    Abstract: Despite many examples of good practice, large weaknesses exist in many countries’ national career guidance services, according to extensive research conducted by the OECD, and by the Centre for the Development of Vocational Training and the European Training Foundation on behalf of the European Commission. Access is limited, particularly for adults. In addition, services often focus upon immediate decisions, and fail to develop career management skills. Training for those who provide services is frequently inappropriate, failing to reflect the full range of client needs or to take account of modern, more flexible delivery methods such as ICT. Services are poorly co-ordinated between different ministries, and between governments and other stakeholders. The evidence base is too weak to provide policy makers with useful data on outcomes, costs and benefits. These gaps stand in the way of governments’ attempts to implement lifelong learning, active employability and social equity policies. This joint publication by the OECD and the European Commission (staff working paper) gives policy makers practical tools to tackle these problems. In simple, non-technical language, the publication addresses a broad range of policy issues that are central to the effective delivery of career guidance services. These include: how to widen access to career guidance; ways of improving the quality of career information; ensuring that staff qualifications meet policy objectives; and improving strategic leadership. This publication is essential reading for all policy makers, especially those in education and labour, who are responsible for planning, managing and delivering career guidance services.

    Abstract: What does PISA actually assess? This book presents all the publicly available questions from the PISA surveys. Some of these questions were used in the PISA 2000, 2003 and 2006 surveys and others were used in developing and trying out the assessment. After a brief introduction to the PISA assessment, the book presents three chapters, including PISA questions for the reading, mathematics and science tests, respectively. Each chapter presents an overview of what exactly the questions assess. The second section of each chapter presents questions which were used in the PISA 2000, 2003 and 2006 surveys, that is, the actual PISA tests for which results were published. The third section presents questions used in trying out the assessment. Although these questions were not used in the PISA 2000, 2003 and 2006 surveys, they are nevertheless illustrative of the kind of question PISA uses. The final section shows all the answers, along with brief comments on each question.

With tertiary education increasingly seen as a fundamental pillar for economic growth, these systems must now address the pressures of a globalising economy and labour market. Within governance frameworks that encourage institutions, individually and collectively, to fulfil multiple missions, tertiary education systems must aim for the broad objectives of growth, full employment and social cohesion. In this context, the OECD launched a major review of tertiary education with the participation of 24 nations. The principal objective of the review is to assist countries in understanding how the organisation, management and delivery of tertiary education can help them achieve their economic and social goals. Japan is one of 14 countries which opted to host a Country Review, in which a team of external reviewers carried out an in-depth analysis of tertiary education policies. This report includes: an overview of Japan's tertiary education system; an account of trends and developments in tertiary education in Japan; an analysis of the strengths and challenges in tertiary education in Japan; and recommendations for future policy development. This review of tertiary education in Japan forms part of the OECD Thematic Review of Tertiary Education, a project conducted between 2004 and 2008.

    Abstract: This report explores the educational performance and attitudes of males and females during childhood and adolescence. It opens with a general summary of gender differences measured outside of the PISA assessment programme and then considers the knowledge gained about gender-related issues from PISA 2000, PISA 2003 and PISA 2006 when reading, mathematics and science respectively were the major domains of assessment. Among the key findings: in reading in PISA 2000, females significantly outscored males in all countries; in mathematics in PISA 2003, males outscored females somewhat; in the combined science scale in PISA 2006, there was no overall significant difference observed between males and females. However, when examining the various science competencies, knowledge components and attitudes to science, there were some marked differences.

    Abstract: Scotland consistently performs at a very high standard in OECD’s Programme for International Student Assessment (PISA) and has one of the most equitable school systems in the OECD. This review examines the strengths of Scotland’s schools and the challenges they face in securing high standards for all children. One major challenge is an achievement gap that opens up late in primary education and widens through junior secondary years: children from poorer backgrounds are more likely than others to under-achieve. A second challenge for Scotland is to achieve broader and more successful participation in upper secondary education and greater equity in higher education. The review assesses the performance of Scottish schools, using PISA findings and national test and examination results. It also examines educational reforms in Scotland in the light of reforms in countries facing similar challenges.

    Abstract: Encouraging Student Interest in Science and Technology Studies examines overall trends in higher education enrolments and the evolution of S&T compared with other disciplines. The results suggest that although absolute numbers of S&T students have been rising as access to higher levels of education expands in OECD economies, the relative share of S&T students among the overall student population has been falling, The report shows that encouraging interest in S&T studies requires action to tackle a host of issues inside and outside the education system, ranging from teacher training and curriculum design to improving the image of S&T careers. Numerous examples of national initiatives are used to complement the analyses to derive a set of practical recommendations.

This report includes: an overview of Croatia's tertiary education system; an account of trends and developments in tertiary education in Croatia; an analysis of the strengths and challenges in tertiary education in Croatia; and recommendations for future policy development. This review of tertiary education in Croatia forms part of the OECD Thematic Review of Tertiary Education, a project conducted between 2004 and 2008.

Die Resultate werden in zwei Bänden dargestellt: Der erste bietet eine Analyse der Ergebnisse, der zweite Band (nur in Englisch und Französisch verfügbar) enthält die dieser Analyse zu Grunde liegenden Daten. Dieser Bericht liefert das umfassendste internationale Bild des heutigen Lernens im Bereich der Naturwissenschaften, wobei PISA 2006 nicht nur den Leistungsstand der Schülerinnen und Schüler erhob, sondern auch ihr Interesse an Naturwissenschaften und ihr Wissen um die Chancen, die der Besitz naturwissenschaftlicher Kompetenzen eröffnen kann, sowie das Lernumfeld untersuchte, das die Schulen im Bereich Naturwissenschaften zur Verfügung stellen. PISA ordnet die Leistungen der Schülerinnen und Schüler, der Schulen und der Länder in den Kontext ihres jeweiligen sozioökonomischen Hintergrunds ein und ermittelt wichtige bildungspolitische Maßnahmen und Praktiken, die mit Lernerfolg assoziiert sind. Indem gezeigt wird, dass einige Länder erfolgreich eine qualitativ hochwertige Bildung und eine ausgewogene Verteilung der Lernergebnisse miteinander verbinden können, gibt PISA ehrgeizige Ziele für andere Länder vor. Im Anschluss an die Erhebungen PISA 2000 und PISA 2003 vervollständigt PISA 2006 den ersten Erhebungszyklus in den drei Grundbildungsbereichen. PISA leitet gegenwärtig einen zweiten Zyklus von Erhebungen ein, der 2009 mit der Lesekompetenz als Schwerpunktbereich beginnen und 2012 (mathematische Grundbildung) sowie 2015 (naturwissenschaftliche Grundbildung) fortgesetzt wird. Die Internationale Schulleistungsstudie der OECD (PISA) PISA ist ein Kooperationsprojekt der 30 OECD-Mitgliedsländer sowie von etwa 30 Partnerländern und volkswirtschaften, in das wissenschaftliche Fachkenntnisse aus allen Teilnehmerländern und volkswirtschaften einfließen und bei dem übergreifende Entscheidungen auf der Basis gemeinsamer politischer Interessen von den Regierungen der Teilnehmerstaaten gemeinschaftlich getroffen werden. Zu seinen einzigartigen Merkmalen zählen: Grundbildungskonzept: PISA definiert jeden Erhebungsbereich (Naturwissenschaften, Lesekompetenz und Mathematik) nicht in erster Linie nach der Beherrschung der schulischen Curricula, sondern vielmehr nach den Kenntnissen und Fähigkeiten, die für eine aktive Teilhabe an der Gesellschaft benötigt werden. Langzeitverpflichtung: PISA ermöglicht es den Ländern, in regelmäßigen Abständen und auf der Basis eines vorhersehbaren Zeitplans ihre Fortschritte auf dem Weg zur Erreichung der grundlegenden Lernziele zu messen. Untersuchte Altersgruppe: Mit der Beurteilung der Leistungen 15-Jähriger, d.h. junger Menschen gegen Ende ihrer Pflichtschulzeit, liefert PISA wichtige Indikatoren für die globale Leistungsfähigkeit von Schulsystemen. Relevanz für das lebenslange Lernen: PISA beschränkt sich nicht auf die Beurteilung von Kenntnissen und Fähigkeiten der Schülerinnen und Schüler, sondern befragt diese auch nach ihrer Lernmotivation, ihrer Selbsteinschätzung und ihren Lernstrategien sowie ihren Zielen in Bezug auf künftige Studien und Berufsaussichten.

    Abstract: This book contributes to the current debates on the shadow economy and related issues of tax evasion and corruption. The approach taken here is one that will develop a better understanding of these related issues, which are increasingly seen as impediments to country competitiveness and economic growth. Economists and policymakers are increasingly focused on how the shadow economy operates. The contributors discuss how effective corporate governance may help to reduce both the occurrence and effects of illegal activities.     Abstract: This review of education policies in Turkey takes place at a critical point in the nation’s history. An improving economy, greater governmental continuity and a more stable social environment, coupled with the extraordinary challenge of Turkey’s candidacy for EU accession, provide an unprecedented opportunity for a new phase of education reform. Over the past decade, Turkey has pursued a striking education reform agenda focused on implementing eight-year basic and compulsory education and increasing the participation of girls at the primary education level. The nation must now complement the drive for increasing enrolments and participation with efforts to improve quality. To reach the levels of education attainment and performance of the most advanced countries in Europe and OECD, Turkey must undertake sustained, multi-year, systemic reforms of its education system.

    Abstract: Portugal’s tertiary education sector has expanded significantly over the last 20 years, but participation and overall educational attainment levels remain below European standards and enrolment rates have begun to decline. The OECD review recommends that Portugal’s national government should focus on strategic direction and leave higher education institutions wider latitude for accomplishing public priorities consistent with their mission. Among its proposals for reform, the review calls for the creation of a National Council on Higher Education to oversee Portugal’s higher education strategy. The review also calls for major changes in the governance and management of higher education institutions to bring them into line with national goals, encourage their responsiveness and efficiency, and improve their quality. Improving research and innovation is a key strategic objective of the Portuguese government, and the OECD review suggests a number of qualitative changes in Portugal’s tertiary education system to enhance performance in this area.

    Abstract: Learning resources are often considered key intellectual property in a competitive higher education world. However, more and more institutions and individuals are sharing their digital learning resources over the Internet, openly and for free, as Open Educational Resources (OER). This study, building on previous OECD work on e-learning, asks why this is happening, who is involved and what the most important implications of this development are. The report offers a comprehensive overview of the rapidly changing phenomenon of Open Educational Resources and the challenges it poses for higher education. It examines reasons for individuals and institutions to share resources for free, and looks at copyright issues, sustainability and business models as well as policy implications. It will be of particular interest to those involved in e-learning or strategic decision making within higher education, to researchers and to students of new technologies.

    Abstract: PISA 2006: Science Competencies for Tomorrow’s World presents the results from the most recent Programme for International Student Assessment (PISA) survey, which focused on science and also assessed mathematics and reading.     Abstract: In many OECD countries, tertiary education systems have experienced rapid growth over the last decade. With tertiary education increasingly seen as a fundamental pillar for economic growth, these systems must now address the pressures of a globalising economy and labour market. Within governance frameworks that encourage institutions, individually and collectively, to fulfil multiple missions, tertiary education systems must aim for the broad objectives of growth, full employment and social cohesion. In this context, the OECD launched a major review of tertiary education with the participation of 24 nations. The principal objective of the review is to assist countries in understanding how the organisation, management and delivery of tertiary education can help them achieve their economic and social goals. Estonia is one of 14 countries which opted to host a Country Review, in which a team of external reviewers carried out an in-depth analysis of tertiary education policies. This report includes: an overview of Estonia's tertiary education system; an account of trends and developments in tertiary education in Estonia; an analysis of the strengths and challenges in tertiary education in Estonia; and recommendations for future policy development. This review of tertiary education in Estonia forms part of the OECD Thematic Review of Tertiary Education, a project conducted between 2004 and 2008.
