    Abstract: Les États-Unis ont été le premier pays à mettre hors la loi les actes de corruption d’agents publics étrangers dans les transactions commerciales commis par leurs ressortissants et par les sociétés relevant de leur droit grâce à l’adoption du Foreign Corrupt Practices Act (FCPA) de 1977. Vingt ans plus tard, les États-Unis ont signé, en compagnie de trente-quatre autres pays, la Convention sur la lutte contre la corruption d’agents publics étrangers dans les transactions commerciales internationales (la Convention de l’OCDE sur la lutte contre la corruption). Le Congrès des États-Unis a réagi à la signature de la Convention en amendant le FCPA en octobre 1998. Par la suite, les États-Unis ont ratifié la Convention de l’OCDE et déposé leur instrument de ratification auprès de l’OCDE à la fin de 1998. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place aux États-Unis pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par les États-Unis lors du processus d’examen. L’examen de la mise en œuvre par les États-Unis des dispositions anti-corruption de l’OCDE entre dans le cadre d’un mandat plus large du Groupe de travail de l’OCDE sur la corruption dans le cadre de transactions commerciales internationales. Ce groupe est chargé d’une surveillance et d’un suivi systématiques et détaillés de l’ensemble des pays signataires de la Convention de l’OCDE sur la lutte contre la corruption étrangère. Jusqu’ici, le Groupe de travail a examiné l’application et la mise en œuvre de la Convention en Bulgarie, en Finlande, en Allemagne, en Islande et aux États-Unis. D’ici 2007, les examens des 30 autres pays seront réalisés.

    Abstract: This report opens with an overview of bilateral agreements and other forms of labour recruitment of foreigners in several OECD countries (Czech Republic, France, Germany, Ireland, Italy, Poland, Switzerland, United Kingdom and United States) as well as in the Philippines and Romania.  It then has a series of chapters describing the management and implementation of these practices and analysing the impact of these agreements on labour markets, economic development and migration policies of both sending and receiving countries.  It also examines the prospects for this type of migration. The Annex lists the principal agreements signed by OECD countries, by type of recruitment scheme (e.g. seasonal, contract workers, trainees and guest workers).

    Abstract: This book presents the conclusions of a meeting of the Sahel and West Africa Club in Accra, Ghana, in May 2002 on the following topic : “Towards a Better Regional Approach to Development in West Africa”. Regional cooperation is still only approached from an institutional perspective whilst field dynamics, economic actions and their transactions and demographic changes are forces that define spaces that regional policies seldom take into account. Important questions emerged from the Accra debates: How to harmonise “real” spaces with institutional integration spaces? Do certain groups of actors have a constructive vision and can they contribute to the formulation of a credible regional project? Do these “real” spaces, especially those defined by “informal” exchanges, along with those targeted by multinational companies have positive or negative effects on the regional economy? Could they prefigure future official areas for integration? The book is for development economists, African researchers, NGOs and regional integration organisations.

It does not deal with online service delivery nor with ICT applications to elections (e.g. e-voting) although some of the issues discussed here, such as providing information online, may be relevant for both. Finally, the book suggests 10 guiding principles for successful online consultation and identifies five key challenges for online citizen engagement in policy-making.

Prepared by the OECD’s Competition Committee, this report focuses on the telecommunications industry and seeks to deepen the understanding of access regulation. Access issues are not easy issues for regulators and competition policy-makers - they can be both difficult technically and the source of noisy disputes in practice. By bringing together theory and practice, this report seeks to help regulators and policy-makers learn from OECD experience to achieve efficient and competitive outcomes.

    Abstract: C'est en décembre 1997 que l'Allemagne a signé, en compagnie de trente-trois autres pays, la Convention sur la lutte contre la corruption d'agents publics étrangers dans les transactions commerciales internationales (la Convention de l'OCDE). L'Allemagne a transposé la Convention dans son droit interne en promulguant la Loi sur la lutte contre la corruption d'agents publics étrangers. À la suite de l'adoption de cette loi, l'Allemagne a été le troisième pays à avoir ratifié la Convention de l'OCDE et elle a déposé son instrument de ratification auprès de l'OCDE en novembre 1998. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place en Allemagne pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par l'Allemagne lors du processus d’examen. L’examen de la mise en œuvre par l'Allemagne des dispositions anti-corruption de l’OCDE entre dans le cadre d’un mandat plus large du Groupe de travail de l’OCDE sur la corruption dans le cadre de transactions commerciales internationales. Ce groupe est chargé d’une surveillance et d’un suivi systématiques et détaillés de l’ensemble des pays signataires de la Convention de l’OCDE sur la lutte contre la corruption étrangère. Jusqu’ici, le Groupe de travail a examiné l’application et la mise en œuvre de la Convention en Bulgarie, en Finlande, en Allemagne, en Islande et aux États-Unis.     Abstract: Dans chaque pays, petit ou grand, la science et la technologie (S-T) revêtent une importance primordiale dans l’instauration d’une économie basée sur le savoir. Dans les pays appartenant au peloton de tête, la S-T porte ses fruits quand elle est induite par des politiques scientifiques favorisant les programmes à long terme. Et ces programmes sont étroitement liés à une maîtrise anticipative des coûts budgétaires. En Bulgarie, le secteur des sciences et de la technologie reflète bon nombre des difficultés économiques et sociales que rencontre le pays dans son ensemble. Il souffre d’un manque chronique de moyens financiers et a mis du temps à moderniser son appareil de recherche fondamentale. Faute d’une politique cohérente à long terme dans le domaine scientifique et technologique, ces insuffisances se trouvent accentuées. Malgré ces lacunes, l’examen montre que la Bulgarie possède le potentiel humain et scientifique nécessaire à la mise en place d’un système efficace de S-T qui peut considérablement contribuer au développement économique national. Cet examen présente un panorama du secteur de la S-T en Bulgarie et de ses liens avec l’enseignement. Il traite de divers thèmes au nombre desquels : La législation. Les mécanismes institutionnels mis en place dans le domaine de la recherche et de l’enseignement, notamment à travers les exemples de l’Académie bulgare des sciences et des établissements d’enseignement supérieur. Les mécanismes de budgétisation. La coopération régionale et internationale, et notamment les initiatives de l’Union européenne. L’impact de la fuite des cerveaux et du vieillissement sur les ressources humaines. Un échantillon d’études de cas et de pratiques exemplaires en matière de politique de S-T sert à illustrer l’analyse. Le dernier chapitre comprend une série de recommandations. Cet examen sera utile aux décideurs publics ainsi qu’aux professionnels du monde entier. Cette étude s'inscrit dans le cadre des relations de coopération que l'OCDE entretient avec les économies non membres à travers le monde.

    Abstract: Since 1998, the OECD Nuclear Energy Agency has been organising a series of workshops to address the various aspects of stakeholder involvement in radiological protection decision making. These workshops have been instrumental in forging consensus and improving understanding of key issues in this area. Building on the experience of the first two "Villigen workshops", the third in the series extensively analysed three case studies, which covered the licensing of a new facility, the clean-up and release of an old facility, and the rehabilitation of a large, contaminated area. Consideration was given to the stakeholder involvement processes that had been used, and the implications that that these did or could have on radiological protection policy, regulation and application. L'essai limite correspond à un niveau de dose de 1000 mg/kg. La survie et le poids des larves peuvent également être mesurés, si nécessaire, après 10 jours (en ajoutant le nombre d'expériences identiques requis). Le rapport d'essai inclut la durée du développement et le nombre total de moucherons totalement émergés (le sexe et le nombre sont enregistrés quotidiennement), l'observation de tout comportement anormal, le nombre de pupes visibles n'ayant pas réussi à émerger et la présence de tout amas d'oeufs déposés. Les données sont analysées soit à l'aide d'un modèle de régression pour estimer la concentration qui entraînerait une réduction de x% de l'émergence, de la survie des larves ou de leur croissance, soit par la vérification d'une hypothèse statistique afin de déterminer une CSEO/CMEO.

    Abstract: C'est en décembre 1997 que l’Islande a signé, en compagnie de trente-trois autres pays, la Convention sur la lutte contre la corruption d'agents publics étrangers dans les transactions commerciales internationales (la Convention de l'OCDE). En août 1998, l'Islande a été le premier pays à ratifier la Convention de l'OCDE et à déposer son instrument de ratification auprès de l'OCDE. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place en Islande pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par l’Islande lors du processus d’examen. L’examen de la mise en œuvre par l’Islande des dispositions anti-corruption de l’OCDE entre dans le cadre d’un mandat plus large du Groupe de travail de l’OCDE sur la corruption dans le cadre de transactions commerciales internationales. Ce groupe est chargé d’une surveillance et d’un suivi systématiques et détaillés de l’ensemble des pays signataires de la Convention de l’OCDE sur la lutte contre la corruption étrangère. Jusqu’ici, le Groupe de travail a examiné l’application et la mise en œuvre de la Convention en Bulgarie, en Finlande, en Allemagne, en Islande et aux États-Unis. D’ici 2007, les examens des 30 autres pays seront réalisés.

    Abstract: When preparing the safety case for a deep geological repository of radioactive waste, the integration of wide-ranging information from multidisciplinary sources is a complex task. This has provided the motivation for establishing AMIGO, an OECD/NEA international project on “Approaches and Methods for Integrating Geological Information in the Safety Case”. AMIGO is structured as a series of biannual topical workshops involving site characterisation and safety assessment practitioners with experience in both sedimentary and crystalline rock settings. The first AMIGO workshop was organised in Yverdon-les-Bains, Switzerland on 3-5 June 2003. The main objective of the workshop was to exchange views on building confidence in analyses and arguments that support the safety case using multiple lines of evidence and integrating the work of geoscientists and safety assessors. These proceedings present the outcomes of this workshop.

    Abstract: La Bulgarie est l'un des quatre pays non membres de l'OCDE à avoir signé en décembre 1997 la Convention sur la lutte contre la corruption d'agents publics étrangers dans les transactions commerciales internationales (la Convention de l'OCDE), en compagnie des trente pays de l'OCDE. Par la suite, la Bulgarie a promulgué une loi de transposition de la convention au moyen de la Loi portant amendement du code pénal bulgare. La Bulgarie a ratifié la Convention de l'OCDE et déposé son instrument de ratification auprès de l'OCDE à la fin décembre 1998. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place en Bulgarie pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par la Bulgarie lors du processus d’examen. L’examen de la mise en œuvre par la Bulgarie des dispositions anti-corruption de l’OCDE entre dans le cadre d’un mandat plus large du Groupe de travail de l’OCDE sur la corruption dans le cadre de transactions commerciales internationales. Ce groupe est chargé d’une surveillance et d’un suivi systématiques et détaillés de l’ensemble des pays signataires de la Convention de l’OCDE sur la lutte contre la corruption étrangère. Jusqu’ici, le Groupe de travail a examiné l’application et la mise en œuvre de la Convention en Bulgarie, en Finlande, en Allemagne, en Islande et aux États-Unis. D’ici 2007, les examens des 30 autres pays seront réalisés.

    Abstract: Depuis que le gouvernement chinois s’est engagé à réformer l’économie du pays en l’ouvrant aux échanges et aux investissements internationaux, la Chine est devenue l’une des principales destinations de l’investissement direct étranger (IDE). Ces flux de capitaux, qui ont accéléré depuis l’adhésion de la Chine à l’OMC en 2001, ont contribué à dynamiser la croissance économique et la modernisation. L’IDE en provenance des pays de l’OCDE pourrait toutefois être bien supérieur encore, en termes tant quantitatifs que qualitatifs : investissements à plus long terme, davantage d’investissements dans les hautes technologies, investissements à plus forte valeur ajoutée. Cette étude évalue les efforts accomplis jusqu’à présent pour créer des conditions propices à attirer l’IDE et à en maximiser les avantages. Elle propose également de nouvelles options pour rendre les politiques encore plus efficaces. A l’origine, les investisseurs étrangers venaient en Chine attirés par les prix de la main-d’œuvre et des biens fonciers, par les promesses d’un marché très large et, jusqu’à un certain point, par des incitations fiscales. Mais pour maintenir et développer des flux d’IDE à l’échelle des besoins, il serait maintenant avisé de passer à une stratégie d’appel plus fortement basée sur des règles. Celle-ci s’appuierait sur des éléments structurels : un système juridique solide, une législation et une réglementation transparentes, des procédures d’autorisation simplifiées, une bonne gouvernance des entreprises, une politique de la concurrence efficace et un système financier fiable. Cette étude s’inscrit dans le cadre de la coopération de l’OCDE avec les économies non membres.

    Abstract: As modern nuclear power programmes mature and large, commercial nuclear power plants and fuel cycle facilities approach the end of their useful life by reason of age, economics or change of policy on the use of nuclear power, new challenges associated with decommissioning and dismantling come to the fore. Politicians and the public may expect there to be a “right answer” to the choice of strategy for a particular type of facility, or even all facilities. Both this seminar and wider experience show that this is not the case. Local factors and national political positions have a significant input and often result in widely differing strategy approaches to broadly similar decommissioning projects. All facility owners represented at the seminar were able to demonstrate a rational process for strategy selection and compelling arguments for the choices made.     Abstract: The Globally Harmonised System for the Classification and Labelling of Chemicals defines skin corrosion as the production of irreversible tissue damage in the skin following the application of a test material. The test material (150 µL for liquids or solid with 150 µL of deionised water added on the top) is applied for up to 24 hours to the epidermal surfaces of skin discs (three skin discs are used for each test and control substance) in a two-compartment test system in which the skin discs function as the separation between the compartments. The skin discs are taken from humanely killed rats aged 28-30 days. Corrosive materials are identified by their ability to produce a loss of normal stratum corneum integrity and barrier function, which is measured as a reduction in the TER below a threshold level (5kΩ for rat). A dye-binding step incorporated into the test procedure permits to determine if the increase in ionic permeability is due to physical destruction of the stratum corneum.

    Abstract: The in vivo percutaneous absorption study set out in this Test Guideline provides the linkage necessary to extrapolate from oral studies when making safety assessments following dermal exposure. The in vivo method, described in this guideline, allows the determination of the penetration of the test substance through the skin into the systemic compartment. The test substance, preferably radiolabelled, is applied, for a fixed period of time, to the clipped skin of animals at one or more appropriate dose levels in the form of a representative in-use preparation. The rat is the most commonly used species. At least four animals of one sex should be used for each test preparation and each scheduled termination time. A known amount of the test preparation is evenly applied to the site. This amount should normally mimic potential human exposure, typically 1-5 mg/cm² for a solid or up to 10 µl/cm² for liquids. A relevant exposure period (typically 6 or 24 hours) should be used, based on the expected human exposure duration. The animals should be observed for signs of toxicity/abnormal reactions at intervals for the entire duration of the study. This study includes: daily measurements (excreta), regular detailed observations, as well as sacrifice at the scheduled time and blood collected for analysis.

    Abstract: OECD countries are attaching rising importance to lifelong learning and active employment policies as tools of economic growth and social equity. Effective information and guidance systems are essential to support the implementation of these policies, and all citizens need to develop the skills to self-manage their careers. Yet there are large gaps between these policy goals and the capacity of national career guidance systems. Based upon a review conducted in 14 OECD countries, this publication explores how these gaps might be narrowed. It advocates improved national co-ordination arrangements and greater attention to research and data collection to inform policy makers. It also promotes the development of improved and more specialised training programmes for practitioners and the creation of more specialised career guidance organisations for the delivery of services.

    Abstract: The test described in this Test Guideline allows the identification of corrosive chemical substances and mixtures and it enables the identification of non-corrosive substances and mixtures when supported by a weight of evidence determination using other existing information. The test protocol may also provide an indication of the distinction between severe and less severe skin corrosives. This Test Guideline does not require the use of live animals or animal tissue for the assessment of skin corrosivity. The test material (solid or liquid) is applied uniformly and topically to a three-dimensional human skin model, comprising at least a reconstructed epidermis with a functional stratum corneum. Two tissue replicates are used for each treatment (exposure time), and for controls. Corrosive materials are identified by their ability to produce a decrease in cell viability below defined threshold levels at specified exposure periods. The principle of the human skin model assay is based on the hypothesis that corrosive chemicals are able to penetrate the stratum corneum by diffusion or erosion, and are cytotoxic to the underlying cell layers.

Les régulateurs des industries d’équipements collectifs publics se heurtent à un problème crucial : la réglementation des termes et conditions dans lesquels des entreprises en concurrence ont accès à des intrants clés fournis par des concurrents. Le développement de la concurrence et le succès de la libéralisation dépendent souvent des termes de l’accès et des conditions choisies, aussi les pouvoirs publics sont-ils soucieux de faire le bon choix. Préparé par le comité de la concurrence de l’OCDE, ce rapport traite du secteur des télécommunications et cherche à approfondir la compréhension de la réglementation de l’accès. Les problèmes d’accès ne sont pas des plus faciles pour les autorités de tutelle et les responsables de la politique de la concurrence : ils peuvent en effet être techniquement délicats et donner lieu à des polémiques retentissantes sur le plan pratique. En abordant la question sous ces deux angles, ce rapport cherche à aider les autorités de tutelle et les pouvoirs publics à tirer les leçons de l’expérience de l’OCDE pour obtenir des résultats efficients et compétitifs.

Les politiques nationales et le cadre international de l'investissement jouent un rôle déterminant pour attirer des IDE vers un plus grand nombre de pays en développement. C'est aux pays d'accueil qu'il incombe de mettre en place des conditions générales, transparentes et favorables à l'investissement et de renforcer les capacités humaines et institutionnelles nécessaires pour les exploiter. La plupart des flux d'IDE prenant leur origine dans les pays de l'OCDE, les pays développés peuvent contribuer à la réalisation de ce programme. Ils peuvent faciliter l'accès des pays en développement à la technologie et aux marchés internationaux, et assurer plus généralement la cohérence de leurs actions en faveur du développement ; ils peuvent encourager des pays non membres de l'OCDE à intégrer plus étroitement les cadres internationaux fondés sur des règles qui sont applicables à l'investissement ; ils peuvent promouvoir activement les Principes directeurs de l'OCDE à l'intention des entreprises multinationales ainsi que les autres éléments de la Déclaration de l'OCDE sur l'investissement international ; ils peuvent enfin partager avec les non-membres l'approche mise au point par l'OCDE pour renforcer, au moyen d'examens mutuels, les capacités en matière d'investissement. Cette publication offre un examen complet de l'impact de l'IDE sur le développement. Elle couvre de nombreux thèmes tels que croissance économique, transfert de technologie, capital humain, concurrence, gouvernement d’entreprise et environnement.     Abstract: Earthquake-prone communities need earthquake-resistant schools. In 2002, a primary school in San Giuliano, Italy, collapsed killing 29 children and one teacher. In May 2003, a medium-sized earthquake in the city of Bingöl, Turkey, caused the collapse of three new schools and a dormitory, killing many children as they slept. All too frequently, earthquakes cause the collapse of school buildings and the injury and death of staff and students. Further, when schools are closed because of earthquake damage, education is hampered, community life disrupted, and potential emergency shelters unavailable. Where school attendance is compulsory, communities have an obligation to provide a safe study and work environment. Why do schools collapse even during moderate earthquakes? Experts agree that many collapse due to avoidable errors in design and construction. Often, the needed technology is not applied and laws and regulations are not sufficiently enforced. Application of existing knowledge can significantly lower the seismic risk of schools and help prevent further injury and death of school occupants during earthquakes. Moreover, this can be accomplished at reasonable cost and within a reasonable period. Keeping Schools Safe in Earthquakes presents expert knowledge, opinions and experiences, and provides valuable insight into the scope of problems involved in protecting schools and their occupants. Its recommendations are a call to action to all governments in OECD and partner countries to help facilitate their implementation.

    Abstract: This Test Guideline describes a laboratory test method to assess abiotic hydrolytic transformations of chemicals in aquatic systems at pH values normally found in the environment (pH 4 – 9). This Guideline is designed as a tiered approach; each tier is triggered by the results of the previous tier.Sterile aqueous buffer solutions of different pH values (pH 4, 7 and 9) are treated with the non-labelled or labelled test substance (only one concentration, which should not exceed 0.01 M or half of the saturation concentration). They are incubated in the dark under controlled laboratory conditions (at constant temperatures). After appropriate time intervals, buffer solutions are analysed for the test substance and for hydrolysis products. The preliminary test should be carried out for 5 days at 50 ± 0.5°C and pH 4.0, 7.0 and 9.0. The second tier consists of the hydrolysis of unstable substances, and the third tier is the identification of hydrolysis products. The higher Tier tests should be conducted until 90 % hydrolysis of the test substance is observed or for 30 days whichever comes first.

    Abstract: DIE ROLLE VON HUMAN- UND SOZIALKAPITAL In unserer heutigen, sich rasch wandelnden Welt dürfte der Erfolg von Nationen, Individuen, gesellschaftlichen Gruppen und Gemeinwesen wohl mehr denn je von deren Fähigkeit abhängen, sich dem Wandel anzupassen, Wissen zu erwerben und auszutauschen. Der vorliegende Bericht trägt zur Klärung der Konzepte Human- und Sozialkapital bei und evaluiert deren Einfluss auf Wirtschaftswachstum und Wohlergehen. Der Begriff des Sozialkapitals, der erst seit kurzem in der Wirtschafts- und Sozialwissenschaft existiert, ist bislang noch relativ wenig belegt. Der Bericht stützt sich daher auf eine Reihe empirischer Untersuchungen, die auf potentiell signifikante Beziehungen zwischen Human- und Sozialkapital hindeuten. Den verfügbaren Erkenntnissen zufolge können Human- und Sozialkapital einen entscheidenden Beitrag zu einer ganzen Reihe positiver Ergebnisse leisten, die von höheren Einkommen über stärkeren sozialen Zusammenhalt bis hin zu größerer Lebenszufriedenheit reichen. Auch wenn es keine Belege für systematische „Unterinvestitionen" weder in Human- oder Sozialkapital gibt, werden doch gewisse Bedenken hinsichtlich Verteilung und Qualität beider Kapitalformen geäußert und die Frage untersucht, wie sich diese Aspekte auf das Wohlergehen künftiger Generationen auswirken könnten. Kurzfristig verfügt die staatliche Politik nur über begrenzten Spielraum zur Beeinflussung von Qualität, Niveau und Verteilung des Human- und Sozialkapitals. Langfristig gibt es aber eine Reihe von Bereichen, in denen staatliche, private und ehrenamtliche Akteure zur Verbesserung des Human- und Sozialkapitals beitragen können.

    Abstract: The purpose of this test is to measure the time course of biodegradation of a test substance at low concentration in aerobic natural water and to quantify the observations in the form of kinetic rate expressions. The test is performed in batch by “pelagic test” or “suspended sediment test” to simulate a water body with suspended solids or re-suspended sediment. The test flasks are incubated in darkness at an environmental temperature under aerobic conditions and agitation during 60 days normally. At least two different concentrations of test substance (non-volatile or slightly volatile organic) should be used. The maximum test concentration should be less than 100µg/L (biodegradation following first order kinetics) and the lowest test concentration preferably in the range of ‹1-10µg/L. Two subsamples should be withdrawn from each test flask at each sampling time. Degradation is followed at appropriate time intervals, by measuring either the residual 14C or the residual concentration of test substance. The total mineralisation and the primary biodegradation are determined by a different 14C labeling part of the molecule. Periodic measurements of pH and oxygen concentration in the test system must be conducted.

    Abstract: This Test Guideline is designed to be used for assessing the effects of chemicals in soil on the reproductive output (and other sub-lethal end points) of the earthworm species Eisenia fetida or Eisenia andrei. Adult worms are exposed to a range of concentrations of the test substance either mixed into the soil or applied to the soil surface. The range of test concentrations is selected to encompass those likely to cause both sub-lethal and lethal effects over a period of eight weeks. The limit test corresponds to one dose level of 1000 mg/kg. This study includes the observation of unusual behaviour and morphology, the counting and weighing of the adult worms after the four primary weeks, the number of juveniles hatched at the end of the second 4-week period. The reproductive output of the worms exposed to the test substance is compared to that of the control(s) in order to determine the no observed effect concentration (NOEC) and/or ECx by using a regression model to estimate the concentration that would cause a x % reduction in reproductive output. The test concentrations should bracket the ECx so that the ECx then comes from interpolation rather than extrapolation.
