    Abstract: Investigating over twenty cases where exports from developing countries faced new environmental requirements, this OECD report examines how environmental requirements can be trade barriers for developing countries. These case studies, covering a diverse number of products and exporting countries, trace a number of environmental regulations, standards and labelling schemes, from conception through implementation. In so doing, they highlight the difference that sensitivity to potential trade effects can make when designing environmental regulations and standards. They also show that timely technical assistance has played a crucial role in helping exporters from developing countries adjust to new environmental requirements without suffering adverse trade effects.

    Abstract: Policy Coherence for Development: Promoting Institutional Good Practice sets out the latest thinking on institutional approaches to help governments achieve policy coherence in support of development. It provides a synthesis of lessons learned from peer reviews of OECD countries, specific case studies, and recent workshops involving senior government officials. It offers practical ways forward for mustering political will, building analytical capacity, improving co-ordination mechanisms, and taking action in specific priority areas. It suggests an analytical framework to help assess and compare how well countries join-up policies across government to meet agreed development goals. Achieving policy coherence is one of the most difficult political and economic challenges of development, and this book highlights examples of good institutional practice among OECD countries in addressing this issue.

    Abstract: This publication continues efforts by the OECD’s Development Assistance Committee (DAC) to develop tools and instruments for conflict prevention and for improving security and stability in the long term. The guidance underlines the positive role that the integrated reform of a country’s security system can play in stabilising fragile, conflict-prone or conflict affected states. This includes not only the armed forces, police and gendarmerie, intelligence services and justice and penal systems, but also the civil authorities responsible for oversight and democratic control.Part I contains a policy statement and paper endorsed in 2004 by development ministers and agency heads of the DAC and by the OECD council. It sets out the key concepts of security system reform (SSR) and suggests ways to support it in developing countries, taking into account regional dynamics. In Part II, a lead consultant examines the origins of the SSR agenda and the challenges that donors face in promoting it in partner countries. The Annex to the publication contains work by an expert working in each of the four regions: Africa, Asia-Pacific, Latin America and the Caribbean, and South-east Europe, the Baltics and the CIS. It sets out their assessment of the changes that are taking place in the way that developing countries in these regions think about security and provides an account and analysis of individual reform activities currently being undertaken.

    Abstract: This publication presents the current situation with regard to the magnitude and economic impact of migrants’ remittances to their countries of origin. In 2004, remittances exceeded official development aid in several emigration countries: they totalled USD 126 billion according to IMF estimates. The book surveys the channels used to collect these funds; the role of banking systems and other financial institutions; the introduction of new technologies and their impact on fund collection; how the funds are transferred; and how to reduce the costs. Focus is also placed on the different ways in which migrants themselves participate -- together with non-governmental organisations, host countries and sending countries -- to open up new avenues for policies on development aid and co-development. The direct role that migrants can play at the local level is highlighted.     Abstract: Public procurement – the purchase of goods and services by governments and state-owned enterprises – accounts for about 15 per cent of GDP in OECD countries and is highly exposed to corruption. Both public and private actors in the procurement process may be tempted to divert goods and services or public funds for their personal use. To identify “weak links” in the public procurement process where the risk of corruption is high, to explore the best ways of improving transparency and accountability and to identify effective actions to prevent, detect and sanction corruption in this field, the OECD organised a Global Forum on Governance event on “Fighting Corruption and Promoting Integrity in Public Procurement”, hosted by the French Ministry of Economy, Finance and Industry in Paris in November 2004.     Abstract: These proceedings of the 16th International Symposium on Theory and Practice in Transport Economics sketch a broad overview of transport economics research since the inception of the ECMT in 1953 and map out the directions for future work.     Abstract: These workshop proceedings deal with the local partnership methodology employed in Belgium in order to develop an integrated proposal to the national government to construct and operate a disposal facility for low-level radioactive waste that is adapted to local conditions. The partnerships were formed among representatives of local organisations in affected communities and representatives of the Belgian national radioactive waste management agency. Insights are provided into a unique - and so far very successful - governance approach to dealing with interests, values and knowledge in managing risk.

US Federal Reserve Chairman Alan Greenspan opened the conference by stressing the crucial importance of flexibility in enhancing economic welfare and economic growth, cautioning policy makers to "be careful when utilisng subsidies as they have exceptionally negative long-term implications".     Abstract: These conference proceedings present a series of evaluations of agri-environmental policies in OECD countries. They examine how effective the policies have been in achieving objectives and what policy makers have learned about the design and implementation of their policies. These proceedings show that different methods of policy evaluation are complementary. Most countries focus on evaluating the environmental effectiveness rather than the economic efficiency of policies, using physical indicators rather than monetary values. Many policies are achieving their environmental objectives, but are taking longer than originally anticipated. The initiative being taken in many countries to incorporate monitoring and data collection into programme design and implementation is a positive development. But a number of steps need to be taken to improve the quality of evaluations, including the better articulation of policy goals and objectives, improving data quality and establishing baselines for comparison.
