    Abstract: This book outlines practices in OECD countries to promote equity in education, that is, to address the needs of students with disabilities, learning difficulties and social disadvantages. The book highlights the number of students involved and where they are educated (special schools, special classes or regular schools). New data are included covering pre-school and upper secondary education and data on gender have also been expanded. The book also includes information on the physical provision and on student/teacher ratios. It includes a comprehensive set of statistics on the different categories of students and indicators of equity. The analysis is based on both quantitative and qualitative data provided by 28 OECD countries and a number of provinces.

Il met également en évidence les problèmes structurels fondamentaux posés aux pouvoirs publics sur les marchés émergents de la dette. Au fil des ans, les gestionnaires de la dette publique des pays de l’OCDE ont mis au point des pratiques exemplaires d’émission, de gestion et de retrait de titres de la dette publique au prix le moins onéreux possible et moyennant des risques acceptables. Ces pratiques s’inscrivaient, pour une large part, dans un contexte de déficits considérables et persistants des finances publiques. Or, avec le passage à une situation d’excédents budgétaires, il a fallu élaborer des techniques nouvelles pour faire face aux répercussions de ce changement (anomalies dans la détermination des prix et contraction de la liquidité sur les marchés de référence traditionnels). Ce rapport analyse par ailleurs l’impact des systèmes électroniques avancés sur les marchés primaire et secondaire. C’est ainsi qu’à l’avenir, des systèmes électroniques d’enchères perfectionnés permettront aux investisseurs institutionnels de soumissionner directement lors des adjudications et de contourner ainsi les spécialistes de valeurs d’État. De même, les systèmes électroniques de négociation vont inéluctablement bouleverser les marchés secondaires des valeurs à revenu fixe. En arrière-plan de ces défis, on voit de plus en plus d’émetteurs souverains des pays de l’OCDE accorder plus d’autonomie à leurs services de gestion de la dette publique, en mettant plus fortement l’accent sur l’évaluation et la gestion des risques.     Abstract: This publication presents five governmental experiments aimed at promoting sustainable development in Canada, Germany, Japan, the Netherlands and the United Kingdom. These countries were selected on the basis of their diversity in terms of size and natural conditions. They also display a variety of economic, environmental and social conditions and cultural patterns. The five case studies illustrate specific institutional and decision-making efforts to adapt governance frameworks in order to respond to sustainable development challenges. The country studies are introduced by an analytical section, which focuses mainly on the way governments (at all levels) could develop integrated approaches to decision-making, on how they could ensure effective participation of civil society, and how they could improve their capacity to "take a longer-term view" - that is to design policies that remain sustainable over the longer-term.

    Abstract: Good governance in modern times requires attention not only to shifting relations between governments, citizens and parliaments, but to the effective functioning of government itself. One important issue is 'Distributed Governance' - a term coined in this publication to capture the notion of proliferating public organisations operating with some degree of separateness from core government ministries. Despite the fact that in many countries more than half of public employment and central public expenditure is carried out through such bodies, they have not been comprehensively studied from a governance perspective. Some important questions concerning these organisations that need to be addressed are: Does government have adequate oversight of them? How accountable are they? and To whom should they be accountable? Distributed Public Governance: Agencies, Authorities and other Government Bodies presents the experience of nine countries with the governance of these bodies. It also draws preliminary conclusions from the work carried out on this topic by the OECD’s Public Management Service (PUMA).

    Abstract: There is widespread agreement that in order to bring about sustainable travel in urban areas, flexible, integrated policy packages are needed that send the right signals to urban land use and transport markets. The project on Implementing Sustainable Urban Travel Policies conducted by the ECMT has shown that actually implementing integrated policy packages for sustainable urban travel is easier said than done for a great number of cities in ECMT and OECD countries. While in most countries, urban land use and travel policies are defined and implemented at the local or regional levels, there is growing recognition that national governments can improve chances for implementation of integrated policy packages by providing for a flexible, sectorally integrated policy framework that sends the right messages to regions and cities via policy incentives and project financing. This report examines the ways in which national governments can act as catalysts for sustainable travel practices on a local level.

    Abstract: Le péage n’est pas à proprement parler une invention contemporaine. La technique du péage est très ancienne et ses fondements théoriques remontent loin dans le passé. On peut cependant remarquer que les finalités du péage ont été diverses et variées au cours du temps. Droit de passage à l’origine, le péage a été utilisé ultérieurement pour le financement et les dépenses d’entretien des infrastructures, avant de devenir un élément d’internalisation des coûts externes et de gestion de la demande. A l’heure actuelle, deux motifs principaux sont avancés pour justifier l’instauration de péages : les traditionnels besoins de financement et la recherche d’une certaine efficacité dans l’usage des infrastructures. Cependant, comme le montre cette Table Ronde, les péages ne sont pas une panacée et leur introduction peut être politiquement délicate. Cette Table Ronde offre un large panorama, tant de la perspective théorique du péage que des problèmes concrets posés par son application. Elle permet de faire le point, d’une manière scientifique, sur une question d’actualité brûlante à un moment où plusieurs pays envisagent d’instaurer des péages électroniques généralisés.

    Abstract: De l'avis général, l'avènement de transports urbains durables ne peut passer que par la mise en oeuvre de panoplies de mesures intégrées et flexibles qui envoient les bons signaux aux secteurs des transports et de l'aménagement du territoire.Le projet de la CEMT sur "La mise en oeuvre des politiques de transports urbains durables" a démontré que la mise en oeuvre de panoplies de mesures intégrées s'avère plus facile en paroles qu'en actes dans un grand nombre de villes des pays de la CEMT et de l'OCDE. Alors que la planification urbaine et les politiques de transports sont définies et appliquées au niveau local ou régional dans de nombreux pays, il devient de plus en plus clair que l'administration nationale peut favoriser la mise en oeuvre de panoplies de mesures intégrées. En effet, les autorités nationales peuvent créer un cadre d'action souple et unifié dans une optique intersectorielle, et envoyer ainsi aux régions et aux villes des messages appropriés par le biais d’incitations des pouvoirs publics et par le financement de projets en faveur du développement durable. Ce rapport montre en quoi les administrations nationales peuvent servir de catalyseur propre à engendrer des pratiques durables en matière de transports locaux.

But improvements can be made. This book explores how the provision of better bus services can bring concrete solutions. "Bus rapid transit" systems emerging in Latin America provide fast, reliable and efficient urban travel for large numbers of people. Express busways, employing high-capacity buses and new technologies such as GPS-based bus tracking systems, can conveniently and reliably move up to 10 times as many people along a route as can cars – and be profitable. This book shows how bus rapid transit differs from traditional bus systems and how it can be developed around the world. There is a detailed look at clean fuels and advanced technologies such as "clean diesel", CNG, hybrid-electric and fuel cells. Case studies are made of six cities and of the steps each might take to encourage more sustainable transport systems.

    Abstract: Concilier travail et vie de famille est une ambition qui se décline, tant pour les individus que pour la société, en deux objectifs principaux : permettre à chacun de travailler afin de percevoir un revenu en participant à l’activité sociale la plus importante de la vie moderne, et de s’occuper le mieux possible de l’éducation de ses propres enfants. La première étude de l’OCDE consacrée à la façon de concilier travail et vie de famille analyse les défis que les parents de jeunes enfants doivent relever lorsqu’ils tentent de concilier leur occupation professionnelle et leurs obligations familiales, ainsi que les conséquences qui en découlent sur le plan social et sur le plan des évolutions observées sur le marché du travail. Elle examine la palette des politiques menées actuellement en faveur de la famille en Australie, au Danemark et aux Pays-Bas et analyse comment les diverses mesures mises en place dans ces trois pays influent sur les tendances du marché du travail, ainsi que sur d’autres données sociétales.

Ce livre présente les divers programmes d’aide à la création d’entreprises qui sont mis à la disposition des jeunes à l’échelon national, régional et local, dans les pays de l’OCDE : il constitue la première étude internationale des « bonnes pratiques » dans ce domaine en plein essor. Les dispositifs cités comme exemples sont de natures diverses : actions de formation, aides financières, soutien sur le plan des idées et du fonctionnement, prestations de conseil et tutorat, constitution de réseaux et transmission d’entreprises entre générations. Des indications sont données sur l’éventail des acteurs et des activités, et des suggestions sont présentées là où persistent certaines lacunes. Les pays définissent leur politique dans ce domaine en s’appuyant sur des stratégies diverses dont la nature est fortement déterminée par le contexte, les valeurs et les convictions propres à chacun d’eux. En particulier, l’action visant les très jeunes enfants et les modalités de leur prise en charge sont étroitement liées aux conceptions culturelles et sociales relatives aux enfants eux-mêmes, mais aussi au rôle de la famille et des pouvoirs publics, ou encore à la finalité de l’éducation préscolaire et de l’accueil de ces enfants. Et ces conceptions diffèrent d'un pays à l'autre comme à l’intérieur d’un même pays. Toutefois, les pays sont confrontés à un grand nombre de difficultés et de problèmes analogues. Elaboré selon une optique plus vaste et plus globale que celle des précédentes études, cet ouvrage présente une analyse comparative des principaux faits nouveaux et des grands problèmes qui se posent dans 12 pays de l’OCDE. Il met en relief les approches novatrices et propose des solutions susceptibles d’être adaptées à des contextes nationaux différents. Quelles sont les stratégies les plus prometteuses pour promouvoir le bien-être de l’enfant et de la famille ?     Abstract: Depuis de nombreuses années, les spécialistes des transports, partout dans le monde, considèrent comme exemplaire l'expérience des Pays-Bas en matière de transports urbains. Les Néerlandais se sont résolument et durablement engagés en faveur d'une planification et de politiques intégrées des transports et de l'occupation des sols, pour développer au maximum l'utilisation des transports publics et de la bicyclette. Soutenus par une tradition de planification ancienne et hautement respectée, ils ont entrepris cette tâche dans un contexte institutionnel qui favorise la consultation et la recherche du consensus entre les différents secteurs et acteurs concernés. Comme la plupart des pays, les Pays-Bas ont vu croître les pressions exercées par les transports sur l'environnement : augmentation de la congestion dans les zones urbaines et aux alentours, agressions sonores et pollution atmosphérique et problèmes posés par le trafic de transit international. Bien que les plans stratégiques pour les transports, l'aménagement du territoire et l'environnement aient défini un cadre général pour la prise en compte de ces pressions, il s'est révélé difficile dans de nombreux cas d'atteindre les objectifs et les buts énoncés dans ces plans sont souvent ambitieux. Réalisé à l'occasion de la préparation du Plan national 2000 sur le trafic et les transports (NVVP) que les Pays-Bas ont récemment approuvé, ce rapport est une évaluation de la politique néerlandaise en matière de transports urbains qui s'appuie sur les conclusions établies par une équipe d'experts de la CEMT lors d'une visite effectuée aux Pays-Bas en juin 1999.

    Abstract: Climate change is one of the key challenges facing the international community. The world’s industrial countries and those with economies in transition have, under the 1997 Kyoto Protocol, collectively agreed sharp limitations of their greenhouse gas emissions. Innovative provisions in this Protocol offer potentially cost-effective ways to meet these pledges. They allow investors - nations, as well as companies - to credit emission reductions they accomplish in foreign countries against their own commitments. The two schemes, Joint Implementation and the Clean Development Mechanism, will encourage investment in climate-friendly projects worldwide, especially in developing countries. So far, however, no detailed rules have been adopted to govern the new mechanisms or to evaluate just how many emission credits a particular project should generate. Rigorous methodological analysis is required before any decision can be taken. This book provides that analysis, examining issues in the development of emission baselines in four key sectors: electricity; cement; energy efficiency; and iron and steel. This book moves the debate from the theoretical to the practical. It provides insights on how to develop credible, workable and transparent baselines from which to quantify the mitigation effects of projects initiated under the "Kyoto mechanisms". In so doing, it sails uncharted waters. It attempts, indeed, to "estimate the unknown".

    Abstract: This study focuses in detail on the environmental compliance/competitiveness relationship with respect to the regulation of packaging waste. An important and innovative feature of the study is its emphasis on backward and forward linkages. An entire supply chain is considered: packaging manufacturers and suppliers, food processors and the food retail sector, to study the competitive effects of environmental standards on manufacturing companies and the vertical links and supply responses. A variety of regulatory regimes is represented by including within the study companies from Germany, Italy, the Republic of Ireland and the United Kingdom. While it is of note that the relatively strong regulation in Germany has indeed had effects on company behaviour, there is no evidence that environmental regulations hindered companies from achieving competitive performance. Analyses consider: the response of individual firms to different levels of regulation; the cost of compliance; impact on employment; the influence of the supply chain on environmental and competitive performance; the importance of firm size and ownership; and the impact of regulation on competitiveness, and firm competitiveness on the efficiency of adjustment to regulation

    Abstract: There is broad political support for lifelong learning because it is so vital to sustained economic progress and social cohesion in the "new economy". But its implementation is potentially costly and depends on making the learning process more cost-effective and on securing financial and in-kind resources from the private sector. What can be done to keep lifelong learning from becoming prohibitively expensive, and to ensure that there are strong and transparent incentives to invest in it ? This book looks at recent experience of selected OECD countries as they have articulated their goals and strategies for lifelong learning. It examines policies and practices that influence the rates of return to lifelong learning, and mechanisms that are being put in place to channel financial resources to lifelong learning. It identifies resource issues that need to be addressed if lifelong learning is to be an affordable and workable guide to public policy.

La publication annuelle Statistiques des recettes publiques de l'OCDE présente les recettes fiscales par sous-secteur de l'administration publique. Cependant, elle n'indique pas le degré de contrôle que les États fédérés et les collectivités locales exercent sur leurs recettes fiscales. En l'absence d'autres sources de données analogues comparables au niveau international, l'OCDE a élaboré un cadre pour évaluer et analyser le degré de contrôle que les administrations infranationales exercent sur leurs impôts. Les résultats présentés dans cet ouvrage mettent en lumière la grande diversité des formes d'autonomie fiscale au niveau des administrations infranationales. Cette publication contient une description des relations fiscales dans la plupart des dix-neuf pays intéressés et offre une série de tableaux détaillés pour chaque pays,avec une ventilation des recettes selon : 1) le niveau d'administration infranational ; 2) la classification des impôts établie par l'OCDE ; et 3) la catégorie d'autonomie fiscale, suivant le cadre élaboré par le Groupe de travail sur l'analyse des politiques et les statistiques fiscales.

    Abstract: This book provides a full account of a totally new approach to making international comparisons in the field of special needs education. It makes comparisons of students with disabilities, learning or behaviour difficulties and disadvantages on the basis of the additional resources made available to them to access the curriculum, which in some countries covers some 35% of school-age students. To improve the quality of the comparisons made countries re-classified their own classification schemes and data into a new tri-partite cross-national classification system:-Category A covers those students whose disabilities have clear biological causes.-Category B covers those students who are experiencing learning and behaviour difficulties for no particular reason. -Category C covers those students who have difficulties arising from disadvantages.Among the many analyses provided, the book highlights the numbers of students involved, where they are educated (special schools, special classes and regular schools), and a breakdown by gender. Data has been provided by 23 countries: Austria, Belgium (Flemish Community), Canada (New Brunswick), the Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Korea, Mexico, the Netherlands, New Zealand, Portugal, Spain, Sweden, Switzerland, Turkey, the United Kingdom and the United States.

    Abstract: Literacy in the Information Age, the final report from the International Adult Literacy Survey, presents evidence on the nature and magnitude of the literacy gaps faced by OECD countries. It offers new insights into the factors that influence the development of adult skills in various settings - at home, at work and across the 20 countries for which comparable household assessment results are included. Findings point to large differences in the average level and population distribution of literacy skills both within and between countries. Low literacy skills are evident among all adult groups in significant - albeit varying - proportions. Literacy proficiency varies considerably according to home background factors and educational attainment in most of the countries surveyed. However, the relationship between literacy skills and educational attainment is complex. Many adults have managed to attain high levels of literacy proficiency despite a low level of education; conversely, some have low literacy skills despite a high level of education. These differences matter both economically and socially: literacy affects, inter alia, labour quality and flexibility, employment, training opportunities, income from work and wider participation in civic society. Improving the literacy skills of the population remains a large challenge for policy makers. The results suggest that high-quality foundation learning in schools is important but insufficient as a sole means to that end. Policies directed at the workplace and family settings are also needed. The employers’ role in promoting and rewarding literacy skills is particularly important for skills development.

    Abstract: Strategic business services, examined in twenty-one OECD country case studies in this book, comprise services in computer software and information processing, research and development and technical testing, marketing, business organisation (management consultancy and labour recruitment) and human resource development. This sector has been growing at around 10% per year, and overall turnover for 1999 is likely to be close to USD 1.5 trillion. These services create jobs in OECD countries, directly employing at least 11 million persons. Business organisation services were the major employer, with 3.6 million people in personnel recruitment services and 1.5 million in management consultancy in the mid-1990s. This sector’s strong performance is driven by the general shift towards services, the rise of the knowledge-based economy, the need for greater flexibility within firms, specialisation and increased division of labour in many areas, outsourcing by established firms, and the trend towards smaller production units and firms.Governments influence the demand for business services by promoting private sector investment in intangibles such as R&D, training and education and business organisation, and by supporting the supply of these services through a range of intermediary agencies.     Abstract: Two of the most significant success stories of post-war trade diplomacy and multilateral trade negotiations that have occurred under the auspices of the GATT (now the WTO) have been the massive reductions in tariffs, and the establishment of non-discriminatory tariffs as the principal means of trade protection. When leaders from around the world gather in Seattle, Washington at the end of November 1999, a fresh opportunity to continue dismantling tariff barriers will present itself. This book provides trade negotiators with an indispensable tool that will help them formulate their negotiating objectives and strategies in the area of tariffs; it also provides policy analysts with key data that are necessary to define negotiating scenarios and to impute the corresponding impact on trade, employment and growth. Finally, students of international trade will no longer need to labour over obtaining comprehensive, detailed, and comparable tariff-line data and could proceed to apply these to policy issues and options.

    Abstract: This study examines the link between FDI and development in six dynamic non-Member economies: Argentina, Brazil, Chile, Indonesia, Malaysia and the Philippines. These countries have all adopted different policies towards FDI in the past, but to a great extent they are all converging on a more open approach. This greater openness, and the overall economic reforms of which FDI liberalisation is but one part, will provide a more fertile environment in which to reap the potential benefits from FDI. FDI can play a key role in improving the capacity of the host country to respond to the opportunities offered by global economic integration, a goal increasingly recognised as one of the key aims of any development strategy. In an environment made more competitive by a decade of economic reforms, many restrictions to FDI in these host countries are at best ineffective and at worst counter-productive.

    Abstract: Every year, up to US$45 billion are transferred from public budgets to manufacturing industry through support programmes in OECD countries. It is essential to perceive the significance of such support if we are to understand the role it plays in structural adjustment strategies and the side-effects it can have on trade, competitiveness and investment. In a globalising economy characterised by greater international competitiveness, the need for transparency is becoming increasingly apparent.This study provides the first comprehensive review of public support to industry. It makes use of a unique set of data covering 25 countries to monitor, analyse and evaluate support policies at both the international and the national level. A more in-depth analysis of support programmes is provided through 17 case studies focusing on individual countries. Special attention is also given to support for industrial R&D and for physical and intangible investment. This study shows that, in nearly all OECD countries, efforts must be made to limit the trade distortions that subsidies can produce and to contain public spending on industry support programmes, given the need for fiscal consolidation. This unique study is an invaluable analytical tool that will help us to meet these challenges.

    Abstract: In all of the OECD countries, employment is seen to be sharply segregated by gender, with women's employment heavily concentrated in the same occupations: secretaries, primary school teachers, nurses and home helpers. These jobs, whose image has in many cases remained stereotyped and traditional, are at the heart of the information and service economy and have therefore been undergoing far-reaching changes due to information technologies, the development of a knowledge-based economy and population ageing. These transformations represent a major challenge for women's employment and for gender equality in the labour market. Beyond the high segregation and concentration scales which are a constant of women's employment in all countries, international comparisons show that there can be differences in the status of a given occupation from one country to another. These differences can stem from the way in which occupations are defined or from how the relevant activities and work are organised. Understanding these differences is essential to identify ways to promote women's career prospects in female-dominated occupations.

    Abstract: This collection of studies of public attitudes to development co-operation in OECD Development Assistance Committee (DAC) Member countries demonstrates that the concept of "aid fatigue" is misplaced. A serious lack of adequate knowledge about development co-operation, however, is also revealed. The opinions of policy makers are, therefore, overwhelmingly important and development education efforts should be specifically addressed to them. The book also demonstrates that the role of NGOs is important in general development education. Not only do these organisations mobilise their members in the development field, but their activities create a fund of information within their societies. Remarkable progress by both governments and NGOs has been made during the 1990s in improving co-operation domestically and in operational development activities in the field. Most DAC Member countries have significantly increased the involvement of NGOs in their development efforts, and most NGOs have become increasingly effective in their work. The editors conclude that NGOs and governments both need to work towards more and better public and political-level understanding of development efforts. This will require a wide range of complementary activities, some of which are best undertaken by NGOs, and others by government agencies.
