Seine umfassende Wissensgeschichte ist singulär auf dem Buchmarkt - und höchst aktuell...
    Kurzfassung: Der emeritierte Cambridge-Professor beschäftigt sich nach seinem Werk über Wissenssysteme und -vermittlung (vgl. ID 30/01) nun damit, wie wir Wissen - in Vergangenheit und Gegenwart - sammeln, aufbereiten, bewerten und auch anwenden, teilen oder auch verlieren. Konzentrierte er sich damals eher auf die Zeit von Gutenberg bis zur Aufklärung, legt er den Fokus nun auf den Zeitraum von Diderot bis heute. Die präsentierte Analyse unserer Wissensgesellschaft zeigt auf der einen Seite die Professionalisierung und Demokratisierung des Wissensgewinns, auf der anderen Seite aber auch die unüberschaubare Anhäufung und Zerstörung von Informationen. Burke beweist in seiner Reise durch die Jahrhunderte, dass die Lenker der Wissensproduktion nicht erst seit Edward Snowden Staaten und Geheimdienste waren und dass die Wissensvermehrung auch schon vor Google von Privatunternehmen vorangetrieben wurde. Eine Haupterkenntnis bleibt, dass Wissen noch nie so rasend schnell wie heute vernichtet wurde. Wieder verständlich und anschaulich geschrieben, dürfte das Buch erneut nur eher einen kleinen Leserkreis ansprechen. (3) (Rouven Hans)

This technical seminar proceedings sheds light on the issues involved in the labour market integration of the children of immigrants, and discusses policy answers and good practices. The seminar was organised jointly by the the EU Commission and the OECD Secretariat in Brussels on 1 and 2 October 2009.

    Kurzfassung: Nach einer langen Geburtsvergessenheit kündigt sich eine Wiederkehr der Geburt in den Kultur- und Sozialwissenschaften an, die durch gravierende Veränderungen im kollektiven und individuellen Imaginären und durch Umbrüche in den Praktiken, Erzählungen und Bildern der Geburt bestimmt wird. Die Geburt gewinnt eine neue Sichtbarkeit in den Medien und in der Öffentlichkeit, zu der auch das medizinische System mit seinen Techniken der Sichtbarmachung des Unsichtbaren beiträgt. Einerseits verstärkt die Professionalisierung der Geburtshilfe die Angst vor der mit der Geburt verbundenen Ungewissheit; andererseits trägt sie zur Erhöhung der Sicherheit von Mutter und Kind bei. Wurde die Geburt von Nachkommen als Ausdruck weiblicher Potenz und Kompetenz begriffen und lange an Eheschließung und Familie gebunden, so vollzieht sich gegenwärtig eine Pluralisierung und Individualisierung der Geburt und der familiären Lebensformen mit der Entstehung neuer konfliktreicher Arbeits-, Lebens-, Gender- und Beziehungsformen

It largely follows the external assistance programme cycle and contains valuable tools to help encourage a dialogue on security and justice issues and to support a security system reform (SSR) process through the assessment, design and implementation phases. It also provides new guidance on monitoring, review and evaluation of SSR programmes, and highlights how to ensure greater coherence across the different actors and departments engaged in SSR.

    Kurzfassung: Is life getting better? Are our societies making progress? Indeed, what does “progress” mean to the world’s citizens? For a good portion of the 20th century there was an implicit assumption that economic growth was synonymous with progress: an assumption that a growing GDP meant life must be getting better. But we now recognise that it isn’t quite as simple as that. Access to accurate information is vital when we come to judge our politicians and hold them accountable. But access to a comprehensive and intelligible portrait of that most important of questions - whether or not life has got and is likely to get better - is lacking in many societies. The OECD’s 2nd World Forum on Statistics, Knowledge and Policy 'Measuring and Fostering the Progress of Societies' held in Istanbul in June 2007 brought together a diverse group of leaders from more than 130 countries to debate these issues. These proceedings contain 40 papers presented at the Forum.

This conference proceedings of the OECD Blue Sky II Forum describes some of the policy needs, measurement issues, and challenges in describing cross-cutting and emerging topics in science, technology and innovation (STI). It also presents ideas to exploit existing data and develop new frameworks of measurement in order to guide future development of STI indicators at the OECD and beyond.

    Kurzfassung: Investigating over twenty cases where exports from developing countries faced new environmental requirements, this OECD report examines how environmental requirements can be trade barriers for developing countries. These case studies, covering a diverse number of products and exporting countries, trace a number of environmental regulations, standards and labelling schemes, from conception through implementation. In so doing, they highlight the difference that sensitivity to potential trade effects can make when designing environmental regulations and standards. They also show that timely technical assistance has played a crucial role in helping exporters from developing countries adjust to new environmental requirements without suffering adverse trade effects.

    Kurzfassung: Health technology has the tremendous potential to change our understanding of disease, transform the delivery of health-care services, and improve health outcomes. But using such technology comes at a price. Health Technologies and Decision Making analyses the barriers to, and facilitators of, evidence-based decision making in OECD health-care systems. It examines how countries can successfully manage the opportunities and challenges arising from health-related technology by optimising decision-making processes, recognising the value of innovation, dealing with uncertainty, and producing and co-ordinating health technology assessment. The book also considers the capacity of health systems to respond to the particular challenges of fast-developing health-related biotechnologies.

    Kurzfassung: This publication continues efforts by the OECD’s Development Assistance Committee (DAC) to develop tools and instruments for conflict prevention and for improving security and stability in the long term. The guidance underlines the positive role that the integrated reform of a country’s security system can play in stabilising fragile, conflict-prone or conflict affected states. This includes not only the armed forces, police and gendarmerie, intelligence services and justice and penal systems, but also the civil authorities responsible for oversight and democratic control.Part I contains a policy statement and paper endorsed in 2004 by development ministers and agency heads of the DAC and by the OECD council. It sets out the key concepts of security system reform (SSR) and suggests ways to support it in developing countries, taking into account regional dynamics. In Part II, a lead consultant examines the origins of the SSR agenda and the challenges that donors face in promoting it in partner countries. The Annex to the publication contains work by an expert working in each of the four regions: Africa, Asia-Pacific, Latin America and the Caribbean, and South-east Europe, the Baltics and the CIS. It sets out their assessment of the changes that are taking place in the way that developing countries in these regions think about security and provides an account and analysis of individual reform activities currently being undertaken.

    Kurzfassung: This publication presents the current situation with regard to the magnitude and economic impact of migrants’ remittances to their countries of origin. In 2004, remittances exceeded official development aid in several emigration countries: they totalled USD 126 billion according to IMF estimates. The book surveys the channels used to collect these funds; the role of banking systems and other financial institutions; the introduction of new technologies and their impact on fund collection; how the funds are transferred; and how to reduce the costs. Focus is also placed on the different ways in which migrants themselves participate -- together with non-governmental organisations, host countries and sending countries -- to open up new avenues for policies on development aid and co-development. The direct role that migrants can play at the local level is highlighted. Several countries and regions are illustrated: Southern European countries, Mexico, Turkey, North African and sub-Saharan African countries, the Philippines and some Latin American countries.

    Kurzfassung: Public procurement – the purchase of goods and services by governments and state-owned enterprises – accounts for about 15 per cent of GDP in OECD countries and is highly exposed to corruption. Both public and private actors in the procurement process may be tempted to divert goods and services or public funds for their personal use. To identify “weak links” in the public procurement process where the risk of corruption is high, to explore the best ways of improving transparency and accountability and to identify effective actions to prevent, detect and sanction corruption in this field, the OECD organised a Global Forum on Governance event on “Fighting Corruption and Promoting Integrity in Public Procurement”, hosted by the French Ministry of Economy, Finance and Industry in Paris in November 2004. This publication captures the main points of the Global Forum discussions and presents expert analysis of the main issues and case studies from the varied experiences of countries and specialised bodies, mainly in Europe, Asia and Latin America, that contributed to the event.

    Kurzfassung: The services sector now accounts for over 70% of employment and value added in OECD economies. It also accounts for almost all employment growth in the OECD area. But despite its growing weight in OECD economies, productivity growth and employment rates in services remain low in many OECD countries. This report provides an overview of the role of services in economic performance, and the factors that affect services sector performance. This includes the role of labour and product markets, the impact of barriers to trade in services, the role of innovation in services and the impacts of information and communications technology (ICT) on the services sector. The report also includes a paper presenting case studies of successful services firms, which help illustrate the broader analysis from OECD data.

    Kurzfassung: Wir leben in einer Welt der Bilder - so lautet der in den Geistes- und Sozialwissenschaften konstatierte iconic turn. Gleichzeitig leben wir in einer performativen Kultur, in der Aufführungen, Inszenierungen und Rituale immer stärker an Bedeutung gewinnen. Bilder spielen beim performativen Charakter der Sprache sowie bei der Inszenierung und Wahrnehmung sozialer bzw. künstlerischer Handlungen eine zentrale Rolle. Bilder sind Ereignisse. Sie entwickeln in performativen Aufführungen und Inszenierungen eine spezifische Kraft und Ambivalenz, die mit enigmatischen, transgressiven und liminalen Zuständen verbunden ist. In diesem szenisch-prozessuralen Spannungsverhältnis mischen sich kollektive mit individuellen Bildern, die weder allein auf Textualität reduziert noch einfach hinterschritten werden können. In welchem Maße und zu welchem Nutzen von einer Ikonologie des Performativen gesprochen werden kann, erörtern die Autoren in struktureller, historischer und methodischer Hinsicht. Zur Sprache kommen dabei sowohl kulturspezifische wie kulturübergreifende Bildmuster, kollektive und individuelle Bildräume, Performativität im Bild sowie das Bild als performatives Medium. Die Beiträge stammen aus der Anthropologie, Kunstgeschichte, Medien- und Bildwissenschaft, Kommunikationswissenschaft, Geschichtswissenschaft, Erziehungswissen-schaft, Soziologie, Philosophie und Ethnomethodologie
