    Abstract: Traditional welfare and employment policies have been unable to tackle the problems of high unemployment and exclusion in OECD countries and recently a wave of new approaches has emerged together with new political notions of welfare-to-work. This book describes these new approaches in countries such as the United States, the United Kingdom, Australia, Canada, France and the Netherlands. All these countries are relying increasingly on local agencies to design and manage policy to try and ensure that policy solutions meet local needs and to bring to bear local energies, skills and resources. What is the role that local agencies can play? How can they be integrated in effective partnerships? And what policy tools can best be applied? This book gives valuable answers to these questions and shows that governments and practitioners have much to learn from each other on the practicalities of implementing effective welfare-to-work policies. These Proceedings of the Sheffield Conference, held in November 1998 in collaboration with the Department for Education and Employment (DfEE) in the United Kingdom, were prepared by the Local Economic and Employment Development (LEED) Programme of the OECD's Territorial Development Service.

    Abstract: The future of rural areas is high on the domestic and international policy agenda. Restructuring of the agricultural sector, and accompanying reform of agricultural policies, and the challenge of meeting sustainable development objectives are key preoccupations in OECD countries. In the search for forward-looking and durable policy strategies, building on natural and cultural amenities is emerging as an important area of policy action, one which complements traditional, agriculture-oriented rural policies and places rural policy in the broader territorial development arena. In most rural areas, the potential of many natural and cultural resources remains untapped. Harnessing such amenities, however, involves striking a balance between use and conservation. In many cases, maintenance of rural amenities depends on a degree of local economic activity -- without it there is a danger of degradation. At the same time, over-exploitation risks spoiling, often irreversibly, the essential value of the amenity. Because many natural and cultural features are public goods, with limited markets and hazy property rights, public policies are needed to strike the delicate balance between supply and demand.

De nombreux potentiels naturels et culturels demeurent inexploités dans la plupart des zones rurales. Tirer parti de ces aménités suppose l'instauration d'un équilibre entre leur usage et leur conservation. Un certain degré d'activité économique locale est en effet nécessaire pour préserver les aménités rurales -- une absence d'activité pouvant au contraire entraîner leur dégradation -- mais dans le même temps une surexploitation risque de porter atteinte, souvent de façon irréversible, à leur valeur essentielle. Dans la mesure où de nombreuses aménités sont des biens publics, caractérisés par des marchés limités et des droits de propriétés flous, les politiques publiques sont indispensables pour trouver l'équilibre délicat entre l'offre et la demande.

    Abstract: This seminar, which took place on 2-3 October 1997 at the Josefow Conference Centre near Warsaw, set out to define the role and place of communication in the field of road safety, examine the different strategies of communication and identify their limits. The seminar was attended by 130 experts from 23 countries with ECMT membership or observer status. The discussions established that communication is an essential element of a global road safety policy in that it aims to inform, alert, educate, convince and ultimately alter people’s attitudes and behaviour. The resources employed and the channels of communication used can differ from country to country, depending on the topic addressed, the national culture and the goals to be achieved. Communication cannot be an end in itself, however: it can only be the complement of other measures. It must have a time frame within which the objectives set have to be attained. Evaluation of communication effectiveness is likewise essential.

    Abstract: In many countries of the OECD business incubators have become an increasingly popular policy instrument for local economic and employment development. Business incubators aim to assist entrepreneurs with enterprise start-ups. Incubators are also being widely used to pursue related objectives such as the commercialisation of university research, providing infrastructure, upgrading the technological capabilities of local firms, and even affording a safe haven for legitimate entrepreneurship where crime is a constraint on business. As this publication makes clear, there is no unique business incubation model. Rather, there is considerable diversity in the types of business incubator, their modes of operation and the objectives they pursue.Interest in business incubation comes from a variety of sources. Local and regional governments, universities, chambers of commerce, science parks, private real-estate developers and non-profit organisations have all participated in establishing and running incubation programmes. However, this is still a young industry in many countries, and evaluation material is scarce. This publication reviews current experience in business incubation in Australia, Germany, Italy, the United Kingdom and the United States. Indeed, this volume is one of the first to treat the international experience of business incubation.

    Abstract: Governments need to implement appropriate policies to ensure both the private and the public goods values of biological diversity are realised. Unless the users of biological resources are given incentives to sustainably use these resources, valuable biodiversity will continue to be lost. Because of the inherent complexity of biological systems, and the range of pressures that act on them, a "bundle" of carefully-designed and complementary incentive measures are often necessary to provide the appropriate signals to prevent biodiversity loss. This unique Handbook draws on the experiences described in 22 case studies to develop a comprehensive step-by-step process for identifying and implementing appropriate incentive measures for biodiversity conservation, and the sustainable use of its components. It identifies the incentive measures that are most suitable for particular ecosystems, and for addressing the specific sectoral pressures in effect, describing both the advantages and the disadvantages of each incentive measure. A wide range of incentive measures are described, including both the more common economic and regulatory incentives, and also the necessary framework conditions, such as scientific and technical capacity building, education and awareness raising, and the involvement of local populations and other stakeholders.

    Abstract: This publication sheds light on the issue of decentralisation in Mexico. It shows that decentralisation can make decision-making more efficient and increase local participation in development issues. Decentralisation can provide a better framework to improve local infrastructure and to channel the necessary finance from public and private sources. The modernisation of infrastructure systems in Mexico's cities and regions would improve the quality of life and stimulate economic development, thus fostering entrepreneurship and employment.     Abstract: Germany has long been a pioneer in urban policy. The country has aimed at sustainable urban development in order to tackle all the various economic, social and environmental challenges facing cities. Integrated policy responses and innovative measures have been introduced to help revitalise city centres and cope with suburban growth, rising motor traffic and social change. This book analyses these steps against the background of features specific to Germany: its federal system, the unification process, and its polycentric urban pattern. Urban policy is an effective means of addressing a range of problems inherited from the past, while preparing for a more sustainable future. Over and above the features and findings specific to Germany, the book argues for an integrated and forward-looking multisectoral approach that cannot be guided solely by economic logic and will provide tangible responses to the key question: what kind of cities do we want for the future?

Cependant, les pépinières constituent, dans bien des pays, une industrie encore jeune, et les examens critiques de leurs performances font souvent défaut. Ce livre fait le point sur les expériences récentes de l'Australie, de l'Allemagne, de l'Italie, du Royaume-Uni et des Etats-Unis en matière de création de pépinières d’entreprises.     Abstract: What is "entrepreneurship"? It is much more than the competition and risk taking of starting your own business. Enterprises create jobs and wealth. Without the dynamism they bring to the economy, the challenges of globalisation and structural change would be all but insurmountable. Fostering entrepreneurship means channelling entrepreneurial drive into a dynamic process which takes advantage of all the opportunities the economy can provide. This book analyses the factors that favour entrepreneurship and the obstacles that hinder it. It is the first to provide an international synthesis of entrepreneurship policies undertaken in countries as diverse as Australia, the Netherlands, Spain, Sweden and the United States. Despite varying degrees of entrepreneurship from one country to another, international comparisons show that success comes from a synergy between a conducive institutional environment, well-designed government programmes and supportive cultural factors. To flourish, entrepreneurship requires efficient financial markets, a flexible labour market, a simpler and more transparent corporate taxation system and bankruptcy rules better adapted to the realities of the business world. This book examines experiences in all of these fields, as well as addressing the increasingly important roles played by local and regional authorities, the contribution of entrepreneurship in the non-profit sector, and the emergence of entrepreneurship in transition economies. Clearly, the right balance between these factors is not easy to strike. But strike it we must, because fostering entrepreneurship is not only a major economic imperative but also an urgent challenge that must be met to reconcile the goals of economic growth and social cohesion. This book is the most recent in a series on the OECD Jobs Strategy and an integral part of this international organisation’s broader mission to develop public policies to help OECD economies adapt to structural change and globalisation.     Abstract: Distressed urban areas threaten social cohesion in urban regions, the very centre of our economies. This problem can be traced to no single cause; rather it represents a combination of environmental, economic, social and cultural circumstances that take spatial form in different parts of inner cities and suburbs. Traditional policies have not succeeded in halting the downward spiral that effects these areas because they were unable to address the complex and area-based nature of the problem at the local level. The aim of this study is to describe this phenomenon and analyse policies implemented in OECD countries, so as to come up with multisectoral policies that are better suited to the problems they have to address.Policy objectives include attracting investment, creating jobs, rebuilding sound economic and social foundations and, more generally, combatting the isolation from which distressed urban areas suffer. Different levels of government, civic society and the private sector all have roles to play. There is an urgent need for integrative policies based on reinforcement of the local dimension and on partnerships that bring all the actors together.

    Abstract: This report on the current state of combined transport in Europe begins with an overview of combined transport in 30 European countries of the ECMT. It deals with both Central and Eastern European Countries that have recently become Members and the long-standing Member countries for which the most recent developments have been highlighted through the updating of a 1992 study on the improvements of main international piggyback links. The scope of the study, beyond road and rail, has been extended to include inland waterways and short-sea shipping, thus permitting a better evaluation of the current weaknesses of the sector and the possible improvements. On the basis of this report, the Council of Ministers of the ECMT has adopted a series of recommendations directed at all parties concerned in the public and private sectors, at both national and international level, regarding certain elements which are needed to achieve a significant improvement in combined transport and to ensure the sustainable development of the latter. These recommendations are also included in this publication.

    Abstract: Mexico is a multi-faceted country. Given the geographical and ethnic diversity of Mexico's regions, as well as their particular cultural and historical traditions, each of the regions making up the Federation calls for a specific development policy. At the same time, economic, political and social equilibria are going to be affected by the trend towards a greater decentralisation of political structures. Mexico is faced with two major challenges. How can consistency of government action be maintained in conjunction with a firm resolve to decentralise? How is it possible to reconcile regional and national development while striving to achieve the country's integration within the world economy? This study, which includes many tables, maps and figures as background material, makes it possible to define these challenges more clearly and therefore to clarify regional policy options for the coming decade.

    Abstract: In dem Überschwemmungsgebiet der Theiß - auf einer Länge von ungefähr 100 Kilometern - in der großen ungarischen Tiefebene lebten in den vergangenen Jahrzehnten mehrere Roma-Gemeinschaften auch davon, daß sie aus den Bäumen des Waldes Holztröge, Werkzeuge, ja sogar Einbäume schnitzten. In dem Gebiet von Poroszló fällen sie Pappeln und stellen aus ihnen Tröge her, in Tiszafüred Holzlöffel. Sie arbeiten mit Zimmermannswerkzeugen. In ihren Arbeiten vermischen sich die Kunstgriffe des Holzhandwerks von professionellen Handwerkern und von Bastlern.
    Abstract: In the flood area of the Theiss - at a length of about 100 kilometres - in the Great Plain of Hungary several Rroma groups, in the past decades, earned their living also by making throughs, tools, even dugouts, from tree trunks. In the region Poroszló they cut down poplars in the forest and hollow out troughs, at Tiszafüred they carve ladles. They use carpenter's tools. Their techniques are a mixture of professional and amateur methods.
