Ce rapport étudie les multiples défis pour la politique de développement régional en Pologne, et formule des recommandations, en s’attachant en particulier aux problèmes de gouvernance.

    Abstract: The radical transformation that Spanish rural areas have experienced in the past few decades suggest, as it has occurred in many OECD countries, a new approach to rural policy. Spain has recently undertaken a major reform of its rural policies, including the merger of the Ministry of Agriculture with the Ministry of the Environment and the recently approved Law on Sustainable Development of Rural Areas. This new framework creates a multi-sectoral and place-based “rural policy of state”, making Spain better equipped to address the challenges and opportunities of rural areas. This report – undertaken at the same time as the reforms were being implemented – will interest both policy makers engaged in similar reform processes and others working on issues such the “political economy” of reforms, rural tourism, renewable energies, rural clusters, development of peri-urban areas and public service delivery in remote rural areas.

But despite substantial improvements in standards of living, the Chinese countryside is largely lagging behind. This report analyses the key socio-economic forces at work in China's rural areas and discusses the current government strategy for rural development.     Abstract: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

    Abstract: Chile has achieved strong economic growth during the last 20 years. Nevertheless, its economy depends on a few resource-based sectors located in a small number of regions. The performance of Chilean regions varies significantly and regional disparities in GDP per capita are very high compared to those in OECD countries. Chilean regions have thus far so not fully utilised their assets and reached their potential for growth. This report recommends moving towards a territorial approach to development in Chile in order to better adapt public management to the different opportunities and needs of the diverse territories of the country. Chilean regions would particularly benefit from context-specific policies to boost productivity, such as those targeting innovation and entrepreneurship, and to improve education and training.

    Abstract: La mayoría de los países de la OCDE han hecho una prioridad la elaboración de políticas para disminuir las cargas administrativas (reducir el papeleo). La burocracia es onerosa particularmente para las empresas pequeñas y puede inhibir el emprendimiento. Estos efectos son más costosos en los mercados mundiales, en donde la competitividad puede ser afectada por la eficiencia de la regulación local y el entorno administrativo. Pero también los ciudadanos y las grandes empresas se quejan de la elaboración de reportes solicitados que son innecesarios.¿Qué pueden hacer los gobiernos al respecto? Las estrategias incluyen establecer metas cuantitativas para reducir las cargas administrativas cuando se diseñan o modifican normativas existentes; codificación; mejorar la coordinación multi-nivel; y la introducción rápida de servicios de e-gobierno. Cada vez más los gobiernos asignan responsabilidad a una unidad administrativa central apoyados por grupos de trabajo y comités externos. Este acercamiento de “gobierno entero” representa un paso mayor en los años recientes incrustando la simplificación administrativa en todo el sistema de calidad normativo en el nivel nacional.

Deuxièmement, dans nombre de cas, les gouvernements ont tenté d’appliquer les bons principes de gestion à la gestion de la fonction publique. C’est ainsi que l’emploi public dans nombre de secteurs de l’administration a perdu son caractère unique et est devenu assez semblable au système d’emploi général des différents pays. Cette publication dresse un bilan des principaux changements intervenus dans la gestion de l’emploi public dans les pays de l’OCDE. Elle examine également la manière dont les pays trouvent un équilibre entre, d’une part, le soutien des valeurs fondamentales comme l’équité, la justice et la cohésion sociale, de façon à préserver la confiance politique dans l’ensemble de l’appareil gouvernemental et, de l’autre, l’attention à l’efficience, à la productivité et à l’efficacité.

    Abstract: Piedmont is one of the top ten manufacturing regions in Europe and enjoys the highest levels of business investment in R&D in Italy. Birthplace of the most famous Italian automotive company - Fiat – and home to many heavy engineering and manufacturing firms, the region has long been a central part of the national industrial core. Yet since the early 1970s, the fragility of Piedmont's production system has slowly became evident. This report reviews how Piedmont’s new regional strategy supports innovation and how its efforts can be improved.

    Abstract: The Pan Yellow Sea Region (PYSR) covers the coasts of Northern China (Bohai Rim), western and southern Korea and south-western Japan (Kyushu). It has been one of the fastest growing economic zones in East Asia since China’s opening in the early 1990s, thanks to the region’s extensive manufacturing and transportation networks. Development has been driven by cities such as Dalian, Qingdao and Tianjin in China, Busan and Incheon in Korea, and Fukuoka and Kitakyushu in Japan. However, the PYSR has yet not fully utilised its assets nor reached its potential for growth. Further economic integration has been hindered by excessive competition and inadequate co-operation within the region. The regional transportation system requires structural changes to be integrated, especially in the container transportation market. Deepening the region’s social and cultural network remains a challenge. And environmental concerns are increasingly attracting attention. This report analyses these factors and assesses a wide range of policies to improve the PYSR’s competitiveness and integration. In particular, the report examines the PYSR’s trans-border governance system, which has emerged since the 1990s as a key regional policy agenda. The harmonisation of authorities within the region is a prerequisite to achieving economic success and addressing the PYSR’s diverse challenges. A comparative analysis of trans-border cooperation in OECD countries in Europe and North America is also included in an annex. This report will be of special interest to policy makers, researchers, NGOs and others active in trans-border development or Asian economic development.

    Abstract: Why do some regions grow faster than others, and in ways that do not always conform to economic theory? This is a central issue in today’s economic climate, when policy makers are looking for ways to stimulate new and sustainable growth. OECD work suggests that there is no one-size-fits-all answer to regional growth policy. Rather, regions grow in very varied ways and the simple concentration of resources in a place is not sufficient for long-term growth. This report draws on OECD analysis of regional data (including where growth happens, country-by-country), policy reviews and case studies. It argues that it is how investments are made, regional assets used and synergies exploited that can make the difference. Public investment should prioritise longer-term impacts on productivity growth and combine measures in an integrated way. This suggests an important role for regional policies in shaping growth and economic recovery policies, but also challenges policy makers to implement policy reforms.

A magyar kormányok is programjaikba iktatták a kormányzat, a közigazgatás reformját, néhány lépést ebbe az irányba már meg is tettek. A korszer űsítés azonban nem vált széleskörűvé, s nem állítható az sem, hogy az életbeléptetett változások hatása átüt ő erejű lett volna. Az okokat keresve sok mindenre hivatkozhatnánk, most csak egyet említünk meg: a nemzetközi tapasztalatok, próbálkozások összefogott, értékelt ismeretének hiányát. Az OECD Párizsban székel ő központja sietett a kormányok segítségére, neves tudósok, egyetemi oktatók, elméleti és gyakorlati szakemberek közrem űködésével összeállítatta ezt a kötetet, amely, mint látni fogjuk az OECD tagországaiban folyó államszervezési, különösen a közigazgatás, kormányzás terén fellelhet ő gondokat, s ezek megoldására tett intézkedéseket dolgozza fel, elméleti igénnyel, és ugyanakkor a gyakorlati hasznosíthatóságra egyaránt tekintettel. Könyvünk felbecsülhetetlen segítséget nyújt az országunkban folyó modernizálódási törekvések megalapozásához is, egyben a közigazgatási szakemberképzés alapdokumentuma is lehet. A magyar kiadásnak sajátossága a már több országban lefordítva közreadott kötethez képest, hogy az alapm űvet kiegészíti öt olyan értékel ő bírálattal, amely az összehasonlító közigazgatás legrangosabb és legrégibb nemzetközi folyóiratában jelent meg, további tájékoztatást adva az általános tendenciák érvényesíthet őségének feltételeiről és korlátairól.

    Abstract: Expecting substantial savings and improved public services – a trend further accentuated by the financial and economic crisis beginning in 2008 – OECD countries have invested in the development of e-government services over the past 10-15 years. However, despite the initial exceptional take-up, governments later saw low adoption and low use of e-government services which are still far from satisfactory today. This report gives a broad description of the shift in governments' focus on e-government development – from a government-centric to a user-centric approach. It gives a comprehensive overview of challenges to user take-up of e-government services in OECD countries and of the different types of approaches to improving it. The monitoring and evaluation of user take-up are also discussed, including the existence of formal measurement frameworks. Good practices are presented to illustrate the different concrete approaches used by OECD countries.

The private sector is now the main driver of growth, and new laws have gone a long way toward establishing private property rights, competition, and mechanisms for entry and exit comparable to those of many OECD countries. At the same time important challenges remain, including further clarification of the scope of state ownership, reform of relations among central and local governments, firmer establishment of the rule of law, and strengthening of regulatory institutions and processes. This review of China's regulatory system focuses on the overall economic context for regulatory reform, the government’s capacity to manage regulatory reform, competition policy and enforcement, and market openness. The review also examines the regulatory framework in the electricity, water and health care sectors. As for OECD countries, the review follows a multidisciplinary and highly interactive approach. A number of OECD instruments and policies are used in this assessment, although the review also takes into account the specific challenges faced by the Chinese authorities. The review includes a comprehensive set of policy recommendations.

    Abstract: Despite progress in recent years, there is growing evidence that OECD countries are not on track to reach some of their key environmental goals. This report examines the strategies and instruments that governments use to ensure compliance with pollution prevention and control regulations, particularly in the industrial sector. It compares the compliance assurance systems of six OECD countries – Finland, France, Japan, the Netherlands, the United Kingdom and the United States – as well as those of China and Russia. The report provides policy makers, environmental regulators, and other stakeholders with a comprehensive analysis of the design, management aspects, and the main elements of government compliance and enforcement programmes. Focusing on compliance promotion, compliance monitoring, and non-compliance response, it identifies and compares good practices, sets them in context of different countries’ regulatory cultures and highlights the key international trends.

This OECD review of risk management policies focuses on Japan, because the geography, topography and climate of its national territory subject it to serious natural hazards, especially seismic activity and typhoons. The report looks at Japan’s policies in the areas of monitoring, preparing for and responding to floods and earthquakes, seeking out and identifying good practices and areas where improvements could be made. The case studies consider several issues of particular interest to policy makers, such as how to take climate change into account for long term policy planning related to large scale floods, and Japan’s unique earthquake insurance scheme for damages whose probability and impact are hard to accurately assess.

    Abstract: Over the past decade, Mexico has undergone significant economic and political reform. This period has witnessed important improvements in the health of public finances. The government’s narrow measure of the budget deficit has been below 1% of GDP for the past five years (2003-08). Furthermore, the public sector borrowing requirement – the broader definition of budget deficit1 – has been below 3% of GDP for the same period. Although these improved fiscal balances have been aided by higher revenues as a result of significant increases in oil prices, Mexico’s recent public finances have clearly reflected an era of fiscal responsibility. This improved fiscal situation should place Mexico in a better position to withstand the current global economic crisis.

    Abstract: Between 2000 and 2005, the Mexican State of Coahuila implemented the social programme called Piso Firme. Its main objective was to replace mud floors with cement ones to improve the quality of life of vulnerable households living in marginal areas. Because the programme was so successful with 34 000 beneficiaries in Coahuila, it was extended to the national level to cover more than 300 000 households. Its success even generated the implementation of a national strategic goal: the eradication of dirt floors by the end of 2012.

    Abstract: This chapter reviews the role of the Mexican legislature in the budget process. Over the past decade, the Mexican Chamber of Deputies has become a much more active participant in the budget process. This development reflects the changes in the political system and the nature of the legislative-executive relationship. On a number of occasions, the budget process has become the focal point of conflict between the two branches. Recent reforms to the legislative budget process have provided tools to strengthen legislative oversight and have helped to some extent to clarify the respective roles of the legislature and the executive. Combined with a growing cross-party willingness to co-operate on the budget and greater emphasis on fiscal responsibility, the legislative budget process has been greatly improved.

    Abstract: Oil prices have been rising significantly since 2002, reaching a high of USD 145 per barrel in July 2008.1 The huge flows of revenues present an excellent opportunity for large oil exporters, providing access to fresh capital inflows that could be allocated to savings, investment, or external debt cancellation. However, oil price volatility and inefficient management of oil revenues can also generate non-desired effects. Some of the symptoms of the so-called “Dutch disease” include overheating the economy, reducing incentives to improve the tax system, and increasing pressure for exchange rate appreciation or exchange rate volatility.

    Abstract: Over the past decade, Mexico has made significant improvements in its fiscal performance by implementing important reforms to establish macroeconomic and financial stability, to open the economy to trade and investment, and to change the political environment. The prudent fiscal policies pursued by the Mexican government have resulted in strong fiscal performance. Albeit aided by higher oil prices, these policies have successfully lowered public sector debt and reduced the budget deficit to 3% of GDP or below for the past five years (2003-08).1 Economic growth has improved over the past decade, although the economy is not expanding rapidly enough to make living standards equivalent to richer OECD countries.

    Abstract: This chapter reviews the implementation and management of the Mexican budget. Financial management is in the midst of an ambitious agenda of reform with the overall goal of improving the quality of public service. The central concepts behind the reforms are to delegate management responsibility to programme managers and to focus greater attention on improving results. This chapter is divided into seven sections: the execution of the budget; cash management; public accounting; internal control and audit; human resource management; procurement; and the conclusion and recommendations.

    Abstract: Lobbying can improve policy making by providing valuable insights and data, but it can also result in unfair advantages for vested interests if the process is opaque and standards are lax. Lobbying is resource intensive. The financial services sector in the United States spent USD 3.4 billion lobbying the federal government between 1998 and 2008, principally promoting the deregulation of the financial sector. Legions of lobbyists provide “guns for hire” worldwide. In 2008, there were over 5 000 registered lobbyists in Canada at the national level, while the European Commission in Brussels had over 2 000 registered as of August 2009. This report reviews the experiences of Australia, Canada, Hungary, Poland, the United Kingdom and the United States with government regulations designed to increase scrutiny for lobbying and lobbyists. Current approaches, models, trends and state-of-the-art solutions are examined to support a deeper understanding of the potential and limitations of existing norms. The report also presents building blocks for developing a framework for lobbying that meets public expectations for transparency, accountability and integrity

    Abstract: Belgian citizens want the look and feel of a single public sector entity and the provision of integrated e-government services customised to their needs rather than to have to understand the complex division of governmental responsibilities. Belgium already has internationally recognised examples to show: most importantly the transformation of the social sector administration through e-governance tools, and more recently the link of e-government services to administrative-burden reduction. Future transformation will be enabled by the common electronic identity card (eID) that has been adopted by all governments. This report shows that the development and provision of the next generation of user-focused services will require the maximisation of synergies between the federal, regional and community governments and local authorities in Belgium.

    Abstract: The debate on a market-based economy has now entered a new phase in Brazil, addressing the broader context of quality regulation and the reduction of regulatory risk. The improved macroeconomic situation and the progress made by the sectoral regulatory agencies have paid off, and there is also wider social participation in the improvement of the regulatory framework with a stronger consumer engagement. But Brazil still needs to further improve its capacities for regulatory quality and increase transparency and accountability in the system to reinforce regulatory performance. This review analyses the challenges of strengthening regulatory governance in Brazil to improve economic growth, with appropriate regulatory frameworks for core infrastructure sectors. Improved institutional capacities would also enhance support for regulatory policy across various government areas. Setting up an appropriate architecture for sectoral regulatory agencies and balancing autonomy with accountability will contribute to improved governance. Challenges include consolidating the autonomy and status of Brazilian regulatory authorities, reinforcing the strategic organisation for planning and decision making, increasing social accountability mechanisms, and improving co-ordination with competition authorities. Regulatory reform will help Brazil boost growth opportunities, and improve the quality and value of core services provided to its citizens. Brazil requested this broad review by the OECD of its regulatory practices and reforms. The review presents a general picture of the overall frameworks to assure high quality regulation with a special focus on four core infrastructure sectors: power, private health insurance, land transport and telecommunications.

    Abstract: El estado mexicano de Yucatán, con su ubicación de importancia estratégica cerca de Estados Unidos de América, América Central y el Caribe, es una de las regiones más dinámicas de la OCDE. Yucatán es también una tierra de contrastes. Es una región rezagada pero en crecimiento, que ofrece una alta calidad de vida y vastos recursos naturales, pero que a la vez padece problemas de sustentabilidad. Sus atracciones turísticas se localizan en zonas rurales que no se benefician de ellas. Cuenta con servicios médicos estatales y peninsulares, pero su cobertura de servicios de salud es desequilibrada. Yucatán es un centro de educación superior en la península y, sin embargo, sus graduados no consiguen empleo. Tienen varias comunidades marginadas en organismos administrativos fragmentados y, si bien los estados que pertenecen a la península comparten un legado y un atractivo culturales comunes, sus instituciones no cooperan entre sí.Resulta claro que Yucatán no aprovecha por completo sus múltiples recursos y, de hecho, los desafíos que prevalecen en la región amenazan con debilitar los bienes locales. Entre estos desafíos se encuentra la necesidad de convertir determinadas actividades en procesos de innovación y diseño de un valor agregado más alto, así como fomentar el que las actividades primarias lleguen a los mercados internacionales. Pese a que el gobierno estatal ha propuesto programas para estimular la formalización de la economía informal, medidas como una mejor reglamentación, la reducción de la burocracia y la oferta de oportunidades de empleo y el acceso al crédito formal podrían causar un mayor impacto. La falta de una visión a largo plazo compartida y coherente es un reto fundamental para mejorar la competitividad regional y la cohesión social en Yucatán. Las recomendaciones de la OCDE sólo pueden ser parte de una estrategia de mayor envergadura para desarrollar una visión colectiva del futuro del estado.

    Abstract: Ce rapport examine, du point de vue politique, quelques-unes des principales difficultés que soulève la mise en œuvre de la réforme réglementaire. Il s’appuie sur les informations disponibles des pays de l’OCDE qui veulent convaincre par des résultats et élaborent des stratégies de mobilisation. Il fait ainsi la synthèse des débats menés lors de la réunion du Groupe de l’OCDE sur la politique de la réglementation en décembre 2007. Les questions centrales portent sur les moyens de susciter l’adhésion générale à la réforme et sur le choix des acteurs et parties prenantes qu’il faut associer à la réalisation des réformes. Les questions de programmation et de calendrier sont d’une importance capitale. Il faut aussi que les citoyens et le public comprennent l’intérêt économique de la libéralisation et de la simplification des formalités administratives que permet la réforme réglementaire. Des chapitres spécifiques analysent le rôle des organes de mobilisation pour la réforme réglementaire, ainsi que la politique de la concurrence. Ces chapitres examinent leurs incitations et leurs modalités d’intervention compte tenu de leur environnement culturel, politique et administratif. Ils doivent jouer le rôle de puissants moteurs de la réforme, intégrant le point de vue des entreprises et des citoyens dans l’élaboration des politiques. Un exemple est présenté sous la forme d’une étude de cas évaluant la viabilité politique du contrôle réglementaire centralisé comme stratégie institutionnelle à partir de l’expérience des États-Unis. En ce qui concerne la mobilisation pour la politique de la concurrence, ce rapport examine l’équilibre entre l’indépendance institutionnelle et l’objectivité qui sont nécessaires pour veiller à l’application des règles. Il étudie comment associer les politiques d’ouverture des marchés dans un environnement favorable à la réforme, tirant les enseignements des ajustements des échanges et des ajustements structurels. Il souligne le rôle des négociations internationales, en tant que moyen pour mobiliser l’appui au niveau politique, et les stratégies visant à organiser et à entretenir les réformes d’ouverture des marchés.

    Abstract: Reducing the time for registering a company from weeks and months to under one hour is a concrete result of a unique and ambitious initiative in Portugal to make the public sector more efficient and effective. The Simplex initiative aims at making life easier for citizens and businesses. It focuses on how e-government can be used as a lever for broader administrative simplification, making service delivery more coherent and efficient. This is the first integrated study undertaken by the OECD to analyse administrative simplification and e-government in a national context. By bringing those two areas together in the context of public management reform, this review helps countries identify how these reform activities can best support overall government performance and economic growth.

    Abstract: Ireland's economic success story is one that many OECD countries would like to emulate. Of the many factors linked to this success, understanding the public sector’s role is key. Integration matters. The key public service reform challenge for Ireland going forward is for the different parts of the Irish Public Service to work cohesively together, with a more integrated approach at the national and local levels. This book provides an overview of the Irish Public Service, its fiscal and demographic context, and looks at capacity and motivation issues, improving service delivery, and strengthening governance. It also provides four case studies and a series of recommendations. This report is the first in a series of OECD country reviews that will look at public management reform and governance issues from a comprehensive perspective. These reviews will help countries to identify how reforms can better reinforce each other in support of overall government objectives. They also examine reform strategies that have worked in other countries and provide advice as to which reforms can be appropriately adapted to a given country.

    Abstract: With 14.5 million inhabitants and an economy worth over EUR 290 billion, the North of England is larger than many European countries. At the heart of the industrial revolution, the region has been a historic centre for world-changing innovation in transport, computing and in vitro fertilisation. Yet, in the wake of massive losses in manufacturing employment over the past few decades, the region is having to adapt in order to catch up to more prosperous regions in the UK and remain competitive globally. Like many regions around the OECD, the North of England is seeking to support economic development through innovation, with strategies that build on the region's heritage while also looking to develop new strengths. This report reviews how both national policy and regional strategies support innovation in the North and how these efforts could be improved. It will be of interest to policy makers, firms and others active in promoting innovation and regional economic development.

    Abstract: The Cape Town city-region, which is the second-largest area in South Africa (4 million inhabitants), reflects the national challenge of creating new economic opportunities while correcting past inequities. Since the end of the apartheid system, Cape Town has benefited from macroeconomic stabilisation and has outpaced the national average growth rate. It has both modernised its traditional strengths in port logistics and developed innovative sectors in tourism, agro-food processing, viticulture, financial and business services. However, 22% of the population is unemployed and 38% of residents live below the poverty line. This report identifies the key missing collective goods that could both create externalities for firms and foster a more equitable distribution. It provides a platform for the development of a forward-looking, cross-cutting regional development strategy and proposes new "second generation" governance reforms to consolidate previous achievements and respond to emerging obstacles.

    Abstract: The OECD has collectively underlined the importance of a high quality regulatory environment since the mid 1990s when the Council adopted the 1995 Recommendation on Improving the Quality of Government Regulation and its checklist as the first international standard on regulatory quality, and the 1997 Report on Regulatory Reform and its Principles of good regulation. Since 1997, the OECD has carried out a series of country reviews based on the Principles, which have documented progress in the reviewed countries. Twenty OECD countries have been reviewed. The reviews have been multidisciplinary, covering the broader economic context, competition policy, market openness, sectoral reforms and not least, the development of regulatory policies, institutions and tools to build up capacities for a high quality rule-making environment supportive of economic growth and specific policy goals. This work has been complemented by the specific research of the OECD secretariat and others on issues such as the link between product market reforms and economic performance. Ample material is now available to take stock of the progress made in OECD countries and to reflect on the continued relevance of the 1997 Principles.This report integrates more detailed papers prepared for the committees and working parties responsible for regulatory management, competition policy and trade, as well as relevant papers prepared for the Economic Policy Committee.

It largely follows the external assistance programme cycle and contains valuable tools to help encourage a dialogue on security and justice issues and to support a security system reform (SSR) process through the assessment, design and implementation phases. It also provides new guidance on monitoring, review and evaluation of SSR programmes, and highlights how to ensure greater coherence across the different actors and departments engaged in SSR.

    Abstract: Few other countries feature the combination of very low population densities and difficult topography that hinders communication, in addition to a variety of contrasting climates. But the “Nordic welfare model” strives, with a good degree of success, to offer equal living conditions to all citizens by providing proper access to quality public services across the country. This comes, however, at great cost. This publication asks whether such a model can be sustainable in the long run, when population ageing and the reduction of petroleum reserves will reduce the leeway that the rapidly growing economy offers. It examines whether competitiveness and innovation could be further developed, given the high share of resource-based and traditional activities and whether urban policy could be better integrated into regional policy so as to better harness the energy of regional growth engines in different areas of the country, including the northern most parts. Lastly, it looks at whether impending regional reform could facilitate the necessary adaptations by transferring more power to regional councils.

    Abstract: In order to curb rising unemployment and to upgrade low value-added activities, the competitive edge lost in low-cost labour must be earned back through education and innovation.
