The paper also identifies government efforts to counter the spread of disinformation, including efforts to ensure the spread of accurate content, promote international co-operation, and support civil society and media actors to build resilience to the spread of false and misleading content.

    Abstract: Russia’s aggression against Ukraine has been since February 2022 undermining the latter’s capacity to harvest and export crops. A reduction in export capacity from Ukraine and Russia, and rising energy and fertiliser prices are pushing up international food prices, thereby threatening global food security. Findings presented in this brief suggest that the full loss of Ukraine’s capacity to export together with a 50% reduction in Russian wheat export could lead to a 34% increase in international wheat prices in the marketing year 2022/23.

A collective and co-ordinated approach among OECD countries can contribute to economic security, while preserving the benefits of open markets and a rules-based international trading system.

    Abstract: Russia’s war against Ukraine and the international sanctions introduced against the former have had an unexpectedly mild impact on Central Asia, despite the region’s deep economic dependence on its northern neighbour. Notwithstanding high inflation, the five Central Asian states – Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan and Uzbekistan – have so far shown surprising resilience to the economic headwinds: remittances registered record-high figures in the first half of 2022, national currencies quickly rebounded to pre-war levels after an initial drop, and an influx of skilled workers boosted demand for services and hospitality. However, as the medium-term effects of the sanctions against Russia, the global cost-of-living crisis, and China’s economic slowdown start to unfold, Central Asia is faced with lingering uncertainty. This publication provides an assessment of the short-term effects of Russia’s war on Central Asian economies and the policy responses provided. It also analyses the challenges ahead and formulates policy recommendations to make Central Asian economies more resilient and diversified.

Strengthening business development services infrastructure and improving access to finance are further important challenges. All these improvements will need to be spread across the regions of the Russian Federation if national objectives for growth and balanced spatial development are to be met.

These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews.     Abstract: The global financial crisis interrupted a protracted period of strong economic growth in the Russian Federation. Despite a large decline in output, job losses and hikes in unemployment remained rather modest, and much of the labour market adjustment took place through reduced working hours and, in particular, real wages. Notwithstanding the recent recovery, the Russian labour market remains characterised by significant structural imbalances resulting in widespread segmentation and large earnings inequalities. To improve the balance between labour market flexibility and the protection of workers, the Russian Federation needs to reinforce its labour market institutions.Poverty and income inequalities remain well above the OECD average. Family policy is focused on increasing birth rates, but is ineffective in reducing poverty as working adults and children make up 60% of the poor. Instead, social policy is focused on the elderly and disabled, and in recent years there has been significant increases in transfer payments to pensioners. Recent reform is likely to “eradicate” poverty among pensioners, as measured by official benchmarks, but raises questions about the long-term financial sustainability of the private pensions system. Rapid population ageing further contributes to the need to raise the low standard pensionable ages in Russia and limit access to early pensions. The challenge for Russia will be to rebalance its social policy towards more effective support for parents to combine work and family life.

The reform aimed to tackle a set of problems of demographic, social and economic order inherent to retirement income provision and was viewed as a way to improve old-age security of retirees in Russia by ensuring long-term financial and fiscal stability of the pension system and adequacy of pension benefits. This book examines these reforms and new challenges related to the reforms. Most prominent among the challenges is the need to further strengthen the pension system regulatory capacity and enforcement powers of the authorities in charge of the oversight of private pension institutions.

    Abstract: Despite recent growth, the volume of Russia’s international investment remains modest compared with major OECD countries. The recent upsurge of inward foreign direct investment (FDI) has not yet translated into a significant share of FDI in GDP and total investment. This 2006 OECD Investment Policy Review of the Russian Federation examines developments in Russia's regulatory investment environment since the publication of the 2004 Review, focusing on investment policy transparency and effective implementation. It includes recommendations to move capital control reform forward, to adopt least-restrictive approaches to legislation on "strategic sectors" and to strengthen Russia's international investment agreements.

    Abstract: The world’s largest gas producer and exporter, Russia has an enormous energy saving potential. At least 30 billion cubic meters – a fifth of Russian exports to European OECD countries -- could be saved every year by enhanced technology or energy efficiency. As the era of cheap gas in Russia comes to an end, this potential saving is increasingly important for Russians and importing countries. This book analyses and estimates the potential savings and the associated reductions in greenhouse gas emissions that could be achieved in the oil extraction (flaring), gas transmission and distribution sectors. It also describes Russia’s emerging climate policy and institutional framework, including work still ahead before the country is eligible for the Kyoto Protocol’s flexibility mechanisms and can attract financing for greenhouse gas reductions.

    Abstract: OECD's review of investment policy in Slovenia for 2002. It finds that as the most advanced former Yugoslav Republic, Slovenia has managed since 1991 one of the most successful transitions to nationhood and to a market economy in Central and Eastern Europe. Slovenian GDP per capita has already reached 70 per cent of the EU average. In recent years, Slovenian annual real GDP growth rates have been in the 4-5 per cent range. Slovenia has a developed manufacturing sector, good infrastructure and a skilled labour force. Consensus-orientated economic reforms have fostered a favourable investment climate. However, FDI inflows have been relatively modest (USD 180 million in 2000) due principally to the specific modalities of mass privatisation, the postponement of privatisation of financial and public utilities sectors and restrictions on foreign capital movements. But this has already begun to change. The 1999 Foreign Exchange Law has freed most capital and foreign direct investment operations transactions and practically all remaining entry restrictions will be lifted upon Slovenia's accession to the EU. The envisaged privatisation is expected to at least triple FDI inflows within the next three years, boosting FDI to around 3 per cent of GDP. Administrative barriers are being tackled with determination, in consultation with the business community. In addition, FDI outflows have started to play an increasingly important role in Slovenia's internationalisation strategy, notably in regard to the development of South-East Europe. In December 2001, Slovenia became eligible for adherence to the OECD Declaration on International Investment and Multinational Enterprises. This will help to consolidate Slovenia's achievements thus far and contribute to its expanding economic relations with OECD Members, as well as other adherents to the Declaration. This review is part of the OECD's ongoing co-operation with non-Member economies around the world.

    Abstract: La Fédération de Russie est confrontée à d'importants problèmes économiques et sociaux. En 1998, le revenu national avait presque reculé de moitié par rapport à 1990. L’espérance de vie des hommes est aujourd’hui de 61 ans, contre 65 ans il y a dix ans. Le taux de suicides et d’automutilations est trois fois supérieur à ce qu’il est en moyenne dans la zone de l’OCDE et le taux de mortalité maternelle cinq fois supérieur à la moyenne OCDE. Les maladies infectieuses ont progressé mais le volume réel des dépenses publiques de santé a régressé de près d’un tiers. Les dépenses consacrées à de nombreux autres dispositifs sociaux ont chuté, même si on les considère par rapport à un PIB en baisse, ce qui n’empêche pas qu’une bonne partie des sommes dépensées pour lutter contre le grave problème de la pauvreté le soit en pure perte. Plus d’un quart de la population russe est frappé par la pauvreté au regard même des critères officiels. Le salaire moyen a pratiquemment diminué de moitié par rapport à son niveau réel du début des années 90 et les retards de paiement des salaires et des pensions ont posé de sérieux problèmes il n’y a pas si longtemps. Quant à l’économie informelle, elle s’est considérablement développée. Que peut-on faire pour résoudre cette crise ? Cet ouvrage présente une analyse détaillée de la crise sociale que connaît la Fédération de Russie et propose des pistes pour la mise en oeuvre de réformes qui stimuleraient les principaux rouages économiques, notamment la productivité, tout en garantissant l’application de politiques sociales et de politiques de l’emploi plus à même d’aider les plus démunis. Ce livre formule également des propositions de réformes de fond propres à améliorer le fonctionnement du marché du travail, à garantir l’offre d’un ensemble de services de soins de santé indispensables, à atténuer les disparités régionales et à résoudre la crise humaine que traversent les plus pauvres.

    Abstract: After the dissolution of the Soviet Union in 1992, the Russian Federation promptly proceeded with initial economic reform measures and privatisation programmes which were largely completed by 1994. Despite the creation of a basic corporate sector, many structural reforms remained incomplete, limiting inflows of foreign investment. Following the financial crisis in 1998, Russia has been in a period of stabilisation and is now showing signs of output recovery fuelled by favourable external economic conditions. A new economic reform programme was introduced in mid-2000, promising the rationalisation of many existing state and legislative structures and the reorganisation of federal and regional powers with a view to creating a modern competitive environment in a more unified economic space. Foreign investment will be vital for Russia's economic revival and the Russian government has taken up the challenge of improving the legal and regulatory environment to attract investment inflows needed to upgrade Russia's production facilities, infrastructure and labour skills. The pace and progress of reform is being followed with considerable interest worldwide. This publication provides a timely analysis of the evolving environment for foreign investment in the Russian Federation and draws attention to problem areas affecting the investment climate such as inadequate protection of investors' contractual and property rights. A key element of the publication is a set of policy conclusions and recommendations to create a more hospitable environment for investment, both domestic and foreign.

    Abstract: The Russian Federation faces important economic and social challenges. By 1998 national income was little more than half its level in 1990. Life expectancy for men is now about 61 years, compared to 65 years a decade ago. The rate of suicide and self-inflicted injuries is more than three times the OECD average and maternal mortality rates are about five times the OECD average. Infectious diseases have increased in prevalence, but real public spending on health care has fallen by nearly one-third. Spending on many other social programmes has fallen even as a percentage of the smaller GDP, yet much expenditure remains inefficient and ineffective in addressing the serious problem of poverty. More than a quarter of the Russian population is poverty-stricken according to official criteria. Average wages are not much more than half of their real level of the early 1990s, and wage and pension arrears have posed serious problems in the recent past. The informal economy has grown significantly. What can be done to address this crisis? This book provides a detailed analysis of the social problems facing the Russian Federation, and develops proposals for continuing reform to improve the economic fundamentals, including the productivity, while at the same time ensuring that social and labour market policies become more effective in helping the poorest Russians. The book also proposes policy reforms to improve the operation of the labour market, to guarantee a package of essential health care services, to address the wide disparities between different regions of the Russian Federation, and to deal with the human crisis experienced by the very poor.

    Abstract: Despite substantial achievements in the recent past, the innovation climate in Russia is in need of major improvements. Comprehensive institutional and policy reforms are required, including in areas outside the remit of policy makers in technology and innovation. In this context, the Helsinki Seminar on "Innovation Policy and the Valorisation of Science and Technology in Russia" gathered government officials, scientists and businessmen from Russia and several OECD Member and observer countries -- Canada, France, Germany, the United Kingdom, Hungary, Italy, Korea, the United States and Israel -- as well as from countries of the Newly Independent States (NIS). Participants examined the climate for innovation in Russia and discussed the lessons that can be drawn from the institutional reforms and recent policy initiatives in OECD countries to enhance the contribution of science and technology to innovation and growth.

    Abstract: The OECD Nuclear Energy Agency co-operates with both the central and eastern European countries and the New Independent States of the former Soviet Union in planning and executing safety research programmes. The purpose is to build up know-how and capabilities in safety technology pertaining to their nuclear power plants. In this report, senior safety experts from Russia and Western countries review the nuclear-safety research needed to improve the safety of Russian-designed nuclear power reactors. They have selected a number of important research topics to which priority should be given. They have also identified nuclear-safety research topics that would benefit from a collaborative effort between eastern and western nuclear-safety researchers.
