    Abstract: This research collection illustrates the wide range of methodologies and methods available for the evaluation of public programs. All these methods address the benefits of the programs and most compare the benefits to costs, but the types of benefits and their measures vary greatly across the studies and across the different types of public programs.     Abstract: With the publication of The Rise of the Creative Class by Richard Florida in 2002, the "creative city" became the new hot topic among urban policymakers, planners and economists. Florida has developed one of three path-breaking theories about the relationship between creative individuals and urban environments. The economist Åke E. Andersson and the psychologist Dean Simonton are the other members of this "creative troika". In the Handbook of Creative Cities, Florida, Andersson and Simonton appear in the same volume for the first time.     Abstract: "Reforestation and avoiding deforestation are methods of harnessing nature to tackle global warming - the greatest challenge facing humankind. In this book, Colin Hunt deals comprehensively with the present and future role of forests in climate change policy and practice. The author provides signposts for the way ahead in climate change policy and offers practical examples of forestry's role in climate change mitigation in both developed and tropical developing countries. Chapters on measuring carbon in plantations, their biodiversity benefits and potential for biofuel production complement the analysis. He also discusses the potential for forestry in climate change policy in the United States and other countries where policies to limit greenhouse gas emissions have been foreshadowed. The author employs scientific and socio-economic analysis and lays bare the complexity of forestry markets. A review of the workings of carbon markets, based both on the Kyoto Protocol and voluntary participation, provides a foundation from which to explore forestry's role. Emphasis is placed on acknowledging how forests' idiosyncrasies affect the design of markets for sequestered carbon. The realization of forestry's potential in developed countries depends on the depth of cuts in greenhouse gas emissions, together with in-country rules on forestry. An increase in funding for carbon retention in tropical forests is an immediate imperative, but complexities dictate that the sources of finance will likely be dedicated funds rather than carbon markets."--Back cover

    Abstract: Faced with intensified environmental degradation and decreased agricultural land productivity, the Chinese government has sought policy interventions to reverse both of these negative trends. Among the policy instruments is the Conversion of Cropland to Forest and Grassland Program (CCFGP) that aims to change the pattern of agricultural land use in 25 provinces and autonomous regions across China. This book provides the most comprehensive assessment of the CCFGP undertaken to date. It allows the consideration of fundamental questions pertaining to the sustainability of the land use changes brought about by the CCFGP, its cost effectiveness and the prospects for policy evolution.     Abstract: Recent corporate governance scandals have brought to the fore the inherent contradictions of a capitalism dominated by financial markets. This challenging book by Michel Aglietta and Antoine Rebérioux argues that capitalism's basic premise--that companies must be managed in the sole interest of their shareholders--is incongruent with the current environment of liquid markets, profit-hungry investors and chronic financial instability. The authors advocate rather that a company should be managed as an institution where common objectives are developed for all stakeholders, and that this democratic principle should be extended to the management of collective savings to reduce macro-financial instability. These two conditions, they contend, could make contemporary capitalism a vehicle for social progress

    Abstract: Agriculture in the New Global Economy examines the extent to which the political economy of agriculture and the food chain is being transformed by globalisation. This book highlights the important changes that have taken place in the agriculture and food system with the spread of globalisation to this traditionally local sector. Structural change and emerging technologies have contributed to this transformation, which has extended to the political environment in which agriculture operates.     Abstract: The business environment of the chaebol (large corporations in Korea) has changed drastically since the outbreak of the 1997 Asian financial crisis. This book discusses the attempts of the Korean government to remedy structural weaknesses in the corporate sector by launching an aggressive chaebol reform package, supported by the IMF and other international agencies. Its main objective was to restore competitiveness in the corporate sector and to upgrade business conditions to that of international practices and standards. Competition and Corporate Governance in Korea critically reviews government policy towards the chaebol and provides a comprehensive investigation of the relationship between corporate governance and economic performance as well as the interaction of economic institutions with the chaebols' incentive structure and management behaviour. Policy implications based on objective and rigorous empirical analyses of data on the chaebol are also discussed. Notwithstanding the fact that the chaebol have already undergone considerable governance, capital, and business portfolio restructuring, this volume suggests a road map for further restructuring, and the creation of a new incentive structure to help strengthen chaebol competitiveness.     Abstract: From Industrial Districts to Local Development introduces a set of papers representing the main contribution of the 'Florence school' to the recent literature on industrial districts. The authors illustrate that the revitalisation of the concept of industrial districts, returning to Alfred Marshall's nineteenth-century writings, is rooted in an unconventional interpretation of the economic development of Tuscany after the Second World War. Models of industrial organisation and empirical investigation of industrial tendencies are featured, and Alfred Marshall's concepts of the advantages of the geographical agglomeration of specialised small firms in industrial districts are reintroduced. The authors extend the analysis of purely economic effects of agglomeration, including social, cultural and institutional foundations of local development, and current case studies are presented. This book will appeal to scholars, lecturers and researchers focusing on industrial economics, development economics and economic geography. Its references to Italian political experiences will also be of interest to policymakers in both developed and developing countries

    Abstract: This book addresses the role of cooperation, networks and institutions in the context of regional innovation systems.     Abstract: Although the history of the Common Agricultural Policy (CAP) is dominated by a process of centralisation, growing pressures to integrate agri-environmental problems into the CAP have revealed the need to embrace decentralised approaches in an efficient federal structure. Indeed, in recent years it has become increasingly evident that the agricultural sector must undergo fundamental changes in order to enter an era of sustainable development. The authors do not believe that this will be an easy process, not only because agricultural policies in Europe are dominated by specific interest groups, but primarily because integrating environmental aspects into the CAP requires difficult institutional change at different levels. Centralised decision making at the EU level has characterised recent agricultural policy and the authors argue that centralised and hierarchical governance structures may fail to produce adequate solutions if they are not linked to regional and more diverse institutional arrangements. They demonstrate how these new institutional arrangements should be designed and how this change can be organised. In particular, they highlight the need for cooperation, and the participation of farmers, as a strategy to cope with agri-environmental issues and resource management problems. Addressing the value of co-operative strategies to achieve sustainable development and cope with agri-environmental problems, this book will be of great interest to agricultural economists and those with an interest in ecological reforms of agricultural policies. It will also be particularly relevant to policymakers within EU nations, as well as policymakers within the countries of Eastern and Central Europe who will be amongst the first to be admitted to the EU in the next wave of expansion

    Abstract: The spatial dimension of international trade theory has been neglected during most of its history. Trade barriers such as tariffs have been deemed more important. However, in an increasingly integrated world economy seeking to abolish tariffs, spatial considerations have gained in stature. On the way to fostering a spatial trade theory this book supplies a comprehensive analysis of all the different impacts of the inclusion of space and transport costs, covering orthodox trade theory, new trade theories, and economic geography.     Abstract: This path-breaking book shows how green accounting can be compatible with ecological economics and how it can contribute to the implementation of sustainability.     Abstract: Global Environmental Change and Agriculture offers a comprehensive perspective on the causes, consequences and possible policy solutions for climatic change as we move into the twenty-first century. It assesses the impact of potential future global climate change on agriculture and the need to sustain agricultural growth for economic development. The book begins by examining the role of international research institutions in overcoming environmental constraints on sustainable agricultural growth and economic development. The authors then discuss how agricultural research systems may be restructured to respond to global environmental problems such as climate change and loss of genetic diversity. The discussion then extends to consider environmental accounting and indexing, to illustrate how environmental quality can be included formally in measures of national income, social welfare and sustainability. The third part of the book focuses on the effects of and policy responses to climate change. Chapters examine the effect of climate change on production, trade, land use patterns and livelihoods. They consider impacts on the distribution of income between developed and developing countries and between different social classes within the developing world, where agriculture remains a major economic activity. Authors take on an economy-wide perspective to draw lessons for agricultural, trade, land use and tax policy. This book will be of special interest to agricultural, development and environmental economists as well as policy analysts in government and at international agencies confronting practical problems of environmental and economic assessment

    Abstract: This timely book focuses on the liberalization of agricultural policy and questions whether it is compatible with the goal of achieving economic and environmental sustainability in the European Union. It presents an invaluable contribution to the growing literature on the sustainability and policy aspects of trade liberalization, focusing on European agriculture. Agriculture, Trade and the Environment discusses quantitative methods for the assessment of agriculture-environment trade-offs for policy analysis at the firm, regional or national levels. It also presents the experience of countries in Europe, with particular regard to the impact of the reform of the Common Agricultural Policy and the repercussions of the Uruguay Round. Using a wide range of analytical and quantitative tools, country case studies examine agricultural areas in Austria, Scotland, Italy, Spain, Greece and Estonia. The authors then go on to look at future developments in an enlarged EU context. They conclude that efficient policies for environmental management in the EU need to be tailored to fit local conditions. Any attempt to impose uniform policies across a region as environmentally and economically diverse as Europe will have widely divergent and unintended consequences.     Abstract: At the end of the 20th century economists and policymakers face an unprecedented dual challenge: to avert ecological disaster and to end mass unemployment by accelerating and redirecting world economic growth. This major volume brings together contributions from environmental and technological economists. The first part discusses the ecological challenge to economists and policymakers and shows that both need a radical change in their approach. The second part discusses the institutional and legal changes which are necessary to address this challenge. The final part deals with the technological revolution, focusing on microelectronics and biotechnology, which is now transforming the world economy, and sets it in the context of long term fluctuations in economic growth and the relative stagnation since 1973. The protection of the environment, and economic growth with full employment are not necessarily opposed. On the contrary, as this volume demonstrates, what is required to return to full employment and more rapid growth is vigorous and concerted government action to give an 'eco-friendly' direction to technological and economic change

    Abstract: Industrial Ecology is perhaps the first serious attempt to go beyond general statements regarding the desirability of 'clean technology' and to assess realistically and quantitatively the range of practicable possibilities for reducing materials extraction, consumption and waste. This major new book examines strategic options for reducing wastes and pollution and increasing the productivity of materials. Using an industrial ecology perspective, the authors analyse thirteen generic cases of material, beginning with four families of metals (aluminium, chromium, copper and zinc), several families of chemicals (phosphates and fluorine; suphur-based, nitrogen-based and chlorine-based), silicon and several different types of waste.
