    Abstract: The latest System of National Accounts (the 2008 SNA) explicitly recognises, for the first time, that expenditures on research and experimental development (R&D) should be recorded as capital formation. This is a natural extension to the 1993 SNA, which recommends recording many acquisitions of software and databases, mineral exploration, and entertainment, artistic and literary originals as capital formation, too. These products have a common characteristic, namely that their value reflects the underlying intellectual property they embody, which is why they are referred to collectively in this publication as intellectual property products (IPPs). But they also share another important characteristic: their measurement is not straightforward, and in the absence of clear guidance it is highly likely that estimates will not be comparable between countries. This Handbook is designed to provide that guidance by considering IPPs collectively, based on their common characteristics, by type, based on any specificities, such as data availability, and by detailed transaction - for example the valuation of IPPs that have been produced for internal use by their developers, the valuation of unsuccessful IPPs, and the production of IPPs produced and made freely available by government.

    Abstract: This report examines why some policy reforms get implemented and others languish by examining 20 structural reform efforts in 10 OECD countries over the past two decades. The case studies cover a wide variety of reform attempts in three key areas: pensions, labour- and product-market regulation. Key factors in the political, economic and reform-specific arenas are identified as helping or hindering reform, and these findings are cross-checked using a relatively simple set of Spearman rank correlations. The report’s two-pronged analytical approach – quantitative and qualitative – results in unique insights for policy makers designing, adopting and implementing structural policy reforms.

    Abstract: The biological sciences are adding value to a host of products and services, producing what some have labelled the “bioeconomy” and offering the potential to make major socio-economic contributions in OECD countries. Using quantitative analyses of data on development pipelines and R&D expenditures from private and public databases, this book estimates biotechnological developments to 2015. Moving to a broader institutional view, it also looks at the roles of R&D funding, human resources, intellectual property, and regulation in the bioeconomy, as well as at possible developments that could influence emerging business models to create scenarios to 2030. These scenarios are included to stimulate reflection on the interplay between policy choices and technological advances in shaping the bioeconomy. Finally, the book explores policy options to support the social, environmental and economic benefits of a bioeconomy.

    Abstract: Piedmont is one of the top ten manufacturing regions in Europe and enjoys the highest levels of business investment in R&D in Italy. Birthplace of the most famous Italian automotive company - Fiat – and home to many heavy engineering and manufacturing firms, the region has long been a central part of the national industrial core. Yet since the early 1970s, the fragility of Piedmont's production system has slowly became evident. This report reviews how Piedmont’s new regional strategy supports innovation and how its efforts can be improved.

    Abstract: Innovation is crucial to long-term economic growth, even more so in the aftermath of the financial and economic crisis. In this volume, the OECD and the World Bank jointly take stock of how globalisation is posing new challenges for innovation and growth in both developed and developing countries, and how countries are coping with them. The authors discuss options for policy initiatives that can foster technological innovation in the pursuit of faster and sustainable growth. The various chapters highlight how the emergence of an integrated global market affects the impact of national innovation policy. What seemed like effective innovation strategies (e.g. policies designed to strengthen the R&D capacity of domestic firms) are no longer sufficient for effective catch-up. The more open and global nature of innovation makes innovation policies more difficult to design and implement at the national scale alone. These challenges are further complicated by new phenomena, such as global value chains and the fragmentation of production, the growing role of global corporations, and the ICT revolution. Where and why a global corporation chooses to anchor its production affects the playing field for OECD and developing economies alike. La buena noticia es que las tecnologías de la información y las comunicaciones (TIC) ofrece una gama de herramientas para alcanzar la promesa del e-gobierno. La mala noticia es que dicha promesa aún no se ha visto reflejada en la realidad. A la fecha, el acercamiento al e-gobierno ha sido conducido con demasiada frecuencia por las soluciones que ofrecen las TIC en lugar de la demanda del usuario. Mientras que las soluciones TIC han sido efectivas para ofrecer servicios en línea, esto ha derivado en la proliferación de sitios web, portales y servicios electrónicos que son incompatibles, confusos y se traslapan… sin mencionar lo costoso que son.Más que agregar simplemente un canal para la distribución de un servicio, el e-gobierno puede mejorar los servicios que el gobierno ofrece. Pero sólo puede suceder como parte de una transformación general de los procesos, la estructura y la cultura del gobierno. Algunos gobiernos de la OCDE están aplicando ahora una nueva “lógica de e-gobierno” que permite a las agencias gubernamentales en red compartir recursos y entregar información y servicios orientados al usuario.     Abstract: This report assesses the current status of Korea’s innovation system and policies, and identifies where and how the government should focus its efforts to improve the country’s innovation capabilities. It finds that Korea has one of the highest rates of spending on R&D in the world, much of which is performed by private firms. It also has a highly educated labour force – as signalled by its impressive PISA performance and exceptionally high rates of tertiary level graduation – with a strong interest in science and technology. However, a number of bottlenecks persist that hamper Korea’s economic convergence with the leading OECD economies. These include a relatively weak SME sector and weak performance in services, as well as lagging capacities to conduct leading-edge research in many areas. Furthermore, Korea faces numerous threats in the mid term, notably increased levels of competition from China and other newly-industrialising economies, the lowest fertility rate in the OECD and an ageing society, and a continuing high dependency on imports of natural resources, particularly hydrocarbons. In the shorter term, the economic crisis offers its own challenges, with the need for some policy adjustments to deal with expected falls in business investment in R&D and growing levels of unemployment among the highly skilled.

Inwieweit sind stärkere Einkommensungleichheiten die Folge größerer Disparitäten bei den persönlichen Erwerbseinkommen der Arbeitnehmer, und welche Rolle spielen dabei andere Faktoren? Wie wirkt sich schließlich die staatliche Umverteilung durch Steuer- und Transfersysteme auf diese Trends aus?Dieser Bericht liefert Befunde dafür, dass die Einkommensungleichheit während der letzten 20 Jahre in den OECD-Ländern fast überall zugenommen hat. Die Publikation enthält eine Reihe von Analysen über die Verteilung der wirtschaftlichen Ressourcen in den OECD-Ländern. Die Daten über Einkommensverteilung und Armut erstrecken sich zum ersten Mal auf alle 30 OECD-Länder zum Stand von Mitte der 2000er Jahre, während bis Mitte der 1980er Jahre zurückreichende Informationen über Trendentwicklungen für rund zwei Drittel der Länder vorliegen.     Abstract: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

Los capítulos de este libro abordan estas preguntas basándose en la experiencia de los países latinoamericanos y asiáticos en desarrollo.Se muestra que las políticas gubernamentales tienen un papel importante por desempeñar, no solamente creando un clima atractivo de inversión para las empresas multinacionales de alto valor agregado, sino además incentivando a empresas locales y extranjeras a invertir en desarrollo de recursos humanos y en investigación y en desarrollo, lo cual facilitaría transferencias de tecnología y elevaría más el atractivo del país como lugar de inversiones. El libro identifica cinco líneas de política relevantes: a) políticas de desarrollo humano sensibles a la demanda, b) políticas bien apuntadas al tipo de inversión extranjera directa conveniente, c) coherencia entre la política de educación inicial y las políticas de educación continua y capacitación, d) políticas que expanden la capacidad de absorción local, y e) políticas que abordan las fallas del mercado de inversión en desarrollo de recursos humanos.Los responsables de las políticas, los tomadores de decisiones de las empresas multinacionales y nacionales, y los académicos pueden encontrar ideas e información de valioso interés en Inversión extranjera directa, tecnología y recursos humanos en los países en desarrollo.

    Abstract: Belgian citizens want the look and feel of a single public sector entity and the provision of integrated e-government services customised to their needs rather than to have to understand the complex division of governmental responsibilities. Belgium already has internationally recognised examples to show: most importantly the transformation of the social sector administration through e-governance tools, and more recently the link of e-government services to administrative-burden reduction. Future transformation will be enabled by the common electronic identity card (eID) that has been adopted by all governments. This report shows that the development and provision of the next generation of user-focused services will require the maximisation of synergies between the federal, regional and community governments and local authorities in Belgium.
