy systems. A review of basic concepts and their use in the design and implementation of interval type-3 fuzzy systems, which are relatively new models of uncertainty and imprecision, are presented. The main focus of this work is based on the basic reasons of the need for interval type-3 fuzzy systems in different areas of application. In addition, we describe methods for designing interval type-3 fuzzy systems and illustrate this with some examples and simulations.

    Abstract: This book is a timely book to summarize the latest developments in the optimization of tuned mass dampers covering all classical approaches and new trends including metaheuristic algorithms. Also, artificial intelligence and machine learning methods are included to predict optimum results by skipping long optimization processes. Another difference and advantage of the book are to provide chapters about several types of control types including passive tuned mass dampers, active tuned mass dampers, tuned liquid dampers, tuned liquid column dampers and inerter dampers. Tuned mass dampers (TMDs) are vibration absorber devices used in all types of mechanic systems. The key factor in the design is an effective tuning of TMDs for the desired performance. In practice, several high-rise structures and bridges were designed by including TMDs. Also, TMDs were installed after the construction of the structures after several negative experiences resulting from the disturbing sway of the structures. In optimum design, several closed-form expressions have been proposed for optimum frequency and damping ratio of TMDs, but the exact optimization requires iterative optimization approaches. The current trend is to use evolutionary algorithms and metaheuristic optimization methods to reach the goal. .

    Abstract: Digital healthcare is heterogeneous along the entire treatment pathway, ranging from monitoring applications and artificial-intelligence-based diagnostics, to support for virtual reality surgery. Since the introduction of the Digital Health Act in Germany in early 2020, there has been a push toward digital innovative solutions, especially in the outpatient sector. This book analyzes current digital health law from an economic perspective, combining theory with real-world applications. It examines both the incentives and market access pathways for digital solutions and the price effects brought about by the new regulatory framework in Germany. Further, it discusses the difficulties in pricing due to the monopolistic BfArM register and negotiations with the association of all German health insurance companies.
