    Abstract: This paper provides evidence on the impact of digitalisation on productivity in Slovenia during the COVID-19 crisis. The pandemic affected overall labour productivity negatively. Nonetheless, results show that firms that were more ICT-intensive before the pandemic experienced a smaller decline in their labour productivity growth compared to their less ICT-intensive peers in the same 2-digit level sector. This resilience effect was strongest for firms that are integrated in global value chains. A second finding is that COVID-19 resulted in productivity-enhancing reallocation of labour to ICT-intensive firms, reflecting that these firms registered higher employment growth relative to their less ICT-intensive peers during the pandemic. A third finding is that high levels of state ownership in a sector was associated with less productivity-enhancing reallocation. This suggests that state-owned enterprises retained workers that could be redirected to more productive firms. Together, these findings highlight the potential of digitalisation to support resilience and stronger productivity growth, although labour market rigidities and state ownership hamper the positive impact of digitalisation.

    Abstract: This paper provides evidence on the effects of digitalisation on the labour market in Slovenia using a unique dataset of Slovenian workers and firms for the years 2016 to 2020. Results show that at the firm level, digitalisation – measured in terms of ICT investment, is associated with positive and statistically significant effects on employment. However, job growth is not evenly distributed: High-skilled workers and younger workers benefit the most from employment gains, whereas there is little to no employment increases for low- and medium-skilled workers and older workers aged 50 or more. Furthermore, employment effects from digitalisation are strongest for private manufacturing firms. In contrast, ICT investment by state-owned firms is not associated with employment gains.

    Abstract: This paper aims at investigating the impact of the COVID-19 crisis on the automotive sector in Central and Eastern Europe. It details the effects of the pandemic and subsequent lockdown measures on the activity in the sector. It also discusses the prospects for car sales in the short to medium run, potential spillover effects in the region, and new risks to the supply chains posed by the pandemic. It shows that disruptions to the supply chains had limited impact so far and that the sector has been mainly affected by low level of demand. Going forward, the pandemic might have a significant negative impact on investment capacity, while the transition to alternative powertrains and the digital transformation of the industry require large investment and restructuring. The long-term impact on CEE economies is highly uncertain, but will depend on the capacity to maintain a comparative advantage, while the sector transforms deeply.

    Abstract: The Netherlands has strongly benefited from globalisation, which boosted international trade, cross-border investment and economic growth over the latest decades. Looking ahead, the Netherlands needs to shift the trade and investment orientation from traditional slow-growing markets to faster growing emerging economies, in order to keep reaping the benefits from globalisation. In addition, the ongoing globalisation will push companies to become more innovative and search for new activities. Against this backdrop, the government is reforming its policies for the business sector. This includes a targeted approach, where the government is attempting to strengthen key sectors to become even stronger players on the international scene. This approach, however, carries some of the risks of more traditional industrial policy, making careful policy design and evaluation important elements for successful implementation. The other building block of the new policies is a strengthening of framework conditions, which promises a more market-based development of comparative advantages, and which could be further strengthened by broadening the approach to include other policies, such as competition policies.     Abstract: The well performing labour market has delivered low unemployment and relatively stable wage developments. However, it is divided into a small flexible segment and a large more rigid segment, where the adjustment burden of external shocks falls disproportionally on the first group. At the same time, labour utilisation is relatively low, despite a relatively high overall participation rate, due to a high frequency of part-time employment, a low effective retirement age and a high use of disability benefits. Looking ahead, it is unlikely that the organisation of the labour market will allow the economy to continue reaping fully the benefits of globalisation. That would require a labour market that facilitates the allocation of increasingly scarce labour resources to their best use and mobilises underutilised labour resources to counter the ageing related contraction of the labour force.).     Abstract: The global crisis led to a smaller increase in the unemployment rate than in most other OECD countries as employment has been sustained through intensive use of reduced working time schemes. These schemes have mostly benefited workers with permanent contracts while the higher unemployment mostly affected workers with weaker labour market attachment. A main challenge for policy makers is therefore to avoid that the increase in labour market segmentation between insiders and outsiders that would hurt the most vulnerable. Over the medium term, labour market policies need to respond to the ageing of the labour force, which implies that an increasing number of workers with permanent contracts will retire. Thus, policies must focus on enabling the current labour market outsiders to get a stronger foothold on the labour market as well as to mobilize under-utilised labour resources. The wage determination system has allowed wages to increase faster than the main competitors and faster than productivity, leading to a gradual loss of cost competitiveness. Minimum wages are high by international standards, hampering entry to the labour market for many low-skilled workers. Unemployment benefits are relatively generous, and particularly for long-term unemployed. A complicated tax-benefit system has created high effective marginal tax rates and numerous labour market traps.     Abstract: The Netherlands, as other OECD countries, faces the challenge of providing high quality health and long-term care services to an ageing population in a cost-efficient manner. In the health care sector, reforms have aimed at introducing more competition. Despite major changes and some positive effects, the reforms run the risk of getting stuck in the middle between a centralised system of state-controlled supply and prices and a decentralised system based on regulated competition, providing insufficient incentives for provision of quality services and expenditure control. The main challenges are to complete the transition to regulated competition in health care provision, to strengthen the role of health insurers as purchasing agents and to secure cost containment in an increasingly demand-driven health care sector. In 2012, reforms expanded the role of the market in the hospital sector and reinforced budget controls. Both measures are not consistent and may jeopardize both objectives. More competitive markets require, at least, provision of good quality information, appropriate financing and better efficiency incentives. In view of population ageing, current policies mean that the cost of long-term care is set to more than double over the coming decades. Insufficient incentives for cost-efficient purchasing of long-term care should be addressed. However, the government?s plan to transfer long-term care purchasing to health insurers is unpromising unless additional measures ensure that insurers bear the associated financial risks. In addition, home care should be further encouraged at the expense of institutional care, while screening and targeting should be improved.     Abstract: Economic growth is projected to be strengthening from mid-2011 onwards, but will be insufficient to restore the sustainability of public finances. The Belgian strategy to prefund ageing costs by generating fiscal surpluses to bring down public debt was derailed by the global crisis. Restoring the strategy is a priority, especially as spreads on Belgian debt have increased. This will require cuts in public spending, improving efficiency of policies, containing the growth of ageing-related costs and making the tax system more conducive to growth. While past experiences, such as in the 1990s, have shown that successful large consolidations are feasible, the task seems even more difficult this time as potential growth will be muted and interest rates are likely to increase. In this context, a credible fiscal consolidation plan requires the participation of all governments. Its effectiveness can be strengthened by improving the fiscal framework, in particular by introducing multi-year budgets, annual expenditure rules consistent with long-term targets and an enhanced role of an independent fiscal policy watchdog.

    Abstract: The housing market figures among the main determinants of labour mobility, as households seldom make employment and housing decisions independently of each other. This interdependence is likely to strengthen as the cost of commuting increases, due to worsening road congestion or measures that would raise fuel prices, for example to counter global warming. The Dutch housing market is more rigid than in many other OECD countries, as the result of numerous government interventions. Boosting labour mobility by easing rigidities would improve labour resource utilisation, which will be especially important as the labour force contracts with ageing. The rental sector could be made more attractive and flexible by dismantling strict rent regulation and rigid allocation mechanisms in the social housing sector. Lowering tax incentives to homeowners would improve the allocation of scarce capital and reduce house prices. Easing strict land-use and zoning regulation would increase the supply of all types of housing, reducing prices and allowing the housing stock to adjust better to residents’ needs.     Abstract: Rural England plays a significant role in the economy of the United Kingdom, but an even larger social and cultural role. And it is unique among OECD regions, in that it is geographically compact, with rural inhabitants generally no more than a half hour’s drive from an urban area. There is thus a vast amount of interaction between rural and urban populations in England. England’s rural population is, on average, doing better than the urban population across a broad range of socio-economic indicators. Nevertheless, rural England is also struggling with pockets of poverty and social exclusion, difficulties in maintaining access to high quality public services, an ageing population, and, most importantly, a widespread shortage of affordable housing. The government has adopted mainstreaming as its rural policy strategy. The objective of mainstreaming is to ensure that people in rural England have access to the same policies and programmes as those available in urban England. While mainstreaming is an attractive policy approach, especially in a country with strong rural-urban interactions such as England, it has proved challenging to implement for different reasons. This report examines the mainstreaming policy response as applied to rural England and suggests ways to increase its effectiveness. The report will interest academics and policy makers alike as it includes a discussion on governance structures and decentralisation; delivering public services; economic development; and the importance of improving connectivity in the context of rural areas. While the focus is on rural England, other OECD member countries will also benefit from the insights provided.

Over the last 30 years, the region has implemented its science, technology and innovation (STI) policy driven by a need to boost industrial competitiveness. The role of total factor productivity and innovation in driving growth was significant in the 1990s and declined in the early part of this decade, but appears to be on the rise again thanks in part to significant increases in public and private investment in innovation. The Basque Country has begun a transition from a model of incremental innovation in manufacturing to a model increasingly based on science and other forms of knowledge. Through a diagnostic of the innovation system and the policy mix, the review offers some policy and governance recommendations to achieve the region’s desired transition in light of global trends in the innovation process and innovation policy.

    Abstract: The North Atlantic (NORA) region is a transnational area comprising the Faroe Islands, Greenland, Iceland, and the coastal counties of Norway. These territories are linked by shared characteristics and challenges, as well as by historical, institutional and cultural links. Improving accessibility to the region, ensuring sustainable development of its fisheries, enlarging and diversifying its economic base, and meeting the challenges of climate change are key issues. Strengthened regional co-operation can help these territories address them by exchanging know-how and best practices, pooling resources and reaching economies of scale, improving the efficiency of public sector provision, and increasing the “voice” of the region. However, transnational co-operation in the NORA region faces some barriers, as it involves territories that compete in their main economic activities, are separated by large distances, and have strong institutional and economic links with other countries and regions. In order to get the most from transnational co-operation, this report recommends that the NORA territories: focus co-operation efforts on targeted themes and issues; draw up a regional development strategy; promote greater awareness of the benefits of co-operation; develop a “variable geometry” approach to regional co-operation; and enlarge and refine the role of the NORA institution as a facilitator of co-operation.

Sie verbuchen ein hohes BIP pro Einwohner, die Arbeitslosigkeit ist niedrig, und manche Regionen verzeichnen ein beeindruckendes Wirtschaftswachstum. Auβerdem steht die Schweiz nicht vor Herausforderungen, mit denen viele ähnliche Regionen in der OECD konfrontiert wurden, wie mangelnder Zugang zu Dienstleistungen oder Bevölkerungsrückgang durch Überalterung oder Abwanderung. Nur die Förderung der Arbeitsproduktivität stellt weiterhin ein Problem dar, mit dessen Lösung die Regionalpolitik sich befassen muss. Zur Verbesserung der regionalen Wirtschaftsleistung wurde 2008, im Anschluss an den OECD-Prüfbericht 2002, die neue Schweizer Regionalpolitik (NRP) eingeführt. Die NRP stellt einen klaren Paradigmenwechsel dar, da sie sich nicht mehr auf den Bau von Infrastrukturen und die Gewährung von Finanzhilfen konzentriert, sondern die Wirtschaftsförderung zur gezielten Mehrwertschöpfung in den Regionen in den Mittelpunkt stellt. Dieser Bericht enthält Empfehlungen, wie das Ergebnis der NRP durch die Ausweitung des Wirkungsbereichs auf das gesamte Land, engere interkantonale Zusammenarbeit und besser koordinierte Sektoralpolitiken optimiert werden kann. Ferner befasst der Bericht sich mit der regionalen Innovationsförderung. In diesem Rahmen wird empfohlen, die Aufgaben der einzelnen Staatsebenen klarer zu definieren, Forschung und Technologietransfer auf Landesebene vom Bund finanzieren zu lassen und die Kantone mit der Innovationsförderung in den Funktionalräumen zu beauftragen. Der OECD-Prüfbericht Raumentwicklung Schweiz 2011 ist in das breiter gefasste Raumentwicklungsprogramm des OECD Territorial Development Policy Committee eingebettet. Ziel der Prüfberichte ist es, den Behörden der einzelnen Staaten praxisbezogene Ratschläge für die Raumentwicklung zu geben. Zu den bereits geprüften Ländern zählen Chile, Finnland, Frankreich, Italien, Japan, Kanada, Korea, Luxemburg, Mexiko, Norwegen, Polen, Portugal, Schweden und die Schweiz, die Tschechische Republik und Ungarn.     Abstract: The Dutch occupational pension system has been successful in securing high asset accumulation to fund generous pension promises. However, for the second time in this decade the pension system has been affected by a financial crisis and many pension funds’ assets fell below levels needed to meet regulatory requirements. Insufficient funding raises solvency issues, which could eventually lead to large fiscal costs in case of bail-outs. In response to the crisis, most funds were required by the regulator to draw up recovery plans to restore their funding over five years. This has raised concerns that the adjustment required by the regulator is unnecessarily sharp, with possibly adverse macroeconomic implications. On the other hand, OECD simulations indicate that under current policies, it is unlikely that funding rates will be secured that enable the funds over the long term to fulfil their promises of a replacement rate of up to 80% of average wages. This raises the challenge of implementing parametric changes that secure pension benefits without large detrimental effects on intergenerational equity and growth. Occupational pensions are transferable, which enhances labour market mobility. But it is often very difficult for workers to assess how one pension scheme compares to another, posing practical barriers to mobility that should be eased. Sviluppatasi sul modello delle piccole imprese e dei distretti industriali, sta ora affrontando una profonda trasformazione economica. Lo storico nucleo urbano di Venezia, erede di secoli di sviluppo economico costruito sui mari, vede ogni giorno accentuarsi l’esplosione nella terra ferma circostante di una struttura spaziale assai articolata capace di integrare in una unica area urbana altre antiche presenze come Padova e Treviso e la consistente rete di città minori. Il modello della city-region assunto dall’ocse per Venezia (uno spazio urbano entro cui si muove quotidianamente la gran parte dei lavoratori e degli studenti per la maggior parte dei giorni dell’anno) deve confrontarsi con sfide ambientali sempre più impegnative, conseguenza dell’aumento del traffico e dei crescenti costi infrastrutturali esacerbati dai fenomeni di dispersione urbana. Anche la sua struttura demografica sta mutando in seguito all’invecchiamento della popolazione, alla presenza di immigrati e al progressivo spopolamento del centro storico della città. Questo rapporto offre un’analisi comparativa di questi temi e, utilizzando il database metropolitano ocse, si concentra nello specifico su produttività e crescita; considerando l’economia regionale, la pianificazione urbana, gli studi sul sistema dei trasporti e i problemi idrologici evidenzia i cambiamenti all’interno della città-regione. Alla luce del programmato sviluppo delle connessioni ferroviarie tra le città, questo studio richiama l’esigenza di programmi atti ad aumentare le sinergie economiche tra Venezia e le città vicine; prende in esame strumenti chiave per promuovere la crescita economica e la governance metropolitana, proponendo inoltre un migliore coordinamento delle politiche riguardanti l’uso del territorio, dei servizi aggiuntivi per lo sviluppo delle piccole e medie imprese e del potenziamento dell’innovazione legata alle università.     Abstract: OECD's review of rural policy in Quebec. It finds that in rural Québec, both population and personal income are growing, on average, and the province’s economic base continues to diversify. Land occupancy is more homogenous than in the rest of Canada, due to the presence of denser networks of small and medium-sized communities. However, mirroring the situation at the national level, the province displays large regional disparities. The sustainability of some rural communities, especially if remote and resource-based, is challenged by demographic and economic decline. In this context, Québec has developed one of the most advanced rural policy approaches in the OECD, closely in line with the framework suggested in the OECD’s New Rural Paradigm. The province’s rural policy does not have a sectoral focus, and aims at community empowerment and land occupancy. To maximize returns on its rural policy investments, Québec needs to integrate social development more strongly with economic and entrepreneurial development, and further strengthen the supra-local level of government as the centre for rural and territorial development strategies. This should be combined with stabilisation measures in lagging areas, through the accumulation of human capital and enhanced access to land in predominantly rural territories. To address environmental challenges, natural resources should be protected both in the outskirts of metropolitan zones and in remote areas.

    Abstract: This review of regional innovation assesses how to improve Catalonia's current strategy and actions in order to boost its innovation system through both its own programmes and those of Spain and the European Union. It finds that with over seven million inhabitants and a GDP of around EUR 204 billion, Catalonia is not only an important region within Spain, but within the OECD as well. Indeed, its economic output is similar to countries like Portugal and Norway. The region experienced massive population growth over the past decade, due to immigration, which in part drove GDP growth. However, Catalonia’s productivity is slipping, relative to other OECD regions, necessitating the transition to a productivity-driven growth model through a stronger regional innovation system. The region has successfully strengthened its research base, with investments in R&D having increased four-fold over the past decade. Catalonia is now mobilising actors across the innovation system in regional centres, such as Barcelona, to improve productivity and address social challenges.

Regional Policies in OECD Countries responds to this need. It is the first systematic, comparative analysis of OECD countries’ regional policies. The report addresses fundamental regional policy concerns, such as: problem recognition; the objectives of regional policy; the legal/institutional framework; the urban/rural framework; budget structures; and the governance mechanisms linking national and sub-national governments as well as sectors. It begins with an overview of the regional policy today. This is followed by country profiles covering the 31 OECD members. The profiles share a common conceptual framework, allowing countries to see how their experiences measure up. The report also contains several annexes, which cover some of the countries that are candidates for accession to the OECD or with which the OECD has enhanced engagement. The annexes also cover the key topics of cross-border cooperation and trends in urban-rural linkages, especially efforts to control urban sprawl. Les impôts sur la consommation sont parmi ceux qui faussent le moins la croissance et il est tout à fait possible, en Belgique, d’exploiter davantage cette source de recettes fiscales. La taxation différenciée des instruments d’épargne fausse les décisions d’investissement, entravant le redéploiement des capitaux vers leur emploi le plus productif. Cependant, les impôts qui occasionnent le plus de distorsions sont ceux qui frappent le revenu du travail, en raison de leur impact sur les décisions des travailleurs en matière d'emploi. Conscientes de cela, les autorités belges ont cherché à alléger la fiscalité du travail. Cette dernière demeure cependant lourde en comparaison des autres pays, en raison de nombreuses exonérations, qui réduisent les bases d’imposition et nécessitent donc, pour compenser, des taux d’impôt plus élevés. Afin d’améliorer les perspectives des différents groupes sur le marché du travail, on a eu recours largement à des subventions salariales et des réductions de cotisations de sécurité sociale, créant ainsi un système complexe, souvent mal ciblé et visant parfois des objectifs contradictoires. En fin de compte, l’interaction entre l’impôt sur le revenu des personnes physiques, les cotisations de sécurité sociale et le généreux système de prestations a créé une multitude de pièges du marché du travail qui brident l’emploi. Les nouvelles réformes fiscales sont limitées par les problèmes importants et grandissants de viabilité des finances publiques, ce qui signifie que, à moins de procéder à de fortes compressions de dépenses, ces réformes devront s’autofinancer. Pour ce faire, il faut déplacer la charge fiscale vers les sources qui créent le moins de distorsions et élargir les bases d’imposition afin de pouvoir appliquer des taux plus bas.     Abstract: Le secteur financier a été le principal moteur de l'économie au cours des deux dernières décennies. Les avantages comparatifs du Luxembourg en matière d'activités financières résident essentiellement dans le caractère évolutif de son cadre législatif et réglementaire ainsi que dans le faible niveau de sa fiscalité. En conséquence, le Luxembourg est aujourd'hui un des principaux centres internationaux pour les fonds d'investissement. Au-delà des effets directs et indirects de ce secteur d'activité sur l'emploi, sa retombée la plus importante est l'ampleur des recettes fiscales qu'il permet aux pouvoirs publics d'engranger, puisqu'il représente directement plus de 20 % de l'ensemble des rentrées d'impôts. Cela dit, ces recettes fiscales sont très fluctuantes, dans la mesure où ce secteur est extrêmement sensible à l'évolution des marchés de capitaux internationaux. De fait, les contractions intervenues par le passé sur ces marchés ont eu tendance à entraîner un net ralentissement de la croissance de l'économie luxembourgeoise ainsi que des revenus du secteur financier, ce qui laisse à penser que les risques associés aux turbulences financières internationales actuelles sont très substantiels. Au-delà de ces considérations à court terme, le taux de croissance tendanciel du secteur va probablement diminuer à moyen terme. Les principales activités du secteur sont les prestations d'administration financière correspondant aux services de suivi de marché et de postmarché, que les nouvelles technologies de l'information permettront de délocaliser de plus en plus. Par ailleurs, le secteur a des difficultés à attirer des spécialistes hautement qualifiés pour prendre pied dans le domaine plus rémunérateur des activités de service de clientèle. À plus long terme, la concurrence internationale continuera à exercer des pressions qui pourraient finir par remettre en cause la position du Luxembourg. L'ampleur du déclin de la croissance tendancielle du secteur financier dépendra de la capacité du Luxembourg à préserver et renforcer l'attrait qu'il exerce sur les investisseurs et les travailleurs. Pour ce faire, les autorités devront parvenir à adapter leurs politiques dans les domaines de la fiscalité, des infrastructures et du logement pour attirer des étrangers très compétents, tout en révisant la réglementation du secteur financier et en renforçant sa transparence.

    Abstract: Individual elements in Belgian tax system affect the growth process through different channels and to a varying degree. Consumption taxes are among the least distortive for growth, and there is considerable scope to increase the reliance on this tax source in Belgium. The Belgian differential taxation of saving vehicles distorts investment decisions, hampering the reallocation of capital towards its most productive use. However, the most distortive Belgian taxes are on labour through their effects on workers’ labour market decisions. Recognising the latter, the authorities have aimed at reducing taxation on labour. However, its level remains internationally high, reflecting numerous exemptions, which reduce tax bases and thus require higher tax rates than otherwise. To promote labour market prospects for individual groups on the labour market, wage subsidies and social security contribution reductions have been used extensively, leading to a complex system, often poorly targeted and at times subject to conflicting objectives. The end result is that the interaction between the personal income tax, the social security contributions, and the generous benefit systems has created a multitude of labour market traps which hold back employment. New tax reforms are constrained by the large and growing fiscal sustainability problem, implying that, unless substantial expenditure cuts are implemented, new tax reforms must be self-financed. This can be achieved by shifting the reliance of the tax system towards the least distortive sources and by broadening tax bases to allow lower tax rates.     Abstract: The latest System of National Accounts (the 2008 SNA) explicitly recognises, for the first time, that expenditures on research and experimental development (R&D) should be recorded as capital formation. This is a natural extension to the 1993 SNA, which recommends recording many acquisitions of software and databases, mineral exploration, and entertainment, artistic and literary originals as capital formation, too. These products have a common characteristic, namely that their value reflects the underlying intellectual property they embody, which is why they are referred to collectively in this publication as intellectual property products (IPPs). But they also share another important characteristic: their measurement is not straightforward, and in the absence of clear guidance it is highly likely that estimates will not be comparable between countries. This Handbook is designed to provide that guidance by considering IPPs collectively, based on their common characteristics, by type, based on any specificities, such as data availability, and by detailed transaction - for example the valuation of IPPs that have been produced for internal use by their developers, the valuation of unsuccessful IPPs, and the production of IPPs produced and made freely available by government.

    Abstract: The financial sector has emerged as the main economic engine over the past two decades. The comparative advantages of placing financial activities in Luxembourg have mostly been in terms of an adaptive legislative and regulatory framework and low taxation. As a result, Luxembourg is today one of the main international centres for investment funds. Besides the sector’s direct and indirect employment effects, the most important effect is the large tax revenue generating capacity of the sector, accounting directly for over 20% of aggregate tax revenues. On the other hand, these tax revenues are volatile as the sector is highly sensitive to developments in international financial markets. Indeed, past downturns in international financial markets have tended to lead to a sharp slowdown of growth in the economy as well as in revenues, pointing to potential large risks associated with the current turmoil in international financial markets. Besides these short-term considerations, a lower trend growth rate of the sector is likely over the medium term. The main activities of the sector are in middle and back offices dealing with financial administration which, with new IT technologies, will tend to be increasingly outsourced. At the same time, the sector is having problems in attracting highly specialised talent to enter higher value front office activities. Over the longer term, international competition will continue to exert pressures that may eventually erode Luxembourg’s position. The extent of the decline in the sector’s trend growth depends on the ability to maintain and expand the attractiveness of investing and working in Luxembourg. Achieving this will depend on being able to adjust tax, infrastructure, and housing policies to attract foreign talent while updating and increasing the transparency of financial sector regulation.

    Abstract: It is now time to invest in Africa. The prospects are good. Africa is already attracting growing flows of private resources, as a result of its greater political stability and economic reforms. Significant new investors are now engaging in Africa, from within and outside the continent. Development assistance and debt relief alone will not be sufficient to achieve the Millennium Development Goals. Africa now needs more and sustainable investment, both domestic and foreign, in order to accelerate economic growth and progress in poverty reduction, and become better integrated into the global economy. We call for the fulfilment of commitments made at African and G8 Summits and other global fora, including support from development partners to help Africa mobilise more investment, and better focus on mobilisible domestic revenue sources and indigenous resources. Areas such as infrastructure, extractive industry, tourism, agribusiness and ICT are particularly important drivers of development, and require support from development partners.

Leadership is being taken by Africa itself. The number of conflicts has fallen. But even so, one-fifth of the population of Africa still live in conflict zones.     Abstract: Istanbul has established itself as the industrial, financial and logistics centre of the country, producing almost one-third of the national output and absorbing the bulk of foreign direct investment. And, on the international scale, Istanbul ranks among the fastest growing OECD metro-regions. This review finds, however, that Istanbul faces challenges that could hamper its ambition to become a Eurasian hub for finance, logistics, culture and tourism, as well as its development in general. Its economy is changing from one driven by labour-intensive activities to one based on knowledge industries, while traditional and labour-intensive sectors (e.g. textiles and its supply chain) are shifting only gradually and slowly to other complementary industry segments. Constraints on human capital development and the informal sector have hindered productivity levels and increased income disparities. Over-migration is putting a burden on Istanbul’s transport, public infrastructure and housing, and earthquake risk management. The scale and variety of these challenges necessitates improving local public management and implementing a national strategy to reduce regional disparities and to limit migration flows towards the megalopolis.

    Abstract: Few other countries feature the combination of very low population densities and difficult topography that hinders communication, in addition to a variety of contrasting climates. But the “Nordic welfare model” strives, with a good degree of success, to offer equal living conditions to all citizens by providing proper access to quality public services across the country. This comes, however, at great cost. This publication asks whether such a model can be sustainable in the long run, when population ageing and the reduction of petroleum reserves will reduce the leeway that the rapidly growing economy offers. It examines whether competitiveness and innovation could be further developed, given the high share of resource-based and traditional activities and whether urban policy could be better integrated into regional policy so as to better harness the energy of regional growth engines in different areas of the country, including the northern most parts. Lastly, it looks at whether impending regional reform could facilitate the necessary adaptations by transferring more power to regional councils.

    Abstract: El estado mexicano de Yucatán, con su ubicación de importancia estratégica cerca de Estados Unidos de América, América Central y el Caribe, es una de las regiones más dinámicas de la OCDE. Yucatán es también una tierra de contrastes. Es una región rezagada pero en crecimiento, que ofrece una alta calidad de vida y vastos recursos naturales, pero que a la vez padece problemas de sustentabilidad. Sus atracciones turísticas se localizan en zonas rurales que no se benefician de ellas. Cuenta con servicios médicos estatales y peninsulares, pero su cobertura de servicios de salud es desequilibrada. Yucatán es un centro de educación superior en la península y, sin embargo, sus graduados no consiguen empleo. Tienen varias comunidades marginadas en organismos administrativos fragmentados y, si bien los estados que pertenecen a la península comparten un legado y un atractivo culturales comunes, sus instituciones no cooperan entre sí.Resulta claro que Yucatán no aprovecha por completo sus múltiples recursos y, de hecho, los desafíos que prevalecen en la región amenazan con debilitar los bienes locales. Entre estos desafíos se encuentra la necesidad de convertir determinadas actividades en procesos de innovación y diseño de un valor agregado más alto, así como fomentar el que las actividades primarias lleguen a los mercados internacionales. Pese a que el gobierno estatal ha propuesto programas para estimular la formalización de la economía informal, medidas como una mejor reglamentación, la reducción de la burocracia y la oferta de oportunidades de empleo y el acceso al crédito formal podrían causar un mayor impacto. La falta de una visión a largo plazo compartida y coherente es un reto fundamental para mejorar la competitividad regional y la cohesión social en Yucatán. Las recomendaciones de la OCDE sólo pueden ser parte de una estrategia de mayor envergadura para desarrollar una visión colectiva del futuro del estado.

    Abstract: The health sector has always been an important recipient of global attention and external assistance. Humanitarian concerns about the health of the world’s poor, along with fears about the spread of epidemics such as HIV/AIDS, have made health a central pillar of most development policies. Over the last 30 years attention has increased with the emergence of new health threats - such as HIV/AIDS and pandemic influenza - and with recognition that health is a key determinant of economic growth, labor force productivity and poverty reduction. At the same time, health is increasingly viewed as a human right, the fulfillment of which places obligations on both developed and developing countries. Health has also been at the forefront of the debate on what aid effectiveness means from a sectoral perspective. In the mid-1990s health policymakers designed and pioneered sector-wide approaches (SWAps), which aimed to foster ownership, improve donor harmonization and aid predictability, and align policy behind a health-reform program agreed between government and donors. As this paper illustrates, aid effectiveness is particularly challenging in health. As with other sectors, difficulties are the result of inefficiencies in the global aid architecture and of poor country policies; however, problems in health are exacerbated by the inherent complexities of the sector itself. The large number and diverse nature of development partners active in health, the large unmet needs, the dependency on multiple sectors to achieve health outcomes, the major roles of the private sector in both financing and delivery, and the long-term recurrent nature of most health needs have created challenges for countries, but have also stimulated innovative ideas on how to move forward. As a result, the health sector may be a good "tracer" sector for OECD/ DAC to monitor overall harmonization and alignment progress.

    Abstract: Based on 18 country reviews performed over the 2003-2005 period, this paper examines, the cross-country differences in policy approaches to product market competition and their consequences for product market rents. Against this background, the paper summarises OECD recommendations to further strengthen competition in various sectors and areas. These include: removing remaining barriers to trade and inward foreign direct investments; better securing deterrence of cartels through effective sanctions; facilitate market access to inherently competitive industries by easing zoning laws (the retail sector), abolishing reserved monopolies (sales of tobacco and alcohol), limiting the scope of trade associations’ self-regulation and easing residency or nationality requirements (professional services); meet competition challenges in network industries by facilitating the effective separation of monopoly components from competitive activities, reducing public ownership, clearly separating the government’s ownership and regulatory functions and creating the right incentives for investing in infrastructures.

    Abstract: The tertiary education system has been transformed from an elite-oriented system to a system providing tertiary education to a much larger share of each new generation. This re-orientation has contributed to raising education attainment in Belgium. However, in many respects the organisation of the tertiary education systems has not been changed fundamentally and economic incentives are only to a minor extent in place for securing the supply and quality of tertiary education. The system has come under strain, as revealed in the high failure rate among first-year students and the high incidence of subject change. There is thus a need for the system to adapt to be able to continue to support the improvement in educational attainment.

    Abstract: Madrid has experienced impressive dynamic economic growth in recent years, making the best of the positive business cycle in Spain. The capital region absorbs more than a half of the total FDI in Spain and has extended its economic relations with Latin American countries. Growth has occurred largely in the service sector (financial, banking, business services) as well as in logistics (Madrid Barajas Airport is the largest employer in the region). The large investment in public goods, and particularly in transportation infrastructure and cultural amenities, has contributed to attracting firms and workers, creating a virtuous cycle of accumulated wealth. Unemployment has reached a low level (6.5% in 2006) and the growth rate has surpassed the national average as well as the average for OECD metro-regions. There is, however, a concern with how to sustain this positive economic path in the long run. The main challenges to be addressed include a relatively low productivity level, insufficient specialisation in high-value added manufacturing activities, a low innovation capacity, job-skills mismatches (especially for immigrants), transport congestion and housing rental shortage. Public policy making and the governance framework have evolved to provide the metro-region with many of the institutional resources that are needed to make decisions and effectively implement public policies. However, some adaptations will be necessary to effectively address the forthcoming challenges. The Territorial Review of Madrid is integrated into a series of thematic reviews on metropolitan regions undertaken by the OECD Territorial Development Policy Committee. The overall aim of these case studies is to draw and disseminate horizontal policy recommendations for national governments.
