    Abstract: The frequency and severity of extreme wildfires are on the rise in the United States, causing unprecedented disruption and increasingly challenging the country’s capacity to contain losses and damages. With a blend of empirical data and critical analysis, the report underscores the pressing need for comprehensive strategies in addressing housing inequities. It also offers insights for policymakers and scholars, highlighting the complex balance between national and local housing policies.

The analysis looks at recent trends in the demand for workers in different types of cyber security roles, the geographical distribution of cyber security job postings, and the changing skill requirements for professionals in this field. The report also looks at the supply side, zooming in on the landscape of cyber security education and training programmes in England (United Kingdom). It describes the different types of programmes provided in further and higher education, the profile of learners in these programmes and their outcomes. Finally, the report also looks at policies and initiatives adopted in England to make cyber security education and training programmes more accessible and relevant. This report is part of a larger initiative examining the evolution of policies and experiences in the cyber security profession around the world.

    Abstract: The United States, the world’s largest economy, has made progress in reducing several environmental pressures while maintaining one of the highest Gross Domestic Products per capita in the world. It has decoupled emissions of greenhouse gases, air pollutants, water abstractions and domestic material consumption from economic and population growth. However, high consumption levels, intensive agricultural practices, climate change and urban sprawl continue to put pressure on the natural environment. Despite the recent acceleration of action to address climate change, further efforts are needed to achieve the goal of net-zero greenhouse gas emissions by 2050. The United States is also among the major contributors to marine litter with serious consequences for communities and the environment. The review provides 30 recommendations to help the United States improve its environmental performance, with a special focus on marine litter and a cross-cutting focus on environmental justice. This is the third Environmental Performance Review of the United States. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

This report on the United States is the second of a number of OECD country reviews of income support policies. Each report analyses key policy challenges, discusses recent reform initiatives, and identifies good practices from other OECD countries. The report examines the reach and generosity of unemployment insurance and other income support for working age households, with a special focus on disadvantaged labour market groups. What are key gaps in benefit receipt between wage- and salaried employees and non-standard workers (part-time workers, those on temporary contracts, and self-employed workers including own-account workers)? What factors, including race/ethnicity and gender, drive non-entitlement to unemployment compensation? The report examines these questions, considers the impact of recent extensions to the unemployment insurance programme in response to the COVID pandemic, and outlines policy directions for strengthening out-of-work support.

    Abstract: Early equity for disadvantaged children can be achieved through nurturing, high quality early learning environments. However, without deliberate action, disadvantaged children face a 12 month development gap compared to their more advantaged peers in key early learning areas such as emergent literacy. Data based on direct assessments from 7,000 children in England, Estonia and the United States show what it takes to achieve a level playing field for disadvantaged children. These actions include supporting parents to regularly read with their children, having back-and-forth conversations and providing access to developmentally appropriate books. Links between parents and their early childhood education and care (ECEC) centre are also positively linked to children’s early development, as well as the provision and quality of ECEC. The latter includes a holistic approach to ensure children’s social-emotional skills are fostered, such as curiosity and co-operation, and ensuring children have a level of autonomy over their activities.

    Abstract: The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. The United States has led with substantial ODA contributions in response to multiple crises. Twenty-one US government agencies programme and deliver foreign assistance. USAID systematically incorporates collaboration, learning and adapting in its programme cycle and works to increase diversity, equity and inclusion by championing locally-led approaches. This peer review provides a set of recommendations for the United States to mitigate negative transboundary effects of its policies, promote more flexible budget appropriations in line with needs, equip its development finance institution to deliver and adopt a clearer approach to multilateral partnerships. It recommends that the United States puts development effectiveness at the heart of localisation, reinforce human resources, and consider conflict prevention in all country programmes.

    Abstract: Natural hazard-induced disasters (NHID), such as floods, droughts, severe storms, and animal pests and diseases have significant, widespread and long-lasting impacts on agricultural sectors around the world. With climate change set to amplify many of these impacts, a “business-as-usual” approach to disaster risk management in agriculture cannot continue if we are to meet the challenges of agricultural productivity and sustainability growth, and sustainable development. Drawing from seven case studies – Chile, Italy, Japan, Namibia, New Zealand, Turkey and the United States – this joint OECD-FAO report argues for a new approach to building resilience to NHID in agriculture. It explores the policy measures, governance arrangements, on-farm strategies and other initiatives that countries are using to increase agricultural resilience to NHID, highlighting emerging good practices. It offers concrete recommendations on what more needs to be done to shift from coping with the impacts of disasters, to an ex ante approach that focuses on preventing and mitigating the impacts of disasters, helping the sector be better prepared to respond to disasters, and to adapt and transform in order to be better positioned for future disasters.

    Abstract: This policy brief uses online job vacancy postings as a partial indicator of the impact of COVID-19 on skills demand in five OECD countries (Australia, Canada, New Zealand, the United Kingdom and the United States) between January and November 2020. The pandemic, as well as containment and mitigation measures designed to halt its spread, had a large but heterogeneous impact on the demand for skills. By early May, the total volume of online job vacancies had fallen by over 50% in all the countries analysed with respect to the beginning of the year, with even larger declines in some sectors. However, the demand for specific skills in the healthcare sector and in logistics increased. There is also evidence of an increase in vacancies involving remote-working arrangements. The brief also shows that the crisis affected differently individuals with different levels of educational qualifications and that such effect differed across the countries analysed.

The International Early Learning and Child Well-Being Study was designed to help countries assess their children’s skills and development, to understand how these relate to children’s early learning experiences and well-being. The study provides countries with comparative data on children’s early skills to assist countries to better identify factors that promote or hinder children’s early learning. Three countries participated in this study in 2018: England (United Kingdom), Estonia and the United States. The study directly assessed the emergent literacy and numeracy, self-regulation and social-emotional skills of a representative sample of five-year-old children in registered school and ECEC settings in each participating country. It also collected contextual and assessment information from the children’s parents and teachers. This report sets out the findings from the study as a whole.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by the United States, which is accompanied by a document addressing the implementation of best practices which can be accessed on the OECD website.

Equity in Education: Breaking Down Barriers to Social Mobility shows that high performance and more positive attitudes towards schooling among disadvantaged 15-year-old students are strong predictors of success in higher education and work later on. The report examines how equity in education has evolved over several cycles of the OECD Programme for International Student Assessment (PISA). It identifies the policies and practices that can help disadvantaged students succeed academically and feel more engaged at school. Using longitudinal data from five countries (Australia, Canada, Denmark, Switzerland, and the United States), the report also describes the links between a student’s performance near the end of compulsory education and upward social mobility – i.e. attaining a higher level of education or working in a higher-status job than one’s parents.

    Abstract: Historically low productivity gains and record high inequality are major challenges for policy makers around the world. Both concerns have been exacerbated by the global financial crisis but took roots well before and reflect fundamental challenges with the way our economies function. This report proposes a new comprehensive approach to promote better productivity performance and reduce inequalities. It not only gathers the most recent empirical evidence on the main factors behind slowing productivity gains and rising or persisting inequalities but also suggests possible common foundations and linkages between these two trends. It stresses the risk of a vicious cycle setting in, where individuals with fewer skills and poorer access to opportunities are confined to unproductive and often precarious jobs. This reduces aggregate productivity and widens inequality. The report focuses on how to expand the productive assets of an economy by investing in the skills of its people and providing an environment where all firms have a fair chance to succeed, including in lagging regions. It draws preliminary conclusions on the type of policy packages that are needed and on their implications for policy making. It also sets an agenda for future research to deepen empirical evidence and make concrete country-specific policy recommendations.

    Abstract: Our knowledge and understanding of organizations is both enabled and constrained by an invisible relationship of power that is embedded in the ways in which we act and speak. This book offers a succinct but comprehensive introduction to the vast field of organizational discourse analysis, the approach that studies organization as a linguistic phenomenon, and offers an original approach to investigate the relationship between materiality and discourse. Three original images of discourse are employed: discourse as a map, discourse as organizing and discourse as a mask. These metaphors are used as cognitive tools to highlight different implications and perspectives on discourse. The book critically compares and contrasts various linguistic-focused approaches to the study of organizations, and proposes the use of linguistic phenomena in connection with other methodologies. One section even offers an exemplification of the proposed approach to discourse analysis, presenting a map of discursive terrain, which plays a central role in the reproduction of local organizational and management discourses.     Abstract: Main changes to US farm programmes under the 2014 Farm Bill aim to strengthen instruments for risk management, both in commodity and in crop insurance programmes. In addition, the 2014 Farm Bill consolidated voluntary conservation programmes supporting agricultural land preservation and the adoption of environmentally friendly production practices. In the literature reviewed, analysts generally acknowledge the reinforced capacity of farm programmes to reduce farm revenue losses and the diversity of options offered to farmers to manage risk. They also discuss farmers' choices of participation in programmes and coverage level in terms of optimisation of their benefits. They also outline the scope for higher budget costs if prices keep falling, but note that some provisions limit the increase. Regarding the impact of programmes on land and markets, the consensus is that by design, the two new crop commodity programmes do not influence current planting decisions, but they could generate small wealth and risk effects. Similarly the new dairy programme could affect the decisions of risk adverse farmers. Support to crop insurance on the other hand is based on current parameters, and unlimited, thus it is expected to encourage higher input use to maximise profit, in addition to the wealth and risk effects. Empirical analyses find very small effects of crop insurance subsidies on total land use, but some suggest a non-negligible impact on crop rotation, and variable input use. Overall, the literature finds that conservation payments seem to have had a positive impact on the environment. In particular, they have encouraged farmers to adopt more environmentally-friendly practices and address a broader set of environmental objectives. Some experts note, however, that some programmes may not necessarily bring additional benefits. Experts consider that cross-compliance mechanisms have partly contributed to reduce soil erosion by encouraging farmers to use less erosive cropping practices (e.g. conservation tillage, conservation crop rotations) and to retire particularly erodible land.

    Abstract: China has grown rapidly since the reform initiation of the 1970s. China's Economic Growth Prospects narrates the contribution of demographic transition to recent economic growth in China, and provides suggestions for ways in which it can sustain growth over the next few decades.     Abstract: Law and economics are interdependent. Using a historical case analysis approach, this book demonstrates how the legal process relates to and is affected by economic circumstances. Glen Atkinson and Stephen P. Paschall examine this co-evolution in the context of the economic development that occurred in the nineteenth and early twentieth centuries as well as the impact of the law on that development. Specifically, the authors explore the development of a national market, the transformation of the corporation, and the conflict between state and federal control over businesses.     Abstract: The Handbook of Alternative Theories of Economic Development explores the theories and approaches which, over a prolonged period of time, have existed as viable alternatives to today's mainstream and neo-classical tenets.     Abstract: Job displacement (involuntary job loss due to firm closure or downsizing) affects many workers over their lifetime. Displaced workers may face long periods of unemployment and, even when they find new jobs, tend to be paid less and have fewer benefits than in their prior jobs. Helping them get back into good jobs quickly should be a key goal of labour market policy. This report is part of a series of nine reports looking at how this challenge is being tackled in a number of OECD countries. It shows that the United States has a relatively high rate of job displacement and that only one in two affected workers find a new job within one year. Older displaced workers and those with a low level of education fare worst. Contrary to most other OECD countries, displaced workers have long been a target group for policy intervention, and a number of system features, like rapid response services, are promising. But the success of US policies is limited because overall funding for the workforce development system is insufficient and because only trade-related job displacement comes with generous entitlement for training and better benefits.

Measuring Manhood shows where they got their start. Melissa N.     Abstract: "This manuscript examines post-World War II style and youth culture through the lens of what the author terms 'class acts'--when middle class youth play with their class identity by appropriating the mannerisms, language, and fashions of the working class and poor. Rizzo focuses her analysis on young men, defined as being between their mid-teens and early twenties. Such acts are deeply complicated. At one and the same time, they are examples of the privilege and power of the middle class to utilize other cultures and classes for their own purposes and to critique economic, social, and political structures. Rizzo places these class acts within the historical development of marketing, which shares the same foundational belief that identity is a matter of choice. By analyzing debates within marketing theory, she traces the development of the concept of lifestyle, an idea which marketers and advertisers seized on since the 1960s to assert that class (and other identities, like age) are individual consumer choices, divorcing them from material conditions. During this time, young men began manipulating their identities by taking on the mannerisms, culture, and fashion of the working class and poor. These style choices had contradictory meanings. At once they were acts of rebellion by middleclass young men against their social stratum and its rules of masculinity and also examples of the privilege that allowed them to try on different identities for amusement or as a rite of passage. Starting in the 1960s, advertisers and marketers, looking for new ways to appeal to young people, seized on the idea of identity as a choice, creating the field of lifestyle marketing. Mary Rizzo traces the development of the concept of lifestyle marketing, showing how marketers disconnected class identity from material reality, focusing instead on a person's attitudes, opinions, and behaviors.     Abstract: "In recent decades U.S. colleges and universities have been prone to changing athletic conference affiliations, seeking increased public prestige, building fan bases, and, of course, growing revenues. Such moves are driven by a very realistic set of calculations: in 2010 the collective revenue of the fifteen highest-grossing teams in Division I of the National Collegiate Athletic Association (NCAA) topped one billion dollars, a hefty figure that does not even take into account the revenue generated by the sales of university-related apparel and athletic gear. Expressions of team allegiance, particularly the display of sports mascots, are a visual expression of this American obsession with collegiate sport. In American Spectacle, historian Jennifer Guiliano investigates the role of sports mascots in the big business of American college football in order to connect mascotry to twentieth-century expressions of community identity, individual belonging, stereotyped imagery, and cultural hegemony.     Abstract: "Since the Stonewall Riots in 1969, the politics of sexual identity in America have drastically transformed. It's almost old news that recent generations of Americans have grown up in a culture more accepting of out lesbians and gay men, seen the proliferation of LGBTQ media representation, and witnessed the attainment of a range of legal rights for same-sex couples. But the changes wrought by a so-called "post-closeted culture" have not just affected the queer community--heterosexuals are also in the midst of a sea change in how their sexuality plays out in everyday life. In Straights, James Joseph Dean argues that heterosexuals can neither assume the invisibility of gays and lesbians, nor count on the assumption that their own heterosexuality will go unchallenged. The presumption that we are all heterosexual, or that there is such a thing as 'compulsory heterosexuality,' he claims, has vanished. Based on 60 in-depth interviews with a diverse group of straight men and women, Straights explores how straight Americans make sense of their sexual and gendered selves in this new landscape, particularly with an understanding of how race does and does not play a role in these conceptions. Dean provides a historical understanding of heterosexuality and how it was first established, then moves on to examine the changing nature of masculinity and femininity and, most importantly, the emergence of a new kind of heterosexuality--notably, for men, the metrosexual, and for women, the emergence of a more fluid sexuality. The book also documents the way heterosexuals interact and form relationships with their LGBTQ family members, friends, acquaintances, and coworkers. Greenlee investigates the complex relationship between motherhood and women's political attitudes.     Abstract: "By studying the multiracial Jewish organization Hatzaad Harishon, Janice W. Fernheimer's Stepping into Zion considers the question "Who is a Jew?"- a critical rhetorical issue with far-reaching consequences for Jews and non-Jews alike. Hatzaad Harishon ("The First Step") was a New York-based, multiracial Jewish organization that worked to increase recognition and legitimacy of black Jews in the sixties and seventies. In Stepping into Zion, Janice W. Fernheimer examines the history and archives of Hatzaad Harishon to illuminate the definition and borders of Jewish identity, which have critical relevance to Jews of all traditions as well as to non-Jews. Fernheimer focuses on a period when white Jewish identity was in flux and deeply influenced by the Civil Rights and Black Power movements. In 1964, white and black Jews formed Hatzaad Harishon to foster interaction and unity between black and white Jewish communities. They raised the question of who or what constitutes Jewishness or Jewish identity, and in searching for an answer succeeded-both historically and rhetorically-in gaining increased recognition for black Jews. Fernheimer traces how members of Hatzaad Harishon, who did not share the same set of definitions, were able to create common ground in a process she terms "interruptive invention." Through insightful interpretation of Hatzaad Harishon's archival materials, Fernheimer chronicles the group's successes and failures within the larger rhetorical history of conflicts that emerge when cultural identities shift or expand.     Abstract: "In an ideal world, journalists act selflessly and in the public interest regardless of the financial consequences. However, in reality, news outlets no longer provide the most important and consequential stories to audiences; instead, news producers adjust news content in response to ratings, audience demographics, and opinion polls. While such criticisms of the news media are widely shared, few can agree on the causes of poor news quality. The People's News argues that the incentives in the American free market drive news outlets to report news that meets audience demands, rather than democratic ideals.In short, audiences' opinions drive the content that so often passes off as "the news." The People's News looks at news not as a type of media but instead as a commodity bought and sold on the market, comparing unique measures of news content to survey data from a wide variety of sources. Joseph Uscinski's rigorous analysis shows news firms report certain issues over others - not because audiences need to know them, but rather, because of market demands. Uscinski also demonstrates that the influence of market demands also affects the business of news, prohibiting journalists from exercising independent judgment and determining the structure of entire news markets as well as firm branding.     Abstract: "Why are African Americans so underrepresented when it comes to interest in nature, outdoor recreation, and environmentalism? In this thought-provoking study, Carolyn Finney looks beyond the discourse of the environmental justice movement to examine how the natural environment has been understood, commodified, and represented by both white and black Americans. Bridging the fields of environmental history, cultural studies, critical race studies, and geography, Finney argues that the legacies of slavery, Jim Crow, and racial violence have shaped cultural understandings of the "great outdoors" and determined who should and can have access to natural spaces. Drawing on a variety of sources from film, literature, and popular culture, and analyzing different historical moments, including the establishment of the Wilderness Act in 1964 and the aftermath of Hurricane Katrina, Finney reveals the perceived and real ways in which nature and the environment are racialized in America.     Abstract: "Shortly after winning its independence in 1804, Haiti's leaders realized that if their nation was to survive, it needed to build strong diplomatic bonds with other nations. Haiti's first leaders looked especially hard at the United States, which had a sizeable free Black population that included vocal champions of Black emigration and colonization. In the 1820s, President Jean-Pierre Boyer helped facilitate a migration of thousands of Black Americans to Haiti with promises of ample land, rich commercial prospects, and most importantly, a Black state. His ideas struck a chord with both Blacks and whites in America. Journalists and Black community leaders advertised emigration to Haiti as a way for African Americans to resist discrimination and show the world that the Black race could be an equal on the world stage, while antislavery whites sought to support a nation founded by liberated slaves. Black and white businessmen were excited by trade potential, and racist whites viewed Haiti has a way to export the race problem that plagued America. By the end of the decade, Black Americans migration to Haiti began to ebb as emigrants realized that the Caribbean republic wasn't the Black Eden they'd anticipated. Caribbean Crossing documents the rise and fall of the campaign for Black emigration to Haiti, drawing on a variety of archival sources to share the rich voices of the emigrants themselves.     Abstract: " When the interstate highway program connected America's cities, it also divided them, cutting through and destroying countless communities. Affluent and predominantly white residents fought back in a much heralded "freeway revolt," saving such historic neighborhoods as Greenwich Village and New Orleans's French Quarter. This book tells of the other revolt, a movement of creative opposition, commemoration, and preservation staged on behalf of the mostly minority urban neighborhoods that lacked the political and economic power to resist the onslaught of highway construction.Within the context of the larger historical forces of the 1960s and 1970s, Eric Avila maps the creative strategies devised by urban communities to document and protest the damage that highways wrought. The works of Chicanas and other women of color--from the commemorative poetry of Patricia Preciado Martin and Lorna Dee Cervantes to the fiction of Helena Maria Viramontes to the underpass murals of Judy Baca--expose highway construction as not only a racist but also a sexist enterprise. In colorful paintings, East Los Angeles artists such as David Botello, Carlos Almaraz, and Frank Romero satirize, criticize, and aestheticize the structure of the freeway. Local artists paint murals on the concrete piers of a highway interchange in San Diego's Chicano Park. The Rondo Days Festival in St. Paul, Minnesota, and the Black Archives, History, and Research Foundation in the Overtown neighborhood of Miami preserve and celebrate the memories of historic African American communities lost to the freeway.Bringing such efforts to the fore in the story of the freeway revolt, The Folklore of the Freeway moves beyond a simplistic narrative of victimization.     Abstract: "The Korean War has been called the "forgotten war," not as studied as World War II or Vietnam. Choi examines the collective memory of the Korean War through five discrete memory sites in the United States and South Korea, including the PBS documentary Battle for Korea, the Korean War Memorial in Salt Lake City, and the statue of General Douglas MacArthur in Incheon, South Korea. She contends that these sites are not static; rather, they are active places where countermemories of the war clash with the official state-sanctioned remembrance.
