Developing a Culture of Research Engagement (OECD, 2023[1]) and beyond to explore the following questions: • Which systemic conditions, such as resources, infrastructures, and leadership, matter for the development (or transformation) of an organisational and system-level culture of research engagement? How do these conditions relate to one another? • How can these conditions be developed to best support education research engagement from the system level? This Spotlight reflects on the elements at the system level that are crucial for establishing such a culture for policy makers and practitioners. It does so with the understanding that complex systems require thinking strategically and employing systems approaches to knowledge mobilisation, alongside the more commonly used linear models of disseminating evidence or relational ones focusing on partnerships and networks.

    Abstract: This report adds two perspectives on informality. First, it disassembles the mechanics of the deleterious links between informal employment, low-paying work and low skills. It shows that informal employment is highly persistent, and that the vulnerability of informal workers is passed on to their children in the absence of adequate education, skills and social protection policy. Second, the report underscores the double burden of informality and low-paying work that a large share of workers in developing and emerging economies carry, and as such calls for policy solutions that go beyond the formalisation agenda and embrace the goal of social justice.

Novice staff, defined as staff with up to three years of experience, account for 27% of staff in TALIS Starting Strong 2018. Novice staff are generally less educated than experienced staff in terms of the level of educational attainment and education or training with a focus specifically on working with children. More novice staff than experienced staff report a strong need for additional professional development in several areas, including “classroom/playgroup/group management” and “working with parents or families”. Policy approaches to support novice staff in ECEC can include ensuring that initial education prepares novice staff for their jobs by providing relevant knowledge specifically on working with children, supporting novice staff to engage in ongoing professional development, and clarifying how novice staff can progress professionally.

    Abstract: Digital government is essential to transform government processes and services in ways that improve the responsiveness and reliability of the public sector. This paper presents the main findings of the 2023 edition of the OECD Digital Government Index (DGI), which benchmarks the efforts made by governments to establish the foundations necessary for a coherent, human-centred digital transformation of the public sector. The measures in the new law are crucial for ensuring quality education, fostering economic growth and enhancing inclusivity. This policy perspective offers recommendations on how to take forward planned reforms. It focuses on four specific sets of policies that will be instrumental in improving school quality and equity: school evaluation and support; resources for education; the teaching profession; and the data and monitoring system. At the centre of these are proposals to make teaching a highly skilled and rewarding profession by better connecting performance, promotion and pay, and progressively strengthening schools’ pedagogical leadership through developmental school evaluations and support. At a strategic level, Romania will need a step change in how education policies are funded and evaluated. This implies more strategic planning and budgeting to align resources with long-term policy priorities, and much-expanded analytical capacities to monitor and evaluate implementation and outcomes and hold institutions accountable.

The PISA-VET assessment covers professional knowledge and skills in five occupational areas (automotive technician, business and administration, electrician, nursing/healthcare assistant and hotel receptionist), plus an evaluation of learners’ employability skills, including literacy, problem solving, task performance (conscientiousness) and collaboration with others. This publication includes the frameworks for assessing all the knowledge and skills included in the assessment. These chapters outline the content knowledge and skills that learners need to acquire in each domain, how each domain is assessed, and the contexts in which this knowledge and these skills are applied. The publication also presents the frameworks for the various questionnaires distributed to students, principals of VET institutions, teachers and trainers, including a questionnaire for trainers in work-based learning environments and a system level data questionnaire for participating countries. The questionnaires are also included as an annex to the publication.

Il propose un cadre d'indicateurs de la qualité qui peut fournir une vision commune et cohérente de ce qui constitue une « bonne école », et fournit des recommandations pour que les processus d’autoévaluation ainsi que le suivi et le soutien apporté aux établissements se concentrent sur l’essentiel.

    Abstract: Social and Emotional Skills for Better Lives presents results from the OECD’s Survey on Social and Emotional Skills (SSES) 2023. SSES is the largest international effort to collect data on these skills among 10- and 15-year-old students. The report explores how the following skills differ by socio-demographic groups and how they relate to key life outcomes: task performance skills (persistence, responsibility, self-control and achievement motivation); emotional regulation skills (stress-resistance, emotional control and optimism); engaging with others skills (assertiveness, sociability and energy); open-mindedness skills (curiosity, creativity and tolerance); and collaboration skills (empathy and trust). The results show that students’ social and emotional skills – or 21st century skills – are linked to better life outcomes, including academic success, greater life satisfaction, healthier behaviours, less test and class anxiety, and more ambitious career plans. The Survey also finds that these skills are inequitably distributed among students by age, gender, and socio-economic background. SSES 2023 was conducted in Bulgaria, Chile, Peru, Spain, Mexico, Ukraine, Bogotá (Colombia), Delhi (India), Dubai (United Arab Emirates), Emilia-Romagna (Italy), Gunma (Japan), Helsinki (Finland), Jinan (China), Kudus (Indonesia), Sobral (Brazil) and Turin (Italy). Results are compared to SSES 2019, which took place before the COVID-19 pandemic.

    Abstract: Ireland has shown a strong commitment to addressing child poverty and improving outcomes for children and young people. This report is part of a joint project between the OECD and the European Commission to strengthen policy and governance arrangements for tackling child poverty and improving outcomes for children and young people based on a whole-of-government approach. The report assesses recent policy, institutional and legislative developments in Ireland and compares outcomes for children and young people with those in other EU and OECD countries. It finds that despite progress, Ireland still has room for improvement on child poverty reduction, and more can be done to address the trust gap between young people in Ireland and their government. The report recommends Ireland to adopt measures to enhance inter-departmental and inter-agency co-operation, strengthen evidence-informed approaches, reinforce policy monitoring tools, and improve accountability mechanisms. It also recommends measures to support the effective implementation of Young Ireland, the National Policy Framework for Children and Young People (2023-28), and to ensure policy coherence.

    Abstract: The COVID-19 pandemic posed significant challenges for education systems and students worldwide, particularly impacting vulnerable and disadvantaged groups. In response, OECD education systems implemented a variety of new policies and practices to address these challenges. As the pandemic subsides, there is an urgent need to evaluate the effectiveness of these measures. This assessment is crucial for guiding education systems beyond the pandemic, identifying which policies are worth sustaining, and addressing remaining challenges. In addition, increasing rates of student absenteeism and dropouts pose significant concerns for education systems across the OECD. For many, this trend has exacerbated since the COVID-19 pandemic. It is vital for education systems to share insights on these challenges, foster discussions about effective strategies to address them, and evaluate the efficacy of current approaches. This Policy Brief draws on evidence from the 2023 “Survey on equity and inclusion in education post COVID-19” developed by the Education for Inclusive Societies Project to address two main questions: • Which policies and practices have been evaluated and maintained by education systems post-pandemic? • Are education systems seeing rises in absences and dropouts? How are they responding to these challenges?

    Abstract: Young people from low socio-economic status (SES) backgrounds face additional barriers as they seek to convert their qualifications and experience into successful employment. They encounter particular challenges in seeking to enter high status jobs. The barriers they face can be productively conceptualised in terms of economic, human, social and cultural capital accumulation. Schools can help to build these resources through programmes of career guidance, but to be successful they must actively respond to predictable barriers relating to access to trusted information and useful experiences. PISA shows a need for socially focused interventions. Career uncertainty and confusion is shaped by SES. Low SES students are also less likely to engage in most commonplace career development activities. Equitable guidance systems will target greater provision at low SES students and aim ultimately to provide personalise provision to all students, encouraging and enabling understanding of and progression towards careers promising greatest personal fulfilment. Insights from longitudinal data provide new opportunities for more scientific and strategic approaches to delivering effective provision.

Its “anticipatory technology governance” approach consists of five interdependent elements and associated governance tools: (1) embeding values throughout the innovation process; (2) enhancing foresight and technology assessment; (3) engaging stakeholders and society; (4) building regulation that is agile and adaptive; and (5) reinforcing international cooperation in science and norm-making. The emerging technology context determines how each of these elements is applied.

    Abstract: The evidence review examines the state of academic careers in higher education systems in OECD countries, providing an overview of available data, research evidence and examples of policy and practice. Key concerns for academics and policy makers include the working conditions of academics, an increasing reliance on precarious and casual contracts, high workloads and negative impacts on work-life balance. Career incentives currently tend to focus on – and favour – research output, often side-lining teaching, engagement, and other duties. Initial academic training generally fails to prepare academics comprehensively for their roles, and more continuous professional learning will likely be needed to support academics to exploit the potential of increasingly digitalised learning environments. Although flexibility in academic career paths has been promoted in some higher education systems, academics tend to remain in academia, with limited inter-sectoral mobility. The review highlights the persistent under-representation of – and challenges confronting – women and marginalised groups in academia. Despite the growth of international mobility and collaboration, the participation of academics in internalisation activities varies considerably within and between institutions and across higher education systems. Furthermore, a troubling decline in academic freedom over the past decade raises substantial concerns.

For today's teens, English is often the preferred language of communication in increasingly diverse online and offline communities. Yet relatively little is known internationally about how students learn English inside and outside school, and the resources available to help them. This report presents country findings from interviews with 15-year-olds, English-language teachers and school principals and wider background research, as well as a comparative chapter on key international insights. The report also explores how today’s digital technologies can support learners to develop foreign language proficiency. These findings support the forthcoming PISA 2025 Foreign Language Assessment through which the OECD will generate comparable data on students’ proficiency in English in different countries and on the factors related to it.

In the OECD AI surveys of employers and workers, four in five workers say that AI improved their performance at work and three in five say that it increased their enjoyment of work. But the benefits of AI depend on addressing the associated risks. Taking the effect of AI into account, occupations at highest risk of automation account for about 27% of employment in OECD countries. Workers also express concerns around increased work intensity, the collection and use of data, and increasing inequality. To support the adoption of trustworthy AI in the workplace, this policy paper identifies the main risks that need to be addressed when using AI in the workplace. It identifies the main policy gaps and offers possible policy avenues specific to labour markets.

It presents an analytical framework to guide countries in the design of policies, looking at three complementary dimensions: implementing policies to enhance the transparency, accountability, and plurality of information sources; fostering societal resilience to disinformation; and upgrading governance measures and public institutions to uphold the integrity of the information space.

It calls for leveraging digitalisation to address persistent fragilities and it advocates for a new pact based on shared responsibilities between the national government, the private sector and international partners to shift to a new development phase and ensure sustainable, smooth and irreversible graduation.

    Abstract: Fiscal spending policies adopted in the wake of the COVID-19 pandemic have been presented as a unique opportunity to “build back better” and re-ignite the economy while accelerating the transition to a low-carbon economy. This paper analyses 1 166 funding measures announced by 51 countries and the European Union in 2020-21 to support development and diffusion of low-carbon technologies. These measures – amounting to USD 1.29 trillion – can make an important contribution to filling the climate investment gap, particularly in emerging technologies such as carbon capture, usage and storage and green hydrogen. A modelling analysis suggests that they could have large impacts on greenhouse gas emissions and bring about significant co-benefits in terms of clean sectors’ output growth and reductions in fossil fuel imports.

In 2020 and 2021, Ireland developed emergency measures to replace the country's historic Senior Cycle examinations, or Leaving Certificate. The global health situation, school closures and the challenges to continue teaching and learning in this context made it a particularly difficult time for students, teachers, school leaders, families and policy makers. Ireland's emergency solutions – the Calculated Grades System in 2020 and the Accredited Grades System in 2021 – provided recognised certification of student achievement and enabled Ireland's young people to progress to the next stage of life, into further education or employment. This policy perspective reflects on the experience for stakeholders of the solutions that were adopted in 2020 and 2021.

    Abstract: Advancements in artificial intelligence (AI) are laying the groundwork for extensive and rapid transformations in society. Understanding the relationship between AI capabilities and human skills is essential to ensure policy responsiveness to ongoing and incoming changes. The OECD has tracked how well AI systems fare on tasks from the Programme for International Student Assessment (PISA), comparing AI performance to that of 15-year-old students in the test's core domains of reading, mathematics and science. Tests were conducted using the Generative Pre-Trained Transformer (GPT) family of large language models (LLMs), the AI behind ChatGPT, which took the world by storm after its public release in late 2022. Results show that both GPT versions outperform average student performance in reading and science. In addition, we observe rapid advances in mathematics where AI capabilities are quickly catching up with those of students. In November 2022, GPT-3.5 could answer 35% of a set of PISA mathematics tasks, a level of performance significantly below that of humans, who answer 51% of the tasks successfully on average. However, by March 2023, GPT-4 answered 40% of the tasks successfully. Policy implications of these results are discussed in this paper.

While resource banks have become an important curriculum and assessment tool in many OECD countries, information about them remains scarce. This policy perspective provides a framework to help educators plan, design and use resource banks. First, policymakers should have a thorough concept of the resource bank and carefully plan its governance and resourcing structure. Second, the definition and development of its content and the platform's underlying technology should be guided by quality, security and privacy principles that place users at the centre. Thirdly, once released, it is important to promote awareness of the resource bank to key stakeholders and maintain content and IT-support. This will ensure resource banks have a long-lasting and positive impact on educational practices.

    Abstract: Advances in artificial intelligence (AI) are ushering in a large and rapid technological transformation. Understanding how AI capabilities relate to human skills and how they develop over time is crucial for understanding this process. In 2016, the OECD assessed AI capabilities with the OECD’s Survey of Adult Skills (PIAAC). The present report follows up the earlier study, collecting expert judgements in 2021 on whether computers can solve the PIAAC literacy and numeracy tests. It is part of a comprehensive ongoing project on assessing AI. This study shows that AI could potentially outperform large shares of the population on PIAAC – 90% of adults in literacy and 57-88% of adults in numeracy. AI’s literacy capabilities had improved considerably since the 2016 assessment. According to experts, AI will solve the entire literacy and numeracy tests by 2026. These findings have important implications for employment and education. Large shares of the workforce use literacy and numeracy skills daily at work with a proficiency comparable or below that of computers. AI could affect the literacy- and numeracy-related tasks of these workers. In this context, education systems should strengthen the foundation skills of students and workers and teach them to work together with AI.

Violence against women, the most abhorrent manifestation of gender inequality, remains a global crisis. This publication analyses developments and policies for gender equality, such as gender mainstreaming and budgeting, reforms to increase fathers' involvement in parental leave and childcare, pay transparency initiatives to tackle gender pay gaps, and systems to address gender-based violence. It extends the perspective on gender equality to include foreign direct investment, nuclear energy and transport. Advancing gender equality is not just a moral imperative; in times of rapidly ageing populations, low fertility and multiple crises, it will strengthen future gender-equal economic growth and social cohesion

    Abstract: El Salvador has made significant development progress in the past 30 years. The end of the civil war in 1992 marked the establishment of a liberal democracy and an open export-led development model, which led to a reduction in poverty and inequality. However, with economic growth averaging a modest 2.4% in the years before the COVID-19 pandemic, and productivity growth of 0.1% over the past decade, the post-war model has not generated the economic momentum or the jobs that the country needs. Decisive action is necessary to kickstart more robust, inclusive and sustainable development. Based on a multi-dimensional analysis of development in El Salvador, this report makes four priority recommendations: 1) build the conditions for a productive transformation and modernisation of the economy; 2) increase the quantity, quality and relevance of education; 3) manage water resources better to deliver water and sanitation for all in a sustainable manner; and 4) modernise the State so it can effectively deliver key public goods, from security to education to health, and successfully steer the next stage in the country’s development.

Basándose en un análisis multidimensional del desarrollo en El Salvador este informe plantea cuatro recomendaciones prioritarias: 1) sentar las condiciones para la transformación productiva y la modernización de la economía; 2) aumentar la cantidad, calidad y pertinencia de la educación; 3) gestionar mejor los recursos hídricos para llevar agua y saneamiento a todos de manera sostenible; y 4) modernizar el Estado para que pueda generar bienes públicos clave – desde la seguridad ciudadana a la educación o la salud – de manera eficaz, y conducir el país hacia la próxima etapa de su desarrollo.

Les femmes consacrent plus de temps au travail non rémunéré, sont fortement pénalisées lorsqu’elles ont des enfants, se heurtent à des obstacles en matière d’entrepreneuriat, et ont globalement de moins bons résultats sur le marché du travail. Elles sont aussi sous-représentées en politique et aux postes de direction dans le secteur public. On retrouve ces caractéristiques dans de nombreux domaines d’action et secteurs économiques (du commerce international à l’aide au développement en passant par l’énergie et l’environnement) où les questions de genre sont peu prises en compte dans l’action publique. La violence à l’encontre des femmes, expression la plus abominable des inégalités entre les genres, reste un enjeu de portée mondiale. Cette publication analyse les évolutions et les mesures en faveur de l’égalité des genres, comme la prise en compte de la dimension du genre dans les politiques et les budgets, les réformes visant à accroître la participation des pères aux congés parentaux et à la garde des enfants, les initiatives en faveur de la transparence salariale pour lutter contre les inégalités de rémunération entre les genres, ou les systèmes de lutte contre les violences basées sur le genre. Elle vise à élargir la vision de l’égalité entre les genres, afin d’inclure l’investissement direct étranger, l’énergie nucléaire et les transports. Faire progresser l’égalité entre les genres n’est pas seulement un impératif moral : en cette période marquée par un vieillissement démographique rapide, des taux de fécondité en berne et des crises qui se multiplient, les actions dans ce domaine contribueront à favoriser une croissance économique et une cohésion sociale plus respectueuses de l’égalité des genres à l’avenir.     Abstract: Stimulus packages adopted following the COVID-19 pandemic – such as the US Inflation Reduction Act and NextGenerationEU - have been presented as an opportunity to "build back better" and accelerate the transition to a low-carbon economy while re-igniting the economy. But this revival of industrial policy has also raised concerns about the potential for a global green subsidy war. OECD analysed funding measures worth USD 1.3 trillion announced around the world in 2020-21 to support development and diffusion of low-carbon technologies. These measures can trigger substantial greenhouse gas emissions reductions while boosting the growth of the clean tech sector in all regions and reducing dependence over fossil fuel imports. This policy brief summarises key findings from our analysis and offers additional recommendations to policymakers.

    Abstract: This report provides an overview of the policies and procedures for addressing child sexual exploitation and abuse (CSEA) material across the global top-50 online content-sharing services. It finds that only 10 of the 50 services define CSEA with sufficient detail to understand what is prohibited on their services, and only 20 of the services issue a transparency report on CSEA. Even among those services, there are significant variations in what behaviour is captured in their definitions, and the metrics, methodology and frequency of transparency reports differ across platforms. While good practices exist, the report reveals a fragmented response to this complex and evolving problem, which limits comparability and makes it challenging to conduct a thorough assessment of the overall impact of platforms' efforts to combat CSEA.
