Les 29 pays de l'OCDE ont lancé, de concert avec d'autres pays, le Programme international de l'OCDE pour le suivi des acquis des élèves (PISA) afin de développer de façon régulière de tels indicateurs. L'objectif de PISA est d'évaluer dans quelle mesure les élèves ont acquis, à l'approche de la fin de la scolarité obligatoire, les compétences et les connaissances essentielles pour jouer un rôle plein et actif dans la société. Un nouveau cadre d'évaluation, le premier volume de la collection d'ouvrages consacrés à PISA, présente le cadre conceptuel sur lequel repose le programme PISA 2000. Il définit les domaines de compréhension de l'écrit, de culture mathématique et de culture scientifique qui sont au cœur du programme, qu'il s'agisse des contenus que doivent acquérir les élèves, des processus qui doivent être mis en œuvre, ou du contexte dans lequel connaissances et compétences seront appliquées. International indicators can describe the levels of achievement in various countries, to which others might aspire. They can provide direction for schools' instructional efforts and for students' learning as well as insights into curriculum strengths and weaknesses. The 29 Member countries of the OECD, together with other countries, have launched the OECD Programme for International Student Assessment (PISA) to develop such indicators on a regular basis. PISA aims at assessing how far students approaching the end of compulsory education have acquired some of the knowledge and skills that are essential for full participation in society. A New Framework for Assessment, the first volume in the PISA series, provides the conceptual framework on which the PISA 2000 assessment is based. It defines the domains of reading literacy, mathematics literacy and scientific literacy forming the core of PISA in terms of the content that students need to acquire, the processes that need to be performed, and the contexts in which knowledge and skills are applied. It also describes the methods developed to ensure that the assessment tasks are valid across countries, are strong at measuring relevant skills and are based on authentic life situations.

    Abstract: Fears of the prospect of growing social exclusion have become important concerns in recent years for many countries. Improving the quality of education and the standards attained by students to improve employability is one of the tools being used to prevent exclusion. However, changing social realities are leaving young children and students more exposed than ever to failure at school and unemployment. It is becoming increasingly clear that communities, education systems, schools and teachers are not equipped to deal with the many problems which arise and when social or health services become involved conflicts of interest can arise leading to actions which are not always in the clients' best interests. The necessity to provide greater co-ordination among these services, to improve their efficiency and effectiveness and to provide a seamless support to meet the holistic needs of students and their families is now becoming more accepted. Such an approach, inter alia, is community-based, emphasises prevention rather than being crisis-oriented, is customer-driven rather than being focused on an agency, and is accountable through outcomes rather than inputs. For many, better co-ordination of services is seen as the only solution available which is commensurate with our present democratic societies. All of the papers in this book were presented at a conference held in Toronto, Canada. They are original and have been written by policy-makers from different ministries, researchers from different disciplines and clients who come variously from Canada, Finland, France, Germany, the Netherlands, Spain, the UK, and the USA.
