Internationally comparable and timely statistics combined with robust cross-country analyses are crucial to strengthen the evidence base for digital economy policy making, particularly in a context of rapid change. This report presents indicators traditionally used to monitor the information society and complements them with experimental indicators that provide insight into areas of policy interest. The key objectives of this publication are to highlight measurement gaps and propose actions to advance the measurement agenda.

    Kurzfassung: The Dutch economy has been traditionally very competitive among OECD countries. The global financial crisis however has brought new challenges, especially during the second shock, from 2011 onwards. The government’s recovery plan, which includes various measures such as fiscal consolidation, stimulating innovation and sub-national government reform has an important territorial dimension. This review focuses on how sub-national institutions and development can help the Netherlands meet its challenges. In the short-term, factors such as the contribution of all regions, better use of resources, and more efficient provision of goods and services can help the recovery. In the long term, improving national competitiveness will largely depend on a strong performance of the polycentric city structure, which characterises the Netherlands. The key policy areas explored in this review include: the recently created top-sector innovation policy; decentralisation; and territorial reforms such as municipal and provincial re-scaling through mergers or co-operation.

It provides an overview of the two themes of modernisation and innovation, focusing on identifying the attributes of the modern rural economy and showing how it differs from the traditional rural economy and from metropolitan economies. It also shows how rural innovation is a key driver of rural economic growth using patents as a measure. The second part of the book consists of four chapters that offer evidence of rural regions’ potential to contribute to national economic growth. In addition, each provides useful context for Part I by outlining four different perspectives on the process of modernisation and innovation, and specifically, how they can take place in the rural territories of OECD countries. In each paper, the authors explore the opportunities and impediments to these twin processes and how government policy can help or hinder them.

    Kurzfassung: In response to the ongoing economic crisis, Italy is undertaking a series of critically important reforms, combining pro-growth policies with severe austerity measures to achieve fiscal consolidation. The success of these structural reforms will rely heavily on the capacity of the government to restore trust in its ability and commitment to guide the country towards sustainable economic growth. At the time of this publication, however, less than a quarter of Italian citizens trusted the quality of government decision-making. Concerns over public integrity and corruption stand out as key elements underlying this prevailing lack of trust. To restore the deficit of trust in the Italian government, the public sector needs to be embedded within a comprehensive integrity framework. Law 190 of November 6, 2012 (the Anti-Corruption Law) enshrines public sector integrity management and strengthens existing corruption prevention provisions through the designation of a new anti-corruption authority, a detailed framework for the adoption of a national anti-corruption plan, and new provisions regarding the conduct and prevention of conflict of interests in the public sector. This OECD Integrity Review provides guidance on the implementation of key integrity and corruption prevention elements of the Law, most notably those concerning institutional coordination, the regulation of conduct and whistleblower protection, and management of integrity risks in public sector activities. The review concludes each chapter with proposals for action, with OECD member countries’ best practices in mind, with the ultimate goal of supporting Italy in its efforts to enhance integrity in the public sector and restore trust.

    Kurzfassung: This Inventory is concerned with direct budgetary transfers and tax expenditures that relate to fossil fuels, regardless of their impact or of the purpose for which the measures were first put in place. It has been undertaken as an exercise in transparency, and to inform the international dialogue on fossil-fuel subsidy reform. For each of the 34 OECD countries covered, the Inventory provides a succinct summary of its energy economy, and of the budgetary and tax-related measures provided at the central-government level (and, in the case of federal countries, for selected sub-national units of government) relating to fossil-fuel production or consumption. The transfers associated with these measures are reported for recent years using the Producer Support Estimate (PSE) and Consumer Support Estimate (CSE) as organising frameworks. These frameworks have already been used extensively by the OECD, most notably in respect of agriculture. The Inventory covers a wide range of measures that provide a benefit or preference for a particular activity or a particular product, either in absolute terms or relative to other activities or products, against a specified baseline. Many measures listed in this inventory are relative preferences within a particular country’s tax system rather than absolute support that can be readily compared across countries, and for that reason no national totals are provided.

    Kurzfassung: This report synthesises the findings from six case studies of urban green growth policies, four at city level (Paris, Chicago, Stockholm, Kitakyushu) and two at the national level (China, Korea). It offers a definition of urban green growth and a framework for analysing how it might play out in different types of cities. It demonstrates the importance of urban policies for achieving national environmental policy goals and discusses the increased efficiency of policy intervention at the urban level. It identifies urban activities to reduce environmental impact that are most likely to contribute to the policy priorities of job creation, urban attractiveness, metro-regional supply of green products and services, and increased urban land values. It also provides guidance on addressing potential financing and governance challenges that may arise in pursuing urban green growth. Finally, the report offers a preliminary proposal for how green growth in cities could be measured.

    Kurzfassung: The need to reform water policies is as urgent as ever. Water is essential for economic growth, human health, and the environment. Yet governments around the world face significant challenges in managing their water resources effectively. The problems are multiple and complex: billions of people are still without access to safe water and adequate sanitation; competition for water is increasing among the different uses and users; and major investment is required to maintain and improve water infrastructure in OECD and non-OECD countries. Despite progress on many fronts, governments around the world are still confronted with the need to reform their existing water policies in order to meet current objectives and future challenges. Building on the water challenges identified by the OECD Environment Outlook to 2050, this report examines three fundamental areas that need to be addressed whatever reform agendas are pursued by governments: financing of the water sector; the governance and institutional arrangements that are in place; and coherence between water policies and policies in place in other sectors of the economy. The report provides governments with practical advice and policy tools to pursue urgent reform in their water sectors.

    Kurzfassung: Regulations are indispensable to the proper functioning of economies and societies. They underpin markets, protect the rights and safety of citizens and ensure the delivery of public goods and services. At the same time, regulations are rarely costless. Businesses complain that red tape holds back competitiveness while citizens complain about the time that it takes to fill out government paperwork. More worrying still, regulations can be inconsistent with the achievement of policy objectives. They can have unintended consequences and they can become less effective or even redundant over time. The 2008 financial crisis, and the ensuing and ongoing economic downturn are stark reminders of the consequence of regulatory failure. Reflecting the importance of getting regulation right, this report encourages governments to “think big” about the relevance of regulatory policy. It assesses the recent efforts of OECD countries to develop and deepen regulatory policy and governance. It evaluates the comprehensive policy cycle by which regulations are designed, assessed and evaluated, revised, and enforced at all levels of government. It describes progress developing a range of regulatory management tools including consultation, Regulatory Impact Assessment, and risk and regulation. It also illustrates more nascent effort to promote regulatory governance including creating accountability and oversight of regulatory agencies and creating a “whole of government” approach for regulatory design and enforcement. The report provides ideas on developing a robust regulatory environment, a key to returning to a stronger, fairer and more sustainable growth path.

La confiscation et le recouvrement des produits générés par la corruption transnationale sont des éléments fondamentaux du cadre international de lutte contre la corruption d’agents publics étrangers. Le chapitre 1 présente le cadre juridique international avec les différents modes de traitement des produits de la corruption active et recense les recours juridiques existant dans les différents pays ou territoires ainsi que la manière dont ces recours peuvent entrer en interaction. Le chapitre 2 définit les cinq principaux types de corruption active et analyse comment ils pourraient être quantifiés. Chaque système est illustré par des exemples de pays tirés de pays utilisant des méthodes de quantification, ainsi que de commentaires sur certaines difficultés pratiques rencontrées pour calculer les produits.     Kurzfassung: In 2005, OECD published a stocktaking of the corporate governance framework in the Organisation’s member countries. This publication was the basis on which the OECD Guidelines on Corporate Governance of State-Owned Enterprises (the “SOE Guidelines”) was developed. It has been widely quoted in academic literature, in official documents and by practitioners. However, the SOE landscape in OECD countries has changed significantly since 2005 and four new countries have become members of the Organisation. This publication provides an update of changes since 2005, organised according to the main sections of the SOE Guidelines: the legal and regulatory framework for SOEs, the state acting as an owner, equitable treatment of shareholders, relations with stakeholders, transparency and disclosure, and the responsibilities of the boards of SOEs.

    Kurzfassung: The markets for goods and services have undergone significant changes over the past 20 years. Regulatory reform, global markets, new technologies and growth in the role of services in economic activity have driven the changes which, in many instances, have provided significant benefits to consumers. Relatively little attention has been paid to the challenges these developments have posed for consumers. More choice and more complexity in many markets have made it increasingly difficult for them to compare and assess the value of products and services. The challenges for consumers have raised similar challenges for the government authorities responsible for protecting them from unfair commercial practices and fraud. This book examines how markets have evolved and provides insights for improved consumer policy making. It explores, for the first time, how what we have learned through the study of behavioural economics is changing the way policy makers are addressing problems.

    Kurzfassung: This review presents a general picture of the overall regulatory reform frameworks in Italy, examining quality regulation, competition policy and professional services. The review also offers a special focus on multi-level governance, where key issues include local public services, commercial distribution, local transport and energy. The review finds that Italy has made significant progress using regulatory reform since the first OECD review in 2001. Administrative simplification and the increasing role of competition policy, combined with devolution of state powers to regions, have helped. But there are still key challenges for regulatory policy and its implementation, including enforcement, capacity in the civil service, impact analysis for evidence-based decision-making, and building a culture of consultation. The current global economic crisis is an opportunity for Italy to further clarify how the state intervenes in the economy, to improve multi-level co-ordination, and to expand competition in specific sectors.

    Kurzfassung: The MENA-OECD Governance Programme supports public sector reform in the Middle East and North African (MENA) region. Since its inception in 2003, the programme has helped the region to improve institutions for good governance through continuous policy review and reform. The need to accelerate economic growth has been the primary impetus, but MENA governments are increasingly implementing reform to improve public sector performance and to meet citizens’ needs for higher quality education and health care, a safer and cleaner environment, and transparent and responsive government. Going forward, reforms will also be driven by equity and sustainability concerns. This report offers a perspective on the progress made in public management in the MENA region since 2005. It reviews achievements in implementing public governance reform in nine areas: human resource management, public finance, integrity, regulation and law drafting, administrative simplification, e-government, public-private partnerships, gender, and water resource management. The report presents case studies on key policy reforms and outlines common characteristics across the region as well as the specific conditions and circumstances in MENA countries and economies.

    Kurzfassung: “Too much ‘red tape’!” is one of the most common complaints from businesses and citizens in OECD countries. Administrative simplification is a regulatory quality tool to review and reduce administrative and regulatory procedures. It has remained high on the agenda in most OECD countries over the last decade and continues to be so. Countries’ efforts to strengthen their competitiveness, productivity and entrepreneurship during the current recession have made simplification efforts even more urgent. Until now, efforts to reduce administrative burdens have primarily been driven by ambitions to improve the cost efficiency of administrative regulations, as these impose direct and indirect costs on regulated subjects. Many countries will finish their current projects over the next few years and must decide how to continue their efforts and how to make them more efficient. This report looks beyond 2010 and presents policy options for administrative simplification that are in line with current trends and developments. It provides policy makers with guidance on the available tools and explains common mistakes to be avoided when designing, undertaking and evaluating administrative simplification programmes.

    Kurzfassung: The movement of personnel between employment in the public and private sectors, referred to as the “revolving door” phenomenon, raises particular attention in the context of the response of governments to the financial and economic crisis. This OECD survey of 30 member countries shows that the vast majority of countries have established basic standards for preventing post-public employment conflict of interest. But few have tailored these standards to address risk areas and professions such as regulators or public procurement officials. Enforcing standards and imposing suitable sanctions remains a challenge for many countries. The principles presented in this volume serve as a point of reference for policy makers and managers to review and modernise post-public employment policies. It is part of the pathfinding efforts of the OECD to promote public sector integrity for cleaner, fairer and stronger economies.

    Kurzfassung: This publication reviews measures taken to support investment policy and governance reforms in Iraq. It finds that Iraqi parliamentary elections, held without major security incidents in March 2010, are the latest in a series of indicators suggesting that the country may be achieving greater stability in governance and security - a key prerequisite for foreign and domestic investment, growth and job creation. Furthermore, the business environment is gradually improving as a result of an ongoing institutional capacity building process supported by the international community. The MENA-OECD Initiative on Governance and Investment for Development is part of this effort, playing a key role in building the capacity of the National Investment Commission and its one-stop shop for investment licensing. The Initiative has helped raise awareness on corruption and bribery issues, provided training for the negotiators of international agreements, and advised on implementing regulations for the landmark Investment Law of 2006. This publication examines these issues, and MENA-OECD involvement in advancing them, for the period 2007-2008.

    Kurzfassung: This review of regional innovation assesses how to improve Catalonia's current strategy and actions in order to boost its innovation system through both its own programmes and those of Spain and the European Union. It finds that with over seven million inhabitants and a GDP of around EUR 204 billion, Catalonia is not only an important region within Spain, but within the OECD as well. Indeed, its economic output is similar to countries like Portugal and Norway. The region experienced massive population growth over the past decade, due to immigration, which in part drove GDP growth. However, Catalonia’s productivity is slipping, relative to other OECD regions, necessitating the transition to a productivity-driven growth model through a stronger regional innovation system. The region has successfully strengthened its research base, with investments in R&D having increased four-fold over the past decade. Catalonia is now mobilising actors across the innovation system in regional centres, such as Barcelona, to improve productivity and address social challenges.

    Kurzfassung: In all OECD countries, governments collect revenues through taxes and redistribute this public money, often by obligatory spending on social programmes such as education or health care. Their tax systems usually include “tax expenditures” – provisions that allow certain groups of people, such as small businessmen, retired people or working mothers, or those who have undertaken certain activities, such as charitable donations, to pay less in taxes. The use of tax expenditures by governments is pervasive and growing. At a time when many government budgets are threatened by population ageing and adverse cyclical developments, there is a pressing need to avoid inefficient government programmes, some of which may utilise tax expenditures. This book sheds light on the use of tax expenditures, mainly through a study of ten OECD countries: Canada, France, Germany, Japan, Korea, Netherlands, Spain, Sweden, the United Kingdom and the United States. This book will help government officials and the public better understand some of the technical and policy issues behind the use of tax expenditures. It highlights key trends and successful practices, and addresses a broad range of government finance issues, including tax policy making, tax and budget efficiency, fiscal responsibility and rule making.

    Kurzfassung: OECD countries have made significant reform progress in recent decades, in fields as diverse as competition policy, health care and the environment. How have they done it? And why have reforms advanced in some places and stalled in others? This collection of essays analyses the reform experiences of the 30 OECD countries in nine major policy domains in order to identify lessons, pitfalls and strategies that may help foster policy reform in the future. While taking full account of the tremendous differences in the political and institutional settings in which these reforms were undertaken, the authors highlight a number of common challenges and potential solutions that hold good across both countries and issue areas. They show that the scope for cross-national policy learning is enormous. The importance of such reform lessons is all the greater in the wake of the global financial and economic crisis. As OECD governments confront the challenge of trying to restore public finances to health without undermining the recovery, they will need to pursue a careful mix of fiscal policies and growth-enhancing structural reforms. Designing, adopting and implementing such a policy mix will require the crafting of effective reforms and effective strategies for implementing them.

    Kurzfassung: This review of regulatory reform in Australia comes at the right time to capture the attention of the OECD community. Australia has successfully weathered the worst effects of the current economic crisis. The resilience of the Australian economy, in the face of the deepest and most widespread recession in over fifty years in OECD countries, can in part be attributed to Australia’s current and past regulatory reforms. Australia has built strong governance foundations for the development of good regulatory management and competition policies, which are likely to be conducive to economic growth. It aims to reinvigorate a wide agenda of national reforms and to embed past reform achievements in new working arrangements between the Commonwealth and the States. This reform agenda is likely to yield substantial economic benefits for years to come, but demands joint participation and commitment from both the Commonwealth and all States. Maintaining the momentum for reform is a critical challenge, which requires a strategic vision as well as strenuous efforts to promote change and to establish a culture of continuous regulatory improvement. Australia is one of many OECD countries to request a broad review by the OECD of its regulatory practices and reforms. This review presents a general picture , set within a macroeconomic context, of regulatory achievements and challenges, including regulatory quality at the Commonwealth level as well as across levels of government, competition policy and market openness. It also provides a special focus on Commonwealth-state relationships.

    Kurzfassung: Dedicated public-private partnership (PPP) units are organisations set up with full or partial aid of the government to ensure that the skills needed to handle third-party provision of goods and services are made available and clustered together within government. Such units enhance the capacity of government to successfully manage the risks associated with a growing number and value of PPPs. Although a relatively recent phenomenon, in 2009 more than half of all OECD countries reported the existence of a dedicated unit of some kind. This book provides an overview of dedicated PPP units in OECD countries, including case studies covering: the State of Victoria (Australia), Germany, Korea, South Africa (an OECD enhanced engagement country), and the United Kingdom. It examines the functions and locations of dedicated PPP units, the role they play in the procurement process and the lessons learned for other countries that have already established or are considering establishing a dedicated PPP unit. This report is the second in a series of OECD country reviews that look at governance and public management issues from a comprehensive perspective. These reviews help countries to identify how reforms can better reinforce each other in support of overall government objectives. They also examine reform strategies that have worked in other countries and provide advice as to which reforms can be appropriately adapted to a given country.

    Kurzfassung: The spectacular success of several well-known new ventures in technological fields, which in little more than a decade have jumped from the state of start-ups to that of top international businesses, has pointed to innovation as a key factor in the high growth of firms. These high-growth enterprises often drive job creation and innovation, so policy makers are increasingly making such companies a key focus. Specifically, how can government policy foster the creation of more high-growth enterprises; what are the growth factors, and how can they be leveraged; what are the appropriate ways to provide such support? To help answer these questions, this report presents findings from two new research studies: (1) reports from 15 countries (Australia, Brazil, Canada, Chile, Czech Republic, Finland, France, Italy, Japan, Mexico, Netherlands, Portugal, Spain, Switzerland and Tunisia) that provide interesting insights into the operations of and challenges faced by high-growth enterprises; (2) a policy survey by the OECD Working Party on SMEs and Entrepreneurship, which reviewed more than 340 programmes that policy makers in 24 countries have put in place to support the growth of enterprises. Some of this report’s findings may surprise: any firm can be a growth company; growth is almost always a temporary phase; high-growth small firms are funded mostly by debt, not equity. These and many more insights are summarised and analysed, providing policy makers with ideas on how to power growth at the firm level.

    Kurzfassung: Expecting substantial savings and improved public services – a trend further accentuated by the financial and economic crisis beginning in 2008 – OECD countries have invested in the development of e-government services over the past 10-15 years. However, despite the initial exceptional take-up, governments later saw low adoption and low use of e-government services which are still far from satisfactory today. This report gives a broad description of the shift in governments' focus on e-government development – from a government-centric to a user-centric approach. It gives a comprehensive overview of challenges to user take-up of e-government services in OECD countries and of the different types of approaches to improving it. The monitoring and evaluation of user take-up are also discussed, including the existence of formal measurement frameworks. Good practices are presented to illustrate the different concrete approaches used by OECD countries.

This report examines the strategies and instruments that governments use to ensure compliance with pollution prevention and control regulations, particularly in the industrial sector. It compares the compliance assurance systems of six OECD countries – Finland, France, Japan, the Netherlands, the United Kingdom and the United States – as well as those of China and Russia. The report provides policy makers, environmental regulators, and other stakeholders with a comprehensive analysis of the design, management aspects, and the main elements of government compliance and enforcement programmes. Focusing on compliance promotion, compliance monitoring, and non-compliance response, it identifies and compares good practices, sets them in context of different countries’ regulatory cultures and highlights the key international trends.

    Kurzfassung: China has made enormous progress in developing the modern legal and regulatory foundation for the market economy. The private sector is now the main driver of growth, and new laws have gone a long way toward establishing private property rights, competition, and mechanisms for entry and exit comparable to those of many OECD countries. At the same time important challenges remain, including further clarification of the scope of state ownership, reform of relations among central and local governments, firmer establishment of the rule of law, and strengthening of regulatory institutions and processes. This review of China's regulatory system focuses on the overall economic context for regulatory reform, the government’s capacity to manage regulatory reform, competition policy and enforcement, and market openness. The review also examines the regulatory framework in the electricity, water and health care sectors. As for OECD countries, the review follows a multidisciplinary and highly interactive approach. A number of OECD instruments and policies are used in this assessment, although the review also takes into account the specific challenges faced by the Chinese authorities. The review includes a comprehensive set of policy recommendations.

    Kurzfassung: Why do some regions grow faster than others, and in ways that do not always conform to economic theory? This is a central issue in today’s economic climate, when policy makers are looking for ways to stimulate new and sustainable growth. OECD work suggests that there is no one-size-fits-all answer to regional growth policy. Rather, regions grow in very varied ways and the simple concentration of resources in a place is not sufficient for long-term growth. This report draws on OECD analysis of regional data (including where growth happens, country-by-country), policy reviews and case studies. It argues that it is how investments are made, regional assets used and synergies exploited that can make the difference. Public investment should prioritise longer-term impacts on productivity growth and combine measures in an integrated way. This suggests an important role for regional policies in shaping growth and economic recovery policies, but also challenges policy makers to implement policy reforms.

    Kurzfassung: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

    Kurzfassung: The OECD DAC Handbook on Security System Reform: Supporting Security and Justice provides guidance to operationalise the 2005 DAC Guidelines, Security System Reform and Governance, and closes the gap between policy and practice. It largely follows the external assistance programme cycle and contains valuable tools to help encourage a dialogue on security and justice issues and to support a security system reform (SSR) process through the assessment, design and implementation phases. It also provides new guidance on monitoring, review and evaluation of SSR programmes, and highlights how to ensure greater coherence across the different actors and departments engaged in SSR.

    Kurzfassung: The Southeast Asian region has experienced remarkable economic dynamism in the past few decades. An interesting feature of recent developments in the region, is that in spite of its diversity, several initiatives have been launched towards integration. The peer review mechanism has been a tried and tested instrument for OECD member states to work together successfully over the past decades. This tool could benefit the Southeast Asian region as it helps identify good practices, establish standards and principles and ultimately improve the performance of participating economies. This publication presents the proceedings of a conference in which the possible application of peer reviews to address regional and domestic challenges in Southeast Asia were discussed.

    Kurzfassung: Is life getting better? Are our societies making progress? Indeed, what does “progress” mean to the world’s citizens? For a good portion of the 20th century there was an implicit assumption that economic growth was synonymous with progress: an assumption that a growing GDP meant life must be getting better. But we now recognise that it isn’t quite as simple as that. Access to accurate information is vital when we come to judge our politicians and hold them accountable. But access to a comprehensive and intelligible portrait of that most important of questions - whether or not life has got and is likely to get better - is lacking in many societies. The OECD’s 2nd World Forum on Statistics, Knowledge and Policy 'Measuring and Fostering the Progress of Societies' held in Istanbul in June 2007 brought together a diverse group of leaders from more than 130 countries to debate these issues. These proceedings contain 40 papers presented at the Forum.

    Kurzfassung: Ireland's economic success story is one that many OECD countries would like to emulate. Of the many factors linked to this success, understanding the public sector’s role is key. Integration matters. The key public service reform challenge for Ireland going forward is for the different parts of the Irish Public Service to work cohesively together, with a more integrated approach at the national and local levels. This book provides an overview of the Irish Public Service, its fiscal and demographic context, and looks at capacity and motivation issues, improving service delivery, and strengthening governance. It also provides four case studies and a series of recommendations. This report is the first in a series of OECD country reviews that will look at public management reform and governance issues from a comprehensive perspective. These reviews will help countries to identify how reforms can better reinforce each other in support of overall government objectives. They also examine reform strategies that have worked in other countries and provide advice as to which reforms can be appropriately adapted to a given country.

    Kurzfassung: Reducing the time for registering a company from weeks and months to under one hour is a concrete result of a unique and ambitious initiative in Portugal to make the public sector more efficient and effective. The Simplex initiative aims at making life easier for citizens and businesses. It focuses on how e-government can be used as a lever for broader administrative simplification, making service delivery more coherent and efficient. This is the first integrated study undertaken by the OECD to analyse administrative simplification and e-government in a national context. By bringing those two areas together in the context of public management reform, this review helps countries identify how these reform activities can best support overall government performance and economic growth.

Yet, in the wake of massive losses in manufacturing employment over the past few decades, the region is having to adapt in order to catch up to more prosperous regions in the UK and remain competitive globally. Like many regions around the OECD, the North of England is seeking to support economic development through innovation, with strategies that build on the region's heritage while also looking to develop new strengths. This report reviews how both national policy and regional strategies support innovation in the North and how these efforts could be improved. It will be of interest to policy makers, firms and others active in promoting innovation and regional economic development.

    Kurzfassung: The debate on a market-based economy has now entered a new phase in Brazil, addressing the broader context of quality regulation and the reduction of regulatory risk. The improved macroeconomic situation and the progress made by the sectoral regulatory agencies have paid off, and there is also wider social participation in the improvement of the regulatory framework with a stronger consumer engagement. But Brazil still needs to further improve its capacities for regulatory quality and increase transparency and accountability in the system to reinforce regulatory performance. This review analyses the challenges of strengthening regulatory governance in Brazil to improve economic growth, with appropriate regulatory frameworks for core infrastructure sectors. Improved institutional capacities would also enhance support for regulatory policy across various government areas. Setting up an appropriate architecture for sectoral regulatory agencies and balancing autonomy with accountability will contribute to improved governance. Challenges include consolidating the autonomy and status of Brazilian regulatory authorities, reinforcing the strategic organisation for planning and decision making, increasing social accountability mechanisms, and improving co-ordination with competition authorities. Regulatory reform will help Brazil boost growth opportunities, and improve the quality and value of core services provided to its citizens. Brazil requested this broad review by the OECD of its regulatory practices and reforms. The review presents a general picture of the overall frameworks to assure high quality regulation with a special focus on four core infrastructure sectors: power, private health insurance, land transport and telecommunications.

    Kurzfassung: Belgian citizens want the look and feel of a single public sector entity and the provision of integrated e-government services customised to their needs rather than to have to understand the complex division of governmental responsibilities. Belgium already has internationally recognised examples to show: most importantly the transformation of the social sector administration through e-governance tools, and more recently the link of e-government services to administrative-burden reduction. Future transformation will be enabled by the common electronic identity card (eID) that has been adopted by all governments. This report shows that the development and provision of the next generation of user-focused services will require the maximisation of synergies between the federal, regional and community governments and local authorities in Belgium.

    Kurzfassung: Of all government activities, public procurement is most vulnerable to corruption. In OECD countries, bribery by international firms is more pervasive in public procurement than in utilities, taxation, or judiciary. Most international efforts to fight corruption have focused exclusively on the bidding process. But this is only the tip of the iceberg. Recent corruption scandals have spotlighted grey areas throughout the whole public procurement cycle, including in needs assessment and contract management. Reform efforts have also often neglected exceptions to competitive procedures such as emergency contracting and defence procurement. This book offers practical insights into how the profession of procurement is evolving to cope with the growing demand for integrity, drawing on the experience of procurement practitioners as well as audit, competition and anti-corruption specialists. It provides, for the first time, a comparative overview of practices meant to enhance integrity throughout the whole procurement cycle, with examples from both OECD and non-OECD countries.

    Kurzfassung: Public works contracts mean big business. From road-building to high-tech communication infrastructure, public procurement averages 15% of GDP in OECD countries--substantially more in non-OECD economies--and it is a major factor in the world trade of goods and services. Given the growing complexity of bribe schemes in today’s globalised markets, the problem is how to identify corruption in public procurement so governments can work toward effective prevention and apply sanctions if necessary. This report provides insights on all three fronts. Based on contributions from law enforcement and procurement specialists, the report describes how bribery is committed through the various stages of government purchasing; how bribery in public procurement is related to other crimes, such as fraud and money laundering; and how to prevent and sanction such crimes. The typical motivations and conduct of the various actors engaging in corruption are also highlighted, as well as ten case studies.

Neither the “romantic preservationist” nor the “bulldozing moderniser” approach promises an adequate solution. Incorporating informal institutions in development strategies — whether by taking advantage of them in their existing state, by seeking to optimise their impact or by providing incentives to change them — will be instrumental in improving development outcomes, including achieving the Millennium Development Goals.

    Kurzfassung: The Baltic Sea Region is rapidly becoming one of the world’s more competitive regions. The region is capitalising on its strengths and making the most of its diversity to stimulate innovation, build a strong pool of skilled labour and foster entrepreneurship. A deep spirit of co-operation and integration has led the Baltic Sea countries to set up ambitious governance frameworks to pursue economic development objectives jointly from Oslo to St. Petersburg. Yet major challenges at the local level lie ahead for the Eastern shores of the Baltic, where economic transition still needs to be accompanied by more innovative strategic planning, new forms of governance and dynamic civic entrepreneurship. Policies will need to be made more adaptable and capacities will need to be strengthened if prosperity and living standards are to increase on the Baltic Rim. Fortunately, the Baltic Sea Region includes some of the world’s most innovative countries. From Denmark to Finland, the Region possesses a breadth of experience in facilitating policy co-ordination, adjusting policy to local conditions and involving business and civil society in shaping policy measures. There is a great deal that other countries can learn from this experience in setting up partnerships, regional strategic frameworks and other forms of governance. The learning process has already started, with the Baltic Rim becoming a unique laboratory for governance. This book analyses the new governance developments in the Baltic States and Northwest Russia and provides suggestions on how to speed up this progress. It is essential reading for all stakeholders in the Baltic Sea Region and for those elsewhere wishing to apply emerging lessons to their region of the world.

    Kurzfassung: This review analyses the Swedish institutional framework for better regulation. In recent years Sweden has made a remarkable recovery, benefiting from deregulation efforts undertaken in the early to mid 1990s. Sweden places a strong emphasis on high standards of social welfare and a strong governance framework, which foster consensus. To preserve its ambitious social and environmental goals, Sweden needs to maintain its strong economic performance. A number of challenges should be addressed, such as the labour market, the performance of the public sector and the strengthening of competition. Entrepreneurship also should be stimulated, and further efforts have to be made to reduce administrative burdens. To create momentum for reform, Sweden needs to promote a strategic vision, improve the process for impact assessment, and strengthen co-ordination between national and local levels of government. The benefits of reform need to be more widely understood by all stakeholders and citizens. Regulatory reform will help Sweden take advantage of globalisation and technological innovation, and meet the demands of citizens for high-quality public services. Sweden is one of many OECD countries to request a broad review by the OECD of its regulatory practices and reforms. This review presents an overall picture, set within a macroeconomic context, of regulatory achievements and challenges including regulatory quality, competition policy, and market openness. Its special focus is on regulatory governance across levels of government as well as environmental policy.     Kurzfassung: E-Government in Hungary has been driven by the overarching national goal to integrate Hungary in the European Union. Strong political leadership has lead to results in a short space of time, including the online availability of 20 core e-government services benchmarked by the EU, as well as other transactional services. The review draws several important lessons from the Hungarian experience: Hungary has moved forward by adopting international good practices, rather than re-inventing the wheel. In order to continue progress, however, Hungary needs to focus on the bigger picture which means using e-government to improve the efficiency and effectiveness of the public sector, i.e. better government, not more government. This review also identifies the challenges that Hungary will face in order to meet these new objectives.

    Kurzfassung: Putting aside the euphoria of supporters of public-private dialogue (PPD) and the doom prophecies of its detractors, this analysis identifies the advantages that it can bring, while cautioning against the very real dangers it can present to fragile states and relatively recent democracies. The type of state involved, the level of organisation within the national private sector and the kind of support offered by donors all have an influence on the potential and real success of PPD.
