Each chapter suggests that the distributed nature of this riskwork lives uneasily with formalized risk management protocols and accountability requirements. In addition, riskwork as an organizational process makes contested issues of identity and values readily visible. These "back stage/back office" encounters with risk are revealed as being as much emotional as they are rationally calculative. Overall, the collection combines constructivist sensibilities about risk objects with a micro-sociological orientation to the study of organizations.

    Abstract: The objective of the report is to inform the preparation of a Government Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity in case of electricity tariff increases. The report analyzes patterns of electricity consumption, affordability, poverty and distributional impacts of hypothetical scenarios of tariff increases. It also reviews the current protection mechanism with an electricity subsidy, models the impact of short- and medium-term reform options, and recommends concrete mitigation measures. In accordance with Law No. 05/L-085 on Electricity of 2016, the Government of Kosovo should develop a detailed Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity. Electricity accounts for almost 90 percent of the total energy expenditures of households in Kosovo, and over 97 percent of the energy expenditures of poor households.1 According to the Law on Electricity2, the Ministry of Labor and Social Welfare (MLSW) in cooperation with the Ministry of Energy, Ministry of Finance and in consultation with the Energy Regulatory Office (ERO) and other stakeholders of the electricity sector should develop a social protection program (Program), providing social benefits to ensure the necessary electricity supply to customers in need, or providing for support for energy efficiency improvements, to address energy poverty. Such measures shall not impede the effective opening of the electricity market and its functioning. Customers in need are household consumers, who, due to social status, enjoy some special rights regarding the supply with electricity, to be provided in exceptional cases. Commitment to the development of this Program is taken also with Kosovo's Energy Strategy, and with the requirements of the Treaty of Energy Community as defined by the Third Energy Package3. The Program should propose an approach to identifying the electricity poor who are vulnerable and outline short- and medium-term measures for their protection

    Abstract: Paraguay is a middle-income, landlocked country with a population of about seven million. The nation is highly dependent on its transport and logistics infrastructure to connect to regional markets and international seaports. In road quality and connectivity, on the other hand, Paraguay trails its neighbors and other middle-income countries. According to the Global Competitiveness Indices, Paraguay is in the bottom third of indexed countries for road connectivity and quality. The government has attempted to address perceptions on quality and connectivity through higher budget allocations for the road sector. The higher road sector budget has been directed to expansion and preservation of the paved roads since 2012 and has, on the whole, allocated sufficient funds for their maintenance as estimated by this Public Expenditure Review (PER). Despite this there has been a slight decline in the overall quality of the network due to over and under funding of roads geographically and by functional classification. This PER is structured as follows: Chapter 2 provides some background on the Paraguayan economy, the country's road network (primary, secondary, and tertiary) features and analysis, and an overview of the government institutions responsible for the network; Chapter 3 describes how Paraguay budgets and manages its road sector, what the funding sources are, and how efficiently the expenditures are being spent; Chapter 4 assesses Paraguay's goals for its road sector, the effectiveness of its budget execution and sustainability of its funding, and its sector monitoring practices; and Chapter 5 concludes with the main findings and recommendations

In addition, tax collection at 14 percent of grossdomestic product (GDP) in 2017/18 is low by international standards. It has also invested heavily in education and health. Despite these laudable investments, available jobs remain vacant, while educated youthremain unemployed.     Abstract: The PNG economy has become increasingly concentrated in petroleum-and-gas-related activities since 2014, raising its vulnerability to external shocks, including commodity-price shocks and natural disasters. In recent months, however, the authorities have taken decisive action to promote greater diversification of the economy. Ongoing reforms to strengthen the monetary and exchange rate policy and framework are expected to improve business confidence and increase private investment and growth in the non-resource economy. Measures include addressing the FX shortage, managing the liquidity effects of the use of FX to clear the FX orders backlog, working on greater exchange rate flexibility, considering options for strengthening the interest-rate transmission mechanism, and enhancing modeling capacity in the Bank of Papua New Guinea (BPNG). In this context, the government and the BPNG will need to ensure regular, transparent, and consistent communication with all stakeholders to minimize the risk of confusion and market disruption. Papua New Guinea's medium-term economic outlook is relatively sanguine, underpinned by further large-scale resource projects. Real GDP growth is forecast to rebound to about 5 percent in 2019, primarily driven by a return to full annual production in the extractive sector. In the years after, growth is estimated to ease to its current potential of 3-4 percent a year, until planned investments in LNG and mining projects kick inches Future large-scale investment in the resource sector appears likely, with plans to double LNG production and develop new gold, copper, and silver reserves. With increased FX inflows into the economy, the current pressure on the exchange rate may reverse, adversely affecting the competitiveness of the non-resource economy. To facilitate broad-based, inclusive, and sustainable development, the government will need to focus more on investing in human capital and strengthening the business environment to spur private sector development, as elaborated in the World Bank's Systematic Country Diagnostic and summarized in the special focus section of this report

    Abstract: Although decelerating from 6.9 percent the previous year, economic growth in 2018 is estimated to remain robust at 6.5 percent. The slowdown in growth in 2018 has been partly due to a combination of the following domestic factors : (i) the severe floods that hit the country during July - September 2018, which adversely affected agricultural production and damaged infrastructure in several provinces; (ii) the weak performance of the mining sector despite higher commodity prices; and (iii) continued fiscal consolidation, which contributed to slower credit growth. These downside factors offset the gains from the industry sector driven by the expansion of construction activities and electricity exports, coupled with robust growth in wholesale and retail trade. There is evidence of increasing job creation between 2010 and 2017. According to the 2017 Labor Force Survey, wage jobs are estimated to have gradually increased since 2010. This has resulted in 28 percent of households situated mostly in urban areas reporting an increase in income. As a result, ownership of consumption goods among the more affluent households increased faster than in poorer, mainly rural, households. Therefore, while poverty is still expected to decline modestly, inequality is likely to have increased. The government intends to remain on the path of fiscal consolidation, with the deficit estimated to decrease to 4.7 percent of GDP in 2018 from 5.3 percent in 2017, owing to some improvement in revenue collection and expenditure restraint. Improved revenue performance has been primarily driven by higher excise revenues due to increasing oil imports coupled with a higher price of oil. Other drivers include an increase in income taxes, dividend earnings, and other non-tax revenues. Strengthened revenue administration, such as the use of electronic tax payment platforms, has also supported revenue mobilization for certain tax types. Public outlays have been rationalized through tighter control of the public wage bill and downward adjustment of non-wage current spending. These measures offset higher interest payments and the increase in capital spending financed by external loans. Fiscal consolidation is estimated to have slowed the accumulation of public debt in 2018, though not enough to reverse the rising debt-GDP ratio, which is estimated to increase from 60.1 to 60.6 percent of GDP between 2017 and 2018

Prepared collaboratively by IBRD, IFC and MIGA, the CPF translates the recommendations of the SCD and the Country Private Sector Diagnostic (CPSD) into an integrated World Bank Group (WBG) engagement. The CPF is aligned with the objectives of the Government's Program and Medium-Term Strategy 2017-21. It is also consistent with the third phase (2019-23) of the Government's National Initiative for Human Development (INDH), which focuses on strengthening human capital through improved education, healthcare and social protection, and on enhancing youth economic inclusion. Opportunities for youth are at the center of the CPF.The CPF responds to Morocco's ambition to successfully navigate this crucial point in its history. To achieve its objective of contributing to social cohesion and reducing social and territorial disparities, this CPF pursues three strategic focus areas: (A) Promoting Job Creation by the Private Sector; (B) Strengthening Human Capital; and (C) Promoting Inclusive and Resilient Territorial Development. Governance and Citizen Engagement are the foundational principles of the CPF, and Gender and Digital Technology are cross-cutting themes.Strong country ownership and demand are important determinants of the specific activities included in the CPF program. The first three years of the program have been defined jointly with the Government. The program supports the shift to a new development model, based on a scenario of deep and sustained structural reforms to increase productivity gains with special attention to innovation, market contestability and unleashing private sector potential.Under this scenario, Morocco would be able to maintain a relatively high rate of economic growth and economic convergence with more developed countries while preserving macroeconomic stability.     Abstract: The research is based on the PEFA framework and methodology for assessing public financial management performance and the data set that is generated from the PEFA assessments. The research quantified PEFA scores and aggregated them into overall scores which required developing assumptions on weighting scores, measures, and assessments. The research acknowledges methodological limitations of using the PEFA data set, including the assumptions. In general, the research follows the approach taken by previous researchers who have used PEFA data for quantitative analysis, but this does not eliminate the challenges that persist in transforming grades to numerical values and aggregating them. The time inconsistency issues and the limited number of observations also influenced the regression analysis using the PEFA data set. The team acknowledges that the PEFA data set was not designed for statistical analysis and that using it in quantitative regressions presents a series of econometric issues that cannot be fully resolved in this book, or in other papers which apply a similar approach. The research report builds on general recognition that PFM is important for development and recognizes that there is limited evidence based on the nontechnical determinants of PFM performance, as well as the outcomes of a good PFM system. The report therefore aims to bridge some of this gap between theory and practice using data on PFM performance from PEFA assessments. The report undertakes a closer examination of the key debates on what constitutes a good PFM system by providing an overview of the PEFA framework, and the data set that is generated through PEFA assessments, including its strengths and weaknesses. This was done to enable the research team to undertake quantitative analysis of the relationship between PFM performance and other governance indicators and outcomes

At the same time, land use, land-use change and forestry (LULUCF), and agriculture sector account for approximately 93 percent of the country's carbon footprint. The Government of the Republic of Zambia (GoZ) is integrating climate change concerns into its agriculture policy agenda. Under its Zambia climate-smart agriculture (CSA) strategy framework, the GoZ is promoting the rollout of CSA practices that will sustainably increase productivity, enhance resilience, and reduce or remove greenhouse gas (GHG) emissions. The CSA investment plan (CSAIP) aims to identify and fill knowledge gaps about CSA's local- and national-level benefits, specifically under climate change, inform policy development, and prioritize investment opportunities. The World Bank collaborated with the GoZ to develop a CSAIP intended to support the operationalization of the country's climate commitments toward development of a productive, resilient, and low-emission agriculture sector. The CSAIP development began with a participatory process that identified the agriculture sector's policy goals. This report takes the next step by assessing the impacts of a suite of CSA practices on achieving the sector goals and on household welfare. The report concludes with recommendations and proposals for future CSA investments

Despite significant economic growth, however, women continue to face significant barriers in the workforce. The unmet potential of women in the workforce is intrinsically linked to a lack of opportunities for women in education, health, and human rights. This report presents evidence on the mechanisms underlying gender gaps in the Ethiopian workforce. Using data from the 2011-2016 Ethiopia socioeconomic surveys, this report provides a detailed understanding of the constraints faced by female farmers, entrepreneurs, and employees. To that end, the diagnostic makes four key contributions: first, this report provides an overview of the labor force in Ethiopia and identifies the factors that predict whether, how much, and in what sector an individual works. Second, this report uses Oaxaca-blinder decompositions to measure and account for gender gaps in economic outcomes in agriculture, self-employment, and wage labor. Third, this report identifies the links between labor market skills, social norms, and gender gaps in the Ethiopian workforce. Fourth it provides policy makers with a menu of innovative programming examples

    Abstract: Gender-based violence, or GBV, is one of the most oppressive forms of gender inequality, posing a fundamental barrier to the equal participation of women and men in social, economic, and political spheres. GBV includes intimate partner violence, non-partner sexual assault, female genital mutilation, sexual exploitation and abuse, child abuse, female infanticide, and child marriage. Such violence impedes gender equality and the achievement of a range of development outcomes. In Nigeria, like in other jurisdictions, GBV remains a challenge that significantly constrains women's autonomy and opportunities. Conflict in Nigeria's North East geopolitical zone has further contributed to a steep rise in violence targeted against women and children by Boko Haram. This report uses the social ecological model as the basis to analyze prevalent GBV risks in Nigeria. It first describes the legislative and policy level frameworks associated with violence against women and girls as well as their implementation at the national and subnational levels. It then provides a detailed analysis of specific social norms that have created acceptance for or at least a lack of condemnation of GBV at the community level. Finally, based on field research, it delves deeper into some of the interpersonal and individual drivers of various forms of GBV in the selected communities

    Abstract: Bangladesh made a number of laudable development achievements in the early millennium but can and should do more to improve human capital and the wellbeing of its population. Coupled with impressive achievements in poverty reduction and economic growth are meeting many of the Millennium Development Goals (MDGs)-such as reaching nearly universal access to primary education, gender parity in primary and secondary education, ensuring food security, lowering infant, child, and maternal mortality rates, improving immunization coverage, and increasing access to improved water sources. Nurturing a child's early years can help nations boost human capital to become more diverse, competitive economies. Improving early childhood development requires multi-sectoral action. Advancements in early childhood development will not be possible without improvements in water, sanitation, and hygiene (WASH). This report will discuss several analyses that demonstrate the importance of WASH in nurturing the early years. The report begins with an examination of progress in achieving human development outcomes, many of which are specifically used to measure early childhood development and human capital. The next section will present a poverty risk model used to measure differences in WASH-related disease burden among wealth groups and populations with and without access to basic water and sanitation services. The third section discusses WASH deprivations in community health centers that reduce quality of care, and the fourth section measures the unique environmental exposures from inadequate WASH faced by slum dwellers, an often neglected yet high-risk population for poor health and undernutrition. The proceeding four sections then present original econometric analyses linking various components of WASH to childhood stunting, early childhood skills, infant mortality, and school enrollment. The final section concludes and provides recommendations on how Bangladesh's WASH sector can prioritize the early years in future investments

    Abstract: The economies of the GCC recovered in 2018 despite signs of weakness in the global economic outlook, reinforcing the perception that GCC economies' fortunes are still inextricably tied to oil. Global growth slowed in 2018, as trade tensions be-tween the U.S. and China escalated, and goods trade slowed markedly. However, the steady increase in oil prices until October 2018 lifted growth in the GCC economies, from an average of -0.2 percent in 2017 to 2.0 percent in 2018. Two of the region's largest economies Saudi Arabia and Kuwait, as well as Oman, emerged from recession in 2018. Growth outturns were driven by higher oil production in the second half of 2018, higher capital investment made possible due to the rise in oil revenues, and higher domestic demand. Fiscal and external balances improved, also tracking oil sector performance. GCC countries' fiscal balances improved in 2018, aided by the average increase in oil prices and progress with non-oil revenue mobilization in some countries. This allowed most countries to reduce fiscal deficits while actually increasing spending in some cases. Saudi Arabia, for example was able to halve its overall fiscal deficit in 2018 while simultaneously increasing total spending by 10.8 percent. Other countries also demonstrated procyclicality in fiscal policy, as spending increased across the GCC. Saudi Arabia and the UAE implemented a 5 percent VAT in early 2018, and Bahrain followed in early 2019. Oman introduced excise taxes on tobacco products, energy drinks and soft drinks in mid-2018 and increased corporate income tax

    Abstract: Tanzania's wealth per capita has declined because its rapid population growth has outpaced investment. This decline in wealth is almost entirely accounted for by its '*renewable natural capital'* loss, consisting of the country's agricultural land, cropland, forests, forest products, and protected areas. The country's human capital per capita is stable while its physical capital per capita has risen by 13 percent. Yet its degrading natural capital base clearly illustrates the magnitude of its sustainability problem: the total renewable natural capital per capita has fallen by 35 percent over the past 20 years, whereas the non-land renewable natural capital per capita has declined by 47 percent (that is, almost halved in 20 years). Tanzania cannot afford another 10 years of the same negative trends in resource degradation. The opportunity Tanzania faces is to reconcile the use of natural resources to meet the demands of the population and economy with the need to maintain functioning ecosystems. Reaching this balance will catalyze sustained growth. However, the current trend in the use of natural resources is not sustainable, leading to persistent degradation and loss of ecosystems, which constitute the main cause of the natural capital. This CEA has identified spatially and temporally differentiated approaches and solutions toward ensuring sustainable resource management for long-term use

However, the attendant environmental costs have also been significant, jeopardizing economic and social gains from growth. To move toward sustainable development and reduce the environmental impact of further economic growth, the Chinese government has started to prioritize green development and the building of an ecological civilization. China's 13th Five-Year Plan (2016-2020) has upgraded the building of the ecological civilization to the level of national strategy - a policy target of top priority.According to the Ministry of Ecology and Environment (MEE), industrial parks (IPs) are the key source of industrial production and all new industrial projects are required to be operated within industrial parks (Zhang 2018). The growing concentration of industrial activities within IPs suggests that an increasing proportion of industrial pollution will be produced in IPs. Thus, promoting green development of IPs will be vital for the achievement of China's and the world's sustainable development goals.Effective management of IPs toward green development requires a well-functioning regulatory framework to provide standards, requirements, guidelines, and robust monitoring and evaluation (MandE) frameworks. Although China does not have a specific IP management law, a comprehensive regulatory framework is in place, covering different legislative levels including (from top to bottom in terms of their importance) laws, regulations, national policies, and standards and indicators. This regulatory framework covers multiple aspects of IP management, including requirements concerning the economic and environmental performances of IPs.This report conducts a comparative analysis between the Chinese green standards and the EIP Framework across all four dimensions-park management and economic, social, and environmental performance- to identify differences and share policy recommendations for further improvements of the Chinese standards

    Abstract: The Ministry of Education, Youth and Sport (MoEYS) and the Ministry of Economy and Finance (MEF), together with key Development Partners, conducted a Public Expenditure Tracking Survey (PETS) and Quality of Service Delivery Survey (QSDS) for the education sector in Cambodia. PETS identify resource use and leakages by examining flows of funds and materials from the central government to local service providers via regional and local governments. QSDS are multi-purpose surveys that examine the efficiency of frontline service delivery and the dissipation of resources by collecting information on service providers and various agents in the system. Several PETS were conducted in Cambodia in the 2005-2013 period. They generally found leakage to be low but the timeliness and consistency of funds delivery to service providers to be poor. This PETS-QSDS will assist the Royal Government of Cambodia in its aim to improve the efficiency and effectiveness of public service delivery through several key reforms. The educational structure of schooling in Cambodia is six years of primary, followed by three years of lower secondary then three years of upper secondary. Prior to primary, there is at least one year for pre-school education. Cambodia also has technical and vocational education, which commences after completion of grade 9. Higher education commences after grade 12

    Abstract: Poland's capital markets can play a crucial supporting role to the ongoing economic development and efficient allocation of credit. Capital markets will become increasingly important to meet the long-term funding needs of strategic sectors, including large, medium and small entities. Expansion and diversification of capital market instruments and hedging tools will also be essential to provide adequate investment and risk management vehicles to much needed long-term savings. While capital market offers different sources of financing, this note focuses primarily on the fixed income markets. This technical note is structured as follows. Section II covers each of the main market segments, including money markets, government and non-government bond markets and derivatives markets. Section III provides an examination of the investor base, the current participation of the different investor segments in the bond markets, and recommendations to reach broader and more effective investor diversification. The Section IV is focusing on the critical reform of the Employee Capital Plan (PPK), as one critical group of institutional investors

    Abstract: Over half the world's population cooks primarily with wood, charcoal, coal, crop waste, or dung. This share is currently increasing or stagnant in most regions. Dependence on solid fuels is one of the world's major public health challenges, causing more premature deaths than HIV/AIDS, malaria, and tuberculosis combined. The use of solid fuels and stoves also imposes significant economic costs on societies that can least afford them and contributes to adverse environmental and climate change effects. Traditionally the area of improving access to modern energy services has fallen in the realm of energy experts. However, a new study conducted by the World Bank between 2017-2019 asks the question: Does Agriculture have a role to plan in improving access to modern cooking services? The report: "The Power of Dung: Lessons Learned from On-Farm Biodigester Programs in Africa" examines on-farm biodigester programs in selected countries in Africa and examines the success factors of the programs. One of the report's most important findings is that reframing the promotion of biodigesters from one providing clean cooking solutions (energy) to one providing improved fertilizers (agriculture) increases the attractiveness of the solutions among farmers

This advisory note is designed to inform a dialog on opportunities for how the 2012 Labor Code can be adjusted to balance the playing field between men and women so that they have equal access to and equal benefits from the labor market. It does so with to objective to support the gender assessment of new laws as stipulated by the Vietnam Promulgation of Laws of 2015. The advisory note draws on analysis carried out by the task team and under the World Bank's Vietnam Jobs Diagnostic. This advisory note is follow-up to a workshop hosted by the Social Affairs Committee of the Vietnam National Assembly and The World Bank on January 11, 2019, for members of the Social Affairs Committee and other National Assembly representatives. After the workshop the Committee and Social Affairs Department of the National Assembly asked for a write up of the recommendation made at the workshop. The recommendations and the workshop were carried out as part of the Vietnam Women's Economic Empowerment Project under the Australia-World Bank Group Strategic Partnership Program 2 (ABP2). The project is supporting the Government of Vietnam on its efforts to ensure that gender is addressed in legislation, including for example, the Labor Code

    Abstract: This study looks into the challenges and opportunities posed by urbanization in Guinea, reviewing briefly the trends at the national level but focusing on the urban area of Conakry. The main reasons for focusing on the urban area of Conakry are the following. While secondary cities in Guinea are growing economically and in population, Conakry already represents close to 50 percent of the urban population and its demographic growth outpaces that of other urban areas. This creates a sense of urgency to solving the country's capital problems. Secondly, Conakry remains the country's main interface for international trade through its port facility. Failure to address Conakry's issues, including congestion levels, would likely weaken its (and Guinea's) attractiveness in the long run. Follow-up studies could however look into Guinea's system of cities, including how they are connected to each other within the country and with their neighbors. The analysis presented in this review shows that urban areas in Guinea, and Conakryin particular are currently not acting as engines of growth and competitiveness and are failing at providing public services and quality living standards for their residents. It argues that the reasons are to be found i) in the business environment which, recent progress aside, stymies private sector job creation and economic diversification, ii) in Conakry's deficient connectivity system which acts as a bottleneck for residents to have access to economic opportunities, iii) in its obsolete and unenforced planning strategies and its rigid land markets and iv) in the lack of institutional clarity and financial resources which leads to underinvestment in public services

    Abstract: This technical note reviews the cooperative bank and credit union sectors. It focuses on: (i) thesituation of the two sectors that are both in states of transition; (ii) the regulatory and supervisory arrangements; and (iii) the safety net and resolution regime within the context of the crisis management framework. In addition, key perspectives are provided as to the sustainability ofinstitutional models and the sectors within a modernizing and competitive banking sector. This note was prepared using information from the authorities and market participants that was received in the first semester of 2018 at the time of the visit of the authors. Although in some instances there is subsequent improvement in the performance of some cooperative banks and credit unions, the authors believe such changes do not modify substantially the main conclusions and recommendations made. Most cooperative banks and credit unions are stable, but each sector has its own issues. The FSAP is broadly supportive of the policy direction for cooperatives, while it questions whether the credit union sector should remain standalone. Combined, cooperative banks and credit unions represent less than 8 percent of deposit takers, though more importantly they serve about 18 percent of the population

With populations growing at such an enormous rate, it is often difficult for infrastructure to keep pace with urban growth. Rising automobile traffic on the continent has posed a great challenge. Increasingly, African cities struggle to handle the volume of motor vehicle traffic on their roadways. African urban dwellers spend much of their time stuck in traffic and away from their work and families. Public transport systems and pedestrian facilities must be improved so that African cities may continue to grow without suffering the consequences of runaway growth in private vehicle traffic. This report includes case studies of the institutional structures, financing practices, and regulations that have been adopted by cities and have been successful at achieving dramatic improvements in the design and implementation of the pedestrian environment. The report draws on international best practice and pilot projects in Africa to provide guidance on the key elements that should be considered in the design and maintenance of high-quality walking environments

    Abstract: The 18th Amendment to the Constitution of Pakistan shifted the administrative paradigm from centralized to decentralized structures. The added obligations require major policy and institutional reforms in an otherwise weak social protection (SP) sector at provincial levels, generally characterized by limited planning, coordination, execution, and monitoring capacities. SP has become a salient feature of social policy, nationally as well as internationally. The basic components of a SP framework include safety nets or social assistance, social care for children and the elderly, social insurance and labor market interventions for productive employment generation. SP is conferred as an entitlement in the Pakistani Constitution, and the Government of Sindh (GoS) has demonstrated political commitments to this. This note outlines the key considerations of a policy on SP as part of the GoS commitment to reduce poverty, inequality, and vulnerability in the province. Section one gives introduction. Some of the key development challenges that a SP policy may need to consider prioritizing is described in section two. Sections three and four describes critical design principles of SP policies and programs, respectively. Section five reviews the current de facto SP programming in Sindh, while section six delineates a way forward for policy development

Several World Bank instruments have been developed or adapted to more promptly deliver financial resources. The objective of the study is to inform the design and implementation of financing for rapid response to outbreaks through an analysis of lessons learned from recent outbreaks in West and Central Africa. This report will explain the methodology used to collect and analyze study data. It will then review the background, findings, and observations on mobilizing domestic and external funds for response in light of the evolution of epidemics in West Africa, Nigeria, and Democratic Republic of the Congo. The report summarizes the recent changes and key remaining challenges globally and in select countries summarized by the four selected themes (governance, effective financing, efficient use of resources, and preparedness). This report then offers conclusions and recommendations from this qualitative study

    Abstract: Bangladesh has been successful on many counts. The economy grew six percent a year between 2000 and 2017, and the poverty rate fell by more than half. All sectors experienced growth, but the contribution of agriculture to gross domestic product (GDP) declined, as Bangladesh became an important player in the textile and ready-made garments global value chain, which accounts for more than half of manufacturing employment and eighty-four percent of all exports in the country. The sustainability of this growth model is now being challenged, as Bangladesh's competitiveness based on low wages is eroding. Rising wage demands from workers, intensifying global price competition, and inefficient logistics are putting significant cost pressure on Bangladeshi producers. This report presents a comprehensive assessment of logistics performance, its root causes, and the economic implications of potential interventions.     Abstract: The analysis presented in this study points to persistent and high numbers in Georgia and Armenia of youth who are jobless and/or economically inactive and with limited access to learning and/or training opportunities, and these figures are among the highest in the ECA region. As many as 31 percent youth aged 15-29 in Georgia and 33 percent in Armenia are not in employment, education, or training (NEET). In Georgia, the phenomenon is mostly urban, whereas in Armenia it's both rural and urban. NEET rates are consistently higher among female than male youth, pointing to the fact that being female is a risk factor itself for labor market exclusion, and gender disparities. In addition to gender gaps, there are important gender differences in the condition of those who are NEET: economic inactivity - in the form of homemaking and/or caregiving work - is the most prevalent condition among NEET women, whereas unemployment is the most common status among NEET men. With regards to education, Georgia and Armenia stand out as cases where higher educational attainment does not necessarily prevent young people from becoming NEETs, and the NEET rate among higher education graduates is even bigger (particularly among women) than for those with lower education. This is a strong sign of mismatch between the demand and supply side of labor market. The economies of these countries are not able to create an adequate supply of skilled jobs for graduates, and there is persistent subsistence low-productivity employment the agriculture sector

    Abstract: Urbanization in Myanmar is still in an early phase with slightly less than one-third of the population living in cities. This presents an enormous opportunity for the country. Cities are engines of growth and prosperity, which facilitate industries to grow jobs, services and innovations. Cities are also fundamental to lifting people out of poverty through increased employment opportunities and incomes to citizens. No country has reached middle income status without urbanizing. That being said, the way that cities urbanize is important to growth, poverty and livability. If adequate investments are not made in basic infrastructure and services, urban planning, and in ensuring a governance and financing structure that can deliver for residents, cities instead can end up with major problems of congestion, pollution, sprawl, and inequality which can create or worsen social divisions, and potentially contribute to crime and violence. The report, Myanmar's Urbanization: Creating Opportunities for All aims to understand urbanization in Myanmar drawing on the growing literature on the topic in Myanmar, especially for Yangon. It uses an inclusive urbanization lens and proposes a set of priority policy areas for urgent attention that will help to ensure the benefits of urbanization are widely realized given the projected growth of cities. An inclusion lens is particularly important in Myanmar as the country transitions from a complex history that has been characterized by decades of economic and political isolation, conflict, and underdevelopment. Inclusive urbanization is reliant on three keydimensions; economic, social and spatial. Economic inclusion refers to equitable access to employment and income-generating activities in a city, and resilience to shocks. Spatial inclusion refers to equitable and affordable access to land, housing, infrastructure and basic public services. Social inclusion relates to individual and group rights, equity, security and dignity. Such aspects of social inclusion and exclusion are relevant to groups who are often marginalized inday-to-day urban life

    Abstract: Myanmar's economy is slowly picking up speed and regaining stability after a volatile 2018. Despite a challenging global environment, Myanmar's economic growth is expected to rise to 6.5 percent in 2018/19 from 6.4 percent in the Transition Period1 supported by strong performance in the manufacturing and services sectors. Volatility that buffeted the economy in 2018 has started to ease. Inflation moderated, the kyat stabilized, and fuel prices fell in Q1 2018/19, though there have been some reversals in prices in Q2. The economic outlook looks positive, with growth expected to reach 6.7 percent in the medium-term. The recent decisions to ease trade restrictions; open the financial sector to greater foreign competition; and begin mega infrastructure projects signal a decisive and awaited uptick in reform momentum. Downside risks to the economic outlook are driven by external factors, including possible revocation of preferential trade access under the European Union Generalized System of Preferences. Slowing global and regional growth, especially in China, together with renewed escalation of global trade tensions, could also slow exports and the flow of inbound foreign investments. Insecurity in border areas, the Rakhine crisis, with violence and forced displacement of refugees, and the recent flare-up in violence involving the Arakan Army, could affect investors' sentiment. The 2020 general election is also a source of uncertainty

    Abstract: Small area estimates of poverty and inequality statistics, through survey-to-census imputation that lets consumption be estimated for each and every household in a census, are useful for at least three reasons. First, they can help improve the effectiveness of public spending, by targeting to prevent the leakage of benefits to the non-poor (and prevent the under-coverage of the poor). If poor people are concentrated in certain areas, spatial targeting by directing extra development projects and public services to those areas, may be more feasible than trying to individually target the poor. Geographic targeting is highly relevant in countries like Timor Leste, where mountainous topography contributes to high levels of heterogeneity. In similar environments, such as Papua New Guinea, the enclave nature of some modern economic development has created high levels of spatial inequality. The basic details are that household survey data are used to estimate a model of consumption, with explanatory variables restricted to those that have overlapping distributions from a census. The coefficients from this model are then combined with the variables from the census, and consumption is predicted for each household in the census. With these predictions available for all households, inequality and poverty statistics can be estimated for small geographic areas (Elbers et al, 2003).2 In the results below, the poverty statistics that are calculated by using the predicted consumption data for each census household are reported at the suco level (n=442). For the headcount poverty rate, the standard errors at the suco level (relative to the poverty index) average one-quarter and so this is a comparable degree of precision to what the survey offered at the municipality level (n=13) for a variable like the poverty severity index

    Abstract: Revenue mobilization is a key constraint to economic development in the Republic of Guinea. The government's five-year development plan (2016-2020) aims at fostering higher and more inclusive growth through public investments that require financing beyond current fiscal capacity. In this context, Guinea is seeking to efficiently raise additional domestic revenues and external investment financing. Development partners are supporting Guinea with technical assistance for revenue mobilization. The International Monetary Fund (IMF) and the European Union are supporting authorities with direct tax policy, non-tax revenue, and administration issues. The objective of this report is to shed light on indirect taxes, particularly value-added tax (VAT) and excise taxes. The report provides an overview of the main features of tax policy and administration in Guinea, followed by a more detailed analysis of VAT and excise taxes. The focus on indirect taxation is a result of both its significant revenue potential and coordination with other development partners. The analysis presented fills an important gap in the understanding of how Guinea can increase its tax revenues. On VAT, the study finds that addressing policy and administrative constraints can mobilize additional revenues while improving the business climate. On excise taxation, the study finds that existing excise rates are unevenly applied, with scope for raising rates in the future. to systematically address its revenue challenges across all tax types, Guinea should also consider development of a medium-term revenue strategy (MTRS). The report is structured as follows: in the first section, an overview of the evolution and composition of domestic revenues in Guinea is presented. In the second section, VAT is analyzed. The final section reviews excise tax policy and its implementation on international goods and domestic goods

    Abstract: Confronted with pervasive macroeconomic imbalances and microeconomic distortions, the Government of Egypt (GOE) started in 2016 to move forward with important reforms to stabilize the economy and restore confidence. At that time, Egypt was facing daunting economic and structural challenges, unsustainable fiscal and external imbalance and a deterring business environment. The severe foreign currency crunch that peaked in late 2016 motivated the GOE to introduce transformative economic reforms to alleviate the longstanding structural constraints to inclusive growth and macroeconomic stability. The flagship reforms of the economic program were (i) the liberalization of the exchange rate to eliminate the large currency overvaluation and foreign exchange shortages; (ii) a fiscal consolidation program that introduced a ale-added tax (VAT) and a gradual reduction in energy subsidies and the wage bill, and (iii) major energy sector terms to address power outages by public and private investment in generation and establish Egypt's potential as an oil and gas producer by reducing pricing distortions and arrears. These reforms were complemented by efforts to improve the business climate and attract private investment, starting with legislative reforms and the introduction of new laws on industrial licensing, investment, and insolvency. Macroeconomic indicators have reacted positively to the stabilization reforms. Most notable, economic growth has accelerated, the parallel market for foreign currency exchange has been contained, external deficits have narrowed, and international reserves have replenished. Public finances are progressing on a more sustainable path, with a frim containment of spending on price subsidies and a narrowing fiscal deficit. The improvement in macroeconomic conditions have also reflected positively on investors; perceptions, with credit rating agencies upgrading their ratings and outlook for Egypt

    Abstract: There is clear evidence on the need for cities to rapidly scale-up their investments in climate change mitigation programs and build strong foundations for climate-resilient communities. Investing in low carbon infrastructure and climate resilience can generate competitive returns and is crucial for preventing a reversal of the development gains made in low-income countries up until now. Overcoming the barriers in financing climate-smart infrastructure in cities means adjusting their currently unattractive and inadequate risk-return investment profile. Our analysis explains that well-targeted concessional funding can derisk the financing structure of a project and turn a typical non-bankable project to financial viable one. Additionally, it makes the case for results-based blended finance approaches that strengthen the accountability in project development by linking financing to the achievement of measurable, pre-agreed results. Addressing the lack of creditworthiness, the limited accountability and capacity in institutions and service delivery practices should be at the center of urban investment strategies. The report highlights the need for technical assistance and capacity building programs that will support cities bring order to their financing and accounting practices, support shadow credit ratings and help them become creditworthy. It is estimated that only 20 percent of the 500 largest cities in developing countries are considered creditworthy. Cities and development partners face a common challenge: Making the most effective use of available public finance instruments and disburse scarce public (concessional) funds in a way that maximally leverages private sector co-investments

    Abstract: A World Bank (WB) mission undertook an assessment of the government's debt management(DeM) capacity and institutions in Maldives during March 20-29, 2019, at the request of theMinistry of Finance (MoF). The objective of the mission was to assess the DeM strengths andareas in need of reform through the application of the Debt Management Performance Assessment (DeMPA) methodology. This is the second evaluation for Maldives; the first DeMPA was conducted by the WB in 2009. The MoF has implemented a series of public finance management reforms in legal and institutional arrangements since the last DeMPA. Treasury operations have experienced a complete overhaul, including the rolling out an Integrated Financial Management Information System (SAP) to government entities on Male', establishment of a Treasury Single Account (TSA) and the development of cash flow forecasting procedures. The coverage of the debt management system, the CS-DRMS, has also been expanded and is now used as a central database for almost all debt obligations (excluding Islamic instruments). The DeMPA methodology, revised in 2015, provides a comprehensive set of indicators spanning the full range of DeM functions and is used for in-depth analysis of government debt management functions and institutions. The results of the assessment help the central government authority to take stock of the current DeM situation and design medium term priority reforms. The results of 2019's assessment for Maldives demonstrate many broad-based improvements implemented in Maldives and provide highlights of pending reforms

    Abstract: The state of Nagaland, with a population of two million, is situated in the North-East region of India. The state's topography is hilly with very poor roads and connectivity. The state has 11 districts, 52 blocks, and 1,500 villages. In 2014-15, per capita net state domestic product was estimated at USD 1,172 (INR 78,526), slightly lower than the national figure of USD 1,297 (INR 86,879). However, the socioeconomic distribution in Nagaland is more equitable than the national pattern, in 2012-13, an estimated 19 percent of the population lived below the official poverty line in the state, lower than the national average of 22 percent. Tribal communities make up almost 90 percent of Nagaland's population. The Nagaland Department of Health and Family Welfare (DoHFW) requested technical support for better understanding nutrition determinants and developing strategies that could be implemented at the community level with the support of the Nagaland Health Project. The objectives are to better understand the barriers to improved nutrition and health in Nagaland and to help the state government to develop strategies to address these issues. This involves analytical work (involving both primary and secondary data analysis) to identify gaps and bottlenecks, informing the development of contextually-appropriate and feasible strategies. Technical assistance focuses on supporting the state government in the design of strategies based on the findings of the analytical work. The development objectives of this advisory services and analytics (ASA) activity are: (i) to improve knowledge about the determinants of malnutrition in North East India; (ii) to identify gaps in maternal and child health and nutrition services for disadvantaged communities; and (iii) to support development of cross-sectoral strategies to combat malnutrition at the community level

The main objective of this study is to evaluate the cost effectiveness of retrofitting existing city diesel bus fleet in Tehran with best available Diesel particulate filters (DPFs) available in the market. The report provides an updated assessment on the diesel retrofit solutions for an ageing diesel city bus fleet in Tehran based on publicly available information. The economic benefits of DPF installed in buses are evaluated with standard techniques of environmental economics, and technological assumptions about how much PM emissions can be avoided and control costs. The report highlights a number of national, regional and local examples of effective emission control program that exhibit best practices from around the world. Also, it presents important features and global experiences of successful retrofit program on heavy-duty diesel vehicles (HDDVs), including benefit-cost analysis from several case studies to help Tehran city leadership in taking informed economic and policy decisions. Combining floating solar with hydropower plants is of particular interest. Flexible hydropower output can be used to smooth the variability of the solar generation, while making better use of existing transmission assets, particularly beneficial in countries with weak grids. With a global estimated potential of 400 gigawatts, under conservative assumptions, floating solar could double the current global installed capacity of solar PV.     Abstract: Despite several severe shocks in the past, conflict, unstable governments, earthquakes, and trade disruptions, Nepal has made strong progress in reducing poverty and boosting shared prosperity. With the decade-long peace and constitutional process concluded, the Government of Nepal is keen to accelerate economic growth and become a middle-income country by 2030. Between 1996 and 2011, the proportion of households living in extreme poverty fell from 46 to 15 percent. Nepal's macroeconomic fundamentals have remained sound. This report takes place as Nepal transitions to a federal structure. This poses a unique and unprecedented opportunity to establish clarity of functions, expenditures, and revenue assignments, as well as changing jurisdictions across various levels of governments and agencies, including as they interface with the private sector. The new government is in place and emphasizing the need for stronger cooperation between the public and private sectors. Against this background, this report assesses the energy (electricity generation, transmission, and distribution), transport (roads, airports, and urban transport), and urban (water supply, sanitation, and solid waste management) infrastructure sectors. The report recommends interventions that combine short-term and longer-term structural and policy changes with tailored project implementation approaches. Completing projects will help stress test the framework and system and identify potential bottlenecks that can be corrected. Such a learning-by-doing approach will further help prioritize the implementation of the initiatives proposed in this report and target capacity development initiatives in the areas of greatest need

    Abstract: Core to an effective financial consumer protection framework is an accessible and efficient recourse mechanism that allows consumers both to know and to assert their rights to have their complaints addressed and resolved in a transparent and just way within a reasonable timeframe. Complaints handling mechanisms are especially important for low-income and vulnerable financial consumers, to whom timely and effective recourse processes can have a decisive influence over their trust in their financial service provider (FSP) and in the financial sector in general. Increased trust contributes to consumers' uptake and sustained usage of financial services and, consequently, their economic livelihoods. Financial consumer complaints handling mechanisms comprise two stages: complaints that are handled by FSPs, generally referred to as internal dispute resolution (IDR); and complaints that, if not satisfactorily resolved, are handled by an alternative, out-of-court process, generally referred to as external dispute resolution (EDR). There are several international sources of principles applicable to complaints handling and resolution processes and procedures to be established by FSPs. Drawing from the World Bank's Good Practices for Financial Consumer Protection, the work of international bodies, such as the Group of Twenty (G20)/Organisation for Economic Co-operation and Development (OECD) Task Force on Financial Consumer Protection, as well as selected country experiences this Technical Note highlights considerations that aim to provide a methodological guidance for regulators and FSPs when developing and implementing IDR frameworks to ensure they are consistent with international good practices. This Technical Note synthesizes concepts, principles, and practices for IDR mechanisms for financial consumers and shares examples of legal and regulatory requirements for FSPs to resolve complaints and to ensure that complaints- related data is collected, analyzed, and shared as appropriate to support improvements in FSP performance, industry market conduct, and market conduct regulation
