    Abstract: This book analyses the policy mixes that provide the best possible incentives for firms and governments to act on climate change and sign up to international climate agreements. In doing so, the authors address a multitude of related issues including the linkages between flexible mechanisms and voluntary agreements; regulation and taxation; the opportunities and barriers of the Kyoto Protocol for industry; and the incentives for firms to undertake climate-related R&D and investments. As well as illustrating the environmental benefits and cost-effectiveness of alternative policy mixes in reducing GHG emissions, the authors also offer sensible policy prescriptions for increasing the numbers of countries that ratify and implement climate agreements

    Abstract: The book investigates various strategies to provide countries with an incentive to accede, agree and comply to an international environmental agreement (IEA). Finus shows that by integrating real world restrictions into a model, game theory is a powerful tool for explaining the divergence between "first-best" policy recommendations and "second-best" designs of actual IEAs. For instance he explains why (inefficient) uniform emission reduction quotas have played such a prominent role in past IEAs despite economists' recommendations for the use of (efficient) market-based instruments as for example emission targets and permits. Moreover, it is stated, that a single, global IEA on climate is not necessarily the best strategy and small coalitions may enjoy a higher stability and may achieve more

    Abstract: Issues surrounding Annex I trading - the trading of greenhouse gas emissions among industrialized countries under the Kyoto Protocol to the Framework Convention on Climate Change - comprise the central theme of this collection, which offers an integrated discussion of the practical, economic and political issues involved in its implementation. Topics explored include compliance of the Protocol as a whole and compliance issues arising from trading; the design of a system for tracking the trade of permits; fair competition, market power and Annex B trading; and the development of guidelines for joint implementation. Global Emissions Trading has grown out of direct work with Annex I delegates and representatives of the business community. Thus, it reflects and responds to their concerns and their assessment of the political and practical feasibility of different options. Several authors have contributed to this volume, but the papers were developed together and the result is a unified and cohesive text, which aims to provide a focus for future debate on issues where there are real conflicts of interest and genuine uncertainties about appropriate design. Further, the book should stimulate debate on the solutions proposed and encourage research in areas where recommendations are ambiguous.
