    Kurzfassung: Digital government is essential to transform government processes and services in ways that improve the responsiveness and reliability of the public sector. During the COVID-19 pandemic it also proved crucial to governments' ability to continue operating in times of crisis and provide timely services to citizens and businesses. Yet, for the digital transformation to be sustainable in the long term, it needs solid foundations, including adaptable governance arrangements, reliable and resilient digital public infrastructure, and a prospective approach to governing with emerging technologies such as artificial intelligence. This paper presents the main findings of the 2023 edition of the OECD Digital Government Index (DGI), which benchmarks the efforts made by governments to establish the foundations necessary for a coherent, human-centred digital transformation of the public sector. It comprises 155 data points from 33 member countries, 4 accession countries and 1 partner country collected in 2022, covering the period between 01 January 2020 and 31 October 2022.

Additionally, it reviews French policies and initiatives aimed at broadening the cyber security workforce and enhancing educational opportunities in this field. This comprehensive analysis is part of a larger effort to understand the evolving landscape of cyber security policies and professional experiences worldwide.

Along with data becoming central to competition and the conduct of actors in digital markets, there has been an increase in data privacy regulations and enforcement worldwide. The interplay between competition and data privacy has prompted questions about whether data privacy and the collection of consumers’ data constitute an antitrust issue. Should competition considerations be factored into decisions by data protection authorities, and, if so, how can synergies between the two policy areas be enhanced and tensions overcome? This paper explores the links between competition and data privacy, their respective objectives, and how considerations pertaining to one policy area have been, or could be, included into the other. It investigates enforcement interventions and regulatory measures that could foster synergies or lead to potential challenges, and offers insights into models for co-operation between competition and data protection authorities. This is a joint working paper from the OECD Competition and Digital Economy Policy Secretariat.

While current quantum computers are far from causing such disruptions, a transition to quantum-resistant (or post-quantum) cryptography is essential today to address their future impact. Additionally, quantum cryptography shows significant promise for secure communications but is not yet suitable for sensitive applications.

Identifica los retos emergentes que afectan a las PyME en la región y ofrece recomendaciones a los gobiernos para construir un sector de PyME exitoso. La edición de 2024, la segunda de la serie, se beneficia de una metodología actualizada que analiza las políticas de apoyo a la transformación digital de las PyMEs, introduce una dimensión piloto de economía verde e incorpora un enfoque transversal de género. Internationally, there are common calls for the proactive integration of safety measures into digital products and services, as well as for transparent, accountable and child-friendly service delivery. National laws prescribe practical tools and measures such as age assurance and accessible complaint mechanisms. Focusing on actions for digital service providers, the report suggests eight key components for digital safety by design for children, including practical tools, measures to foster a culture of safety, and harm mitigation strategies. These components are illustrated through case studies, highlighting a need for diverse and tailored approaches.

    Kurzfassung: Measuring the various aspects of cybersecurity across countries is challenging, in part because the actors in the cybersecurity ecosystem often do not have the incentives to share key data. At the same time, people, firms and governments need to feel secure to communicate online and use Internet-based services. This statistical report provides an overview of how cybersecurity is being measured across a variety of data sources and using different methodological approaches. Beginning with a checklist of measurement considerations, the report then discusses existing data from official and non-official sources, identifying when each data source is most useful. The report then provides two proofs of concepts for measuring uncertainty related to cyber risks, or “cybersecurity uncertainty”. Measuring such uncertainty can complement existing statistics and help anticipate emerging cybersecurity trends, develop more targeted cybersecurity awareness programmes, and promote a more secure and resilient digital ecosystem.

    Kurzfassung: This fourth benchmarking report tracks the evolution of policies and actions on terrorist and violent extremist content (TVEC) implemented by the world’s top 50 most popular online content-sharing services ("popular services") and the top 50 most used services to spread TVEC ("intensive services"). In 2023, 17 popular services issued transparency reports with TVEC-specific information, compared to 15 in 2022, marking the slowest year-to-year growth rate since the benchmarking series began in 2020. Only six intensive services issued transparency reports, down from eight in 2022. The fact that only ten services are both popular and intensive highlights the need to examine beyond the largest platforms. Additionally, as more jurisdictions enact online safety laws, the risk of regulatory fragmentation is increasing. This report underscores the necessity for greater transparency and consistency in the approaches of both services and countries.

This paper establishes a common taxonomy for semiconductor types and production facilities to enable harmonised data collection and sharing. The taxonomy divides semiconductor products into four broad categories: “logic”, “memory”, “analog” and “others”, with further sub-categories based on their prevalence and specific functions. Semiconductor production facilities are classified according to the technology they use, the types of semiconductors they can produce, their production capacity, and other key characteristics. This taxonomy will be the basis for a semiconductor production database – it will be revised in the future to keep pace with technological advancements.

This book provides the latest findings from the OECD project on the economics of space sustainability, which aims to improve decision makers’ understanding of the societal value of space infrastructure and costs of space debris. It provides comprehensive evidence on the growth of space debris, presents methods to evaluate and quantify the value of the satellites at risk and discusses ways to ensure a more sustainable use of the orbital environment. It notably includes case studies from Italy, Japan and Korea on the socio-economic value of different types of space infrastructure and discusses the feasibility and optimal design of fiscal measures and voluntary environmental rating schemes to change operator behaviour. This work is informed by contributions from researchers worldwide involved in the OECD project.

Communication operators saw revenue growth from 2008 to 2022, but their investment decisions going forward will depend on future returns and interest rates. Meanwhile, tower companies, big technology companies, and financial asset managers are reshaping the connectivity landscape. Finally, the report looks at the public sector, which plays an important role in enabling investments in communication infrastructure.

Annual launch activity has increased, in large part thanks to the influx of private investment. This raises questions about the future development of the sector. Drawing on OECD insights within science, technology, and innovation, this policy paper examines public and private investment trends in the space economy and discusses how public policy decisions and instruments can contribute to attracting more and higher-quality private investment.

In the OECD AI surveys of employers and workers, four in five workers say that AI improved their performance at work and three in five say that it increased their enjoyment of work. But the benefits of AI depend on addressing the associated risks. Taking the effect of AI into account, occupations at highest risk of automation account for about 27% of employment in OECD countries. Workers also express concerns around increased work intensity, the collection and use of data, and increasing inequality. To support the adoption of trustworthy AI in the workplace, this policy paper identifies the main risks that need to be addressed when using AI in the workplace. It identifies the main policy gaps and offers possible policy avenues specific to labour markets.

This dual-edged nature of emerging technology requires policies that better anticipate disruptions and enable technology development for economic prosperity, resilience, security and sustainable development. Drawing on prior OECD work and legal instruments, this framework equips governments, other innovation actors and societies to anticipate and get ahead of governance challenges, and build longer-term capacities to shape innovation more effectively. Its “anticipatory technology governance” approach consists of five interdependent elements and associated governance tools: (1) embeding values throughout the innovation process; (2) enhancing foresight and technology assessment; (3) engaging stakeholders and society; (4) building regulation that is agile and adaptive; and (5) reinforcing international cooperation in science and norm-making. The emerging technology context determines how each of these elements is applied.

This policy paper provides a framework to support governments in making these assessments. It identifies six STI policy orientations for transformative change that should guide these assessments. It applies these orientations across multiple areas of STI policy, including R&D funding, the research and innovation workforce, and international R&D co-operation, and outlines a series of concrete policy actions STI policymakers can take to accelerate transformative change.

The 2024 edition, the second in the series, benefits from an updated methodology that analyses SME digital transformation support policies, introduces a green economy pilot dimension, and incorporates a cross-cutting gender approach. This edition extends the coverage by introducing two new countries (Brazil and Paraguay) to the already seven participating countries (Argentina, Chile, Colombia, Ecuador, Mexico, Peru and Uruguay), guaranteeing the inclusion of all members of the Pacific Alliance and Mercosur.

Seuls 11 services sont communs aux deux groupes, ce qui montre que les acteurs terroristes utilisent davantage les petites plateformes. Seuls 8 services parmi ceux comptant le plus de CTEV publient des rapports de transparence, 13 ne les interdisent pas et 17 ne donnent aucune information. Les résultats montrent que la taille des services et la cryptographie ne sont pas des obstacles insurmontables à la publication de rapports de transparence. Enfin, la fragmentation réglementaire s’intensifie à mesure que de nouvelles juridictions imposent des règles en matière de transparence.

This report reviews Norway's digitalisation efforts since its 2017 OECD Digital Government Review and provides recommendations to help the government develop a new strategy for digital transformation. It looks at eight areas ranging from digital governance and digital government investments to artificial intelligence, digital talent and service design and delivery.

Ele identifica os desafios emergentes que afetam as PMEs na região e oferece recomendações aos governos para construir um setor de PMEs bem-sucedido. A edição de 2024, a segunda da série, se beneficia de uma metodologia atualizada que analisa as políticas de apoio à transformação digital das PMEs, introduz uma dimensão piloto de economia verde e incorpora uma abordagem transversal de gênero. Esta edição amplia a cobertura com a introdução de dois novos países (Brasil e Paraguai) aos já sete países participantes (Argentina, Chile, Colômbia, Equador, México, Peru e Uruguai), garantindo a inclusão de todos os membros da Aliança do Pacífico e do Mercosul.

    Kurzfassung: False and misleading content online poses significant risks to the well-being of people and society, but a lack of cross-country comparable evidence persists. This paper contributes to the literature by presenting the OECD Truth Quest Survey methodology and key findings. This survey assesses whether some types of content are more easily distinguishable as false and misleading than others and whether the theme plays any role in its detection. It provides evidence about whether AI-generated content is easier to identify than human-generated content as well as insights into the effects of AI labelling. It further presents information on people’s behaviour as they interact with false and misleading content and their perceptions about their ability to detect it. The cross-country comparable data from the survey will help policy makers better design media literacy strategies, programmes and related policies to address the negative effects of such content.

This paper focuses on three stages: training foundation models, fine-tuning and deployment. It is too early to say how competition will develop in generative AI, but there appear to be some risks to competition that warrant attention, such as linkages across the generative AI value chain, including from existing markets, and potential barriers to accessing key inputs such as quality data and computing power. Several competition authorities and policy makers are taking actions to monitor market developments and may need to use the various advocacy and enforcement tools at their disposal. Furthermore, co-operation could play an important role in allowing authorities to efficiently maintain their knowledge and expertise.

    Kurzfassung: The COVID-19 pandemic had a severe impact on the Umbrian economy, and despite recovery of labour demand, the region faces challenges related to digitalisation, tight labour markets, and volatile demand for low-skilled jobs. To address these issues, the OECD and the Umbrian regional agency for active labour market policies (ARPAL) have collaborated to investigate the labour and skills demand of the region using big data techniques applied to online job postings. This report provides new insights into the alignment between labour and skills demand and the training options available in the training and education programmes contained in the Umbrian Regional Training Catalogue. This report builds new indicators to measure the alignment of course content with employer demands in Umbria, with results showing that alignment is relatively good for some occupations but that this can be strengthened to provide job seekers with up-to-date training options that match the demand of the labour market.

    Kurzfassung: The bioeconomy brings opportunities for economic growth while tackling climate change. Fossil carbon resources can be replaced by bio-based carbon resources, especially biomass. To allow these solutions to be scaled up without threats to biodiversity and the environment, it is necessary to develop the bioeconomy as a circular economy. With this carbon management approach, other sources of carbon complement biomass: industrial waste, including gases such as CO and CO2, as well as physically and chemically recycled carbon. In the future, direct air capture (DAC) may become competitive and form part of the solution. These approaches can be considered ‘circular’ because they close material loops and keep carbon recycling in the economy rather than emitting carbon to the atmosphere. This report reviews a number of hybrid technologies that can be deployed to ‘defossilise’ economic sectors and sets out policy options to bring these technologies to commercial scale.

In the Digital SUTs framework, three dimensions are introduced for measuring the digital economy: the nature of the transaction (the “how”), the goods and services produced (the “what”), and the new digital industries (the “who”). The OECD Handbook on Compiling Digital SUTs explains these three dimensions and includes examples. It also presents the high priority indicators that have been agreed by the IAG and includes recommended templates for producing the outputs.

This book proposes insights and tools to policy makers and education leaders willing to drive change based on data and evidence and new tools and methodologies for education policy makers and institution leaders to answer those questions. Based on the research literature and the long experience of innovation and research surveys, these tools are meant either for a statistical collection or to engage in self-reflection at the institutional level. Three aspects of innovation are covered: educational innovation at the system level, innovation culture within educational institutions, innovation towards equity in education. A questionnaire to measure educational research and experimental development expenditures and implementation and new methodologies to measure certain aspects of educational innovation and educational research based on big data and bibliometrics are also presented.

Korea also grapples with societal and economic vulnerabilities, including an aging population, a significant carbon footprint, limited renewable energy use, and pronounced gender inequality. To further seize opportunities for equitable and inclusive growth, Korea must foster a shared national vision to develop science, technology, and innovation to address societal issues, enhance R&D policy implementation, promote excellent research, further internationalise, and broaden technology diffusion.

The country is currently preparing its Digital Transformation Strategy 2023-30, which will emphasise digital literacy, as well as digital business skills, with a view to improving private sector competitiveness. Digitalisation has already brought significant benefits to Moldova, where ICT has been one of the most dynamic sectors over the past years; yet Moldovan firms in non IT sectors remain at the beginning of their digitalisation journey. Skills shortages are a major barrier in that regard, particularly affecting SMEs who encounter more difficulties in attracting and retaining skilled workers, as well as up skilling or reskilling their workforces. Building on previous OECD work on digitalisation policies, the OECD provided guidance to Moldova throughout 2022 on how to build a conducive ecosystem and set the right policies to further advance the development and uptake of digital business skills among SMEs. This report presents an overview of those issues, looking at 1) the institutional and policy framework; 2) skills assessment and anticipation tools; and 3) SME specific support for digital skills development.

Отчет предлагает три группы действий: (1) устранение пробелов в качестве интернета и возможности подключения, в частности, путем мобилизации местных исполнительных органов для повышения качества и плотности сетей, а также путем расширения участия частного сектора в процессе разработки политики; (2) повышение конкуренции и инвестиционной привлекательности телекоммуникационного сектора путем создания независимого национального регулятора телекоммуникаций и разработки целевой стратегии привлечения инвестиций для подготовки к развертыванию сетей связи следующего поколения; и (3) адаптация нормативно-правовой базы для фирм, приспосабливающихся к новым цифровым вызовам, и повышение их осведомленности о цифровой безопасности.

    Kurzfassung: Fiscal spending policies adopted in the wake of the COVID-19 pandemic have been presented as a unique opportunity to “build back better” and re-ignite the economy while accelerating the transition to a low-carbon economy. This paper analyses 1 166 funding measures announced by 51 countries and the European Union in 2020-21 to support development and diffusion of low-carbon technologies. These measures – amounting to USD 1.29 trillion – can make an important contribution to filling the climate investment gap, particularly in emerging technologies such as carbon capture, usage and storage and green hydrogen. A modelling analysis suggests that they could have large impacts on greenhouse gas emissions and bring about significant co-benefits in terms of clean sectors’ output growth and reductions in fossil fuel imports.

This paper offers a novel and holistic view of the automotive sector and its surrounding ecosystem based on a combination of Inter-Country Input-Output (ICIO) tables, patent data, mergers and acquisitions (M&A) transactions, cross-country micro-distributed data and firm-level balance sheet data. It identifies the boundaries of this industrial ecosystem including connected sectors (e.g. upstream and downstream) as well as knowledge and technology providers (e.g. universities or the digital industry). The paper documents emerging trends at the geographical and technological levels and provides a comprehensive assessment of the ecosystem’s changing microstructure, with a growing role of young and digital-intensive companies. Finally, it provides recommendations for effective public policies to support the automotive ecosystem, with a focus on innovation, competition and the growth of young firms.

Součástí Přehledu je i případová studie o opatřeních a předpisech v oblasti veřejné správy během pandemie onemocnění covid-19. Přehled o stavu veřejné správy v ČR obsahuje doporučení pro veřejnou správu v ČR, která jí pomohou s uskutečněním a se splněním cílů koncepce rozvoje veřejné správy s názvem Klientsky orientovaná veřejná správa 2030 a v konečném důsledku také s realizací dlouhodobé vize a závazků udržitelného rozvoje.

This policy paper argues that science, technology, innovation, and industrial (STI&I) policies focusing on developing and deploying low-carbon technologies are crucial to achieving carbon neutrality. It notes however that the current level of innovation is insufficient to meet the net-zero challenge due to a policy emphasis on deployment rather than research and development (R&D) support. The paper explores the rationale for more ambitious STI&I policies targeted at R&D for climate neutrality and provides policy recommendations for an effective innovation policy for net-zero, including its interaction with the broader climate policy package.

This report offers an overview of the AI language model and NLP landscape with current and emerging policy responses from around the world. It explores the basic building blocks of language models from a technical perspective using the OECD Framework for the Classification of AI Systems. The report also presents policy considerations through the lens of the OECD AI Principles.

The country has transformed from one of the poorest nations into a global textile manufacturing hub capable of meeting its medical needs almost entirely through domestic pharmaceutical production. The country will graduate from the least developed country (LDC) category in 2026 and aspires to be a high-income nation through industrialisation by 2041. Meeting this challenge requires accelerating economic transformation through diversification and innovation. This Production Transformation Policy Review (PTPR), implemented with the support and collaboration of the European Union (EU), and in partnership with the UN Conference on Trade and Development (UNCTAD), identifies concrete options for supporting Bangladesh's development. It calls for leveraging digitalisation to address persistent fragilities and it advocates for a new pact based on shared responsibilities between the national government, the private sector and international partners to shift to a new development phase and ensure sustainable, smooth and irreversible graduation.

Four trends are shaping networks, raising digital security implications: i) the increasing criticality of communication networks, ii) increased virtualisation of networks and use of cloud services, iii) a shift towards more openness in networks and iv) the role of artificial intelligence in networks. These trends bring benefits and challenges to digital security. While digital security ultimately depends on the decisions made by private actors (e.g. network operators and their suppliers), the report underlines the role governments can play to enhance the digital security of communication networks. It outlines key policy objectives and actions governments can take to incentivise the adoption of best practices and support stakeholders to reach an optimal level of digital security, ranging from light-touch to more interventionist approaches.

It finds that only 10 of the 50 services define CSEA with sufficient detail to understand what is prohibited on their services, and only 20 of the services issue a transparency report on CSEA. Even among those services, there are significant variations in what behaviour is captured in their definitions, and the metrics, methodology and frequency of transparency reports differ across platforms. While good practices exist, the report reveals a fragmented response to this complex and evolving problem, which limits comparability and makes it challenging to conduct a thorough assessment of the overall impact of platforms' efforts to combat CSEA.

Para que la República Dominicana avance en una senda de desarrollo más inclusivo y sostenible, es necesario abordar tres dimensiones críticas. En primer lugar, proporcionar empleos de calidad para todos, con especial énfasis en impulsar la formalización y la transformación productiva. En segundo lugar, movilizar más financiamiento público y privado para el desarrollo, con sistemas fiscales más progresivos y eficaces, un gasto público más eficiente, y mercados de capitales más profundos. Deficitul de competențe reprezintă o barieră majoră în această privință, afectând în special IMM urile care întâmpinămai multe dificultăți în atragerea și păstrarea angajaților competenți, precum și în instruirea și reîmprospătarea cunoștințelor în cadrul forței sale de muncă.Pornind de la activitățile anterioare ale OCDE privind politicile de digitalizare, OCDE a oferit îndrumare Moldovei, în decursul anului 2022, privind modul în care să construiască un ecosistem benefic și să stabilească politicile adecvate pentru a realiza noi progrese în ceea ce privește dezvoltarea și dobândirea competențelor digitale de business în rândul IMM urilor. Acest raport reprezintă un sumar al acelor probleme, luând în considerare 1) cadrul politic și instituțional; 2) instrumentele de evaluare și anticipare a competențelor; și 3) suportul specific IMM urilor, pentru dezvoltarea competențelor digitale.

But this revival of industrial policy has also raised concerns about the potential for a global green subsidy war. OECD analysed funding measures worth USD 1.3 trillion announced around the world in 2020-21 to support development and diffusion of low-carbon technologies. These measures can trigger substantial greenhouse gas emissions reductions while boosting the growth of the clean tech sector in all regions and reducing dependence over fossil fuel imports. This policy brief summarises key findings from our analysis and offers additional recommendations to policymakers.

    Kurzfassung: The Digital Government Review of Romania evaluates the efforts made by the government to transition towards digital government. It provides in-depth analysis and actionable policy recommendations to improve institutional governance, digital investments, digital talent and skills, government service delivery and the strategic use of data, including open government data. The findings can help Romania use digital technology and data to make its public sector more responsive, resilient and proactive in serving citizens and businesses.

    Kurzfassung: This paper resents a measurement framework aiming to support the collection of comprehensive and internationally comparable quantitative and qualitative information on governmental innovation support programmes and instruments. It proposes a taxonomic system with definitions, classifications and reporting conventions aligned with OECD and other international standards. The framework is intended to support future OECD measurement efforts in this area and the analysis of innovation support portfolios within and across countries.
