It finds that Siena, a predominantly rural province in central Italy, has enjoyed steady economic growth throughout the post-war period. This success has its roots in a diverse economy based on manufacturing, services, high-value-added agriculture and a dynamic tourism sector. Nonetheless, it is these last two sectors that give Siena its main competitive advantage: an outstanding concentration of high-quality environmental and cultural resources which are unique to the region. The promotion of different sustainable development initiatives has been motivated by the need to ensure the valorisation and conservation of this major asset. This is most apparent in the effort to ensure that the region's development is not spoilt by the impact of mass tourism and an uncoordinated offer. The agrarian landscape also faces an uncertain future as the bulk of the cultivated land area remains dependent on EU subsidies, notwithstanding the market success of many agricultural producers. To respond to the challenges of sustainable development, Siena needs to fully integrate its development objectives with the most effective means to bring them about, in a co-ordinated and long-term planning exercise.

    Abstract: The Champagne-Ardenne region in the north-east of France enjoys comparative advantages in a number of sectors, including mechanics, metalworking, packaging and agriculture, and of course Champagne. Although it still ranks fifth among French regions in terms of GDP/capita, Champagne-Ardenne lost ground during the recession of the early 1990s. This report analyses the strategy conducted by the Regional Council to strengthen the catching-up process and diversify the regional economy. It insists on the need to focus on two prime engines of growth: entrepreneurship and foreign direct investment. Moreover, increasing the competitiveness of the region calls for special efforts to help Champagne-Ardenne move towards more knowledge-based economic activities, to stimulate research and to encourage SMEs to network and innovate. While a better balance between agricultural policies and rural policies needs to be found, the region also has an important role to play in fighting urban decay - Champagne-Ardenne is one of the regions in France with the largest proportions of total population living in sensitive urban zones.The report also suggests that the potential for urban development could be enhanced by encouraging co-operation among cities and fostering the establishment of urban networks.

The 2001 National Energy Policy is an important development. The US is taking unilateral action as an alternative to the Kyoto Protocol. This report urges consideration of legislation on carbon dioxide and adoption of policies allowing international trading in emissions. Strengthening fuel economy standards is an encouraging approach to energy use in transport. Different standards for cars and light trucks should be addressed as a priority. Policies to promote new sources of energy supply should be balanced by continuing effort to enhance efficient use of energy. Regional Transmission Operators are a sensible means of ensuring access to transmission and the functioning of a competitive wholesale market. The power crisis in California has slowed progress on market reform; confidence should be restored to reactivate reform and to create certainty for new investment. Harmonised electricity industry standards and regulations could help promote competition and encourage investment. Barriers to exploration for oil and gas need to be addressed. Drilling in new onshore and offshore areas, meeting acceptable environmental standards, is necessary or imports must rise. Refineries are operating at full capacity; pressure could be eased by reducing the range of products they are required to produce to meet regional standards. Coal use will remain important and could be environmentally sustainable with advanced clean coal technology. Re-licensing of existing nuclear plants, consistent with safety standards, could ensure nuclear power plays a continuing role, even if new plants remain uneconomic. The decision on the Yucca Mountain repository will be important for the future of nuclear power worldwide.

It finds that Canada is composed of three macroregions: a southern ribbon with all the important metropolitan areas, a zone of rural and non-metropolitan adjacent regions and a sub-continent of remote northern territories. Disparities between these macroregions persist and may even be growing. Opportunities for growth are lost because of these imbalances and also because specific regional advantages are not fully tapped. In many regions, weak local governance is hindering the emergence of local grass-roots projects, diffusion of R&D results to SMEs is slow and dialogue between higher education institutions and firms is poor. This report underlines the need for federal agencies and sectoral departments to continuously assess the consistency of their policies with regard to the three macroregions in order to enhance territorial cohesion and better tailor programmes to local conditions. More federal involvement in metropolitan issues notably through negotiated planning could help to institutionalise and strengthen urban policies. This report also emphasises the significant overhauling of rural policies that took place recently. It underlines that in certain areas such as amenities a strategic approach is still to be defined. Resolving governance issues is a priority in the north.

    Abstract: The International Energy Agency's 2001 review of the Czech Republic's energy policies and programmes. The Czech Republic became the twenty-fifth member of the IEA in February 2001. In its transition from a centrally planned economy to a market economy, the Czech Republic has thoroughly reformed its energy policies and regulatory framework and restructured its energy sector. The country established a new energy regulator in 2001 and adopted a schedule for opening its electricity and gas markets to competition. The effective introduction of competition, however, will depend on regulatory details still to be defined and the privatisation of the state energy companies that still dominate the internal market. The Czech Republic has only limited energy resources. Coal is still the leading fuel for power generation but its role is declining. This trend will accelerate with the commissioning of a second nuclear power plant, at Temelín. Oil and gas imports have been diversified and the Czech electricity grid has been connected to Western Europe. Emissions of greenhouse gases and pollutants in the Czech Republic have been reduced, but remain higher than average for IEA Europe. There is also room for improvement in energy efficiency, which would contribute to the country's environmental goals as well as enhance its economic competitiveness.

    Abstract: The International Energy Agency's 2001 review of the energy policies and programmes of Norway. It finds that oil and gas contribute about 40% of Norway’s exports, and up to 16% of GDP, depending on world oil prices. The government used production controls as a means of influencing prices in 1986, in 1998 and again in 2002. Important changes are occurring in the oil and gas sector. Statoil has been partially privatised, the State Direct Financial Interest in oil and gas developments has been restructured, and the Gas Negotiations Committee is to be abolished. Private marketing of gas should be a guiding principle in future marketing policy, and depletion policy generally should balance the goals of optimising recovery with ensuring competition. Growth in energy consumption has been limited by government policies, but consumption is rising with strong economic growth. A new agency has been established to promote energy efficiency and new renewables. Norway has the highest per capita electricity consumption in the world. New large-scale hydro is unlikely, and the future of gas-fired power is uncertain. New generating and transmission capacity may be necessary to avoid price instability or even failure of supply in a dry year. There are limited opportunities for reducing greenhouse gases in the energy sector in Norway because of the extensive use of hydro in electricity generation. The Kyoto flexible mechanisms are therefore particularly important. Decisions on developing new generating capacity will also be influenced by environmental policies.

    Abstract: This Test Guideline describes a laboratory test method to assess aerobic and anaerobic transformation of organic chemicals in aquatic sediment systems. The method permits the measurement of (i) the transformation rate of the test substance in a water-sediment system and in the sediment (ii) the mineralisation rate of the test substance and/or its transformation products, (iii) the distribution of the test substance and its transformation products between the two phases during a period of incubation in the dark, at constant temperature, and (iv) the identification and quantification of transformation products in water and sediment phases including mass balance. At least two sediments different with respect to organic carbon content and texture are used. Ideally the test substance (one concentration) should be applied as an aqueous solution into the water phase. The duration of the experiment should normally not exceed 100 days, and should continue until the degradation pathway and water/sediment distribution pattern are established or when 90 % of the test substance has been removed by transformation and/or volatilisation. The number of sampling times should be at least six. The study includes: concentration in the water and sediment of the test substance and the transformation products at every sampling time; results from gases/volatiles trapping systems at each sampling time; mineralisation rates; and non-extractable residues in sediment at each sampling point. Half-lives, DT50, DT75 and DT90 values are determined where the data warrant.

This Test Guideline is intended preferably for use with albino rabbit. The test substance is applied in a single dose in the conjunctival sac of one eye of each animal. The other eye, which remains untreated, serves as a control. The initial test uses an animal; the dose level depends on the test substance nature. A confirmatory test should be made if a corrosive effect is not observed in the initial test, the irritant or negative response should be confirmed using up to two additional animals. It is recommended that it be conducted in a sequential manner in one animal at a time, rather than exposing the two additional animals simultaneously. The duration of the observation period should be sufficient to evaluate fully the magnitude and reversibility of the effects observed. The eyes should be examined at 1, 24, 48, and 72 hours after test substance application. The ocular irritation scores should be evaluated in conjunction with the nature and severity of lesions, and their reversibility or lack of reversibility. The individual scores do not represent an absolute standard for the irritant properties of a material, as other effects of the test material are also evaluated.

While in most countries, urban land use and travel policies are defined and implemented at the local or regional levels, there is growing recognition that national governments can improve chances for implementation of integrated policy packages by providing for a flexible, sectorally integrated policy framework that sends the right messages to regions and cities via policy incentives and project financing. The fact that biodiversity issues often receive low priority in policy decisions is at least in part due to problems involved in assessing its contribution to society -- these values defy easy description and quantification. What cannot be quantified, or is difficult to monitor and evaluate, is easy to disregard. The result is that biodiversity fails to compete on a level playing field in policy decisions with the forces driving their decline. This Handbook describes the types of values usually associated with biodiversity. While there are exceptions to the need to prioritise economic values over other cultural, traditional and spiritual values, economic valuation has a sound theoretical foundation that can help clarify the tradeoffs implicit in public policy decisions. On the other hand, the Handbook recognises the limitations of the economic approach, and considers how economic and non-economic values can eventually be reconciled. The Handbook also reviews the various methodological approaches often used to quantify these values. Data requirements and limitations are discussed. These methodologies are then applied to a series of concrete policy contexts, ranging from land use planning to the determination of legal damages for environmental degradation.

    Abstract: This report provides information on the average tariff levels and on the use of tariff-rate quotas, export subsidies and export credits by selected OECD countries for temperate-zone agricultural products. The implications of further liberalisation of the various instruments over the medium term are examined. The effects of further trade liberalisation of agricultural markets over the medium-term depend significantly on the modalities and prevailing market conditions against which the liberalisation scenarios are compared. On market access, although the largest impact on world prices is from tariff reductions, each of the current trade policy instruments (i.e. out-of-quota tariffs, in-quota tariffs, and tariff rate quotas) would have to be liberalised to obtain the greatest impact. On export subsidies, their current use is already at levels much lower than Uruguay Round commitments, and elimination would have modest effects for most commodities (except dairy products). This situation could change and further discipline on their use would prevent back-tracking. Export credits used by certain countries are also found to distort trade, although the effects on world markets and average prices remain relatively small, due to the small share of trade facilitated by these programmes and their small per-unit effect. Disciplines are necessary, however, to avoid even greater use of all forms of export competition policies. Countries have embarked on a new round of multilateral trade negotiations on agriculture. The challenge facing policy makers is to build upon the foundations of the URAA to further reduce trade distortions. This requires strengthening the disciplines already established and addressing weaknesses of the current agreement, such as those that have been identified in this report.

    Abstract: This book illustrates Korea's experience with outward foreign direct investment (FDI) and shows that the ancillary benefits of such investment -- knowledge and management transfer, market acquisition and skills enhancement -- can be substantial for individual firms. Moreover, the resulting increased robustness of these enterprises contributes to the strength and stability of the economy as a whole. While it is true that inward FDI carries similar benefits, outward FDI -- driven by the prerogatives of the domestic company -- is integrated into existing business plans and strategies, and therefore constitutes a more active policy. No experience is directly transferable, but the Korean case shows that there is a large potential for other emerging economies to gain from FDI flows and that the initial costs from lost internal investment are largely outweighed by the medium-term benefits.

    Abstract: Indian coal reserves are the third largest in the world, after the United States and China. India is the third largest coal producer in the world and the eighth largest importer. With annual production of 310 million tonnes and imports of almost 25 million tonnes, coal provides one-third of energy supply in India. The Indian government forecasts huge increases in electricity capacity based on coal. Massive increases in coal supply would be required if these plans are realised, although it is not clear if they are feasible. The principal objective of Indian coal policy should be to improve the financial performance of the industry by creating a freely competitive coal industry. A financially viable electricity industry will be necessary to support reforms in the coal industry. This report describes the Indian coal sector, and comments on government policies and the performance of India’s largely state-owned coal companies. There is a substantial need for reforms in India’s coal sector to improve efficiency and competitiveness.

Universities are institutions with multiple roles, and must balance the needs and demands of their students with the expectations placed upon them by government, industry and the wider community. Il met l’accent sur les deux moteurs principaux de la croissance : l’entrepreneuriat et les investissements directs étrangers. Il souligne la nécessité d’accélérer la transition vers une économie davantage fondée sur les activités dépendantes du savoir. Ceci implique de stimuler plus activement la recherche et d’encourager les PME à s’intégrer dans des réseaux et à innover. La région doit aussi trouver un meilleur équilibre entre politique agricole et politique rurale. Enfin, il est important que le Conseil régional s’investisse plus dans la lutte contre le déclin des villes. En effet, la Champagne-Ardenne est une des régions dont la part de la population vivant dans les zones urbaines sensibles est une des plus importantes en France. Cet ouvrage suggère que la coopération entre les villes et la constitution de réseaux urbains ont un grand rôle à jouer dans le développement de la région. L’Examen territorial de Champagne-Ardenne s’inscrit dans un programme plus vaste d’Examens territoriaux, aux niveaux national et régional, menés par le Comité des Politiques de Développement Territorial de l’OCDE. La libéralisation des monopoles d’État restants appelle une démarche plus courageuse et fait ressortir le besoin d’une réforme de la réglementation pour accompagner les changements structurels qui s’imposent dans ces secteurs. Il est pareillement souhaitable de créer un environnement professionnel plus propice à l'esprit d'entreprise. Le message essentiel de cette étude est qu’il faut poursuivre la réforme. La Pologne est l’un des nombreux pays de l’OCDE à avoir demandé à l'OCDE d’examiner ses pratiques réglementaires et ses réformes. Au moins deux sédiments différents quant à leur teneur de carbone organique et à leur texture sont utilisés. Dans le meilleur des cas, la substance d'essai (une concentration) devrait être appliquée comme soluté dans la phase aqueuse. L'essai ne doit normalement pas dépasser 100 jours et doit se poursuivre jusqu'à ce que la voie de dégradation et le mode de répartition dans l'eau et les sédiments aient été mis en évidence, ou jusqu'à la dissipation de 90 pour cent de la substance d'essai par transformation et/ou volatilisation. Il doit y avoir au moins six moments de prélèvement. L'étude inclut la concentration de la substance d'essai et de ses produits de transformation dans l'eau et les sédiments pour chaque prélèvement, les résultats obtenus lors de chaque prélèvement sur les pièges à gaz et à substances volatiles, le taux de minéralisation et les résidus non extractibles dans les sédiments de chaque prélèvement. On calculera les demi-vies, le TD50, le TD75 et le TD90 lorsque les résultats le permettent.

    Abstract: It is often claimed that tax and welfare reforms that aim at enhancing efficiency may come at the cost of cyclical stabilisation. Reducing the generosity of welfare systems and lowering taxes may boost efficiency and output, and improve market adjustment to shocks. But, by reducing the size of automatic stabilisers, it may also imply less cyclical smoothing. This would be unwelcome in EMU given the loss of national monetary autonomy and the well-known pitfalls of active fiscal management. This paper argues that the alleged trade-off between efficiency/flexibility and stabilisation may not exist. We show that, if the initial level of the tax burden is high, reducing it may lead to higher output stabilisation in the event of a supply shock and higher inflation stabilisation in the event of a demand shock.     Abstract: The paper attempts to explain why single factor explanations of the poverty of nations are usually found to be unsatisfactory. Middle- and low-income countries excluding sub-Saharan Africa, for instance, have an income per head which stands at about one third of the rich countries’ income per head. Yet each of the three items of the Solow model, namely human capital, physical capital (appropriated weighted) and total factor productivity, are each equal to about 70 per cent of the corresponding levels of rich countries.     Abstract: Norway is a test-bed for the implementation of a bold vision of lifelong learning. There is broad and strong political support within Norway for lifelong learning as a next logical step for a highly developed country with a highly educated population, confronted with challenges ranging from economic re-structuring, to an ageing workforce, the contradictions of labour shortages and increased leisure time, and an increasingly diverse society. But even in Norway the institutional arrangements and policies fall short of a systemic approach to lifelong learning. The most obvious shortcomings concern adults where there are daunting issues regarding the governance and finance of adult learning. Leadership is a vexed issue insofar as successful implementation depends on concerted action by several ministries as well as the social partners. Choice, equity and quality are in many cases conflicting objectives and difficult trade-offs have to be resolved. Norway is advanced, relative to other countries, in the development of new politics regarding the knowledge society. Indeed, it can be argued that if lifelong learning is to succeed anywhere, Norway is one of the most likely places in view of its history of reforms, co-operation among bodies, high educational standards and outcomes. Lessons from the experience with this approach can be usefully applied in other settings. This study is divided into two parts: the background report (which was prepared by the Norwegian authorities) and the OECD Examiners' report.

    Abstract: Entry is important because new firms and new plants provide an important source of competition to incumbents. They are a source of new products and technologies. In this paper, we outline the size of the turnover in plants that have entered and exited the Canadian manufacturing sector over each of the last three decades – 1973-79, 1979-88 and 1988-97. We also examine the contribution of plant turnover to labour productivity growth in the manufacturing sector over the three periods. Plant turnover makes a significant contribution to productivity growth as more productive entrants replace exiting plants that are less productive. We also find that a disproportionately large fraction of the contribution of plant turnover to productivity growth is due to multi-plant or foreign-controlled firms closing down and opening up new plants. We focus on five European countries and the United States and show that the trend decline in the aggregate wage share observed in these countries over much of the 1980s and 1990s partly reflects changes in the sectoral composition of the economy. The application of a fixed-weight aggregation method changes the profile of the observed wage share in a significant way: in particular there is no longer sign of an overshooting of the wage share levels of the early-1970s. Government agencies have been transformed by delegating managerial responsibility to them and replacing input controls with an output-based budgeting and management approach. The adoption of a medium-term top-down fiscal management framework contributed to a large reduction in public debt.     Abstract: Hard-core cartels are the most egregious violations of competition law. What are the most appropriate tools to fight them? In this book, the OECD identifies an increasingly successful "carrot-and-stick" approach – applying stiffer punishment for cartel operators and enhancing programmes aimed at rewarding cartel members who decide to defect and co-operate with the authorities.     Abstract: Tzoumerka est une région montagneuse située au nord-ouest de la Grèce. Cette région est confrontée à des défis majeurs en termes de développement, de croissance, de cohésion sociale et de gouvernance. Son économie est fortement dépendante d’activités agricoles traditionnelles dont la survie n’est assurée que par le soutien financier considérable de la Politique Agricole Commune (PAC). Or, ce soutien est malheureusement appelé à disparaître. Les incitations mises en place pour moderniser les activités agricoles et promouvoir d’autres types d’activités économiques se sont avérées inefficaces. La politique de développement local doit à présent prendre un nouvel élan. Il s’agit de modifier les anciennes habitudes de la population locale et de l’inciter à développer ses compétences à travers de nouveaux projets économiques. Les politiques susceptibles d’être les plus efficaces et de générer un nouvel état d’esprit sont celles qui s’appuient sur l’identification et l’essaimage d’un petit nombre d’initiatives heureuses dont les résultats ont été visibles. La transformation des produits agricoles de base en produits à valeur ajoutée est une des stratégies à prendre en compte pour suivre la tendance actuelle de la demande. Il faudrait également exploiter les importantes ressources touristiques de la région afin d’attirer des touristes en quête d’authenticité. L’Examen territorial de Tzoumerka s’inscrit dans un programme plus vaste d’Examens territoriaux, aux niveaux national et régional, menés par le Comité des Politiques de Développement Territorial de l’OCDE. L’objectif général des Examens territoriaux est de fournir des recommandations pratiques aux gouvernements. Les Examens territoriaux portent sur trois types de régions (urbain, intermédiaire, rural). Ils permettent de mieux comprendre les défis auxquels ces régions sont confrontées et identifient des solutions concrètes pour y faire face.

    Abstract: The global economic slowdown and the significant decline in foreign direct investment (FDI) have made it even more imperative to attract international investment in order to achieve sustainable development and poverty reduction. The need to maximise the benefits of FDI compels host and home governments to move beyond the traditional policy of liberalising FDI. A broader set of policies for an enabling environment for investment must be embraced: competition, taxation, financial markets, trade, corporate governance, public administration, respect for workers and environmental rights, and other public policy goals. Developing policy frameworks to ensure that multinational enterprises contribute to development goals and capacity building also remain a priority issue on the international agenda. The OECD Global Forum on International Investment, at its inaugural meeting in Mexico City in November 2001, provided a unique platform for participants originating from OECD and non-OECD economies, representing academia, business and labour, and civil society to address the challenges posed by FDI. These selected conference papers add to the existing literature on FDI. They highlight the principal conclusions, include analyses of recent FDI trends and prospects, and discuss ways of maximising the benefits of FDI for development. The papers also examine lessons learned in OECD and non-OECD economies, governments’ responsibilities in FDI policies, corporate responsibility initiatives and the role of multilateral organisations in capacity building for FDI in host countries.
