    Abstract: The Dominican Republic, though the fastest-growing economy in Latin America and the Caribbean since 2010, cannot afford complacency. The COVID-19 crisis may accelerate existing global trends that created the need for reforms addressing structural weaknesses that lurked beneath the surface well before the pandemic. The current situation demands an unpreceded policy effort to ensure a prompt and effective health response, and to guarantee short-term support for workers and firms. The enduring challenge will be updating the country’s development model through targeted reforms. The Production Transformation Policy Review (PTPR) of the Dominican Republic identifies priority reforms to update the national strategy, with perspectives on agro-food and nearshoring. It benefitted from peer review from the United States Reshoring Institute and the Ministry of Agriculture of Brazil.

S’appuyant sur les conclusions d’un premier rapport de suivi publié en 2017, le présent rapport analyse les réformes législatives, politiques et institutionnelles récentes en faveur de l’autonomisation économique des femmes en Égypte, en Jordanie, au Maroc et en Tunisie et cherche à identifier les facteurs de réussite qui ont contribué à ancrer ces réformes. Il fournit par ailleurs des exemples concrets et des outils pratiques à l’intention des décideurs politiques pour les aider à transformer les politiques publiques en actions efficaces pour l’autonomisation économique des femmes.

However, there are large differences in outcomes across Indonesian provinces, which often reflect the quality of local infrastructure, services, education, and jobs. This joint Asian Development Bank (ADB) and Organisation for Economic Co-operation and Development (OECD) study sheds light on challenges and opportunities to promote employment and skills outcomes at the local level in Indonesia. The analysis presented in this OECD/ADB report shows the importance of strengthening local institutions managing and delivering employment and skills policies.

Dans le cadre de cette étude une enquête auprès employeurs a été réalisée afin de comprendre leur expérience en matière de recrutement d’immigrants et de connaître leur perception de l’utilité des outils disponibles pour favoriser l’intégration et l’embauche d’immigrants. Ce rapport présente une analyse des enjeux liés à l’intégration des migrants au niveau local et propose des exemples de bonnes pratiques mises en place dans d’autres régions de l’OCDE.

Firms may increasingly look to technology as a way to pandemic proof their operations, while individuals may develop preferences for automated services as opposed to face to face contact. This OECD report sheds light on the potential impacts of automation on the Basque labour market, including which types of jobs and groups of workers are most likely to be impacted, in light of COVID-19 and other labour market changes. The report also highlights the critical role to be played by employment services, training policies and social dialogue to help people and firms make labour market transitions while upholding social cohesion. The report delves into how the Basque Country’s employment and skills system can continue to be at the front line as the crisis evolves.

    Abstract: The COVID-19 crisis has had a profound impact on SME access to finance. In particular, the sudden drop in revenues created acute liquidity shortages, threatening the survival of many viable businesses. The report documents an increase in demand for bank lending in the first half of 2020, and a steady supply of credit thanks to government interventions. On the other hand, other sources of finance declined, in particular early-stage equity. This paper, a special edition of Financing SMEs and Entrepreneurs, focuses on the impacts of COVID-19 on SME access to finance, along with government policy responses. It reveals that the pre-crisis financing environment was broadly favourable for SMEs and entrepreneurs, who benefited from low interest rates, loose credit standards and an increasingly diverse offer of financing instruments. It documents the unprecedented scope and scale of the policy responses undertaken by governments world-wide, and details their key characteristics, and outlines the principal issues and policy challenges for the next phases of the pandemic, such as the over-indebtedness of SMEs and the need to continue to foster a diverse range of financing instruments for SMEs.

    Abstract: This paper explores patterns of short-term labour demand weakening in Metropolitan Statistical Areas (MSAs) of the United States and the associated regional factors. The paper considers online job vacancy postings in February-June 2020. The data show that in larger MSAs, online job postings contracted more and the recovery was slower compared to smaller MSAs. Non-tradable service occupations, particularly those involving face-to-face interactions, contracted the most. The regression analysis reveals that different metropolitan characteristics were associated with the initial drop (February-April) and the recovery (May-June) in online job posting. The associations of online job postings with regional characteristics also differed between teleworkable (with high feasibility of performing work duties remotely) and non-teleworkable jobs. Cities with higher share of teleworkable employment had more online vacancy announcements during the first months of the COVID-19 pandemic.

    Abstract: This paper explores and classifies some of the most common policy options adopted by national, regional and local policy makers in the context of or prior to the COVID-19 pandemic to enable, encourage and make the most of teleworking. It also considers efforts to foster the attraction and retention of remote workers and entrepreneurs in particular places. The current crisis represents, among other things, a mass experiment in teleworking, unprecedented in size and scope. A shift towards large-scale, long-lasting teleworking would have profound implications for the geography of local employment. However, SMEs may be less equipped than larger firms to face this change. Public policy can play an important role in turning teleworking into an opportunity for all, to minimise the potential of widening pre-existing disparities between people, places and firms.

Os trabalhadores que perdem seus empregos e fontes de renda, incluindo aqueles em modalidades de trabalho informal, precisam de auxilio à rendimento. Como as empresas sofrem uma queda acentuada na demanda, o rápido apoio financeiro por meio de doações ou créditos pode ajudá-las a suprir as lacunas de liquidez.     Abstract: This paper offers an in-depth analysis of the characteristics of innovative start-up firms in Friuli-Venezia Giulia, an autonomous region situated at the extreme North East of the Italian territory, bordering with Austria and Slovenia. This work is part of a series of thematic papers on sub-national start-up landscapes in Italy, produced by the OECD Trento Centre for Local Development. Following the 2018 OECD Evaluation of the Italian Start-up Act, which embraced a national perspective, it represents a first attempt to analyse the impact of this policy at the local level. Friuli-Venezia Giulia hosts a polycentric, mainly urban start-up landscape, with a low prevalence of female and young founders. Its historical sub-regions of Friuli and Venezia Giulia present remarkable differences under several perspectives, including the industrial composition of their start-ups, the spread of emerging technologies among them and their propensity to use national incentives. Firm dynamism, notably high-growth and exit trends, constitutes another major focus of this work, which concludes with a set of evidence-based recommendations for policy-makers.

    Abstract: Les perspectives dans le secteur touristique demeurent très incertaines. La pandémie de coronavirus (COVID-19) continue de frapper durement ce secteur ; selon les prévisions, le tourisme international devrait diminuer d’environ 80 % en 2020. Le tourisme interne contribue à atténuer le choc, tout au moins partiellement, et les pouvoirs publics ont immédiatement pris des mesures remarquables pour aider et relancer le secteur tout en préservant les emplois et les entreprises. Bon nombre de pays s’emploient également à élaborer des mesures pour construire une économie touristique plus résiliente après la pandémie de COVID-19. Elles consistent notamment à préparer des plans de soutien durable à la reprise dans le secteur du tourisme, à encourager le virage du numérique et la transition vers un tourisme vert et à adapter le tourisme aux réalités futures.

These can result in lost income, trouble paying bills, and meeting other financial obligations, as well as the risk of falling victim to scams and fraud. Policy makers worldwide need to increase the awareness of citizens about effective means to mitigate the impact of the COVID-19 pandemic and its potential long-term consequences for their financial resilience and well-being. Taking domestic contexts into account, governments could consider the following initial measures.

    Abstract: Ce rapport est une édition spéciale du Tableau de bord de l’OCDE sur le financement des PME et des entrepreneurs, publication phare de l’OCDE. Il examine en détail les conséquences du COVID-19 sur l’accès des PME au financement, ainsi que les mesures prises en conséquence par les pouvoirs publics. Il apparaît qu’avant la crise, les conditions de financement étaient globalement favorables pour les PME et les entrepreneurs, qui bénéficiaient de faibles taux d’intérêt, de critères accommodants d’octroi des crédits et d’une offre de plus en plus diversifiée d’instruments de financement. Mais la crise du COVID‑19 a profondément bouleversé l’accès des PME au financement. Plus particulièrement, l’effondrement brutal du chiffre d’affaires des entreprises a provoqué de graves pénuries de liquidités qui ont mis en danger la survie de bon nombre d’entreprises viables. Ce rapport fait état d’une augmentation de la demande de prêts bancaires au cours du premier semestre de 2020, et d’une stabilité de l’offre de crédit grâce à l’action des pouvoirs publics. Parallèlement, on a observé un recul d’autres sources de financement, en particulier l’apport de fonds propres au stade du démarrage. Le rapport réunit des données sur le périmètre et l’ampleur des mesures prises par les gouvernements dans le monde, et en précise les principales caractéristiques. Il décrit les principaux enjeux stratégiques du financement des PME qui se poseront au cours des prochaines phases de la pandémie ; il s’agira en effet d’éviter le surendettement des PME, de promouvoir une gamme diversifiée d’instruments de financement, de stimuler la création d’entreprises et de renforcer la résilience des PME par des mesures structurelles.

Policy interventions should tackle short-term challenges, supporting short-term liquidity and availability of funding, and foster the ability of start-ups to grasp new business opportunities that may arise during and after the pandemics. In the longer-term, policies that reduce barriers to entrepreneurship, provide incentives for start-ups, and boost entrepreneurial potential could help limit the detrimental employment and innovation effects of a missing generation of new firms and help speed up the recovery.

    Abstract: This publication presents the findings of the OECD review of SME and entrepreneurship policy in Brazil. SMEs play an important role for economic growth and social inclusion in Brazil, accounting for 62% of total employment and 50% of national value added. However, productivity gaps between SMEs and large companies are wider in Brazil than in the OECD area, which is also the result of low innovation and export propensity among Brazilian SMEs. Business ownership and business creation are common, but growth-oriented entrepreneurship is much less widespread. Brazil’s SME policy is enshrined in the 1988 Federal Constitution, which grants to micro and small enterprises a preferential treatment in different policy areas (e.g. tax and labour law). Brazilian SME policies are, therefore, mostly aimed at this constituency, whereas mid-sized firms are largely missing in the national policy debate. Simples Nacional, a preferential tax and regulatory regime, is the main federal SME policy, but Brazil also operates a large number of targeted programmes for SMEs. This report provides policy recommendations to enhance Brazil’s SME and entrepreneurship performance, covering, among others, innovation policy, export support, access to finance, and women’s entrepreneurship.

    Abstract: This paper offers an in-depth analysis of the characteristics of innovative start-up firms in Trentino, a high-income mountainous area in the North East of Italy. This work is part of a series of thematic papers on regional start-up landscapes in Italy, produced by the OECD Trento Centre for Local Development. Following the 2018 OECD Evaluation of the Italian Start-up Act, which embraced a national perspective, it represents a first attempt to analyse the impact of this policy at the local level. Among Italian regions, Trentino boasts the highest density of registered innovative start-ups over all young firms established locally. However, innovative start-ups spread unevenly throughout this territory, concentrating in urban areas. Female and young founders are less prevalent than in Italy at large. Firm dynamism, in particular high-growth and exit trends, the uptake of emerging technologies among local start-ups as well as their propensity to use national incentives are other key areas of this work, which concludes with a set of evidence-based recommendations for policy makers.

    Abstract: The characteristics of innovative start-up firms in South Tyrol, the northernmost province of Italy, entirely mountainous, hosting a high-income population belonging to three main language groups. This work is part of a series of thematic papers on sub-national start-up landscapes in Italy, produced by the OECD Trento Centre for Local Development. It represents a first attempt to analyse the effect of the Italian policy framework for young innovative firms at the local level. South Tyrol is home to a relatively small number of registered innovative start-ups, pointing to the presence of obstacles to policy transfer. Evidence suggests that language barriers may play a critical role. Firm dynamism, in particular high-growth and exit trends, the spread of emerging technologies among local start-ups as well as their propensity to uptake national incentives are other major focuses of this work, which concludes with a set of evidence-based recommendations for policy-makers.

    Abstract: Skills are the key to shaping a better future and central to the capacity of countries and people to thrive in an increasingly interconnected and rapidly changing world. Megatrends such as globalisation, technological advances and demographic change are reshaping work and society, generating a growing demand for higher levels and new sets of skills. OECD Skills Strategy projects provide a strategic and comprehensive approach to assess countries’ skills challenges and opportunities and help them build more effective skills systems. The OECD works collaboratively with countries to develop policy responses that are tailored to each country’s specific skills needs. The foundation of this approach is the OECD Skills Strategy Framework, which allows for an exploration of what countries can do better to 1) develop relevant skills over the life course; 2) use skills effectively in work and in society; and 3) strengthen the governance of the skills system. This report, “OECD Skills Strategy Slovak Republic: Assessment and Recommendations”, identifies opportunities and makes recommendations to strengthen the skills of youth, reduce skills imbalances, foster greater participation in adult learning and strengthen the use of skills in the workplace.

    Abstract: At a moment when many countries of the MENA region are looking to accelerate economic growth and build more stable, open societies, this report argues that greater women’s economic empowerment holds one of the keys. It asserts that despite challenges some countries are facing in guaranteeing women equal access to economic opportunity, progress is underway and can be further nurtured through targeted, inclusive and coordinated policy actions. Building on the conclusions of a first monitoring report released in 2017, the report analyses recent legislative, policy and institutional reforms in support of women’s economic empowerment in Egypt, Jordan, Morocco and Tunisia and seeks to identify success factors that have helped anchor reform. Moreover, it delivers actionable examples and practical tools for policy makers to help them transform policies into effective actions for women’s economic empowerment.

    Abstract: This paper explores the linkages between regional strategies for the social economy and regional development in four EU countries: France, Spain, Sweden and Poland. It provides a comparative perspective of regional strategies for the social economy (Section 1), based on i) the level of recognition of the social economy itself, ii) multi-level governance arrangements, iii) the regional strategic priority given to the social economy and iv) financial resources available for regional strategies. It gives examples of strategies for the social economy in selected regions in the four countries to document the diversity of practice (Section 2). It outlines conclusions and policy orientations (Section 3) to help reinforce the positive impact of regional strategies for the social economy on regional development.

La pandemia de COVID-19 continúa golpeando fuertemente y se prevé que el turismo internacional disminuya alrededor del 80% en 2020. El turismo doméstico permite aminorar el golpe, al menos parcialmente y, los gobiernos han tomado impresionantes acciones inmediatas para restaurar y reactivar el sector para proteger el trabajo y los negocios. Actualmente, muchos países también están desarrollando medidas para construir una economía turística más resiliente después del COVID-19. Estas medidas incluyen la preparación de planes para apoyar a la recuperación sostenible del turismo, la promoción de la transición digital para dar paso a un sistema de turismo más ecológico y el replanteamiento del turismo para el futuro.

    Abstract: «Индекс экономической политики в сфере МСП: страны Восточного партнерства в 2020 г. Оценка реализации Европейского акта о малом бизнесе» является уникальным инструментом сопоставительного анализа, который позволяет контролировать прогресс разработки и осуществления политики в области МСП в сравнении с передовыми практиками ЕС и международного сообщества. Он основывается на 10 принципах Европейского акта о малом бизнесе (АМБ), который предлагает широкий спектр мер, направленных на оказание поддержки предприятиям. Эти принципы служат руководящей основой для разработки и осуществления политики в сфере МСП. Настоящее исследование является третьим изданием из данной серии. Результаты первых двух исследований были опубликованы в 2012 и 2016 годах. В исследовании 2020 года представлен всесторонний обзор хода реализации десяти рекомендаций закона, а также анализируются успехи, достигнутые странами региона с 2016 года. Кроме того, в исследовании рассматриваются существующие проблемы, затрагивающие МСП в странах ВП, и предлагаются рекомендации по их решению на основе примеров передовой практики ЕС и других стран мира. В издание 2020 года также включена оценка трех новых направлений (защита конкуренции, принудительное исполнение договоров и коммерческая добросовестность), выходящих за рамки политики развития МСП и охватывающих ключевые приоритеты структурных реформ, которые имеют решающее значение для создания равных условий для предприятий всех размеров и форм собственности.
