    Abstract: The Enlaces program has been responsible for the implementation of projects exploring the use of new technologies in education in Chile for over two decades. Born in 1992 as a small pilot project, Enlaces grew and evolved over time to become part of the permanent structure of the country's Ministry of Education. Its implementation strategy can be characterized as one 'from the periphery to the center', both in its territorial deployment and in the manner in which it was gradually institutionalized. The main focus of Enlaces has been to support the computerization of schools and to support teachers to incorporate the technology into their teaching practices. For most of its history, Enlaces has enjoyed committed political and financial support from Chile's national education authorities From its inception, Enlaces has been built on strategic alliances with regional universities, schools, and the private sector, each of which has played a leading role in the development and success of Enlaces. The program's commitment to follow a 'logical path' by supporting traditional structures and actors within the education sector, resulted in a slower implementation of new technologies in schools than in many comparator countries, and over time the program struggled to demonstrate significant impacts on educational outcomes, as traditional educational practices did not change significantly. As its program became institutionalized with the Ministry of Education, Enlaces became more embedded within, and dependent on, official bureaucratic structures and education policies, constraining the ability to innovate and remain flexible which character its early years

    Abstract: The Central Bank of Chile (Banco Central de Chile, BCCh) and Chile's Ministry of Finance, requested the World Bank to undertake a stand-alone Review of Standards and Codes (ROSC) module of the Principles for Financial Market Infrastructures (PFMI) of the Committee on Payments and Market Infrastructures (CPMI) and the International Organization of Securities Commission (IOSCO). A total of five financial market infrastructures (FMIs) were assessed as part of this ROSC, although one of these operates both as a central counterparty (CCP) and as a securities settlement system (SSS) for different segments of the exchange-traded securities market, and as a result a total of six FMI assessments were produced by the team. In addition, the Responsibilities of Authorities for FMIs were assessed. Other sources of information included the applicable laws and regulations, as well as each FMI's main policies and internal documents (e.g. detailed policies, and processes and procedures for certain key areas) which were shared by the FMIs with the assessors, and other information available at each FMI's website (e.g. statistics). The World Bank Group (WBG) and local teams also met with a number of users of these FMIs, including two large commercial banks and two brokers-dealers that are not part of local bank-lead conglomerates. This assessment report covers the Responsibilities of central banks, market regulators, and other relevant authorities for the above-mentioned financial market infrastructures. In addition, it has the detailed assessment report of Depsito Central de Valores S.A. (DCV)

    Abstract: The establishment of the Central Bank of the Russian Federation (CBR) as a unified or 'Mega Regulator' in 2013 is an emblem of the far reaching changes to the legal and supervisory landscape in recent years. The level of compliance with the Basel Core Principles (BCP) reflects the transitional nature of the supervisory practices in Russia at the time of the assessment. The CBR is in the course of developing and enhancing its Risk Based Approach to supervision. The regulatory approach in the Russian Federation is highly rules based and this presents some specific challenges to an effective risk based supervisory regime. Supervision and Anti-Money Laundering and/Countering Terrorist Financing (AML/CFT) regulations have been improved. Effective communication and flow of information has been improving but some limitations still apply

    Abstract: In May 2015, the IFC Corporate Governance Group called together 40 experts in the field and members of the IFC Corporate Governance Private Sector Advisory Group. These participants explored key changes in international corporate governance standards and codes of best practice in the wake of the recent global financial crisis and how these changes have helped draw corporate attention to sustainability issues. The group found that many issues that became evident regarding banks in the financial crisis, and led to changes in the governance of banks, also have flowed through into broader corporate governance developments. This publication arises from the issues and information from these discussions. Specifically, part A discusses developments from global or regional groups involved in corporate governance.     Abstract: The portability of social benefits is gaining importance given the increasing share of individuals working at least a part of their life outside their home country. Bilateral social security agreements (BSSAs) are considered a crucial approach to establishing portability, but the functionality and effectiveness of these agreements have not yet been investigated; thus important guidance for policymakers in migrant-sending and migrant-receiving countries is missing. To shed light on how BSSAs work in practice, this document is part of a series providing information and lessons from studies of portability in four diverse but comparable migration corridors: Austria-Turkey, Germany-Turkey, Belgium-Morocco, and France-Morocco. A summary policy paper draws broader conclusions and offers overarching policy recommendations. This report looks specifically into the working of the Austria-Turkey corridor. Findings suggest that the BSSA between Austria and Turkey is broadly working well, with no main substantive issues in the area of pension portability and few minor substantive issues concerning health care portability and financing. Process issues around information and automation of information exchange are recognized and are beginning to be addressed

The report is in two volumes. Volume one presents an overview of Oecusse's current state in chapter one with analysis of living standards, economic activity including trade, and current constraints. Chapter two analyzes Oecusse's phased economic potential through a range of phase one development interventions focusing on agriculture, and considers the pre-requisites for developing an SEZ in Oecusse.     Abstract: Crime and violence impede development and disproportionally impact poor people in many countries across the world. Though crime and violence represent serious problems in many countries, less-developed countries experience particular concentrations, especially those that are characterized by fragile or less-trusted government institutions and pervasive insecurity. Under such circumstances, human, social, political, and economic development suffers. Research across the globe has shown that holistic approaches that focus on the entire spectrum of a government's crime response chain, ranging from crime prevention to enforcement, tend to have better outcomes than isolated interventions involving only the police or other individual government agency. To date, most of the Bank's investment in efforts to reduce crime have focused on crime prevention in the form of urban and social development programs. Investment and policy lending that support the improvement of police operations to reduce crime and develop stronger neighborhoods are more limited. To assist country teams and client counterparts in their efforts to develop effective, holistic responses against crime that include the police, justice reform staff in the Governance Global Practice teamed up with internationally recognized experts to compile evidence-based good practice information for developing effective police responses to crime. The resulting three part publication, titled Addressing the Enforcement Gap to Counter Crime: Investing in Public Safety, the Rule of Law and Local Development in Poor Neighborhoods outlines the impact of crime and violence on development and the poor in particular and explains a proven three-pronged approach to creating police agencies that work in collaboration with communities and other government and private service providers to identify crime problems, develop holistic and inclusive solutions the apply a restorative justice approach. The publication also outlines how such approach can be integrated into Bank projects and client country reform plans

    Abstract: This report summarizes the results of the analytical work on housing market finance carried out by the World Bank Group at the request of the Ministry of Finance. The purpose of the work was to inform the policy dialogue about how best to develop a sustainable housing finance market in Nigeria, and improve the effectiveness of interventions aimed at stimulating the housing market and providing quality housing to the population. The work was funded by DFID and carried out over 2013 and 2014. Experience has shown that an increase in housing production, especially at the lower reaches of the market, stimulates job creation, both skilled and unskilled; and that housing and other infrastructure investment is strongly linked to economic growth. While the availability of housing finance is essential for increasing housing production, sustainable and equitable housing production also depends on: (a) access to residential lands and basic services; (b) an efficient and transparent land administration; (c) legal protections; and (d) a macroeconomic environment that maintains low inflation and low interest rates. An essential part of making housing finance work for the poor is the availability of houses at lower prices in the market. The report summarizes the institutional landscape, policy framework, and public and private sector actors involved in housing finance, and focuses on the underlying reasons for the lack of housing finance, particularly for lower-priced houses for the poor. The report also summarizes issues related to the construction industry and building materials, an understanding of which is key to developing transformative policies in the sector. Finally, the report proposes possible new approaches to housing finance in Nigeria, based on international best practices

    Abstract: This economy profile presents the Doing Business indicators for Zambia. To allow useful comparison, it also provides data for other selected economies (comparator economies) for each indicator. Doing Business 2017 is the 14th in a series of annual reports investigating the regulations that enhance business activity and those that constrain it. Economies are ranked on their ease of doing business; for 2016 Zambia ranks 98. Doing Business sheds light on how easy or difficult it is for a local entrepreneur to open and run a small to medium-size business when complying with relevant regulations. It measures and tracks changes in regulations affecting 11 areas in the life cycle of a business: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting minority investors, paying taxes, trading across borders, enforcing contracts, resolving insolvency and labor market regulation. Doing Business 2017 presents the data for the labor market regulation indicators in an annex. The report does not present rankings of economies on labor market regulation indicators or include the topic in the aggregate distance to frontier score or ranking on the ease of doing business. The indicators are used to analyze economic outcomes and identify what reforms have worked, where and why. The data in this report are current as of June 1, 2016 (except for the paying taxes indicators, which cover the period January-December 2015)

    Abstract: The British educational communications and technology agency (Becta) was established in 1998 and finally closed in 2011. The government in England set out Becta's priorities in annual remit letters, and the agency's changing role is traced through the content of these letters. Becta primarily addressed school-based and technical and vocational education and it acted as the key agency in taking forward England's e-learning strategy, harnessing technology. In Becta's lifetime, technology changed dramatically, and the agency played an important role in building the capacity of schools and colleges to support their work and the learning of students through technology. Becta played an important role in conducting research and gathering evidence in use of technology for learning and in developing education leadership and teacher capacity to use technology across the school curriculum. While every national context is different, some of the experience associated with Becta's existence may provide a starting point for reflection on the development of similarly focused information and communication technology (ICT) in education agencies

    Abstract: The Palestinian economy is not growing enough to raise living standards and reduce high unemployment. The economy has witnessed a sharp deceleration in economic growth, from over 8 percent during 2007-11 to 3 percent during 2012-15. The sharp decline in growth has stifled the economy's ability to create jobs for a growing youth population. Successful reform efforts and strong economic growth helped bring the relative size of the Palestinian overall fiscal deficit down from 24.6 percent of GDP in 2008 to 13 percent in 2010. However, despite these efforts at fiscal consolidation, the deficit to GDP ratio has remained stuck in the 10 - 13 percent range since 2010 -- on the back of a large wage bill and weak revenue performance. The economy has long suffered from the restrictions1 and political instability that continue to constrain private sector activity. In addition, the decline in donor funding from 32 percent of GDP in 2008 to 6 percent in 2015 has significantly contributed to the recent economic weakening. The internal divide between the West Bank and Gaza, which has created a dual regulatory framework, has also negatively impacted economic activity and the tax base

    Abstract: The Philippine archipelago emerged because of the dynamic shifting and collision of four plates: Continental Eurasian plate, Indian-Australian plate, Oceanic Pacific plate, and the Philippine Sea plate. In the past 100 million years, the archipelago was welded together in an island arc punctuated by episodic and extensive magmatic activities. The country's topographic landscape consists of towering mountains with steep slopes, undulating hilly upland areas, and flat lands. The rich volcanic soils, varied topography, seasonality of monsoon rains, abundant rainfall, and warm temperature enabled the suitability of land for planting various crops in the different islands. Being the staple food, both upland and irrigated rice is widely grown in various provinces all over the country. Yellow corn is largely grown in Isabela and Cagayan in Luzon; and in Bukidnon, North Cotabato and South Cotabato in Mindanao. The major growing areas for white corn are Mindanao and Visayas. Large plantations of banana, pineapple, coffee, rubber, and palm oil are located in Mindanao while large plantations of coconut are found in Quezon and Zamboanga. On the other hand, mango plantations are located in Pangasinan while tobacco is largely grown in the Ilocos Region and Isabela. Large areas are planted with sugarcane in Negros Occidental and Bukidnon. Temperate vegetables are grown largely in the cool high elevation areas of the Benguet Province while tropical vegetables are grown in the expansive areas in Pangasinan, Isabela, and Nueva Ecija in Luzon and in the Visayas Region. This report is part of a national overview of agricultural pollution in the Philippines, commissioned by the World Bank. The overview consists of three 'chapters' on the crops, livestock, and fisheries sub-sectors, and a summary report. This 'chapter' provides a broad national overview of: (a) the magnitude, impacts, and drivers of pollution related to the crops sector's development; (b) measures that have been taken by the public sector to manage or mitigate this pollution; and (c) existing knowledge gaps and directions for future research

    Abstract: Adolescence is a time of transitions that foster both challenges and opportunities. Indeed, choices made during adolescence not only have immediate consequences but also greatly influence the economic opportunities, health outcomes, and skill sets attained later in life, and yet it is the same period when social norms create pathways largely defined by gender. Poverty and ethnic minority status can further magnify gender discrepancies for youth worldwide, as reductions in household spending on education, health care, and nutrition are often more likely to affect adolescent girls than boys. In Malawi, adolescents make up 24% of the total population, a substantial proportion that is expected to become higher than neighboring countries if current trends continue. The high prevalence of child marriage and teenage pregnancy among Malawian girls greatly contributes to the high fertility and population growth trends, and is also closely interrelated with a range of economic and socio-cultural determinants that perpetuate a vicious cycle for the poorest and most vulnerable girls and have costly consequences for them and for the nation as a whole. In order to initiate the potential for a demographic dividend, Malawi will need to initiate a demographic transition. Reducing child marriage and teenage pregnancy can significantly contribute to the fertility declines needed to accelerate this demographic transition and would lead to better life outcomes for adolescent girls and better opportunities for the next generation. Accordingly, this series of policy briefs focuses on four key areas of interventions (or pillars) as follows: (i) maintaining girls in school; (ii) equipping out-of-school girls with skills; and (iii) beginning a family and supporting girls to adopt healthy lifestyles; and (iv) addressing the child development needs of children born to teenage mothers

    Abstract: Africa's Pulse is a biannual publication containing an analysis of the near-term macro-economic outlook for the region. It also includes a section focusing on a topic that represents a particular development challenges for the continent. It is produced by the Office of the Chief Economist for the Africa Region.This issue is an analysis of issues shaping Africa's economic future. Growth remains stable in Sub-Saharan Africa. Some countries are seeing a slowdown, but the region's economic prospects remain broadly favorable. External risks of higher global financial market volatility and lower growth in emerging market economies weigh on the downside. In several Sub-Saharan African countries, large budgetary imbalances are a source of vulnerability to exogenous shocks and underscore the need for rebuilding fiscal buffers in these countries. The Ebola outbreak is exacting a heavy human and economic toll on affected countries and, if not rapidly contained, the risk of wider contagion grows. Without a scale-up of effective interventions, growth would slow markedly not only in the core countries (Guinea, Liberia, and Sierra Leone), but also in the sub region as transportation, cross-border trade, and supply chains are severely disrupted. In Sub-Saharan Africa, growth in agriculture and services is more effective at reducing poverty than growth in industry. Structural transformation has a role to play in accelerating poverty reduction in Sub-Saharan Africa. Increasing agricultural productivity will be critical to fostering structural transformation. Boosting rural income diversification can facilitate this transformation, as well. Investments in rural public goods and services (for example, education, health, rural roads, electricity and ICT), including in small towns, will be conducive to lifting productivity in the rural economy. Although Sub-Saharan Africa's pattern of growth has largely bypassed manufacturing, growing the region's manufacturing base, especially by improving its fundamentals, lower transport cost, cheaper and more reliable power, and a more educated labor force, will benefit all sectors

    Abstract: As a low-income country, Ethiopia has made impressive progress in improving health outcomes. This report examines how Ethiopia's Health Extension Program (HEP) has contributed to the country's move toward Univeral Health Coverage (UHC), and to shed light on how other countries may learn from Ethiopia's experiences of HEP when designing their own path to UHC. HEP is one of the government's UHC strategies introduced in a context of limited resources and low coverage of essential health services. The key aspects of the program include the capacity building and mobilization of more than 30, 000 Health Extension Workers (HEWs) targeting more than 12 million model families, and the mobilization of "health development army" to support the community-based health system. Using the HEP-UHC conceptual model and data from Demographic and Health Surveys, the study examines how the HEP has contributed to the country's move toward UHC. During the period that the HEP has been implemented, the country has experienced significant improvements in many dimensions: in terms of socioeconomic, psychological, behavioral, and biological dimensions of the beneficiaries; and in terms of the coverage of health care services. The study finds an accelerated rate of improvements among the rural, less-educated, and the poor population, which is leading to an overall reduction in equity gaps and improvements in the equity indicators including the concentration indices - that suggest a more equitable distribution of resources and health outcomes. The HEP in Ethiopia has demonstrated that an institutionalized community approach is effective in helping a country make progress toward UHC. The elements of success in the HEP include the emphasis on community mobilization which identifies community priorities, engages and empowers community members, and supports their ability to solve local problems. The other aspect of HEP is the emphasis on institutionalization of the activities, which addresses the sustainability of community programs through high level of political commitment, and effective coordination of national policies and leveraging of support from partners. These findings may offer useful lessons for other low income countries facing similar challenges in developing and implementing a sustainable UHC strategy

Efforts to reduce barriers to trade should be redoubled, with a particular focus on non-tariff measures and regulatory barriers, including to trade in services. The region must increase its readiness to benefit from the digital revolution, and in particular develop the essential "analog complements" to digital technologies

    Abstract: This toolkit is designed for policy makers and stakeholders who are considering the establishment of a publicly funded asset management company (AMC). An AMC is a statutory body or corporation, fully or partially owned by the government, usually established in times of financial sector stress, to assume the management of distressed assets and recoup the public cost of resolving the crisis. AMCs were first used in the early 1990s in Sweden (Securum) and the United States (the RTC), and again during the Asian crisis (for instance, Danaharta in Malaysia, KAMCO in the Republic of Korea). The 2008 financial crisis marked a renewal of the use of this tool to support the resolution of financial crises (for instance, NAMA in Ireland, SAREB in Spain). The toolkit does not address broader bank resolution issues. It has a narrow focus on the specific tool of a public AMC established to support bank resolution, and with the objective of providing insight on the design and operational issues surrounding the creation of such AMCs. It seeks to inform policy makers on issues to consider if and when planning to establish a public AMC through: An analysis of recent public AMCs established as a result of the global financial crisis; Detailed case studies in developed and emerging markets over three generations; A toolkit approach with questions and answers, including questions on design and operations that are critical for authorities confronted with the issue of whether to establish an AMC; An emphasis on "how to?" that is, a practical versus a principled approach. The toolkit is structured as followed: Part I summarizes the findings on the preconditions, the design, and the operationalization of public AMCs. Part II provides case studies on three generations of AMCs, whose lessons are embedded in Part I. The case studies cover emerging and developed markets, and have been selected based on the lessons they offer

    Abstract: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces-citizen engagement and transparency-that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement

    Abstract: Targeted Social Assistance of Georgia is a last-resort social program that is considered a best practice among programs based on proxy means testing (PMT). It achieves high targeting accuracy for a relatively high level of poverty incidence. In 2013, the government of Georgia embarked on the revision of this program to ensure its continued effectiveness and to revise some of the parameters of the eligibility formula that could be subject to manipulation. In particular, the government was concerned about the subjective evaluation of social agents and about concealable goods giving room to abuses in terms of program eligibility. Continuous Improvement: Strengthening Georgia's Targeted Social Assistance Program assesses the technical work and the policy actions taken by the Georgian government during 2014 and 2015. It covers the full cycle of the reform of a social assistance program, from establishing the objectives to the design of compensation measures that minimize the number of newly ineligible beneficiaries. In particular, it describes the revision of the PMT formula, the introduction of a scheme of benefits that decreases with the score and an associated assistance program for children, the pretesting of the new formula, and the design of compensation measures. The report also includes a chapter with specific recommendations for Georgia to consider in its efforts to improve its system of social protection and labor

    Abstract: Nas ultimas tres decadas, muitos paises da America Latina e Caribe reconheceram a saude como um direito humano. Desde o inicio dos anos 2000, 46 milhoes de pessoas nos paises estudados recebem cobertura de programas de saude com direitos explicitos a atendimento. Essas reformas foram acompanhadas por um aumento do gasto publico com saude, financiado em grande medida pelas receitas gerais que priorizam ou visam explicitamente a populacao que nao tem capacidade de pagamento. O compromisso politico em geral se traduziu em orcamentos maiores e na aprovacao de legislacao que insula recursos para a saude. Muitos paises priorizaram o atendimento de saude primaria com boa relacao de custo-beneficio e adotaram metodos de pagamento que incentivam a eficiencia e a prestacao de contas por resultados, proporcionando as autoridades do setor de saude mais poder para induzir os prestadores a cumprirem as prioridades de saude publica. Apesar do progresso, ainda persistem disparidades no financiamento e na prestacao de servicos de qualidade entre os subsistemas de saude. Cumprir o compromisso da cobertura universal de saude exigira esforcos concertados para melhorar a geracao de receitas de formal fiscalmente sustentavel e aumentar a produtividade em termos de despesas. Em Rumo a uma Cobertura Universal de Saude e Equidade na America Latina e Caribe: Evidencia de Paises Selecionados, os autores mostram que a evidencia da analise de 54 pesquisas domiciliares corrobora que os investimentos para ampliar a cobertura de saude estao gerando resultados. Embora os pobres ainda apresentem resultados de saude piores que os riscos, as disparidades diminuiram consideravelmente - em particular nos estagios iniciais da vida. Os paises alcancaram altos niveis de cobertura e equidade na utilizacao de servicos de saude materna e infantil. O quadro tem mais nuancas e nao e tao positivo quando se trata da situacao de saude dos adultos e da prevalencia de doencas e condicoes cronicas de saude. A cobertura para doencas nao transmissiveis nao e alta e continua a pender mais para os mais abastados. A prevalencia de doencas nao transmissiveis nao ocorreu como esperado, tendo em vista a queda na mortalidade; o melhor acesso a servicos de diagnosticos entre as pessoas mais riscas pode estar mascarando mudancas na prevalencia efetiva. Gastos catastroficos com saude cairam na maior parte dos paises. No entanto, o quadro com respeito a equidade e mais misto e indica limitacoes na medicao. Embora a taxa de empobrecimento em razao de gastos com saude seja baixa ou em declinio, 2 a 4 milhoes de pessoas nos paises estudados ainda finam abaixo da linha da pobreza em razoes de gastos com saude. Esforcos de monitoramento sistematico da qualidade do atendimento de saude na regiao sao ainda incipientes. No entanto, a analise da literatura revela deficiencias importantes na qualidade da saude, bem como diferencas substanciais entre os subsistemas. Melhorar a qualidade do atendimento e garantir a sustentabilidade dos investimentos em saude continuam a ser itens pendentes da agenda

    Abstract: Ghana was, until very recently, a success story in Africa, achieving high and sustained growth and impressive poverty reduction. However, Ghana is now facing major challenges in diversifying its economy, sustaining growth, and making it more inclusive. Most of the new jobs that have been created in the past decade have been in low-earning, low-productivity trade services. Macroeconomic instability, limited diversification and growing inequities in Ghana's labor markets make it harder for the economy to create more jobs, and particularly, better jobs. Employment needs to expand in both urban areas, which will continue to grow rapidly, and rural areas, where poverty is still concentrated. The current fiscal and economic crisis is heightening the need for urgent reforms but limiting the room for maneuver and increasing pressure for a careful prioritization of policy actions. Going forward, Ghana will need to consider an integrated jobs strategy that addresses barriers to the business climate, deficiencies in skills, lack of competitiveness of job-creating sectors, problems with labor mobility, and the need for comprehensive labor market regulation. Ghana needs to diversify its economy through gains in productivity in sectors like agribusiness, transport, construction, energy, and information and communications technology (ICT) services. Productivity needs to be increased also in agriculture, in order to increase the earnings potential for the many poor who still work there. In particular, Ghana's youth and women need help in connecting to these jobs, through relevant skills development and services that target gaps in information about job opportunities. Even with significant effort, most of Ghana's population will continue to work in jobs characterized by low and fluctuating earnings for the foreseeable future, however, and they will need social safety nets that help them manage vulnerability to income shortfalls. More productive and inclusive jobs will help Ghana move to a second phase of structural transformation and develop into a modern middle-income economy

    Abstract: South Asia Region (SAR) has decreased maternal mortality ratio (MMR) by 65 percent between 1990 and 2013, which was the greatest progress among all world regions. Such achievement implores the question, What made SAR stand out against what is predicted by standard socioeconomic outcomes? Improving Maternal and Reproductive Health in South Asia: Drivers and Enablers identifies the interventions and factors that contributed to reducing MMR and improving maternal and reproductive health (MRH) outcomes in SAR. In this study, the analytical framework assumes that improving MRH outcomes is influenced by a multitude of forces from within and outside the health system and considers factors at the household and community levels, as well as interventions in other sectors and factors in the enabling environment. The analysis is based on a structured literature review of the interventions in SAR countries, relevant international experience, and review of the best available evidence from systematic reviews. The focus of the analysis is mainly on assessing the effectiveness of interventions. The findings from this study indicate that the most effective interventions that prevent maternal mortality are those that address the intra-partum stage - the point where most maternal deaths occur - and include improving skilled birth attendance coverage, increasing institutional delivery rates, and scaling up access to emergency obstetric care. There is also adequate evidence that investing in family planning to increase contraceptive use also played a key role during the inter-partum phase by preventing unwanted pregnancies and thus averting the risk of maternal mortality in SAR countries. Outside the programmatic interventions, the levels of household income, women's education, and completion of secondary education of girls were also strongly correlated with improved MRH outcomes. Also, there is strong evidence that health financing schemes - both demand and supply side - and conditional cash transfer programs were effective in increasing the uptake of MRH services. The study points out to many other interventions with different degrees of effectiveness. The study also identified four major reasons for why SAR achieved this progress in MMR reduction. The best practices and evidence of what works synthesized in this study provide an important way forward for low- and middle-income countries toward achieving the health-related Sustainable Development Goals

    Abstract: This book addresses the peculiarities of the current presidential election system not yet addressed in other publications. It argues that any rules for electing a President that may have a chance to replace the current ones should provide an equal representation of states as equal members of the Union, and of the nation as a whole. This book analyzes the National Popular Vote plan and shows that this plan may violate the Supreme Court decisions on the equality of votes cast in statewide popular elections held to choose state electors. That is, the National Popular Vote plan may violate the Equal Protection Clause of the Fourteenth Amendment. The book proposes a new election system in which the will of the states and the will of the nation as a whole are determined by direct popular elections for President and Vice President in the 50 states and in D.C. This system a) would elect President a candidate who is the choice of both the nation as a whole and of the states as equal members of the Union, b) would let the current system elect a President only if the nation as a whole and the states as equal members of the Union fail to agree on a common candidate, and c) would encourage the candidates to campaign nationwide. The second edition has been updated to include a proposal on how to make established non-major party presidential candidates and independent candidates welcome participants in national televised presidential debates with the major-party candidates
