    Abstract: Governments in developed countries have long used, directly or indirectly through their tax systems, policies that subsidise or otherwise encourage the population at large to acquire assets such as financial savings, home ownership, retirement funds, education (human capital) or business capital. These policies seldom reach the poor. In fact, for the poor these policies often do not stimulate saving but rather discourage it. However, the evidence reported in this book is that the poor want to save, and can do so in modest amounts. In fact, they will do so, often with sacrifices greater than either policy makers or the more well-off might imagine. Extending asset-building policies to the poor can represent an effective attack on both poverty and economic and social alienation of the poor, because it has positive welfare effects that income support alone cannot provide.This book establishes the context for a fruitful debate on the merits and demerits of asset building for the poor by setting out the basic ideas involved in asset-building programmes and proposals. It also outlines the social policy advantages that their proponents claim, and documents what the existing programmes and demonstration projects look like.

    Abstract: Every day, thousands are injured and almost 350 people are killed on the roads of OECD countries. New technologies could reduce this toll by as much as 40%. However, considerable challenges need to be overcome in order to achieve these benefits. Billions of dollars are currently being spent to develop new technologies which are not related to safety, and many of these may have a negative impact on road safety if action is not taken to ensure their compatibility with current road systems. This report evaluates the global impact of new technologies on road safety and provides recommendations to governments and industry to ensure that fatalities and injuries in road traffic are reduced.

    Abstract: La réforme des subventions nuisibles à l’environnement constitue une haute priorité pour les pays de l’OCDE. Mais existe-t-il un consensus sur une définition commune des subventions et sur la façon de les mesurer ? Dispose-t-on de suffisamment de données et de méthodes fiables pour identifier, mesurer et analyser les subventions nuisibles à l’environnement ? Ces questions ont été abordées lors d’un atelier de l’OCDE sur les subventions dommageables à l'environnement en novembre 2002. Pour la première fois, des experts d’origines diverses (fonctionnaires, universitaires, chercheurs, représentants d’organisations internationales et de la société civile) ont eu l’occasion de faire le point et de partager les connaissances techniques sur les subventions et leurs impacts environnementaux. Ces questions ont été traitées dans des domaines aussi divers que l’agriculture, les pêcheries, l’énergie, l’industrie, les transports, les forêts et les ressources en eau. L’atelier a permis d’identifier de nombreuses questions techniques ainsi que des défis d’ordre politique qu’il importe d’examiner si l’on veut effectivement réformer les subventions nuisibles à l’environnement, en particulier mettre au point un cadre commun de définition et de mesure de ces subventions. On a estimé que le recours à une « liste de contrôle » serait un outil potentiellement valable pour aider à identifier les subventions dont le retrait serait bénéfique pour l’environnement.

    Abstract: Few topics in the life sciences today provoke as much debate as the availability of patent protection on "genetic inventions". Some hold that protection is essential to encourage innovation and development of new products. Others argue that patents restrict access to the very innovations they are intended to promote. Yet others object to property rights at all for our genetic blueprint. This report presents the findings of an OECD Workshop held in Berlin to establish the impact of patents and licensing on development and access to genetic technology. The workshop drew on empirical studies and concluded that despite sometimes controversial licensing practices the patent system has broadly achieved what is intended.     Abstract: Wie gut lesen Jugendliche, die das Ende ihrer Pflichtschulzeit erreicht haben? Die internationale Schulleistungsstudie PISA informiert über das Niveau der Lesekompetenz 15-jähriger Schülerinnen und Schüler in 32 Ländern, indem sie zeigt, wie gut diese schriftliches Material nutzen können, um die Herausforderungen der realen Welt zu meistern und zu lebenslang Lernenden zu werden.Einige Länder weisen sehr gute Gesamtergebnisse und gleichzeitig ein relativ geringes Gefälle bei den Schülerleistungen auf; in anderen gibt es eine beängstigend große Zahl von Schülerinnen und Schülern, die lediglich in der Lage sind, die elementarsten Leseaufgaben zu lösen. Ganz spezifische Erkenntnisse für die Gestaltung der Bildungspolitik liefert die Untersuchung der Frage, welche Schülerinnen und Schüler gute Leser sind. Diejenigen mit einem privilegierten Hintergrund erzielen im Durchschnitt bessere Ergebnisse, doch ist der Abstand von Land zu Land sehr unterschiedlich. In allen Ländern schneiden die Mädchen besser ab als die Jungen. Was bei den hier dargestellten Ergebnissen jedoch am meisten ins Auge fällt, ist der Unterschied zwischen Schülerinnen und Schülern mit stärkerem und mit geringerem Leseengagement. Diejenigen, die eine positive Einstellung zum Lesen haben, eine Vielfalt von Texten lesen und Zeit mit Lesen zum Vergnügen verbringen, sind im Durchschnitt wesentlich bessere Leser.

    Abstract: OECD's Territorial Review of the Vienna/Bratislava region. The Vienna-Bratislava region on the Austrian-Slovak border rapidly increased its competitiveness after 1989, following a 40 year separation by the Iron Curtain. As a result of the removal of many national and international barriers, trade flows and foreign direct investment have flourished, and regional growth, above national averages, has reduced internal disparities. However, new obstacles to further integration have emerged. Institutional reforms and stronger cross-border collaboration will enable the region to improve transport infrastructure, tackle restrictions on labour mobility, and better link the learning and productive systems on both sides of the border.

Le présent rapport a pour objet de décrire l'éventail des problèmes qui risquent de se poser pendant ces opérations, qu'il s'agisse de sûreté, d'environnement, d'organisation, de facteurs humains ou de politique publique, et que l'autorité de sûreté doit se préparer à résoudre dans le cadre de son dispositif réglementaire général. Il s'adresse en premier lieu aux autorités de sûreté, sachant que les informations et idées qu'il contient peuvent également intéresser les autorités publiques et environnementales, les exploitants nucléaires, les organismes techniques et le grand public.

Aussi les organismes de crédit à l'exportation bénéficiant d'un soutien public jouent-ils un rôle crucial en accordant, assurant et garantissant ces financements. Cette publication offre une description détaillée des systèmes de crédit à l'exportation bénéficiant d'un soutien public qui sont en vigueur dans les pays de l’OCDE et dans certaines économies non membres. A l’échelle internationale, la majorité écrasante des crédits à l'exportation bénéficiant d'un soutien public est assurée par le biais de ces systèmes. Cette publication contient également la dernière version de l'Arrangement relatif aux lignes directrices pour les crédits à l'exportation bénéficiant d'un soutien public (le seul accord international à régir l'octroi de crédits à l'exportation bénéficiant d'un soutien public). Les règles de l'Arrangement portent notamment sur le soutien financier public, le délai maximum de remboursement, la prime minimum de risque et l'aide relative aux échanges pour les projets, les biens et les services bénéficiant de crédits à l'exportation d'une durée minimum de deux ans. Le texte de l'accord complémentaire, qui prévoit des conditions souples pour les opérations de financement de projets, figure également dans cet ouvrage. En outre, cette publication présente pour la première fois des informations sur les études importantes entreprises par le Groupe de travail de l'OCDE sur les crédits et garanties de crédit à l'exportation. Ces études concernent notamment les liens entre les crédits à l'exportation bénéficiant d'un soutien public et les préoccupations plus larges des gouvernements et de la société civile des pays membres, qu’il s’agisse de problèmes environnementaux, d’efforts pour combattre la corruption ou de la viabilité de la dette des pays pauvres très endettés.

    Abstract: OECD's comprehensive territorial review of the Oresund region of Denmark and Sweden. Competitiveness is increasingly cited as the key objective of regional economic policy. In the same way that company executives strive to improve their market share and national governments are introducing competitiveness strategies, policy makers in urban areas are looking for ways to increase or maintain the competitive edge of their cities. This is a daunting task in any situation, but particularly so when, as in this case, the functional economic area concerned stretches across national boundaries. The constituent regions of Öresund, comprising the island of Zealand in Denmark, home of Copenhagen, and Sweden’s Skåne region which hosts the country’s third biggest city, Malmö are both wealthy areas. It is a “learning region” and has a strong presence in some high technology sectors. As such, the key to future growth is not simply the creation of a fixed link between the two parts of the region or improved flexibility in an expanded labour market. The region must look outward and compete with other metropolitan areas to retain and augment the assets that give it, at present, a strong competitive position in the “new economy”.

    Abstract: This paper presents a comparative analysis of the public procurement system in three East African countries: Kenya, Uganda and Tanzania. In response to both domestic and international pressures, these countries have recently undertaken important initiatives to make their public procurement systems more efficient and transparent in line with international procurement guidelines. The experience of the three countries with the reforms has been quite varied. While Tanzania has moved fast with the reforms and has already put in place a legislative framework for public procurement, Kenya and Uganda have yet to enact procurement legislation.     Abstract: The Republic of Croatia ended unilateral formal-legal relations with the Socialist Federal Republic of Yugoslavia with the Declaration on Sovereignty and Independence, on 25 June 1991. Following international recognition in 1992, Croatia became a member of the United Nations on 22 May 1992. The first decade of the independence (1990-2000) of the Republic of Croatia was marked by the war, which ended in 1995, and the nationalistic Centre-right Government of the Croatian Democratic Union (HDZ) under President Franjo Tudjman, in power until the elections in January 2000. During this period the HDZ was in absolute majority in both houses of the Croatian Parliament – the House of Representatives and the House of Counties (a unicameral system was introduced 2000). Franjo Tudjman won both presidential elections (1992 and 1997) in the first round. The new Croat state public administration was built using the existing republican administration. Even though there was an administrative system for most of the functions of a state, certain services had to be developed from the very beginning (for example diplomatic service, defence, finances), as they were centralised in ex-Yugoslavia.

    Abstract: The OECD/NEA Expert Group on Burn-up Credit was established in 1991 to address scientific and technical issues connected with the use of burn-up credit in nuclear fuel cycle operations. Following the completion of six benchmark exercises with uranium oxide fuels irradiated in pressurised water reactors (PWRs) and boiling water reactors (BWRs), the present report concerns mixed uranium and plutonium oxide (MOX) fuels irradiated in PWRs. The report summarises and analyses the solutions to the specified exercises provided by 37 contributors from 10 countries. The exercises were based upon the calculation of infinite PWR fuel pin cell reactivity for fresh and irradiated MOX fuels with various MOX compositions, burn-ups and cooling times. In addition, several representations of the MOX fuel assembly were tested in order to check various levels of approximations commonly used in reactor physics calculations.

    Abstract: Approaches to radiological protection have been evolving, particularly over the past several years. This has been driven by the emergence of modern concepts of and approaches to risk governance, and by calls from within the radiological protection community for the simplification and clarification of the existing system of protection, as based on the Recommendations of the International Commission on Radiological Protection (ICRP). The NEA Committee on Radiation Protection and Public Health (CRPPH) has been very active in developing its own suggestions as to how the system of radiological protection should evolve to better meet the needs of policy makers, regulators and practitioners. One of those suggestions is that a generic concept of “regulatory authorisation” of certain levels and types of exposure to radiation should replace the current and somewhat complicated concepts of exclusion, exemption and clearance. It has also been suggested that by characterising emerging sources and exposures in a screening process leading into the authorisation process, regulatory authorities could develop a better feeling for the type and scale of stakeholder involvement that would be necessary to reach a widely accepted approach to radiological protection. In order to verify that these suggestions would make the system of radiological protection more understandable, easy to apply, and acceptable, independent consultants have “road tested” the CRPPH concepts of authorisation and characterisation. Their findings, which show that applying these concepts would represent significant improvement, are reproduced herein. Specific approaches for the application of the new CRPPH ideas are also illustrated in this report.

    Abstract: In this paper, we relate the scope and depth of regulatory reforms to growth outcomes in OECD countries. By means of a new set of quantitative indicators of regulation, we show that the cross-country variation of regulatory settings has increased in recent years, despite extensive liberalisation and privatisation in the OECD area. We then look at the regulation-growth linkage using data that cover a large set of manufacturing and service industries over the past two decades. We focus on multifactor productivity (MFP), which plays a crucial role in GDP growth and accounts for a significant share of its cross-country variance. We find evidence that reforms promoting private governance and competition (where these are viable) tend to boost productivity. Both privatisation and entry liberalisation are estimated to have a positive impact on productivity. This paper will examine whether the FMLA or prior state-legislated leave packages were associated with changes in the continuity of employment for mothers following childbirth, changes in return to their previous employer, and changes in their post-return versus pre-return earnings.     Abstract: This paper provides new measures of restrictions on inward foreign direct investment (FDI) for OECD countries. Several different types of restrictions are considered: limitations on foreign ownership, screening or notification procedures, and management and operational restrictions. These restrictions are computed for nine sectors and eleven sub-sectors, most of which are in services, and then aggregated into a single measure for the economy as a whole. According to the aggregate indicators, the last two decades, and especially the 1990s, have witnessed dramatic liberalisation in FDI restrictions. OECD countries are now generally open to inward FDI, although there remain substantial differences between countries and across industries. The most open countries are now in Europe, at least as far as statutory restrictions are concerned.     Abstract: Evaluating the importance of non-tariff measures (NTMs) affecting imports remains a major challenge. This study reports evidence on the prevalence of NTMs based on an inventory of business complaints. This data source has the advantage of drawing on experiences of economic agents that are directly involved in trading activities, of containing information on "behind the border measures", and of covering procedural aspects of NTMs. The results suggest that natural resource based industries, such as agriculture and food, mining, and textiles, are most strongly affected by NTMs relative to their export volumes. Certification procedures, quantity control measures, and technical regulations are the types of NTM most frequently complained about.     Abstract: Israel has a higher level of venture capital as a share of GDP than any OECD country. Most Israeli venture capital is channelled to early-stage companies, particularly start-ups in sectors based on information and communications technology (ICT) and biotechnology. The Israeli venture capital industry was built through government funding, particularly through the YOZMA group, which leveraged financing from foreign corporations and institutions. There is now a need for a change in tactics to maintain private venture funding for both portfolio and seed firms. While new incentives are being given to foreign investors, domestic venture investments could be encouraged through tax breaks, expanded opportunities for institutional investors, and reforms to the Israeli stock exchange.     Abstract: Until 1991, Macedonia was a constituent Republic of the Socialist Federal Republic of Yugoslavia. During the disintegration of the federation in the early 1990s, the Republic of Macedonia elected its first democratic parliamentary assembly (the Sobranie) in November 1990. A referendum on independence was held on 8 September 1991. On the basis of this referendum, the Sobranie declared the independence and sovereignty of the Republic of Macedonia1 on 17 September 1991. The Sobranie adopted a Constitution, establishing the foundations of parliamentary democracy, civil society, the rule of law and a market economy, on 17 November 1991. The Republic of Macedonia was accepted as a member state of the United Nations on 8 April 1993. The Republic of Macedonia is a member of the OSCE (12 October 1995), the Council of Europe (9 November 1995), the NATO Partnership for Peace (15 November 1995), WTO (4 April 2003), and other international organisations and institutions. The Republic of Macedonia signed the Stabilisation and Association Agreement with the EU on 6 April 2001. After the ratification by all 15 EU member states, the SAA entered into force on 1 April 2004. On 22 March 2004 the Republic of Macedonia submitted its application for EU membership. In 2001 armed conflict in the Republic of Macedonia began. The conflict was settled with the signing of the Ohrid Framework Agreement on 13 August 2001 by the four leading political parties (Union of Social-Democrats (SDSM), Internal Macedonian Revolutionary Organisation (VMRO-DPMNE), Party for Democratic Prosperity (PDP) and Democratic Party of the Albanians (DPA)). The Ohrid Agreement stipulates adoption and implementation of constitutional and other reforms which improve the rights of ethnic minorities, in accordance with international standards and principles. After the constitution of the Republic of Macedonia was adopted, the first parliamentary elections were held in 1991. The most recent general elections took place on 15 September 2002 and the coalition called “Together for Macedonia” won.
