    Abstract: The purpose of this paper is to explore the gendered impacts of climate change in the Sahel. In particular, it explores the ways in which gender inequality is a critical factor in understanding vulnerability and resilience efforts concerning climate change. It shows that the current climate crisis is affecting livelihoods throughout the Sahel in pronounced ways. In a region highly dependent upon subsistence agriculture and pastoralist livelihoods, climate variability and environmental degradation have made such livelihoods difficult to sustain, the effects of which have broad ranging impacts on social and economic systems. Consequently, migration, livelihood adaptation, social unrest, and political instability emerge from the ecological challenges the Sahel is facing. Those with the resources to respond to and prepare for future climate events will be better equipped to navigate the climate crisis. Unfortunately, those resources are rarely equally distributed at the household, community, and state levels. In particular, gender inequalities within the Sahel pose a very real challenge for adaptation and resilience strategies as states and global institutions make interventions to support at risk populations. The paper then explores what development and state institutions are doing to resolve gender inequity through climate resilience policy, and where these efforts are falling short. The paper concludes with some strategies to improve opportunities for gender equity and climate resilience based on field research within the Sahel.

Previo a la pandemia, los niveles y tendencias de financiamiento interno y externo ya eran insuficientes para cubrir las necesidades de gasto de los ODS. Sin embargo, existe el riesgo de una reducción significativa de la financiación disponible para las economías en desarrollo. El financiamiento privado externo para dichas economías podría caer USD 700 000 millones en 2020 comparado con 2019, superando 60% el impacto directo de la crisis financiera mundial de 2008. De haber importantes retrocesos en el desarrollo, aumentaría la vulnerabilidad ante futuras pandemias, el cambio climático y otros males públicos mundiales. Aunque la financiación oficial del desarrollo es una importante fuerza anticíclica a corto plazo para los servicios públicos, ninguna fuente de financiación del desarrollo puede asumir este reto por sí sola. Los actores para la financiación del desarrollo y otros ámbitos deben colaborar estrechamente para "reconstruir mejor”.

    Abstract: African governments are increasingly confronted with new forms of political violence. The situation is particularly worrying in the Sahara-Sahel where violence is on the rise. This degrading security situation has prompted African countries and their partners to intervene militarily to stabilise the region and to prevent the spread of extremism and violence against civilians. However, these initiatives face many obstacles due to the transnational nature and geography of violence. Tensions regionalise across state borders when armed groups, defeated by counter-insurgency efforts, relocate to other countries. This study maps the evolution of violence across North and West Africa, with a particular focus on Mali, Lake Chad and Libya. In the regions experiencing the highest levels of political insecurity, it identifies whether and how conflicts tend to cluster or spread, potentially across national borders. The work is based on a new spatial indicator of political violence designed to assess the long-term evolution of conflicts and provide policy options.

    Abstract: The OECD's Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined once every five to six years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation activities of the member under review and its approach to fragility, crisis and humanitarian assistance. Austria prioritises its multilateral engagement, advocates actively on global challenges such as security and environmental sustainability, and demonstrates regional leadership. The Austrian Development Agency is delivering quality development assistance to Austria’s priority partner countries but is responsible for only a small share of Austria’s total official development assistance (ODA) effort. In the absence of a single, overarching policy vision, Austria’s ODA remains fragmented. This review looks at the opportunities for Austria to achieve a more co-ordinated and coherent whole-of-government approach. It also emphasises the need for Austria to develop a plan to increase its aid budget in line with its commitment to allocate 0.7% of its gross national income to ODA.

    Abstract: Africa is projected to have the fastest urban growth rate in the world: by 2050, Africa’s cities will be home to an additional 950 million people. Much of this growth is taking place in small and medium-sized towns. Africa’s urban transition offers great opportunities but it also poses significant challenges. Urban agglomerations are developing most often without the benefit of policies or investments able to meet these challenges. Urban planning and management are therefore key development issues. Understanding urbanisation, its drivers, dynamics and impacts is essential for designing targeted, inclusive and forward-looking policies at local, national and continental levels. This report, based on the Africapolis geo-spatial database (www.africapolis.org) covering 7 600 urban agglomerations in 50 African countries, provides detailed analyses of major African urbanisation dynamics placed within historical, environmental and political contexts. Covering the entire distribution of the urban network — from small towns and secondary cities to large metropolitan regions — it develops more inclusive and targeted policy options that integrate local, national and regional scales of urban development in line with African realities.

    Abstract: Violence against women remains a global crisis. Worldwide, more than one in three women have experienced physical and/or sexual intimate partner violence or non-partner sexual violence in their lifetime. OECD’s inaugural conference on violence against women, entitled “Taking Public Action to End Violence at Home,” facilitated a survivor-centred exchange of ideas and experiences. Held on 5-6 February 2020, attendees convened to share experiences, practices and ideas on how to prevent, address, and eradicate intimate partner violence (IPV), a particularly insidious form of violence against women. Just a few weeks after this OECD conference concluded, the regional health crisis of COVID-19 in Asia had turned into a global pandemic. In less than a month, the entire world was grappling with the massive health, social, and economic effects of the crisis – including the consequences of millions of women becoming trapped at home with their abusers, as governments implemented containment measures to stop the spread of the virus. The issues, challenges, and solutions to intimate partner violence that were debated at OECD conference have taken on a new and even more pressing urgency in the face of the global crisis.

    Abstract: Countries are faced with the growing challenge of managing increasing risks from climate change and climate variability, putting development and the achievement of the Sustainable Development Goals at risk. The adoption in 2015 of the Sendai Framework for Disaster Risk Reduction and the Paris Agreement on climate change provides a clear mandate for increased coherence in countries’ approaches to climate and disaster risk reduction. Countries increasingly recognise the benefits of improved coherence between the two policy areas, exemplified by the number of countries that either have developed joint strategies or put in place processes that facilitate co-ordination. Informed by the country approaches of Ghana, Peru and the Philippines, in addition to a review of relevant literature, this report examines the potential for increased coherence in approaches to climate change adaptation and disaster risk reduction across levels of government and sectors. It identifies ways in which government officials, development co-operation and other stakeholders can support efforts to further enhance coherence between the two policy areas, not only in the three case study countries, but also those in other countries as well as providers of development co-operation.

In order to work to their maximum potential, CSOs need members of the Development Assistance Committee (DAC) to provide and promote enabling environments. This study provides a comprehensive review of the various ways in which DAC members support and engage with civil society. It argues that they can do more to make their civil society policies and practices effective. To that end, the study provides action points for further discussion with DAC members, CSOs, and others, to be developed into a guidance or a recommendation for how members can improve the effectiveness of their work with civil society, and, by extension, make environments for CSOs more enabling.

    Abstract: This study examines reforms to civil service pension arrangements in a number of developing countries across Africa, Asia and Latin America. These arrangements are a significant component of public-sector remuneration in many developing countries and they can carry substantial risks, not only financial but also political and social. This study takes a long-term and systemic approach to civil service pensions, charting their evolution as part of a country’s social protection provision and with reference to public-sector remuneration as well as broader institutional developments. It demonstrates the short- and long-term costs of these arrangements against spending on other social protection interventions, notably poverty-targeted social assistance. Through a series of case studies, it examines the motivation behind countries’ decision to reform their civil service schemes, as well as the challenges they faced when undertaking these reforms and their overall impact. The study is intended to support countries planning to reform their civil service pension schemes by identifying key principles and specific policies they might consider in this process; it can also support governments not planning such reforms to better understand the financial dynamics of their civil service schemes.

    Abstract: Although the number of COVID-19 cases and fatalities might still appear comparatively low in Africa than in other world regions, the looming health shock of COVID-19 could have disastrous impacts on the continent’s already strained health systems, and could quickly turn into a social and economic emergency. Beyond the immediate response, recovery strategies should include a strong structural component to reduce dependence on external financial flows and global markets, and develop more value-adding, knowledge-intensive and industrialised economies, underpinned by a more competitive and efficient services sector. Effective implementation of the African Continental Free Trade Area (AfCFTA) and the African Union’s productive transformation agenda can strengthen regional value chains, reduce vulnerability to external shocks, advance the digital transition, and build economic resilience against future crises.

The Guiding Principles offer a blueprint for the content and negotiation of durable extractive contracts that can reduce the drivers of renegotiation and can provide adaptive and flexible provisions that, for example, can automatically adjust to prevailing market conditions. They also aim to assist host governments and investors in explaining the content of the contract to the public, thereby helping to overcome tensions between stakeholders. The Guiding Principles set out eight principles and supporting commentary that host governments and investors, as well as negotiation support providers and legal practitioners, can use as a common reference for future negotiations of enduring, sustainable and mutually beneficial extractive contracts.

    Abstract: Developing countries are already suffering from the health, social and economic consequences of the coronavirus. A looming debt crisis would be catastrophic. On 15 April 2020, G20 finance ministers agreed to a debt “standstill” for 2020. This policy paper aims to illustrate the impact of this decision on donors and developing countries, including an assessment of the countries that will bear the burden of immediate debt service suspension. While successful at alleviating immediate liquidity pressures, this policy should be followed by country-by-country analyses of sustainability.

    Abstract: Fragile contexts are beginning to be hit by the Covid-19 pandemic. Most of these countries are insufficiently prepared to cope with the spread of the disease and its consequences across the multiple dimensions of fragility. The most vulnerable have difficulty in accessing hospitals and rely on poor public services. Confinement measures are hardly applicable and the mobilisation of security actors to enforce them creates further risks. The crisis highlights social inequalities and governance issues in many contexts. While the pandemic has created new peace dynamics, most conflicts continue unabated as peacekeeping missions and humanitarian response are extremely constrained. Recovering from the crisis will require international support, but public systems such as health should not be supported in isolation as these public services are not weak in isolation. Covid-19 emphasises the need to help countries address the drivers of fragility in a holistic manner and for long-term engagement.

The pandemic will likely affect financial markets and the banking sector, as well as weaken trade flows. Impacts on firms and the labour market are already apparent. Immediate healthcare responses and lockdown measures have been trying to curb spread of the virus. Timely policy responses in health and labour markets, combined with appropriate monetary and fiscal policies, will be critical. Further assessment of the economic implications of lockdown and curfew measures will be needed. Addressing medium-term challenges, including maximising the use of digitalisation and further strengthening regional co-operation, is also important.

    Abstract: The OECD’s Development Assistance Committee (DAC) conducts reviews of the individual development co‑operation efforts of DAC members once every five to six years. DAC peer reviews critically examine the overall performance of a given member, not just that of its development co‑operation agency, covering its policy, programmes and systems. They take an integrated, system‑wide perspective on the development co‑operation activities of the member under review and its approach to fragility, crisis and humanitarian assistance. The United Kingdom uses its global standing and convening power to promote an evidence-based approach to stability, inclusion and prosperity and continues to provide 0.7% of its national income as Official Development Assistance (ODA). The depth and breadth of its expertise, combined with flexible funding instruments and strong country presence, allow the United Kingdom to focus these ODA resources on developing country needs, while protecting its own longer-term national interests. Articulating a clear and comprehensive whole-of-government vision for its support to international development would allow the United Kingdom to reinforce its policy priorities and engage the public. Further measures to build effective partnerships and institutional capacity in developing countries would allow the United Kingdom to build ownership of development processes and contribute to lasting change.

    Abstract: This publication presents the findings of the OECD review of SME and entrepreneurship policy in Brazil. SMEs play an important role for economic growth and social inclusion in Brazil, accounting for 62% of total employment and 50% of national value added. However, productivity gaps between SMEs and large companies are wider in Brazil than in the OECD area, which is also the result of low innovation and export propensity among Brazilian SMEs. Business ownership and business creation are common, but growth-oriented entrepreneurship is much less widespread. Brazil’s SME policy is enshrined in the 1988 Federal Constitution, which grants to micro and small enterprises a preferential treatment in different policy areas (e.g. tax and labour law). Brazilian SME policies are, therefore, mostly aimed at this constituency, whereas mid-sized firms are largely missing in the national policy debate. Simples Nacional, a preferential tax and regulatory regime, is the main federal SME policy, but Brazil also operates a large number of targeted programmes for SMEs. This report provides policy recommendations to enhance Brazil’s SME and entrepreneurship performance, covering, among others, innovation policy, export support, access to finance, and women’s entrepreneurship.

With its recent successful fiscal consolidation, its attractiveness as a trading destination and rapidly growing domestic middle class, Viet Nam faces a window of opportunity for its transition to an inclusive market economy. Three guiderails should form the basis of this strategy: integration, transparency and sustainability. Better integration between state-owned enterprises, foreign investors and domestic private companies in open markets will be key to future performance gains. Partnerships between universities and enterprises would also help upgrade skills and create innovation, thereby making the integration durable. Transparency and performance of government are prerequisites for trust and a key lever to enhance efficiency and productivity in most areas of the state and the economy. A more sustainable development path will need better management of water, air and energy to address climate change. Reforms of the social security system can also ensure that no one is left behind, especially in the face of a fast ageing population.

In practice, this will require updating the existing rural development strategy in order to better integrate the interaction of rural and urban areas. Policy approaches that account for the fast urbanisation process experienced in the country will therefore be key to improving the well-being of rural populations and promoting national growth. This report takes a spatial approach to study Ethiopia’s rural development strategies. It highlights the need to develop stronger and more functional linkages between rural and urban areas. As such, the development of intermediary cities and small urban centres provides large scope for inclusive rural transformation. The report is the result of rigorous analysis, and extensive consultations with national and international stakeholders. It identifies some of the key challenges faced by rural areas and provides a series of recommendations to enhance Ethiopia’s rural development strategies.

    Abstract: Gender equality and women’s empowerment can only be achieved if countries take action to tackle and eliminate discrimination in their legal frameworks, social norms and practices. The SIGI 2020 Regional Report for Latin America and the Caribbean provides new evidence-based analysis on the setbacks and progress in achieving gender equality between 2014 and 2019. The report uncovers discrimination in social institutions faced by Latin American and Caribbean women in various dimensions; within the family and household context, in relation to physical integrity and access to productive and financial resources, as well within the political and civil spheres. It also explores various development perspectives such as the cost of discriminatory social institutions for Latin American and Caribbean countries and the socio-economic consequences of the COVID-19 pandemic for women and girls. Building on the regional and sub-regional analysis of how discriminatory social institutions continue to hinder efforts toward SDG 5, the report provides a set of policy recommendations to reshape gender norms, promote women’s empowerment and build a truly inclusive society.

    Abstract: PISA for Development (PISA-D) aims to make the assessment more accessible and relevant to low- and middle-income countries. This report summarises findings from the out-of-school assessment results for PISA-D. By combining the out-of-school assessment with the in-school assessment, PISA-D has been able to achieve a unique perspective on the current skills level and on the challenges that the entire population of 14-16 year-olds face. Seven countries participated in the school-based implementation of PISA-D: Cambodia, Ecuador, Guatemala, Honduras, Paraguay, Senegal and Zambia.1 Four of them, namely Guatemala, Paraguay, Honduras and Senegal, also participated in the PISA-D out-of-school assessment. Panama took part in the main PISA assessment in 2018 and the PISA-D out-of-school assessment. This report provides an overview of the main results of the out-of-school assessment for the five participating countries, comparing them, where relevant, with those for the in-school students discussed in PISA in Focus #91.

    Abstract: The double blow of coronavirus (COVID-19) and the oil price shock is hitting oil-exporting developing countries particularly hard, at a time when the fossil fuel industry is facing a process of structural decline. Although some countries might weather the current crisis on the back of sovereign wealth funds or relatively low public debt levels, this will not be the case for the majority of fragile oil-exporting countries, many of which are resource dependent and were already grappling with high levels of debt and multifaceted economic and social fragility before the present crisis. Oil-exporting developing countries have experienced an increased reliance on short-term and expensive non-concessional private borrowing in recent years, a significant proportion of which is backed by oil collateral. Some countries may find themselves entering a spiral of unsustainable borrowing on the back of the current turmoil. A timely and coherent response is needed, encompassing both concessional lenders and private financiers, to create fiscal space, reduce the risks of unsustainable debt, corruption and illicit financial flows, and catalyse a transition to a cleaner and more sustainable future

    Abstract: This Working Paper presents the perspective of Indonesia on the concept of total official support for sustainable development (TOSSD), the extent of TOSSD resources provided by Indonesia and the capacity of the government to report on these resources. Indonesia broadly supported TOSSD as a relevant measure for monitoring SDG implementation and proposed some adjustments to the TOSSD methodology. Estimates for TOSSD provided by Indonesia in 2017 amount to USD 6 376 million, with USD 16 million for Pillar I (cross-border flows to other developing countries) and USD 6 360 million for Pillar II (contributions to international public goods). For Indonesia, activities recorded in TOSSD should not only be assessed in financial terms, but also in terms of their sustainable development impact. This pilot study attests to Indonesia’s strong capacity to report on TOSSD Pillar I, but finds that tracking could be improved for a wider range of resources. The country also has the capacity to report on Pillar II.

Alongside removal, return and reintegration assistance have become an integral part of the response. Development cooperation is expanding its activity to support the capacity of countries of origin to reintegrate all returning migrants. Sustainable Reintegration of Returning Migrants: A Better Homecoming reports the results of a multi-country peer review project carried out by the OECD, with support from the German Corporation for International Cooperation (GIZ) on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ). It examines factors that can help improve the sustainability of reintegration at the individual level and at the programme level in countries of destination and origin. The report examines how casework and community-based programmes can increase uptake and improve outcomes. It identifies key elements of an effective individual reintegration programme, including outreach and counselling, case management and referral, and partnerships. The report makes proposals about how to improve programme design, evaluation, and monitoring, indicating areas where countries could co-operate more in implementation of programmes and in coordination with origin countries.

Cette étude cartographie l’évolution de la violence en Afrique du Nord et de l’Ouest et s’intéresse en particulier au Mali, à la région du lac Tchad et à la Libye. Dans les régions soumises à l’instabilité politique, elle montre de quelle manière les conflits tendent à se concentrer ou à se disperser, potentiellement au-delà des frontières nationales. Ces travaux se fondent sur un nouvel indicateur spatial de la violence politique, qui analyse l’évolution des conflits sur le long terme et propose des options en matière d’action publique.

    Abstract: This paper uses network analysis to map and characterise live animal trade in West Africa. Building on a database of 42 251 animal movements collected by the Permanent Inter-State Committee for Drought Control in the Sahel (CILSS) from 2013-17, it describes the structure of regional livestock trade at the network, trade community and market levels. Despite yearly fluctuations in the volumes and spatial patterns of trade, the paper shows that regional livestock trade operates on well-established trade corridors as animals flow in specific directions. The study also confirms that livestock trade is structured around several national and cross-border groups of markets that exchange more animals than expected by chance. Close to two-thirds of all animals are shipped internationally, indicating that regional animal trade in the Economic Community of West African States (ECOWAS) is remarkably cross-border. Finally, the paper finds that the hub markets that concentrate the most shipments also handle more animals and trade with more markets. Additionally, peripheral markets have more defined roles as primarily origins or destinations of animal shipments than markets in the core of the network. Of the nine key markets identified, three are close to borders, highlighting the importance of Nigeria as a livestock consumption destination for regional livestock production.

The Blended Finance in the Least Developed Countries 2020 report is the third edition and second joint UNCDF-OECD report. It builds on UNCDF research and transactional experience, OECD data and analysis on private finance mobilized by official development finance, and a series consultations with and contributions by blended finance experts, LDC governments, UN missions, donors, civil society and research institutions. The report provides an update on the deployment of blended finance in LDCs. It also analyses its potential role in helping those countries recover from the COVID-19 crisis, and provides an Action Agenda for unlocking capital for the achievement of the SDGs in LDCs, as called for in the 2030 Agenda for Sustainable Development and the Addis Ababa Action Agenda.

    Abstract: There are approximately 800,000 Indigenous Australians, which is 3.3% of Australia’s total population. Indigenous Australians are custodians of the world’s oldest living continuous culture and make a vital contribution to contemporary Australian society. Indigenous Australians are also important for the future of the national economy. For example, the amount of land with Indigenous ownership and interest has increased significantly in the last 50 years and now covers approximately half of Australia’s land mass. Indigenous Australians play an important role in the development of regional economies. Compared to the non-Indigenous population, Indigenous peoples are more likely to be located in predominantly rural regions. However, significant gaps in socio-economic outcomes with non-Indigenous Australians remain and these gaps are larger in rural regions. The report provides three key recommendations to improve economic outcomes for Indigenous Australians: improving the quality of the statistical framework and the inclusion of Indigenous peoples in the governance of data; promoting entrepreneurship to provide opportunities for Indigenous peoples to use assets and resources in ways that align with their objectives for development; and, implementing an approach to policies that is adapted to places, and empowers Indigenous institutions and communities.

S’appuyant sur les conclusions d’un premier rapport de suivi publié en 2017, le présent rapport analyse les réformes législatives, politiques et institutionnelles récentes en faveur de l’autonomisation économique des femmes en Égypte, en Jordanie, au Maroc et en Tunisie et cherche à identifier les facteurs de réussite qui ont contribué à ancrer ces réformes. Il fournit par ailleurs des exemples concrets et des outils pratiques à l’intention des décideurs politiques pour les aider à transformer les politiques publiques en actions efficaces pour l’autonomisation économique des femmes.

Tuttavia, il Paese potrebbe trarre vantaggio dall’inversione del recente andamento decrescente degli Aiuti pubblici allo sviluppo (APS), costruendo una forza lavoro più solida e con migliori competenze, istituendo un approccio coerente e globale di tutti i livelli di governo alle migrazioni e allo sviluppo, creando un sistema di gestione volto ai risultati.

It has also positioned itself as an international centre for green finance. Yet, it remains one of the most carbon- and material-intensive economies in the OECD. The country is a crossroads for freight traffic and attracts thousands of daily cross-border commuters. This exacerbates greenhouse gas emissions, air pollution and road congestion. Urban sprawl, landscape fragmentation and agriculture exert strong pressures on biodiversity. To steer its economy towards a greener model, Luxembourg has set ambitious environmental objectives. Greening taxation, providing stronger price signals, promoting eco-innovation and the circular economy, mainstreaming biodiversity into all policies, and investing in low-carbon infrastructure and sustainable mobility, should be priorities. This is the third Environmental Performance Review of Luxembourg. It evaluates progress towards green growth and sustainable development, with special chapters focusing on two major issues: air quality and mobility, and biodiversity.

This Guidance is intended to strengthen state-owned enterprises (SOEs)’ capacity to market commodities and optimise the value of resources sold. It explains how SOEs can set up transparent and competitive buyer selection procedures that reduce discretion, close opportunities for favouritism and corruption, ultimately leading to increased revenues for improved development outcomes. Based on the review of existing selection and procurement processes, the Guidance provides recommendations for countering key corruption challenges at each step of the buyer selection process, and identifies examples of best practices. This Guidance complements the work of the Extractive Industries Transparency Initiative (EITI) on recommended disclosures of buyer selection procedures by SOEs.

    Abstract: The Global Outlook on Financing for Sustainable Development 2021 calls for collective action to address both the short-term collapse in resources of developing countries as well as long-term strategies to build back better following the outbreak of the COVID-19 pandemic. The financing gap to achieve the Sustainable Development Goals (SDGs) in developing countries was estimated at several trillions of dollars annually before the pandemic. The report demonstrates that progress to leave no one behind has since reversed, and the international community faces unprecedented challenges to implement the holistic financing strategy set out in the Addis Ababa Action Agenda (AAAA). The report finds that trillions of dollars in financial assets held by asset managers, banks and institutional investors are contributing to inequalities and unsustainable practices. It highlights the need to enhance the quality of financing through better incentives, accountability and transparency mechanisms, integrating the long-term risks of climate change, global health, and other non-financial factors into investment decisions. The report concludes with a plan of action for all actors to work jointly to reduce market failures in the global financial system and to seize opportunities to align financing in support of the 2030 Agenda for sustainable development.

Ireland is a strong voice for sustainable development. Quality partnerships with civil society, staunch support for multilateralism and good humanitarian donorship are hallmarks of its development co-operation.
