    Abstract: Tunisia's has made significant investments in infrastructure, which has contributed to economic growth. The investments have enabled reasonably good access to basic infrastructure services. While access rates are high, the relative quality of Tunisia's infrastructure has deteriorated significantly over the last ten years. State-owned enterprises (SOEs), which dominate the infrastructure sector, receive considerable subsidies and incur notable financial losses. Overall, there is a heavy reliance on external borrowing to fund infrastructure investment, which creates contingent liabilities, and enhances foreign exchange and macro-economic risk. Chapter one provides an overview of Tunisia's infrastructure performance; chapter two discusses each sub-sector in more detail in terms of achievements and challenges; chapter three looks at historical trends in spending followed by a scenario analysis of investment needs with anecdotal examples, and discusses the present macro-economic and fiscal constraints; and chapter four presents possible action items for further discussion with the Tunisian government

    Abstract: Paraguay is a middle-income, landlocked country with a population of about seven million. The nation is highly dependent on its transport and logistics infrastructure to connect to regional markets and international seaports. In road quality and connectivity, on the other hand, Paraguay trails its neighbors and other middle-income countries. According to the Global Competitiveness Indices, Paraguay is in the bottom third of indexed countries for road connectivity and quality. The government has attempted to address perceptions on quality and connectivity through higher budget allocations for the road sector. The higher road sector budget has been directed to expansion and preservation of the paved roads since 2012 and has, on the whole, allocated sufficient funds for their maintenance as estimated by this Public Expenditure Review (PER). Despite this there has been a slight decline in the overall quality of the network due to over and under funding of roads geographically and by functional classification. This PER is structured as follows: Chapter 2 provides some background on the Paraguayan economy, the country's road network (primary, secondary, and tertiary) features and analysis, and an overview of the government institutions responsible for the network; Chapter 3 describes how Paraguay budgets and manages its road sector, what the funding sources are, and how efficiently the expenditures are being spent; Chapter 4 assesses Paraguay's goals for its road sector, the effectiveness of its budget execution and sustainability of its funding, and its sector monitoring practices; and Chapter 5 concludes with the main findings and recommendations

    Abstract: Uganda's progress in reducing poverty during the late 1990s and early 2000s was remarkable. This note documents the trends in poverty and inequality in Uganda with a focus on the period 2012 to 2016. It first explores how various indicators of monetary poverty have evolved over time and if these trends vary by urban and rural areas and by region. This is complemented with a description of the movements in several non-monetary poverty indicators. Secondly, the note analyzes who has benefitted from the lackluster economic growth, and how this has translated into different measures of inequality. It then aims to disentangle some of the forces behind the changes in poverty, mostly resorting to decomposition exercises. Finally, it provides an account of who are the poor households and what are their living conditions, particularly compared to non-poor households

    Abstract: This report identifies key challenges facing the Ethiopian civil service today and suggests avenuesfor further reforms. Ethiopia's civil service has so far developed at a rapid pace and faces anumber of constraints, challenges, and new or expanding demands. Continuing reform efforts and building on past achievements is critical for the successful implementation of Ethiopia's Growth and Transformation Program (GTP II). While the past two decades have seen important achievements made, the government seeks to further strengthen its economic governance and service delivery.The analytic effort that this report reflects was triggered by a request from the Ministry ofPublic Service and Human Resource Development (MPSHRD). The Ministry sought to identify challenges and options to target and pursue further reforms and efforts to strengthen the civil service and its contributions to service delivery. The report is based on several sources: (i) the Ethiopian Civil Servants Survey (ECSS), which was undertaken in June through September 2016 and targeted professional level staff and directors or heads of federal ministries or agencies, regional bureaus, and woreda offices; (ii) a series of key informant interviews with officials and stakeholders, as well as focus group discussions with members of 'Public Wings'; and (iii) administrative data and information, e.g. concerning the number of civil servants, as wellas salaries and benefits. The focus is on five key service delivery sectors: agriculture, education, health, revenue collection, and trade-all critical areas for state activity. The analysis encompasses an assessment of previous and ongoing reforms, and takes a look at the constraints and overall quality of current management practices. Where possible, the report also compares the civil service in Ethiopia to that of other countries, based on information gathered from similar surveys and other comparative information

    Abstract: Guinea-Bissau is a small state in West Africa with a population of around 1.8 million. It is rich in natural resources (fisheries, forestry and agriculture) and biodiversity. Economic activity is, however, dominated by the production and sale of unprocessed cashew, which is also the main source of income for more than two thirds of households. Guinea-Bissau is host to a large variety of ethnic groups, languages and religions, with communal and ethnic-based violence remaining low. The country has a history of political and institutional fragility dating back to its independence from Portugal in 1973. Since independence, four successful coups have been recorded, with another 16 coups attempted, plotted, or alleged. Political fragility has been manifesting itself in frequent government turnover. Political instability has been responsible for large drops in output and government expenditure. After almost three years of political gridlock, a new consensus government came to power in April 2018. In sum, Guinea-Bissau has been caught in a vicious cycle of poor governance, fragmented elites, weak public sector capacity, and a poorly diversified economy. The objective of the Guinea-Bissau Public Expenditure Review (PER) is to analyze government expenditure, fiscal revenue, and public financial management in selected sectors (education, health, and security). The PER is a follow-up to the World Bank's (2017) Public Expenditure Analysis that provided an overall review of public finances in Guinea-Bissau (see Annex I). It contains a wide range of analyses, with some chapters examining public spending trends and outcomes, while others are more process oriented and place a strong emphasis on PFM systems, at macro- and micro-levels. The education and health chapters go beyond the confines of traditional World Bank PERs-namely the efficiency, effectiveness, and equity of spending. Both of these chapters also review the PFM systems in the respective line ministries with a view to identifying options for reform. Further, the PER analyzes the fiscal implications of continuing to spend over 15 percent of the budget on the security sector and nearly 9 percent of GDP on wage and nonwage compensation

    Abstract: Real GDP growth slowed to 3.1 percent in January-November 2018 from 3.7 percent in the same period of 2017. This deceleration was the result of slower growth in both gold production and non-gold industry. Export performance remains weak, largely on account of a sharp slowdown in gold exports, and in spite of trade opportunities within the Eurasian Economic Union. Attracting private investment remains a challenge. Recent developments point to limited progress in addressing structural issues over the past few years. While the Kyrgyz Republic was able to avoid an external shock driven recession in 2014-15, the economy remains vulnerable to external economic shocks given its high dependence on an undiversified export base, workers' remittances, and foreign aid.The fiscal position has improved with a strong tax revenue performance and cuts to capital outlays. This has helped keeping public debt under control following a sharp increase in 2014-15. With inflation pressures low, the monetary policy stance remains relaxed. The National Bank reduced its policy rate by 25 basis points to 4.75 percent in May 2018 to support economic growth and has maintained a managed float of the exchange rate.Going forward, real GDP growth is forecast to accelerate slowly to 3.9 percent by 2020 supported by all the major sectors - industry, agriculture, construction and services. On the demand side, growth is projected to be driven by private consumption, investment and exports. The economy will continue to benefit from large remittance inflows and firming external demand. Strong remittances will support average consumption growth of around 3 percent in 2018-20. However, the current account deficit is projected to remain elevated at about 9 percent of GDP, reflecting structural constraints, the significant import content of public investment, and an indirect feed-through effect of remittances via imports. To rebuild fiscal buffers, the authorities are committed to reducing the deficit to 3 percent of GDP by 2020

    Abstract: South Africa's much anticipated economic rebound in 2018 did not occur. While substantial efforts by the authorities to strengthen governance of public resources and stabilize the fiscal situation helped the economy to not contract further, economic growth remained tepid with a technical recession (two successive quarters of negative economic growth) in the first half of 2018. GDP growth is expected at below 1 percent in 2018, down from an already low 1.3 percent in 2017. A number of exogenous factors contributed to this poor growth performance. Domestically, climate variations such as a prolonged drought in the Western Cape where harvests were delayed exerted a huge toll on agricultural production. Externally, mounting trade tensions between the United States and China, and tightening global financial conditions contributed to slowing the pace of foreign financial inflows to South Africa while lessening the demand for its exports. Rising world oil prices also exerted strong pressure on the balance of payments and domestic prices, depressing private consumption. These negative developments, however, do not conceal the fact that South Africa's growth challenge is deep-seated and largely structural. To grow faster and sustainably, the economy will need to be more inclusive, requiring the participation of a greater share of the population mainly through job creation. Furthermore, persistent inequality of income and of opportunity will continue to raise pressures for redistribution of limited resources that are drawn from a small tax base. Radical policy demands are more likely in a stagnant economy, fuel policy uncertainty and deter private investment. At the Presidential Jobs Summit and the South African Investment Conference held in October 2018 agreements were made on actions that are expected to enable job creation and to attract higher levels of investment, including interalia, education and skills interventions, and initiatives to reduce policy uncertainty on land reform, mining and black economic empowerment

    Abstract: In cold-climate regions of developing countries, access to a reliable and affordable heat supply is critical to the well-being of the rural and peri-urban poor, who enjoy only limited access to district heating, natural gas, and electricity networks. Most of them have long relied on solid fuel-fired, traditional heating stoves or simple low-pressure boilers (LPBs), which are fuel-inefficient, leaky, and highly polluting both indoors and outside. Having access to high-efficiency, low-emissions (HELE) heating stoves offers under-served households a cost-effective, intermediate solution until fuel-switching to gas or electricity is possible. Recent World Bank- supported winter heating pilot programs in the Central Asian countries of Tajikistan and Kyrgyzstan brought to market a small number of advanced, solid fuel-fired space heating and cooking stoves.     Abstract: The cost of desalination has been plummeting over the years. As a result, desalination has become a viable option for certain strategic uses. Today, over 20,000 desalination plants in more than 150 countries supply about 300 million people with freshwater every day. Initially a niche product for energy rich and water scarce cities, particularly in the Middle East, the continued decrease in cost and environmental viability of desalination has the potential to significantly expand its use - particularly for rapidly growing water scarce coastal cities. Desalination can be seen as one option in a portfolio water supply sources, including traditional surface water and groundwater sources as well as wastewater reuse, to meet growing water demand gap. Although still relatively expensive, desalination offers the potential to enhance system reliability. As renewable sources of energy such as wind and solar expand, and as advances in concentrate management techniques make discharges from desalination plants much cheaper and safer, the prospect of producing freshwater from the sea without increasing greenhouse gases and without significant damages to the local environment become more promising

    Abstract: Nigeria's emergence from recession remains slow: real GDP grew by 1.9 percent in 2018. While this was above the 0.8 percent growth of 2017, it was below the population growth rate, government projections and pre-recession levels. The oil and gas sector reverted to contraction from the second quarter of the year and the non-oil economy was thus the main driver of growth in 2018. While agriculture slowed down significantly due to conflict and weather events, whose effects were not counteracted by direct interventions by the Central Bank of Nigeria (CBN), non-oil, non-agricultural growth, which remained negative up to the third quarter of 2017 strengthened through 2018 - but remained weak - with services (primarily ICT) resuming as the key driver. As the oil sector is not labor-intensive, and the non-oil economy was still relatively weak, nearly a quarter of the work force was unemployed in 2018; and another 20 percent under-employed. With 3.9 million net entrants into the labor force (now 90.5 million people) during 2018 (up to September) (4.5 percent growth), but virtually no growth in the stock of jobs, unemployment rose by 2.7 percentage points since end-2017, and more than doubled compared to the pre-recession levels (9.9 percent in Q3 of 2015)

    Abstract: This Public Expenditure Review (PER) was prepared by the World Bank at the request of the Ministry of Finance of Cabo Verde. With a debt-to-GDP ratio of 126 percent in 2017, Cabo Verde is the most indebted country in Sub-Saharan Africa. The country is also at a high of risk of external debt distress. As part of fiscal consolidation efforts to reduce debt, this PER identifies measures to boost fiscal revenues and improve the efficiency of public spending with emphasis on health and education. The report recommends tax policy measures to stem revenue loss from ineffective tax expenditures while strengthening revenue administration and tax compliance. There is space to reduce spending inefficiencies on goods and services, wages and salaries yielding potential fiscal savings. Investment in human capital is prioritized in Cabo Verde but there is scope to improve efficiency and outcomes. In education, reducing repetition rates and addressing human resources issues are key to avoiding waste and improving outcomes. In health, the report recommends measures to improve the allocation of resources to health units. If implemented, these measures could result in combined fiscal savings of at least 2.5 percent of GDP. Finally, continued rationalization of central government fiscal support to State-Owned Enterprises (SOEs) is required to support a gradual reduction of the debt-to-GDP ratio over the medium term. The report includes five chapters. Chapter one discusses the key drivers of fiscal balances and public debt in Cabo Verde and explores different options to put debt on a downward trajectory. Chapters two and three analyzes in detail the respective performances of fiscal revenues and spending over 2010 to 2017.     Abstract: Home to over 735,000 people, the Kingdom of Bhutan has achieved rapid economic growth and poverty reduction, despite the constraints of being a small, landlocked, and mountainous country. Its neighbors, China to the north and India to the south, are in contrast the two most populous countries in the world. Bhutan's land area is only 1 percent of India's and 0.5 percent of China's. Even surrounded by much larger economies, Bhutan has seen its economy expand rapidly in recent years, largely through hydropower exports to India and construction. The country halved its poverty rate to 12 percent between 2007 and 2012, and by 2017 it had achieved a further reduction, to 8.2 percent (NSB and World Bank 2017). National policy remains centered on diversifying export-led growth beyond hydropower exports to India and on making Bhutan's economic growth more inclusive of all citizens. The agriculture sector, one of the five jewels in the Bhutanese economy, can play a key role in sustaining growth, reducing poverty, creating jobs, and expanding shared prosperity. Bhutan's dense and virtually untouched forests, abundant water resources, and diversity of wild species are exceptional natural endowments, and correspondingly, environmental conservation is the cornerstone of Bhutan's development approach (World Bank 2014). This Policy Note reviews Bhutan's recent agricultural transformation from a spatial perspective and suggests measures to make further progress. It is possible to learn aspects of computational thinking without learning coding, but coding is essential to acquire a sound understanding and knowledge of computational thinking. The book is intended to be helpful to policy makers at the Federal and Regional level who are concerned about the need for the Russian Education system to be responsive to the demands that will be faced by children growing up today into a networked, connected world of ever-increasing digitization and online and offline collaboration. The book will also be helpful to teachers and parents and other adults who are interested in understanding more about the subject of preparing children for the 21st century from both theoretical and practical perspectives. It is also useful to explain what this book is not, even though it refers to a substantive body of rich and growing academic work on the subject, it is not intended to be an academic work that would contribute new knowledge. Most of this academic work does not appear in headlines or social media feeds of non-specialists, but quite a bit of the work is very interesting and relevant. This book has tried to translate some of this knowledge in understandable terms to policy makers and practitioners, without oversimplifying complex realities.     Abstract: The people of the South Caucasus aspire for their countries to become strong middle-class societies, and they are on track to make that aspiration a reality. Two decades of social and economic progress have changed the societies of Armenia, Azerbaijan, and Georgia. The notable improvements that people in the region have experienced are reflected in better living standards that allowed poverty to be reduced by half in the 12 years between 2005 and 2017. Yet, to consolidate middle-class societies, the governments of the South Caucasus need to do more to achieve the stability and resilience enjoyed by their more advanced peers in Europe and Central Asia. Sustainable economic growth, poverty reduction, and shared prosperity require that the full potential of all geographical and administrative areas, population groups, and economic sectors be realized. This boo analyzes spatial, social, and economic mobility in the South Caucasus. The book argues that Armenia, Azerbaijan, and Georgia have not yet integrated important geographical areas and population segments in full economic participation and social development. Economic gains have not been uniformly and equitably translated into greater welfare and opportunity among all households and individuals. The main conclusion is that sustainable growth, poverty reduction, and the consolidation of the middle class require that the institutional and physical foundations of greater and more equitable economic and social mobility be secured in the South Caucasus.     Abstract: The Ministry of Education, Youth and Sport (MoEYS) and the Ministry of Economy and Finance (MEF), together with key Development Partners, conducted a Public Expenditure Tracking Survey (PETS) and Quality of Service Delivery Survey (QSDS) for the education sector in Cambodia. PETS identify resource use and leakages by examining flows of funds and materials from the central government to local service providers via regional and local governments. QSDS are multi-purpose surveys that examine the efficiency of frontline service delivery and the dissipation of resources by collecting information on service providers and various agents in the system. Several PETS were conducted in Cambodia in the 2005-2013 period. They generally found leakage to be low but the timeliness and consistency of funds delivery to service providers to be poor. This PETS-QSDS will assist the Royal Government of Cambodia in its aim to improve the efficiency and effectiveness of public service delivery through several key reforms. The educational structure of schooling in Cambodia is six years of primary, followed by three years of lower secondary then three years of upper secondary. Prior to primary, there is at least one year for pre-school education. Cambodia also has technical and vocational education, which commences after completion of grade 9. Higher education commences after grade 12

    Abstract: This study looks into the challenges and opportunities posed by urbanization in Guinea, reviewing briefly the trends at the national level but focusing on the urban area of Conakry. The main reasons for focusing on the urban area of Conakry are the following. While secondary cities in Guinea are growing economically and in population, Conakry already represents close to 50 percent of the urban population and its demographic growth outpaces that of other urban areas. This creates a sense of urgency to solving the country's capital problems. Secondly, Conakry remains the country's main interface for international trade through its port facility. Failure to address Conakry's issues, including congestion levels, would likely weaken its (and Guinea's) attractiveness in the long run. Follow-up studies could however look into Guinea's system of cities, including how they are connected to each other within the country and with their neighbors. The analysis presented in this review shows that urban areas in Guinea, and Conakryin particular are currently not acting as engines of growth and competitiveness and are failing at providing public services and quality living standards for their residents. It argues that the reasons are to be found i) in the business environment which, recent progress aside, stymies private sector job creation and economic diversification, ii) in Conakry's deficient connectivity system which acts as a bottleneck for residents to have access to economic opportunities, iii) in its obsolete and unenforced planning strategies and its rigid land markets and iv) in the lack of institutional clarity and financial resources which leads to underinvestment in public services

    Abstract: The World Bank's analysis of cross-country data on human capital indicates that Uganda is underinvesting in the future productivity of its citizens. A child born in Uganda today will onlybe 38 percent as productive when she grows up as she could be if she enjoyed complete education and full health. Uganda is ranked among the countries in the lowest quartile of the Human Capital Index (HCI) distribution, with an index slightly lower than the average for the Sub-Saharan Africa (SSA) region, and below what would be predicted by its income level. Uganda's low ranking in the HCI is mainly due to the country's low education outcomes. A child born today in Uganda is expected to complete only 7 years of education by age 18, compared to a regional average of 8.1. Because of the low levels of learning achievement in Uganda, this is only equivalent to 4.5 years of learning, with 2.5 years considered as 'lost' due to poor quality of education (as shown by thequality-adjusted years of schooling component of the HCI).     Abstract: Real GDP growth in Russia surpassed expectations in 2018, reaching 2.3 percent, mostly due to one off effects of energy construction. Forecasted growth of 1.2 percent in 2019 and 1.8 percent in 2020 and 2021 reflects a more modest outlook. Russia's macro-fiscal buffers remain strong, with fiscal surpluses across all tiers of government and low public-debt levels. When compared to advanced economies, Russia spends less on health and education. Rebalancing in favor of these categories could improve the overall efficiency of public spending. Short-term inflationary risks have abated, with the Bank of Russia signaling a return to a neutral policy rate. Lending activity is recovering, but the banking sector remains afflicted with high concentration and state dominance. Having eased slightly, the poverty rate remains in double digits with many households close to the poverty line and lacking formal employment. Informal employment is rising in the face of close-to-zero net job creation by medium-sized and large formal enterprises. Key risks to medium-term growth include the expansion of economic sanctions, renewed financial turmoil in EMDEs, a dramatic drop in oil prices, and souring of the global trade environment. The recent double-digit expansion in household credit may also pose a risk to financial stability in the case of a deterioration in the macroeconomic environment

    Abstract: This country brief provides an overview of tobacco control legislation, use, and taxation in the country. This country brief provides an overview of tobacco control legislation, use, and taxation in the country. Nicaragua became a Party to the WHO Framework Convention on Tobacco Control in 2008 and was the first country in the world which ratified the FCTC Protocol to Eliminate Illicit Trade in Tobacco Products. Data on smoking prevalence and tobacco consumption in Nicaragua are scarce, and it is difficult to estimate recent tobacco consumption trends among adults. However, the decline in the prevalence of current smoking among GYTS participating adolescents from 20.4 percent in 2003 to 13.8 percent in 2014 among boys and from 12.8 percent in 2003 to 10.3 percent in 2014 among girls may be considered an indicator of tobacco control policy success. In 2009, Nicaragua switched from ad valorem to specific excise system for cigarettes. The specific excise tax rates and cigarette prices increased in 2012-2016. Available data demonstrate some decline in cigarette sales in Nicaragua in 2013-2017, as cigarettes became less affordable after the price increase and the taxation policy was beneficial for public health. Specific excise rates in 2017 and 2018 were increased by only 5 percent annually, and it was insufficient both for the reduction of tobacco affordability and for the increase of the government revenue. In February 2019, Nicaragua adopted rather substantial cigarette excise hikes: by 210 percent in 2019 and further by 25 percent in 2020 and 38 percent in 2021. These tax hikes are able to reduce tobacco consumption in the country and bring additional resources to the government coffers. However, the tobacco industry will probably try to distort positive results of the taxation reform. The government should be ready to counteract these tactics using the experience of other countries and conducting careful and timely monitoring of indicators of cigarette prices, supply, and sales. Tobacco use surveillance and monitoring should be developed in Nicaragua, including a regular collection of information on smoking prevalence, tobacco consumption and various economic indicators

    Abstract: Minerals and metals are fundamentally incredibly important to societies all over the world. The activities required to extract minerals, however, often have negative impacts on forest landscapes and habitats. Forest health is not only about deforestation; mining has been found to produce severe impacts on water and soil that can indirectly impact forest health and its ecological integrity. Moreover, impacts of mining can become significant when multiple instances of mining activities happen at the same location simultaneously, as was found in the Indonesian case studies. Therefore, there is still the need to identify and attempt to reduce the impacts of mining even in a landscape dominated by activities like agriculture and forestry. Artisanal mining is typified as formal, informal, or illegal mining operations with predominantly rudimentary technologies in the exploration and extraction by individuals or large groups of people. Small-scale mining operations can also be mechanized, or semi-mechanized, and or have a greater degree of capitalization than artisanal mining. The World Bank's extractive industries in forest landscapes program seeks to address these challenges by promoting forest-smart extractive investments to ensure that investments in the extractives sector do not erode forest capital and instead generate positive forest outcomes. The artisanal and small-scale mining (ASM) study and the parallel study on large-scale mining (LSM) share the overarching objective of supporting the World Bank's efforts to help client countries ensure that resource extraction from forested areas serves as a force for poverty reduction and sustainable development while respecting the environment and the needs of local communities.     Abstract: The European Commission's Directorate General for Neighborhood and Enlargement Negotiations approached the World Bank to develop an evidence base and to deliver policy advice and technical assistance for supporting the effective reintegration of (Roma) returnees in the Western Balkans: Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Kosovo, and Serbia. This synthesis report presents the results of that research. This report documents the main socio-economic factors that drive migration from the Western Balkans to the EU. Returnees emphasize that they migrate to escape poverty, lack of housing, unemployment, the lack of or insufficient access to social security, and a consistent struggle and inability to provide a basic standard of living for themselves and their families. Poverty, discrimination, and historic marginalization reinforce one another and constitute strong push factors. Estimates suggest a substantial number of returnees belong to the Roma minority and that Roma are over-represented in migration and returnee flows. In addition, Roma and ethnic minorities have had to contend with systemic economic and social exclusion and institutional discrimination. Roma communities lack access to basic infrastructure and social services, are more likely to be underemployed, and have limited earning potential due to low incomes from unskilled jobs in the formal and informal sectors

    Abstract: Lao People's Democratic Republic (Lao PDR) has a comparative advantage in natural capital, which has fueled economic growth averaging around 8 percent per annum since 2000. The natural resource endowment comprises half of the country's wealth. Although forest cover declined 3.6 percent between 2005 and 2015, Lao PDR still has among the highest forest cover percentage of countries in the region, and the value of timber and non-timber forest products is 10,740 US Dollars per capita. Inefficiencies, including overuse, under-budgeting, and unsustainable and unscientific management, have led to a reduction in forest cover, natural wealth, and public revenues. Lao PDR's recent policy reforms, institution-building and community engagement aim to build a new foundation to sustain the Lao forest estate and the people and sectors that depend on it, including for tourism, agriculture, energy, water, fisheries, and wood products. Lao PDR's ambitious forest sector reforms aim to achieve financially and environmentally sustainable, resilient, and inclusive economic growth, especially through credible private sector investors. This reform agenda accompanies the Government of Lao PDR's (GoL) plan to expand forest cover to 70 percent from the current 58 percent, which will help to reduce poverty, create green jobs and livelihoods, support local industry and expand participatory sustainable forest management (SFM) and forest restoration, as well as to meet Lao PDR's Nationally Determined Contribution (NDC) to climate action.     Abstract: On average, Vietnam has achieved remarkable improvements in nutritional status in recent decades, but improvements in national aggregates mask wide disparities and a persistent 'very high' burden among disadvantaged ethnic minority groups. Between 2000 and 2010, national stunting rates dropped from 36.5 percent to 24.2 percent. The decrease from 2010 to 2015 was not as great, but when the 2015 data are disaggregated according to ethnic group, the Kinh majority has a prevalence of 17.7 percent, whereas the prevalence in other ethnic groups is 32.0 percent. This pattern repeats itself for the prevalence of underweight (a significant drop nationally from 33.8 percent in 2000 to 14.1 percent in 2015 but a 9.7 percent prevalence in the Kinh ethnic group in 2015 versus 21.9 percent in other ethnic groups) and wasting (a decrease from 8.6 percent to 5.6 percent in national prevalence from 2000 to 2015 but a 9.1 percent prevalence for Kinh versus 5.5 percent for other ethnic groups (WB Assessment 2012). The gap between the ethnic majority and minority has persisted despite the multiple government programs aimed at reducing it. As the economy has evolved from predominantly agriculture to a mix of agriculture and technology, the requirements of the workforce have changed as well. Manual labor is still necessary but no longer enough. The need is for intelligent, highly educated and skilled workers. All of these attributes are the product of a healthy, well-nourished population. Deficiencies in nutrition and health, lower levels of education, lack of language skills in the national language, and inability to migrate to jobs in urban centers of ethnic minorities have further hindered their ability to narrow the gap in nutrition and economic well-being

    Abstract: Revenue mobilization is a key constraint to economic development in the Republic of Guinea. The government's five-year development plan (2016-2020) aims at fostering higher and more inclusive growth through public investments that require financing beyond current fiscal capacity. In this context, Guinea is seeking to efficiently raise additional domestic revenues and external investment financing. Development partners are supporting Guinea with technical assistance for revenue mobilization. The International Monetary Fund (IMF) and the European Union are supporting authorities with direct tax policy, non-tax revenue, and administration issues. The objective of this report is to shed light on indirect taxes, particularly value-added tax (VAT) and excise taxes. The report provides an overview of the main features of tax policy and administration in Guinea, followed by a more detailed analysis of VAT and excise taxes. The focus on indirect taxation is a result of both its significant revenue potential and coordination with other development partners. The analysis presented fills an important gap in the understanding of how Guinea can increase its tax revenues. On VAT, the study finds that addressing policy and administrative constraints can mobilize additional revenues while improving the business climate. On excise taxation, the study finds that existing excise rates are unevenly applied, with scope for raising rates in the future. to systematically address its revenue challenges across all tax types, Guinea should also consider development of a medium-term revenue strategy (MTRS). The report is structured as follows: in the first section, an overview of the evolution and composition of domestic revenues in Guinea is presented. In the second section, VAT is analyzed.     Abstract: The main purpose of the 2018 public expenditure and financial accountability (PEFA) assessment is to provide the Government of Uzbekistan and its development partners with an objective up-to-date diagnostic of the national-level public financial management performance based on the latest internationally recognized PEFA methodology. The 2018 PEFA assessment is intended to provide an update of progress in Public Finance Management (PFM) since the last PEFA in 2012, but also establish a new baseline using the 2016 PEFA methodology. This methodology identifies the seven pillars of performance that are essential for an open and orderly PFM system. These include budget reliability, transparency of public finances, management of assets and liabilities, policy-based fiscal strategy and budgeting, predictability and control in budget execution, accounting and reporting, and external scrutiny and audit. The assessment process seeks to build a shared understanding of PFM performance and those dimensions that require improvement. The results of the assessment will assist the government in monitoring the implementation of Uzbekistan's Public Financial Management Reform Strategy to achieve long-term sustainability

    Abstract: The World Bank Group has developed a new diagnostic approach called Maximizing Finance for Development (MFD). This study pilots the use of the World Bank's MFD approach to identify areas along value chains (VCs) where the private sector is involved. More important may be the identification of where the private sector is currently not involved or only involved peripherially. The results provide a range of opportunities to consider, with the purpose of crowding in more private sector investment and sustainable solutions to achieve the Sustainable Development Goals and meet the highest environmental, social, and fiscal responsibility standards. Under each function, the underlying causes of market failure are assessed, helping inform a range of possible opportunities for private sector to participation. The ouputs of this report can be used for further stakeholder engagement to prioritize issues and assess solutions. The focus is on the three VCs of beef, coffee, and maize. These commodities account for over 50 percent of Agricultural GDP and over 80 percent of foreign exchange revenue for the country and possess the potential for greater development impact through enhanced private sector activity. The nature of these commodities differs in terms of commercialization. Coffee, a pure cash crop, has close to 95 percent of its product sold by the farmer. In contrast, maize is primarily a food crop and 89 percent of maize produced is consumed by farming households. Cattle, on the other hand, are sold by pastoralists when cash is needed, cattle are no longer serve a productive purpose or meeting social obligations. In highland areas, the commercialization aspect of cattle is much greater. This has implications for private sector engagement in the respective value chains. This report identifies the issues and constraints in these three selected VCs and suggests opportunities for: (a) the public sector to amend policy, regulations, and provide inducements for greater private sector activity; and (b) the private sector to take on a greater level of responsible agricultural investment aligned with global good practice

According to analyses by the World Bank's Human Capital Project, a child born in Tajikistan today is expected to be 53 percent as productive as he or she could be with full health and complete education. High rates of childhood stunting, low preschool coverage and low learning outcomes are the major reasons for underperformance. Accordingly, Tajikistan has made it a development priority to invest in high quality early childhood development (ECD) and early childhood education and care (ECEC). Given Tajikistan's overwhelmingly young population and high birth rates (box W1), the government is right to address its human capital shortcoming by investing in its youth.     Abstract: This Public Expenditure Review (PER) is the first for Namibia's health sector. Namibia is an upper-middle income country that has made major progress in improving the standard of living for its population and reducing poverty. Still, with one of the highest Gini coefficients in the world, the society is highly unequal. In addition, the size of Namibia, combined with a low population density, makes it challenging for the health sector to provide universal access to quality health services across the country. The recent economic downturn has put fiscal pressure on the government and heightened the need for spending efficiency. Although government spending on health has been consistently close to the Abuja target of 15 percent, health outcomes are poor. The country faces a double burden of both communicable and non-communicable disease (NCDs), with high HIV/AIDS, stunting and maternal mortality rates that predominately affect the poor, and an increasing prevalence in non-communicable diseases that will contribute to costly treatments and growing health expenditures in the future. The Namibian government is committed to improve health outcomes. Namibia's 5th National Development Plan (NDP5) for 2017-2022 aims to provide access to quality health care for its population, to increase Health Adjusted Life Expectancy (HALE) from currently 59 to 67.5 years, and to reduce mortality for mothers and children. to achieve this goal, the Ministry of Health and Social Services (MoHSS) has identified three strategic pillars for the health sector: (i) people's wellbeing; (ii) operational excellence; and (iii) talent management.     Abstract: Confronted with pervasive macroeconomic imbalances and microeconomic distortions, the Government of Egypt (GOE) started in 2016 to move forward with important reforms to stabilize the economy and restore confidence. At that time, Egypt was facing daunting economic and structural challenges, unsustainable fiscal and external imbalance and a deterring business environment. The severe foreign currency crunch that peaked in late 2016 motivated the GOE to introduce transformative economic reforms to alleviate the longstanding structural constraints to inclusive growth and macroeconomic stability. The flagship reforms of the economic program were (i) the liberalization of the exchange rate to eliminate the large currency overvaluation and foreign exchange shortages; (ii) a fiscal consolidation program that introduced a ale-added tax (VAT) and a gradual reduction in energy subsidies and the wage bill, and (iii) major energy sector terms to address power outages by public and private investment in generation and establish Egypt's potential as an oil and gas producer by reducing pricing distortions and arrears. These reforms were complemented by efforts to improve the business climate and attract private investment, starting with legislative reforms and the introduction of new laws on industrial licensing, investment, and insolvency. Macroeconomic indicators have reacted positively to the stabilization reforms. Most notable, economic growth has accelerated, the parallel market for foreign currency exchange has been contained, external deficits have narrowed, and international reserves have replenished. Public finances are progressing on a more sustainable path, with a frim containment of spending on price subsidies and a narrowing fiscal deficit. The improvement in macroeconomic conditions have also reflected positively on investors; perceptions, with credit rating agencies upgrading their ratings and outlook for Egypt

    Abstract: According to a report by the World Bank published in April 2018, air pollution in Tehran incurs annual loss of billions of dollars and over 4,000 premature deaths from exposure to fine particles ambient concentrations. Particulate matter (PM), one of the primary pollutants from diesel exhaust, is associated with many different types of respiratory and cardiovascular effects, and premature mortality. The main objective of this study is to evaluate the cost effectiveness of retrofitting existing city diesel bus fleet in Tehran with best available Diesel particulate filters (DPFs) available in the market. The report provides an updated assessment on the diesel retrofit solutions for an ageing diesel city bus fleet in Tehran based on publicly available information. The economic benefits of DPF installed in buses are evaluated with standard techniques of environmental economics, and technological assumptions about how much PM emissions can be avoided and control costs. The report highlights a number of national, regional and local examples of effective emission control program that exhibit best practices from around the world. Also, it presents important features and global experiences of successful retrofit program on heavy-duty diesel vehicles (HDDVs), including benefit-cost analysis from several case studies to help Tehran city leadership in taking informed economic and policy decisions.     Abstract: This policy note has been produced under the competition reform assessment ASA with the objective of identifying key constraints to competition in Armenia and providing recommendations on a set of actionable reforms that could help foster market contestability and competition in key sectors and across the economy. In particular, the policy note seeks to identify a menu of priority reform areas for potential engagement between the World Bank Group (WBG) and the government of Armenia (GoA). Information for this note was initially collected during a mission held in September 2018 and was subsequently validated with relevant agencies of the GoA. The assessment employs the markets and competition policy assessment toolkit of the markets and competition policy team of the WBG's equitable growth, finance and institutions Vice Presidency. In addition, selected sections of the OECD's product market Regulation Indicators questionnaire were employed to gain a sense of how Armenia compares to peer countries in the region on some specific regulatory issues which may restrict competition. Finally, a conference was held in June 2019 based on the findings emerging from this policy note and discussions with key policy makers during this conference have been used to develop a plan of action for engagement between the WBG and GoA in the short term.     Abstract: Pakistan is facing yet another balance of payment crisis. Authorities have taken some corrective measures and negotiated a 39-month stabilization program with the International Monetary Fund (IMF). Nonetheless, inflationary pressures increased during FY19. Current account deficit narrowed as imports declined, however, exports performance remained weak. Despite the adjustment measures fiscal pressure persist due to high debt servicing and defense expenditures. Debt level is in breach of Fiscal Responsibility and Debt Limitation Act (FRDLA). The growth is projected to decelerate further in FY20, as the government tightens fiscal and monetary policy. This report highlights the importance of tackling the structural challenges which are hampering growth and investments. The report emphasizes that the failure to address these structural challenges, in parallel to addressing the macroeconomic imbalances, just means that the next crisis is another 4 to 5 years away

Though growth has produced vast benefits, it has also placed unrelenting pressures on water resources, which in turn lead to economic stresses. This report assesses how secure Vietnam's water resources are and its economic implications and focuses on reducing the threats of 'too little, too much, and too dirty.' Specifically, the report focuses on increasing water productivity in irrigated agriculture, water security and services for settlements, and on how Vietnam manages water quality and pollution issues, as well as climate change adaptation, disaster risks, and risks from infrastructure gaps and vulnerabilities. Recognizing that water governance is fundamental in addressing Vietnam's water challenges, this report analyzes the current governance of the water sector to inform the development of strategies, provide an integrated view of challenges, and identify the most fundamental shifts needed to achieve national water security. Going forward, greater emphasis will have to be given to policy enforcement and to the incentives needed to assure greater compliance. This technical report covers the rapid assessment of agriculture finance and its recommendations, the findings of the situation and gap analysis of the UAIS, and where appropriate, presents the WBG's recommendations for strengthening the scheme; it also includes a proposal for two additional insurance programs, one for crop and one for livestock, targeted at small-scale farmers. Section one is comprised of four chapters that provide important background information: chapter one provides context for the study; chapter two describes the agricultural sector in Uganda, including the constraints and risk exposure faced by small-scale farmers; chapter three offers an overview of the agriculture finance landscape; and chapter four describes past and present agricultural insurance initiatives, including the UAIS. Section two includes the remaining chapters that present findings and make recommendations for scaling up agriculture insurance in Uganda and making programs sustainable. Specifically, chapter five describes in detail the situation and gap analysis carried out for UAIS insurance products, operating systems and procedures, and underwriting results, and it identifies possible ways to strengthen the scheme for the public-private partnership (PPP) stakeholders to consider.     Abstract: Ethiopia has made impressive strides along its developmental path. Job creation is now the critical development challenge, raising the importance of the private sector agenda. After more than a decade of sustained public sector-led growth, the government is revising its growth strategy to allow for a much greater role for the private sector in driving growth and job creation. Broadening the base for job creation beyond light manufacturing toward a wider range of high productivity agricultural and services activities will help to overcome the uneven spatial distribution of manufacturing jobs across the country. Ethiopia has a number of advantages that it can leverage to attract the investment needed for job creation. These include rapidly improving transport and energy infrastructure, low labor costs, a large and growing domestic market, cheap power, an ideal climate, and preferential market access to the European Union, the United States, and other major markets. The purpose of the Ethiopia country private sector diagnostic (CPSD) is to support the transition to a private sector- driven growth model that advances the country's development objectives and, in particular, delivers the necessary jobs. It identifies investment opportunities that can materialize in the short term, and the reforms that are needed to enable these opportunities to emerge.     Abstract: The Democratic Republic of Congo (DRC) is a fragile, post-conflict country with high demographic growth and poor governance, all of which have devastated institutions, the economy and the social fabric. The DRC was devastated by war in the 1990s and early 2000s, which claimed millions of lives and all but destroyed much of the physical and social infrastructure of the country. In particular, DRC remains marked by high vulnerability of various populations as a consequence of past and current local and regional instability, especially in the East. A growing number of studies show that exposure to violence especially negatively affects the well-being of children and hampers their development. This report is organized as follows. Section 1 presents the DRC's social and political context, as well as the rationale for exploring innovative approaches to build resilience and social cohesion. Section 2 summarizes some of the evidence on pathways linking sports and culture to development. Section 3 presents the DRC sports and culture institutional environment, and the last section presents a few recommendations on how to further this agenda in DRC

    Abstract: With some 19 million US Dollars (1.6 percent of GDP) in unresolved arrears to official bilateral creditors, Grenada remains in external public debt distress. However, debt appears sustainable reflecting favorable projected debt dynamics from substantial fiscal surpluses that are supported by the Fiscal Responsibility Law (FRL). Total public debt has declined from 108 percent of GDP in 2013 to 63.5 percent of GDP in 2018, with external public debt amounting to 44.5 percent of GDP. This reduction was made possible through fiscal consolidation that has been anchored by the FRL, robust economic growth, and a restructuring of Grenada's public debt. Going forward, continued adherence to the FRL and regularization of arrears will be needed to upgrade the risk rating. Debt should be further reduced and kept at levels needed to withstand the existing vulnerabilities to external shocks and natural disasters

    Abstract: The updated DSA suggests that the external risk of debt distress for Vanuatu remains moderate with limited space to absorb shocks. All external debt indicators remain below the relevant indicative thresholds under the baseline scenario, incorporating the average long-term effects of natural disasters on growth and the fiscal and current account balances. A tailored natural disaster shock, reflecting Vanuatu's vulnerability to disasters, would cause the present value (PV) of public and publicly guaranteed (PPG) external debt-to-GDP ratio to breach the threshold from 2024 onwards. The overall risk of debt distress is assessed as moderate. Although the PV of the public-debt-to-GDP ratio remains below the 55 percent benchmark under the baseline scenario, the public-debt-to-GDP ratio would breach the authorities' debt ceiling of 60 percent by 2025. Moreover, a tailored natural disaster shock would lead to a significant deterioration in debt sustainability, breaching the benchmark. The breach of the authorities' debt ceiling and of the benchmark indicates the need for rebuilding fiscal buffers and enhancing resilience against shocks, including from natural disasters. This requires both stronger revenue mobilization measures, including an introduction of the proposed income taxes, and expenditure rationalization in the medium term. When contracting new public infrastructure projects, the authorities are encouraged to seek grants or concessional loans as much as possible to contain its debt burden

    Abstract: The risk of external and overall debt distress for Guyana remains moderate, but debt dynamics will improve significantly with the start of oil production in 2020. All external debt indicators remain below the relevant indicative vulnerability thresholds under the baseline scenario, which incorporates the average long-term effects of oil on economic growth, fiscal balance, and current account position. The PV of external debt-to-GDP is projected to decline to 3 percent over the long-term as the need for external borrowing is offset by the accumulation of external assets. Stress tests indicate the susceptibility of Guyana's external public debt in a very extreme shock which combines simultaneous shocks to real GDP growth, primary balance, exports, other flows (current transfers and FDI), and nominal exchange rate depreciation, as well as second order effects arising from interactions among these shocks. The combined effects of these shocks and their second order effects cause temporary but significant breaches in the external debt thresholds, prompting a moderate risk rating. Nonetheless, Guyana has substantial space to absorb these shocks, reflecting the current low level of external debt. Guyana's medium- and long-term outlook is very favorable given the incoming oil production and revenues, which will eventually underpin fiscal surpluses and a reduction in external indebtedness.     Abstract: Lao P.D.R.'s risks of external and overall debt distress continue to be assessed as high. Under the revised low-income country debt sustainability framework (LIC DSF), its debt carrying capacity has deteriorated and most external and total public debt indicators breach their respective indicative thresholds and benchmarks under the baseline scenarios. External debt indicators are most vulnerable to shocks to exports and depreciation of the currency. Public and external debt indicators are most sensitive to the contingent liabilities shock, while recent natural disasters underscore the need for strengthening buffers. The low level of reserves adds to these vulnerabilities. Factors, such as the large share of electricity export earnings under long-term intergovernmental power purchase agreements, and a strong and growing electricity exports market help mitigate risks, keeping the debt outlook sustainable. Market access is being maintained, around 65 percent of external debt is concessional, and the stock of expenditure arrears is declining. Rebuilding fiscal space, adopting clear guidelines for sovereign debt issuance and guarantees, assessing risks from contingent liabilities, and improving debt management are immediate priorities. Assessing and targeting infrastructure projects with high growth and social returns and financing these with concessional financing would benefit debt sustainability. Strengthening the business environment and governance, would improve the investment outlook, help diversify and make growth more inclusive. Increasing the export base, continuing to maximize the proportion of concessional loans and improving primary deficits would help to keep the debt burden contained

    Abstract: Mali remains at moderate risk of external debt distress. This rating is unchanged from the previous analysis and consistent with the May 2018 Staff Report (IMF Country Report/18/141). All the projected external debt burden indicators remain below their thresholds under the baseline. However, the ratio of the external debt service to exports exceeds its threshold in the case of an extreme shock to exports under a customized scenario that incorporates 2 percentage points of GDP larger fiscal deficits over 2019 to 2023 than the baseline.1 The baseline scenario assumes improved fiscal policies and achievement of the WAEMU fiscal deficit convergence criteria by 2019. As illustrated in the customized scenario, continued shortfall in domestic revenue mobilization and a deterioration in security conditions will result in a weakened fiscal position and increase the likelihood of debt distress. Mali's main challenge continues to be ensuring macroeconomic stability while protecting social and investment spending and providing for growing security spending and large development needs. To maintain debt at moderate risk rating, it is essential that the authorities continue their efforts to mobilize domestic revenue and implement reforms. Debt management capacity should be strengthened while deepening structural reforms to diversify the exports base

    Abstract: The Central African Republic (C.A.R.) remains at high risk of external debt distress and overall high risk of debt distress under the revised Debt Sustainability Framework (DSF), unchanged from the 2018 DSA. Solvency indicators (the present values of the external public and publicly guaranteed debt-to-GDP and debt-to-exports ratios) remain below their relevant thresholds in the baseline scenario. However, liquidity indicators (debt service-to-exports and debt service-to-revenue ratios) breach their thresholds in the baseline scenario. Further considerations support the high-risk assessment: the debt indicators are sensitive to standard stress tests; macroeconomic projections are highly uncertain in a volatile security environment; and sizeable contingent liabilities, notably related to the large stock of unaudited potential domestic arrears and the limited financial information available on state-owned enterprises, could materialize. C.A.R.'s debt sustainability is also sensitive to a deterioration of the financing mix. A tailored scenario in which grant financing (of 2 percent of GDP) is replaced by concessional external debt-financing from 2021 onwards would worsen debt sustainability considerably. This shows that the government's investment program requires grant financing, with concessional debt financing to be considered in exceptional cases

    Abstract: The water sector in South Tarawa, the capital city of Kiribati, is entering a time of deep transition. In a small island context risks can materialize faster than elsewhere and have disproportionate consequences. Strengthening water sector resilience is therefore critical to people's welfare and to the economy. This report was conducted in parallel to the preparation of the South Tarawa Water Supply Project, to provide a diagnostic of the remaining vulnerabilities the capital city's water supply sector may face after the completion of this project. Its main objective is to inform decisions by the Government of Kiribati on how to address these vulnerabilities. Section one gives introduction. Section two sets the stage with a brief presentation of the concept of water supply resilience in a context of water scarcity. Section three provides a summary of water supply conditions in South Tarawa and analyzes the impacts of various stresses and shocks on freshwater availability. Section four discusses potential measures to reduce water supply deficits during major crises. Section five offers an overview of these measures, in the form of an action plan, and presents several lessons that can be applied in water scarce cities in small islands and elsewhere

    Abstract: This is an assessment of the Securities and Exchange Commission of Thailand (SEC) and, secondarily, of certain self-regulatory organizations (SRO) that participate in the regulation of the capital markets of Thailand. This assessment was conducted in February, 2019 as part of the Financial Sector Assessment Program (FSAP) conducted jointly by the International Monetary Fund (IMF) and the World Bank. The financial sector of Thailand shows strong growth and is dominated by banks, which are a major force in other components of the financial sector through separately licensed subsidiaries. The financial system's assets are equal to 259 percent of GDP (February 2018), with Thailand's 30 commercial banks (including 15 foreign branches or subsidiaries) holding 46 percent of financial sector assets and eight specialized (state-owned) financial institutions (SFIs) holding 15 percent. The three largest commercial banks account for 46 percent of banking sector assets, lower than that of its peer comparators. Banking sector growth, however, has been stagnant, growing to 156 percent of GDP (2018) from 153 percent (2012). Other segments of the financial sector have experienced higher growth in recent years. The market capitalization of the SET has grown to 104 percent of GDP (up from 67 percent of GDP in 2005, and from 37 percent of GDP in 2008). Insurance sector assets have grown from 10 percent of GDP in 2006 to over 22 percent of GDP in 2016

    Abstract: In 2018, after decades of conflicts, peace negotiations finally concluded with the creation of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), recently approved through the 2019 Bangsamoro autonomy plebiscite, which is envisioned to have greater autonomy, more resources, and larger territory than its predecessor. BARMM has faced serious challenges in both access and quality of basic education even while the Philippines as a whole has made remarkable progress in the basic education reform over past decades. In BARMM, only 1 out of every 10 students who began primary education completes junior high school (JHS) on time. Out-of-school youth and adults (OSYA) have thus accumulated over the generations. The share of OSYA in BARMM is double the national average. The figures point to a crisis in the delivery of basic education in the BARMM area - a crisis which needs to be addressed as a first priority to keep children in school and to provide better quality education to them. Complementary to the efforts in provide quality education for Filipino children, the Alternative Learning System (ALS) has been operated by the Department of Education (DepEd) offering second-chance learning programs for the past few decades throughout the country for OSYA who have limited skills and bleak employment prospects. The World Bank has undertaken a series of evaluations of ALS with the DepEd since 2013. The findings show significant and positive impacts on labor market outcomes among ALS learners who could pass the accreditation and equivalency (AandE) exam. The previous evaluations of ALS have not to date covered the BARMM area. This study fills that gap and aims to provide the new BARMM government essential evidence based on new data for designing and undertaking reform interventions to improve the program delivery for its beneficiaries

Findings from a review of all available policy documents and outcomes of the stakeholder diagnostic workshop are organized in this report by the five action areas specified in UNICEF's pre-primary education diagnostic toolkit: (i) effective planning and use of resources; (ii) curriculum development and implementation; (iii) teachers and other personnel; (iv) families and communities; and (v) monitoring, regulation and quality assurance.     Abstract: The Central African Republic (CAR) economy continues on a downward path. With an average GDP growth per capita of -0.8 percent, CAR has not experienced an episode of sustained growth since its independence. Economic growth in CAR slowed to 3.7 percent in 2018 as renewed insecurity inhibited economic activity, disrupted agricultural, forestry, and mining production, and delayed investment projects. Inflation declined to 1.6 percent in 2018 and should reach the CEMAC convergence criterion in the medium term as manufacturing and food prices dropped. The debt-to-GDP ratio continues to decrease and should reach 49 percent in 2018, with an overall balance including grants of 0.4 percent of GDP. However, government revenue remains below its pre-crisis level. The current account deteriorated slightly at 7.8 percent of GDP in 2018 as imports continue to soar. CAR's external position should improve in the medium-term. CAR's economic prospect is positive with the signing of the Political Agreement for Peace and Reconciliation in the Central African Republic in February 2019 and projected to grow at 4.8 percent in the medium-term. The primary risk for CAR is the possible escalation of violence that will undermine the government's ability toprovide basic services. This is the second edition in a series of Central African Republic Economic Updates. The series will analyze evolving economic trends in CAR on an annual basis to assist the government and its development partners to identify emerging opportunities and address persistent challenges. The editions are prepared for the World Bank Spring Meetings in April. Each edition presents an overview of CAR's evolving macroeconomic position, followed by a detailed exploration of a specific topic. The objectives of the series are to strengthen the analytical underpinnings of development policy in CAR and contribute to an informed debate on policy options to enhance macroeconomic management and accelerate progress on the twin goals of eliminating extreme poverty and promoting shared prosperity in a context of state fragility

    Abstract: Breakthroughs in information and communication technology (ICT) increasingly offer new tools to support disaster risk management (DRM). Due to the rapid advancement of computing and communication devices, ICT's capacity to improve the DRM framework became a critical factor to strengthen resilience. As a nation with high levels of disaster risk and technological development, Japan has developed several forward-looking ICT for DRM. This report highlights the application of ICT for DRM in two specific areas: Early Warning System (EWS) and Disaster Information Management System (DIMS). The analysis of eight Japanese case studies of ICT solutions for DRM across various sectors, hazards, and levels of governance gives insight into their development, selection process and enabling environments, and provides case-specific lessons and recommendations. This report is intended as a reference tool for global DRM practitioners seeking to develop an enabling environment for applying ICT solutions toward resilience. The lessons learned from the Japanese case studies are intended to support practitioners and decision-makers in other countries to envision and explore ways to better leverage ICT to strengthen resilience. While valuable information can be extracted from the analysis, each case is contextualized within its particular social, political and environmental framework: our recommendations should be adapted to local needs and capacities

    Abstract: Following a two-year recession, economic activity is expected to recover in 2019. Public spending, which has traditionally been the key driver of economic growth, increased by 16 percent in the first half of 2019 when compared to the same period in 2018. Higher spending was predominantly focused on current expenditure, while capital spending was more subdued. Only a more dynamic private sector will enable the economy to grow faster and in a more sustainable way. Policy priorities for increasing firm performance include increasing firm access to finance, skills and affordable inputs, as well as easing firm entry and reducing regulatory uncertainty.     Abstract: Economic growth in Nepal remained robust, reaching 7.1 percent in FY2019. This is in contrast with past growth that averaged 4.1 percent a year between FY2007 and FY2016. The service sector accounted for 57 percent of the growth, and the agriculture sector contributed an additional 24 percent. Higher remittance inflows and a surge in tourist arrivals translated into higher growth in retail trade, real estate, transport, and hotel and restaurant services. Good monsoons and increased commercialization coupled with improved availability of fertilizers, seeds, and irrigation facilities contributed to higher paddy, maize, and wheat production. Higher remittances also supported increased private consumption, while private investment expanded because of regular electricity supply and greater political and policy stability. However, public investment contracted as post-earthquake housing reconstruction slowed and national pride projects like Melamchi water supply and Upper Tamakoshi hydroelectric were further delayed. Net exports continued to underperform

    Abstract: Malaysia's economy is continuing to see growth, but the pace of expansion has moderated. Growth slowed to 4.4 percent in Q3 2019, as subdued global conditions and heightened uncertainty continued to weigh on the economy. Investment and trade activity was softer than expected during the quarter, and indicators suggest overall business sentiment remains muted. In 2020, Malaysia's economy is projected to expand at a relatively moderate pace, amid continued uncertainty and external headwinds. The GDP growth rate is projected to reach 4.5 percent in 2020. Investment is expected to improve but remain subdued over the near term, with both the public and private sectors adopting a cautious stance towards capital spending. Similarly, the softness in export growth is likely to persist into next year, mirroring the continuing subdued global growth. Short-term policies should focus on measures to boost resilience and protect the vulnerable. Federal debt has increased, and government revenue as a share of GDP is expected to decline further next year. In the context of a more uncertain economic environment, it is vital for Malaysia to preserve fiscal space to enable it to mitigate the impact of any negative shocks to the economy. Increased progressivity in the personal income tax framework and an expansion of current tax measures could enable the government to both increase revenues and improve redistribution. Malaysia's weakening trade and investment activity, amid challenging external conditions, underscores the need to improve private sector confidence and strengthen investment competitiveness. With sluggish global demand and increased protectionist tendencies among the majoreconomies, a sustained commitment to deepening regional integration and addressing trade barriers is vital to preserve a vibrant trading environment and build investors' confidence. It is also important to strengthen Malaysia's competitiveness in attracting quality investments and to maximize the gains from tax expenditures with better targeting of investments towards economic upgrading, high-value job creation and inclusive growth

    Abstract: The objective of this report is to present a snapshot of the welfare landscape in Djibouti that will help stakeholders understand poverty's determinants. Exploiting data from the 2017 household expenditure survey, as well as administrative and geospatial data, it provides a detailed analysis of poverty in the country, its strong link to labor market outcomes, and the differential access to opportunities between urban and rural areas. Djibouti has recently experienced a period of unprecedented economic development, allowing it to grow its economy by an average of 7 percent per year between 2013 and 2016. This report shows that over a fifth of the Djiboutian population continues to live in extreme poverty and that the country has high levels of inequality, ranking 71 out of 95 countries with information on Gini available circa 2015. The report also focuses on the nexus of (monetary) poverty and the labor market. With a dual labor market, divided between the public sector and informality, a large share of the population-especially those who are vulnerable-continue to face high risks, as they have neither the skills nor opportunities to lift themselves out of poverty. Djibouti needs to double its efforts in pursuing an inclusive growth strategy. This strategy will need to be sustained by a strong labor market that allows individuals to capitalize on recent investments in education and closes the gaps in human capital across all groups of the population

    Abstract: Lao PDR faces a great opportunity to develop its tourism sector, in particular nature-based tourism (NBT), to create greener, more resilient economic growth and good jobs from its attractive landscapes and wildlife. Throughout the world, NBT is the fastest growing segment of tourism, and the demand is growing as the urban middle class expands, particularly in Asia. There is an opportunity for less established destinations with rich natural and cultural heritage to contribute to sustainable social and economic development, especially in rural areas and particularly for the benefit of women and young people, who can often be marginalized in socially and economically disadvantaged areas. However, there have been several examples globally, and in Lao PDR, where communities with modest attractions and difficult accessibility were promised large numbers of tourists and resulting incomes, with nothing materializing.     Abstract: After nearly a decade of strong growth fueled by the boom in commodity prices, Ghana's economy remains undiversified and vulnerable to external shocks.This report strives to analyze the main challenges for economic diversification from a productivity angle.In looking at a set of high-growth economies of the past, the Growth Report 2008 identified common characteristics of successfully applied growth models-the "ingredients of growth"-to inform policy formulation around the world.However, since independence in 1957, Ghana's long-term growth dynamics have been mixed and can be divided into three distinct periods.Drivers of the economic expansion of Ghana changed significantly over the years; currently, the service and natural resources sectors provide the main sources of growth.As a consequence of the change in input factors for growth, the contribution of total factor productivity to growth is on a declining path.The structural shift of the Ghanaian economy into services and natural resource sectors comes with two key economic management challenges. First , Ghana's shift to services sectors only marginally contributes to labor productivity growth.Second, concentration of economic activity in natural resources increase economic volatility and complicate macro-management.The provision of basic public services remains a challenge according to private sector executive surveys.Economic diversification is a key element of economic development in which a country moves to a more diverse production and trade structure

    Abstract: The report introduces how the Safe System Approach works, with a focus on road infrastructure and road safety engineering best practices from one of the best performing countries in Southeast Asia and the Pacific, Singapore. Singapore roads are not only considered the safest in the region, they rank among the safest globally. Road safety management rules and regulations implemented in the country have resulted in significant strides in managing the effects of collision factors related to roadway design, human behavior, and vehicle attributes. As a result, road safety statistics have shown that fatalities on the Singapore road network have been steadily declining over the past decade. This is leading to a desire on the part of neighboring countries to follow Singapore's example and learn from its experience. In order to mitigate collisions attributed to vehicle inadequacies or defects, one of the measures taken in Singapore was to enforce a strict vehicle import policy. Vehicle imports are permissible from countries that have adopted and comply with recognized high vehicle safety standards. Vehicle safety compliance is particularly focused on 52 items specified by the Land Transport Authority (LTA). In addition to strict vehicle import standards, Singapore enforces a strict vehicle quota system, which regulates the number of vehicles on the road network. Additionally, vehicles are required to undergo frequent inspections. Cars between 3 and 10 years old are required to have a biennial inspection, and cars older than 10 years are required to undergo annual inspections. Furthermore, taxis are required to undergo inspections every six months. Road safety education and driver education are core tenants of Singapore's roads safety strategy. Road safety education is predominately undertaken by the Singapore Traffic Police, but nongovernmental organizations such as the National Security Coordination Secretariat contribute significantly to road safety education in Singapore

    Abstract: Kazakhstan's economy in 2019 is expected to grow at a modest rate. But growth is expected to ease in 2020, with greater risks from the external environment and vulnerability to shocks. Recently, the economy expanded amid the slacking external environment. Policy stimulus has helped domestic demand, but structural weakness is constraining the economy from expanding further. Continuing with structural reforms is critical to sustain higher and more inclusive economic growth. The special topic of this report is Kazakhstan's export diversification. Trade plays an important role in Kazakhstan's development, and the country is positioned to benefit from the growing markets of China, Europe, and Central Asia. Trade offers opportunities for Kazakhstan's economic growth and for diversifying away from oil. The special topic section of this report highlights the fact that, although Kazakhstan has made progress in diversifying its export destinations, product quality outside commodities is still relatively low and has less than a fifty percent survival rate beyond the first year if a product was exported beyond the Eurasian Economic Union (EAEU) or Commonwealth of Independent States (CIS) markets. OECD data on trade in value added indicate that Kazakhstan's exporters used fewer imported inputs compared to a decade earlier, which suggests a declining participation in global value chains

    Abstract: Gold production increased substantially in 2019, providing a strong boost to economic growth. Output from the country's largest gold mine, Kumtor, rose by 33 percent year on year in January-October, a reversal from the 8 percent contraction in the same period of 2018. As a result, real GDP grew by 5.7 percent in January-October, up from 3.5 percent in 2018 as a whole. Gold exports, which increased by almost 55 percent year on year, contributed to strong export earnings and a narrower current account deficit. Monetary policy easing and continued remittance inflows also supported GDP growth. Real GDP is projected to grow by 4.2 percent in full-year 2019, as gold production growth is slowing in the last three months of the year. Economic activity is likely to keep the same pace in the medium term as gold production volume will stay at the current level. The current account deficit is expected to remain wide despite rising remittances. The fiscal deficit widened slightly in January-September 2019 owing to lower tax revenues as a percentage of GDP (mainly due to reduced receipts from import taxes). As investment spending accelerates in the second half of the year-and a 30-percent wage increase for teachers took effect in October- the budget deficit is likely to widen to 3.2 percent of GDP in 2019 from 1.6 percent of GDP in 2018. The government plans to reduce the fiscal deficit to 3 percent of GDP in 2020 in line with the fiscal rule; the latter is currently pending parliamentary approval. Improving expenditure management has been a key challenge in the Kyrgyz Republic, especially in the context of the need to create the much-needed fiscal space for investment in infrastructure and human capital. The special focus section explores the main issues related to public investment management and discusses how to enhance the selection, assessment, and evaluation processes of public investment projects
