    Abstract: Many countries are convinced that Foreign Direct Investment (FDI) should be an important component of their growth strategy. To encourage FDI, they have improved their business climates, developed various guarantees for investors, and offered incentives. In the real world, Investment Promotion Intermediaries (IPIs) face tight budget and human resource constraints. Allocating scarce resources among the various possible activities is a major component of developing an effective promotion strategy. Research, including that covered in this report, suggests that many IPIs are failing to devote enough attention to the most basic-and least costly-promotion function, one that, if it fails, undermines all other promotion activities. Provision of services to potential investors-and particularly the provision of information-is basic to all promotion. Image-building efforts can be hugely expensive. Similarly, targeted missions and personal selling are costly in terms of both time and effort. FDI offers the prospects of growth and jobs to host countries, but attracting it requires a good deal of effort. Effective investment promotion is not only less costly than adding on more incentives for investors; reform and incentives are unlikely to accomplish their goals without promotion. Promotion efforts will, however, fail to attract desired investment if IPIs are not skilled at the most basic function: collecting and providing to potential investors relevant and timely information. Ensuring that this function works well should be the top priority in the promotion strategy and in the development of management systems

    Abstract: A solid financial armor could not protect Thailand against the impact of the global financial crisis on its real economy. Despite a sound banking system and low external vulnerabilities, the Thai economy contracted 5.7 percent between October 2008 and March 2009, as the magnitude and speed of the contraction in foreign demand, and resulting shock to the real economy, has been greater than anticipated. There continues to be little impact of the global financial crisis on Thailand's banks: liquidity remained adequate as financial institutions did not face solvency concerns given their adequate capitalization and lack of exposure to 'toxic' assets or risky derivative contracts. The combination of a sound financial sector, low external roll-over and balance-of-payment financing requirements, and, more recently, large current account surpluses, has led to capital inflows, build-up in reserves and an appreciation of the Baht relative to other currencies in the region. However, the impact of the global crisis on the real sector was far more severe than expected. Export volumes contracted by 8.9 percent in the fourth quarter of 2008, compared to the World Bank's forecast in December of a 3.0 percent expansion. Exports contracted a further 16 percent in the first quarter of 2009. The aggravation of Thailand's political crisis, which had been dampening investor and consumer confidence since 2006, compounded the shock to the real economy. As a result, real gross domestic product (GDP) contracted in the fourth quarter of 2008 and first quarter of 2009 after 38 quarters of growth, and is expected to contract for 2009 as a whole, the first annual contraction since the Asian financial crisis of 1997-1998

    Abstract: This study begins by considering the banking sector and then moves on to issues relating to improving access to finance to support Nigeria's economic growth vision. The second part of the study refers to issues relating to longer-term finance: both the sources of financing, such as pensions and insurance, and their uses in providing financing for resolving Nigeria's crucial infrastructure shortfalls in infrastructure and housing. The final part of the study returns to the fundamental 'plumbing' of the financial system focusing on the legal and regulatory foundation for creditor rights and corporate insolvency, instituting sound corporate governance standards for corporations and banks, and providing secure and low cost transmittal of payments and remittances. While it is difficult to identify a common theme running through this volume without compromising the diversity and nuance of the recommendations, the overarching theme supported by this volume is the importance of exchange of reliable information as the basis for financial transactions between unconnected third parties. Implementation of systems designed to strengthen accounting and reporting standards for banks and corporations, the registration of movable and immovable property, property liens and credit histories as well as exchange of information about prices, interest rates, fees and charges for financials services will considerably enhance the functionality of financial systems and prove crucial in establishing a trusted and robust market-based financial system in support of stable economic growth and development in Nigeria

    Abstract: Urban heating demand in Liaoning has grown rapidly, due to rising incomes, housing sector growth, and privatization of housing. During the past decade, demand increased at an annual growth rate of 14 percent. Heating supply has been unable to keep pace with this surging demand. Small coal-fired boilers continue to provide the bulk of heating services in most cities, and the capacity to expand the district heating system while maintaining satisfactory service has been constrained by low energy efficiency. Additionally, the use of small coal-fired boilers has been considered a major source of air pollution problems during winter months in many cities. The main purpose of the social analysis report is to present the findings of this household survey. The survey focuses on the impact of changes in billing and pricing, heating quality, the extent of social assistance programs for heating, and the extent of public awareness of heating reforms

Further, the work agenda comprises a number of human development dialogues for which we are inviting international experts and practioners to share their experiences about social policy reforms with the Turkish government and the wider academic and non-governmental public. This report examines life chances. Life chances for today Turkish people, most importantly future generation, today's children. The results presented in this report show that life chances differ in important dimensions today, and that Turkey could immensely improve its human and economic development potential by maximizing such opportunities

    Abstract: On August 25, 2009, the 13th Government of the Palestinian Authority (PA) presented a program entitled "Palestine: ending the occupation, establishing the state" (hereafter referred to as the program) outlining several national goals, including the achievement of 'economic independence and national prosperity'. The program accords high priority to the development of the public institutions of the PA in order to achieve the stated national goals. It acknowledges that maintaining an efficient and effective public sector that provides citizens with high quality services and value for money is a constant challenge. No amount of well-functioning institutions, will, however, lead to economic growth in the absence of access to markets, whether within the West Bank and Gaza, in Israel, or in the rest of the world. In this regard, the recent developments in easing of movement and access restrictions by the Government of Israel (GoI) represent a welcome first step. The GoI has taken steps to ease movement restrictions in the West Bank and to allow greater access to West Bank markets for Arab citizens of Israel. In the first half of 2009, the political stalemate in Gaza continued and the economy stagnated. The West Bank economy is showing signs of new growth, so that it is possible that for the first time in years, West Bank and Gaza (WB&G) may have positive per capita Gross Domestic Product (GDP) growth in 2009

    Abstract: One of the problems in discussing one-stop shops is that everyone seems to have a different idea of what one is. There have been one-stop shops since at least the 1920s, mostly in the retail trade, epitomized by the development of supermarkets and, in recent years, internet sales outlets. This book is about one particular type of service, namely, business registration, and the various one-stop shops that exist now and might exist in the future. If there is confusion about what constitutes a one-stop shop, there are also a variety of views about business registration. In some countries all businesses have to be registered, in others, only those companies with a legal existence separate from their owners. In some countries, registration is the responsibility of the courts; in others, it is an administrative function handled by a government ministry, semi-autonomous agency, or chamber of commerce. Registration may be a function of a central institution or may be affected at a local level. In all these areas, there is change when it comes to implementing a one-stop shop. It is hardly surprising therefore that there are many different views about what constitutes, or should constitute, a one-stop shop

    Abstract: This set of policy notes is intended to provide suggestions to the new Government on policy actions for addressing the various economic and social challenges that Moldova faces. Economic and social policy issues are the focus of this document. The notes have been prepared in the context of the current economic crisis, with short-term priorities and suggestions for immediate policy actions highlighted. This guidance for responding to the current crisis is followed by a medium-term agenda, which outlines possible policy measures for the longer term to promote and support sustainable development. However, it must be noted, that acting on these policy notes effectively will only be possible in a political climate of consensus in which the wounds left by the post-election conflict are allowed to heal. This will need reaffirmation of Moldova's citizens' basic human and civil rights. However, the global economic crisis has significantly clouded Moldova's immediate outlook. In addition, due to the global economic crisis, the economy of the Transnistria region has collapsed. Russia is now paying the civil service wage bill and pensions. An important contribution to the reintegration of the region would be for the Government of Moldova to assist in mitigating the impact of the crisis on the poor in Transnistria

    Abstract: Nonperforming Loans (NPLs) in the banking system constituted 16.5 percent of total loans, owing primarily to the corporate sector. The Credit Bureau, maintained by the Association of Serbian Banks, also discloses dramatic increases in corporate and retail defaults over the past year. NPL resolution and loan loss mitigation is hampered by a still evolving but uneven collateral and enforcement framework that complicates restructuring and leads to delays and lower recoveries in execution procedures. Corporate debt resolution is further complicated by a pattern of corporate misconduct designed to circumvent a creditor's legitimate enforcement rights. This is particularly acute in response to account blockages. In an effort to survive, business owners frequently engage in a pattern of corporate fraud to avoid their legitimate obligations by creating alter ego or shell companies through which to conduct their ongoing business activities, with all funds passing through the new legal entity. That entity is free from debt and can open bank accounts, engage in contracts, and carry on business as usual using the corporate assets of the prior legal entity under cleverly disguised lease or contractual use obligations. In most modern economies, such practices constitute fraud or fraudulent transfers that can carry stiff penalties, including loss of business privileges. Other reported abuses include applying for voluntary dissolution during which the owner or a friendly receiver continues to operate the business for years in an apparent wind-down of the business, while ignoring creditor claims

    Abstract: This paper focuses on core aspects of the political economy of reform, drawing on case studies of three economies transitioning to stronger business environments (Hungary, the Republic of Korea, and Mexico) and three countries with well-developed business environments (Australia, Italy, and the United Kingdom). The purpose is threefold: first, to identify so-called drivers of reform among successfully reforming countries; second, to explore how a reform strategy can make optimal use of the opportunities provided by the drivers of change; and third; to suggest how these lessons can be proactively used by other reformers to design and guide reforms. The case study findings suggest that, regardless of the content of reform, success is influenced by an evolving mix of seven drivers of change: i) globalization or competitiveness; ii) crisis; iii) political leadership; iv) unfolding reform synergies; v) technocrats; vi) changes in civil society, and vii) external pressure. The case studies suggest that reformers can influence the direction and pace of change by mobilizing and exploiting drivers of it. Rather than a cause-and-effect scenario in which a single driver-such as a crisis-creates and defines the success of a body of reforms, what happens is an unfolding series of events in which various drivers become more and less important in defining phases of the reform process

    Abstract: The Country Environmental Analysis (CEA) for Timor-Leste identifies environmental priorities through a systematic review of environmental issues in natural resources management and environmental health in the context of the country's economic development and environmental institutions. Lack of data has been the main limitation in presenting a more rigorous analysis. Nevertheless, the report builds on the best available secondary data, presents new data on the country's wealth composition, and derives new results on the costs of water and air pollution. The CEA calls for urgent attention to gaps in the environmental management framework, the lack of capacity to implement the few regulations in place, and the high cost of indoor air pollution and poor water, sanitation, and hygiene. Timor-Leste is a young country that regained independence in 2002, and it has emerged from a bitter past burdened by colonialism and violent conflicts. It is still a fragile state facing enormous challenges. The report also points out the lack of clean water, appropriate sanitation, and hygiene as an environmental priority. The CEA estimates that this imposes an economic cost of about

This handbook is primarily designed for policy makers and tax practitioners. The goal is to analyze the impact of income tax, the value added tax (VAT), and other local taxes that are imposed on business. This handbook does not analyze the effects of trade and labor taxes such as social security. The administration of the customs duty is unique and has been addressed extensively in the literature on customs modernization. Labor taxes primarily imposed on salaried individuals are not covered by this handbook, even though their incidence affects business. VAT has been included even though it is a tax on consumption because the administrative burden to comply with it is primarily on business

    Abstract: Over the last decade, consumer credit in the Russian Federation has expanded from almost nothing to 9.2 percent of GDP in 2008, at 84 percent average annual growth in 2003-2008 year for five years. Yet, the increases have been uneven throughout the Russian population: more than 40 percent are still financially excluded and only 16 percent have bank accounts. A 2008 survey found that Russian consumers had low levels of financial literacy and lacked awareness of their rights as financial consumers. Three-quarters of the survey's respondents said they would like to receive financial education in order to protect themselves financially and plan for the future. Similar trends of the booming credit markets amid significant gaps in financial literacy around the world have contributed to the global financial crisis of 2008 and emphasized the importance of consumer protection and financial education programs for the long-term health of the financial sector. Responding to a request from Russian authorities, the World Bank conducted a diagnostic review to help Russia design an effective consumer protection and financial literacy framework. This review, presented in two volumes, outlines the key findings and recommendations in Volume I, and analyzes the existing rules and practices in Russia, in comparison with international good practices - in Volume II.     Abstract: International trade has grown rapidly in recent years, thanks in part to the progressive reduction of tariffs and quotas through successive rounds of multilateral trade liberalisation. However, this progress brings to light one of the remaining weak links of international trade, which prevents countries from drawing full benefits from the advantages of open global markets: border bottlenecks generated by inefficient, outdated and complex trade procedures and formalities. This book brings together six studies that examine to what extent and in which ways the costs of inefficient border processes influence trade and investment flows, how institutional and political factors affect the design and implementation of efficiency-enhancing measures, whether the expected benefits of these measures enough to justify the expenses of putting them in place, and whether the expenses involved are within the reach of developing and least developed countries, especially in light of other development priorities.

La vitellogénine est dosée chez le tête-de-boule, le medaka japonais et le poisson-zèbre tandis que les caractères sexuels secondaires sont mesurés chez le tête-de-boule et le medaka japonais uniquement.

    Abstract: This report gives an overview of sensor technology and fields of application of sensors and sensor networks. It discusses in detail selected fields of application that have high potential to reduce greenhouse gas emissions and reviews studies quantifying the environmental impact. The review of the studies assessing the impact of sensor technology in reducing greenhouse gas emissions reveals that the technology has a high potential to contribute to a reduction of emissions across various fields of application. Whereas studies clearly estimate an overall strong positive effect in smart grids, smart buildings, smart industrial applications as well as precision agriculture and farming, results for the field of smart transportation are mixed due to rebound effects. In particular intelligent transport systems render transport more efficient, faster and cheaper. As a consequence, demand for transportation and thus the consumption of resources both increase which can lead to an overall negative effect.

Elle a été mise à jour en 2017 afin de permettre de tester et caractériser les effets des nanomatériaux. Des groupes de rongeurs (10 mâles et 10 femelles) sont exposés 6 heures par jour pendant une période de 90 jours a) à la substance d’essai à trois niveaux de concentration ou plus, b) à de l’air filtré (témoin négatif), et/ou c) au véhicule (groupe témoin du véhicule). Les animaux sont exposés en général 5 jours par semaine, mais il est aussi permis de les exposer 7 jours par semaine. Des mâles et des femelles sont toujours utilisés, mais peuvent être exposés à des niveaux de concentration différents si l’un des sexes est connu pour être plus sensible à une substance d’essai donnée. Les résultats de l’étude incluent des mesures et des observations quotidiennes détaillées (hématologie et chimie clinique) ainsi qu’une autopsie générale, de l’ophtalmologie, le poids des organes et de l’histopathologie. Afin de mieux caractériser la toxicité de la substance d’essai, la Ligne directrice laisse la possibilité d’inclure des groupes satellites (étude de réversibilité), des sacrifices en cours d’essai, des lavages broncho-alvéolaires, la mesure de la charge pulmonaire pour les particules, des tests neurologiques et des évaluations histopathologiques ou de pathologie clinique supplémentaires.

    Abstract: African agriculture is a sleeping giant. Agribusiness remains in its infancy in most sub-Saharan African countries. Many of them now pay higher prices for imported food products and struggle to keep inflationary pressures under control. Given the strong long-term prospect for world food prices, increasing the productivity of food crops becomes a top priority. It requires sizeable investments in irrigation, storage, transport infrastructure and logistics, as well as better access to markets for inputs (fertilizers, seeds, planting materials and credit). While successful contract-farming schemes exist for export crops, they remain rare for food crops. Greater involvement of the private sector in designing and implementing such food-crop commercialisation programmes could develop viable local food industries. Existing international financing facilities such as the Enhanced Private Sector Assistance (EPSA) for Africa should get full use. Whether Africa can unleash the potential of commercial agriculture in the coming decades also depends in no small part on the continuous and effective support of the international development community. The findings summarised in this volume can serve as building blocks for further international discussions on fostering agro-based private-sector development and lifting smallholders out of poverty.

    Abstract: This Test Guideline describes an amphibian metamorphosis assay intended to screen substances which may interfere with the normal functioning of the hypothalamo-pituitary-thyroid axis. The assay was validated with the species Xenopus laevis, which is recommended for use in the Guideline. The assay uses three test chemical concentrations and the necessary controls, including a carrier control if necessary. The assay starts with tadpoles at the development stage 51 on the Nieuwkoop and Faber scale and is extended for a duration of 21 days. Four replicate test vessels are used for each treatment level and control(s). After 7 days of exposure, a sub-set of tadpoles from each treatment level is sampled for the measurement of the length of the hind-limb. At termination of 21-day exposure period, developmental stage, snout-to-vent length and hind limb length are measured on all remaining tadpoles. A sub-set of tadpoles from each treatment level is fixed (whole-body or dissected) for histopathology of the thyroid gland.

En raison de la vigueur attendue des prix alimentaires mondiaux à long terme, l’augmentation de la productivité des cultures vivrières devient une priorité absolue pour l’Afrique. Cela suppose d’investir massivement dans les infrastructures d’irrigation, d’entreposage et de transports, mais aussi de faciliter l’accès aux marchés des facteurs de production (engrais, semences, matériel agricole et crédit). Si un cadre contractuel donne de bons résultats dans le cas des cultures d’exportation, ce genre de dispositif est encore rare pour les cultures vivrières. Une implication accrue du secteur privé dans la conception et la mise en oeuvre de ce type de programmes de commercialisation pour les cultures vivrières devrait permettre d’assurer un développement durable des industries alimentaires locales. Les facilités actuelles de financement internationales – à l’instar de l’EPSA (Initiative pour le soutien renforcé au secteur privé en Afrique) – devraient être pleinement exploitées. L’aptitude de l’Afrique à libérer le potentiel de son agriculture commerciale dans les décennies à venir dépend aussi largement d’un soutien efficace et durable de la part de la communauté internationale du développement. Les conclusions résumées ici posent les jalons de futures discussions à l’échelle internationale sur le développement du secteur privé agricole en Afrique et la manière de sortir les petits paysans de la pauvreté.

    Abstract: This Test Guideline describes the modified MITI test (II). This test permits the measurement of the Biochemical Oxygen Demand (BOD) and the analysis of residual chemicals in order to evaluate the inherent biodegradability of chemical substances which have been found by the Standard MITI Method (I) to be low degradable. An automated closed-system oxygen consumption measuring apparatus (BOD-meter) is used. Chemicals to be tested are inoculated in the testing vessels (six bottles with different quantities of test chemical) with micro-organisms. In order to check the activity of the inoculum, the use of control substances (aniline, sodium acetate or sodium benzoate) is desirable. During the test period, the BOD is measured continuously. Biodegradability is calculated on the basis of BOD and supplemental chemical analysis, such as measurement of the dissolved organic carbon concentration, concentration of residual chemicals, etc. The BOD curve is obtained continuously and automatically for 14 to 28 days. After the 14 to 28 days of testing, pH, residual chemicals and intermediates in the testing vessels are analysed.

This book assesses the current status of Mexico’s innovation system and policies, and identifies where and how the government should focus its efforts to improve the country’s innovation capabilities.

    Abstract: Product classifications are used by statistical offices and others for a number of measurement purposes. These include measurement of product usage, current and capital expenditure on products, domestic production, and trade in goods and services. They are therefore an important element of a set of statistical standards, with Information Economy (IE) standards no exception. This document presents the definition of information economy (IE) products developed by the WPIIS Classifications Expert Group. The product definitions complement the IE sector definitions that were released in early 2007. The latter are based on the 2007 revision of the UNSD’s International Standard Industrial Classification of All Economic Activities (ISIC Rev. 4). The document includes two IE product definitions,3 ICT products and Content and media products. Each definition is a subset of the Central Product Classification (Version 2) developed by the United Nations Statistical Division (UNSD) and both are expressed in terms of 5-digit subclasses of the CPC. The CPC was finalised in December 2008.

    Abstract: The objective of these chronic toxicity studies is to characterize the profile of a substance in a mammalian species (primarily rodents) following prolonged and repeated exposure. The Test Guideline focuses on rodents and oral administration. Both sexes should be used. For rodents, at least 20 animals per sex per group should normally be used at each dose level, while for non-rodents a minimum of 4 per sex per group is recommended. At least three dose levels should be used in addition to the concurrent control group. Frequency of exposure normally is daily, but may vary according to the route chosen (oral, dermal or inhalation) and should be adjusted according to the toxicokinetic profile of the test substance. The duration of the exposure period should be 12 months. The study report should include: measurements (weighing) and regular detailed observations (haematological examination, urinalysis, clinical chemistry), as well as necropsy procedures and histopathology.

La méthode OPCB utilise des cornées isolées provenant d’yeux de bovins abattus à des fins commerciales, évitant ainsi l’utilisation d’animaux de laboratoire. Chaque groupe de traitement (substance d’essai et témoins négatifs et positifs) est composé de trois yeux au minimum, dont la cornée a été prélevée et placée dans la chambre d’un porte-cornée. En fonction des propriétés physico-chimiques de la substance d’essai, différentes méthodes peuvent être utilisées pour l’appliquer, mais il est important que la substance recouvre bien la surface épithéliale. Les effets toxiques pour la cornée sont estimés à partir des mesures de son opacité et de sa perméabilité, qui une fois combinées, fournissent le score d’irritation in vivo (SIIV) pour chaque groupe de traitement. Une substance qui induit un SIIV≥ 55.1 est classée « corrosive ou fortement irritante ».

    Abstract: This method provides information on health hazard likely to arise from short-term exposure to a test article (gas, vapour or aerosol/particulate test article) by inhalation. The revised Test Guideline describes two studies: a traditional LC50 protocol and a Concentration x Time (C x t) protocol. It can be used to estimate a median lethal concentration (LC50), non-lethal threshold concentration (LC01) and slope, and to identify possible sex susceptibility. This Test Guideline enables a test article quantitative risk assessment and classification according to the Globally Harmonized System for the Classification and Labelling of Chemicals. In the traditional LC50 protocol, animals are exposed to one limit concentration or to three concentrations, at least, for a predetermined duration, generally of 4 hours. Usually 10 animals should be used for each concentration. In the C x T protocol, animals are exposed to one limit concentration or a series of concentrations over multiple time durations. Usually 2 animals per C x t interval are used. Animals (the preferred species is the rat) should be observed for at least 14 days. The study includes measurements (including weighing), daily and detailed observations, as well as gross necropsy.

Les essais au champ visent à (1) quantifier la teneur en résidu(s) à laquelle s’attendre après un traitement conforme aux bonnes pratiques agricoles en vigueur ou proposées; (2) déterminer, le cas échéant, le taux de dissipation du ou des résidus de produits phytosanitaires dans les cultures considérées; (3) déterminer des paramètres telles que la « valeur médiane des résidus en essais contrôlés » ou la « valeur de résidu la plus élevée », afin d’évaluer les risques alimentaires; enfin, (4) en déduire les limites maximales de résidus (LMR). La présente ligne directrice pour les essais au champ de plantes cultivées exige un échantillon provenant de parcelles traitées à chaque intervalle d’échantillonnage pour les cultures qui font l’objet de huit essais ou plus. La ou les substances d’essai sont stockées dans des conditions adaptées pendant la durée de l’étude et appliquées rapidement après leur préparation ou leur mélange. La substance d’essai n’est pas appliquée en cas de fort vent, de pluie, ou si des précipitations sont attendues peu après l’application. Pour chaque traitement, le taux d’application est exprimé en quantité de produit et/ou d’ingrédient actif par unité de surface. A la fin de chaque essai au champ de plantes cultivées, les échantillons (entreposés) sont analysés pour mesurer leur teneur en résidu (exprimée par example en mg/kg).

A magyar kormányok is programjaikba iktatták a kormányzat, a közigazgatás reformját, néhány lépést ebbe az irányba már meg is tettek. A korszer űsítés azonban nem vált széleskörűvé, s nem állítható az sem, hogy az életbeléptetett változások hatása átüt ő erejű lett volna. Az okokat keresve sok mindenre hivatkozhatnánk, most csak egyet említünk meg: a nemzetközi tapasztalatok, próbálkozások összefogott, értékelt ismeretének hiányát. Az OECD Párizsban székel ő központja sietett a kormányok segítségére, neves tudósok, egyetemi oktatók, elméleti és gyakorlati szakemberek közrem űködésével összeállítatta ezt a kötetet, amely, mint látni fogjuk az OECD tagországaiban folyó államszervezési, különösen a közigazgatás, kormányzás terén fellelhet ő gondokat, s ezek megoldására tett intézkedéseket dolgozza fel, elméleti igénnyel, és ugyanakkor a gyakorlati hasznosíthatóságra egyaránt tekintettel. Könyvünk felbecsülhetetlen segítséget nyújt az országunkban folyó modernizálódási törekvések megalapozásához is, egyben a közigazgatási szakemberképzés alapdokumentuma is lehet. A magyar kiadásnak sajátossága a már több országban lefordítva közreadott kötethez képest, hogy az alapm űvet kiegészíti öt olyan értékel ő bírálattal, amely az összehasonlító közigazgatás legrangosabb és legrégibb nemzetközi folyóiratában jelent meg, további tájékoztatást adva az általános tendenciák érvényesíthet őségének feltételeiről és korlátairól.

    Abstract: The purpose of this handbook is to raise the awareness level of tax examiners and auditors on money laundering. It provides guidance in identifying money laundering during the conduct of normal tax audits. It also describes the resources and tools that are available for effective detection and deterrence. While the handbook does not detail criminal investigation methods, it does describe the nature and context of money laundering activities so that tax examiners and auditors can better understand how their contribution can assist criminal investigators in countering money laundering. Tax administrations can adapt the handbook to suit their particular circumstances and to take into account the varying roles that tax administrations have in relation to reporting unusual or suspicious transactions, receiving suspicious transaction reports and investigating money laundering offences. To aid this adaptation key areas of the handbook have been highlighted for “Country Specific Insertions”. While the aim of this handbook is to raise the awareness of tax examiners and tax auditors about the possible implications of transactions or activities related to money laundering and tax crimes, the handbook is not meant to replace domestic policies and procedures.

    Abstract: La présente Ligne directrice décrit un essai de dépistage in vivo sur des groupes de poissons (composés de mâles sexuellement matures et de femelles reproductrices) exposés à une substance pendant une durée limitée de leur cycle biologique (21 jours). L’essai à court terme de reproduction a été validé chez le tête-de-boule (Pimephales promelas), qui est donc l’espèce de prédilection. L’essai est mené avec trois niveaux de concentration chimique et les contrôles appropriés, y compris un contrôle contenant le solvent si nécessaire. Pour le tête-de-boule, quatre réplicats sont utilisés pour chaque niveau de concentration et contrôle(s). Pendant toute la durée de l’essai, la fécondité est en outre évaluée quotidiennement sur le plan quantitatif. A l’issue de cette période d’exposition de 21 jours, deux biomarqueurs sont mesurés chez les mâles et les femelles pour servir d’indicateurs des effets de la substance d’essai sur le système endocrinien ; ces biomarqueurs sont la vitellogénine et les caractères sexuels secondaires. Les gonades sont préservées et l’histopathologie gonadique peut être utilisée pour évaluer l’adaptation du système reproducteur des animaux testés et pour confirmer les éléments de preuve apportés par les autres biomarqueurs.

    Abstract: The objective of a long-term carcinogenicity study is to observe test animals for a major portion of their life span for the development of neoplastic lesions during or after exposure to various doses of a test substance by an appropriate route of administration. This Test Guideline is intended primarily for use with rats and mice, and for oral administration. Both sexes should be used. Each dose group and concurrent control group should contain at least 50 animals of each sex. At least three dose levels and a concurrent control should be used. Animals are dosed with the test substance daily (oral, dermal or inhalation administration) and the mode of exposure should be adjusted according to the toxicokinetic profile of the test substance. The duration of the study will normally be 24 months for rodents. For specific strains of mice, duration of 18 months may be more appropriate. Termination of the study should be considered when the number of survivors in the lower dose groups or the control group falls below 25 per cent. The results of these studies include: measurements (weighing, food consumption), and, at least, daily and detailed observations, as well as gross necropsy and histopathology.

    Abstract: The Hershberger Bioassay is an in vivo short–term screening test. It evaluates the ability of a chemical to elicit biological activities consistent with androgen agonists, antagonists or 5 á-reductase inhibitors. The current bioassay is based on the changes in weight of five androgen-dependent tissues in the castrate-peripubertal male rat: the ventral prostate, seminal vesicle (plus fluids and coagulating glands), levator ani-bulbocavernosus muscle, paired Cowper’s glands and the glans penis. In order to establish whether a test substance can have androgenic or antiandrogenic action, two – respectively three - dose groups of the test substance, plus positive and vehicle (negative) controls are normally sufficient. The test substance is administered by gavage or subcutaneous injection daily for 10 consecutive days. To test for antiandrogens, the test substance is administered together with a reference androgen agonist. Each treated and control group should include a minimum of 6 animals. The animals are necropsied approximately 24 hours after the last administration of the test substance. The tissues are excised and their fresh weights determined. A statistically significant increase (androgenic) or decrease (antiandrogenic) in the weights of two of the five tissues indicates a positive response in this assay.

However, cost competitiveness as a source of differentiation is not sustainable. Cost levels are increasing gradually in some sectors, reducing firms’ profitability. Cette Ligne directrice peut être utilisée pour des substances solubles ou insolubles, mais elle ne s’applique pas aux substances volatiles. L’objectif est de déterminer les effets toxiques de la substance sur la mortalité des adultes et sur le taux de reproduction exprimé respectivement par la CLx et la CEx, ou par les valeurs CSEO/CMEO. Le nombre de concentrations d’essai varie en fonction des effets à mesurer. Pour une approche combinée visant à déterminer les CSEO/CMEO, huit concentrations formant une série géométrique, quatre réplicats pour chaque concentration et huit réplicats témoins sont utilisés. Dans chaque récipient d’essai, 10 juvéniles F. candida (ou 10 males et 10 femelles F. fimetaria) sont placés sur 30 g de sol artificiel modifié OCDE contenant 5 % de matière organique. La durée d’un essai de reproduction définitif est de 4 semaines pour F. candida et de 3 semaines pour F. fimetaria.

Cet essai permet la mesure de la demande biochimique en oxygène (DBO) et l'analyse des produits résiduels afin d'évaluer la biodégradabilité intrinsèque des produits chimiques qui, d'après la méthode standard MITI (I) sont faiblement dégradable. Un appareil de mesure automatisé de la consommation d'oxygène en circuit fermé (DBO-mètre) est utilisé. On inocule des micro-organismes dans des récipients contenant les produits chimiques à tester (six bouteilles avec des quantités différentes de produit chimique d'essai). Afin de vérifier l'activité de l'inoculum, l'utilisation des substances de contrôle (aniline, acétate de sodium ou benzoate de sodium) est souhaitable. Au cours de l'essai, la DBO est mesurée sans interruption. La biodégradabilité est calculée sur la base de la DBO et des analyses chimiques complémentaires, telles que la mesure de la concentration du carbone organique dissous, la concentration des produits résiduels, etc. La courbe de DBO est obtenue en continue et automatiquement pendant une période de 14 à 28 jours. Après cette même période, le pH, les produits chimiques résiduels et les produits intermédiaires des récipients d'essai sont analysés.

Les cellules sont exposées à 7 concentrations non cytotoxiques de la substance d’essai pendant 20-24 heures afin de provoquer la synthèse de produits de gènes rapporteurs. Quatre substances de référence sont incluses dans chaque essai : un estrogène fort (17bêta-estradiol, un faible (17alpha-estradiol), un très faible (17alpha-méthyltestostérone) et un témoin négatif (corticostérone). L’activité de l’enzyme luciférase est mesurée par un luminomètre. Une substance d’essai est considérée comme répondant positivement si la réponse maximale induite est égale ou excède 10 % de la réponse du témoin positif (1 Nm 17bêta-estradiol) dans au moins deux parmi deux, ou deux parmi trois expérimentations.     Abstract: Despite many examples of good practice, large weaknesses exist in many countries’ national career guidance services, according to extensive research conducted by the OECD, and by the Centre for the Development of Vocational Training and the European Training Foundation on behalf of the European Commission. Access is limited, particularly for adults. In addition, services often focus upon immediate decisions, and fail to develop career management skills. Training for those who provide services is frequently inappropriate, failing to reflect the full range of client needs or to take account of modern, more flexible delivery methods such as ICT. Services are poorly co-ordinated between different ministries, and between governments and other stakeholders. The evidence base is too weak to provide policy makers with useful data on outcomes, costs and benefits. These gaps stand in the way of governments’ attempts to implement lifelong learning, active employability and social equity policies. This joint publication by the OECD and the European Commission (staff working paper) gives policy makers practical tools to tackle these problems. In simple, non-technical language, the publication addresses a broad range of policy issues that are central to the effective delivery of career guidance services. These include: how to widen access to career guidance; ways of improving the quality of career information; ensuring that staff qualifications meet policy objectives; and improving strategic leadership. This publication is essential reading for all policy makers, especially those in education and labour, who are responsible for planning, managing and delivering career guidance services.

    Abstract: The aim of the present Bribery Awareness Handbook for Tax Examiners is to assist countries in making their tax examiners aware of the various bribery techniques used as well as giving them the tools to detect and identify bribes of foreign public officials and bribes to public officials in the domestic context. Countries may wish to use this Handbook and provide it to their tax officials in the context of their training programmes. Countries may also wish to use it to design their own Handbook that could enable them to incorporate their specific circumstances. For that purpose the Handbook identifies where countryspecific information can be added. The Handbook may also be used as a checklist during tax examinations.

    Abstract: La présente Ligne directrice décrit un essai de métamorphose des amphibiens dans le but de dépister certaines substances pouvant intérférer avec le fonctionnement normal de l’axe hypothalamo-hypophyso-thyroidien. L’essai a été validé sur le xénope (Xenopus laevis) qui est donc l’espèce recommandée dans la présente Ligne directrice. L’essai fait usage de trois niveaux de concentrations du produit chimique testé, ainsi que des témoins nécessaires, y compris un témoin-solvant au besoin. L’essai commence avec des têtards au stade de développement 51 sur l’échelle de Nieuwkoop et Faber, et s’étend sur une durée de 21 jours. Quatre cuves répliquats sont utilisés à chaque niveaux de traitement et pour le(s) témoin(s). Après 7 jours d’exposition, un sous-ensemble de têtards provenant de chaque niveau de traitement et du(des) témoin(s) est échantillonné pour mesurer la longueur du membre antérieur. A l’issue de la période d’exposition de 21 jours, le stade de développement, la longueur museau-cloaque et la longueur du membre antérieur sont mesurés chez tous les têtards restants. Un sous-ensemble de têtards provenant de chaque niveau de traitement, y compris du témoin, est fixé (in toto ou disséqué) pour l’évaluation histopathologique de la glande thyroide.
