    Kurzfassung: Local governments have the power to influence the energy choices of their citizens. Many cities and towns have already encouraged energy efficiency measures. Even so, as demand for energy services continues to grow, the energy infrastructure that every city and town depends on will need to be expanded, upgraded or replaced. This provides the opportunity to increase the deployment of renewable energy technologies and decentralised energy systems, and hence gain the multi-benefits of increased energy security, climate change mitigation and sustainable development, but also the social benefits of reduced air pollution, such as improved health and employment. Many combinations of policies have been employed to stimulate local renewable energy development. These policies include: local governance by authority; providing resources; enabling private actors; leading by example; allowing self-governance. Mega-city mayors, down to small-town officials, have successfully introduced such policies, although these vary with location, local resources and population. Cities, Towns and Renewable Energy – “ Yes In My Front Yard “ includes several case studies chosen to illustrate how enhanced deployment of renewable energy projects can result, regardless of a community’s size or location. The goals of this report are to inspire city stakeholders by showing how renewable energy systems can benefit citizens and businesses, assist national governments to better appreciate the role that local municipalities might play in meeting national and international objectives, and help accelerate the necessary transition to a sustainable energy future.

    Kurzfassung: This book presents 25 energy efficiency recommendations from the IEA which could, if implemented globally without delay, reduce global CO2 emissions by 8.2 gigatonnes per year by 2030 – equivalent to roughly two-times the amount of current EU CO2 emissions. This innovative book provides the first assessment of IEA member countries’ progress on implementing energy efficiency policy. Using a rigorous evaluation process, it finds that while these countries are implementing a full range of energy efficiency measures, their efforts fall short. Pressing energy, climate and financial challenges require even more energy efficiency policy action – particularly in the transport sector. To address this action gap, IEA member countries must urgently ramp up their energy efficiency policy efforts. The IEA and its member countries can play a critical role in promoting the Agency’s call for “Worldwide Implementation Now” (W.I.N.) of energy efficiency. What will it be? W.I.N or lose the opportunity?

This report examines the strategies and instruments that governments use to ensure compliance with pollution prevention and control regulations, particularly in the industrial sector. It compares the compliance assurance systems of six OECD countries – Finland, France, Japan, the Netherlands, the United Kingdom and the United States – as well as those of China and Russia. The report provides policy makers, environmental regulators, and other stakeholders with a comprehensive analysis of the design, management aspects, and the main elements of government compliance and enforcement programmes. Focusing on compliance promotion, compliance monitoring, and non-compliance response, it identifies and compares good practices, sets them in context of different countries’ regulatory cultures and highlights the key international trends.

    Kurzfassung: Technological innovation can help realise environmental objectives in a less costly manner than would otherwise be the case. Thus, understanding the role that technological innovation can play in achieving environmental objectives is important for policy debates. However, the relationship between environmental policy and technological innovation remains an area in which empirical evidence is scant. In an attempt to bridge this gap, the OECD has examined the relevant issues, using patent activity as a measure of technological innovation. Three case studies have been undertaken: abatement technologies for wastewater effluent from pulp production, abatement of motor vehicle emissions, and development of renewable energy technologies. On the basis of patent data, the nature, extent, and causes of innovation in each of these areas have been explored. While a particular focus has been placed on the role of environmental policy in bringing about the innovation documented, it is recognised that other factors play a key role in inducing innovation that has positive environmental implications

    Kurzfassung: Countries today face numerous environmental policy challenges, such as climate change, air and water pollution, natural-resource management, natural disasters and environment-related hazards. The costs of not responding to them can be considerable, in some cases representing a significant drag on OECD economies. Estimation of these costs can be an important part of identifying areas in which policy interventions are required, as well as of establishing priorities for future action. There is, however, considerable uncertainty associated with all stages of “costing” the impacts of environmental and resource degradation. Even when the costs of inaction are deemed important, identifying the areas where environmental policies need to be strengthened still requires careful comparison between the marginal costs of inaction versus action. This report provides introductory perspectives on the costs of inaction and discusses some of the future problems likely to be encountered in this very complex area.

    Kurzfassung: Regional Trade Agreements (RTAs) have increased significantly in number over the past few years. The number of RTAs which include environmental provisions is also increasing. However, these provisions, and the experience related to their negotiation and implementation, have not been examined in depth yet. This study contributes to filling this gap. It provides an overview of approaches to environmental issues in RTAs and summarises country experiences in their negotiation and practical application. Regional and bilateral trade arrangements are surveyed, including customs unions and free trade agreements. The study is based on the analysis of RTA texts, and on literature examining their actual implementation, as well as on first-hand comments and input from experts from both OECD and non-OECD countries.

    Kurzfassung: Responding to a Gleneagles G8 Summit request, this book shows how changes in energy efficiency, economic structure, income, prices and fuel mix have affected recent trends in energy use and CO2 emissions in IEA countries. The results are a “wake-up call” for us all. Since 1990, the rate of energy efficiency improvement in IEA countries has been less than 1% per year – much lower than in previous decades and not nearly enough to stem the growth of CO2 emissions. If we are to tackle climate change and move towards a sustainable energy future then this rate will need to double. We must – and we can – do better!

    Kurzfassung: Mind the Gap is an unprecedented attempt to quantify the size of one of the most pervasive barriers to energy efficiency – principal-agent problems, or in common parlance, variations on the ‘landlord-tenant’ problem. In doing so, the book provides energy analysts and economists with unique insights into the amount of energy affected by principal-agent problems. Using an innovative methodology applied to eight case studies (covering commercial and residential sectors, and end-use appliances) from five different IEA countries, the analysis identifies over 3 800 PJ/year of affected energy use – that is, around 85% of the annual energy use of a country the size of Spain. The book builds on these findings to suggest a range of possible policy solutions that can reduce the impact of principal-agent problems and help policy makers mind the energy efficiency gap.

One result is that CO2 emissions, the principal cause of global warming, are rising. This new study underlines the close link between efforts to ensure energy security and those to mitigate climate change. Decisions on one side affect the other. To optimise the efficiency of their energy policy, OECD countries must consider energy security and climate change mitigation priorities jointly. The bookpresents a framework to assess interactions between energy security and climate change policies, combining qualitative and quantitative analyses. The quantitative analysis is based on the development of energy security indicators, tracking the evolution of policy concerns linked to energy resource concentration. The “indicators” are applied to a reference scenario and CO2 policy cases for five case-study countries: The Czech Republic, France, Italy, the Netherlands, and the United Kingdom. Simultaneously resolving energy security and environmental concerns is a key challenge for policy makers today. This study helps chart the course.

    Kurzfassung: Our climate is changing. Less certain, however, is the timing and magnitude of climate change, and the cost of transition to a low-carbon world. This book identifies how climate change policy uncertainty may affect investment behaviour in the power sector. For power companies, where capital stock is intensive and long-lived, those risks rank among the biggest and can create an incentive to delay investment. Our analysis results show that the risk premiums of climate change uncertainty can add 40% of construction costs of the plant for power investors, and 10% of price surcharges for the electricity end-users. Climate Policy Uncertainty and Investment Risk tells what can be done in policy design to reduce these costs.

    Kurzfassung: Markets for many classes of potentially recyclable materials are growing. However, market failures and barriers are constraining some markets. Factors such as information failures, technological externalities, and market power can affect the prices, quantity, and quality of materials traded. This report presents the case for the use of 'industrial' policies which address such market failures and barriers and these policies are seen as complements to more traditional environmental policies. Indeed, encouraging ever-higher recycling rates in the absence of such complementary measures may impose very high social welfare costs. This publication covers in particular the markets for waste oils, waste plastics, and used rubber tyres.

Energy supply from technologies that were close to being competitive in the early 70s, such as hydropower, biomass combustion and geothermal, has not subsequently grown at the same rate as the total primary energy supply. This book reviews the current status of the portfolio of renewable technologies and provides guidance on their development. It explores the options for the RD&D to achieve breakthroughs that will lead to large-scale markets and identifies what activities should take priority. It also looks at the benefits of increased RD&D funding in terms of technological advancement and cost improvement. Country reports provide information on national renewable RD&D budgets and programme trends.

    Kurzfassung: At the request of the Angolan government in 2005, the IEA conducted a survey of the Angolan energy sector and energy policies. This resulting report on Angola focuses on areas for priority action and hones in on energy subsectors likely to play the largest role in meeting domestic demand for modern energy services: notably electricity and oil products. As biomass currently plays an immense role in meeting the bulk of the energy needs of Angolan households, this sub-sector is also featured, with emphasis on improving the sustainability of this renewable energy source. This study offers a realistic update on Angola’s present day energy situation and identifies the main priorities which could form the basis of an effective overall energy strategy. It also provides lessons that could be applicable in many other developing countries.

    Kurzfassung: Investigating over twenty cases where exports from developing countries faced new environmental requirements, this OECD report examines how environmental requirements can be trade barriers for developing countries. These case studies, covering a diverse number of products and exporting countries, trace a number of environmental regulations, standards and labelling schemes, from conception through implementation. In so doing, they highlight the difference that sensitivity to potential trade effects can make when designing environmental regulations and standards. They also show that timely technical assistance has played a crucial role in helping exporters from developing countries adjust to new environmental requirements without suffering adverse trade effects.
