    Abstract: More than ever, students need to engage with mathematical concepts, think quantitatively and analytically, and communicate using mathematics. All these skills are central to a young person’s preparedness to tackle problems that arise at work and in life beyond the classroom. But the reality is that many students are not familiar with basic mathematics concepts and, at school, only practice routine tasks that do not improve their ability to think quantitatively and solve real-life, complex problems. How can we break this pattern? This report, based on results from PISA 2012, shows that one way forward is to ensure that all students spend more “engaged” time learning core mathematics concepts and solving challenging mathematics tasks. The opportunity to learn mathematics content – the time students spend learning mathematics topics and practising maths tasks at school – can accurately predict mathematics literacy. Differences in students’ familiarity with mathematics concepts explain a substantial share of performance disparities in PISA between socio-economically advantaged and disadvantaged students. Widening access to mathematics content can raise average levels of achievement and, at the same time, reduce inequalities in education and in society at large.

    Abstract: While enrolment in tertiary education has increased dramatically over the past decades, many university-aged students do not enrol, nor do they expect to earn a university degree. While it is important to promote high expectations for further education, it is equally important to ensure that students’ expectations are well-aligned with their actual abilities. Grade Expectations: How Marks and Education Policies Shape Students' Ambitions reveals some of the factors that influence students’ thinking about further education. The report also suggests what teachers and education policy makers can do to ensure that more students have the skills, as well as the motivation, to succeed in higher education. In 2009, students in 21 PISA-participating countries and economies were asked about their expected educational attainment. An analysis of PISA data finds that students who expect to earn a university degree show significantly better performance in math and reading when compared to students who do not expect to earn such a university degree. However, performance is only one of the factors that determine expectations. On average across most countries and economies, girls and socio-economically advantaged students tend to hold more ambitious expectations than boys and disadvantaged students who perform just as well; and students with higher school marks are more likely to expect to earn a university degree – regardless of what those marks really measure.

    Abstract: The Programme for International Student Assessment (PISA) is a highly influential instrument for monitoring the quality of education systems and provides a strong evidence base for informed policy making and education research. PISA also has a proven potential to trigger reforms and stimulate stakeholder involvement in the process. Notwithstanding the importance of its ranking, the full strength of PISA unfolds when data it delivers is utilised in the national policy domain. Linking PISA outcomes and policy choices, and monitoring the impact on education quality is thereby a demanding task, which requires sound analytical capacity, and also knowledge of the strengths and weaknesses of the respective education system. The OECD Directorate for Education addresses the demand of non-member economies for policy support in understanding and analysing PISA data in the broader context of education system management and policy formulation. This report explains the reasons for the dramatically low performance of Kyrgyz students in the 2006 PISA survey, despite significant resources and efforts invested in education by schools, parents and government. The report reveals that a number of policy areas are in need of urgent attention and recommends ways to close the currently existing gap between aspirations and education reform achievement.

    Abstract: The Baltic Sea Region is rapidly becoming one of the world’s more competitive regions. The region is capitalising on its strengths and making the most of its diversity to stimulate innovation, build a strong pool of skilled labour and foster entrepreneurship. A deep spirit of co-operation and integration has led the Baltic Sea countries to set up ambitious governance frameworks to pursue economic development objectives jointly from Oslo to St. Petersburg. Yet major challenges at the local level lie ahead for the Eastern shores of the Baltic, where economic transition still needs to be accompanied by more innovative strategic planning, new forms of governance and dynamic civic entrepreneurship. Fortunately, the Baltic Sea Region includes some of the world’s most innovative countries. From Denmark to Finland, the Region possesses a breadth of experience in facilitating policy co-ordination, adjusting policy to local conditions and involving business and civil society in shaping policy measures. There is a great deal that other countries can learn from this experience in setting up partnerships, regional strategic frameworks and other forms of governance. The learning process has already started, with the Baltic Rim becoming a unique laboratory for governance.     Abstract: Die Werke Frida Kahlos wurden bislang nahezu ausschließlich biographisch gedeutet. Zum ersten Mal widmet sich eine Publikation auch der Frage, ob es nicht die internationale Ausrichtung war, die bis heute den Ruhm der mexikanischen Künstlerin ausmacht. Im Jahr 1939 erschien eine unbekannte mexikanische Malerin auf der Bühne des Pariser Kunstgeschehens. Die Surrealisten nahmen sie begeistert in ihre Reihen auf. Sie waren der Meinung, Frida Kahlos Bilder seien ganz unabhängig von der europäischen Kunst ihrer Generation entstanden. Kahlo ließ alle in diesem Glauben: αIch hatte keine Ahnung, dass ich surrealistisch male±. Frida Kahlos Malerei ist ohne ihre Biographie, ohne ihre Liebe zu den mexikanischen Traditionen, ohne ihre schillernde Persönlichkeit nicht zu verstehen. Die Künstlerin offenbart in ihrem Werk ihr körperliches und seelisches Leiden ebenso wie ihre Vitalität, ihren unkonventionellen Geist und ihren aufrührerischen Humor. Dieser Band zeigt nun erstmals zahlreiche Verbindungen zur europäischen Avantgardekunst auf und stellt vor Augen, dass Frida Kahlos Werk weit mehr ist als die Essenz einer aufregenden Lebensgeschichte. Frida Kahlos ins Phantastische gesteigerter Realismus, ihre verstörende Kombination von Motiven und ihre Verwendung von Montagetechniken stehen in Beziehung zu den internationalen Kunstentwicklungen ihrer Zeit: der Pittura Metafisica, dem Dadaismus, der Neuen Sachlichkeit und dem Surrealismus.

    Abstract: This publication reveals a number of interesting examples of innovative programmes using ICT that can increase access to learning out-of-school youths and adults. The papers show that ICT can be one way -- but by no means the only way -- to improve pathways to learning. It can do this by tailoring learning to the needs and preferred learning styles of the disadvantaged, and it can make learning more interesting by providing immediate feedback. A third message is that just as adult learning itself has been the under-funded and under-appreciated Cinderella of the formal learning spectrum, so the application of ICT within adult learning has tended to lag behind much of the rest of the education system. The present volume provides some cautionary remarks on the recent past and opens up some significant opportunities for the future.

    Abstract: This publication provides policy guidance in an area that has been given little policy priority until recent years. It brings together key lessons from 17 OECD countries, providing evidence on the strategies in place to improve adults’ participation in learning. It addresses potential barriers to learning as well as the policies to remedy them. Among these are policies for increasing and promoting the benefits of adult learning to make them transparent and easily recognised. Other policy levers include economic incentives and co-financing mechanisms that can raise the efficiency of adult learning provision, while delivering quality learning that is adapted to adults’ needs. Finally, policy making can be improved via co-ordination and coherence in a field that is characterised by a wide variety of stakeholders, including ministries of education and ministries of labour.

    Abstract: Today’s university students are drawn from a highly diverse set of backgrounds. Students appear in various guises as citizens, consumers, and clients. They are fitting university study around increasingly busy lives, often alongside paid employment. In many countries students are paying more for their university education, and expect high levels of standards and service. Universities are institutions with multiple roles, and must balance the needs and demands of their students with the expectations placed upon them by government, industry and the wider community. Such a balance must be struck in the face of increasing pressure on university budgets. Effective action to meet student expectations therefore poses major management challenges for universities.     Abstract: The OECD countries have widely differing traditions regarding basic vocational training. This publication, prepared as part of the VOTEC project on "The Changing Role of Vocational and Technical Education and Training", is designed to help towards a better understanding of the internal logic and workings of these different systems. Education and training systems propose differentiated and interconnected pathways, each of which can be broken down into a series of programmes. But what are the factors that explain participation of young people in VOTEC and the way it has developed over time? A number of answers have been formulated and are examined here in the light of ten national reports.
