    Abstract: Between 2001 and 2011, the U.S. Department of Defense has implemented numerous programs to support service members and their families in coping with the stressors from a decade of the longstanding conflicts in Iraq and Afghanistan. These programs, which address both psychological health and traumatic brain injury (TBI), number in the hundreds and vary in their size, scope, and target population. To ensure that resources are wisely invested and maximize the benefits of such programs, RAND developed a tool to help assess program performance, consider options for improvement, implement solutions, then assess whether the changes worked, with the intention of helping those responsible for managing or implementing programs to conduct assessments of how well the program is performing and to implement solutions for improving performance. Specifically, the tool is intended to provide practical guidance in program improvement and continuous quality improvement for all programs

    Abstract: Metropolitan Cincinnati residents have traditionally had among the highest health care costs in the United States, yet little evidence exists that residents are getting their money's worth, especially in terms of preventive and primary care. Recently, large employers, health plans, and health care providers in the Cincinnati area joined with community organizations in an effort to improve health care and population health, as well as reduce health care costs by focusing on five priority areas: coordinated primary care, health information exchange, quality improvement, public reporting and consumer engagement, and payment innovations. Spearheaded by General Electric (GE) Cincinnati, the resulting Healthy Communities Initiative in Cincinnati was implemented in 2009. In 2012, GE asked RAND Health Advisory Services to assess progress over the first three years of the initiative. Overall, the findings were largely inconclusive because of a concomitant marketwide shift to high-deductible health policies (which are known to have profound effects on care-seeking behavior) and the early stage of the intervention. However, there were some encouraging signs that better care coordination bears fruit, such as less illness-related work loss and fewer avoidable hospital admissions and readmissions. These early impacts suggest that the initiative may succeed in improving care, lowering cost, and improving health status if given sufficient time

    Abstract: Congress enacted the Terrorism Risk Insurance Act (TRIA) in 2002, in response to terrorism insurance becoming unavailable or, when offered, extremely costly in the wake of the 9/11 attacks. The law provides a government reinsurance backstop in the case of a terrorist attack by providing mechanisms for avoiding an immediate drawdown of capital for insured losses or possibly covering the most extreme losses. Extended first in 2005 and again in 2007, TRIA is set to expire at the end of 2014, and Congress is again reconsidering the appropriate government role in terrorism insurance markets. This policy brief examines the potential national security implications of allowing TRIA to expire. Examining the history of terrorism in the United States since the passage of TRIA and reviewing counterterrorism studies, the authors find that terrorism remains a real national security threat, but one that is very difficult for insurers to model the risk of. They also find that terrorism risk insurance can contribute to making communities more resilient to terrorism events, so, to the extent that terrorism insurance is more available with TRIA than without it, renewing the legislation would contribute to improved national security

This policy brief examines the potential federal spending implications of allowing TRIA to expire. Combining information on federal spending through TRIA, the influence of TRIA on the availability of terrorism insurance coverage, and the relationship between uninsured losses and federal disaster assistance spending, the authors find that, in the absence of a terrorist attack, TRIA costs taxpayers relatively little, and in the event of a terrorist attack comparable to any experienced before, it is expected to save taxpayers money

    Abstract: Despite the efforts of both the U.S. Department of Defense and the Veterans Health Administration to enhance mental health services, many service members are not regularly seeking needed care when they have mental health problems. Without appropriate treatment, these mental health problems can have wide-ranging and negative impacts on the quality of life and the social, emotional, and cognitive functioning of affected service members. The services have been actively engaged in developing policies, programs, and campaigns designed to reduce stigma and increase service members' help-seeking behavior. However, there has been no comprehensive assessment of these efforts' effectiveness and the extent to which they align with service members' needs or evidence-based practices. The goal of this research was to assess DoD's approach to stigma reduction, how well it is working and how it might be improved. To address these questions, RAND researchers used five complementary methods: (1) literature review, (2) a microsimulation modeling of costs, (3) interviews with program staff, (4) prospective policy analysis, and (5) an expert panel. The priorities outlined in this report identify ways in which program and policy development and research and evaluation can improve understanding of how best to efficiently and effectively provide needed treatment to service members with mental illness

    Abstract: The five U.S. Department of Defense (DoD) Regional Centers for Security Studies have been helping partner nations build strategic capacity for almost 20 years. However, recent DoD budget constraints have put pressure on the regional centers (RCs) to increase efficiency. The Office of the Secretary of Defense (OSD) asked RAND to conduct a study on the overall impact of the RCs, their effectiveness in advancing DoD policy priorities, the ways in which they assess their programs, and ways in which they could improve their impact and efficiency and the resulting outcomes. The RAND study team found that centers have had great success at the missions they have undertaken. They are high-impact components of U.S. security cooperation and engagement efforts, despite their relatively small budgets. The team identified 24 ways in which the centers advance U.S. interests, including building partner capacity, building relationships, fostering pro-U.S. outlooks, offering unique opportunities for engagement, and promoting regional dialogue that reduces tensions. However, RCs should improve impact-oriented data collection and analysis for improved assessment, methodically collecting such data over time. OSD and the combatant commands should improve their oversight and management of the RCs to ensure alignment with department- and theater-level objectives. In addition, OSD should maintain the RCs' focus on regional security challenges rather than refashioning them to address specific threats. Options to consider for greater impact include evaluating the balance between core residential courses and in-region workshops and determining whether and to what extent the centers should develop customized programs for DoD components so as to secure funds beyond the core budget they receive from OSD

While most military personnel cope well across the deployment cycle, the operational tempo may raise the risk of mental health problems, such as post-traumatic stress disorder (PTSD) and major depression, and consequences from traumatic brain injury (TBI). To support servicemembers and their families as they cope with these challenges, the U.S. Department of Defense has implemented numerous programs addressing biological, social, spiritual, and holistic influences on psychological health along the resilience, prevention, and treatment continuum that focus on a variety of clinical and nonclinical concerns. As these efforts have proliferated, evaluating their effectiveness has become increasingly important. To support the design and implementation of program evaluation, RAND developed the RAND Online Measure Repository (ROMR) which indexes and describes measures related to psychological health and TBI. The ROMR is a publicly accessible, online, searchable database containing 171 measures related to psychological health and TBI. This report describes the rationale for developing the ROMR, the content included in the ROMR, and its potential in both civilian and military populations. The ROMR includes information about measure domains, psychometrics, number of items, and costs, which can inform the selection of measures for program evaluations. Included measures address domains of primary importance to psychological health (PTSD, depression, anxiety, suicidal ideation, and resiliency) and TBI (cognition, executive functioning, and memory). Also identified are measures relevant to military units, such as unit cohesion and force readiness and preservation

    Abstract: "More than 2 million adults are incarcerated in U.S. prisons, and each year more than 700,000 leave federal and state prisons and return to communities. Unfortunately, within three years, 40 percent will be reincarcerated. One reason for this is that ex-offenders lack the knowledge, training, and skills to support a successful return to communities. Trying to reduce such high recidivism rates is partly why states devote resources to educating and training individuals in prison. This raises the question of how effective -- and cost-effective -- correctional education is: an even more salient question given the funding environment states face from the 2008 recession and its continuing aftermath. With funding from the Second Chance Act of 2007, the Bureau of Justice Assistance, U.S. Department of Justice, asked RAND to help answer this question as part of a comprehensive examination of the current state of correctional education for incarcerated adults and juveniles. The RAND team conducted a systematic review of correctional education programs for incarcerated adults and juveniles. This included a meta-analysis on correctional education's effects on recidivism and postrelease employment outcomes for incarcerated adults, as well as a synthesis of evidence on programs for juveniles. The study also included a nationwide survey of state correctional education directors to understand how correctional education is provided today and the recession's impact. The authors also compared the direct costs of correctional education with those of reincarceration to put the recidivism findings into a broader context."--Provided by publisher

Unfortunately, within three years, 40 percent will be reincarcerated. One reason for this is that ex-offenders lack the knowledge, training, and skills to support a successful return to communities. Trying to reduce such high recidivism rates is partly why states devote resources to educating and training individuals in prison. This raises the question of how effective -- and cost-effective -- correctional education is: an even more salient question given the funding environment states face from the 2008 recession and its continuing aftermath. With funding from the Second Chance Act of 2007, the Bureau of Justice Assistance, U.S. Department of Justice, asked RAND to help answer this question as part of a comprehensive examination of the current state of correctional education for incarcerated adults and juveniles. The RAND team conducted a systematic review of correctional education programs for incarcerated adults and juveniles. This included a meta-analysis on correctional education's effects on recidivism and postrelease employment outcomes for incarcerated adults, as well as a synthesis of evidence on programs for juveniles. The study also included a nationwide survey of state correctional education directors to understand how correctional education is provided today and the recession's impact. The authors also compared the direct costs of correctional education with those of reincarceration to put the recidivism findings into a broader context."--Provided by publisher

    Abstract: The potential effects of information technology (IT) systems on police productivity will be driven, in part, by the match between the technology and police activities. In modern policing, how information is used for reactive response to incidents is significantly different from proactive and community-policing activities, so we expect the effects of IT to be quite different. The authors developed a logic model of police functions to guide examination of the different expected effects of IT on productivity. The logic model helped guide a statistical analysis in an effort to identify productivity and budgetary effects of different IT investments in police departments. However, even the best available data were insufficient to break down police agencies' use of the technology at a sufficient level of granularity to provide meaningful results. Future efforts to assess the effects of IT systems on law enforcement performance can benefit from the results of the logic modeling and exploratory analysis. Specifically, it is important to collect data not just on department acquisition of IT systems, but also on how the systems are used and the activities that the use is intended to support. In considering potential productivity improvement from IT use, analysts need ways to measure relative levels of effort devoted to different police functions because the role of IT as a force multiplier means that its benefits will be driven, in part, by the force available to multiply

    Abstract: As a result of extended military engagements in Iraq and Afghanistan during the past decade, the U.S. Department of Defense (DoD) has implemented numerous programs to support servicemembers and family members who experience difficulty handling stress, face mental health challenges, or are affected by a traumatic brain injury (TBI). As these efforts have proliferated, it has become more challenging to monitor these programs and to avoid duplication. To support DoD in this area, RAND compiled a comprehensive catalog of DoD-funded programs that address psychological health and TBI. In creating the catalog of programs, RAND recognized the need to consistently describe and compare multiple programs according to a set of core program characteristics, driven largely by the lack of a single, clear, widely-accepted operational definition of what constitutes a program. To do this, RAND developed the RAND Program Classification Tool (R-PCT) to allow users to describe and compare programs, particularly those related to psychological health and TBI, along eight key dimensions. The tool consists of a set of questions and responses for consistently describing various aspects of programs, along with detailed guidance regarding how to select the appropriate responses. The purpose of this report is to describe the R-PCT, to help potential users understand how it was developed, and to explain how the tool can be used

    Abstract: In 2013, just as U.S. Army Chief of Staff General Raymond Odierno was articulating a particular vision for expeditionary operations, the French Army was fielding a force in Mali that in many ways provided a real-world example of the kind of operations Odierno envisioned. France fielded a relatively small force put together using small, scalable combined arms taskorganized units as basic building blocks and conducted a campaign that emphasized speed and maneuver over force protection. The French force, moreover, is for all intents and purposes regionally aligned, and it demonstrated the benefits that could accrue through its apparently effective operations among and with local and regional actors. The French also have a force structure well suited to expeditionary operations in austere environments, as well as an expeditionary institutional culture

    Abstract: With many service members now returning to the United States from the recent conflicts in Iraq and Afghanistan, concern over adequate access to behavioral health care (treatment for mental, behavioral, or addictive disorders) has risen. Yet data remain very sparse regarding how many service members (and their dependents) reside in locations remote from behavioral health providers, as well as the resulting effect on their access to and utilization of care. Little is also known about the effectiveness of existing policies and other efforts to improve access to services among this population. To help fill these gaps, a team of RAND researchers conducted a geospatial analysis using TRICARE and other data, finding that roughly 300,000 military service members and 1 million dependents are geographically distant from behavioral health care, and an analysis of claims data indicated that remoteness is associated with lower use of specialty behavioral health care. A review of existing policies and programs discovered guidelines for access to care, but no systematic monitoring of adherence to those guidelines, limiting their value. RAND researchers recommend implementing a geospatial data portal and monitoring system to track access to care in the military population and mark progress toward improvements in access to care. In addition, the RAND team highlighted two promising pathways for improving access to care among remote military populations: telehealth and collaborative care that integrates primary care with specialty behavioral care

    Abstract: The Army has developed an impressive capacity to adapt to emerging requirements by providing units with new capabilities rapidly and flexibly as units prepare for deployment through the Army Force Generation (ARFORGEN) process. The Army's ability to report on readiness throughout these adaptations, however, is challenged. The readiness reporting system is largely predicated on a bottom-up, deliberate process with known milestones and pre-determined designs to which the Army would build readiness. As those targets are changed, for instance when deploying to a changing operational environment as was seen in Iraq and Afghanistan, the reporting system cannot easily keep up. The key challenge to readiness reporting is that Army units now routinely prepare for assigned missions that sometimes differ in meaningful ways from their designed missions. This study examines the Army's readiness reporting system in light of the increased adaptiveness demonstrated by Army units in the past decade. In this study we found that while the readiness reporting system still works as originally intended, the current readiness reporting system captures only a portion of the adaptations readily seen in recent years. The study offers recommendations to better reflect these adaptations in the readiness reporting system

    Abstract: Improvised explosive devices have been used extensively against U.S. forces during Operation Enduring Freedom and Operation Iraqi Freedom and have been one of the leading causes of death. Injuries among survivors often include traumatic brain injuries (TBIs). Those recovering from TBIs often find they must coordinate services across multiple systems of care to meet all their medical and psychological health needs. This task is difficult even for those without the cognitive challenges associated with TBI and may prove overwhelming or even impossible, particularly during periods of transition from inpatient to outpatient services or from active duty to veteran status, for example. Although case management and care coordination are readily available for those who have experienced a severe TBI, fewer resources are available for those with symptomatic mild and moderate TBI. This report focuses on a program designed to facilitate care coordination for individuals with mild and moderate TBI, the Defense and Veterans Brain Injury Center Care Coordination Program. It summarizes RAND's assessment of the program's structure, activities, and implementation. To address the goals above, the authors conducted semistructured interviews in person with program administrators and via telephone with regional care coordinators.     Abstract: In its 2013 budget request, the Obama administration sought $140 billion for the U.S. Department of Veterans Affairs (VA), 54 percent of which would provide mandatory benefits, such as direct compensation and pensions, and 40 percent of which is discretionary spending, earmarked for medical benefits under the Veterans Health Administration (VHA). Unlike Medicare, which provides financing for care when its beneficiaries use providers throughout the U.S. health care system, the VHA is a government-run, parallel system that is primarily intended for care provision of veterans. The VHA hires its own doctors and has its own hospital network infrastructure. Although the VHA provides quality services to veterans, it does not preclude veterans from utilizing other forms of care outside of the VHA network--in fact, the majority of veterans' care is received external to the VHA because of location and other system limitations. Veterans typically use other private and public health insurance coverage (for example, Medicare, Medicaid) for external care, and many use both systems in a given year (dual use). Overlapping system use creates the potential for duplicative, uncoordinated, and inefficient use. The authors find some suggestive evidence of such inefficient use, particularly in the area of inpatient care. Coordination management and quality of care received by veterans across both VHA and private sector systems can be optimized (for example, in the area of mental illness, which benefits from an integrated approach across multiple providers and sectors), capitalizing on the best that each system has to offer, without increasing costs

The Assessor Tool offers an Office of the Secretary of Defense (OSD)-level approach to the evaluation and measurement of system integration risk. That is, it is meant for assessors, such as OSD personnel, who may not be especially familiar with the specific program under evaluation but still may need to make judgments about the program⁰́₉s risk. It is based on a tractable and comprehensive set of questions that can help evaluate integration risk at each point in the acquisition process. More specifically, the tool enables users to see how well integration risk is being managed by providing a standards-based valuation of integration issues that can lead to cost growth, schedule growth, and program performance. The users⁰́₉ manual for the Assessor Tool is available in a companion document, An Excel Tool to Assess Acquisition Program Risk (by Lauren A. Fleishman-Mayer, Mark V. Arena, and Michael E. McMahon, TL-113-OSD, 2013). The Assessor Tool and its methodology may also be generalizable to an entire set of information-based risk assessment applications. Overall, the methodology and tool have many strengths, including being based on well-grounded theories, allowing for reproducibility and traceability, and the extensive flexibility to be used to evaluate risk for many different types of programs. To provide a benchmarking and validation of the risk scores calculated by the tool, future work could include the tool⁰́₉s validation by tracking its output against a program⁰́₉s performance

This report characterizes security cooperation mechanisms used by combatant commands for BPC, produces a detailed database of the mechanism elements, develops and applies a preliminary means of evaluating the effectiveness and efficiency of select mechanisms, and draws on the analysis from the case studies to recommend ways to improve the effectiveness and efficiency of those mechanisms in the future

This document fulfills the NDAA reporting requirements

    Abstract: The Army spends hundreds of millions of dollars annually on soldier and family support or quality of life (QOL) programs intended to ease the stress of military life and thereby enhance well-being, improve readiness, and sustain recruiting and retention. However, research in support of these programs to determine needs, access, and effectiveness is fragmented, duplicative, and at times lacking in quality or depth of analysis. The Army leadership wants to develop a research agenda to inform the Army of the QOL needs of soldiers and families, help gauge the success of programs, improve coordination of research efforts, and determine how best to allocate resources to achieve its objectives. This analysis concludes that the Army currently lacks a clear awareness of relevant research on soldier and family QOL, and it also lacks the institutional mechanisms and resources to systematically collect and synthesize data and analysis to inform decisionmaking. Furthermore, both domain-specific research and a broader, more holistic understanding of QOL-to put domain-specific research in context-are critical. As a first step, we recommend that the Army develop an explicitly agreed-upon lexicon, outcomes, and metrics to identify and develop relevant research to inform intra- and interorganizational discussions and decisionmaking on QOL. The Army should also consider adopting a comprehensive approach to needs assessment to develop a holistic picture of support service gaps and their relative importance to well-being

    Abstract: Methane is a short-lived greenhouse gas that is released during the production and transport of coal, natural gas, and oil; the raising of livestock and other agricultural practices; and the decay of organic waste in municipal solid waste landfills and some wastewater treatment systems. Although it is short-lived, methane has more than 20 times the atmospheric warming effect of carbon dioxide. However, it is a primary component of natural gas, so efforts to reduce methane emissions can take advantage of technologies that capture and reuse the gas as a fuel, potentially bringing about cost-effective reductions in emissions. The Global Methane Initiative (GMI) is a voluntary international partnership that promotes methane recovery and reuse activities in developing and transition economies. Program partners and funders include national governments, private-sector firms, development banks, and nongovernmental organizations. As a founding member of the partnership, the U.S. government contributes funding and other types of support to GMI primarily through the U.S. Department of State (specifically, its Bureau of Oceans and International Environmental and Scientific Affairs and its Office of Global Change) and the U.S. Environmental Protection Agency. To help gauge the effects and value added of its support for the program, the Department of State requested an evaluation of GMI's activities and outcomes relative to its contributions in fiscal years 2006-2010. The evaluation employed a mixed-methods approach that combined quantitative and qualitative information to document program resources and activities and to illustrate program outcomes, including information from in-country site visits. The report also presents some recommendations for how data collection could be improved to answer more sophisticated questions in the future about the effectiveness of GMI and the value added by the department's contributions

    Abstract: Biosurveillance is a cornerstone of public health. In July 2012, the White House issued the National Strategy for Biosurveillance, which defines the term and sets out key functions and guiding principles. The Department of Defense (DoD) carries out biosurveillance to monitor the health of military and affiliated populations and supports biosurveillance in other countries through a range of programs across the department. The Deputy Secretary of Defense issued interim guidance in June 2013 for implementation of the new National Strategy. This begins to set formal policy for DoD's biosurveillance enterprise. The Office of Management and Budget (OMB) recognized the importance of effective DoD biosurveillance not only for the department itself but also within the context of the National Strategy. With this in mind, OMB tasked DoD to carry out a comprehensive examination of its biosurveillance enterprise to determine priority missions and desired outcomes, the extent to which DoD biosurveillance programs contribute to these missions, and whether the current funding system is appropriate and how it can be improved to ensure stable funding

    Abstract: The dynamic retention model (DRM) is a state-of-the-art modeling capability that supports decisionmaking about workforce management policy. The DRM can be applied in a wide variety of workforce contexts for a variety of compensation and personnel policies, though to date the focus has been on supporting military compensation decisions to sustain the all-volunteer force in the United States. While the DRM is an extremely powerful tool, a drawback in the use of the model to date is that it has focused on the steady state. That is, implementations of the model to date show only the retention and cost effects of alternative policies when the entire workforce is under the new policy versus when the workforce is under existing policy. The research presented in this report extends DRM to allow simulations of the effects of alternative policies both in the steady state and in the transition to the steady state. It also shows the effects of alternative implementation strategies and how different policies can affect how quickly the population and costs move toward the new steady state

Through checklists, worksheets, and templates, the toolkit takes users step by step through the process of identifying whether their programs produce beneficial effects, ultimately informing the responsible allocation of scarce resources. The toolkit⁰́₉s design and content are the result of a rigorous, systematic review of the program evaluation literature to identify evaluation approaches, measures, and tools used elsewhere and will be particularly useful to coordinators and directors of suicide prevention programs in the U.S. Department of Defense, Veterans Health Administration, community-based settings, and state and local health departments.     Abstract: Legal mandates for airspace modernization, certification requirements, and minimum aircraft capability and equipment standards aim to improve the efficiency and safety of air traffic, particularly within the world's busiest airspace. Mandates drive changes in technical and operational standards, but they can also deny access to premium altitudes, routing, and even airports for noncompliant aircraft. Aircraft modernization ensures continued access to fuel-efficient cruising altitudes and congested airspace, but these future benefits require an upfront investment in avionics upgrade programs. In a fiscally constrained environment, such decisions must take into account the quantifiable future costs that would be avoided by upgrades, weighed against the costs of modernization. Building on 2009 RAND work examining the cost-effectiveness of modernizing the U.S. Air Force's KC-10 aerial refueling tanker, this study extended the analysis to the C-5, C-17, C-130, and KC-135 fleets, evaluating the cost-effectiveness of modernizing these aircraft for compliance with forthcoming communication, navigation, and surveillance/air traffic management mandates. It found that, overall, the Air Force operates these aircraft in regions where some important future mandates will not be met without modernization, but the cost-effectiveness of upgrades depends to a great extent on fuel prices and the characteristics of missions conducted by each aircraft type

    Abstract: "The vast majority of U.S. Department of Defense (DoD) and federal civilian employees work on the General Schedule (GS) personnel system. However, some concerns have been raised about the GS system, including perceptions that poorly performing employees are tolerated for extended periods of time and that monetary rewards are not directly linked to performance. In response to concerns of this nature, Congress has authorized some demonstration projects, in which additional flexibilities are provided, intending to produce better outcomes than if the employees were in the GS system. One such demonstration project, the DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo), is the subject of this report. Implemented on February 7, 1999, AcqDemo is an effort to reengineer the civilian personnel system to meet the needs of the acquisition workforce and to facilitate the fulfillment of the DoD acquisition mission. Congress required an independent assessment of the program against 12 criteria by September 30, 2012. This report is that legislatively mandated assessment

Previous RAND Project AIR FORCE work developed a set of metrics and framework of analysis for capabilities-based programming and assessment of risks of expeditionary combat support. Because of the success of that work, the RAND Corporation was asked to apply and to extend (as needed) this capabilities based approach to the depot maintenance business areas, specifically focusing on depot purchased equipment maintenance (DPEM) as a first step, and to do so with a methodology that is broadly applicable. DPEM comprises numerous depot-level maintenance and inspection activities on capital assets, as well as storage and other supporting activities that span numerous program elements, budget programs, and appropriations. It funds the bulk of the work done at the Air Force depots that does not involve the repair of spares or the work on modification programs. This report presents an analysis of how to better program for DPEM

The research tasks addressed four specific questions: 1. According to the best available data, what is the relevance of LREC training and capabilities to overall unit readiness and mission accomplishment? 2. How does DoD currently track the LREC training and capabilities of GPF? 3. Does this tracking adequately reflect unit readiness and the ability to accomplish missions? 4. If not, how can DoD improve tracking of LREC training and capabilities to adequately reflect unit readiness? To address these questions, the study team reviewed DoD policies and directives and the available academic literature, conducted interviews of practitioners and policymakers, and analyzed available survey data. This report presents the results of the study. This research should be of interest to policymakers interested in LREC skills and training, as well as those interested in readiness requirements."--Preface

How does DoD currently track the LREC training and capabilities of GPF? 3. Does this tracking adequately reflect unit readiness and the ability to accomplish missions? 4. If not, how can DoD improve tracking of LREC training and capabilities to adequately reflect unit readiness? To address these questions, the study team reviewed DoD policies and directives and the available academic literature, conducted interviews of practitioners and policymakers, and analyzed available survey data. This report presents the results of the study. This research should be of interest to policymakers interested in LREC skills and training, as well as those interested in readiness requirements."--Preface

    Abstract: RAND evaluated a terrorism risk modeling tool developed by the Transportation Security Administration and Boeing to help guide program planning for aviation security. This tool, the Risk Management Analysis Tool, or RMAT, is used by TSA to estimate the terrorism risk-reduction benefits attributable to new and existing security programs, technologies, and procedures. RMAT simulates terrorist behavior and success in attacking vulnerabilities in the domestic commercial air transportation system, drawing on estimates of terrorist resources, capabilities, preferences, decision processes, intelligence collection, and operational planning. It describes how the layers of security protecting the air transportation system are likely to perform when confronted by more than 60 types of attacks, drawing on detailed blast and other physical modeling to understand the damage produced by different weapons and attacks, and calculating expected loss of life and the direct and indirect economic consequences of that damage. This report describes RAND's conclusions about the validity of RMAT for TSA's intended uses and its recommendations for how TSA should perform cost-benefit analyses of its security programs

This report shares the results of SSPA, which was intended to implement and evaluate promising and evidence-based programs in community settings. Fifteen program sites across the country were selected to implement a range of interventions for helping children and families cope with the effects of CEV. The settings, populations served, intervention types, types of violence addressed, community partners, and program goals differed across the 15 sites. The main body of this report provides information on the designs of the studies, instruments used, data collection and cleaning, analytic methods, and an overview of the results across the 15 sites. The appendixes provide a detailed description of the outcome evaluation conducted at each SSPA program, including a description of the enrollees, enrollment and retention, the amount and type of services received, and child and family outcomes over time."--Publisher's website

This has resulted in a number of ad hoc arrangements, practices, and organizations. A broad review of the organizational design of the USMC intelligence enterprise examined how to align it efficiently and effectively with current and future missions and functions. Specifically, the review, which included interviews with a range of USMC personnel and civilians, considered the organization of (and possible improvements to) the Intelligence Department, the Marine Corps Intelligence Activity, the intelligence organizations within the Marine Expeditionary Forces (specifically, the intelligence and radio battalions), and intelligence structures in the combat elements. A comparison of 48 organizational and functional issues with a series of USMC intelligence and functional issues resulted in a series of recommendations to help improve the "fit" of USMC intelligence organizations with their environmental context. In some cases, the service would benefit not from changing its intelligence structure but by realigning it; in other areas, restructuring would lend greater efficiency and effectiveness to the USMC intelligence enterprise."--Page 4 of cover

    Abstract: Occupational pensions play a major role in OECD countries and worldwide, complementing retirement income from state sources. At the end of 2009, private pension savings reached USD 25 trillion. Population ageing has led many OECD countries to undertake a wide range of pension reforms – the overall effect of which has been to reduce public pension promises and, in turn, to increase the importance of private pension savings for retirement. The Core Principles cover seven key areas: i) Conditions for effective regulation and supervision; ; ii) Establishment of pension plans, pension funds, and pension fund managing companies; iii) Pension plan liabilities, funding rules, winding up, and insurance; iv) Asset Management; v) Rights of members and beneficiaries and adequacy of benefits; vi) Governance; and vii) Supervision. Each of the seven core principles consists of a main text and a set of implementing guidelines. In the case of the core principle of supervision, the supporting guidelines integrate the IOPS Principles of Private Pension Supervision. The Methodology provides a structured approach for evaluating a jurisdiction’s occupational pension regulatory system in relation to the OECD Core Principles of Occupational Pension Regulation.
