The International Early Learning and Child Well-Being Study was designed to help countries assess their children’s skills and development, to understand how these relate to children’s early learning experiences and well-being. The study provides countries with comparative data on children’s early skills to assist countries to better identify factors that promote or hinder children’s early learning. Three countries participated in this study in 2018: England (United Kingdom), Estonia and the United States. The study directly assessed the emergent literacy and numeracy, self-regulation and social-emotional skills of a representative sample of five-year-old children in registered school and ECEC settings in each participating country. It also collected contextual and assessment information from the children’s parents and teachers. This report sets out the findings from the study as a whole.

    Abstract: The OECD/G20 Base Erosion and Profit Shifting (BEPS) Project aims to create a single set of consensus-based international tax rules to address BEPS, and hence to protect tax bases while offering increased certainty and predictability to taxpayers. Addressing the tax challenges raised by digitalisation has been a top priority of the OECD/G20 Inclusive Framework in BEPS since 2015 with the release of the BEPS Action 1 Report. At the request of the G20, the Inclusive Framework has continued to work on the issue, delivering an interim report in March 2018. In 2019, members of the Inclusive Framework agreed to examine proposals in two pillars which could form the basis for a consensus solution to the tax challenges arising from digitalisation. That same year, a programme of work to be conducted on Pillar One and Pillar Two was adopted and later endorsed by the G20. This report explores options and issues in connection with the design of a global minimum tax that would address remaining BEPS issues.

    Abstract: The IEA regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of best practices and experiences. Luxembourg experienced strong economic and population growth between 2008 and 2018. For most of that decade, energy demand and carbon dioxide emissions fell significantly, but they started to increase again in 2016. The government has adopted ambitious energy sector targets, including a 50-55% reduction of greenhouse gas emissions by 2030. Luxembourg faces challenges achieving those targets. Low energy prices for consumers are creating a barrier to the investments needed in energy efficiency and renewables. And the country has a fossil fuel-intensive energy mix driven by a high demand for transportation fuels, notably from transiting freight trucks. Luxembourg is embedded in the European electricity market, a sector that is transforming swiftly as rising shares of variable renewable generation, such as wind and solar PV, put increased attention on security of supply. In this context, Luxembourg plans to expand and upgrade its electricity grids, but the country would benefit further from the deployment of measures to increase energy storage and demand-side response in its power system. It is also important to ensure competitive markets that foster innovation and new energy services. In this report, the IEA provides a range of energy policy recommendations to help Luxembourg smoothly manage the transition to a smart, flexible and sustainable energy system.

There are also widening disparities between students in terms of their access to high quality education and their subsequent learning outcomes. This review, developed in co-operation with the Ministry of Education of Saudi Arabia, analyses the strengths and challenges of the country's education system and makes recommendations to help improve student learning. It will be of interest to policy makers in Saudi Arabia and international audiences who wish to learn about the country's ambitious reform efforts.

    Abstract: Countries are faced with the growing challenge of managing increasing risks from climate change and climate variability, putting development and the achievement of the Sustainable Development Goals at risk. The adoption in 2015 of the Sendai Framework for Disaster Risk Reduction and the Paris Agreement on climate change provides a clear mandate for increased coherence in countries’ approaches to climate and disaster risk reduction. Countries increasingly recognise the benefits of improved coherence between the two policy areas, exemplified by the number of countries that either have developed joint strategies or put in place processes that facilitate co-ordination. Informed by the country approaches of Ghana, Peru and the Philippines, in addition to a review of relevant literature, this report examines the potential for increased coherence in approaches to climate change adaptation and disaster risk reduction across levels of government and sectors. It identifies ways in which government officials, development co-operation and other stakeholders can support efforts to further enhance coherence between the two policy areas, not only in the three case study countries, but also those in other countries as well as providers of development co-operation.

Cependant, il faut également tenir compte de l’impact potentiellement négatif des politiques climatiques, notamment sur le poids des dépenses d’énergie pour les ménages et l’emploi afin de contrer la montée des inégalités économiques et sociales au sein des pays et entre ces derniers. In an attempt to prevent the circulation of the virus and to ensure the right to education, many governments quickly transitioned from traditional face-to-face instruction to some form of distance learning. To ensure learning continuity during the school closures, many teachers around the globe were tasked with moving their lessons on line. There is some evidence that education systems are moving to a “new normal” where traditional face-to-face instruction will be complemented by some form of distance learning. Even though data collection was conducted before the COVID-19 outbreak, the OECD’s Teaching and Learning International Survey (TALIS 2018) offers some useful information to illuminate why some teachers are more likely to let students use ICT for projects or class work than others, and to explore the factors behind whether teachers take up professional development activities that include ICT skills for teaching.

    Abstract: This paper offers an in-depth analysis of the characteristics of innovative start-up firms in Trentino, a high-income mountainous area in the North East of Italy. This work is part of a series of thematic papers on regional start-up landscapes in Italy, produced by the OECD Trento Centre for Local Development. Following the 2018 OECD Evaluation of the Italian Start-up Act, which embraced a national perspective, it represents a first attempt to analyse the impact of this policy at the local level. Among Italian regions, Trentino boasts the highest density of registered innovative start-ups over all young firms established locally. However, innovative start-ups spread unevenly throughout this territory, concentrating in urban areas. Female and young founders are less prevalent than in Italy at large. Firm dynamism, in particular high-growth and exit trends, the uptake of emerging technologies among local start-ups as well as their propensity to use national incentives are other key areas of this work, which concludes with a set of evidence-based recommendations for policy makers.

    Abstract: In 2019 global energy demand increased by less than half the rate of growth in 2018, well below the average rate since 2010. This deceleration was due mainly to slower global economic growth and the impact of milder weather on heating and cooling. There was, however, significant variation across energy sources, with coal showing an absolute decline and renewables a record increase. Electricity demand grew at the slowest rate since the financial crisis. Energy efficiency continued to improve but at levels well below those needed to meet the Sustainable Development Goals. Energy-related CO2 emissions remained flat as emissions from electricity generation in advanced economies declined markedly.

    Abstract: The OECD/G20 Base Erosion and Profit Shifting (BEPS) Project laid the foundations of the project to address the tax challenges arising from the digitalisation of the economy with the release of the BEPS Action 1 Report. Since then, the OECD/G20 Inclusive Framework on BEPS has been working on the issue, delivering an interim report in March 2018, at the request of the G20. In May 2019, the Inclusive Framework adopted a Programme of Work, which was endorsed by the G20 Finance Ministers and G20 Leaders in June 2019. The Programme of Work outlined proposals in two pillars that could form the basis for a multilateral consensus-based solution. It also provided that the OECD Secretariat would undertake an economic impact assessment of the proposals to ensure that all members of the Inclusive Framework could be kept fully informed of the economic and tax revenue impact of key decisions relating to the proposals. This report presents an ex ante analysis of the economic and tax revenue implications of the Pillar One and Pillar Two proposals under discussion by the Inclusive Framework as part of its work to address the tax challenges arising from the digitalisation of the economy.

    Abstract: Ensuring that LGBTI people – i.e. lesbians, gay men, bisexuals, transgender and intersex individuals – can live as who they are without being discriminated against or attacked is a concern worldwide. Discrimination against LGBTI people remains pervasive, while its cost is massive. It lowers investment in human capital due to bullying at school. It also reduces economic output by excluding LGBTI talents from the labour market and impairing their mental health, hence their productivity. This report provides a comprehensive overview of the extent to which laws in OECD countries ensure equal treatment of LGBTI people, and of the complementary policies that could help foster LGBTI inclusion. The report first identifies the legislative and regulatory frameworks in the areas of civil rights, protection against discrimination and violence, as well as health that are critical for the inclusion of sexual and gender minorities. The report then explores whether these laws are in force in OECD countries and examines the margin for further improvement. Finally, the report investigates the broader policy measures that should accompany LGBTI-inclusive laws in order to strengthen the inclusion of LGBTI people.

    Abstract: The OECD and the Directorate-General for Environment, the European Commission department responsible for EU policy on the environment, joined forces to examine current and future water-related financing challenges faced by EU member states. These include investments needed to comply with EU regulation for water supply, wastewater collection and treatment, and flood protection. As part of the research, new data was produced on current levels of expenditure for water supply, sanitation and flood protection, as well as on projected needs. It supported a comparison across member states and substantiated tailored policy discussions in selected countries and at European level. This report captures the rationale for the research, the main quantitative outcomes and the policy issues and recommendations that derived from this two-year co-operation. Lessons from Europe outlined in this report can inspire similar research and policy discussions in other parts of the world.

The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' Stage 1 peer review report. In such a context where these challenges interrelate, there is an urgent need to better understand the well-being of teachers and its implications on the teaching and learning nexus. This is the ambition of the OECD Teacher Well-being and Quality Teaching Project. This working paper is an integral part in the development of this project as it proposes a comprehensive conceptual framework to analyse teachers’ occupational well-being and its linkages with quality teaching. The core concept of this framework defines teachers’ well-being around four key components: physical and mental well-being, cognitive well-being, subjective well-being and social well-being. The framework then explores how working conditions, at both system and school levels, can impact and shape teachers’ well-being, both positively and negatively aspects. It also presents two types of expected outcomes regarding teachers’ well-being: inward outcomes for teachers in terms of levels of stress and intentions to leave the profession; and outward outcomes on quality teaching in terms of classroom processes and student’ well-being. In an annex, the paper proposes an analytical plan on how to analyse teachers’ well-being indicators and cross the results with other OECD instruments. It also presents the field trial items of the new module on teachers’ well-being which are included in the Programme for International Student Assessment (PISA) 2021 teacher questionnaire.

    Abstract: Because of the regulations concerning school entry in most school systems, a child’s date of birth may significantly affect his or her age at entry into school, and thus their first experience of schooling. Using data from the Programme for International Student Assessment (PISA), this paper provides a comparative analysis of the impact of a student’s month of birth on cognitive and non-cognitive outcomes. It describes school regulations regarding school entry in over 45 countries and economies, and discusses the reasons why a student’s date of birth may have consequences on his or her performance in school. The results show that a student’s month of birth has consequences on performance in the three main domains assessed by PISA, and also on the student’s progress through education, as those children who were the youngest in their grade cohort at entry into school were more likely to have repeated a grade in primary school. This paper also shows that, in several school systems, being the youngest in the school-entry cohort has an impact on self-confidence, notably on self-perceived competence and self-efficacy, and also on future education outcomes. These results call for raising awareness amongst educators and parents of the initial disadvantage experienced by the youngest children in their first years of school. The paper concludes with a review of existing recommendations to reduce age-related effects on education outcomes.

This study focuses on four priority issues to maximise the potential of Indigenous economies in Canada. First, improving the quality of the statistical framework and the inclusion of Indigenous peoples in the governance of data. Second, measures to improve the fairness and transparency for how Indigenous peoples can secure land tenure and the use of tools and such as land use planning to use it to promote community economic development. Third, promoting entrepreneurship so Indigenous peoples can use assets and resources in ways that align with their objectives for development. Fourth, implementing an approach to governance that adapts policies to places, and empowers Indigenous institutions and communities.

    Abstract: Radioactive waste repositories are designed to isolate waste from the living environment without human intervention over extended periods of time. Nevertheless, the intention is not to abandon the repositories, but to provide the oversight that is necessary to ensure that they are not forgotten by society. In response to this challenge, the Nuclear Energy Agency launched the international initiative “Preservation of Records, Knowledge and Memory (RK&M) Across Generations”. As a result, an in-depth understanding of this issue was developed, as well as a specific methodology to address it. The RK&M preservation toolbox, for example, offers a menu with 35 different preservation mechanisms and guidelines on how to combine and implement them. This report may be used as a general guide to the RK&M preservation topic. It presents a historical review, addresses ethical considerations, analyses the fundamentals of RK&M preservation, outlines various mechanisms and indicates how to develop these mechanisms into a systemic RK&M preservation strategy. The report aims to inspire and assist a variety of actors so that they can discuss and develop national and repository-specific RK&M preservation strategies.

Illicit markets for fake pharmaceuticals are attractive for counterfeiters, given the high profit margins, low risks of detection and prosecution, weak penalties, and the ease with which consumers can be deceived into believing that the counterfeit products are genuine. Counterfeit medicines not only cause economic damage for the sector, but are also a significant threat to public health, since fake medicines are often not properly formulated and may contain dangerous ingredients. Fake pharmaceuticals include antibiotics, lifestyle treatments, pain killers, anti-malarial drugs, diabetes treatments and central nervous system medicines.

Pollutant emission standards vary substantially between regions. Life cycle analysis has repeatedly demonstrated the benefits of recycling metals. The report includes a number of recommendations to policy makers and the metals and manufacturing industries.

    Abstract: In light of the urgency for policy action to address climate change, this report provides the first detailed global catalogue of targets and policies for mitigating greenhouse gas emissions in the Agriculture, Forestry and Other Land Use (AFOLU) sector. It covers 20 countries which collectively account for nearly half of the world’s AFOLU emissions. Most of these countries have recently set targets within their AFOLU sector as part of national climate mitigation strategies and commitments, although these targets are only legally-binding for two countries. However, policies to incentivise emission reductions and achieve these targets still need to be developed. Consequently, policy efforts will need to intensify for the AFOLU sector to contribute effectively to limiting global temperature increases to well below 2°C, and especially to meet the more ambitious 1.5°C target of the Paris Agreement.

The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' Stage 1 peer review report. DAC peer reviews critically examine the overall performance of a given member, not just that of its development co‑operation agency, covering its policy, programmes and systems. They take an integrated, system‑wide perspective on the development co‑operation activities of the member under review and its approach to fragility, crisis and humanitarian assistance. Japan combines diplomatic, peace and development efforts to achieve sustainable development and implements the Sustainable Development Goals (SDGs) through a whole-of-society approach. It values self-reliant development, country ownership and the mutual benefits of development co-operation for Japan and its partner countries. Japan is recognised as a global champion of disaster risk reduction. Increasing official development assistance could strengthen Japan's leadership and commitment to the SDGs and a mechanism would help ensure coherence between domestic policies and global sustainable development objectives. Whole-of-government country policies would ensure synergies across Japan's portfolio and it could be more explicit about how programmes reduce poverty. More streamlined systems and procedures would make Japan a more agile donor.

The analysis yields a holistic welfare evaluation of these policies, assessing them according to their environmental effectiveness, their economic efficiency and their impact on fiscal balance and housing affordability. The report concludes that significant reductions in emissions from urban transport can be achieved through a careful alignment of transport policies designed to promote the use of public transit and electric vehicles, and land use policies, which foster a more compact urban form. The study is based on the case of Auckland, New Zealand but the lessons drawn are relevant for institutions and governments working on issues relating to urban sustainability, transport, housing and climate change mitigation.

    Abstract: The development co-operation community needs to innovate to meet the global challenges ahead. Although it has an established track record for innovating partnerships, funding instruments and technologies, they are not enough to deliver the Sustainable Development Goals. This report synthesises the lessons emerging from an OECD Development Assistance Committee peer learning exercise on how innovation efforts can be strengthened, individually and collectively, to achieve the 2030 Agenda. The report is organised around three blocks – strategy, management and culture; organisation and collaboration; and, the innovation process – and provides recommendations on how innovation can best benefit poor and vulnerable people around the world.

    Abstract: This report presents the most up-to-date and comprehensive cross-country assessment of long-term care (LTC) workers, the tasks they perform and the policies to address shortages in OECD countries. It highlights the importance of improving working conditions in the sector and making care work more attractive and shows that there is space to increase productivity by enhancing the use of technology, providing a better use of skills and investing in prevention. Population ageing has outpaced the growth of workers in the long-term care (LTC) sector and the sector struggles with attracting and retaining enough workers to care for those dependent on others for care. Non-standard work is widespread, pay levels tend to be lower than similar-qualification jobs in other health sectors, and LTC workers experience more health problems than other health workers. Further, educational requirements tend to be insufficient to perform more demanding and growing tasks of LTC. With growing demand for care at home, better co-ordination between the health and long-term care sectors and between formal and informal careers is needed.

    Abstract: A number of countries have created official definitions of sustainable finance as well as more comprehensive classification systems, referred to as sustainable finance taxonomies. This report maps sustainable finance definitions and taxonomies in five jurisdictions: the European Union, People’s Republic of China, Japan, France and the Netherlands. Taxonomies answer a need for greater certainty on the environmental sustainability of different types of investments. When appropriately designed, they can improve market clarity, bring confidence and assurance to investors, and facilitate the measurement and tracking of sustainable finance flows. The report lays out preliminary considerations for good design of taxonomies, which can support policy makers to develop and grow sustainable finance markets to help achieve environmental and sustainable development goals. It also identifies differences among the taxonomies in scope as well as commonalities. These commonalities could provide a basis for creating comparable frameworks that facilitate international investment while also reflecting differing national circumstances.

Le processus d'examen par les pairs se déroule en deux phases. La première phase consiste à évaluer les juridictions par rapport aux termes de référence du standard minimum, selon un calendrier d'examen convenu. La seconde phase procède au suivi des recommandations formulées dans le rapport d'examen par les pairs de phase 1 des juridictions. En 2018, 86 países y territorios en colaboración con más de 100 socios para el desarrollo, recopilaron información para servir de base para este trabajo y generar evidencia. Al destacar dónde se han realizado progresos y dónde persisten desafíos, este trabajo sirve para informar a los gobiernos y a sus socios sobre cómo fortalecer la acción colectiva hacia el avance de la Agenda 2030 de Desarrollo Sostenible.

The report identifies a core skillset for EIPM at the individual level, including the capacity for understanding, obtaining, assessing, using, engaging with stakeholders, and applying evidence, which wasdeveloped in collaboration with the European Commission Joint Research Centre. It also identifies a set of capacities at the organisational level that can be put in place across the machinery of government, throughout the role of interventions, strategies and tools to strengthen these capacities. The report concludes with a set of recommendations to assist governments in building their capacities.

    Abstract: The International Energy Agency (IEA) conducts in-depth peer reviews of the energy policies of its members and non-member countries. This process supports a holistic approach to energy policy development and encourages the exchange of international best practices and experiences. This report is the first in-depth review conducted by the EU4Energy programme (implemented by the IEA and the European Union) in the 2019-2021 cycle. It updates and extends the analysis of energy policies in the countries of Eastern Europe, Caucasus and Central Asia that the IEA conducted in 2015. Since the 2015 review, Georgia has made solid progress in improving both the security and sustainability of its energy supply. The country entered into the EU-Georgia Association Agreement in 2016 and become a Contracting party of the Energy Community Treaty in 2017. Since then, it has made significant legal and institutional reforms demonstrating the government’s commitment to align its energy sector with EU regulations for electricity and gas markets, security of supply, renewable energy, energy efficiency and statistics. The energy sector has been instrumental in establishing Georgia’s overall economic policy focused on creating a liberalised environment through minimal state interference, deregulation, privatisation, reduced and simplified licensing and taxation, and free trade, earning the country the reputation of a “star reformer”. Taking advantage of its favourable geographical situation, Georgia plays an important role in the regional trade of electricity, oil and natural gas. Nevertheless, Georgia is still confronted with many challenges in its transition to a more secure, sustainable and affordable energy future. The government recognises most of them and is considering various measures to address them. There is room for the further strengthening of the country’s long-term energy strategy, raising institutional capacity and improving coordination between stakeholders to develop policies based on solid analysis of supply-demand trends and alternative scenario models. More efforts could be made to develop effective secondary legislation to accelerate the implementation of the EU energy acquis, and to gradually phase out implicit subsidies and cross-subsidies in the electricity and gas sectors. In this report, the IEA provides recommendations for further improvements of Georgia’s policies to help the country guide the transformation of its energy sector.

Cependant, bien que les immigrés du Québec figurent parmi les plus éduqués de l’OCDE, la province reste confrontée à de nombreux défis qui les empêchent de s’intégrer au marché du travail. Parmi ces défis, on note une maîtrise imparfaite de la langue française, la non-reconnaissance des qualifications étrangères, des différences culturelles qui se reflètent dans les habitudes professionnelles et un manque d’initiatives visant la promotion de l’entrepreneuriat. Dans le cadre de cette étude une enquête auprès employeurs a été réalisée afin de comprendre leur expérience en matière de recrutement d’immigrants et de connaître leur perception de l’utilité des outils disponibles pour favoriser l’intégration et l’embauche d’immigrants. Ce rapport présente une analyse des enjeux liés à l’intégration des migrants au niveau local et propose des exemples de bonnes pratiques mises en place dans d’autres régions de l’OCDE.
