Il recense également les domaines dans lesquels le renforcement de la collaboration entre la CEDEAO et l’OCDE pourrait contribuer à l’amélioration des conditions d’investissement dans l’ensemble de la région. À partir du Cadre d’action de l’OCDE pour l’investissement et de la Boîte à outils des politiques relatives aux qualités de l’IDE, le rapport couvre le cadre réglementaire national qui sous-tend la législation nationale sur l’investissement et l’articulation entre ce cadre et les initiatives engagées au niveau régional, la promotion et la facilitation de l’investissement, les incitations à l’investissement, l’investissement pour une croissance verte, et enfin la conduite responsable des entreprises.

This report shows what reaching climate neutrality by 2040 means for Hamburg businesses and identifies key actions they need to undertake. It provides insights where the Hamburg economy and its businesses stand on the way to climate neutrality and on their needs to advance, drawing on a business survey. The study also shares insights from action plans of selected comparison cities. It points to cross-sector as well as to sector-specific challenges and opportunities for Hamburg businesses. This includes making better use of low-cost renewables, addressing energy efficiency in buildings as well as challenges and opportunities in activities in and around the port and in industry. It highlights Hamburg's potential as a hydrogen hub as well as the need to adopt circular economy practices. It illustrates that a regional and business perspective are necessary to achieve climate neutrality in prosperity, requiring individual and collective business action.

    Abstract: The Economic Community of Western African States (ECOWAS) offers a large and diverse market of over 400 million people and natural resource wealth, and yet it is not currently living up to its potential as a destination for international investment. Inflows of foreign direct investment (FDI) in the region have been declining over time, and have not always delivered on promoting sustainable development. This report serves as a baseline diagnostic to explore ways to reinvigorate the reform of the ECOWAS investment climate while also improving sustainable outcomes from investment.     Abstract: In recent years, the Philippines has increased its commitment to climate action and its efforts to decarbonise the domestic economy. The power sector in the Philippines accounts for 58% of the country’s overall carbon emissions and will be an important driver of domestic emission reduction efforts to meet national climate and energy targets. Renewables, such as offshore wind, are expected to play a key role in the transition toward a low-carbon energy mix. With more than 17 thousand kilometres of coastline, the Philippines is estimated to have an offshore wind potential of 178 GW. However, this potential has yet to be leveraged. Alongside a changing power sector, progress on energy efficiency is needed to achieve the country’s emission reduction goals, with energy savings estimated at approximately 2% annually for the residential and commercial sectors. To deliver a clean energy transition, the Philippines requires estimated cumulative investments of over USD 300 billion between now and 2040. This report outlines key actions needed to unlock finance and investment in offshore wind power and energy efficiency in public buildings. It also provides a comprehensive overview of the progress to date and the challenges to mobilise near-term finance in those sectors, assist the Philippines transition towards a low-carbon economy, and achieve broader development goals.

    Abstract: This paper provides evidence on the impact of international migrants on regional innovation. The study combines administrative individual-level data covering all Australian residents with data on intellectual property rights applications such as patents, trademarks, and design rights. The analysis uses a standard shift-share instrument based on past migrant settlements to identify the causal effects of migration on innovation. Its four main findings are the following: First, on average, a one percentage point increase in the regional employment share of higher-educated migrants relative to total employment leads to a 4.8% rise in regional patent applications in the medium run (five years). Second, while migrants of all skill and education levels have a positive impact on patenting, those in scientific occupations have the largest effect. Third, regions with lower levels of patenting benefit relatively more from increases in migration compared to those with higher patenting levels. Fourth, there is no effect of migration on trademarks or design rights applications.

    Abstract: The OECD Territorial Review of the Brussels-Capital Region, Belgium, provides an in-depth assessment of the trends, challenges and opportunities for sustainable and inclusive urban development in the region. It aims to help tackle the so-called ‘Brussels paradox’ between a highly performing region in terms of economic wealth creation and competitiveness but relatively poor social conditions. The region is also grappling with a shortage of affordable and quality housing, as well as several mobility challenges, including a high reliance on individual cars and traffic congestion, resulting in high commuting times and pollution levels, despite good accessibility to public transport. Although a comprehensive urban and land-use planning system exists, there is a lack of co-ordination with the surrounding regions and municipalities to drive more effective policies on housing, mobility, and other infrastructure investments. This review also examines the governance and institutional framework and suggests policy actions to strengthen co-ordination and co-operation mechanisms, and promote incremental collaboration at the metropolitan level. Finally, the review provides recommendations to enhance public finances in the region, focusing on better compensating for its additional charges, co-ordinating public investment among levels of government more efficiently, and establishing a metropolitan fund.

Lithuanian policy makers have stepped up support for housing in recent years, but more actions are needed. This report presents the main features of the Lithuanian housing market, highlights housing challenges that have been amplified by the current economic and geopolitical crises, and assesses current policies to address housing affordability and quality gaps. This report presents key data on the DDC landscape in Germany and offers guidance on how to strengthen its role in enabling peer-to-peer learning and improve collaboration between German states and municipalities.     Abstract: Decentralised development cooperation (DDC), or partnerships for sustainable development between cities and regions in developed and developing countries, can help drive major global agendas forward. Achieving a sustainable, equitable and resilient future requires action from subnational governments in many key SDGs and emerging areas, such as the response to the global health crisis, support for refugees and implementing net-zero pathways. The Global policy toolkit: Guidance for practitioners shows how DDC can promote mutual benefits and peer-to-peer learning, bring development co-operation closer to people and their daily lives, and deliver technical services and expertise. By providing a repository of good practices and guidance on implementation modalities, the toolkit seeks to promote policy dialogue and mutual learning across DDC actors and to enhance DDC effectiveness, efficiency and impact worldwide.

    Abstract: This paper maps “who does what” across levels of government in OECD countries in relation to active labour market policies (ALMPs), with a focus on the role of subnational governments. It highlights recent reforms in the multi-level governance of ALMPs in a number of countries, and shows that in about two out of five OECD countries, subnational governments have some type of formal competences for delivering ALMPs. It also shows other ways subnational governments are commonly involved in such policies. This includes delivering their own labour market programmes, often targeted to those farthest from the labour market or facing multiple barriers to employment. Finally, it considers some of the benefits and drawbacks of more decentralised approaches to ALMPs and offers some general principles for managing these trade-offs across different types of governance systems.

Cependant, alors que les applaudissements se faisaient plus rares après le pic de la crise, la question de l’amélioration durable des conditions de travail des personnels du secteur des soins de longue durée est revenue sur le devant de la scène. Au cours des prochaines décennies, la demande de travail en provenance des entreprises de ce secteur va augmenter sensiblement. Plusieurs pays sont déjà confrontés à des pénuries à mesure que la génération du baby-boom entre dans le troisième âge. Pour aller Au-delà des applaudissements, il est nécessaire d’adopter une stratégie d’action globale pour remédier aux conditions de travail médiocres et à la reconnaissance sociale insuffisante des personnels du secteur des soins de longue durée, attirer des travailleurs et éviter que les pénuries de main-d’œuvre n’atteignent des niveaux inacceptables. Une stratégie de ce type doit prendre en compte plusieurs dimensions et s’adapter aux priorités de chaque pays, par exemple mettre en place des interventions directes visant à augmenter les salaires et à relever les qualifications requises ; augmenter les financements publics et développer le rôle moteur des pouvoirs publics ; soutenir la négociation collective et le dialogue social ; renforcer la formation ; développer le recours aux nouvelles technologies ; et consolider les politiques de prévention dans le domaine de la santé.     Abstract: This report presents an in-depth cross-country analysis of how long-term care workers fare along the different dimensions of job quality. In the initial stages of the COVID-19 pandemic, the applause for care workers was a clear expression of the strong recognition of their hard work and exposure to risks in their job. However, as the applause faded after the peak of the crisis, questions have re-emerged about how to improve the working conditions of long-term care workers in a sustainable way. Over the coming decades, the demand for these workers will increase substantially. Several countries are already facing shortages as the large baby-boom generation joins the older population. To go Beyond Applause, a comprehensive policy strategy is needed to tackle poor working conditions and insufficient social recognition of long-term care work, attract workers in the sector and avoid labour shortages reaching unacceptable levels. Such a strategy should cover several dimensions, with different priorities across countries depending on their specific context, including: direct interventions to raise wages and increase staff requirements; increasing public financing and fostering the leading role by governments; supporting collective bargaining and social dialogue; strengthening training; increasing use of new technologies; and, strengthening health prevention policies.

In addition, CCS policies can also boost well-being outcomes and social cohesion through preserving and promoting local cultural heritage and encouraging cultural participation. CCS policy which capitalises on these global trends, whilst recognising the specific context of EU outermost regions, could help promote these areas and contribute to local development.

    Abstract: This paper provides novel evidence on the regional impact of international migration on native employment and wages in Australia, using unique administrative individual-level panel data covering all residents from 2011 to 2018. Employing a differences-in-differences estimation strategy and a well-established shift-share instrumental variable (IV) approach based on census data from 1981, the study addresses potential endogeneity concerns related to migrant settlement patterns. The analysis reveals a positive impact of migration on native employment across all skill levels, ages, and genders, while wages remain unaffected. Examining the drivers of the employment effect shows that the arrival of migrants leads to a substantial increase of newly employed natives in the region and a decrease in the number of previously employed natives, with the former outweighing the latter. Most of the dynamic results from geographic mobility rather than labour market transition.

    Abstract: The Province of Córdoba in Argentina has adopted the Sustainable Development Goals (SDGs) as a holistic framework to promote social inclusion and well-being, and to address its territorial development challenges in an integrated way. Building on the recommendations from the OECD report on “A Territorial Approach to the SDGs in Córdoba, Argentina” (2021), Córdoba’s policies have focused on the following four strategic axes: (i) gender and employment, (ii) education for employment, (iii) housing and access to essential services, and (iv) bridging the digital divide. This paper provides the Province of Córdoba with a set of recommendations to move these axes forward through a comprehensive approach using the SDG lens, including to bridge the digital divide in the labour market, ensure equitable access to services such as quality education, and create an inclusive and supportive environment that empowers women to fully participate in the workforce.

    Abstract: Subnational governments in Asia and the Pacific are key providers of the public services and infrastructure required to achieve the Sustainable Development Goals. Given this role, it is essential that policymakers and development partners understand and support the effective functioning of multi-level governance structures and subnational government finances across the region. This joint OECD-ADB report provides a comprehensive overview of subnational governments across Asia and the Pacific. It covers over 467,000 subnational governments from 26 countries, which represent 53% of the world’s population and 40% of global GDP. On average in 2020, subnational governments in the region accounted for 29% of total public expenditure (8.8% of GDP), 35% of total public revenue (8.5% of GDP) and 38% of public investment (2% of GDP). Harnessing unique data from the 3rd edition of the OECD-UCLG World Observatory on Subnational Government Finance and Investment, the analysis highlights how decentralisation and territorial reforms have reconfigured the structures and finances of subnational governments in the region. It covers a range of topics including fiscal rules, financial management capacity, priority-based budgeting, asset management and the use of public-private partnerships.

    Abstract: Dividend stripping is a type of fraud that is committed through a complex mechanism of trading, selling and repurchasing shares over a certain period to unlawfully avoid payment of dividend taxes, or to claim unjustified tax reimbursements. Dividend stripping in its many forms poses a great challenge to the tax bases of numerous jurisdictions and may create market distortions that corrode the integrity of the financial system. This report is intended to raise awareness of dividend stripping frauds and provides a number of recommendations for countries around recognising the risk, improving domestic co-ordination and expanding international co-operation. In particular, tackling dividend stripping requires strong domestic inter-agency co-ordination and international co-operation, as well as the sharing of information between jurisdictions. Countries may therefore wish to prepare targeted actions and comprehensive strategies against this phenomenon, including not only tax administrations and law enforcement, but also financial regulators and supervisory authorities, as well as anti-money laundering competent authorities. Legislative changes may also be required in some cases.

    Abstract: Citizenship and residency by investment (CBI/RBI) programmes are government-administered programmes that grant citizenship or residency to foreign investors by expediting or bypassing normal migration processes. These programmes can help spur economic growth through foreign direct investment, but they are also attractive to criminals and corrupt officials seeking to evade justice and launder the proceeds of crime reaching into the billions of dollars. This report highlights how CBI programmes can allow criminals more global mobility and help them hide their identity and criminal activities behind shell companies in other jurisdictions. It highlights the vulnerabilities of these complex and international investment migration programmes, including the frequent use of intermediaries, involvement of multiple government agencies, abuse by professional enablers and lack of proper governance of the CBI/RBI programmes. The report proposes measures and examples of good practice, that can help policy makers and those responsible for managing the investment migration programmes address these risks. These include an in-depth analysis and understanding of how criminals can exploit CBI or RBI programmes and incorporating risk mitigation measures, such as multi-layer due diligence, in the design of the investment migration programme.

Results provide information about financial literacy levels and cover aspects of financial knowledge, financial behaviour and financial attitudes. In addition, the report provides information on financial inclusion, digital financial literacy levels and levels of financial well-being among adults in the participating countries and economies.

    Abstract: This paper examines the contribution of international migrants to regional differences in labour productivity in Australia. The study relies on individual-level administrative wage data from 2011 to 2018. It finds that a region with a 10% larger migrant share has, on average, a 1.3% larger regional wage difference, which indicates a positive link between migration and labour productivity. The presence of migrants benefits native workers with different skill levels residing in all types of regions. The positive effects of migrants are even more pronounced for higher-skilled migrants. Concretely, a region with a 10% larger share of higher-skilled migrants has, on average, a 1% higher regional productivity difference. However, these additional benefits mainly accrue to more productive regions and those with higher migrant shares than the median region.

This policy paper provides an overview and a discussion of the roles and responsibilities for climate adaptation across levels of government. It argues that co-operation across levels of government is needed to strengthen adaptation at the local level. This policy paper was prepared as part of the OECD Territorial Approach to Climate Action and Resilience programme, which supports subnational authorities in their efforts to accelerate the net zero transition and build systemic resilience.

En particulier, la lutte contre ce phénomène exige une étroite coordination entre organismes publics nationaux, une forte coopération internationale et un réseau efficace d’échange de renseignements entre juridictions. À cet égard, les pays peuvent envisager des actions ciblées et des stratégies globales, qui associent les administrations fiscales et les autorités répressives, mais aussi les organismes de régulation et de surveillance financières, ainsi que les autorités compétentes en matière de lutte contre le blanchiment de capitaux. Dans certains cas, des modifications de la législation peuvent également s’avérer nécessaires.

    Abstract: The Latvian government established the Housing Affordability Fund in mid-2022, a long-term self-sustaining financing model to channel investment into affordable housing. The fund is now being scaled up to ensure lasting impact on the Latvian housing market. This report identifies options for institutional arrangements, funding and financing opportunities, and operational tools to achieve this aim. It draws on the rich and diverse experiences of four peer countries in establishing and operating revolving fund schemes for affordable housing (Austria, Denmark, the Netherlands and Slovenia), and also reflects findings from engagement with a range of stakeholders in the Latvian housing sector.

Tra queste spicca l'invito a concentrare le risorse su iniziative che sfruttino le aree di specializzazione regionale per ottenere un maggiore impatto nei paesi partner e a livello locale.

    Abstract: Les Faits saillants 2023 du Tableau de bord sur le financement des PME et des entrepreneurs rendent compte des tendances, des conditions et des évolutions des politiques publiques en matière de financement des PME et des entrepreneurs. Le rapport propose des données officielles sur le financement des PME dans près de 50 pays, et notamment des indicateurs relatifs aux conditions de financement et au financement par l'endettement, par apport de capitaux propres ou par nantissement d'actifs. Les données au titre de l'année 2021 sont complétées par les informations disponibles pour 2022, ainsi que par des informations sur la demande et par les récentes initiatives publiques et privées en faveur du financement des PME. Il en ressort que la plupart des économies montrent des signes d'une reprise dynamique suite à la pandémie de COVID-19 de 2021. Les données pour l'année 2022 révèlent toutefois une dégradation de certains indicateurs du financement des PME, en raison d'un fort niveau d'inflation et de la hausse des taux d'intérêt, aggravés par la guerre menée par la Russie contre l'Ukraine. Ces facteurs pèsent sur l'accessibilité et le coût du financement des PME par l'emprunt, laissant présager un ralentissement des financements. De la même manière, le financement par apport de capitaux propres a enregistré un net recul en 2022. Dans ce contexte, les pouvoirs publics devraient continuer de promouvoir la diversification des instruments et des sources de financement des PME et leur permettre ainsi de renforcer leur résilience et d'engager des investissements essentiels, notamment dans les transitions numérique et verte.

    Abstract: Discussions on Central Bank Digital Currencies (CBDCs) have so far mostly focused on the potential risks that these currencies could represent for financial intermediation and financial stability. It is important, however, to also consider how they could contribute to the welfare of citizens, and how they can be leveraged to help uphold certain democratic values. This paper explores how the design and implementation of CBDCs can help countries mitigate threats to individual liberties and human rights, as well as promote the equitable treatment of citizens, the protection of privacy, and citizens' trust in central banks. The sound governance architecture of CBDC systems at the national and international level can further support these objectives.

    Abstract: Scotland (UK) is a strong innovator, ranking among the top 20% of economies among European regions, with strengths in university-firm collaborations and skills for innovation. With close to two-thirds of all growth in productivity from 2010 to 2018 coming from better use of resources in remote rural areas, rural areas are critical to economic prosperity. In addition to the valuable heritage that they offer, rural areas in Scotland have had remarkable achievements over the past decade in terms of economic growth, social innovation and progress for climate mitigation. Unlike the demographic decline perceived in OECD countries, the decline in rural areas of Scotland is much slower. In the case of accessible rural areas, the population is still growing. In part, much of the progress of ensuring well-being in rural areas, is supported by mechanisms to link entrepreneurs with researchers, regional support for entrepreneurs and an established system of social entrepreneurship. This report sets the scene, reviews main policies and programmes impacting rural innovation, and explores the importance of social innovation in rural areas. It provides recommendations to reinforce some of the good practices in Scotland, which is particularly important as the government implements the new National Innovation Strategy.

    Abstract: Prices of essentials like energy and food have increased dramatically in OECD countries, adding uncertainty to household finances despite a persistently strong labour market post COVID-19. The latest edition of the OECD Risks that Matter (RTM) survey confirms that costs of living are at the top of people's minds even in the world's wealthiest countries: around nine in ten respondents, on average, report feeling concerned about inflation. Drawing on a representative sample of 27 000 respondents across 27 OECD countries, RTM illustrates respondents' perceived economic risks, levels of satisfaction with current social policies, and preferences for future government action on social protection. People are calling on governments to help with the cost-of-living crisis, to spend more on health post COVID-19, and to reinforce support for older people, including in long-term care. Based on a comprehensive cross-national survey of perceptions of social protection, this report offers lessons for the functioning of social programmes as countries emerge from COVID-19, manage the cost-of-living crisis, and plan for future challenges.

The OECD's innovative multidimensional approach to assessing regional attractiveness considers global engagement beyond international connections and economic factors alone. The methodology considers more than 50 indicators to develop regional attractiveness profiles covering six domains of attractiveness: economic attraction, connectedness, visitor appeal, natural environment, resident well-being, and land-use and housing. The report helps regional and national policy makers to understand how individual regions fare in a new global environment that continues to deal with the impacts of the COVID-19 crisis, compounded by the consequences of Russia's war of aggression against Ukraine and existing megatrends – all of which produce asymmetric impacts within and between countries and regions – and identify the policy levers available to enhance their attractiveness to the international target groups of investors, talent, and visitors. It also considers the need to co-ordinate across levels of government, across policy fields, and with private stakeholders, and highlights good practices to implement regional attractiveness policies.

    Abstract: The Future of Rural Manufacturing provides insights on the transformations that have occurred in manufacturing across rural regions in recent decades. It describes opportunities and challenges in this context, highlighting those relating to climate and demographic change and digitalisation, as well as shifting patterns in globalisation. With support from the European Commission, the project combines a wide range of both quantitative and qualitative analysis. The former examines broad trends in manufacturing performance across OECD rural (TL3) regions between 2000 and 2019, with deeper dives that draw on more granular microdata in 14 OECD countries. Case studies were conducted across 12 regions in Slovenia, Germany, Italy, and France. They comprised interviews with over 300 local, regional, and national actors across government, private sector, universities, research institutes, NGOs and non-profit community organisations. The project also benefited from foresight and futures workshops conducted in January and July 2022 with experts and policymakers across OECD countries.

    Abstract: Platform cooperatives refer to cooperatives that are directly owned and managed by their members and that use websites and/or mobile apps to sell goods and/or services. They have emerged in large part as alternatives to digital labour platforms to promote better working conditions with evidence of significant growth in recent years. This paper provides an overview of employment in platform cooperatives and offers insights on their distinctive features. In particular, it provides i) insights on working conditions associated with such platforms; ii) an overview on the challenges they face in creating jobs as well as scaling up, developing and expanding their activity; and iii) policy recommendations and examples of policy actions that could help policy makers best support them to generate work opportunities and enhance job quality.
