Over 1996, foreign investment rose by 60 per cent, and foreign direct investment stocks amounted to US$ 269 per capita at the start of 1997. This places Latvia among the region's leaders in terms of its ability to attract foreign investment. The Government must, however, continue to improve the business environment. The Investment Guide for Latvia has been prepared with three objectives in mind : firstly, to identify those areas of economic activity which present opportunities for foreign investors; secondly, to provide the investor with comprehensive information relating to the historical, political, economic, financial and legal framework, essential for sound and secured foreign investment; thirdly, to draw on the experiences of the foreign investors in Latvia, and to conclude with an assessment of the business, investment and regulatory environment. This assessment will focus on areas within the legal framework and structure which need greater transparency, predictability and efficiency.

It has a stable political environment, low inflation, recent and projected growth rates of at least 6 per cent per annum, and has made significant improvements in the legal regime regulating foreign investment. The Republic had initially no foreign investments in 1991 but by the end of 1997 these approached $250 million. Substantial further investment is expected in mining, energy production, agri-business, light industry and tourism in the future. The Investment Guide for the Kyrgyz Republic has been prepared with three objectives: firstly, to identify the opportunities which are likely to interest foreign investors; secondly, to provide the investor with relevant information on the historical, political, economic, financial and legal framework, and thirdly to draw attention to areas of policy and legislation where additional measures will further increase its comparative advantages as an investment location.

    Kurzfassung: The OECD Development Assistance Committee's 1998 review of the UK's development aid programs and policies. It finds that the United Kingdom is changing its approach to international development policy. The new British Government, elected in May 1997, has created a Department for International Development (DFID), headed by a Secretary of State within the Cabinet. This body has a much wider range of responsibilities than its predecessors, notably in ensuring the coherence of all British policies affecting development. For the first time in two decades, the government issued a White Paper on International Development. This document commits the government to the goal of halving the proportion of people living in extreme poverty by 2015, along with other key international development goals. In its triennial review of British aid policies and programmes, the OECD Development Assistance Committee (DAC) welcomed the United Kingdom's new policies. It viewed the creation of DFID, with its broader responsibilities covering the whole range of bilateral and multilateral aid, the emphasis on strengthened international co-ordination, and the new role in securing consistency across all British policies affecting development as promising steps. The DAC also noted that in focusing its efforts on the eradication of extreme poverty, DFID, like its DAC partners, will need to emphasize the shaping of its programmes and the testing of their outputs with respect to their impact on the poor.

It finds that in its foreign policy statement Canada in the World, the Canadian government reaffirmed its commitment to playing an active role in international efforts towards global peace and prosperity and set out a range of ambitious goals for the development co-operation programme. Canada is deploying great efforts to develop coherent responses to global challenges and the Development Assistance Committee (DAC) commended the comprehensive renewal process being undertaken by the Canadian International Development Agency (CIDA) to equip itself with the means to tackle its challenging mission. CIDA is among the pioneers in the DAC in redirecting its programmes from a traditional-sector focus to a theme-based approach, concentrating on actual results rather than inputs. These promising efforts deserve careful monitoring and should yield valuable lessons for other donors. The reach and depth of Canada's international involvement -- clearly rooted in the country's values, interests and capabilities -- have, however, been constrained by public sector expenditure cuts, implemented in response to Canada's public debt burden. The Committee expressed concern that successive reductions in Canada's aid budget could affect Canada's ability to meet expectations, both at home and internationally.

    Kurzfassung: To combat persistent unemployment and growing disparities, employment and training policies need re-organising to become more effective. Governments are endeavouring to achieve this by increasing the involvement of local and regional authorities, social partners, the private sector and the community in policy design and implementation.Co-ordinating the efforts of these stakeholders, all involved at different levels, is a major challenge for governments. Local management of employment and training makes for more flexibility and hence better use of all available resources. This publication looks at the decentralisation of active labour market policies in OECD countries and shows how local employment management can lead to the implementation of more effective policies.

    Kurzfassung: Globalisation has had positive effects on the development of tax systems and has encouraged countries to engage in base broadening and rate reducing tax reforms. However, it has also created an environment in which tax havens thrive and in which governments may be induced to adopt harmful preferential tax regimes to attract mobile activities. Tax competition in the form of harmful tax practices can distort trade and investment patterns, erode national tax bases and shift part of the tax burden onto less mobile tax bases, such as labor and consumption, thus adversely affecting employment and undermining the fairness of tax structures. The Report emphasises that governments must intensify their cooperative actions to curb harmful tax practices. To achieve this, OECD Member governments have developed "Guidelines on Harmful Preferential Tax Regimes". These Guidelines will discourage the spread of harmful preferential tax regimes and encourage countries with such regimes to eliminate them. To counteract both tax havens and harmful preferential tax regimes, Member governments have also agreed to pursue vigorously the implementation of the other Recommendations in the Report, including entering into a dialogue with non-member countries.

    Kurzfassung: This study examines the link between FDI and development in six dynamic non-Member economies: Argentina, Brazil, Chile, Indonesia, Malaysia and the Philippines. These countries have all adopted different policies towards FDI in the past, but to a great extent they are all converging on a more open approach. This greater openness, and the overall economic reforms of which FDI liberalisation is but one part, will provide a more fertile environment in which to reap the potential benefits from FDI. FDI can play a key role in improving the capacity of the host country to respond to the opportunities offered by global economic integration, a goal increasingly recognised as one of the key aims of any development strategy. In an environment made more competitive by a decade of economic reforms, many restrictions to FDI in these host countries are at best ineffective and at worst counter-productive.

    Kurzfassung: This report on the current state of combined transport in Europe begins with an overview of combined transport in 30 European countries of the ECMT. It deals with both Central and Eastern European Countries that have recently become Members and the long-standing Member countries for which the most recent developments have been highlighted through the updating of a 1992 study on the improvements of main international piggyback links. The scope of the study, beyond road and rail, has been extended to include inland waterways and short-sea shipping, thus permitting a better evaluation of the current weaknesses of the sector and the possible improvements. On the basis of this report, the Council of Ministers of the ECMT has adopted a series of recommendations directed at all parties concerned in the public and private sectors, at both national and international level, regarding certain elements which are needed to achieve a significant improvement in combined transport and to ensure the sustainable development of the latter. These recommendations are also included in this publication.

What proportion of national research is under foreign control, and in which sectors? How much R&D do multinational corporations undertake outside their own home countries? This report also analyses the linkages between the production and R&D activities of foreign affiliates in OECD countries, and of affiliates of domestic firms abroad, on a sectoral level. It highlights the need to reassess each country's potential for R&D and innovation, in the light of what is being done both within and beyond its borders.

It confronts their -- very different -- social protection systems and sheds light on issues such as social insurance and social assistance, central and local social security systems, active and passive policies. The often complex interactions involved are analysed and lessons are drawn from the countries' varied experiences. Particular attention is paid to young people, the long-term unemployed, lone-parent families, immigrants and asylum seekers. Conclusions -- both country-based and thematic -- are presented with a particular emphasis on how barriers and disincentives to employment can be overcome: these are indispensable weapons in the battle against exclusion.

To what extent have agri-environmental measures contributed to achieving sustainable agriculture? And how could such measures be made more effective and cost-efficient? Through examining concrete policy experiences from OECD countries, this study concludes that agricultural policy reforms can improve the environment, provided they are accompanied by appropriate environmental measures.

    Kurzfassung: What is the impact of political decentralisation in Latin America? This book considers the problems raised by political decentralisation in the region and identifies the challenges ahead. Political decentralisation tends to devolve a certain amount of financial responsibility to the sub-national levels of government, hence potentially destabilising centrally established fiscal and budgetary targets. The question is, thus, a particularly timely one which seeks to reconcile enhanced democratisation with the fiscal rigour demanded by the international marketplace. This book brings together papers presented at the eighth annual meeting of the "International Forum on Latin American Perspectives", sponsored jointly by the OECD Development Centre and the Inter-American Development Bank. The analyses of economic experts are confronted with the real-life experiences of practitioners from a number of Latin American countries, providing the reader with a stimulating exposé of the risks and benefits to economic development of the new decentralising trend. Of particular interest are the so-called "ten commandments" suggested by Ricardo Hausmann as a set of rules which should govern fiscal management in decentralised democracies. Discussion of these and other propositions makes for a lively, yet soundly based contribution to this very important debate.

    Kurzfassung: Through its impact on corporate competitiveness and access to global capital markets, corporate governance plays an increasingly important role for entrepreneurship, economic growth and employment. In its report to the OECD, the Business Sector Advisory Group on Corporate Governance emphasizes that while corporate governance should remain primarily a private sector prerogative, governments have a distinct and important responsibility in providing a regulatory framework that allows investors and enterprises to adapt corporate governance practices to rapidly changing circumstances. There is no static or final structure in corporate governance that every country or corporation should emulate: experimentation and variety should be expected and encouraged within the limits of credible regulations emphasizing fairness, transparency, accountability and responsibility. Within this framework, the Advisory Group presents the perspectives that it believes should guide public policies related to corporate governance, suggests areas for private sector voluntary action and recommends further actions by the OECD to help articulate a set of common principles guiding national policy reviews and reforms.

    Kurzfassung: This book brings together two studies both related to the very important issue of land: it examines the way in which agricultural and other policies affect how it changes hands, its value and use patterns. The first study looks at policies affecting farmland mobility and calls for an easing of regulations to allow the agricultural sector to be more responsive to market forces. The second study shows that agricultural support is often capitalised into land and other asset values. As a result there is strong resistance to policy reform, entry into the agricultural sector is difficult and the recipients of benefits are not always those intended when the policies were put in place.

    Kurzfassung: More than a decade after Chile moved from a public pay-as-you-go to a private funded pension system, seven more countries in Latin America have reformed their pension systems. This study provides a detailed description of all second-generation pension reforms in Latin America to date, evaluates the first years of operations of the new systems and outlines the problems and challenges which the systems are still facing. The basic common feature of the "second generation" pension reforms in Latin America is a greater role for funded, privately managed pensions. A move towards more funding is currently also discussed in many OECD countries as one possibility to confront the effects of ageing populations on pay-as-you-go pension systems. Thus, the Latin American reform experience is interesting not only for other developing countries about to embark on pension reform but also for policymakers and pension experts in OECD countries and transition economies.

    Kurzfassung: Distressed urban areas threaten social cohesion in urban regions, the very centre of our economies. This problem can be traced to no single cause; rather it represents a combination of environmental, economic, social and cultural circumstances that take spatial form in different parts of inner cities and suburbs. Traditional policies have not succeeded in halting the downward spiral that effects these areas because they were unable to address the complex and area-based nature of the problem at the local level. The aim of this study is to describe this phenomenon and analyse policies implemented in OECD countries, so as to come up with multisectoral policies that are better suited to the problems they have to address.Policy objectives include attracting investment, creating jobs, rebuilding sound economic and social foundations and, more generally, combatting the isolation from which distressed urban areas suffer. Different levels of government, civic society and the private sector all have roles to play. There is an urgent need for integrative policies based on reinforcement of the local dimension and on partnerships that bring all the actors together.

    Kurzfassung: In many African countries, violent conflicts have slowed down economic and social development, if they have not actually pushed it backwards. In order to manage conflicts in a non-violent manner, governance methods adapted to the development process are needed. Effective conflict prevention, however, demands thorough understanding of the origins and dynamics of these conflicts. The outcome of a meeting jointly organised by the Development Centre and the Development Assistance Committee of the OECD, this volume considers the options available to donors in the effort to prevent conflict and enhance prospects for peaceful social, economic and political development. Despite the complexity of the subject, the contributors to the book arrive at some prudent conclusions of interest to policy makers. At the national level, action programmes should promote social, political and economic justice; empower civil society through skill, knowledge and resource transfer; develop good governance for conflict management; and accommodate different groups and interests in society. Internationally, a greater sensitivity to conflict issues is needed within broader development efforts. The international community should seek to provide the means by which conflicting groups can negotiate their own solutions to tension, rather than imposing externally devised solutions.

This might sound like a strange question, yet it only stands to reason that building new roads -- or other infrastructure -- may actually encourage people to use the new additional capacity to travel more. Induced mobility is a hotly debated issue, but the experts are no longer in any doubt that it is a very real phenomenon. However, measuring it is another matter, since we do not have sufficient data or experience in this area. This Round Table presents the data that is available to date on infrastructure-induced mobility. From the introductory reports and discussions, it is clear that much progress has been made in the last few years. As recently as ten years ago, many experts would have disputed the very existence of the induced mobility phenomenon. Today a consensus is emerging: Round Table 105 gives the full report.

    Kurzfassung: Egypt is lagging behind other countries in the Mediterranean region in reforming its economy. This book explains why. The authors contend that the Egyptian political system, based to a large extent on discrete patronage and dominated by powerful interest groups was inherently resistant to reform. In addition, the country's strategic position in Middle Eastern politics provided the environment for aid flows which mitigated the need for change by creating an illusion of economic wellbeing. Egypt has thus been protected from the pressure of the international market system. Yet, argues this study, such pressure is the only effective stimulus to fundamental reform.

    Kurzfassung: Industrial biotechnology has come of age: after decades spent in the shadow of two better-known fields, health and agro-food biotechnology, it has emerged into a world where environmental sustainability has become a global concern. However, sustainability and "clean" industrial processes will not be achieved without a stream of innovations based on science and technology, among which biotechnology will play an important role.This report illustrates how modern process biotechnology is penetrating industrial operations, and highlights its environmental and economic advantages over other technologies. It identifies technical and other bottlenecks, but also emphasizes that industry and governments must act together to address the challenges of industrial sustainability.

    Kurzfassung: Every year, up to US$45 billion are transferred from public budgets to manufacturing industry through support programmes in OECD countries. It is essential to perceive the significance of such support if we are to understand the role it plays in structural adjustment strategies and the side-effects it can have on trade, competitiveness and investment. In a globalising economy characterised by greater international competitiveness, the need for transparency is becoming increasingly apparent.This study provides the first comprehensive review of public support to industry. It makes use of a unique set of data covering 25 countries to monitor, analyse and evaluate support policies at both the international and the national level. A more in-depth analysis of support programmes is provided through 17 case studies focusing on individual countries. Special attention is also given to support for industrial R&D and for physical and intangible investment. This study shows that, in nearly all OECD countries, efforts must be made to limit the trade distortions that subsidies can produce and to contain public spending on industry support programmes, given the need for fiscal consolidation. This unique study is an invaluable analytical tool that will help us to meet these challenges.

    Kurzfassung: Countries receiving large-scale capital inflows are at risk if these flows do not find their way into productive and long-term investment, as the Asian crisis of the late 1990s has proven. This book, the result of a joint project between the OECD Development Centre and the UN Economic Commission for Latin America and the Caribbean (ECLAC), examines the policies of a group of major Latin American countries faced with large inflows. The authors conclude that domestic policies impact on the effects of capital inflows. They demonstrate that certain countries, particularly Chile and Colombia, have been able to use policy to direct capital inflows into investment and thereby reduce the risk of instability in the financial sector. Such policies lead to effective management of foreign capital inflows and the creation of a stable, growth-oriented environment conducive to more sound external investment. The lessons of this book are as applicable in other regions of the world as they are in Latin America.

    Kurzfassung: The Arrangement on Guidelines for Officially Supported Export Credits celebrates its twentieth birthday this year. The 'Arrangement', as the Guidelines are usually known, is a unique form of international co-operation: as a 'gentlemen's agreement', it has no formal status in law – and yet it has brought order to the supply of export credits (government subsidies to exporters), thus saving billions of dollars of taxpayers' money. Thanks to the Arrangement, exporters in OECD countries now compete on the basis of quality and price, not according to the degree of support they receive from the state. Progressive improvements in the Arrangement, moreover, have extended its coverage, preventing trade distortion and subsidy in the form of tied aid and unrealistic premium fees. In this collection of essays, past and present negotiators of the Arrangement's guidelines, Presidents and Chief Executives of export credit agencies, international institutions, private-sector players, economists and others involved with the Arrangement from its earliest days chart its evolution – its inception and progressive expansion, the difficulties encountered and problems solved. They examine the sources of the flexibility that has made the Arrangement so successful in adapting to the changing, globalising world economy. Some of the contributions offer candid insights into the closed world of international negotiations. Others document the response of the Arrangement to the growing sophistication of financial and insurance services.     Kurzfassung: The socio-economic development of rural areas has become an important issue for agricultural policy design in many OECD countries. Yet there is still a lack of comprehensive analysis of the inter-linkages between the agro-food sector and the rural economy. What consequences have on-going structural changes in agriculture for rural areas? What is the role of agricultural policies? The report, comprising a main report and case studies on Canada, France, Greece, Japan, New Zealand, Norway and Switzerland, addresses these important questions. A key conclusion of the report is that traditional agricultural support policies are increasingly ineffective in accomplishing rural development objectives. Agricultural policy reform can enhance agro-food's contribution to the viable development of rural economies, although the benefits are not immediate. A coherent, well co-ordinated and targeted policy approach aimed at diversification, promotion of high-quality regional products, provision of information, direct payments and public goods would improve the competitiveness of rural areas. How to strike the right balance between the need for greater economic efficiency, and social and environmental concerns in rural areas is a key challenge facing policy makers.

    Kurzfassung: The similarities and differences between the transition experiences of the Central European countries and the People's Republic of China are often, wrongly, taken as alternative approaches to the same problem. In reality, there is great complexity, not only in the environments of these two great regions -- for China is as big as a region by itself -- but also within them and, therefore, great complexity in the transition process itself.The chapters in this volume, originally produced as papers for a joint OECD Development Centre/CEPR/CEPII Conference in Budapest, examine and contrast the experience of the different jurisdictions within which transition is underway. The authors concentrate on three, broad areas of commonality: public finance; foreign trade regime; and financial intermediation and a critical chapter synthesizes their findings at the end of each part. Differences do, of course, emerge, but so do similarities, leading to general policy conclusions applicable to all transition societies.

    Kurzfassung: After the fall of the Berlin Wall and the collapse of the previous economic system, the countries of central and eastern Europe went into a deep economic recession, resulting in a decline in Gross Domestic Product that was mirrored by a serious downturn in the transport sector. The transport sector, like the economy in general, changed from a supply-based system to one driven by demand. Decisions were no longer imposed by central planners, but by the market. Round Table 106 set out to assess the state of the transport sector in central and eastern European countries after a period of five to six years of reform. Are the policies currently in place adequate to meet restructuring needs? All of the countries concerned are planning to join the European Union and with that in mind tend to organise their transport sector along the lines of the Community's model of competition. But is this model consistent with the attitudes and realities of former socialist countries? These are some of the issues addressed by the Round Table 106.

    Kurzfassung: In all of the OECD countries, employment is seen to be sharply segregated by gender, with women's employment heavily concentrated in the same occupations: secretaries, primary school teachers, nurses and home helpers. These jobs, whose image has in many cases remained stereotyped and traditional, are at the heart of the information and service economy and have therefore been undergoing far-reaching changes due to information technologies, the development of a knowledge-based economy and population ageing. These transformations represent a major challenge for women's employment and for gender equality in the labour market. Beyond the high segregation and concentration scales which are a constant of women's employment in all countries, international comparisons show that there can be differences in the status of a given occupation from one country to another. These differences can stem from the way in which occupations are defined or from how the relevant activities and work are organised. Understanding these differences is essential to identify ways to promote women's career prospects in female-dominated occupations.

    Kurzfassung: How can curriculum content be adjusted to tomorrow's needs? Can student assessment help make curricula more relevant?     Kurzfassung: Tax sparing provisions have now more than four decades of history in bilateral tax treaties, including treaties between OECD countries. But the world of today is quite different from that when the positions of OECD Member and non-member countries towards tax sparing were developed. These changes in the international setting have led countries to reconsider their attitude towards tax sparing and the design of such provisions. This report examines the practices of Member countries and explains why Member countries have become more reluctant to grant tax sparing in treaties. It also provides a number of suggested "best practices" on the design of tax sparing provisions in tax treaties.

    Kurzfassung: This collection of studies of public attitudes to development co-operation in OECD Development Assistance Committee (DAC) Member countries demonstrates that the concept of "aid fatigue" is misplaced. A serious lack of adequate knowledge about development co-operation, however, is also revealed. The opinions of policy makers are, therefore, overwhelmingly important and development education efforts should be specifically addressed to them. The book also demonstrates that the role of NGOs is important in general development education. Not only do these organisations mobilise their members in the development field, but their activities create a fund of information within their societies. Remarkable progress by both governments and NGOs has been made during the 1990s in improving co-operation domestically and in operational development activities in the field. Most DAC Member countries have significantly increased the involvement of NGOs in their development efforts, and most NGOs have become increasingly effective in their work. The editors conclude that NGOs and governments both need to work towards more and better public and political-level understanding of development efforts. This will require a wide range of complementary activities, some of which are best undertaken by NGOs, and others by government agencies.
