    Abstract: In the context of the green transition, universities have much to offer in joint green innovation projects with business, government and citizens. This paper draws from ten international case studies of university partnerships with industry and society in green mobility, green energy and green products, services and processes.     Abstract: This paper discusses how countries’ vision for science, technology and innovation (STI) priorities has evolved through COVID-19. The analysis was conducted on a sample of 171 STI strategy documents from 11 countries that were released between 2013 and 2021. Depending on the context, these documents seek to build consensus, manage actors, communicate or signal directions for policy, or achieve internal organisational motives. Most of the documents that have emerged since the COVID-19 crisis focus on a dominant ambitious societal goal and specific technologies to implement that goal. For example, environmental sustainability is a shared goal across different countries’ STI strategies, but its specific meaning differs. Most countries’ STI strategies also identify digitalisation as an important tool to achieve other socio-economic goals. Inclusivity is prominent in agendas reflecting country-specific circumstance. Improving resilience is a shared priority and increased in prominence with the COVID-19 experience.

This paper describes 30 COVID-19 co-creation initiatives from 21 countries and three international cases. The template focuses on initiatives’ core characteristics, including information on key co-creation partners and their contributions, key outcomes as well as the initiatives’ size. The comparative evidence gathered through interviews with case study initiative leaders also describes what co-creation instruments were used, how networks leading to the collaboration were built, what type of cross-disciplinary co-operation took place, and what role governments played in the process and the procedures adopted to deal with the COVID-19 “exceptionality”, including the urgency of producing implementable solutions. The information gathered provides a basis for analyses on co-creation initiatives during COVID-19 and for drawing potential policy implications.

This paper analyses 30 international co-creation initiatives that were implemented to address COVID-19 challenges. Evidence on these initiatives was gathered based on structured interviews with initiative leaders. Existing co-creation networks enabled the rapid emergence of new initiatives to address urgent needs, while digital technologies enabled establishing new – and, where necessary, socially distanced – collaborations. Aside from funding initiatives, governments engaged actively in co-creation by granting access to their networks, advising on initiative goals and offering support to improve quick delivery. The role of civil society was important as well, and the socially impactful nature of research and innovation was a motivating factor for engagement. Harnessing a similarly strong motivation is an important driver of effective future co-creation endeavours also to address the challenges of the green transition.

    Abstract: Science, technology and innovation (STI) have played a key role in responding to the COVID-19 pandemic and the unprecedented socio-economic crisis it has triggered. This paper explores how the pandemic affected STI in 2020, including how STI was mobilised to provide vaccines, treatments and innovative (often digital) solutions to address “social distancing”. The paper also reviews the quick and agile STI policy responses implemented across countries to stimulate research and innovation activities to find solutions to the pandemic. Moreover, the paper covers STI policies that targeted universities, research centres, innovative businesses and entrepreneurs most affected by the crisis. It also raises key debates on the effectiveness of such policies. Follow-up work will leverage more and better data to improve this early assessment of the impacts of the crisis and STI policy responses.

    Abstract: The importance of knowledge co-creation – the joint production of innovation between industry, research and possibly other stakeholders, such as civil society – has been increasingly acknowledged. This paper builds on 13 cross-country case studies and co-creation experiences during the COVID-19 pandemic to characterise the diversity of knowledge co-creation initiatives and identify lessons for policy. The paper identifies a strong rationale for policy to support knowledge co-creation because the benefits of successful co-creation initiatives outweigh the initial co-ordination costs. Moreover, knowledge co-creation initiatives can contribute to democratising innovation. Successful initiatives engage all stakeholders and have effective governance and management structures. They also have clearly defined ownership and use rights of the collaborations’ outcomes and benefit from favourable conditions to operate, including temporary staff mobility and institutional set-ups that facilitate collaboration and effective communication among participants.

    Abstract: This paper provides a first assessment of the degree to which public research contributes to innovative entrepreneurship, using data on start-ups and venture capital (VC). It looks at academic start-ups founded by recent undergraduates and doctorate students or researchers. It shows that academic start-ups represent 15% of all start-ups in the specific sample under scrutiny. Their share is higher in science-based technological fields such as biotechnology (23%). Across the majority of countries and technology fields, start-ups created by undergraduate students represent the highest share of all academic start-ups. As to their performance, start-ups founded by researchers are more likely to patent and those founded by students introduce innovations that are more radical compared to other start-ups. While start-ups founded by undergraduate students receive less VC funding and are less likely to exit via IPO or acquisition, those created by researchers are as successful as their non-academic counterparts.

    Abstract: This paper presents preliminary evidence on the patenting activities of 21 200 research institutions - 20 091 higher education institutions (HEIs) and 1 109 public research institutes (PRIs) - for 36 OECD countries and China from 1992 to 2014. Our evidence, which builds on a database that matches research institutions to a sample of their patent applications, indicates patent applications to the European Patent Office (EPO) filed by research institutions grew faster than industry patents. Those jointly filed by industry and research institutions grew even faster. However, research institutions’ share in patent applications remains low and their ratio of patents granted to applications is below that of industry. An econometric analysis at postal code level shows that geographical proximity to research institutions is associated with higher industry patenting. Results from an instrumental variable estimation indicate that research institutions positively influence local industry patenting, including in life sciences and digital technologies.

    Abstract: Digital technologies impact innovation in all sectors of the economy, including traditional ones such as agriculture, the automotive industry, and retail. Similar trends across sectors include that the Internet of Things and data are becoming key inputs for innovation, innovation cycles are accelerating, services innovation is gaining importance and collaborative innovation matters more. Sector-specific dynamics are driven by differences in opportunities such technologies offer for innovation in products, processes and business models, as well as differences in the types of data needed for innovation and the conditions for digital technology adoption. The analysis calls for revisiting innovation policy mixes to ensure these remain effective and address emerging challenges. A sectoral approach is needed when designing innovation policies in some domains, especially regarding data access and digital technology adoption policies. The current focus of innovation policies on boosting R&D to meet R&D intensity targets also requires scrutiny.

    Abstract: What can we learn from new policies implemented in different OECD countries to foster digital and AI-driven innovation? This document reviews and extracts lessons from 12 national policy initiatives (four AI strategies and eight policy programmes) aimed at supporting breakthrough digital and AI-driven innovation and the application of those innovations by industry. Most selected policy initiatives actively involve multiple stakeholders from public research, industry and government, have mixed public-private funding models and seek international co-operation on AI. AI and digital research and innovation centres encourage interdisciplinarity, reduce hierarchies within centres and increase the autonomy of staff to enhance centres’ agility and spur creativity. AI strategies set specific actions to strengthen AI research and capabilities, support business adoption of AI and develop standards for the ethical use of AI. Responsible data-access and sharing regulations, infrastructure investments, and measures to ensure that AI contributes to sustainable and inclusive growth are other priorities.

    Abstract: This paper investigates how digital technologies have shaped the concentration of inventive activity in cities across 30 OECD countries. It finds that patenting is highly concentrated: from 2010 to 2014, 10% of cities accounted for 64% of patent applications to the European Patent Office, with the top five (Tokyo, Seoul, San Francisco, Higashiosaka and Paris) representing 21.8% of applications. The share of the top cities in total patenting increased modestly from 1995 to 2014. Digital technology patent applications are more concentrated in top cities than applications in other technology fields. In the United States, which has led digital technology deployment, the concentration of patent applications in top cities increased more than in Japan and Europe over the two decades. Econometric results confirm that digital technology relates positively to patenting activities in cities and that it benefits top cities, in particular, thereby strengthening the concentration of innovation in these cities.

    Abstract: Countries deploy a variety of financial, regulatory and soft policy instruments to promote science-industry knowledge exchange. While these instruments are often discussed in isolation, they are implemented collectively and may reinforce and complement but also weaken or even negatively affect each other and add excessive complexity. This paper develops a conceptual framework to map policy instruments for knowledge exchange and assess the interactions between them. The framework also considers how national contexts and global trends influence the choice of policy instruments. Policy examples drawn from the EC-OECD STIP Compass database and from case studies show that there are significant differences across countries in the relative importance given to each policy instrument in terms of budget, target groups, eligibility criteria, time horizon and implementation. These differences are also a consequence of different country conditions.

    Abstract: Building on a newly created policy indicator database, this paper provides a first systematic comparison of the governance of public research policy across 35 OECD countries from 2005 to 2017. The database was obtained following a three-year process that involved the development of an ontology of the governance of public research policy as well as data collection and validation by national authorities. The data show diverse institutions and mechanisms of policy action regarding higher education institutions (HEIs) and public research institutes (PRIs) are in place across the 35 OECD countries. The data also shows an increasing use of project funding, performance contracts and performance evaluations for HEIs and PRIs. In many countries, HEIs and PRIs are autonomous regarding their relations with industry, budget allocation but less frequently regarding salaries.     Abstract: This paper looks at how digitalisation is transforming innovation, and the consequent need for innovation policies to adapt. The paper shows that the digital transformation affects the economics of information and knowledge, in particular pricing and allocation. The reduced costs of producing and handling information and knowledge and the increased fluidity change innovation dynamics. Data have become a core input for innovation. Other changes include more opportunities for versioning; an acceleration in innovation, more experimentation and collaboration; servitisation; and higher risk associated with these general purpose technologies. The digital transformation also has economy-wide effects in terms of business dynamics, market structures and distribution. In view of this transformation, changes to innovation policy are required in the digital age. Innovation policies need to address data access issues; become more agile; promote open science, data sharing and co-operation among innovators; and review competition for innovation and intellectual property policy frameworks.

    Abstract: Innovation policies are central to growth agendas in most countries, but have figured much less prominently in strategies to promote social inclusion. In recent years, many countries have implemented “inclusive innovation policies”– a specific set of innovation policies that aim to boost the capacities and opportunities of disadvantaged individuals to engage in innovation activities, including research and entrepreneurship. Examples include the provision of grants to researchers from disadvantaged groups, the deployment of programmes to popularise science and technology, the provision of micro-credit to entrepreneurs and the provision of grants to firms locating their R&D activities in peripheral regions. This paper analyses the role that inclusive innovation policies can play in tackling social, industrial and territorial inclusiveness challenges by drawing on 33 detailed policy examples from 15 countries. The paper discusses why these policies should be a priority, explores the specific challenges that arise in their implementation and provides recommendations as to how the challenges can best be addressed.

    Abstract: The Basque Country region in Spain is world renowned for a successful industrial transformation, the urban regeneration of Bilbao, cultural distinctiveness, unique governance arrangements and high wealth levels. Over the last 30 years, the region has implemented its science, technology and innovation (STI) policy driven by a need to boost industrial competitiveness. The role of total factor productivity and innovation in driving growth was significant in the 1990s and declined in the early part of this decade, but appears to be on the rise again thanks in part to significant increases in public and private investment in innovation. The Basque Country has begun a transition from a model of incremental innovation in manufacturing to a model increasingly based on science and other forms of knowledge. Through a diagnostic of the innovation system and the policy mix, the review offers some policy and governance recommendations to achieve the region’s desired transition in light of global trends in the innovation process and innovation policy.

The Guidelines represent an international consensus on personal data protection in the public and private sectors. They have influenced the development of national legislation and model codes within OECD member countries, and beyond. This report begins by recalling the development and influence of the Guidelines. It then describes a number of current trends in the processing of personal data and the privacy risks in this evolving environment. It identifies some of the challenges that today’s environment brings for protecting privacy under existing approaches, and highlights a number of current initiatives and innovative approaches to privacy. Particular attention is focused on the impact of the Internet and other technologies, consistent with the issues and priorities highlighted in the 2008 Seoul Ministerial on the Future of the Internet Economy. The report aims to take a broad view of the current landscape for privacy, with a primary focus on economic activities. It does not describe in detail the myriad of initiatives to implement the Privacy Guidelines in OECD countries and beyond.

    Abstract: This review of regional innovation assesses how to improve Catalonia's current strategy and actions in order to boost its innovation system through both its own programmes and those of Spain and the European Union. It finds that with over seven million inhabitants and a GDP of around EUR 204 billion, Catalonia is not only an important region within Spain, but within the OECD as well. Indeed, its economic output is similar to countries like Portugal and Norway. The region experienced massive population growth over the past decade, due to immigration, which in part drove GDP growth. However, Catalonia’s productivity is slipping, relative to other OECD regions, necessitating the transition to a productivity-driven growth model through a stronger regional innovation system. The region has successfully strengthened its research base, with investments in R&D having increased four-fold over the past decade. Catalonia is now mobilising actors across the innovation system in regional centres, such as Barcelona, to improve productivity and address social challenges.

    Abstract: This report documents the initial step towards an electronically-delivered Programme for International Student Assessment (PISA) test pioneered by Denmark, Iceland and Korea. In 2006, the PISA assessment of science included for the first time a computer-based test. The results discussed in this report highlight numerous challenges and encourage countries to take the work further. PISA Computer-Based Assessment of Student Skills in Science describes how the 2006 survey was administered, presents 15-year-olds’ achievement scores in science and explains the impact of information communication technologies on both males’ and females’ science skills. While males outperformed females on the computer-based test in all three countries, females in Iceland and males in Denmark performed better than their counterparts on the paper-and-pencil test. The evidence shows that, overall, males are more confident and use computers more frequently. While females tend to use the Internet more for social networking activities, males tend to browse the Internet, play games and download software. Readers will also learn how students reacted to the electronic questionnaire and how it compared with pencil-and-paper tests. In general, there were no group differences across test methods buts students enjoyed the computer-based test more than the paper-and-pencil test.

    Abstract: The economics of news production and distribution is in a state of radical change. After very profitable years, newspaper publishers in most OECD countries face declining advertising revenues and significant reductions in titles and circulation. About 20 out of 30 OECD countries face declining newspaper readership, which is now at its lowest among younger people. At the same time, many promising forms of news creation and distribution are being tested. Some of these are empowered by increasing technological sophistication, new information intermediaries and the resulting decentralised forms of content creation. However, despite these new possibilities, no business and/or revenue-sharing models have been found to finance in-depth independent news production. This raises questions about the supply of high-quality journalism in the longer term and roles that government support might take in supporting a diverse and local press without putting its independence at stake. This study provides an in-depth treatment of the global newspaper publishing market and its evolution, with a particular view on the development of online news and related challenges.

    Abstract: This report assesses the current status of Korea’s innovation system and policies, and identifies where and how the government should focus its efforts to improve the country’s innovation capabilities. It finds that Korea has one of the highest rates of spending on R&D in the world, much of which is performed by private firms. It also has a highly educated labour force – as signalled by its impressive PISA performance and exceptionally high rates of tertiary level graduation – with a strong interest in science and technology. However, a number of bottlenecks persist that hamper Korea’s economic convergence with the leading OECD economies. These include a relatively weak SME sector and weak performance in services, as well as lagging capacities to conduct leading-edge research in many areas. Furthermore, Korea faces numerous threats in the mid term, notably increased levels of competition from China and other newly-industrialising economies, the lowest fertility rate in the OECD and an ageing society, and a continuing high dependency on imports of natural resources, particularly hydrocarbons. In the shorter term, the economic crisis offers its own challenges, with the need for some policy adjustments to deal with expected falls in business investment in R&D and growing levels of unemployment among the highly skilled.

This document presents the definition of information economy (IE) products developed by the WPIIS Classifications Expert Group. The product definitions complement the IE sector definitions that were released in early 2007. The latter are based on the 2007 revision of the UNSD’s International Standard Industrial Classification of All Economic Activities (ISIC Rev. 4). The document includes two IE product definitions,3 ICT products and Content and media products. Each definition is a subset of the Central Product Classification (Version 2) developed by the United Nations Statistical Division (UNSD) and both are expressed in terms of 5-digit subclasses of the CPC. La buena noticia es que las tecnologías de la información y las comunicaciones (TIC) ofrece una gama de herramientas para alcanzar la promesa del e-gobierno. La mala noticia es que dicha promesa aún no se ha visto reflejada en la realidad. A la fecha, el acercamiento al e-gobierno ha sido conducido con demasiada frecuencia por las soluciones que ofrecen las TIC en lugar de la demanda del usuario. Mientras que las soluciones TIC han sido efectivas para ofrecer servicios en línea, esto ha derivado en la proliferación de sitios web, portales y servicios electrónicos que son incompatibles, confusos y se traslapan… sin mencionar lo costoso que son.Más que agregar simplemente un canal para la distribución de un servicio, el e-gobierno puede mejorar los servicios que el gobierno ofrece. Pero sólo puede suceder como parte de una transformación general de los procesos, la estructura y la cultura del gobierno. Algunos gobiernos de la OCDE están aplicando ahora una nueva “lógica de e-gobierno” que permite a las agencias gubernamentales en red compartir recursos y entregar información y servicios orientados al usuario. Esto requiere un mejor entendimiento de lo que hace el gobierno y de cómo lo hace desde una perspectiva de gobierno entero.En seguimiento a un conjunto de discusiones entre funcionarios de alto nivel de e-gobierno celebradas por la OCDE en 2003 y 2004, este reporte se centra en los retos claves, que son de hecho, el reto medular de todas las administraciones públicas: cómo ser más ágiles, receptivas, constantes y transparentes.Este informe observa la nueva filosofía y la práctica en los países de la OCDE en cinco áreas diferentes.-E-gobierno orientado al usuario: haciendo los servicios electrónicos más receptivos a las necesidades de los ciudadanos y las empresas.-Distribución multicanal de servicios: mejorando los vínculos entre servicios tradicionales y servicios electrónicos para fomentar la innovación en los servicios y garantizar el acceso a todos los usuarios.-Enfoque de procesos de negocio habituales: identificando procesos habituales dentro de la administración para lograr una economía de escala, reduciendo la duplicación de esfuerzos y proporcionando servicios homogéneos.-Gobierno electrónico como caso de negocio: midiendo y demostrando los costes y beneficios de las inversiones en TIC para priorizar y gestionar mejor los proyectos de gobierno electrónico.-Coordinación: adaptando una perspectiva global para todas las iniciativas de gobierno electrónico y su gestión, a la vez que se tienen en cuenta las estructuras existentes y las culturas de las instituciones gubernamentales.

    Abstract: Reducing the time for registering a company from weeks and months to under one hour is a concrete result of a unique and ambitious initiative in Portugal to make the public sector more efficient and effective. The Simplex initiative aims at making life easier for citizens and businesses. It focuses on how e-government can be used as a lever for broader administrative simplification, making service delivery more coherent and efficient. This is the first integrated study undertaken by the OECD to analyse administrative simplification and e-government in a national context. By bringing those two areas together in the context of public management reform, this review helps countries identify how these reform activities can best support overall government performance and economic growth.

Cada revisión identifica buenas prácticas de las cuales otros países pueden aprender.Chile, una economía pequeña y abierta, con una producción fuertemente basada en recursos naturales, ha sido durante las últimas dos décadas el país latinoamericano más exitoso en reducir la brecha del ingreso per cápita con respecto a los países avanzados. Para continuar su avance, Chile necesita fortalecer algunos de sus pilares institucionales de una economía orientada al mercado, como lo es notablemente el sistema de innovación. Existe una creciente conciencia por parte de los actores políticos acerca de la importancia de la innovación para el futuro del país. Esto se ha traducido en tres audaces decisiones: la creación del Consejo de Innovación para la Competitividad, encargado de proponer pautas para una estrategia nacional de innovación de largo plazo; la introducción de un impuesto específico a la actividad minera para aumentar los recursos públicos disponibles para implementar esta estrategia; y la creación de un incentivo tributario. Este informe evalúa la situación actual del sistema y políticas de innovación de Chile con el objetivo de identificar las áreas que requieren perfeccionamiento, para utilizar este aumento de la inversión pública de la manera más eficiente posible.

    Abstract: This report presents three case studies to illustrate the relationship between environmental policy and technological innovation. The case studies cover abatement technologies for wastewater effluent from pulp production, abatement of motor vehicle emissions, and development of renewable energy technologies. On the basis of patent data, the nature, extent, and causes of innovation in each of these areas have been explored. While a particular focus has been placed on the role of environmental policy in bringing about the innovation documented, it is recognised that other factors play a key role in inducing innovation that has positive environmental implications.

    Abstract: Encouraging Student Interest in Science and Technology Studies examines overall trends in higher education enrolments and the evolution of S&T compared with other disciplines. The results suggest that although absolute numbers of S&T students have been rising as access to higher levels of education expands in OECD economies, the relative share of S&T students among the overall student population has been falling, The report shows that encouraging interest in S&T studies requires action to tackle a host of issues inside and outside the education system, ranging from teacher training and curriculum design to improving the image of S&T careers. Numerous examples of national initiatives are used to complement the analyses to derive a set of practical recommendations.
