    Kurzfassung: La Conférence ministérielle qui s’est tenue à Doha en novembre 2001 a placé les questions de développement au centre des discussions commerciales. Dans ce contexte, quelles sont les approches actuelles du renforcement des capacités commerciales dans le contexte africain ? Comment favoriser un processus participatif d’élaboration des politiques commerciales ? Quel est le rôle des donneurs dans le renforcement des capacités commerciales et leur soutien dans le processus d’élaboration des politiques commerciales ? Ce sont certaines des questions abordées lors de l’Atelier régional sur le renforcement des capacités commerciales dans le contexte africain qui a été organisé, à Mombasa en août 2002, conjointement par la Direction de la coopération pour le développement de l’OCDE, le Centre de développement de l’OCDE et la Commission économique des Nations unies pour l’Afrique. On trouvera dans cette publication un résumé des travaux de l’Atelier accompagné de quelques documents présentés par les participants. Cet ouvrage unique en son genre rassemble des données concrètes dérivées de l'expérience accumulée sur le terrain et d'études de cas, recueillies auprès d'acteurs africains et de représentants d'organisations internationales et de donneurs bilatéraux.     Kurzfassung: Les fondations philanthropiques ont beaucoup apporté au développement, en particulier dans les domaines de l’agriculture, de la planification familiale et de la lutte contre les maladies infectueuses. Les interventions les plus efficaces sont des investissements à long terme fondés sur une vision d’avenir et de bonnes connaissances scientifiques, correspondant bien aux capacités locales. Les dépenses totales que consacrent les fondations à des activités de développement atteignent aujourd’hui 3 milliards d’USD environ, et sont essentiellement le fait de grandes fondations des États-Unis. Leurs activités s’inscrivent de plus en plus souvent dans le cadre de partenariats public/privé qui s’intéressent aussi bien aux productions végétales qu’à la recherche médicale ou à l’amélioration des infrastructures, en particulier pour l’approvisionnement en eau. Les fondations sont aussi à l’origine de stratégies novatrices pour le renforcement de la démocratie dans les pays en développement. L’amélioration des échanges d’information avec les organismes publics d’aide et la mise en place d’incitations fiscales visant à les encourager à poursuivre leurs activités peuvent contribuer à optimiser leur contribution au développement à l’avenir...

    Kurzfassung: This paper reports on recent work on improving the effectiveness of aid allocations, and extends the scope of analysis beyond the aid-policy-growth-poverty linkages to include three new elements: a broader range of poverty-relevant objectives and effectiveness constraints of aid; practical experience in the application of quantitative analysis to allocations; and analytic approaches to determining shares of aid through multilateral channels and for global public goods. There is wide consensus on the main allocation criteria for effectiveness in reducing poverty through pro-poor growth: the level and incidence of poverty and the development performance of partner countries. Other variables that raise the impact of aid on growth are helping vulnerable countries adjust to shocks, debt relief and post-conflict reconstruction. Considering broader development and humanitarian objectives, aid should also be allocated to prevent violent conflict and to improve governance and social conditions in “difficult partnerships”. In addition, global public goods are severely under-funded, and there is some evidence of under-funding of multilateral programmes...

Il a été établi en consultation avec les délégations de la Belgique et de la Suisse, qui ont été désignées pays examinateurs pour l'Examen de l'aide qui a eu lieu le 17 novembre 2003. Renforcer l'appropriation par le public du programme irlandais de coopération pour le développement, donner une orientation prévisible à l'expansion de l'APD nécessaire pour atteindre le pourcentage de 0.7 % du RNB d'ici 2007, prévoir aujourd'hui comment gérer un programme d'APD portant sur 1 milliard USD, continuer de faire preuve de vigilance quant aux questions de ressources humaines au sein de Development Co-operation Ireland, conserver une attitude prudente dans la désignation de nouveaux « pays de programme », continuer de promouvoir des approches plus stratégiques de la part des ONG partenaires, et renforcer la contribution de l'Irlande à la lutte contre la pandémie du VIH/sida, tels ont été les principaux points traités.     Kurzfassung: Philanthropic foundations have made important contributions to development, particularly in agriculture, family planning and infectious diseases control. The most effective interventions have been long-term investments that were based on vision and sound scientific understanding, and were well integrated with local capacities. Foundations’ total expenditure on developmental activities is now about $3 billion annually, mostly from large U.S. foundations. Foundations are increasingly involved in public-private partnerships whose activities range from crop and disease research to improving insfrastructure, especially water supply. They have also evolved innovative approaches to building democratic life in developing countries. Better information exchange with official aid agencies and appropriate fiscal encouragement of their activity can help maximise foundations’ future development contributions...

    Kurzfassung: Ce rapport consacré à des travaux récents sur l'amélioration de l'efficacité de la répartition de l’aide élargit le champ de l'analyse qui, en plus des liens existant entre l'aide, l'action publique, la croissance et la pauvreté inclut maintenant trois éléments nouveaux, à savoir : un éventail plus large d'objectifs touchant à la réduction de la pauvreté et d'obstacles à l'efficacité de l'aide ; l'expériencepratique acquise dans le cadre de l'analyse quantitative des dotations; enfin, les approches analytiques permettant de déterminer les pourcentages de l'aide transitant par les canaux multilatéraux et réservés à la production de biens publics mondiaux. Il existe un large consensus sur les principaux critères d'affectation de l'aide propres à garantir l'efficacité de la lutte contre la pauvreté au moyen d'une croissance favorable aux pauvres : le niveau et l'incidence de la pauvreté, et les résultats obtenus par les pays partenaires en matière de développement. L'aide fournie aux pays vulnérables pour résister aux chocs, l'allégement de dette et la reconstruction au sortir d'un conflit sont d'autres éléments qui renforcent l'impact de l'aide sur la croissance. Si l'on veut atteindre des objectifs plus vastes sur les plans humanitaires et du développement, il faudrait aussi allouer une aide à la prévention des conflits violents et à l'amélioration de la gouvernance et de la situation sociale dans les cas de "partenariat difficile". De plus, les biens publics mondiaux sont loin d'être dotés de fonds suffisants et on constate également un déficit de financement des programmes multilatéraux...

    Kurzfassung: Die OECD-Länder messen dem lebenslangen Lernen und der aktiven Beschäftigungspolitik als Instrumente zur Förderung von Wirtschaftswachstum und sozialer Gerechtigkeit zunehmende Bedeutung bei. Effektive Informations- und Beratungssysteme sind wesentliche Grundlagen für die Umsetzung dieser Maßnahmen, und alle Bürger müssen sich die notwendigen Kompetenzen aneignen, um ihre eigene berufliche Laufbahn steuern zu können. Zwischen diesen Politikzielen und den Kapazitäten der nationalen Bildungs- und Berufsberatungssysteme besteht aber noch eine große Kluft. So ist der Zugang zu Bildungs- und Berufsberatungsdiensten, vor allem für Erwachsene, begrenzt. Statt ihren Kunden die Fähigkeit zu vermitteln, ihre berufliche Entwicklung selbst in die Hand zu nehmen, konzentrieren sich die Beratungsstellen zu oft auf gerade anstehende Fragen und Entscheidungen. Ferner sind die Ausbildungs- und Qualifikationssysteme für die Anbieter der Beratungsdienste häufig unzureichend und unangemessen. Die Koordinierung zwischen den wichtigsten Ministerien und den übrigen Beteiligten lässt viel zu wünschen übrig. Die politischen Entscheidungsträger verfügen nicht über hinreichende Daten- und Erfahrungsgrundlagen, um die Bildungs- und Berufsberatungsdienste sachgerecht steuern zu können, wobei es an Daten sowohl zu Kosten und Nutzen als auch zu Kundenmerkmalen und Ergebnissen mangelt. Und was das konkrete Angebot an Beratungsdiensten betrifft, so wird zu wenig Gebrauch gemacht von Informations- und Kommunikationstechnologien (IKT) und anderen kosteneffektiven Mitteln, um flexibler auf die Kundenbedürfnisse eingehen zu können. Ausgehend von einer in 14 OECD-Ländern durchgeführten Prüfung wird in dieser Veröffentlichung untersucht, wie die Kluft zwischen Bildungs- und Berufsberatungsdiensten einerseits und öffentlicher Politik andererseits verringert werden könnte. Es wird dafür plädiert, die Koordinierung auf nationaler Ebene zu verbessern und sich verstärkt um Forschung und Datenerfassung zu bemühen, um die politischen Entscheidungsträger mit hinreichenden Informationen versorgen zu können. In dem Bericht werden ferner bessere, fachspezifischere Ausbildungsprogramme für die Praktiker der Bildungs- und Berufsberatung sowie die Einrichtung stärker spezialisierter Einrichtungen für Bildungs- und Berufsberatungsdienste empfohlen.

    Kurzfassung: DIE ROLLE VON HUMAN- UND SOZIALKAPITAL In unserer heutigen, sich rasch wandelnden Welt dürfte der Erfolg von Nationen, Individuen, gesellschaftlichen Gruppen und Gemeinwesen wohl mehr denn je von deren Fähigkeit abhängen, sich dem Wandel anzupassen, Wissen zu erwerben und auszutauschen. Der vorliegende Bericht trägt zur Klärung der Konzepte Human- und Sozialkapital bei und evaluiert deren Einfluss auf Wirtschaftswachstum und Wohlergehen. Der Begriff des Sozialkapitals, der erst seit kurzem in der Wirtschafts- und Sozialwissenschaft existiert, ist bislang noch relativ wenig belegt. Der Bericht stützt sich daher auf eine Reihe empirischer Untersuchungen, die auf potentiell signifikante Beziehungen zwischen Human- und Sozialkapital hindeuten. Den verfügbaren Erkenntnissen zufolge können Human- und Sozialkapital einen entscheidenden Beitrag zu einer ganzen Reihe positiver Ergebnisse leisten, die von höheren Einkommen über stärkeren sozialen Zusammenhalt bis hin zu größerer Lebenszufriedenheit reichen. Auch wenn es keine Belege für systematische „Unterinvestitionen" weder in Human- oder Sozialkapital gibt, werden doch gewisse Bedenken hinsichtlich Verteilung und Qualität beider Kapitalformen geäußert und die Frage untersucht, wie sich diese Aspekte auf das Wohlergehen künftiger Generationen auswirken könnten. Kurzfristig verfügt die staatliche Politik nur über begrenzten Spielraum zur Beeinflussung von Qualität, Niveau und Verteilung des Human- und Sozialkapitals. Langfristig gibt es aber eine Reihe von Bereichen, in denen staatliche, private und ehrenamtliche Akteure zur Verbesserung des Human- und Sozialkapitals beitragen können.

    Kurzfassung: Les pouvoirs publics des pays développés ont recours depuis longtemps à des mesures visant de manière directe ou indirecte (par la biais de la fiscalité) à encourager l’ensemble de la population à se constituer un capital grâce à l’épargne, l’accession à la propriété immobilière, les fonds de pension, l’investissement dans la formation (capital humain) ou l’entreprise. Bien souvent, ces mesures ne bénéficient pas aux pauvres. En effet, l’action publique ne stimule pas l’épargne pour ces catégories, elle a même plutôt un effet dissuasif. Pourtant, ce livre montre que les pauvres ont envie d’épargner et qu'ils parviennent à mettre de côté des sommes modestes, parfois au prix de sacrifices beaucoup plus importants que ne l’imaginent les décideurs et les catégories favorisées. Élargir les politiques de constitution du patrimoine aux pauvres peut être un élément décisif dans la lutte contre la pauvreté et l’aliénation sociale et économique. En terme de bien-être social, ces politiques ont des effets que la garantie de ressources ne saurait à elle seule générer. Cette publication fournit le contexte indispensable à un débat fructueux sur les mérites et les inconvénients de la constitution de patrimoine chez les pauvres. Elle définit les notions fondamentales sur lesquelles reposent les dispositifs de constitution de patrimoine, ainsi que les avantages qu’y voient ses tenants du point de vue de la politique sociale. Enfin, cette publication décrit des programmes et des projets concrets.

    Kurzfassung: Earthquake-prone communities need earthquake-resistant schools. In 2002, a primary school in San Giuliano, Italy, collapsed killing 29 children and one teacher. In May 2003, a medium-sized earthquake in the city of Bingöl, Turkey, caused the collapse of three new schools and a dormitory, killing many children as they slept. All too frequently, earthquakes cause the collapse of school buildings and the injury and death of staff and students. Further, when schools are closed because of earthquake damage, education is hampered, community life disrupted, and potential emergency shelters unavailable. Where school attendance is compulsory, communities have an obligation to provide a safe study and work environment. Why do schools collapse even during moderate earthquakes? Experts agree that many collapse due to avoidable errors in design and construction. Often, the needed technology is not applied and laws and regulations are not sufficiently enforced. Application of existing knowledge can significantly lower the seismic risk of schools and help prevent further injury and death of school occupants during earthquakes. Moreover, this can be accomplished at reasonable cost and within a reasonable period. Keeping Schools Safe in Earthquakes presents expert knowledge, opinions and experiences, and provides valuable insight into the scope of problems involved in protecting schools and their occupants. Its recommendations are a call to action to all governments in OECD and partner countries to help facilitate their implementation.

    Kurzfassung: Im vorliegenden Bericht werden Ergebnisse der internationalen Schulleistungsstudie PISA analysiert, wobei der Schwerpunkt auf der Motivation, dem Vertrauen in die eigenen Fähigkeiten und der Anwendung verschiedener Lernstrategien liegt.Betrachtet werden vor allem solche Merkmale, die zusammengenommen die Wahrscheinlichkeit erhöhen, dass ein Schüler zu einem selbstsicheren und autonomen Lerner wird. Die Ergebnisse bestätigen, dass zwischen den Lernansätzen und den messbaren Lernergebnissen der Schülerinnen und Schüler ein enger Zusammenhang besteht. So erzielen z.B. Schülerinnen und Schüler, die ein ausgeprägtes Leseinteresse zeigen und vergleichsweise stärker auf ihre Fähigkeit zur Lösung ihnen selbst schwierig erscheinender Probleme vertrauen, tendenziell auch bessere Ergebnisse. In dem Bericht wird ferner nachgewiesen, dass ein besonders enger Zusammenhang zwischen der Tendenz der Schülerinnen und Schüler zur Selbstkontrolle des Lernprozesses durch bewusste Beobachtung ihrer Fortschritte bei der Realisierung persönlicher Ziele einerseits und ihrer Motivation und ihrem Selbstvertrauen andererseits besteht. Das legt den Schluss nahe, dass effektives Lernen nicht einfach als spezielle Fertigkeit gelehrt werden kann, sondern in erheblichem Maße von der Entwicklung einer positiven Einstellung abhängt.

    Kurzfassung: La educación ha sido una prioridad central para Chile desde el retorno a la democracia en 1990. Gracias a un sostenido crecimiento económico y a un compromiso por aumentar la inversión pública en educación, Chile ha realizado mejoramientos claves en su sistema educacional en este período. Una reforma reciente asegura doce años de escolaridad obligatoria y gratis para todos los niños de Chile. La matrícula en educación secundaria se ha expandido rápidamente y los salarios de los profesores han aumentado en un 140%. Si continúan las tendencias actuales, más de 800.000 estudiantes ingresarán a la educación superior en 2010. Chile ha logrado mucho en un corto período de tiempo. Ha mejorado la calidad de la educación y el acceso a todos sus niveles, convirtiéndose así en el país líder de América Latina en este aspecto. Revisión de Políticas Nacionales de Educación: Chile cubre todo el sistema de educación del país, desde la educación parvularia a la educación superior y también el aprendizaje a lo largo de la vida para todos. Asimismo, analiza el sistema en términos de su impacto económico, social y político. Esta revisión está basada en la permanente cooperación con las economías no miembros de todo el mundo. Es particularmente interesante tanto para aquellos profesionales involucrados en políticas educacionales, como para los que trabajan directamente en el sistema educacional de Chile.

    Kurzfassung: This report presents the first internationally comparable results to OECD's 2003 Programme for International Student Assessment (PISA) Survey of the educational performance of 15-year-olds in reading, mathematics, and science in 25 OECD countries. This year, the concentration was on mathematics. Beyond the examination of the relative standing of countries in mathematics, science and reading, the report also looks at a wider range of educational outcomes that include students’ motivation to learn, their beliefs about themselves, and their learning strategies. Furthermore, it examines how performance varies between the genders and between socio-economic groups; and it provides insights into some of the factors that influence the development of knowledge and skills at home and at school, how these factors interact and what the implications are for policy development. Most importantly, the report sheds light on countries that succeed in achieving high performance standards while, at the same time, providing an equitable distribution of learning opportunities. The report presents a wealth of indicators showing how countries compare in various measures of educational performance and factors that affect that performance.
