Kurzfassung: Rural Well-being: Geography of Opportunities presents the latest iteration on this policy framework, reflecting several important changes in rural development in recent years. Fully taking into account the variety of situations characterising rural regions, the new policy framework leverages improved data and analysis while broadening the scope from economic focus to encompass the environmental and social dimensions of well-being. The new approach places the well-being of citizens at the forefront of its objective and recognises the diversity of rural places brought by a deeper understanding of their diverse and complex socio-economic systems and their connection to cities. The framework also looks to the future and unfolding megatrends such as globalisation, digitalisation, climate change and demographic change. It reflects on how these will impact rural economies and reviews policy options to mitigate the challenges and capitalise on opportunities as well as to develop resilience against emerging crises. Finally, recognising the strong interdependencies between different stakeholders and the need for partnerships between government, the private sector and civil society to successfully implement policies, the Rural Well-being Policy Framework focuses on governance mechanisms, including the OECD Principles on Rural Policy.

Kurzfassung: The Sahara-Sahel has seen recurrent episodes of instability. However, the recent Libyan and Malian crises have intensified the level of violence. These episodes have restructured the geopolitical and geographical dynamics of the region. Cross-border or regional, these contemporary crises require new institutional responses. How can countries sharing this space - Algeria, Libya, Mali, Morocco, Mauritania, Niger, Chad and Tunisia and all related states such as Nigeria - stabilize and develop? Historically, the Sahara plays an intermediary role between North Africa and sub-Saharan Africa. Commercial and human exchanges are intense and based on social networks that now include trafficking. Understanding their structure, geographical and organizational mobility of criminal groups and migratory movements represents a strategic challenge. This book hopes to address this challenge and stimulate strategies for the Sahel of the European Union, the United Nations, the African Union or ECOWAS (Economic Community of the States of West Africa) in order to foster lasting peace. The Atlas is based on an analysis of mapped regional security issues and development objectives to open the necessary dialogue between regional and international organizations, governments, researchers and local stakeholders tracks.

Kurzfassung: Tax revenues provide governments with funds to invest in development, relieve poverty, deliver public services and build the physical and social infrastructure for long-term growth. Moreover, there are mutually beneficial links between taxation and good governance. Tax and Development: Aid Modalities for Strengthening Tax Systems highlights how taxation can have a positive effect on the quality of governance and a government’s relationship with citizens and, in turn, how good governance can have a positive effect on compliance and revenue mobilisation. How can international assistance providers, including OECD members, international and regional organisations, support the development of tax systems in developing countries? Tax and Development: Aid Modalities for Strengthening Tax Systems provides practical guidance for policy makers and practitioners based on the results of an extensive literature review, a survey of aid agency officials and six country case studies (Ghana, Guatemala, Liberia, Mali, Mozambique, and Tanzania). It examines the aid instruments that donors use to assist developing countries including general and sector budget support, basket financing, stand-alone bilateral aid and funding South-South organisations. The strengths and weaknesses of each modality for supporting tax systems are identified, and some 50 recommendations to support the development of effective, efficient and growth-oriented tax systems in developing countries are provided.

Kurzfassung: Aid plays an important role in reducing poverty and inequality, stimulating growth, building capacity, promoting human development and accelerating the achievement of the Millennium Development Goals. Effective aid is critical both to maximise the impact of aid and to achieve long-term, sustainable development. Aid to the health sector has increased substantially over the last 20 years from USD 5 billion in 1990 to USD 21.8 billion in 2007. Consisting of a growing and diverse range of actors, aid to the health sector faces complex governance and management challenges: for example, donors inadvertedly invest in duplicate and fragmented efforts, while partners are unable to take full responsibility and leadership. By reviewing these challenges against the aid effectiveness principles outlined in the landmark 2005 Paris Declaration and 2008 Accra Agenda for Action, this report provides insight and expounds lessons from the health sector to the broader challenges of aid effectiveness. Health, then, is used as a “tracer” sector to help assess the risks and benefits of the diverse range of actors, and promote co-ordination and coherence among development programmes. This work is the result of a collaboration between the Working Party on Aid Effectiveness – an inclusive, international forum with the aim of improving aid delivery – through its Task Team on Health as a Tracer Sector and the World Trade Organization.

Kurzfassung: This report provides an overview of the main characteristics and structure of the current Common Agricultural Policy (CAP) and its developments in the last 25 years in a changing environment within and outside the EU. Drawing on material presented at the OECD Workshop on the Disaggregated Impacts of CAP Reform, held on 10-11 March 2010, and model-based scenarios, it analyses the impacts of policy changes on production, trade, land use, farm structure, the environment and some aspects of rural development, using changes in the level and composition of OECD indicators of support, notably the Producer Support Estimate (PSE). This report further suggests improvements in the market orientation, competitiveness and risk management at all levels of the food chain, and pleads for clarifying the link between policy measures and objectives through better targeting, and strengthening evidence on which to base policies.

Kurzfassung: In the Accra Agenda for Action (2008), donors and developing country governments commit to deepening their engagement with civil society organisations (CSOs). Better aid requires a broader understanding of the aid effectiveness agenda and a place for CSOs as development actors in their own right and as aid donors, recipients and partners. This book is a resource for implementing the recommendations on civil society and aid effectiveness emerging from the Accra High Level Forum and its preparatory process. These recommendations address a broad community, including developing country governments, donors, and CSOs from developing and developed countries.

Kurzfassung: Innovation drives long-term economic growth. It has a crucial role to play as global economies recover from the current financial crisis. This book examines the role of innovation in developing countries, with a focus on Africa. It investigates innovation systems and their application; the key role of knowledge in innovation for development; and the importance of comparable country studies and official statistics on innovation. It stresses the need for innovation to become part of a comprehensive development agenda, and makes recommendations for promoting activities in both the formal and informal sectors, with the aim of transforming agriculture into a knowledge-based industry capable of stimulating economic growth. Innovation and the Development Agenda is an important component of the overall OECD Innovation Strategy, which seeks to create stronger and more sustainable growth, while addressing the key global challenges of the 21st century. It is also part of the Innovation, Technology, and Society programme of IDRC. For more information on IDRC programmes see www.idrc.ca.

Kurzfassung: Why do some regions grow faster than others, and in ways that do not always conform to economic theory? This is a central issue in today’s economic climate, when policy makers are looking for ways to stimulate new and sustainable growth. OECD work suggests that there is no one-size-fits-all answer to regional growth policy. Rather, regions grow in very varied ways and the simple concentration of resources in a place is not sufficient for long-term growth. This report draws on OECD analysis of regional data (including where growth happens, country-by-country), policy reviews and case studies. It argues that it is how investments are made, regional assets used and synergies exploited that can make the difference. Public investment should prioritise longer-term impacts on productivity growth and combine measures in an integrated way. This suggests an important role for regional policies in shaping growth and economic recovery policies, but also challenges policy makers to implement policy reforms.

Kurzfassung: Development co-operation donors are held accountable for the way they manage aid and the development results they achieve. They want to see more partner country ownership, greater use of partner country systems, and work better together. This involves decentralising responsibility, concentrating efforts, managing for results, creating new systems, changing staff profiles, and building capacity in donor and partner countries. This book outlines what individual donors are doing to fulfil their development co-operation ambitions and their part of the international agreements – reached in Paris in 2005 (Paris Declaration) and Accra in 2008 (Accra Agenda for Action) – to make aid more effective.

Kurzfassung: The 2005 Paris Declaration on Aid Effectiveness defines the principles and commitments by which donors and developing countries intend to ensure that aid is as effective as possible in contributing to the Millennium Development Goals and other internationally agreed development objectives. This report is a mid-term review of progress towards these commitments, drawing on the 2008 Paris Declaration Monitoring Survey and the Evaluation Synthesis Report among many other sources. Part I highlights the main actionable lessons and messages emerging from the analysis of progress to date. Part II covers the commitments under the five Partnership Principles related to ownership, alignment, harmonisation, development results and mutual accountability, together with four subjects of critical relevance: sector perspectives, the role of civil society organisations, situations of fragility and conflict, and the changing aid architecture.

Kurzfassung: The informal sector deprives states of revenues and workers of social protection. It also, however, frequently constitutes the most dynamic part of the economy and creates massive employment. Informal employment is ubiquitous and growing. The financial crisis that began in 2008 has made the management of informal employment even more challenging. Responding to this emerging challenge is critical, not only for the well being of millions of workers but also for social development. Is Informal Normal? provides evidence for policy makers on how to deal with this issue of crucial importance for developing and developed countries alike. This book includes StatLinks, URLs linking charts and graphs to Excel files containing the data. “In countries such as China, the exceptional scale of rural to urban migration amplifies the challenges from informality. This work provides valuable analytical results for understanding this major transformation, its problems and impacts.” -Professor Li Shi, Beijing Normal University “This volume is an important contribution to the current policy debates on the informal economy. It recommends providing support to the working poor in the informal economy, making formal structures more efficient and flexible and creating more formal jobs.” -Professor Marty Chen, Harvard Kennedy School and WIEGO “The strengths of this volume are many: evidence that “Informal Is Normal;” references to many newer studies and ways of thinking; the consistent three-pronged strategy; accessibility. Is Informal Normal? will serve as a reference in the literature on informality for years to come.” -Professor Gary Fields, Cornell University

Kurzfassung: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Moreover, it emphasises the need to address the political challenges of natural-resource management for long-term pro-poor economic growth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

Kurzfassung: Successful development depends in large part on the efficiency, integrity and effectiveness with which the state raises, manages and expends public resources. Improving the rules and institutions governing these activities should be a major component, therefore, of any development approach. Given that strengthening Public Financial Management (PFM) is at the heart of the Millennium Development Goals, and good governance more generally, the Paris Declaration (2005) seeks to promote joint efforts in this area between donors and partner countries. This report takes stock of progress in strengthening public financial management systems and provides recommendations on how best to facilitate achieving the 2010 targets set out in the Paris Declaration. It sets out the benefits of and rationale for using country systems, assesses progress in meeting the Paris Declaration targets, reviews the landscape of PFM reforms in partner countries, looks at drivers of successful PFM reforms, examines the factors that influence decisions to use country PFM systems, focusing on the perceived risks and their assessment and management, and describes the PEFA (Public Expenditure and Financial Accountability) assessment, which provides information on the quality of a country’s PFM system. This report shows that now, as perhaps never before, partner countries and donors must strive to build mutual trust and work together in a true partnership for results.

Kurzfassung: Under the Paris Declaration, donors and partner countries commit to “reform procedures and strengthen incentives - including for recruitment, appraisal and training - for management and staff to work towards harmonisation, alignment and results”. This commitment was based on the recognition that the needed changes to behaviour will not happen automatically as there are a number of up-front and long-term costs - institutional, financial and political. The importance of appropriate incentives in influencing managers and officials - and even more importantly political leaders - to bring about the necessary changes has been emphasised in a number of partner countries included in the Evaluation of the Paris Declaration. If incentives are to shift across the board, determined leadership, reinforced by pressure from well-informed stakeholders in partner and donor countries, will be needed. This publication adddresses this need and aims to provide donor agencies with guidance on how to improve aid effectiveness, and to assist them in identifying their strengths, weaknesses and gaps in incentives for promoting aid effectiveness.

Kurzfassung: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

Kurzfassung: This book examines the historical, diplomatic, economic, and strategic aspects of the European Recovery Program (ERP) - popularly known as the Marshall Plan - which brought Europe out of the chaos, hunger, poverty, desperation, and ashes of World War II. In it, authors from a variety of countries who are scholars, policy makers, and business leaders, address applications of the Marshall Plan’s lessons learned to the 21st century for capacity building, human and sustainable development, and the role of public, private partnerships in emerging market economies and democratic societies. "There are not many of us left who served through the Marshall Plan from its beginning, and fewer still who served time in the Hotel Talleyrand in Paris, the site of the anniversary celebration, in June 2007, of Secretary George C. Marshall’s 1947 commencement address launching the European Recovery Program. There are, though, scholars who can address those times and evaluate them so that the experience can live on. "The dedication of the Hotel de Talleyrand as a memorial to that unique enterprise provided the opportunity; and the analyses and evaluations in this splendid volume, The Marshall Plan: Lessons Learned for the 21st Century, reflect the excitement, as well as the accomplishments, of an economic enterprise that produced the infrastructure of NATO and the European Union. Long live the spirit of Marshall’s vision!" -Thomas C. Schelling, Marshall Plan alumnus, Washington, Copenhagen, Paris, Washington, ’48-‘53, Nobel Prize in Economics 2005 "A historical event is and remains crucial when it interacts with others in such a way as to contribute to a deep and positive change in the course of history. In this sense, the Marshall Plan made an outstanding and lasting contribution. It was instrumental to overcoming the temptation of isolationism in the US, to reviving our badly needed economic recovery and gave a decisive input to coordinating our national efforts, thus paving the way to our future European integration." When I think of the world as it would have been without the Marshall Plan, I am encouraged to conclude that even in our challenging times, another, better world is possible. This collection of well written contributions and analyses, The Marshall Plan: Lessons Learned for the 21st Century , further strengthens my convictions. -Giuliano Amato, Former Prime Minister, ItalyFormer Vice President, European Constitutional Assembly

Kurzfassung: The changing pattern of international agricultural trade has profound implications for Africa. The book’s authors discuss these trade flows, map the corporate landscape of agro-food, (including the emergent indigenous sector), and assess trends in international development co-operation in the corporate sector. Particular focus is given to “aid for trade” programmes that try to foster private-sector development and trade-capacity building. A final chapter, drawing lessons from five country case studies, provides evidence of the (in)effectiveness of government intervention and donor programmes to promote the marketing of African agriculture.

It largely follows the external assistance programme cycle and contains valuable tools to help encourage a dialogue on security and justice issues and to support a security system reform (SSR) process through the assessment, design and implementation phases. It also provides new guidance on monitoring, review and evaluation of SSR programmes, and highlights how to ensure greater coherence across the different actors and departments engaged in SSR.

Kurzfassung: This survey report which presents the results from the second, follow-up survey on monitoring the Paris Declaration on Aid Effectiveness, assesses progress in 55 developing countries and helps us understand the challenges in making aid more effective in advancing development. The findings are clear: progress is being made, but not fast enough. Unless they seriously gear up their efforts, developing countries and their external partners will not meet their international commitments and targets for effective aid by 2010. Action is needed now. This report makes three high-level policy recommendations that will help accelerate progress and transform the aid relationship into a full partnership.

This report presents scenarios showing numerical results of changes to individual policies as well as policy packages implemented simultaneously by OECD and developing countries. The results can be used to anticipate the outcomes of decisions and implement the appropriate set of policies. The scenarios also show how policy combinations could substantially improve both economic and environmental outcomes together, confirming the need for policy coherence.

If the sector is to develop, or simply continue to exist at present levels, a number of policy challenges will have to be addressed. The number of issues is vast, ranging from illiteracy to EU trade policy. The Sahel and West Africa Club (SWAC) and the OECD Fisheries Division are working with regional organisations to help them address the question of policy coherence. This book provides not only an analytical framework adapted to the local context, but also an action framework based on the facts and realities in the field in order to improve the coherence of fisheries policies.

Kurzfassung: Latin America is looking towards China and Asia -- and China and Asia are looking right back. This is a major shift: for the first time in its history, Latin America can benefit from not one but three major engines of world growth. Until the 1980s, the United States was the region’s major trade partner. In the 1990s, a second growth engine emerged with the European investment boom in Latin America. Now, at the dawn of the new century, the increasing global economic importance of Asia, and in particular China, potentially provides a third engine of growth. This book describes the opportunities and challenges that Latin American economies will face as Chinese importance in the world economy -- and in Latin America's traditional markets -- continues to grow.

Kurzfassung: The study provides a major reassessment of the scale and scope of China’s resurgence over the past half century, employing quantitative measurement techniques which are standard practice in OECD countries. It uses a comparative approach to explain why China’s role in the world economy has changed so dramatically in the last thousand years. It concludes that China is likely to resume its natural role as the world’s largest economy by the year 2015, thus regaining the position it had held until 1890. Kurzfassung: The days when it was thought that the development process could and should be managed by governments alone are long past. The challenge today is how to involve other parts of society such as the private sector and NGOs. This book details the activities of the private sector in developing and emerging economies and demonstrates how these activities are inter-related with government policies. Understanding these activities and public-private interactions is indispensable for the private sector to play its full role in a nation's development process. To this end, several case studies provide concrete examples from Africa, Asia and elsewhere.

Kurzfassung: For aid donors, the pro-poor growth agenda is not business as usual and more of the same will not be sufficient. Focusing on pro-poor growth and income poverty, Promoting Pro-Poor Growth: Policy Guidance for Donors identifies binding constraints and offers policies and strategies to address them. Policy recommendations aim to help change donor behaviour and pave the way for more effective development co-operation in these areas. This compendium pays special attention to the role of private sector development, agriculture and infrastructure in pro-poor growth – areas that were neglected by many donors during the 1990s but are currently receiving renewed attention in the international development agenda. It also presents a methodology for conducting ex-ante poverty impact assessment, a valuable tool for those whose aim is to maximise the poverty reducing impacts of development interventions.

The book examines the costs and benefits of migration for developing countries and how these flows can be better organised to yield greater benefits for all parties concerned -- migrant-sending countries, migrant-receiving countries, and the migrants themselves. It takes stock of what we know about the effects of migration on development, and distills from that knowledge a set of policy recommendations for sending and receiving countries alike. It draws on a large number of country and regional case studies co-ordinated by the OECD Development Centre to illustrate the mechanisms that link migration and development: labour-market effects, brain drain, remittances, diaspora networks and return migration.

They substantially improve the accessibility of the countries they pass through and can absorb a substantial portion of the growth in intercontinental traffic, particularly container traffic, that has been forecast. However, the provision of efficient land links between Europe and Asia requires appropriate policy decisions on issues such as the development of adequate infrastructure and the removal of regulatory or institutional barriers that prevent the development of efficient transport services.

Kurzfassung: This book demonstrates how the growing economic power of China and India is already influencing the growth patterns of African countries, particularly oil- and commodities-exporting ones. As world prices for commodities rise, producer countries in Africa and throughout the world will gain, but there is more to the story than that. Some African countries are redirecting part of their trade and other relationships from their traditional OECD partners to China and India. The book explores the consequences of this, and comes to some surprising conclusions.

Kurzfassung: Tables of national competitiveness give an easily comparable ranking of the winners and losers of global economic competition. But they don't explain why the “poor” countries are four times less productive than the “rich” ones or why some rich countries are twice as productive as others. Using empirical data from over 50 countries, this book shows how even small differences in a number of factors combine to boost or block productivity. Governments need such information to set priorities. Investors need it too, and two new rankings are proposed as alternatives to a simple comparison of industrial productivity. The first, called the “investor ranking”, is based on infrastructure, human capital and total factor productivity. The second, “exporter ranking”, is for investors whose prime concern is for a production platform well-integrated into world trade. Combining the new rankings with a more traditional one produces three groups of countries, termed balanced, high potential, and vulnerable. Group membership reserves some surprises: you may be rich, but that doesn’t mean you’re not vulnerable.

Kurzfassung: What factors govern growth and sustainability? The remarkable recent development of several East Asian countries had brought this question to the fore. While other books have examined the impact of domestic policies and their interaction, this volume looks at the impact of OECD country policies on the region in a variety of areas: trade, investment, environment, agriculture, finance and aid, as well as macroeconomic policies and regional co-operation. Further, and most importantly, the book examines the coherence lessons of these OECD-country policies in the light of future challenges in East Asia and other developing regions. This publication is the synthesis and first chapter of Policy Coherence Towards East Asia: Development Challenges for OECD Countries, OECD (2005).

Kurzfassung: In West Africa, approximately 16 million people depend directly or indirectly on cotton cultivation. But subsidies in the developed world have suppressed cotton prices and have made it difficult for West African producers to compete. Compounding the problem, WTO negotiations on the problem have been suspended. This publication contends that the dialogue between developed and developing countries on this topic must continue. It sets out the regional stakes linked to the economic and social importance of cotton in West Africa. It retraces the consultation process on the West African cotton crisis with the aim of finding a negotiated solution acceptable to all parties. Also discussed are the challenges and the measures that need to be taken over the medium and long term in order to prevent this sub-sector’s sudden collapse.

Kurzfassung: This book enhances understanding and consensus on why and how we need to work more strategically and coherently on the integration of human rights and development. It reviews the approaches of different donor agencies and their rationales for working on human rights, and identifies the current practice in this field. It illustrates how aid agencies are working on human rights issues at the programming level, and it draws together lessons that form the core of the current evidence around the added value of human rights for development. Lastly, it addresses both new opportunities and conceptual and practical challenges to human rights within the evolving development partnerships between donors and partner countries, as well as in relation to the Paris Declaration on Aid Effectiveness as a new reference point of the international aid system. By giving numerous examples of practical approaches, this publication shows that there are various ways for donor agencies to take human rights more systematically into account – in accordance with their respective mandates, modes of engagement and comparative advantage.

Kurzfassung: The World Economy brings together two reference works by Angus Maddison: The World Economy: A Millennial Perspective, first published in 2001 and The World Economy: Historical Statistics, published in 2003. This new edition contains Statlinks, a service providing access to the underlying data in Excel® format. These two volumes bring together estimates of world GDP for the past 2000 years and provide a unique perspective on the rise and fall of economies historically. "One controversial clash of theories fueled by Maddison's data concerns the relative status of (growth in) the West versus the rest. The figures (in this book) are enriching economists' understanding of what make economies grow, and may even make it possible to reject some of the most prominent historical explanations." Kurzfassung: The Development Effectiveness of Food Aid: Does Tying Matter? provides a detailed look into two food aid issues. First, the study assesses the effectiveness of the various ways in which food aid can promote food security and poverty alleviation. Second, the study demonstrates that food aid in-kind carries substantial efficiency costs, conservatively estimated as at least 30% on average. In contrast, most local purchases or regionally sourced imports are relatively efficient ways of providing food aid. Thus, there is scope for considerable efficiency gains by switching to less restricted sourcing of food. The study therefore argues that, in most circumstances, financial aid (cash) is the preferable way to fund direct distribution of food or to provide budgetary support for general development or project assistance.

This volume considers trade and development from an economic perspective, aiming to examine these emotive issues using empirical approaches and dispassionate analysis. What are the potential welfare impacts on developing countries from further liberalisation? What economic adjustments would such liberalisation entail? What policy options exist for developing countries seeking to seize on new market opportunities while responding to the associated structural challenges? Trading Up: Economic Perspectives on Development Issues in the Multilateral Trading System delivers new insights from the latest OECD and World Bank research on these questions and related topics.

Kurzfassung: This DAC Reference Paper outlines key issues faced when designing Environmental Fiscal Reform (EFR). EFR refers to a range of taxation and pricing measures which can raise fiscal revenues while furthering environmental goals. The objective is to provide insights and “good practice” on how development co-operation agencies can help developing countries take advantage of EFR approaches in both their development and poverty reduction strategies. Following a review of the instruments of EFR and related technical issues, Environmental Fiscal Reform for Poverty Reduction focuses on the political economy and governance aspects of EFR. This includes an examination of the precondition for successful design and implementation, the various steps involved through the EFR Policy Cycle, the challenges faced at each stage, and the main stakeholders involved. The role of donors in supporting EFR processes is also outlined. Subsequently, these issues are reviewed in relation to sectors of particular relevance for developing countries: forestry, fisheries, fossil fuel, electricity, drinking water and industrial pollution control.

Kurzfassung: This volume tests the relevance and usefulness of guarantees to public and private actors in developing countries, especially for funding development projects. Not to be confused with export credit guarantees usually accorded to nationals with the aim of stimulating exports and overseas investment, development guarantees are destined for actors in emerging or developing economies where risk is a deterrent to lending or investment. The presence of guarantees from multilateral or bilateral agencies can encourage financial flows either to increase or to go where they otherwise might not. In this way, they can have a positive effect on sovereign ratings as well as their immediate direct effect on the local development environment. As a bonus, this study finds, development guarantees can help stimulate and stabilise local capital markets, thus providing future benefits for both public and private investors. “A timely book, throwing urgently-needed light on this little-understood topic, which could be a vital key to economic progress in developing countries. With my deep congratulations to the author.” --Michel Camdessus, Honorary Governor of the Banque de France, formerly Managing Director of the International Monetary Fund)

Kurzfassung: What does policy coherence for development mean? Increasing global integration through trade, capital and labour mobility brings increasing mutual responsibilities and mutual policy repercussions. These realities call for greater coherence between the various OECD country policies that shape and impact today’s rapidly evolving global economy. The essays in this volume address controversial policy issues affecting development today, ranging from increasing capital flows, financial regulation and socially responsible investment to achieving the Millennium Development Goals. This collection represents an important contribution to the knowledge of the effects of interdependence and policy coherence on the relationship between OECD countries and the developing world.

Kurzfassung: With a view to helping policy analysts and decision makers focus on the development impacts of their policies, this report discusses the extent to which OECD country agricultural and agricultural trade policies are coherent with, and supportive of, the achievement of the Millennium Development Goals, particularly the elimination of extreme poverty and hunger. Agriculture and Development: The Case for Policy Coherence defines the ‘where’ (country impact), ‘how’ (most damaging forms of support), ‘which’ (commodity aspects) and ‘who’ (household effects) of agricultural policy reform. It treats the effects of four main categories of OECD country agricultural policies: domestic, trade, regulatory, and development co-operation policies. In each case it identifies the implications from the perspective of making agriculture and development policies more coherent. By providing a survey of the policy coherence dimension in OECD country agricultural policy-making, this report provides the analytical framework that policy makers need to help them weigh their decisions in the light of their countries’ internationally agreed development commitments.

Kurzfassung: This publication presents the current situation with regard to the magnitude and economic impact of migrants’ remittances to their countries of origin. In 2004, remittances exceeded official development aid in several emigration countries: they totalled USD 126 billion according to IMF estimates. The book surveys the channels used to collect these funds; the role of banking systems and other financial institutions; the introduction of new technologies and their impact on fund collection; how the funds are transferred; and how to reduce the costs. Focus is also placed on the different ways in which migrants themselves participate -- together with non-governmental organisations, host countries and sending countries -- to open up new avenues for policies on development aid and co-development. The direct role that migrants can play at the local level is highlighted. Several countries and regions are illustrated: Southern European countries, Mexico, Turkey, North African and sub-Saharan African countries, the Philippines and some Latin American countries.

Kurzfassung: This book is the product of a collaborative effort between the OECD Environment and Development Co-operation directorates on mainstreaming responses to climate change in development planning and assistance. This volume synthesises insights from six country case studies that review climate change impacts and vulnerabilities, analyse relevant national plans and aid investments in terms of their exposure and attention to climate risks, and examine in-depth key systems where climate change is closely intertwined with development and natural resource management. The case studies cover the Nepal Himalayas, Mount Kilimanjaro in Tanzania, the Nile in Egypt, the Bangladesh Sundarbans, coastal mangroves in Fiji, and agriculture and forestry sectors in Uruguay. Overall, the volume suggests a rich agenda for research and policy action which should be of considerable interest to donor agencies, sectoral planners and development practioners, as well as climate change experts and policy makers.

Kurzfassung: Southern Africa suffers from disproportionately expensive capital and this is denying the region its full growth potential. This book presents the ideas and proposals of a group of experts and practitioners from the state and business environments, brought together by the OECD Development Centre with public and private sector partners, on reducing the cost of capital in the region. It thus provides a unique insight into the nature of the problem of the cost of capital in Southern Africa and the effects it has on business activity and infrastructure development. In addition, the authors set out to define strategies for reducing capital cost, outlining measures suitable for government and private actors. "This collection makes a very worthwhile and stimulating contribution to the important question of reducing capital costs in Southern Africa." -Ian Plenderleith, Southern African Reserve Bank

Kurzfassung: This book looks at the impact of OECD-country policies on East Asia in a variety of areas: trade, investment, agriculture, finance and aid, as well as macroeconomic policies and regional co-operation. Further, and most importantly, the book examines the interaction of these OECD-country policies and their coherence with each other. This book is part of an attempt by the OECD to establish guidelines for defining and adopting coherent policies conducive to development outside the OECD area, thus contributing to the world-wide search for answers to questions of poverty reduction and growth with equity. It is also part of an attempt to provide policy makers in both developing and OECD countries with the tools to formulate policies in harmony with each other to foster the integration of poorer countries into the international economy. "This is an indispensable source of insight for all scholars seeking fresh and authoritative information and analysis of the still unfinished job to improve the coherence of OECD countries' policies toward East Asia after the crisis." --Professor Rolf J. Kurzfassung: Developing countries are concerned that multilateral tariff reductions will harm their agricultural sectors because of preference erosion. The findings in this report suggest that although this may indeed be a problem for some countries in some sectors, factors other than preferential schemes may be limiting developing country exports. The report provides information on the extent to which developing countries have used selected, non-reciprocal preferential trading schemes provided by the EU and the US. Secondary data are complemented by interviews with market operators further clarifying the empirical findings. A special section has been devoted to the preferences granted to African countries highlighting the conditions for this set of developing countries.

Kurzfassung: Following his The World Economy: a Millennial Perspective, Angus Maddison here offers a rare insight into the history and political influence of national accounts and national accounting. He demonstrates that such statistical data can shed light on the analysis of economic phenomena such as growth, market formation and income distribution. This approach is particularly interesting for developing countries often lacking the expertise or data to produce good national accounts. It also serves as a reminder for OECD countries that effective policy making depends on verifiable economic data. This book includes tables showing Maddison’s estimates for the world and its major regions from as early as the year 1000. It is intended as a research guide for future comparisons of economic performance in space and time. It is for scholars and students of economics and economic history as well as for statisticians.

It emerges that globalisation can have a positive impact in poor countries, but only if policies encouraging a more equitable distribution of human and physical resources are adopted. Furthermore, countries in which infrastructures and skills are underdeveloped will need to continue protecting vulnerable sectors and communities, but will have to accept that such protection can only be transitional.

Kurzfassung: How do trade liberalisation and rich-country farming policies affect the world’s poor? This publication focuses on that crucial question and underscores its urgency. One in five people worldwide live in extreme poverty with per capita income under a dollar a day. Two in three live in rural areas with farming the dominant source of income. Moreover, the poorest non-farm households spend a relatively large share of their budgets on food. Agricultural policy developments are thus vitally important to all poor people. How can agricultural trade reform serve their needs? What are the potential benefits and dangers of agricultural trade liberalisation? Deriving from the OECD’s on-going co-operation with non-member economies worldwide, this publication tackles various aspects of those fundamental questions on the linkage between farming and poverty.

Kurzfassung: Crime in road transport is a serious and growing problem. The extent of crime involving goods and goods vehicles is difficult to estimate, but data in some countries show that up to 1% of the commercial fleet is stolen each year, at an annual cost of many millions of euros. In a study of 23 European countries, this report describes the modes of theft of commercial vehicles and goods most prevalent in the 1990s, outlines the various methods used to record highway theft and draws attention to the statistical difficulties involved in measuring the phenomenon. It lists existing and potential security improvements for road freight vehicles, such as equipment to prevent vehicles from being stolen (anti-theft devices), and equipment to track and recover stolen vehicles (after-theft systems). This report results from two ECMT studies on "Theft of goods and goods vehicles" and "Improving security for road freight vehicles". It includes various ECMT Ministerial statements and policy decisions on the subject.

Kurzfassung: Foreign direct investment (FDI) is an integral part of an open and effective international economic system and a major catalyst to development. Yet, the benefits of FDI do not accrue automatically and evenly across countries, sectors and local communities. National policies and the international investment architecture play an important part in attracting FDI to a larger number of developing countries. It is the responsibility of the host countries to put in place a transparent, broad and enabling investment policy environment and to reinforce the human and institutional potentials necessary for such an environment. With most FDI flows originating in OECD countries, developed countries can contribute to advancing this agenda. They can facilitate the access of developing countries to international markets and technology, and ensure policy coherence for development more generally; encourage non-OECD countries to integrate further into rules-based international frameworks for investment; actively promote the OECD Guidelines for Multinational Enterprises, together with other elements of the OECD Declaration on International Investment; and share with non-members the peer review-based approach to building investment capacity. This publication provides a comprehensive review of the issues related to the impact of FDI on development as well as to the policies needed to maximise the benefits.

Kurzfassung: Regional integration and co-ordination are not a panacea but they could hold the key to African countries' long-awaited participation in the world economy. This was one of the conclusions of the second International Forum on African Perspectives, jointly organised by the African Development Bank and the OECD Development Centre in February 2001, at which OECD and African economists discussed the prospects for regional initiatives in Africa. While many other factors need to be taken into consideration, regional approaches -- provided they are accompanied by domestic reforms -- can present an effective response to globalisation. Indeed, given the isolation of the African countries from the world economy, regional initiatives may be the only sustainable solution to the economic, political and social challenges raised by globalisation.

Kurzfassung: Poverty reduction remains a major development challenge in much of Asia and the Pacific. Historically, technology has played a central role in raising living standards across the region, including those of the poor. The Green Revolution and various innovations of modern medicine and public health have been instrumental in improving nutrition, health, and livelihoods of millions of poor people. Yet, the pace of improvement from these sources appears to have slowed, and new technological impetus — as well as improved policies and institutions — are needed to address the persistent poverty problem in some regions and among some social groups. Agricultural and medical biotechnology hold tremendous promise but also bring with them new risks and concerns that need to be addressed before their full potential can be realised. New information technologies are only beginning to diffuse widely in developing Asia and the Pacific, but ultimately these too can have profound impacts on the lives of the poor, empowering them with access to information that once was the preserve of the privileged few.

Kurzfassung: The multilateral trading system has delivered successive rounds of trade liberalisation and established mechanisms to protect the interests of trading nations. The result has been growth for those nations that have recognised the importance of openness and established a domestic policy framework that complements the opportunities presented by trade liberalisation. How have some developing countries been able to turn globalisation to their advantage? What trade issues will need to be addressed if development is to be promoted more broadly? How can the multilateral trading system facilitate the development process? This publication provides an in-depth analysis of the development dimensions of trade, with particular emphasis on the integration of non-OECD countries into the global economy.

Kurzfassung: This report examines the form regulation should take in rail freight markets to promote efficiency in railways and the wider economy. It analyses issues of monopoly, scale economies, competition, mergers, ownership and the structure of the rail industry. Experience in North America, Australia, Japan, the European Union and countries from eastern and western Europe is reviewed. The need for regulation differs by market and, together with political constraints, this means that regulatory models can not be transferred wholesale from one continent to another. However, each region provides important lessons for reforms currently under consideration in all ECMT and OECD countries.

Kurzfassung: This book discusses the full economic benefits - and costs - of transport infrastructure and explores ways to make good estimates of the full impact of planned investments on regional and national economies. It argues for proper account to be taken of all relevant economic weaknesses -- those the project is designed to address such as local monopoly pricing, those associated with use of the infrastructure such as environmental externalities, and possible unintended consequences such as impacts on local labour markets. Care must also be taken to verify that net benefits are likely to accrue to those that the project was intended to benefit. Building on recent groundbreaking work in the United Kingdom this publication suggests ways to improve traditional cost-benefit assessments, overcoming reservations that have inhibited the use of CBA in many countries. The main report is completed with examinations of transport project assessment approaches in France, Germany, the United Kingdom and across Europe together with a discussion of an approach to determining optimal levels of investment in transport infrastructure for maximising socio-economic welfare.

Kurzfassung: This book looks at Brazil’s recent experience in using knowledge for development. It examines the major barriers confronting the country in its transition towards a knowledge-based economy, and presents elements of a viable strategy which would allow it to step confidently into the future. However, while Brazil has tremendous strengths and the ability to take immense strides forward in the medium term, there are formidable challenges which need to be faced. The country continues to be plagued by a number of weaknesses, hampering its potential for economic, technological and social development. The report argues that Brazil needs to put in place a more comprehensive policy framework for the broad diffusion of knowledge. The Brazilian innovation system and the productivity of research need to be strengthened, while the policy frameworks which are key for disseminating the outcomes of research throughout society as a whole need reinforcing. These reforms should be carried out in such a way that they help build effective links to industrial activity and lead to the creation of marketable products.

Despite its importance, however, own account transport tends to be overlooked since it is not regarded as a logistics activity, whereas it is, in fact, a vital transport function that is changing radically as firms increasingly outsource their distribution activities to commercial hauliers. The scale of road freight transport for own account, the impact of regulatory changes and the future of the sector are the themes addressed in the introductory reports and the experts’ discussions outlined in this publication.

Kurzfassung: For some years now, short sea shipping (SSS) has benefited from a number of government initiatives aimed at promoting its development. The aim has been to promote a more balanced modal split in transport in Europe while also reducing the impact of transport on the environment, ensuring greater European cohesion and promoting a sustainable transport system. Up to now, SSS has aroused interest at policy level mainly as an alternative to road transport, the predominant mode in Europe. Yet, is SSS only an alternative to road transport? Can it be seen as a separate component of an integrated transport network in its own right? This book shows what role SSS can play in the context of modal complementarity and what challenges European policy makers will be presented with.

Kurzfassung: In recent years, the substantial expansion in containerisation, the advent of megacarriers, the race for ever larger container-ships and higher-volume flows, have revolutionised intercontinental transport. These changes have entailed considerable reductions in maritime transport costs, which has made distant countries extremely accessible. The most costly component of the international traffic transport chain is now the inland leg, which explains why forwarders are so keen to gain control over inland transport operations. On land, road is the dominant mode, but with infrastructure congestion

Kurzfassung: Although deregulation is well under way in the transport sector, regular coach services are still largely regulated. Governments see them as potentially competing with rail transport services. However, in countries that have had some experience with deregulation the outcome has clearly been positive (except for local short-distance services). The Round Table began with a review of regular interurban coach services based on case studies in countries which had adopted an original approach. This report shows the industry in a totally new light. One of its main findings is that there is a specific market for customers that have no other means of transport. Opening up this market would benefit the most economically disadvantaged sectors of the population. But that is not the only lesson to be learned from this Round Table.

Kurzfassung: Primary commodities dominate African exports, yet these products are extremely vulnerable to variations in weather conditions, world demand and prices. If the continent is to obtain optimum benefit from the integration and opening of the world economy, this heavy reliance on primary products must be reduced. There is, thus, a new and important role for African countries’ manufacturing industries. The papers in this volume address three important issues: the role of exchange-rate policy in enhancing the competitiveness of African manufactured exports; the steps that can be taken to improve production efficiency; and the role of institutional and structural reforms in promoting competitiveness in manufacturing and in improving Africa’s attractiveness to foreign direct investment. An Epilogue evaluates progress and developments since the conference which gave rise to this volume was held.

Kurzfassung: What is the current state of development of institutional investors in Latin America? What are the requirements of the financial infrastructure and the regulatory framework to encourage the growth of the institutional sector in Latin America? What policy expertise can Latin America and OECD countries share to benefit from each other’s experience in broadening the role of institutional investors? These questions were addressed during the Santiago workshop on "Institutional Investors in Latin America", organised in September 1999 by the OECD through its Centre for Co-operation with Non-Members and the Commission of the European Union in co-operation with the Chilean Government. This set of texts can constitute a reference work on institutional investment for policy makers and experts in the public sector, actors in the private sector, and academics in both emerging market economies and OECD countries.

Kurzfassung: Environmental impact assessments are an essential component of making decisions on transport infrastructure investments. Traditional procedures have proved ineffective for impacts that go beyond the scope of projects in isolation. Strategic environmental assessment has emerged in response, to address large scale effects including impacts on traffic across networks, impacts on climate change and biodiversity and the impacts of policy decisions as opposed simply to individual projects. This report examines recent experience in developing environmental assessment internationally and makes recommendations on maximising the effectiveness of this new tool.

Kurzfassung: Pollution from transport is being cut substantially through exhaust emissions regulations and vehicle manufacturers’ investments in cleaner technologies. The benefits of these improvements, however, are delayed as car fleet renewal takes a decade on average in Europe. Car scrappage schemes can be used to accelerate the uptake of new, cleaner vehicles. This publication analyses the effectiveness of these programmes in protecting the environment and reviews the schemes introduced to date in Europe and North America. Three complementary issues are addressed to help make pragmatic recommendations:- What are the effects of scrapping schemes on the car market and the national economy?- What are the effects of these programmes on the environment?- And can scrappage schemes be useful in former socialist countries?

Kurzfassung: Two-thirds of the world's poor live in Asia. The major objective for the region, therefore, must be to reduce poverty. It has become clear in the wake of the crisis that the public sector can no longer shoulder the burden of financing pro-poor growth alone. At the same time, it is also clear that official aid flows throughout the world, and particularly in Asia, have been declining since the middle of the 1990s. Therefore, the private sector must be encouraged to provide at least part of the financing. This is the major message of the book. Two ways of achieving this are proposed. One is to attract more foreign direct investment and portfolio investment, rather than to rely on borrowing, to reduce financial vulnerability. The other is to promote partnerships between the state and the private sector, rather than simply to privatise the more lucrative branches of publicly owned and operated services. This book, co-edited by the OECD Development Centre and the Asian Development Bank, presents an original and comprehensive approach to the problem of obtaining support for maintaining development projects in the wake of the global financial crisis. The book brings together varied and complementary opinions from participants -- from the worlds of business, finance, government, academia and the media -- in the sixth annual International Forum on Asian Perspectives, held in Paris in July 2000. Sustainable Recovery in Asia: Mobilising Resources for Development constitutes a reference work on Asia and provides an excellent basis for policy advice for governments and policy makers.

Kurzfassung: International development cooperation is in crisis. Questions abound: is it effective? Is it even useful? After ten years of "aid fatigue", here is a lucid, constructive book that sheds new light on the problems, and makes proposals for reform that are both thoughtful and innovative. Jean-David Naudet's analysis is a genuine contribution to the literature on aid. He combines the insight of the sociologist and the experience of the practitioner, with a few enlightening incursions into organization theory. The book is both pragmatic and concrete, and is based on papers and workshops organized by the Club du Sahel as part of a detailed study of international development cooperation. It is direct in style and easy to read, with a wealth of quotations and examples. Although it mainly covers the Sahel region, the analysis and proposals for reform are relevant to all of Africa and even other parts of the world. Similarly, the vivid picture it draws of the cooperation and aid relationship is reminiscent of the situation in many countries. "Mr. Naudet is to be congratulated for producing this provocative and hard-hitting book". Elliot Berg. Jean-David Naudet is at present working as an economist at DIAL (Développement et insertion internationale), a scientific interest grouping.

Kurzfassung: Accompanying a sustained period of economic growth, the flows of labour migrants between the economies of East and South-east Asia grew considerably prior to the recent crisis. These flows have become more diverse and complex rendering necessary the improved monitoring of migration trends and policies in each country as well as bringing forth the need to extend the exchange of expertise and experience between the region's experts and policy makers. What has been the impact of the crisis on national labour markets? How have the different countries modified their approach to the employment of foreign workers? To what extent have foreign workers been affected? These questions are examined in this publication, which identifies the impact of the Asian financial crisis on labour migration and the conditions of migrant workers in the region. In addition to keynote reports on the origins of the crisis and its policy implications, individual case studies on China, Hong Kong (China), Indonesia, Japan, Korea, Malaysia, the Philippines, Singapore and Thailand present detailed analyses of labour migration, the employment of foreign workers and the recent changes in migration policies.

Kurzfassung: Reforms to China’s enterprises are central to the effort to complete the transformation to a market economy that has been underway since 1978. Reforms have become all the more urgent with the severe financial problems now being suffered by a large portion of China’s businesses, and with China’s prospective entry into the World Trade Organisation. Enterprise reforms involve both state owned and non-state businesses, and encompass a wide range of individual policies to bolster financial performances, improve behaviour, and provide supporting institutions and infrastructure essential to a modern enterprise economy. The study in this volume describes the main reforms that are being undertaken in each of these areas, the progress that is being made, the problems that are being encountered, and the challenges that remain to be overcome. The overall message is that the enterprise reforms are now at a critical juncture. Important progress is being made; but much more remains to be done and rapid advances are needed in several key areas if the overall reform process is to be sustained and China is to realise its growth potential. Topics covered: the current situation of China’s enterprises; economic restructuring and SOE reorganisation; establishing effective corporate governance mechanisms; the role of the financial system; developing social security programmes.

Kurzfassung: The Development Assistance Committee's 1999 review of Norway's aid policies and programmes. It finds that Norway’s aid effort ranks second among DAC Members in terms of ODA to GNP ratio. Broad national consensus towards Norway’s development assistance is based on strong support by churches and NGOs and on effective development education. In particular, 40% of the bilateral programme administered by Norway is channelled through Norwegian NGOs. There is a strong poverty focus in Norway’s long-term development assistance, with aid flowing predominantly to poor countries with good policies. Norway adopts a three-pronged approach: help the countries to foster economic growth; contribute to social development programmes; and target aid on vulnerable groups. Norway’s operational approaches and budget allocations for poverty reduction can nevertheless be further strengthened, as part of the overall international effort to reduce half the proportion of poor by the year 2015. Norway’s ambitions to contribute to human rights, democracy and peace, have created new policies as well as pressing challenges at the strategic and organisational level. Furthermore, while Norway has been keen on concentrating its bilateral assistance in twelve priority countries, political and humanitarian priorities have emerged as a second element of Norwegian aid, leading to increased geographic dispersion.

Kurzfassung: China’s remarkable growth in recent years has been often rather arbitrarily ascribed to a number of politico-economic factors. In this volume, the specific effect of foreign direct investment (FDI) inflows is measured quantitatively and estimated on a regional basis. The authors find that there is a much more complex relationship between such flows and growth overall than had hitherto been supposed. While growth associated with FDI flows and a consequent foreign technology input is clearly highest in the coastal, open provinces, geographical dispersion effects can also be identified. In order to avoid widening wealth inequalities, these dispersion effects should be encouraged. Large differences, however, in physical and human capital terms, exist between provinces located on the coast and in the interior of the country and these hinder redistribution of the growth effects of FDI inflows on a national scale. In addition, if China is to continue to benefit substantially from technological progress, domestic research and development capacity will need to be expanded to offset diminishing returns from foreign technology transfers. This implies the adoption of policies designed to increase human capacity development through education and training on a national scale.

Kurzfassung: The Inter-American Development Bank and the OECD Development Centre created the International Forum on Latin American Perspectives as an annual meeting place of ideas and strategies from Latin America and from the OECD region. The tenth meeting of the Forum was held in Paris in November 1999 and this book contains contributions from that meeting. Its broad conclusion is that reform of the international financial system must take place in the context of partnership between the private and the public international sectors in order to provide the conditions for stability and growth. The Forum debated whether the current reforms of the global financial markets were succeeding in identifying and addressing major distortions to international capital flows between developed and developing countries, essentially, the moral hazard versus sovereign risk question. Particular attention was devoted to: bailing the private sector into crisis prevention and resolution, including under the Paris Club framework; the recently proposed revisions to the Basel Accord on bank capital requirements; and the appropriate exchange rate regime in Latin America.

Kurzfassung: The integration of European inland transport markets is a topical issue that has generated a great deal of activity in recent years. The integration of transport markets is a fundamental condition for the development of trade relations and economic activity. This book is an essential tool for all transport professionals. It looks at the most recent transport and investment trends. It then examines the pan-European process of legal harmonisation and adjustment of transport systems and analyses emerging trade and transport links between Europe and Asia. Obstacles at border crossings for international road and rail goods transport are also dealt with along with ways of combating crime in transport. Lastly, the topical issue of public-private partnerships in transport infrastructure financing is tackled and conclusions are presented.

Kurzfassung: The trade liberalisation agreements signed between the European Union and the southern Mediterranean countries carry risks as well as benefits. They reveal structural weaknesses in the partner countries, including continued rent seeking, market segmentation, a weak modern private sector and inadequate fiscal systems. In the short term, since the agreements only cover industrial goods and not agriculture or services, there is a risk of job losses in the domestic industrial sector due to competition from the EU. The authors of this study highlight the opportunities the agreements offer for supporting reforms to encourage industrial restructuring through financial transfers, providing incentives for producers to diversify, and securing new markets. Achieving the reforms, however, will require political will in the southern Mediterranean countries and complementary reforms in the European Union to open its markets further to include those sectors currently excluded from the agreements. Moreover, as demonstrated by the authors' detailed analysis of the Egyptian and Tunisian cases, a regional response to the challenges posed by the agreements is likely to bring more benefits than a purely national response.

Kurzfassung: Competition for foreign direct investment has been neglected as a subject of research. Yet many claim that such competition is having deleterious effects, such as lowering governments’ standards of protection of the environment and workers’ rights. This book looks at the evidence and assesses the impact of competition among governments to attract FDI. It finds little evidence directly to support fears of a "global race to the bottom" in labour and environmental standards. The widespread use of investment incentives, however, in OECD and developing countries alike, tends to be bad for government transparency and accountability. This is highly detrimental both to economic policy making and to the construction of democratic institutions in developing countries. The author proposes a shift away from incentive-based policies for attracting FDI towards a rules-based approach on both a national and international level.

Kurzfassung: This conference proceedings defines transport benchmarking, analyzes its usefulness to policy makers and discusses what lessons can be drawn at the national and international level for policy makers. The first part examines the different methodological aspects raised by benchmarking methods. The conference clarified the multiple concepts included in this type of mechanism and identified different practices which range from the simple statistical tool to a genuine policy lever. The second part describes several concrete examples of benchmarking applications in the transport sector. These examples relate in particular to topics such as road safety, rail transport, the environment, public and urban transport, seaports and air cargo, etc. Each chapter of this publication may be read independently. A fundamental message, common to all the examples presented, emerges: it is essential to improve the quality of statistics in order to ensure more reliable transport benchmarking results.

Kurzfassung: Eradicating poverty has long been one of the priorities of development co-operation. Yet, despite undoubted progress towards this goal, the strategies adopted at the international and national levels remain controversial. Poverty reduction is a complex issue, involving numerous players in a host of economic, social, political and environmental policy fields. The originality of this publication lies in its approach to identifying best practice, an approach which is as open and thorough as the state of the art will allow. How realistic is it to seek to cut extreme poverty by half by the year 2015? What are the most effective strategies employed by donors, be they development agencies or developed countries? What lessons can be learned from the experience of the developing countries? Clearly, these and many other questions are still unresolved. This publication approaches them by giving a broad overview of general poverty-reduction strategies and objectives. It also presents five particularly enlightening case studies on Bolivia, Côte d’Ivoire, the State of Kerala in India, Malaysia and Uganda.

Kurzfassung: What qualifies an economy as “emerging”? The answers provided in this book lead to a fresh conception of the diversity of the African continent. Thus, growth dynamics cannot simply be measured in economic terms. Indicators must also include governance, efficiency and democracy of institutions, and an appropriate climate for business. All these issues are linked to policies, and the outstanding conclusion of this book, in the face of embedded “Afro-pessimism”, is that policies do matter for growth; that there is no “African mystery”, simply poor policies and bad governance. Reform and Growth in Africa is a contribution to the search for a reversal of the economic plight of African countries, based upon national experience and policy reform. This book reflects the contributions to the first edition of the International Forum on African Perspectives, which was held in Paris in February 2000. The forum was created by the African Development Bank and the OECD Development Centre as an annual meeting place of ideas and strategies from African countries and from the OECD region. The aim of the Forum is to create an area where the knowledge bases of the partners can be combined to exploit their specific advantages in the search for solutions to the economic problems of Africa. The Forum also includes an open meeting where these ideas can be tested in front of a wide audience of people from the worlds of politics, administration, academia, the media and business.
