    Abstract: Als im Dezember 2001 im Rahmen des Afghanistan-Krieges die Kämpfer von Al-Qaida die Höhlen von Tora Bora aufgeben mussten, soll die von US-Streitkräften geführte Koalition ein mit handschriftlichen Anmerkungen versehenes Exemplar des Clausewitzschen "Vom Kriege" gefunden haben. Dass Al-Qaida Ideen der "Ungläubigen " übernimmt, in ihren Ausbildungslagern westliche Texte zirkulieren lässt und zeitgenössisches strategisches Denken, Equipment etc. aus dem Westen in ihrem Kampf nutzt, ist schon seit längerem bekannt. Aber nicht erst im Zeitalter des Internet sind militärische Lernprozesse über Kulturengrenzen hinweg alltäglich. Sie waren es auch schon in der Phase der europäischen Expansion und der in diesem Kontext geführten Kolonial- bzw. Imperialkriege. Vierzehn international renommierte Historikerinnen und Historiker fragen in Fallstudien nach den Transfers von Wissen, Waffen, Ausrüstung oder Doktrinen in imperialen Kriegen, vorzugsweise in solchen Situationen, in denen die Gegner vor der Konfrontation wenig bis nichts voneinander und übereinander wussten. Die Autorinnen und Autoren unterstreichen die Relevanz von Anpassungs- und Transferprozessen in der imperialen Expansion und vermessen deren Bedeutung für militärischen Erfolg oder Misserfolg. Das Spektrum der Beispiele reicht dabei von der mongolischen Invasion in Japan 1274 über die spanische Eroberung Mexikos 1518 bis zu den Kriegen der Hehe gegen die deutsche Kolonialtruppe in Ostafrika 1891. Drei einführende Beiträge zu den Konzepten von Lernen in transkulturellen Erstkonflikten, zur Bedeutung von kulturellen Vermittlern und zu den spezifischen Formen tribaler Kriegführung in gewaltsamen transkulturellen Konflikten bieten einen wertvollen Rahmen für diesen Band und künftige Forschung.     Abstract: Palästinenser, Muslime und Kabylen in Deutschland und Frankreich stellen in Interviews dar, über welche imaginierte Gemeinschaft sie ihre Zugehörigkeiten definieren: über den palästinensischen Nationalismus, über den Islam beziehungsweise über die kabylische Sprachkultur. So entstehen transnationale Zugehörigkeitskonstruktionen, die aufgrund ihrer religiösen, sprachlichen oder auch politischen Bezüge die Einheitsvorstellungen europäischer Nationalstaaten durchbrechen. Mit der Herausbildung von Zugehörigkeiten entstehen Kritikpotenziale, die die Immigrationsgeschichte europäischer Nationalstaaten in den Kontext der damit verbundenen rechtlichen, ökonomischen und sozialen Ungleichheiten wie auch Ungerechtigkeiten stellt. Auf welche Weise kommt Kritik der Nachkommen von Einwanderern an gesellschaftlichen Verhältnissen im Zusammenhang mit Zugehörigkeitskonstruktionen zum Ausdruck? Zugehörigkeiten werden hier unter dem Gesichtspunkt betrachtet, auf welche Weise subjektives Ungerechtigkeitsempfinden mit welchen normativen Grundsätzen und Maßstäben in den Bedeutungshorizont institutionalisierter Prinzipien und staatlicher Praxis eingeordnet und insofern Kritik geäußert wird. Auf der Grundlage von Fallstudien zu muslimischen, kabylischen und palästinensischen Gemeinschaftsimaginationen in Deutschland und Frankreich werden allgemeine Modalitäten von Zugehörigkeitskonstruktionen in der europäischen Einwanderungsgesellschaft herausgearbeitet und auf die Semantiken der europäischen Territoriums-, Religions-, Sprachkategorie sowie auf die staatliche Praxis in Deutschland und Frankreich bezogen.     Abstract: Im Fokus der Forschung stehen Phänomene wie die Regionalisierung und Privatisierung von Staatstätigkeiten, also der Abbau staatlicher Infrastrukturen. Gelten Staaten nicht mehr als Zentren politischer Macht, können sie auch keine Adressaten feministischer Politik sein. Mithilfe staatstheoretischer Überlegungen Bourdieus, Foucaults und Walbys greift Marion Löffler in die Debatten der Gegenwart ein. Sie konzipiert Staatlichkeit als unabgeschlossenen und unabschließbaren Prozess mit dem Ergebnis: Staaten sind und bleiben Akteure emanzipatorischer und auch antiemanzipatorischer Geschlechterpolitiken.     Abstract: Die 60er-Jahre bedeuteten für die Bundesrepublik einen zivilgesellschaftlichen Wandel. Vor dem Hintergrund internationaler politischer Ereignisse und wirtschaftlicher Entwicklungen weitete sich der Blick über die eigenen Grenzen hinaus, was der Internationalismus der 68er-Bewegung noch verstärkte. Die Forderung der Studenten nach globaler politischer und sozialer Solidarität fand ihren Ausdruck zunächst in ideeller, öffentlichkeitswirksam inszenierter Verbundenheit und mündete in einem grenzüberschreitenden Aufbruch. Die Autorin untersucht nicht nur die Entstehung dieser studentischen Dritte-Welt-Solidarität, die konstitutiv für die Dritte-Welt-Bewegung der 70er-Jahre und späterer NGOs war. Sie zeigt auch, dass für die Dynamik des Protestfeldes die Wechselwirkung zwischen Studenten, gesellschaftskritischen Vertretern der protestantischen Kirche und der neuen ökumenischen Bewegung von Bedeutung war - neben vergangenheitsbezogenen Motiven, internationalen Kultbildern, einer internationalistischen Avantgarde und transnationalen Begegnungen.

    Abstract: How can the salience of ethnicity in Rwandan and Burundian politics be overcome? How can this salience be approached analytically? And why, exactly, is it that it is potentially conflict-prone? This book gives answers to these questions on the basis of what Rwandan and Burundian interviewees expressed as taken for granted and real. In particular, it focuses on different political institutional models, and how they help to overcome an ethnic interpretation of political and social exclusion. Despite the diverging institutional approaches to dealing with ethnic cleavages, the qualitative analysis shows that political and social exclusion, in particular the distribution of power, are interpreted in ethnic terms in both countries. Focusing on notions taken for granted by Rwandan and Burundian interviewees, the book demonstrates, how deeply intertwined ethnicity and politics are in Rwanda and Burundi today.

    Abstract: This book contributes to the theoretical and methodological discussion about how the diverging experiences of generations and their historical memories play a role in the process of national identity formation. Drawing from narratives gathered within the Ukrainian minority in northern Poland and centered on the collective trauma of Action Vistula, where in 1947 about 140,000 Ukrainians were resettled from south-eastern Poland and relocated to the north-western areas, this study shows that three generations vary considerably with regard to their understandings of home, integration, history and religion. Thus, generational differences are an essential element in the analysis and understanding of social and political change. The findings of this study provide a contribution to debates about the process based nature of national identity, the role of trauma in creating generational consciousness and how generations should be conceptualized.

    Abstract: This is the first time that indigenous Papuan administrators share with an international public their experiences governing their country. These administrators were the brokers of development. After graduating from the School for Indigenous Administrators (OSIBA) they served in the Dutch administration until 1962. The period 1962-1969 stands out as turbulent and dangerous, and for many curtailed their professional careers. These administrators’ having been in active service until their retirement in the early 1990s allows for a complete recounting of political and administrative transformations under the Indonesian governance of Irian Jaya/Papua.This book brings together 17 oral histories of the everyday life of Papuan civil servants, including their relationships with superiors and colleagues, the murder of a Dutch administrator, their translation of ‘development’ to the Papuan people, the organization of their first democratic institutions, and the actual political and economic conditions leading up to the so-called Act of Free Choice.     Abstract: This timely book reveals that the budget deficits and accumulating debts that plague modern democracies reflect a clash between two rationalities of governance: one of private property and one of common property. The clashing of these rationalities at various places in society creates forms of societal tectonics that play out through budgeting. The book demonstrates that while this clash is an inherent feature of democratic political economy, it can nonetheless be limited through embracing once again a constitution of liberty. -- Not all commons settings have tragic outcomes, of course, but tragic outcomes loom large in democratic processes because they entail conflict between two very different forms of substantive rationality; the political and market rationalities. These are both orders that contain interactions among participants, but the institutional frameworks that govern those interactions differ, generating democratic budgetary tragedies. Those tragedies, moreover, are inherent in the conflict between the different rationalities and so cannot be eliminated. They can, as this book argues, be reduced by restoring a constitution of liberty in place of the constitution of control that has taken shape throughout the west over the past century.

    Abstract: Until recently, economists studying economic development have tended to consider it a universal process, or focussed their attention on common aspects. This book originates from the growing recognition of significant sectoral differences in economic development and examines the catching-up process in five different economic sectors: pharmaceuticals, telecommunications equipment, semiconductors, software, and agro-food industries. Each of these sector studies explore the learning and catch-up processes in various developing countries, in order to identify both the common features, and those which differ significantly across sectors and nations. The authors pay particular attention to China, India, Brazil, Korea and Taiwan.

Dennoch gehört Hegel zweifellos zu denjenigen Denkern, die das Verhältnis von Staat und Kultur der Sache nach verhandelt und neu bestimmt haben. Grundlage hierfür ist sein Begriff des Geistes, der alle Merkmale des modernen Kulturbegriffs in sich schließt: die Umformung der Natur, die Gesellschaftlichkeit und die Geschichtlichkeit. Der Staat ist zentrales Element des geistigen Prozesses und daher selbst Bestandteil von Kultur, aber nach Hegel auch deren elementare Voraussetzung. Hierdurch ist das Verhältnis von Staat und Kultur bei Hegel hoch komplex gestaltet und mitunter im Einzelnen auch schwer zu bestimmen und spannungsreich.

    Abstract: This study brings into focus the issue of reproduction and transformation of cultural authority in the so-called post-Soviet context. Being anchored to sociological theories on intellectual autonomy and empowerment through narrativization, it approaches daily practices, situations and popular narratives which bring insight into everyday concerns and motivations of the educated Western Ukrainians.

    Abstract: Winner of the 2014 Central Eurasian Studies Society Book Award in the Social Sciences. Under Solomon's Throne provides a rare ground-level analysis of post-Soviet Central Asia's social and political paradoxes by focusing on an urban ethnic community: the Uzbeks in Osh, Kyrgyzstan, who have maintained visions of societal renewal throughout economic upheaval, political discrimination, and massive violence. Morgan Liu illuminates many of the challenges facing Central Asia today by unpacking the predicament of Osh, a city whose experience captures key political and cultural issues of the region as a whole. Situated on the border of Uzbekistan and Kyrgyzstan-newly independent republics that have followed increasingly divergent paths to reform their states and economies-the city is subject to a Kyrgyz government, but the majority of its population are ethnic Uzbeks. Conflict between the two groups led to riots in 1990, and again in 2010, when thousands, mostly ethnic Uzbeks, were killed and nearly half a million more fled across the border into Uzbekistan. While these tragic outbreaks of violence highlight communal tensions amid long-term uncertainty, a close examination of community life in the two decades between reveals the way Osh Uzbeks have created a sense of stability and belonging for themselves while occupying a postcolonial no-man's-land, tied to two nation-states but not fully accepted by either one. The first ethnographic monograph based on extensive local-language fieldwork in a Central Asian city, this study examines the culturally specific ways that Osh Uzbeks are making sense of their post-Soviet dilemmas. These practices reveal deep connections with Soviet and Islamic sensibilities and with everyday acts of dwelling in urban neighborhoods.     Abstract: This is the first time that indigenous Papuan administrators share with an international public their experiences governing their country. These administrators were the brokers of development. After graduating from the School for Indigenous Administrators (OSIBA) they served in the Dutch administration until 1962. The period 1962-1969 stands out as turbulent and dangerous, and for many curtailed their professional careers. These administrators’ having been in active service until their retirement in the early 1990s allows for a complete recounting of political and administrative transformations under the Indonesian governance of Irian Jaya/Papua.This book brings together 17 oral histories of the everyday life of Papuan civil servants, including their relationships with superiors and colleagues, the murder of a Dutch administrator, their translation of ‘development’ to the Papuan people, the organization of their first democratic institutions, and the actual political and economic conditions leading up to the so-called Act of Free Choice. Finally, they share their experiences in the UNTEA and Indonesian government organization.Leontine Visser is Professor of Development Anthropology at Wageningen University. The headscarf has been both vehemently contested by national and/or regional governments, political parties and public intellectuals and passionately defended by veil wearing women and their supporters. Systematically applying a comparative perspective, this book addresses the question of why the headscarf tantalises and causes such controversy over issues about religious pluralism, secularism, neutrality of the state, gender oppression, citizenship, migration, and multiculturalism.Seeking also to establish why the issue has become part of the disciplinary practices of some European countries but not of others, this work brings together an important collection of interpretative research regarding the current debates on the veil in Europe, offering an interdisciplinary scope and European-wide setting. Brought together through a common research methodology, the contributors focus on the different religious, political and cultural meanings of the veiling issue across eight countries and develop a comparative explanation of veiling regimes.     Abstract: 〈i〉Investigates how activists confront global powers with their street-level dissent.〈/i〉〈br/〉〈br/〉〈i〉Two Sides of a Barricade〈/i〉 argues that to construct global democracy, conflict and dissent must be taken seriously. Christian Scholl explores the political significance of the confrontations within four sites of interaction: bodies, space, communication, and law. Each site of struggle provides a different entry point to understand the influence of protester and police tactics on each other. At the same time, the four sites of struggle allow a comprehensive analysis of how the contestation of global hegemonic forces during summit protests trigger a preemptive shift in social control through increased deployment of biopolitical forms of power.〈br/〉〈br/〉〈b〉Christian Scholl〈/b〉 is Lecturer in Political Science at the University of Amsterdam in the Netherlands.     Abstract: Jihadism has been an important issue of public discussions since 9/11. Internet media have been used by Jihadis as means of communication, propaganda, recruitment, and even training purposes. In this volume, the processes of interaction on Jihadi internet sites are analysed. Particular attention lays on the mechanisms of spread of propaganda via the internet by diverse technical means.
