    Abstract: Ukraine's economic progress since its independence in the early 1990s has been uneven, in part due to the slow pace of reforms, unfavorable demographic factors, and low productivity. One of the key factors limiting success is the inadequacy of the skills of Ukraine's workforce with the needs of a modern economy. While the country demonstrates a strong record of educational attainment and acquisition of foundational skills, the post-secondary education and training system fails to equip workers with the right advanced skills for labor market success. This study provides new evidence on the nature of skills valued in the labor market, reviews the institutional constraints hindering the development and use of workforce's skills, and proposes a set of policy options. This study argues that, to improve skills formation and use, Ukraine needs to renew its public policies on post-secondary education, labor-market intermediation and information, and labor regulations. Drawing on household and firm surveys, the study finds that workers need a mix of advanced cognitive skills (like problem solving and communication), socio-emotional skills (like self-management and teamwork), and technical skills (like computer programing or sale skills) to be successful in the labor market and meet employers' demand. These skills are not necessarily explicitly taught in traditional learning settings. Policy makers should therefore rethink the content of post-secondary education and training to focus on the development of skills for the labor market rather than only attendance. To do so, establishing steady links between education institutions and enterprises, by setting up occupation standards and adapting curricula to firm demand, is crucial. An essential instrument to identify the demand for skills and facilitate fruitful investments in skills formation is a labor market information system-which provides reliable information on labor market prospects across post-secondary education fields and institutions and job requirements and characteristics to students, their families, and jobseekers. Nonetheless, a better formation of skills would only be beneficial if most of the workforce can put them at use in jobs, promoted by better labor regulations

    Abstract: Skills are central to Mexico’s future prosperity and the well-being of its people. Improving opportunities for all Mexicans to develop high quality and relevant skills and supporting employers to improve their human resources management can help Mexico to raise productivity levels and, by extension, the incentives for employers to hire individuals in the formal sector. Fostering better and more equitable skills outcomes, especially for women and youth, will also provide the foundation for building a healthier, more equitable, and more cohesive society. The OECD Skills Strategy Diagnostic Report: Mexico sets out eight skills challenges for Mexico. These challenges were identified through two interactive workshops with stakeholders, bilateral meetings, internal discussions with experts at the OECD, and analysis of documents and data produced by the OECD and other organisations. The first six challenges refer to specific outcomes across the three pillars of developing, activating and using skills. The next two challenges refer to the “enabling” conditions that strengthen the overall skills system. Success in tackling these skills challenges will boost performance across the whole skills system.

    Abstract: We revisit the issue of how best to measure the labour and capital shares in OECD economies, distinguishing between production- and income-based perspectives. The former adopts a producer perspective with gross income as a reference: it uses a production function in a market setting. The latter adopts a consumer perspective with net income as a reference, taking account of depreciation and including taxes and subsidies as perceived by final consumers. We confirm a statistically significant but small decline in the labour share across OECD countries over the past two decades under a production perspective. But this appears to result mainly from a rise in the gross capital share caused by rising depreciation rates. Accordingly, we find little or no decline in the labour share under an income perspective, where income is measured net and after depreciation. Using a novel dataset from Korea, we further dissect the capital share and suggest that in periods of price bubbles of land, rising asset values are a key element behind rising capital shares. We also show how introducing land prices can explain how both labour shares and real prices of investment goods can decline without assuming a large elasticity of substitution between labour and capital.

    Abstract: Many countries invest considerable resources into promoting employment and the creation of jobs. At the same time, policies and institutions still pay relatively little attention to the quality of jobs although job quality has been found to be a major driver of employee wellbeing and may be an important factor for work productivity. Eventually, job quality might also influence labour supply choices and lead to higher employment. Providing robust evidence for the relationship between job quality and worker productivity could make a strong case for labour market policies directed at the improvement of job quality. This paper reviews existing evidence on the relationship between the quality of the work environment and individual at-work productivity, defined as reduced productivity while at work, and assesses the effect of health on this relationship. After screening 2 319 studies from various fields and disciplines, including economics and medicine, 48 studies are reviewed. Strong evidence is found for a negative relationship between job stress or job strain and individual at-work productivity and for a positive relationship between job rewards and productivity. Moderate evidence is found for a negative relationship between work-family conflict and at‑work productivity and for a positive relationship between fairness at work and social support from co-workers and productivity. Health influences the relationship between the quality of the work environment and productivity. Specifically, the relationship is stronger for people in good health. Job quality needs a more prominent place in labour market policy. More attention needs to be paid to workers’ perceptions of the quality of their work environment and how policies and practices at both the level of the worker and the work environment may influence this. Furthermore, as health‑related factors significantly influence the relationship between job quality and productivity, multidisciplinary approaches are needed to support at‑work productivity.

    Abstract: A policy framework that does not unduly inhibit the creative destruction process is vital to sustaining productivity growth. Yet, a key question is what happens to workers who lose their jobs due to this process and what are the policies that minimise the costs of worker displacement? Accordingly, this paper exploits a retrospective panel of workers in 13 European countries over the period 1986-2008 to explore the factors which shape the re-employment prospects of workers displaced due to firm exit. The results suggest that higher spending on active labour market policies (ALMPs), financed through an offsetting reduction in spending on passive measures, can aid the re-employment prospects of displaced workers. There may also be a case to better tailor ALMPs to workers displaced by firm exit to the extent that the re-employment probabilities of this group of workers are more sensitive to ALMPs than workers that are displaced for other involuntary reasons. The effectiveness of ALMPs is also enhanced by lower entry barriers in product markets and higher public sector efficiency, while reductions in the labour tax wedge can aid the re-employment prospects of displaced workers. Finally, regional mobility emerges as a key channel through which workers who lose their job due to plant closure become re-employed, suggesting that housing market policies may also be relevant.

    Abstract: During the commodity price spikes in 2007-08 and 2010-11, several countries implemented temporary export restrictions on staple foods in an attempt to protect domestic consumers from rising and volatile prices. The impacts of these policies, however, are not limited to the countries that are instituting them; they can also influence consumer prices in their trading partners. This study analyses whether the impact of export restrictions was different in countries that were traditionally more dependent on imports from the restricting country than in countries that imported a smaller share. Four export bans are considered: the maize ban in Argentina, the rice bans in India and Viet Nam, and the wheat ban in the Russian Federation. Using an error correction model in a panel framework, the study identifies the long-run impacts of export bans by showing whether the introduction of these bans caused a structural break in the long-term relationship between prices in international markets and consumer prices in domestic markets. The analysis demonstrates that the effects of an export ban were more pronounced in the group of countries that traditionally imported a higher share from the restricting countries than in countries with a lower import dependency. The results show that, even though export bans are temporary in nature, they can have long lasting effects.

    Abstract: This report measures and evaluates total factor productivity (TFP) of crop farms in the European Union (EU) in the period after the implementation of a series of important reforms of the EU Common Agricultural Policy (CAP). The analysis covers six EU Member states: the Czech Republic, France, Germany, Hungary, Poland and the United Kingdom. The data used in the analysis are based on the Farm Accountancy Data Network (FADN) data provided by the European Commission. To investigate sources of productivity growth, TFP is decomposed into three components – technical change, scale effect and technical efficiency. Technical change was found to be major source of productivity growth for most country samples for the two analysed periods. Technologies currently applied on crop farms were estimated to exhibit substantial economies of scale and therefore favour large-scale operations. However, economies of scale are not fully exploited which suggests the presence of some institutional constraints on farm growth. Large farms appear to be in a better position to exploit economies of scale; for West European countries covered in the report they were also found to exhibit larger persistent technical inefficiencies. Farm support payments were found to negatively influence crop farm productivity and efficiency of input use. More decoupled payments appear to be less distorting than other forms of support. A meta-level analysis of allocative efficiency shows that farms tend to be overcapitalised but to show relatively low allocative inefficiencies in their variable input use decisions. Substantial allocative inefficiencies appear also to exist in land and labour use. No significant economies of scope were found for the analysed crop production systems and levels of output aggregation. Farm flexibility was revealed to be determined mainly by the scale and convexity effects enabling cost efficient adjustments in the size of farm operations.

    Abstract: This paper explores the effects of offshoring, technology and Chinese import competition on labor market polarization in European countries. We find that polarization occurs mostly as a result of polarization within individual industries, while the reallocation of employment away from less polarized industries towards more highly polarized industries also contributed to a lesser extent. In manufacturing, within-industry polarization is mostly associated with technological change, but we also find some tentative evidence that Chinese import competition contributed as well. In other private industries outside of manufacturing, technological change and offshoring are the most relevant forces affecting within-industry polarization. The process of between-industry polarization is driven by widespread deindustrialization in developed countries. We find that Chinese import competition contributed to the decline of employment in the less polarized manufacturing industries. Differences in labor market institutions only explain a limited amount of cross-country variation in the association of polarization and the three forces we consider.

    Abstract: This paper explores how the integration of rice markets in ASEAN countries influences the import, export, production, consumption, and prices of rice in those countries, as well as in the rest of the world. The analysis describes current policies applied to ASEAN rice markets, then evaluates the ten-year impacts of two reform scenarios using the OECD-FAO Aglink-Cosimo model. The first scenario involves the elimination of tariffs within the region, while protection vis-à-vis countries outside the region remains unchanged. The second scenario involves closer price integration across the region, again with protection versus countries outside the region unchanged. The analysis finds that opening up the regional trade market will lead to greater overall production, consumption and trade across the region. The overall welfare gains are over fifteen times higher with full price integration, as opposed to just tariff reform. Significant price changes create winners and losers within all countries, underscoring the need for complementary policies to accompany a rice market integration agenda.

    Abstract: Global Value Chains (GVCs) have transformed production across a broad range of goods and services worldwide. Although the development of GVCs has occurred in agro-food sectors alongside other sectors, less is known about the trade that occurs within agro-food GVCs due to limited information on flows of trade in value added. This study develops an approach to calculate disaggregated indicators of GVC participation in agro-food sectors in both developed and developing countries. Specifically, the approach exploits the Global Trade Analysis Project (GTAP) database to construct an inter-country input-output (ICIO) table for the year 2011. The resulting ICIO is used to compute indicators of GVC participation based on the concept of vertical specialisation – forward and backward participation – across 20 agro-food sectors in 70 countries and/or regions. Estimates of domestic value added in exports and final demand or agro-food products, including the contribution of all industries, are also presented.

    Abstract: This report investigates the link between farm innovation and economic performance. The study uses a unique survey dataset maintained by Wageningen Economic Research in the Netherlands. A structural multi-stage model of firm-level innovation is applied. The model contains four steps: first, the decision of the farmer to innovate at all; second the innovation intensity, measured by expenditures on innovation activities; third the output of the innovation process, which is measured by realized product, process, organisational or marketing-related innovation; fourth, productivity changes as a result of innovation. The analysis is performed for two types of farms – dairy and crop farms – and covers the period from 2004 to 2014. A number of factors are found to be decisive for the magnitude and success of farm innovations in the Netherlands. Among them regulations and standards, the level of co-operation with knowledge producing institutions, own product and process-related development activities, farm size, the age of the farm operator as well as confidence in business and sector developments. Based on these and other results, the report derives implications for policies aimed at promoting farm innovation and productivity and sustainability in the agricultural sector.

    Abstract: Over the past two decades, aggregate labour productivity growth in most OECD countries has decoupled from real median compensation growth, implying that raising productivity is no longer sufficient to raise real wages for the typical worker. This paper provides a quantitative description of decoupling in OECD countries over the past two decades, with the results suggesting that it is explained by declines in both labour shares and the ratio of median to average wages (a partial measure of wage inequality). Labour shares have declined in about two thirds of the OECD countries covered by the analysis. However, the contribution of labour shares to decoupling is smaller if sectors are excluded for which labour shares are driven by changes in commodity and asset prices or for which labour shares are driven by imputation choices (primary, housing and non-market sectors). The ratio of median to average wages has declined in all but two of the OECD countries covered by the analysis and appears to reflect disproportionate wage growth at the very top of the wage distribution rather than stagnating median wages. The causes for these developments will be analysed in follow-up research.

    Abstract: Concern that rates of aquaculture growth in OECD countries are below potential has resulted in environmentally sustainable production increase becoming a priority for policy makers. Growth in aquaculture production can be influenced by many factors. This report looks at the attributes of licensing and regulatory systems in OECD countries, the area over which policy makers have greatest direct control, and finds some suggestion they may be negatively related to aquaculture growth rates. Opportunities exist for reducing the administrative burden faced by enterprises, without sacrificing regulatory quality in the process. There is also a strong indication that quality governance, aided by having systems of evaluation and review in place, helps reduce overall administrative burden. Comparing the attributes of licensing systems with environmental performance was not possible due to the lack of suitable indicators. This highlights the need to measure environmental performance if regulatory effectiveness is to be evaluated further.

    Abstract: Global value chains (GVCs) have changed the nature of production and specialisation around the world, including in agriculture and food sectors. This study takes an in-depth look at the landscape of agro-food GVCs and explores the factors that influence GVC participation by making use of a newly developed database on trade in value added for 20 agro-food sectors derived from the Global Trade Analysis Project (GTAP) database. The study also explores the benefits of GVC participation, viewed through the lens of domestic value added creation and employment, with a focus on the policy factors that influence these benefits. The study points to considerable variation in GVC participation across agro-food sectors, driven not only by product characteristics but also by policy factors related to trade and investment, the agricultural enabling environment and policies influencing service markets. The study shows that for agro-food sectors, trade barriers act as a tax on exports, reducing the domestic value added created from participation in agro-food GVCs.

    Abstract: Switzerland’s overarching agricultural policy objectives reflect societal concerns about various production aspects of agriculture, such as environmental sustainability and animal welfare, and the expectation that agriculture will provide public goods demanded by society. Among the various policy instruments used by Switzerland to achieve these objectives, border protection represents a significant component of support. This study assesses the relevance of border protection for agriculture in Switzerland. It finds that border protection is not relevant for achieving the overarching objectives of Swiss agricultural policy, with one exception. By stimulating domestic production, high levels of border protection ensure that Switzerland meets its target rate of gross food production. But border protection is unlikely to deliver the other outcomes and public goods desired by Swiss society. This is because support provided through border protection is not conditional on delivery of the outcomes and public goods demanded by Swiss society, and is untargeted towards the activities, inputs and regions most strongly related to those outcomes and public goods. Moreover, border protection imposes significant costs on the Swiss economy. The study concludes by proposing alternative policies in place of border protection.

    Abstract: The OECD Fisheries Support Estimate (FSE) database collects and classifies information on budgetary transfers to the fisheries sector in 31 countries that together account for 35% of global fisheries landings. In 2015, the most recent year, it inventories policies and programmes totalling USD 7 billion. Most of this support is found to be directed towards general services to the fishing sector, mainly in the form of fisheries management costs, but also for, inter alia, infrastructure, research and stock enhancement. Approximately USD 500 million per year is used for programmes that deliver funds directly in the hands of fishers. The share of this form of support has been decreasing over time. Payments based on the use of variable inputs are found to be the most likely to provoke increased fishing effort, while payments based on fixed capital formation are most likely to encourage increased capacity levels. Payments based on fishers income are less likely to increase effort or capacity and may be more effective at improving the welfare of fishers. Payments to general services for the sector are least likely to increase effort or fishing capacity.

    Abstract: Main changes to US farm programmes under the 2014 Farm Bill aim to strengthen instruments for risk management, both in commodity and in crop insurance programmes. In addition, the 2014 Farm Bill consolidated voluntary conservation programmes supporting agricultural land preservation and the adoption of environmentally friendly production practices. In the literature reviewed, analysts generally acknowledge the reinforced capacity of farm programmes to reduce farm revenue losses and the diversity of options offered to farmers to manage risk. They also discuss farmers' choices of participation in programmes and coverage level in terms of optimisation of their benefits. They also outline the scope for higher budget costs if prices keep falling, but note that some provisions limit the increase. Regarding the impact of programmes on land and markets, the consensus is that by design, the two new crop commodity programmes do not influence current planting decisions, but they could generate small wealth and risk effects. Similarly the new dairy programme could affect the decisions of risk adverse farmers. Support to crop insurance on the other hand is based on current parameters, and unlimited, thus it is expected to encourage higher input use to maximise profit, in addition to the wealth and risk effects. Empirical analyses find very small effects of crop insurance subsidies on total land use, but some suggest a non-negligible impact on crop rotation, and variable input use. Overall, the literature finds that conservation payments seem to have had a positive impact on the environment. In particular, they have encouraged farmers to adopt more environmentally-friendly practices and address a broader set of environmental objectives. Some experts note, however, that some programmes may not necessarily bring additional benefits. Experts consider that cross-compliance mechanisms have partly contributed to reduce soil erosion by encouraging farmers to use less erosive cropping practices (e.g. conservation tillage, conservation crop rotations) and to retire particularly erodible land.

    Abstract: Against the background of rising anti-globalisation sentiment, this report argues that, while there are good reasons for some people to be angry, trade is not the root of many problems, nor can it solve them on its own. What is needed is an integrated approach to make the whole system work better for more people. This means three things. First, creating the environments where benefits from trade can materialise through domestic policies that encourage opportunity, innovation and competition by cutting unnecessary trade costs and investing in people and digital and physical infrastructure. Second, doing more to bring everyone along, including in lagging regions where trade shocks can be concentrated. Third, making the international system work better, harnessing the full range of international economic co-operation tools to level the international playing field, addressing the gaps in the rules and doing more to ensure that everyone, from companies to countries, plays by the rules.

Topics include violence against women, gender budgeting, the unequal sharing of unpaid work, labour market outcomes and migration. The book presents a range of indicators illustrating gender gaps. It also discusses recent policy initiatives, such as pay transparency measures to reduce gender wage gaps and policy reform aimed at fathers taking parental leave. Overall, progress has been slow and there is a strong need for further policy action to close gender gaps in education, employment, entrepreneurship and public life.

These Guidelines also include a number of prototype surveys modules that national and international agencies could use in their surveys. These Guidelines have been produced as part of the OECD Better Life Initiative, a pioneering project launched in 2011 with the objective of measuring society's conditions across 11 dimensions of people's well-being. They follow on from similar measurement guidelines on subjective well-being, micro statistics on household wealth, integrated analysis of the distribution on household income, consumption and wealth, as well as trust.

It describes reforms in the areas of employment protection legislation, unemployment benefits, activation, collective bargaining, minimum wages and working time. The report reviews the reforms in detail and assesses the available evidence on the impact they have had on the labour market. The report concludes that the Portuguese labour market reforms were a move in the right direction. However, despite the progress made, many challenges remain and some of the reforms may not have gone far enough. Unemployment remains high and this situation has fuelled an increase in both poverty and long-term unemployment The labour market remains highly segmented and, in the context of very low inflation, the presence of downward nominal wage rigidity is likely to remain a barrier to the competitiveness of the Portuguese economy – unless productivity growth is strengthened.

    Abstract: After two decades of solid growth of household disposable income and living standards more generally, Canadians generally enjoy a high level of well-being. However, disparities persist – not all population groups have benefitted equally strongly from past improvements in living standards. Income inequality is close to the OECD average, but the tax and benefit system is less redistributive than those in most OECD countries. Despite high social mobility over a number of different dimensions such as health, earnings, social class or education, middle class self-identification has fallen in recent years. At the same time, productivity growth has slowed own, limiting the potential for further improvements in living standards. The slowdown in productivity growth is linked to a growing divide between high-productivity frontier firms and low-productivity laggards, as well as a weakening of business dynamism. The cross-cutting challenge presented by the persistence of multidimensional inequalities and weak productivity growth underlines the need for a reappraisal of Canada’s policy making process with the aim of fostering stronger and more inclusive growth.

    Abstract: O relatório tem como principal foco a cobrança pelo uso de recursos hídricos no Brasil. Avalia o seu estado atual e os desafios de implementação. Proporciona orientações para o avanço da implementação da cobrança no País como instrumento econômico e financeiro de gestão, visando prevenir e responder a situações de conflito pelo uso da água e de poluição, contribuindo para a segurança hídrica, e, consequentemente, favorecendo o crescimento econômico e o bem-estar social. O relatório evidencia a necessidade de informações, a aproximação da cobrança ao planejamento da bacia e a aplicação eficiente dos recursos arrecadados. O relatório inclui uma avaliação de três estudos de caso: o Estado do Rio de Janeiro, a Bacia do rio Paraíba do Sul e a Bacia do rio Piancó-Piranhas-Açu. Conclui com um plano de ação com etapas de implementação prática e delimitação de funções: quem pode fazer o quê para implementar as recomendações a curto, médio e longo prazo.

Educational attainment of the Filipino population has steadily increased in recent decades, but while the country is regionally successful within Southeast Asia, it has yet to reach the standards of more developed countries. This OECD report looks at the implementation of employment and skills development programmes in a sample of cities in the Philippines: Taguig City, Cebu City, and Davao City. Local governments in the Philippines have an active role in the management of employment and skills programmes through Public Employment Service Offices (PESOs). These offices are responsible for the implementation of a number of nationally regulated policies and programmes. All three cities are making a number of investments to better link people to jobs, develop a skilled workforce and attract new investment.

    Abstract: Costa Rica’s strong agricultural sector is underpinned by the country’s political stability, robust economic growth and high levels of human development. The sector has achieved significant export success, yet raising productivity and staying competitive in world markets will require efforts to address bottlenecks in infrastructure, innovation and access to financial services. Maximising Costa Rica’s comparative advantage in higher-value niche products will depend upon more efficient services to agriculture, including better implementation of programmes, improved co-ordination among institutions, and reduced bureaucracy. While overall protection for agriculture is relatively low compared to OECD countries, it is nonetheless highly distorting to production and trade. Managing the transition to scheduled liberalisation presents an opportunity to reform costly policies, and to implement an alternative policy package with new investments in innovation, productivity and diversification, supported by transition assistance where needed. Costa Rican agriculture’s vulnerability to extreme weather events is expected to worsen with climate change, and even while the country is among global leaders in environmental protection, sustainable development and climate change mitigation, further adaptation efforts will be necessary.

    Abstract: This report examines how current legal provisions in Algeria, Egypt, Jordan, Libya, Morocco and Tunisia are impacting women’s ability to fully participate in economic life, both as employees and entrepreneurs. It is based on a comparative analysis of the various rights set out in constitutions, personal status laws, labour laws, in addition to tax and business laws. The report recognises the considerable progress made – in particular in the aftermath of the 2011 uprisings – following the adoption of constitutional and institutional reforms to strengthen women’s status. Yet ensuring sufficient opportunities for women remains a challenge in the six countries. The report suggests that this may be due to different factors such as: the existence of certain laws that are gender discriminatory, contradictions between various legal frameworks, lack of enforcement mechanisms, and barriers for women in accessing justice. Through targeted policies, countries can tackle these challenges, and help unleash women’s potential to boost growth, competitiveness and inclusive social development.

    Abstract: Management of farm animal diseases is increasingly important in view of the threats they pose to farm incomes and sometimes even to the viability of farm enterprises, wildlife and humans. This report analyses the incentives for individual farmers to manage such risks and the governments' role to align farmer incentives with public objectives. Identifying and assessing animal disease risks, as well as understanding their financial implications, are central to decisions made by farmers. The report examines the economic drivers of farmer decisions and government economic instruments, such as compensation related to livestock epidemics. It further discusses a spectrum of psychological and social drivers of farmer behaviour and emphasises the importance of government's more extensive role in the areas of information, communication and education related to disease management. Finally, farmer collective action in various areas of disease management is considered, such as capacity building, risk insurance, surveillance, and responses to disease outbreaks. The case studies of livestock disease management in Australia, Chile and Korea complement this analysis.

While robust GDP growth, rising agricultural productivity and output, and strong growth in agricultural incomes have all contributed to vast improvements in the food security of the region, 60 million people remain undernourished. ASEAN governments have therefore justifiably kept food security as a policy priority. The regional policy architecture set out in ASEAN frameworks provides sound guidance, yet some of the current policies adopted by members are not helping to address food insecurity and its causes, including the formidable challenges related to climate change and the need for continued growth in sustainable food production to feed growing populations. This report puts forward a number of policy recommendations to ensure that the ASEAN agricultural and fisheries sectors contribute effectively and efficiently to ensuring regional food security.

    Abstract: India’s economy continues to grow at an impressive rate, with projected annual GDP growth of 7.5% in 2017-18. India will thus remain the fastest-growing G20 economy. Unprecedented growth in exports in services since the 1990s has made India a global leader in this sector. Inflows of foreign direct investment (FDI) grew at three times the annual world average rate in the last decade, reflecting the success of efforts to attract international investment and gradually loosen restrictions to foreign investment. India’s economic successes are being translated into increased well-being for its population. As GDP per capita has more than doubled in ten years, extreme poverty has declined substantially. Access to education has steadily improved, and life expectancy has risen. Multiple opportunities present themselves for India, and the right mix of policies is needed to take advantage of them. India has made advances in integrating in global value chains and developing a competitive advantage in fields such as information and communication technology. Now is the time to secure continued progress by boosting competition and further lowering barriers to trade and investment. Looking to the future, it will be vital to fully tap into the potential offered by India´s young population. This means investing in the large numbers of young people entering the labour market. Likewise, the rapid pace of development must be matched with the upgrades to infrastructure necessary to support it.

La métropole québécoise bénéficie notamment d’une grande capacité d’attraction et de formation des talents et d’un écosystème d’innovation dense constitué d’acteurs variés tels que des grandes firmes industrielles, de nombreuses start-up dans des secteurs émergents et des universités de premier plan. Toutefois ce potentiel de la métropole québécoise ne s’est pas pleinement concrétisé en termes de création d’emploi et de richesse collective au cours des dernières années. Ce rapport examine ce paradoxe et propose des pistes d’action pour rendre l’économie montréalaise plus dynamique, innovante, inclusive, et génératrice de plus d’emplois et de meilleure qualité. Il met en évidence l’importance d’une meilleure utilisation des talents et des compétences, en encourageant l’innovation et la croissance des PME, et en adaptant mieux la formation et la recherche aux besoins des individus et des acteurs économiques montréalais. Seule une stratégie globale, intégrée et activement poursuivie par l’ensemble des partenaires du territoire pourra permettre à Montréal de jouer véritablement son rôle de moteur du développement économique et social.

It contains several recommendations to tackle key challenges facing Costa Rica, including low labour utilisation, increasing inequality, high poverty and high-risk of economic exclusion especially of the low skilled and migrants. This report will be of interest in Costa Rica as well as other countries looking to promote a more dynamic and an inclusive economy.

Il s’appuie sur une analyse comparative des différents droits énoncés dans les constitutions, les lois sur le statut personnel, la législation du travail, ainsi que les lois fiscales et commerciales. Le rapport reconnaît les progrès considérables accomplis – notamment dans le sillage des soulèvements de 2011 – suite à l’adoption de réformes constitutionnelles et institutionnelles visant à renforcer le statut des femmes. Ouvrir le champ des opportunités offertes aux femmes reste toutefois un défi pour les six pays. Le rapport suggère que ceci pourrait être dû à divers facteurs tels que : l’existence de certaines lois discriminantes en matière de genre, des contradictions entre les divers cadres juridiques, le manque de mécanismes d’application, ainsi que les entraves à l’accès au système judiciaire. Grâce à des politiques ciblées, les pays peuvent relever ces défis et contribuer à libérer le potentiel des femmes pour favoriser la croissance, la compétitivité et un développement social inclusif.

    Abstract: Mexico is slowly advancing on the path to gender equality. Many public policies aimed at empowering women are now in place: over the past two decades, Mexico has increased investments in girls' education, greatly expanded childcare and preschool, improved gender mainstreaming in government, and ensured that female politicians are well-represented at the ballot box. Yet, despite these efforts, many Mexican women still do not feel the effects of these policies at home, at work, or in public spaces. Large gender gaps remain in educational outcomes, participation in the labour market, pay, informality status, and hours of unpaid childcare and housework. “Unlocking Mexico’s full potential,” as Mexico's National Development Plan prescribes, will depend crucially on how well Mexico closes existing gender gaps in political, social and economic life and promotes real social change. Mexico must continue to invest in social and labour market policies that empower women, and reinvigorate efforts to reduce inequalities in education, labour force participation, job quality, unpaid work, and leadership. This will require embedding gender equality objectives in all public policies and budgets, across all levels of government, and ensuring the effective implementation, enforcement, and evaluation of policies and laws to achieve inclusive outcomes.

    Abstract: This report points to the growing number of labor migrants in Asia and examines the policy question of how to best safeguard their rights. Governments and stakeholders in both origin and destination countries have largely recognized their mutual interest in safeguarding labor migrants. Multilateral frameworks have also put this in focus, with safe and orderly migration seen as important. This report examines some of the key policy questions in protecting migrant workers, including how to promote fair recruitment of less skilled workers, and how to address vulnerable groups such as irregular migrants and domestic workers. The four chapters in this report draw on issues raised and discussed during the Sixth Roundtable on Labor Migration in Asia: Safeguarding Labor Migrants from Home to Workplace that was held in Tokyo from 3 to 5 February 2016. The event brought together regional experts and policy makers and was co-organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development, and the International Labour Organization. The report’s introductory chapter reviews recent regional migration trends. Two statistical annexes provide an overview of migration flows within Asia and between Asia and other regions.

Displaced workers may face long periods of unemployment and, even when they find new jobs, tend to be paid less and have fewer benefits than in their prior jobs. Helping them get back into good jobs quickly should be a key goal of labour market policy. This report is part of a series of reports looking at how this challenge is being tackled in a number of OECD countries. It shows that in New Zealand most displaced workers find a new job again, largely due to a strong economy and a highly flexible labour market. But many of them face large losses in terms of job quality and especially wages. And displaced workers facing difficulties in New Zealand are largely left on their own to find a new job, as the means-tested public benefit system only provides for people in need and employment services concentrate on helping people off benefit with limited focus on those not receiving a benefit.     Abstract: After decades of regulation and investment to reduce point source water pollution, OECD countries still face water quality challenges (e.g. eutrophication) from diffuse agricultural and urban sources of pollution, that is disperse pollution from surface runoff, soil filtration and atmospheric deposition. The relative lack of progress reflects the complexities of controlling multiple pollutants from multiple sources, their high spatial and temporal variability, associated transactions costs, and limited political acceptability of regulatory measures. This report outlines the water quality challenges facing OECD countries today, presents a range of policy instruments and innovative case studies of diffuse pollution control, and concludes with an integrated policy framework to tackle diffuse water pollution. An optimal approach will likely entail a mix of policy interventions reflecting the basic OECD principles of water quality management – pollution prevention, treatment at source, the polluter pays and beneficiary pays principles, equity, and policy coherence.

    Abstract: Avec derrière eux deux décennies de croissance soutenue du revenu disponible des ménages et, plus généralement, de leur niveau de vie, les Canadiens jouissent d’un bien-être enviable. Le PIB par habitant est plus élevé que la moyenne OCDE et le Canada se classe parmi les premiers pays membres de l’Organisation pour ce qui est des compétences des élèves. Ses habitants profitent d’un environnement plus préservé que la moyenne de l’OCDE et vivent par ailleurs en meilleure santé. Cela n’empêche pas que des disparités persistent – en effet toutes les catégories de population n’ont pas profité dans la même mesure de l’amélioration des conditions de vie par le passé. Le niveau des inégalités de revenu est proche de la moyenne OCDE et globalement stable depuis une quinzaine d’années, mais le système de prélèvements et prestations assure une redistribution moindre que ceux de la plupart des autres pays membres de l’Organisation. Parallèlement à cela, la croissance de la productivité marque le pas, réduisant d’autant la marge de progression du niveau de vie. Le défi transversal que constituent la persistance d’inégalités multidimensionnelles et la faible croissance de la productivité souligne la nécessité de revoir la fonction d’élaboration des politiques au Canada dans le but de favoriser une croissance plus vigoureuse et plus inclusive. À cet égard, on ne peut que se féliciter de la volonté affichée par le gouvernement de renforcer la classe moyenne et d’offrir à tous ceux qui travaillent dur la possibilité d’y accéder.

A global simulation shows that, in the absence of action, water risks in Northeast China, Northwest India and the Southwest United States in particular could have significant production, price and trade consequences. Agriculture water risks could also result in broader socio-economic and food security concerns. Farmers, agro food companies, and governments can all play a role in responding to water risks at hotspot locations. A three-tier policy action plan is proposed to confront water risk hotspots, encompassing targeted responses, adapted national policies, strengthened market integration and international collaboration.

However, SMEs are often more affected by business environment conditions and structural policies than larger firms. This report presents comparative evidence on SME performance and trends, and on a broad range of policy areas and business environment conditions that are important for small businesses. The analysis takes into account the multi-dimensionality of SME policy objectives and the significant heterogeneity of the SME population, within and across countries. Data and indicators on framework conditions are complemented with information on recent policy trends in OECD countries. This publication addresses a growing demand by governments for tools to monitor the business environment for small and medium-sized enterprises, and benchmark the effectiveness of policies in creating appropriate conditions for them to flourish and grow.

Labour market and activation policies are well developed in Australia. However, the gap in employment rates is still considerable for some groups of the population, including women with young children, disadvantaged youth, people with disability, people with mental health problems and the indigenous population. This report discusses the size of the gap and the - often multiple - barriers underlying low labour market participation of these groups, and it provides a non-exhaustive number of good practice policies and measures from other OECD countries which could guide Australia's policy development in the coming years.

    Abstract: This report contributes to the discussion of interconnections between scarce resources by highlighting the nexus between land, water and energy (the LWE nexus). It focuses on a dynamic, integrated, and disaggregated analysis of how land, water and energy interact in the biophysical and economic systems. The report provides projections for the biophysical and economic consequences of nexus bottlenecks until 2060, highlighting that while the LWE nexus is essentially local, there can be significant large-scale repercussions in vulnerable regions, notably on forest cover and in terms of food and water security. The analysis is based on coupling a gridded biophysical systems model with a multi-regional, multi-sectoral dynamic general equilibrium modelling assessment. Numerical insights are provided by investigating a carefully selected set of scenarios that are designed to illustrate the key bottlenecks: one scenario for each resource bottleneck, plus two scenarios that combine all bottlenecks, with and without an overlay of climate change.

    Abstract: Due to frequent domestic and external shocks, Niger is one of the poorest countries in the world. Located in a sub-region repeatedly challenged by security threats such as the Libyan conflict, the Mali crisis and the Boko Haram armed attacks, the Nigerien economy is exposed to severe climate shocks that largely impact the country's economic performance. Despite going through several episodes of political turbulence, Niger has experienced relative political stability, with beneficial effects for economic growth since 2011. To sum up, Niger is a country that faces the jobs challenges of an agrarian and increasingly resource-based economy, and in which a large part of the population is young, poor and exposed to external and internal shocks. In Niger, most population is poor and lives in rural areas, implying that the jobs with the highest development impact are in agriculture. However, as discussed, jobs per se do not guarantee sufficient income opportunities to escape poverty; as such, increases in productivity are crucial for improving living standards. Moreover, giving the high exposure of poor and rural households to climatic shocks and food insecurity, the new jobs agenda needs to encourage the use of modern and inputs and decrease reliance on rainfall patterns. This book is arranged as follows: 1) Chapter one explains the employment structures in Niger; 2) Chapter two discusses employment dynamics and transitions; 3) Chapter three has the analysis of agricultural employment; 4) Chapter four looks at non-agricultural household enterprises; and 5) Chapter five introduces the youth occupational aspirations

    Abstract: The paper describes revisions to the trend employment component of the production function underpinning long-term economic scenarios. Starting with historical age and sex-specific employment rates, a novel approach is developed to correct for cyclical effects using the country-level employment gap while allowing the different sex and age groups to exhibit different sensitivities to the economic cycle. From the resulting cyclically adjusted age/sex-specific employment rates, trend entry and exit rates into/out of employment are computed using the traditional cohort approach. The different employment propensities of existing cohorts are then used to project future employment rates, with entry and exit rates of new cohorts assumed to mimic the most recent ones. To construct scenarios, the model allows a number of policy settings to influence employment rate projections, notably the legal retirement age, tax wedges, family benefits, etc. The sizes of these effects are sourced from recent OECD work on the quantification of structural reforms, and are also specific to sex and age groups. The trend total employment projection is obtained by aggregating age/sex-specific employment rate projections using external demographic projections.
