    Kurzfassung: Research on migration and urban development in Africa has primarily focused on larger cities and rural-to-urban migration. However, 97 percent of Africa's urban centers have fewer than 300,000 inhabitants, and a sizable share of urban migrants come from other urban areas. A more holistic and dynamic perspective, incorporating migration flows along the full urban hierarchy, as well as urban-urban migrants, is needed to better understand and leverage migration for urban development. Migrants, Markets, and Mayors: Rising above the Employment Challenge in Africa's Secondary Cities draws on demographic data, research literature, key informant interviews, and empirical research to better understand how migrants in Africa's secondary cities fare in urban labor markets, how they affect aggregate urban productivity, and how mayors can leverage migrants' potential to the benefit of all. It explores these questions across countries and four urban case settings: Jijiga in Ethiopia, Jinja in Uganda, and Jendouba and Kairouan in Tunisia. Although mayors in secondary cities often see migrants as a burden to their cities' labor markets and a threat to development, the report finds that migrants contribute increasingly less to urban population growth and that they usually strengthen the resident labor force. The report also finds that labor market outcomes for migrants are at least as good as those for nonmigrants. Africa's secondary cities are well placed to leverage migration, but evidence-based policies are needed to manage the growth and development of land and labor markets. The report reviews policy options that mayors can take to strengthen the financial, technical, and planning capacity of secondary cities and better leverage migration to benefit migrants and nonmigrants alike.     Kurzfassung: The agri-food system (AFS) employs about one third of the global workforce and contributes about one third of global greenhouse gas (GHG) emissions. This together with its large exposure to the effects of climate change and environmental degradation makes what happens in AFS central to the green transition and its implications for jobs and the structural transformation. Microeconomic evidence suggests that the adoption of climate smart agricultural practices will increase labor requirements, at least in the short run and at lower levels of incomes, when its mechanization is still limited. Econometric macro-model-based simulations suggest however that especially substantial investment in climate friendly agricultural R and D as well as soil and water preserving practices and market integration will more than offset the negative effects of climate change and even accelerate the structural transformation, especially in Sub Saharan Africa. Overall, the findings underscore the tremendous potential of increasing agricultural and climate friendly R and D investment for brokering an environmentally sustainable structural transformation. Repurposing of agriculture's current USD 638 billion support package towards supporting more climate friendly practices, including to overcome the time lag between the moment of investment and the realization of the benefits, provides an important policy entry point

    Kurzfassung: Modern inputs and mechanization are promoted across Africa to raise smallholder labor productivity and broker the structural transformation. Yet, adoption has remained low and the implications for returns to labor and labor allocation remain poorly understood. This paper explores the effects of different intensification packages on farm performance, market orientation, and food security using data from lowland rice farmers in Cote d'Ivoire. Employing a multinomial treatment effect model, the findings reveal that intensification increases land and labor productivity, especially when agro-chemicals and mechanized land preparation are combined. Returns to labor double to triple, inducing specialization and greater market orientation as well as greater food security, while productively releasing agricultural labor for other activities. Labor in agriculture becomes more waged. The gender balance remains the same. Child labor input does not decrease. The findings call for greater attention to labor productivity and confirm that agricultural intensification can pay and enhance rural transformation

    Kurzfassung: Part of a three-region set of papers analyzing coal-related labor market challenges in Poland, this paper focuses on Lower Silesia. The findings call for a more territorial-oriented approach to brokering the coal transition, rather than a sectoral one. First, while the number of people directly and indirectly affected by coal mine closures in Lower Silesia (~5,500) is relatively small compared to the total regional labor force (lessthan1%), affected workers are heavily concentrated geographically. Second, workers in heavily affected municipalities have lower foundational (but better technical) skills than their regional and national counterparts, and already operate in lagging local economies. Third, while eager to work, discrete choice experiments about their job attribute preferences show that they are averse to both, commuting and relocating for work, even though less so than in Silesia and Wielkopolska, the two other regions. Together this suggests that there are important welfare and political economic benefits to adequate job creation locally. The paper further advances a data-driven viable-job-matching tool specifically tailored to the Polish labor market and illustrates how it could be used to assess the potential of local labor markets and future investments to absorb the coal-affected workers accounting for their skills profile, re/upskilling needs and job attribute preferences

    Kurzfassung: Africa's rural population continues to expand rapidly and labor productivity in agriculture and many rural off farm activities remains low. This paper uses the lens of a dual economy and the associated patterns of agricultural, rural, and structural transformation to review the evolution of Africa's rural employment and its inclusiveness. Many African countries still find themselves in an early stage of the agricultural and rural transformation. Given smaller sectoral productivity gaps than commonly assumed, greater size effects and larger spillovers, investment in agriculture and the rural off-farm economy remains warranted to broker the transition to more and more productive rural employment. The key policy questions thus become how best to invest in the agri-food system (on and increasingly also off the farm) and how best to generate demand for nonagricultural goods and services which rural households can competitively produce. Informing these choices continues to present a major research agenda, with digitization, the imperative of greening and intra-African liberalization raising many unarticulated and undocumented opportunities and challenges

    Kurzfassung: Part of a three-region set of papers analyzing coal-related labor market challenges in Poland, this paper focuses on Silesia. The findings call for a more territorial-oriented approach to brokering the coal transition, rather than a sectoral one. First, the number of jobs directly linked to coal-mining in Silesia is substantial, with 72,000 employees in the mining conglomerates, and an additional 17,000 providing goods and services to the mines. Second, coal-related employment is heavily concentrated geographically: as much as 40 percent of the population of Bierunsko-Iedzinski is employed directly and indirectly in the mining sector, and 80 percent of the mining conglomerates' contract value goes to subcontractors within a 20km radius of the mines. Third, the coal sector is highly integrated among a few large firms: 28 percent of the indirect workforce is employed by 10 subcontractors. Fourth, workers in the mining conglomerates have lower foundational (but better technical) skills than their regional and national counterparts, especially those with lower education. Finally, while eager to work, discrete choice experiments about their job attribute preferences show that they are averse to both, commuting and relocating for work, even though less so than in Wielkopolska, yet more so that in Lower Silesia, the two other regions. Together this suggests that there are important welfare and political economic benefits to adequate job creation locally. Finding viable job transitions is of enormous importance. The findings call for a more territorial-oriented approach to brokering the coal transition, rather than a sectoral one. First, even though limited from a regional perspective (4,000 workers), affected jobs are highly concentrated in a few already lagging and depopulating municipalities. Second, while coal-related workers are similarly skilled as other workers in Wielkopolska, non-coal related workers in the at-risk municipalities are substantially less skilled, exposing them to potential displacement effects. Finally, while ready to work and to be re-skilled, discrete choice experiments about their job attribute preferences show that all workers are averse both to commuting and relocating for work, even more so than in Silesia and Lower Silesia. Complementary social protection and employment support will be needed, and the paper suggests some policy options based on international experience. The paper concludes by illustrating how a big-data driven job-matching tool, calibrated on the Polish labor market, could be used to assist caseworkers in identifying "viable-job-transition-pathways" for affected workers as well as to help policymakers identify reskilling needs and attract investments

In line with the Government priorities and those presented in the SCD, the central tenet of this Country Partnership Framework (CPF) is to help South Africa continue to tackle its Apartheid legacy of socio-economic exclusion, currently complicated by the COVID-19 pandemic. For the vast majority of the 3.4 billion people living in rural locations, this largely depends on their access to urban centers of different sizes. Similarly, urban centers depend on their rural hinterlands. Building on the literature on functional areas/territories and the rural-urban continuum as well as insights from central place theory, this review paper advances the notion of catchment areas differentiated along an urban-to-rural continuum to capture these urban-rural interconnections. It further shows how a new, publicly available data set operationalizing this concept can shed new light on policy making across a series of development fields, including institutions and governance, urbanization and food systems, welfare and poverty, and access to health and education services. Together the insights support a more geographically nuanced perspective on development

    Kurzfassung: The affordability of nutritious diets is increasingly used as a metric of how well a food system provides access to nutritious diets for all. Recent work on least-cost diets has focused on individuals, while most food and anti-poverty programs and policies target the household level. Members within households have differing nutritional needs, presenting the methodological question: how should the cost of nutritious diets be estimated at the household level This study develops bounds on the cost, affordability, and seasonal variation of least-cost diets for whole households, illustrated with the example of Malawi. When intrahousehold sharing is not possible to observe, the bounded approach provides insights into the range of the cost and affordability, and the extent to which the cost may vary seasonally. The results reveal that when meals are shared, ignoring demographic diversity within households greatly underestimates the affordability of adequate diets

    Kurzfassung: In our rapidly urbanizing world, mayors often see migrants as a burden to their city's labor market and a threat to its development. Drawing on national household surveys and four secondary city case studies in Africa, this study finds that migrants, being younger, better educated and/or complementary to the resident labor force, usually strengthen the urban labor force. In secondary cities, labor market outcomes for migrants are at least as good as those for residents. Migrants also contribute increasingly less to urban population growth. Secondary cities thus appear well placed to leverage migration. This requires good urban management that develops land and labor markets, prepares for growth and benefits everyone, migrants as well as residents. Migrant specific interventions are warranted when divisions between natives and migrants are deep. Strengthening the financial, technical, and planning capacity of towns to better integrate migrants is part and parcel of the good job's agenda

    Kurzfassung: As countries develop (and food saturation takes hold), agriculture's role as domestic employer declines. But the broader agri-food system (AFS) also expands, and the scope for agriculture-related job creation shifts beyond the farm. Historically, technological revolutions both have shaped and have been shaped by these dynamics. Today, a digital revolution is taking hold, affecting agricultural labor and skill demands. In this process, societies evolve from having a surplus to a shortage of domestic farm labor, typically met largely by foreign agricultural wage workers. Yet, anti-immigration sentiments are flying high in migrant-destination countries, and robots in the fields and packing plants offer an alternative. Agricultural trade may be similarly challenged. In the world's poorest countries, particularly in Africa, labor productivity in agriculture remains at historically low levels. So, what can the role of agriculture as a source of employment be in the future? This viewpoint elaborates on these trends and reviews a number of policy options, including inclusive value chain development, better immigration policies, social insurance schemes and ramp up in agricultural education and extension

    Kurzfassung: Rwanda is widely celebrated for the remarkable social, political, and economic renaissance it has experienced in the years following the genocide against the Tutsi of 1994. However, Rwanda appears to have relatively higher poverty rates than African peers with similar income per capita, and its elasticity of poverty reduction to growth is low compared to high-growing SSA peers. Poverty is concentrated in rural areas and among households with many children. Rwanda now faces challenges in fully translating its very strong growth into commensurate gains in poverty reduction and shared prosperity. This Country Partnership Framework (CPF) sets out the World Bank Group's (WBG) plans for addressing the country's development priorities as identified in the 2019 Systematic Country Diagnostic (SCD) and Rwanda's National Strategy for Transformation (NST1) well as supporting Rwanda's response to the Coronavirus (COVID-19) pandemic to recover from the negative public health and socio-economic impacts of the pandemic. The CPF takes into account Rwanda's anti-crisis response program as of mid-May 2020, including the government's emergency Economic Recovery Plan, although it will likely continue to evolve in coming months. It was agreed with the authorities that should the situation warrant considerable changes to the government's strategy and its program with the WBG, the Performance and Learning Review (PLR) will be brought forward to accommodate such changes. The CPF spans two IDA cycles, IDA19 (July 2020 to June 2023) and IDA 20 (July 2023 to June 2026). Given the country's preference for frontloading its IDA commitment, and a track record of making good use of additional IDA resources available, Rwanda will explore the use of additional resources from IDA windows

    Kurzfassung: This report analyzes the consequences for the labor force of Western Macedonia's (Greece) decarbonization as part of Europe's new Green Deal. Already, the region records the highest unemployment rate of the country (27 percent in 2018). A survey of contractors suggests that about 16,000 jobs could potentially be affected by the closure of the mines (about 4,500 directly in coal and power production and another 11,000-11,500 indirectly supplying goods and services). It mainly concerns older and less educated, but medium-skilled workers. Many do not expect much of a future in Western Macedonia, with most of the better-skilled seeing themselves move to other regions. But much will also depend on the coal transition path chosen, including the timing and labor intensity of the power plant decommissioning and land reclamation plans, as well as those of the new alternative activities promoted. This followed Croatia's homeland war of 1991-1995, with Slavonia one of the frontlines, economic restructuring of its state-led economy during the 1990s and 2000s and the global economic crisis of the late 2000s. More recently, after Croatia's EU accession in 2013 and coinciding with the economic upswing since 2014 in Croatia and the EU, Slavonia's labor market has started to tighten, with registered vacancies now exceeding the number of job seekers for highly educated as well as some unskilled and semi-skilled occupations. However, inactivity and unemployment remain high. In 2017, the share of the working-age population in work was only 51 percent, 10 percentage points below the rest of Croatia (61 percent) and 17 percentage points below the 2017 EU28 average. A legacy of war, limited availability of care services, and especially lower education levels explain an important part of Slavonia's much higher inactivity and unemployment. On the demand side, labor productivity in Slavonia's firms is systematically lower than in the rest of the country (except in agriculture and forestry), also consistent with Slavonia's sizeablewage gap. This, together with general disenchantment of the Slavonian population with the economicand business environment, has prompted outmigration. At the same time, a small number of firms alsooutperform their sectoral competitors elsewhere in Croatia, signaling Slavonia's potential.Looking ahead, private sector job creation remains a top priority, especially focusing on Slavonia's lower educated, who make up the bulk of the unemployed and inactive. This especially requires a reduction in the regulatory burden and an increase in Slavonian firms' competitiveness, which will also help to close the substantial wage gap with the rest of Croatia. Given the large share of its population in agriculture and forestry-related activities (close to 30 percent), Program Slavonia's current focus on agriculture and forestry is clearly warranted. With Slavonia's longstanding history and labor force experience in manufacturing and the rising number of vacancies in this sector, so is attention to manufacturing

    Kurzfassung: With an estimated 724 million extreme poor people living in developing countries, and the world's demographics bifurcating into an older north and a younger south, there are substantial economic incentives and benefits for people to migrate. There are also important market and regulatory failures that constrain mobility and reduce the net benefits of migration. This paper reviews the recent literature and proposes a conceptual framework to better integrate and coordinate policies for addressing the different market and regulatory failures. The paper advances five types of interventions in need of particular attention in terms of design, implementation and evaluation; namely, 1) active labor market programs that serve local, regional and foreign markets; 2) remittances and investment subsidies to promote job creation and labor productivity growth; 3) social insurance programs that cover all jobs and facilitate labor mobility; 4) labor taxes to internalize the social costs of migration in receiving regions; and 5) more flexible, private sector driven schemes to regulate the flow of migrants and minimize irregular migration

It shows how this space expands and contracts over time through 'cumulative causation.' Such a dynamic framework allows for appreciating the role of secondary towns in rural-urban migration and poverty reduction. Secondary towns occupy a unique middle ground between semi-subsistence agriculture and the capitalistic city, between what is close by and familiar and what is much further away and unknown. By opening the horizons of the (poorer) rural population and facilitating navigation of the nonfarm economy, secondary towns allow a broader base of the poor population to become physically, economically, and socially mobile. Secondary towns therefore have great potential as vehicles for inclusive growth and poverty reduction in urbanizing developing countries. These are the insights emerging from the in-depth life history accounts of 75 purposively selected rural-urban migrants from rural Kagera, in Tanzania

    Kurzfassung: For a long time, the urbanization and development discourse has coincided with a focus on economic growth and big cities. Yet, much of the world's new urbanization is taking place in smaller urban entities (towns), and the composition of urbanization may well bear on the speed of poverty reduction. This paper reviews the latter question within the context of Tanzania. It starts from the observation that migration to towns contributed much more to poverty reduction than migration to cities because many more (poor) rural migrants ended up in Tanzania's towns than its cities, despite larger welfare gains from moving to the city. Drawing on the findings from a series of studies, looking at this from different angles (theoretical and empirical, quantitative and qualitative), the paper shows how towns are better at enabling the rural poor to access off-farm employment and exit poverty because they are more nearby. It concludes with a call for greater consideration of the role of towns in accelerating Africa's poverty reduction

Il est toutefois difficile de dire si c'est effectivement le cas en raison de la mediocre qualite des donnees, de la nature du processus de croissance (s'agissant notamment du role des ressources naturelles), des conflits qui sevissent dans une partie la region et de la forte expansion demographique. Poverty in a Rising Africa decrit les problemes de donnees et analyse systematiquement les informations disponibles sur la pauvrete et les inegalites dans une perspective tant monetaire que non monetaire. Le premier chapitre evalue la disponibilite et la qualite des donnees necessaires pour cerner la pauvrete monetaire, examine les mecanismes de gouvernance et les processus politiques qui sous-tendent la production statistique et propose quelques methodes pour combler le deficit de donnees. Le chapitre 2 evalue la robustesse des estimations sur la pauvrete en Afrique et brosse a grands traits le profil de ce fleau. Selon les auteurs, la reduction de la pauvrete en Afrique est peut-etre legerement superieure a ce que les estimations traditionnelles portent a croire. Pour autant, meme les estimations les plus optimistes indiquent que davantage de personnes vivaient dans la pauvrete en 2012 qu'en 1990. Le troisieme chapitre considere la pauvrete dans une perspective elargie en prenant en compte les dimensions non monetaires du bien-etre, telles que l'education, la sante et la liberte, en utilisant la methode d'Amartya Sen (1985) axee sur les notions de capabilities et de functionings. The CPF supports the country in making further progress on the WBG twin goals of eliminating extreme poverty and boosting shared prosperity through a program that focuses on creating the conditions for faster job growth. The CPF reflects the priorities of the Brazilian authorities and the resources and capacity of the WBG to deliver against these priorities. The CPF is built around three focus areas: (i) fiscal consolidation and government effectiveness; (ii) private sector investment and productivity; and (iii) equitable and sustainable development. The CPF continues the strong focus on improved service delivery that was at the center of the previous strategy, including through the implementation of the large existing portfolio, but with a growing emphasis on new management models that promise to increase the efficiency and efficacy of the public sector in addition to safeguarding access for the poor

    Kurzfassung: This Country Partnership Framework (CPF) sets out the World Bank Group's (WBG) strategy in Madagascar for the period of FY17-FY21. As the country has emerged from a political crisis, the CPF supports the Government's goal of generating a higher, inclusive and sustainable growth path to reduce poverty, as presented in its 2015-2019 National Development Plan (NDP). The expanded resources and the larger range of instruments available under IDA18 enable the WBG to support the Government in putting the country on a higher development trajectory, by investing at scale in a few areas that could unlock Madagascar's development. Success in achieving ambitious goals, such as doubling the rate of electricity access, will hinge on the authorities' ability to sustain reforms while addressing some of the causes of the country's cyclical instability. The program proposed under this CPF seeks to increase the resilience of the most vulnerable people and to promote inclusive growth, while strengthening national and local institutions so as to reduce fragility. Risks to achieving those objectives continue to be substantial and will require the WBG to adopt a flexible approach. First, the nascent rebound in economic growth has not yet been felt by a large majority of the population. The depth of poverty is also such that extreme climate events could quickly reverse the small gains achieved since 2014 and fuel social tensions. Second, presidential elections are expected to take place in late 2018. They could generate a slowdown in the adoption of reforms and lead to a rise in political tensions. Recent crises have occurred around elections and thus the possibility of another crisis cannot be excluded. Finally, it remains to be seen if the Government will be able to address the roots of the country's fragility and change the bargain between the elites and the rest of the population, including by creating a more level playing field for the private sector. These risks will require the WBG to monitor closely the country context and be ready to adapt its approach throughout the CPF period

Notwithstanding notable achievements, development challenges persist. The last World Bank Group (WBG) country strategy for Vietnam, the FY12-16 Country Partnership Strategy (CPS), was presented to the WBG Board of Directors on December 15, 2011.The Vietnam Country Partnership Framework (CPF) covers the period FY18-22. It has been prepared based on analysis and conclusions in Vietnam 2035: Toward Prosperity, Creativity, Equity, and Democracy (Vietnam 2035)1 and in the 2016 Vietnam Systematic CountryDiagnostic (SCD), and informed by the CPS Completion and Learning Review (CLR) and the 2016 Client Survey. The CPF is fully aligned with the Government of Vietnam's (GoV) 2010-20 Socio-Economic Development Strategy (SEDS) and the recent 2016-20 Socio-Economic Development Plan (SEDP). The CPF responds to priorities for support expressed by the government and builds on the WBG's comparative advantage.The CPF is prepared at a critical juncture in Vietnam's development and at a time of transition. FY18 represents a new period in GoV-WBG relations as Vietnam graduates from the International Development Association (IDA) at end-FY17. Moreover, success raises expectations-Vietnam has high ambitions for further development and growth, aspiring to modernity, industrialization, and a better quality of life.The CPS has three pillars: (i) strengthen Vietnam's competitiveness in the regional and global economy; (ii) increase sustainability of the country's development; and (iii) broaden access to economic and social opportunity, supported by three cross-cutting themes: (a) strengthen governance, (b) promote gender equality, and (c) improve resilience related to external economic and climatic shocks

The country partnership framework (CPF) draws on the findings of the World Bank Group (WBG's) 2016 systematic country diagnostic (SCD) for Ethiopia, which identified eight binding constraints to ending extreme poverty and boosting shared prosperity, along with two overarching challenges: the need for a sustainable financing model for growth, and inadequate feedback mechanisms to facilitate citizen engagement and government account- ability. This CPF succeeds the Ethiopia FY13-FY16 country partnership strategy (CPS), which was discussed at the Board on August 29, 2012. It also reflects lessons learned and resulting suggestions from the CPS completion and learning review (CLR), which is presented in this report. Following a decade of strong economic growth in Ethiopia, the CPF addresses the challenges of forging a growth path that is more broadly inclusive and sustainable. The CPF program will focus on: (i) promoting structural and economic transformation through increased productivity; (ii) building resilience and inclusiveness (including gender equality); and (iii) supporting institutional accountability and confronting corruption. This CPF adopts a spatial lens through which this five-year program will seek to deliver bold results and to tackle two of the greatest spatial challenges to Ethiopia's quest to achieve lower middle-income status by 2025

Elections in December 2014 led to the formation of a new Government and this CPF is aligned strategically with the Government Programme 2015-2019, Achieving Meaningful Change, that was presented to Parliament on January 27, 2015. The CPF seeks to maximize over a five-year period the comparative advantages of the World Bank Group (WBG), through packages of innovative public and private financing options based on cutting edge global knowledge and experience. The CPS provided strategic support around the Government of Mauritius' (GoM) four pillars of reform : (i) fiscal consolidation and improving public sector efficiency; (ii) improving trade competitiveness; (iii) improving the business climate; and (iv) democratizing the economy through participation, inclusion and sustainability. The report evaluates the achievements of CPS program outcomes as laid out in the results matrix; assesses the WBG's performance in designing and implementing the CPS program, and draws lessons for the preparation of the forthcoming Country Partnership Framework (CPF). The CPS pillars were relevant and well aligned in addressing Government priorities and country needs. Flexibility in the design of the strategy facilitated rapid response to changing needs and the Bank was able to respond promptly and effectively to unexpected events such as the triple trade shocks, global financial crisis and political transition

In these new Living Standard Measurement Study-Integrated Surveys on Agriculture, every aspect of farming and non-farming life is queried-from the plots farmers cultivate, the crops they grow, the harvest that is achieved, and the inputs they use, to all the other sources of income they rely on and the risks they face. Together the surveys cover more than 40 percent of the Sub-Saharan African population. In all, sixteen conventional wisdoms are examined, relating to four themes: the extent of farmer's engagement in input, factor and product markets; the role of off-farm activities; the technology and farming systems used; and the risk environment farmers face. Some striking surprises, in true myth-busting fashion, emerge. And a number of new issues are also thrown up. The studies bring a more refined, empirically grounded understanding of the complex reality of African agriculture. They also confirm that investing in regular, nationally representative data collection yields high social returns

The analysis first derives the labor income, migration cost and poverty line conditions under which a poverty gradient from rural to town to city will exist as an equilibrium phenomenon. Then sufficient statistics are developed for the policy decisions based on these parameters. The empirical remit of the model is illustrated with long-running panel data from Kagera, Tanzania. Further, the paper shows that the structure of the sufficient statistics is maintained in the case where the model is generalized to introduce heterogeneous workers and jobs

Overall, the project calls for more attention to checking and updating the common wisdom. This requires nationally representative data, and sufficient incentives among researchers and policy makers alike. Without well-grounded stylized facts, they can easily be profoundly misguided

    Kurzfassung: The quest for an alternative development model that underlies Moldova's National Development Strategy (NDS), Moldova 2020, is a recognition that the two main drivers of economic growth and poverty reduction since the early 2000s are no longer sustainable. Growth was powered largely by consumption, and poverty reduction mainly by remittances and pensions. Since neither are expected to continue, future growth and poverty reduction will need to be driven increasingly by private sector-led job creation. Moreover, given the country's vulnerability to changes in external demand and weather shocks, due to its small size, open economy, and reliance on agriculture, Moldova's future development path will also need to include measures to renew and protect its human, physical, and social capital stock. Against this background, the main purpose of the FY18-21 Country Partnership Framework (CPF) is to support Moldova's transition towards a new, more sustainable and inclusive development and growth model. It is grounded in the NDS, takes into account outcomes of the FY14-17 Country Partnership Strategy (CPS), and incorporates the three topmost priorities of the recent Systematic Country Diagnostic (SCD), namely: (a) strengthening the rule of law and accountability in economic institutions; (b) improving inclusive access to and the efficiency and quality of public services; and (c) enhancing the quality and relevance of education and training for job-relevant skills. These three priorities define and inform the CPF's three focus areas: economic governance, service governance, and skills development, which are supplemented by climate change, a World Bank Group corporate priority, as a cross-cutting theme. The CPF incorporates key lessons learned during the last CPS, that political instability and governance challenges slow the pace of reform and that frequent personnel changes affect portfolio performance. Further, it assumes that the economic, political, and social stability experienced since January 2016 will continue at least until parliamentary elections in November 2018. Given that Moldova's post-election political orientation, policy environment, and stability are uncertain, only the first half of the CPF (FY18-19) is programmed. Activities for the second half (FY20-21) will be defined during the FY19 Performance and Learning Review (PLR)

It presents the World Bank Group's (WBG) program and the anticipated results framework. It builds on the results and lessons of Belize's first Country Partnership Strategy (CPS) that covered the period FY12-15. This CPF is well aligned with the Government's long-term development vision, Horizon 2030: National Development Framework 2010-2030, and the thematic priorities emerging from the 2016 Belize Systematic Country Diagnostic (SCD). The overarching goal of the proposed CPF is to support Belize in strengthening its economic resilience. Recognizing the special characteristics of a small state with associated capacity and absorptive constraints, the CPF proposes a consolidated and focused program. This will be the second full strategy for Belize, with the engagement still maturing, and it factors in lessons from the implementation of the first strategy. Therefore, the CPF will retain flexibility in some elements of the engagement that will be further defined with the Government during implementation. The Performance and Learning Review (PLR) at mid-point will incorporate necessary adjustments including in the Results Framework. First, strong institutions and sound macroeconomic policies have contributed to long-term economic growth. This paper addresses this gap using data from the Living Standards Measurement Study-Integrated Surveys on Agriculture in five countries: Ethiopia, Malawi, Nigeria, Tanzania, and Uganda. Trees on farms are widespread. On average, one third of rural smallholders grow trees. They account for an average of 17 percent of total annual gross income for tree-growing households and 6 percent for all rural households. Gender, land and labor endowments, and especially forest proximity and national context are key determinants of on-farm tree adoption and management. These new, national-scale insights on the prevalence, economic contribution and determinants of trees on farms in Africa lay the basis for exploring the interaction of agriculture, on-farm tree cultivation, and forestry. This will improve our understanding of rural livelihood dynamics

This study systematically measures seasonal price gaps at 193 markets for 13 food commodities in seven African countries. It shows that the commonly used dummy variable or moving average deviation methods to estimate the seasonal gap can yield substantial upward bias. This can be partially circumvented using trigonometric and sawtooth models, which are more parsimonious. Among staple crops, seasonality is highest for maize (33 percent on average) and lowest for rice (16½ percent). This is two and a half to three times larger than in the international reference markets. Seasonality varies substantially across market places, but maize is the only crop in which there are important systematic country effects. Malawi, where maize is the main staple, emerges as exhibiting the most acute seasonal differences. Reaching the Sustainable Development Goal of Zero Hunger requires renewed policy attention to seasonality in food prices and consumption

    Kurzfassung: The Country Partnership Framework (CPF) for Montene gro covers the period from July 1, 2015 to June 30, 2020 (fiscal years 2016-2020). This CPF builds on the results and lessons of the previous World Bank Group (WBG) Country Partnership Strategy (CPS), which originally covered the period July 1, 2011 to June 30, 2014, and was subsequently extended to June 30, 2015.The one-year CPS) extension was intended to provide greater clarity on the country's medium-term macro-fiscal framework as a basis for the new CPF, and to give additional time to make progress on improving environmental management, a key pillar of the CPS. The new CPF seeks to address the top priorities identified by the recently completed Systematic Country Diagnostic (SCD) as those that Montenegro needs to most urgently tackle to advance in its path towards shared prosperity and sustainable development. The CPF will selectively support Montenegro's development agenda outlined in the Montenegro Development Directions (MDD) 2015-2018, Economic Reform program (ERP) 2015-2017 and the Montenegro European Union (EU) Accession Program 2014-17. The WBG strategy will continue to support, and be aligned with, Montenegro's EU accession and integration process. The formulation of the new CPF benefitted from extensive consultations held in October 2015 and in January and March 2016, and involving several line ministries, municipalities, civil society, academia, and private sector across various regions of the country, as well as representatives of the international development community. The resulting proposal for engagement under the FY16-20 CPF reflects a broad consensus of a wide range of stakeholders and a shared understanding of development priorities and challenges facing the country

The Uzbekistan Systemic Country Diagnostic (SCD) identified ten priority areas that would need to be addressed to eliminate poverty, boost shared prosperity, and enable Uzbekistan to reach upper middle-income status. The government's strategic objectives are for Uzbekistan to achieve upper middleincome status by 2030, implying income growth averaging 6 percent annually, and in particular to create 500,000 jobs annually. Building country systems for statistical, fiduciary, safeguard, and statistical capacity underlie the foundation of this CPF. The CPF program will remain flexible as circumstances change and new opportunities may arise

    Kurzfassung: The new Country Partnership Framework (CPF or framework) presents the engagement of the World Bank Group (WBG) in Sri Lanka over the next four years (fiscal years 2017-20 (FY17-20)). The CPF aims to support the achievement of some of the government's medium-term goals in areas that are critical for reducing extreme poverty and promoting shared prosperity, and that are consistent with the WBG's comparative advantage. Notably, the CPF provides the framework for engagement in several key policy areas. Following presidential and parliamentary elections in 2015, the new coalition government, the National Government of Consensus, has set out an ambitious vision for Sri Lanka. It focuses on supporting job creation in the private sector, advancing the country's global integration, improving governance, enhancing human development and social inclusion, and balancing development with environmental conservation. The vision has been captured in the Prime Minister's Economic Policy Statement of November 5, 2015. The new government's development agenda is well aligned with the findings of the 2015 Systematic Country Diagnostic (SCD) for Sri Lanka. The SCD identified the most critical constraints and opportunities facing Sri Lanka in accelerating progress toward the twin goals of ending extreme poverty and promoting shared prosperity in a sustainable manner. The analysis concluded that key priorities are to address the country's fiscal, competitiveness, and inclusion challenges, as well as cross-cutting governance and social, economic, and environmental sustainability challenges. The CPF is anchored in this analysis

In addition, the CPF applies two key principles for engagement, including: (i) realism, recognizing that the WBG plays a selective role and that it will contribute most effectively by being strategic and catalytic in supporting key elements of Bulgaria's development agenda, and (ii) scalability, creating opportunities to engage in dialogue and analytical work that may create space for broader engagement in areas where there is potential for transformational impact, including IFC investments in private sector development. Government demand is focused primarily on the agenda to strengthen public institutions, notably in the financial and energy sectors. The WBG will complement that focus by investing its own resources to stay engaged in the inclusion agenda, which is critical to the WBG twin goals. CPF proposes to cover a six year period, with Progress Learning Reviews (PLRs) will facilitate a more proactive approach to monitoring results and ensure close alignment with the country-led strategy

    Kurzfassung: This paper revisits the extent of seasonality in African livelihoods. It uses 19 years of monthly food prices from 20 markets and three years of nationally representative household panel surveys from Tanzania. Trigonometric specifications are introduced to measure the seasonal gap. When samples are short and seasonality is poorly defined, they produce less upward bias than the common dummy variable approach. On average, the seasonal gap for maize prices is estimated to be 27 percent; it is 15 percent for rice. In both cases it is two and a half to three times higher than in the international reference market. Food price seasonality is not a major contributor to food price volatility, but it does translate into seasonal variation in caloric intake of about 10 percent among poor urban households and rural net food sellers. Rural net food-buying households appear able to smooth their consumption. The disappearance of seasonality from Africas development debate seems premature

    Kurzfassung: The 2007-2008 global food crisis has renewed interest in post-harvest loss, but estimates remain scarce, especially in Sub-Saharan Africa. This paper uses self-reported measures from nationally representative household surveys in Malawi, Uganda, and Tanzania. Overall, on-farm post-harvest loss adds to 1.4-5.9 percent of the national maize harvest, substantially lower than the Food and Agriculture Organization's post-harvest handling and storage loss estimate for cereals, which is 8 percent. Post-harvest loss is concentrated among less than a fifth of households. It increases with humidity and temperature and declines with better market access, post-primary education, higher seasonal price differences, and possibly improved storage practices. Wider use of nationally representative surveys in studying post-harvest loss is called for

    Kurzfassung: This paper revisits the extent of seasonality in African livelihoods, which has disappeared from Africa's development debate. Through econometric analysis of monthly food price series across 100 locations in three countries during 2000-12, it is shown that seasonal movements in maize wholesale prices explain 20 (Tanzania, Uganda) to 40 (Malawi) percent of their monthly volatility. Monthly maize peak prices are on average 30 (Tanzania, Uganda) to 50 (Malawi) percent higher than their monthly troughs and two to three times higher than the seasonal gaps observed for white maize at the South African Futures Exchange. Furthermore, household food consumption is found to inversely track food prices in each country, decreasing when staple prices increase and increasing when they decline. Clearly, (excess) seasonality in African food markets and consumption persists, necessitating policy attention

But structural transformation and urbanization patterns differ substantially, with some countries fostering migration out of agriculture into rural off farm activities and secondary towns, and others undergoing rapid agglomeration in mega cities. Using cross-country panel data for developing countries spanning 1980-2004, the analysis in this paper finds that migration out of agriculture into the missing middle (the rural nonfarm economy and secondary towns) yields more inclusive growth patterns and faster poverty reduction than agglomeration in mega cities. This suggests that patterns of urbanization deserve much more attention when striving for faster poverty reduction

    Kurzfassung: A rather unique panel tracking more than 3,300 individuals from households in rural Kagera, Tanzania during 1991/4-2010 shows that about one in two individuals/households who exited poverty did so by transitioning from agriculture into the rural nonfarm economy or secondary towns. Only one in seven exited poverty by migrating to a large city, although those moving to a city experienced on average faster consumption growth. Further analysis of a much larger cross-country panel of 51 developing countries cannot reject that rural diversification and secondary town development lead to more inclusive growth patterns than metropolitization. Indications are that this follows because more of the poor find their way to the rural nonfarm economy and secondary towns, than to distant cities. The development discourse would benefit from shifting beyond the rural-urban dichotomy and focusing instead more on how best to urbanize and develop the rural nonfarm economy and secondary towns

This paper is divided into the following eight chapters: 1) the importance of construction regulation reform. The first chapter defines three overarching goals of construction-regulation reform and addresses why and how these efforts can pay off; 2) reforms as good regulation not deregulation. This chapter points out that deregulating is not the answer; 3) the distribution and focus of construction regulation reform. Leveraging eight years of data from the doing business reports, this chapter provides an overview of reforms initiated within the doing business scenario and the key regional trends; 4) eight key policies affecting process efficiency, transparency, regulatory outcomes, and costs. This chapter provides a concise description of eight priority policy areas; 5) initiating reform and addressing typical challenges. Based on international experience, this chapter focuses on how to start reforms and covers issues including who should be involved in construction-regulation reform and how reform should be sequenced; 6) an overview of best practices. This chapter summarizes the best practices around four major issues, namely, building codes, procedures and transparency, payment of fees, and measures concerning stakeholder liability and accountability; 7) performance measures and evaluation of building regulatory systems.     Kurzfassung: Clean, safe energy for rural areas is an important component of green growth and sustainable development. Biogas could be an important contributor, if its record in reality lives up to its expected potential. This paper provides a preliminary assessment of biogas use by smallholder farmers in rural China, using data collected from 2,700 households in five provinces. The authors find that user satisfaction is high, and environmental and economic benefits appear tangible. There are strong indications of reduced use of wood and crop residues for fuel. Less time is spent on collecting fuel wood and cooking, which is especially beneficial to women. Adopters also save on fertilizers, because of the use of biogas residues. Moreover, problems with suspension of biogas use, whether due to technical or human factors, remained limited. However, few tangible benefits to respiratory health were detected. Overall, these findings are grounds for optimism about the potential for of smallholder biogas to contribute to more sustainable development, in China and beyond

    Kurzfassung: A common behavioral assumption of micro-economic theory is that income is fungible. Using household panel data from rural China and Tanzania, this study finds however that people are more likely to spend unearned income on less basic consumption goods such as alcohol and tobacco, non-staple food, transportation and communication, and clothing, while they are somewhat more likely to spend earned income on basic consumption goods such as staple food, and invest it in education. This resonates with the widespread cultural notion that money that is easily earned is also more easily spent. Cognitively, the results could be understood within the context of emotional accounting, whereby people classify income based on the emotions it evokes, prompting them to spend hard earned money more wisely to mitigate the negative connotations associated with its acquisition. The policy implications are real, bearing for example on the choice between employment guarantee schemes and cash transfers in designing social security programs

    Kurzfassung: China's success in addressing food problems after adopting the reforms in 1978 has been nothing less than remarkable. Grain output (rice, wheat and maize) has almost doubled and most hunger has been eliminated. Ever since China embarked on its reform agenda more than 30 years ago, its economic growth and poverty reduction have been nothing less than remarkable. Agriculture has been an important contributor to these developments. Since 1978, China has almost doubled its cereal production (rice, wheat and maize) and it is now feeding 1.3 billion people, or 20 percent of the world's population, while having less than 11 percent of the world s agricultural land and less than 6 percent of its water. New challenges are presenting themselves for China's agriculture, and old ones are resurfacing. High (land saving) Total Factor Productivity (TFP) growth and increasingly open domestic and international markets, combined with grain self-sufficiency targets, a multitude of very small, fragmented production structures, and distorted land and labor markets have defined Chinese agriculture over the past three decades. The relative importance of agriculture s three problems in policymaking thus evolves during the course of development away from the food to the farm and field problems. This shift has however recently been compounded by a resurgence of the food problem, as global supplies struggle to keep up with demand. China's agriculture anno 2030 will be predominantly a modern commercial smallholder agriculture that ensures self-sufficiency in cereal food (rice and wheat), but not in cereal feed (maize and soybeans). The sector will maximize rural employment opportunities in labor intensive high value agricultural products and act as a diligent custodian of its precious natural resources

    Kurzfassung: This paper examines the general purpose licensing imposed by central or local authorities, and the need to eliminate unnecessary licensing regulations imposed on businesses. This paper does not address the issue of reform of sector-specific or professional licensing regulation, but provides criteria and tools for identifying unnecessary licensing regulations, and their elimination or, in some instances, for changing licensing regulations to free notifications. Indeed, this paper argues that a simplified review of licensing regimes that identifies unnecessary licensing saves energy and resources for well-balanced reform of remaining licensing regulations, eventually providing better protection for the public at large and a more enabling business environment. This paper is primarily oriented towards reform practitioners from governments that intend to reform their business environments; development agencies; donor-funded projects; practitioners of licensing reforms; and others interested in improving state and local governance. This paper is divided into three parts: (1) overview of licensing practices that provides common definitions of licensing, analysis of justified licensing regimes with focus on criteria for their justification, and theoretical overview of unjustified and questionable licenses; (2) analysis of commonly declared functions of unjustified licenses that provides insight into the nature of these licenses and their typology; and (3) four case studies that examine how unjustified licenses can be reformed with examples of unsuccessful, partially successful, and successful reform efforts. The analytical conclusions of this paper summarize criteria for unjustified licenses; describe lessons learned from the reform efforts; and provide a practical set of recommendations to the interested parties

    Kurzfassung: Tracking poverty is predicated on the availability of comparable consumption data and reliable price deflators. However, regular series of strictly comparable data are only rarely available. Price deflators are also often missing or disputed. In response, poverty prediction methods that track consumption correlates as opposed to consumption itself have been developed. These methods typically assume that the estimated relation between consumption and its predictors is stable over time-an assumption that cannot usually be tested directly. This study analyzes the performance of poverty prediction models based on small area estimation techniques. Predicted poverty estimates are compared with directly observed levels in two country settings where data comparability over time is not a problem. Prediction models that employ either non-staple food or non-food expenditures or a full set of assets as predictors are found to yield poverty estimates that match observed poverty well. This offers some support to the use of such methods to approximate the evolution of poverty. Two further country examples illustrate how an application of the method employing models based on household assets can help to adjudicate between alternative price deflators

    Kurzfassung: Since investment climate reforms in developing countries started gaining traction in the 1990s, most efforts have focused on issues at the national level, achieving varying degrees of success for reasons that are relatively well understood. This handbook provides an overview of efforts and achievements in subnational investment climate reforms. It is organized as follows. Chapter 2 reviews a number of countries experiences with subnational reforms, noting both success stories and disappointments and pointing toward lessons learned. Chapter 3 sets out the basic principles of subnational revenue, including business taxation. Chapter 4 describes sound licensing practices for subnational governments, including establishing licensing fees. Chapter 5 provides recommendations for subnational reform projects where both the regulatory authority and taxation require attention, which is the most common situation. Finally, the Appendix offers nine case studies covering subnational reform efforts in the following countries: Canada (British Columbia), The Russian Federation, China, Kenya, Tanzania, Peru (Lima), The Balkans (Serbia and Bosnia and Herzegovina), Tajikistan, and Zambia

    Kurzfassung: Input subsidy programs carry support as instruments to increase agricultural productivity, provided they are market-smart. This requires especially proper targeting to contain the fiscal pressure, with decentralized targeting of input vouchers currently the instrument of choice. Nonetheless, despite clear advantages in administrative costs, the fear of elite capture persists. These fears are borne out in the experience from the 2008 input voucher pilot program in Kilimanjaro, Tanzania, examined here. Elected village officials received about 60 percent of the distributed vouchers, a factor that significantly reduced the targeting performance of the program, especially in more unequal and remote communities. When targeting the poor, greater coverage and a focus on high trust settings helped mitigate these concerns. The findings highlight the continuing need for scrutiny when relying on decentralized targeting. A clearer sense of purpose (increasing productivity among poorer farmers versus increasing aggregate output) could also enhance the targeting performance

    Kurzfassung: Although reproductive health advocates consider family planning programs the intervention of choice to reduce fertility, there remains a great deal of skepticism among economists as to their effectiveness, despite little rigorous evidence to support either position. This study explores the effects of family planning in Ethiopia using a novel set of instruments to control for potential non-random program placement. The instruments are based on ordinal rankings of area characteristics, motivated by competition between areas for resources. Access to family planning is found to reduce completed fertility by more than one child among women without education. No effect is found among women with some formal schooling, suggesting that family planning and formal education act as substitutes, at least in this low-income, low-growth setting. This provides support to the notion that increasing access to family planning can provide an important, complementary entry point to kick-start the process of fertility reduction

    Kurzfassung: Sierra Leone's devastating 11-year civil war destroyed much of its infrastructure, and left its economy in tatters. In 2004, two years after the end of the war, Sierra Leone asked the investment climate (IC) advisory services of the World Bank Group to help create a better business and investment climate that will lay a foundation for the country's future economic growth. Answering the call, the World Bank Group's IC advisory services partnered with the United Kingdom's (UK's) Department for International Development (DFID) to design a program to help Sierra Leone improve its business climate, encourage job creation, and spur investment. The result of this partnership was the removing administrative barriers to investment (RABI) program, which ran from 2004 to 2010. RABI pioneered a collaborative approach by working closely with the government, local institutions, and the private sector to implement a comprehensive, integrated agenda that focused on reforms in the following four areas: reducing barriers to businesses operating in the formal sector by simplifying new business registration.; streamlining tax administration, reforming tax policy, and supporting the national revenue authority to simplify taxes; creating a platform for effective and constructive dialogue between the government and the private sector in focal areas such as financial sector reform, access to land, and overall improvements in the investment climate, and supporting reform in those areas; and building and developing an effective investment and trade facilitation structure and promoting Sierra Leone as a vibrant and desirable location for business, especially in the tourism and agribusiness sectors. The RABI program was innovative and responsive, conducting rapid diagnostics, proposing integrated solutions, and moving quickly into implementation with support staff on the ground. The program was also one of the first of its kind to operate in a conflict-affected country, which demand specialized and targeted support solutions

    Kurzfassung: Regulatory reform and competition policy are two important and inter-related areas of regulatory policy and public administration. Both can play a key role in improving the quality of regulation, and creating healthy and competitive markets and an attractive investment climate. This in turn leads to greater economic growth, employment and incomes. Part one of this paper discusses definitions and key issues associated with regulation, regulatory quality, and competition policy. This discussion focuses on competition policy as it relates to restrictions on competition and also pro-competitive regulation, which involves protecting consumers through economic regulation. Part two of this paper considers institutions and processes for implementing regulatory quality and competition policy agendas, including regulatory agencies, regulatory reform bodies, competition authorities and broader regulation-making processes. Part three notes the importance of assessing competition policy issues on a case-by-case basis and identifies the main objectives and features of competition policy. This includes a discussion about when competition policy issues are likely to play an important role in regulatory assessment and reform. Part four considers mechanisms for coordinating- where appropriate-competition policy and regulatory quality assessments, including undertaking competition assessments and providing advice to decision makers

    Kurzfassung: In the private sector, outsourcing has become a recognized feature of the business scene. While there are various reasons for contracting out functions to external organizations, in general the justification relates to the potential cost-benefit from adopting this approach. This study set out to ascertain whether the same considerations applied to administrative procedures associated with starting a business. Did business registries outsource any or all of their functions? If so, did the same considerations apply as for the private sector? Were there lessons to be learned from their experience? Responses to these and other questions were received from 53 registries. This paper is not about global commerce, at least, not in the usual sense. It is about some of the more mundane administrative procedures that underpin the activities of the private sector, the basics that help it to function. Business registration is seen as a key factor in determining the investment climate of a country

This includes a detailed manual on 'how to' review and reform licenses and also information about how to apply effective and insightful Monitoring and Evaluation (M&E) to licensing reviews and reforms. Part one of this paper provides a contextual overview of key issues associated with government regulation. The rationale for government regulation (including licensing) is discussed, along with a description of the benefits and features of good regulatory design. Part two discusses the features of business licenses, the potential advantages and disadvantages of licensing and a discussion of the use of licensing fees and charges. Part three provides an overview of 'how to' reform business licenses and licensing systems. It summarizes broad approaches to reform, such as using a comprehensive 'top-down' approach to reviewing the stock of existing licenses, or where appropriate using a more targeted approach which focuses on particular types or categories of licenses. Part four of this paper focuses on M&E of licensing reform and simplification programs. This includes developing an M&E framework and measuring the significance and effects (e.g., the frequency and administrative burdens) generated by different types of licenses

    Kurzfassung: In this first working paper the authors present and compare systems of indicators of regulatory quality, analyzing their conceptual underpinnings, technical properties, and usage by governments, stakeholders and academics. After having discussed the datasets and the types of data available, they authors consider a set of critical aspects related to the design, data gathering and utilization of indicators, providing suggestions for improvement. The authors' major findings and proposals are the following: systems of indicators have been developed ad hoc, by organizations pursuing different objectives over time and across the world. Conceptual underpinnings, modalities of data-gathering, and types of usage reflect different operationalizations of regulatory quality. In the construction of regulatory indicator datasets, the first essential step is to gauge the quality of data, in order to construct insightful and meaningful measurements. Especially in developing countries, the consideration of the quality of data is preliminary to any technical and statistical discussion on how to treat data. Western governments tend to use single measures with the specific purpose of improving methods of regulatory analysis (through studies that analyze the conduct of regulators). The authors have not found systematic attempts to measure how regulatory reform is changing the attitudes towards regulation of regulators and policy officers who develop legislation. Aggregation should reflect basic technical rules, but more importantly, it should be performed in a way that conveys messages to those who are supposed to make use of the composite measures. To illustrate, if the goals of regulatory reform are institutionalization, economic growth, accountability, interaction with the stakeholders and communication, aggregation should be performed along these four dimensions, not in relation to abstract technical properties

These institutions are classified into four broad types: 1) regulatory reform units, commonly known in Organization for Economic Cooperation and Development (OECD) countries as oversight bodies for regulatory reform; 2) high-level committees for regulatory reform, established in some countries to leverage support and take decisions at a high political level; 3) advisory and/or advocacy bodies in charge of proposing improvements to the regulatory system by strengthening coordination and consultation mechanisms and by promoting the regulatory reform agenda; and 4) Ad hoc institutions for regulatory reform, established to launch regulatory reform efforts and to work on a single defined task or activity. This paper is divided into the following sections: section one briefly reviews the theoretical debate and literature about the role of institutions in facilitating higher economic growth, focusing in particular on regulatory institutions and their relevance in developing countries; section two discusses the main features of regulatory reform institutions at the center of government, namely regulatory oversight bodies, high level committees, advocacy and/ or advisory bodies and ad-hoc institutions for regulatory reform; and section three identifies the features of these institutions that are considered to be best practice. Section three also identifies and discusses lessons learned and the implications for establishing and operating such institutions in developing country contexts

    Kurzfassung: This report is an output of the Better Regulation for Growth Program between the Dutch Ministry of Foreign Affairs, the UK Department for International Development (DFID) and IC, the Investment Climate Advisory Services of the World Bank Group. The reports identifies a set of minimum requirements for a well-functioning Ria light system that is tailored to the requirements of developing countries. Embracing the overall objectives and relevance of RIA, the paper explores the fundamental set of building blocks and activities required to establish and maintain a RIA light system, taking into account what it is considered as good practice. The paper argues that the following five basic criteria have to be in place for a functioning RIA system, which is referred to as "RIA light": 1) political commitment to establish and operate an effective and self sustaining RIA process; 2) a unit or group of regulatory reformers - preferably based in a central area of government - which oversees, comments and reports on the quality of regulatory proposals before decisions are made about regulation; 3) clear and consistently applied criteria and rules employed to screen regulatory proposals; 4) a transparent regulatory policy development process, which includes consultation with stakeholders; and 5) a capacity building program, involving preparation of guidelines; training of officials preparing RIA and facilitating the required cultural changes, and establishing monitoring, evaluation and reporting systems

    Kurzfassung: Investing Across Borders 2010 (IAB) presents cross-country indicators analyzing laws, regulations, and practices affecting foreign direct investment (FDI) in 87 economies. The indicators focus on 4 thematic areas measuring how foreign companies invest across sectors, start local businesses, access industrial land, and arbitrate commercial disputes. The indicators combine analysis of laws and regulations, as well as their implementation. They explore differences across countries to identify good practices, facilitate learning opportunities, stimulate reforms, and provide cross-country data for research and analysis. The project's methodology is based on the World Bank Group's Doing Business initiative. The IAB indicators draw on data collected through a survey of lawyers, other professional service providers (mainly accounting and consulting firms), investment promotion institutions, chambers of commerce, and other expert respondents in each of the countries measured. Between April and December 2009 more than 2,350 experts in 87 economies responded to the survey to provide data for this report. This chapter presents the report's main findings including examples of FDI competitiveness-enhancing practices for each indicator area. It also provides key results for each region. IAB does not measure all aspects of the business environment that matter to investors. For example, it does not measure security, macroeconomic stability, market size and potential, corruption, skill levels, or infrastructure quality. Still, the indicators provide a starting point for governments seeking to improve their competitiveness in attracting foreign investment

    Kurzfassung: This paper looks at the existing tools and approaches most commonly used in developed and developing countries to review the stock of regulations. The tools reviewed can generate benefits in the short term, but they are most effective as part of a longer-term sustained initiative. This paper has a particular focus on the challenges that arise from their use in emerging and developing countries. The objectives of this paper include: 1) explaining the rationale for the use of these tools and approaches; 2) discussing each one of them in a succinct way; 3) considering the extent to which these tools can support more systemic regulatory reforms in the medium and long terms; and 4) considering the particular challenges and opportunities regarding their use in developing and emerging economies. Section one is a brief description of the rationale and context for applying tools and approaches to review the stock of regulation. It includes a reference to benefits and preconditions to make use of these tools. It also presents a categorization of the most commonly used tools and a comparative table on the way these tools can be applied. Section two presents a description of each of the different tools and approaches available, and discusses the way they are used and their main components. It includes references to international experiences in which these tools have been integrated into the regulatory reform process. Section three presents preliminary commentary about some of the potential advantages, disadvantages, and impacts of using these tools and approaches in developing countries. Some particular cases are presented to illustrate these trends. The section also includes a short description of the sequence observed in the use of some of these tools. Moreover, this section illustrates how these tools can (or cannot) generate gains in the short term and also provide a basis for further and broader regulatory reform programs

    Kurzfassung: As natural disasters hit with increasing frequency, especially in coastal areas, it is imperative to better understand how much natural disasters affect economies and their people. This requires disaggregated measures of natural disasters that can be reliably linked to households, the first challenge this paper tackles. In particular, a methodology is illustrated to create natural disaster and hazard maps from first hand, geo-referenced meteorological data. In a second step, the repeated cross-sectional national living standard measurement surveys (2002, 2004, and 2006) from Vietnam are augmented with the natural disaster measures derived in the first phase, to estimate the welfare effects associated with natural disasters. The results indicate that short-run losses from natural disasters can be substantial, with riverine floods causing welfare losses of up to 23 percent and hurricanes reducing welfare by up to 52 percent inside cities with a population over 500,000. Households are better able to cope with the short-run effects of droughts, largely due to irrigation. There are also important long-run negative effects, in Vietnam mostly so for droughts, flash floods, and hurricanes. Geographical differentiation in the welfare effects across space and disaster appears partly linked to the functioning of the disaster relief system, which has so far largely eluded households in areas regularly affected by hurricane force winds

    Kurzfassung: This report examines the key challenges faced by small and medium enterprises (SMEs) in the Kyrgyz Republic, in an attempt to identify the issues and areas in most urgent need of reform. The IFC Study of Investment Climate as seen by Small and Medium Enterprises in the Kyrgyz Republic is the first survey of the investment climate in the Kyrgyz Republic conducted by IFC. One of the key objectives of the IFC Study of Investment Climate as seen by Small and Medium Enterprises in the Kyrgyz Republic is to identify precisely those areas in greatest need of reform, in order to reduce the regulatory burden and enable policy makers in the Kyrgyz Republic to establish priorities to encourage new business development and growth, resulting in higher employment and reducing poverty. Data contained in the Survey provide a basis on which the most viable potential reforms might be assessed. The introductory chapter to this report paints a general picture of the macro-economic situation in the Kyrgyz Republic, as well as providing a data-driven description of each of the three categories of enterprises covered in the Survey - individual entrepreneurs, small and medium companies, and farmers. Chapters 3 through 8 provide a detailed examination of Survey findings on a variety of key topics, and each chapter begins with an explanation of the legal and regulatory framework of that issue.     Kurzfassung: The purpose of this handbook is to provide policy makers with a framework to assess a tax system in its entirety, measure its various parameters and how it is administered, and defines best practices for tax policy and administration that will yield a tax system that is simple and predictable and does not create an undue burden on private enterprise. This handbook is primarily designed for policy makers and tax practitioners. The goal is to analyze the impact of income tax, the value added tax (VAT), and other local taxes that are imposed on business. This handbook does not analyze the effects of trade and labor taxes such as social security. The administration of the customs duty is unique and has been addressed extensively in the literature on customs modernization. Labor taxes primarily imposed on salaried individuals are not covered by this handbook, even though their incidence affects business. VAT has been included even though it is a tax on consumption because the administrative burden to comply with it is primarily on business

    Kurzfassung: This paper focuses on core aspects of the political economy of reform, drawing on case studies of three economies transitioning to stronger business environments (Hungary, the Republic of Korea, and Mexico) and three countries with well-developed business environments (Australia, Italy, and the United Kingdom). The purpose is threefold: first, to identify so-called drivers of reform among successfully reforming countries; second, to explore how a reform strategy can make optimal use of the opportunities provided by the drivers of change; and third; to suggest how these lessons can be proactively used by other reformers to design and guide reforms. The case study findings suggest that, regardless of the content of reform, success is influenced by an evolving mix of seven drivers of change: i) globalization or competitiveness; ii) crisis; iii) political leadership; iv) unfolding reform synergies; v) technocrats; vi) changes in civil society, and vii) external pressure. The case studies suggest that reformers can influence the direction and pace of change by mobilizing and exploiting drivers of it. Rather than a cause-and-effect scenario in which a single driver-such as a crisis-creates and defines the success of a body of reforms, what happens is an unfolding series of events in which various drivers become more and less important in defining phases of the reform process

    Kurzfassung: There has been a steady increase in the occurrence of natural disasters. Yet their effect on economic growth remains unclear, with some studies reporting negative, and others indicating no, or even positive effects. These seemingly contradictory findings can be reconciled by exploring the effects of natural disasters on growth separately by disaster and economic sector. This is consistent with the insights from traditional models of economic growth, where production depends on total factor productivity, the provision of intermediate outputs, and the capital-labor ratio, as well as the existence of important intersector linkages. Applying a dynamic Generalized Method of Moments panel estimator to a 1961-2005 cross-country panel, three major insights emerge. First, disasters affect economic growth - but not always negatively, and differently across disasters and economic sectors. Second, although moderate disasters can have a positive growth effect in some sectors, severe disasters do not. Third, growth in developing countries is more sensitive to natural disasters - more sectors are affected and the magnitudes are non-trivial

    Kurzfassung: Many countries are convinced that Foreign Direct Investment (FDI) should be an important component of their growth strategy. To encourage FDI, they have improved their business climates, developed various guarantees for investors, and offered incentives. In the real world, Investment Promotion Intermediaries (IPIs) face tight budget and human resource constraints. Allocating scarce resources among the various possible activities is a major component of developing an effective promotion strategy. Research, including that covered in this report, suggests that many IPIs are failing to devote enough attention to the most basic-and least costly-promotion function, one that, if it fails, undermines all other promotion activities. Provision of services to potential investors-and particularly the provision of information-is basic to all promotion. Image-building efforts can be hugely expensive. Similarly, targeted missions and personal selling are costly in terms of both time and effort. FDI offers the prospects of growth and jobs to host countries, but attracting it requires a good deal of effort. Effective investment promotion is not only less costly than adding on more incentives for investors; reform and incentives are unlikely to accomplish their goals without promotion. Promotion efforts will, however, fail to attract desired investment if IPIs are not skilled at the most basic function: collecting and providing to potential investors relevant and timely information. Ensuring that this function works well should be the top priority in the promotion strategy and in the development of management systems

    Kurzfassung: One of the problems in discussing one-stop shops is that everyone seems to have a different idea of what one is. There have been one-stop shops since at least the 1920s, mostly in the retail trade, epitomized by the development of supermarkets and, in recent years, internet sales outlets. This book is about one particular type of service, namely, business registration, and the various one-stop shops that exist now and might exist in the future. If there is confusion about what constitutes a one-stop shop, there are also a variety of views about business registration. In some countries all businesses have to be registered, in others, only those companies with a legal existence separate from their owners. In some countries, registration is the responsibility of the courts; in others, it is an administrative function handled by a government ministry, semi-autonomous agency, or chamber of commerce. Registration may be a function of a central institution or may be affected at a local level. In all these areas, there is change when it comes to implementing a one-stop shop. It is hardly surprising therefore that there are many different views about what constitutes, or should constitute, a one-stop shop

    Kurzfassung: This strategic framework serves to guide and support the operational response of the World Bank Group (WBG) to new development challenges posed by global climate change. Unabated, climate change threatens to reverse hard-earned development gains. The poorest countries and communities will suffer the earliest and the most. Yet they depend on actions by other nations, developed and developing. While climate change is an added cost and risk to development, a well-designed and implemented global climate policy can also bring new economic opportunities to developing countries. Climate change demands unprecedented global cooperation involving a concerted action by countries at different development stages supported by "measurable, reportable, and verifiable" transfer of finance and technology to developing countries. Trust of developing countries in equity and fairness of a global climate policy and neutrality of the supporting institutions is critical for such cooperation to succeed. Difficulties with mobilizing resources for achieving the millennium development goals and with agreeing on global agricultural trade underscore the political challenges. The framework will help the WBG maintain the effectiveness of its core mission of supporting growth and poverty reduction. While recognizing added costs and risks of climate change and an evolving global climate policy. The WBG top priority will be to build collaborative relations with developing country partners and provide them customized demand-driven support through its various instruments from financing to technical assistance to constructive advocacy. It will give considerable attention to strengthening resilience of economies and communities to increasing climate risks and adaptation. The operational focus will be on improving knowledge and capacity, including learning by doing. The framework will guide operational programs of WBG entities to support actions whose benefits to developing countries are robust under significant uncertainties about future climate policies and impacts-actions that have "no regrets."
