    Abstract: Between 1960 and 2020, the population of West Africa will have increased fivefold, even with the most optimistic assumptions of increased contraceptive use. This unprecedented demographic explosion is accompanied by another major change: Exposure to the world economy, that began after World War II and became particularly significant after independence.These two shocks will have far-reaching effects on all aspects of the region's economies and societies. Moreover, West Africa's population distribution will be radically altered with urban populations increasing by a factor of twenty over the same period. Population growth, migration and changing settlement patterns greatly influence economic, political, social, and institutional forms of organisation. In this context, and contrary to conventional wisdom, the people of West Africa are actively producing, consuming, trading and accumulating capital in a way that is significantly underestimated by national accounts. This study attemps to glean a more accurate understanding of the real economy of the West Africa region, an economy which provides the basis for many livelihoods.The Study was carried on with the assistance of the European Commission, the African Development Bank, the World Bank, Belgium, Canada, France, the Netherlands and the United States.

Elle mobilise le progrès scientifique au service des besoins évolutifs de la société et constitue ainsi l’une des clés d’un développement durable. La promotion de l’innovation s’affiche aujourd’hui comme une haute priorité dans la plupart des pays de l’OCDE. Cet objectif se heurte toutefois souvent à une compréhension insuffisante de la portée des transformations du processus d’innovation, que celles-ci soient produites par la mondialisation, le développement des technologies de l’information et des communications, ou l’élargissement de la base de connaissances scientifiques. A partir de données empiriques nouvelles, cet ouvrage montre combien les liens qui existent entre l’industrie et le système scientifique se trouvent transformés et analyse la nature des compétences nécessaires pour innover. Il rend également compte des mutations qui modifient les rôles respectifs de la concurrence et de la coopération en matière d'innovation et prend toute la mesure de l'impulsion croissante que la création d’entreprises et les PME donnent à la dynamique d’innovation. A la lumière de cette publication, il apparaît que la performance en matière d’innovation dépend de manière cruciale de la façon dont interagissent, aux niveaux local, national et mondial, les différents éléments constitutifs du « système d’innovation » que sont les entreprises, les universités et les autres organismes de recherche. D'où la nécessité pour les pouvoirs publics de modifier leur approche de la promotion de l’innovation. Cette étude énonce les objectifs et définit les instruments de cette nouvelle politique de l’innovation tout en identifiant certaines mesures exemplaires prises récemment dans les pays de l'OCDE.

    Abstract: This seminar, which took place on 2-3 October 1997 at the Josefow Conference Centre near Warsaw, set out to define the role and place of communication in the field of road safety, examine the different strategies of communication and identify their limits. The seminar was attended by 130 experts from 23 countries with ECMT membership or observer status. The discussions established that communication is an essential element of a global road safety policy in that it aims to inform, alert, educate, convince and ultimately alter people’s attitudes and behaviour. The resources employed and the channels of communication used can differ from country to country, depending on the topic addressed, the national culture and the goals to be achieved. Communication cannot be an end in itself, however: it can only be the complement of other measures. It must have a time frame within which the objectives set have to be attained. Evaluation of communication effectiveness is likewise essential.

    Abstract: Are students well prepared to meet the challenges of the future? Parents, students, the public and those who run education systems need to know whether children are acquiring the necessary skills and knowledge to become tomorrow's citizens and to continue learning throughout life. International indicators can describe the levels of achievement in various countries, to which others might aspire. They can provide direction for schools' instructional efforts and for students' learning as well as insights into curriculum strengths and weaknesses. The 29 Member countries of the OECD, together with other countries, have launched the OECD Programme for International Student Assessment (PISA) to develop such indicators on a regular basis. PISA aims at assessing how far students approaching the end of compulsory education have acquired some of the knowledge and skills that are essential for full participation in society. A New Framework for Assessment, the first volume in the PISA series, provides the conceptual framework on which the PISA 2000 assessment is based. It defines the domains of reading literacy, mathematics literacy and scientific literacy forming the core of PISA in terms of the content that students need to acquire, the processes that need to be performed, and the contexts in which knowledge and skills are applied. It also describes the methods developed to ensure that the assessment tasks are valid across countries, are strong at measuring relevant skills and are based on authentic life situations.

    Abstract: Germany has long been a pioneer in urban policy. The country has aimed at sustainable urban development in order to tackle all the various economic, social and environmental challenges facing cities. Integrated policy responses and innovative measures have been introduced to help revitalise city centres and cope with suburban growth, rising motor traffic and social change. This book analyses these steps against the background of features specific to Germany: its federal system, the unification process, and its polycentric urban pattern. Urban policy is an effective means of addressing a range of problems inherited from the past, while preparing for a more sustainable future. Les taux de chômage varient fortement et connaissent des évolutions contrastées au sein de l'OCDE. Comment peut-on expliquer ces disparités ? Pourquoi certains pays ont-ils mieux réussi que d'autres à endiguer le chômage ? Pourquoi certains groupes sociaux -- les jeunes, les travailleurs âgés, les travailleurs peu qualifiés -- ont-ils, dans de nombreux pays, tant de mal à trouver et à conserver un emploi qui les satisfasse pleinement ? La progression des emplois temporaires ou à temps partiel est-elle un bien ou un mal ? Cet ouvrage examine ces questions à la lumière de l'expérience acquise par les pays qui appliquent la Stratégie de l'OCDE pour l'emploi. Il acccorde une place particulière aux groupes défavorisés qui sont aux marges du marché du travail et identifie les mesures requises pour mieux les intégrer à l'activité productive.

    Abstract: Over the past decade, the world has witnessed a significant transformation in the role of the private sector in economic development and job creation. As more and more countries have adopted market-based approaches to economic policy, there has been an increasing awareness of the importance of private corporations for the welfare of individuals. A good corporate governance regime is central to the efficient use of corporate capital. Good corporate governance also helps to ensure that corporations take into account the interests of a wide rage of constituencies, as well as of the communities within which they operate, and that their boards are accountable to the company and the shareholders. This, in turn, helps to assure that corporations operate for the benefit of society as a whole. It helps to maintain the confidence of investors - both foreign and domestic - and to attract more long-term capital. The OECD Principles of Corporate Governance were endorsed by ministers at the OECD Council meeting at ministerial level on 26-27 May 1999. They were developed in response to a mandate given to the Organisation by the OECD Council meeting at ministerial level in 1998 to develop a set of standards and guidelines on good corporate governance.

This book provides an overview of environmental activities related to uranium production based on survey responses from 29 countries. It discusses environmental and safety activities related to the closure and remediation of formerly utilised sites; the operation, monitoring and control of producing sites; and the planning, licensing and authorisation of new facilities.     Abstract: Little quantitative information is available to assess the impacts, both harmful and beneficial, of agriculture on the environment and to measure how different policy measures affect the environment. To help fill these gaps, a major effort is underway in the OECD to develop a set of policy-relevant agri-environmental indicators. This first volume, of the series Environmental Indicators for Agriculture, outlines an analytical framework to further the analysis of agri-environmental linkages and sustainable agriculture. It describes the main environmental concepts in agriculture of relevance to OECD policy-makers and the indicators that need to be calculated: the use of nutrients, pesticides, and water; land conservation; water and soil quality; greenhouse gases; biodiversity; wildlife habitats; landscape; and environmental impacts related to farm management practices, the availability of farm financial resources, and rural socio-cultural issues.

Le rôle économique du transport de marchandises dans la ville n'est pas toujours perçu, alors que la pollution et les encombrements qu'il génère sont invariablement montrés du doigt. On assiste en Europe à une floraison de projets d’aménagement urbain accompagnés de mesures de circulation plus ou moins restrictives limitant le transport de marchandises. Certaines villes adoptent des mesures relevant de la planification urbaine et de la gestion de l'espace, d’autres tentent d'apporter des solutions à court terme aux problèmes de circulation. Mais les villes étant des organismes vivants, dont le bon fonctionnement est susceptible d’être perturbé, comment être sûr que toutes ces dispositions vont dans la bonne direction ? Cette question essentielle mérite réflexion car nous manquons d'expérience dans ce domaine. La Table Ronde a examiné les différents aspects du transport de marchandises en ville en s'appuyant sur un large éventail d’expériences nationales et en analysant certaines des approches les plus novatrices.

    Abstract: L'avenir des zones rurales occupe un rang élevé dans l'agenda politique tant au plan national qu'au plan international. La restructuration du secteur agricole, la réforme des politiques agricoles qui l'accompagne, et les défis à relever pour remplir les objectifs du développement durable sont du reste au coeur des préoccupations des pays de l'OCDE. La recherche de stratégies politiques durables tournées vers l'avenir a révélé que les aménités naturelles et culturelles constituaient un domaine d'action d'autant plus important qu'il complète les politiques rurales traditionnelles orientées vers l'agriculture, tout en s'inscrivant dans la dimension plus large du développement territorial. De nombreux potentiels naturels et culturels demeurent inexploités dans la plupart des zones rurales. Tirer parti de ces aménités suppose l'instauration d'un équilibre entre leur usage et leur conservation. Un certain degré d'activité économique locale est en effet nécessaire pour préserver les aménités rurales -- une absence d'activité pouvant au contraire entraîner leur dégradation -- mais dans le même temps une surexploitation risque de porter atteinte, souvent de façon irréversible, à leur valeur essentielle. Dans la mesure où de nombreuses aménités sont des biens publics, caractérisés par des marchés limités et des droits de propriétés flous, les politiques publiques sont indispensables pour trouver l'équilibre délicat entre l'offre et la demande.

    Abstract: Highly publicised outbreaks of food-borne diseases have put food safety at the heart of a topical debate. Demands for increased food safety regulation and stricter enforcement have gained momentum. In fact, consumer concerns go well beyond basic food safety. The quality of food and how it is produced, animal welfare, the use of genetically modified organisms (GMOs), hormones and other growth promoters, cultural preferences, resource sustainability and protection of the environment have all become major issues in the public debate over regulation of the food industry. The issues are complex and the required policy response remains unclear. With the strengthening of international rules, increased trade in consumer food products and the growing use of biotechnology, trade conflicts over food regulatory issues and their reform could become more common. The economic stakes are high and such disputes are likely to remain a priority in the future trade agenda. This report examines the trade conflicts arising from food safety and quality issues. It summarises the key international agreements, illustrates the range and nature of current disputes, reviews the potential contributions of economic analysis to conflict resolution, and identifies areas requiring further analysis.

Mais comme l'a démontré la crise financière asiatique, des carences dans ces trois domaines peuvent fragiliser des économies en développement même très performantes. Les pays de l'OCDE ont un rôle central à jouer pour faciliter les efforts que mènent les pays en développement pour tirer parti de tous les avantages de l'ouverture aux échanges et à l'investissement. Le principal objectif de cette étude est de déterminer comment les pays de l'OCDE peuvent promouvoir la cohérence des politiques en : améliorant le cadre dans lequel s'inscrivent les flux internationaux d'investissement et de capitaux ; en prenant en compte les préoccupations environnementales ; et en facilitant la participation des pays en développement à la société mondiale de l'information. Pour être couronnée de succès, il est nécessaire que la cohérence des politiques prenne délibérément en compte les besoins et les intérêts des pays en développement, afin d'en faire des acteurs de l'économie mondial efficaces, plutôt que vulnérables et marginaux.     Abstract: Nearly two years after Kyoto, most OECD countries are looking towards ratification and implementation of their obligations under the Kyoto Protocol. What do historical emissions and policy trends tell us about the way forward? Which policies will be needed to combat climate change? This book provides an overview of recent developments in OECD countries and a framework for policy making in the context of Kyoto targets. There is no single formula for domestic policies to mitigate greenhouse gas emissions. Every country will need to assess opportunities and constraints to develop a strategy adapted to their own situation. Yet, it is possible to outline some main lines for action in OECD countries at the national level. National strategies should prioritise market, subsidy and fiscal reform policies to establish conditions for competitive markets and remove distortions that harm the environment. And governments should implement a comprehensive mix of mutually reinforcing and integrated policies, using a wide range of economic instruments (green taxes, green tax reform and domestic emission trading) as well as other measures such as product policies, voluntary approaches and public awareness programmes. Unless OECD countries establish more effective frameworks for action now, achieving the Kyoto targets is likely to be costly and difficult.

Il est ressorti des débats que la communication est l’un des éléments d’une politique globale de sécurité routière, élément qui vise à informer, sensibiliser, éduquer, convaincre et finalement modifier les attitudes et les comportements. Selon les thèmes retenus, les cultures nationales et les cibles à atteindre, les moyens mis en oeuvre et les canaux de communication peuvent être différents d’un pays à l’autre. En tout état de cause, il apparaît que la communication ne saurait être une fin en soi : elle ne peut qu’accompagner ou amplifier d’autres mesures. Aussi doit-elle s’inscrire dans la durée et veiller à ce que les objectifs fixés soient atteints. Il est également indispensable que les travaux de communication fassent l'objet d'évaluations rigoureuses.

    Abstract: Ce bilan des expériences d'un grand nombre de pays Membres et non membres de l'OCDE en matière de décentralisation budgétaire est riche d'enseignements pour les deux groupes de pays. Il en ressort que le groupe des pays non membres de l'OCDE semble souvent confondre décentralisation fiscale et suppression du contrôle par les autorités centrales des finances infranationales. C'est une erreur ; une telle équation peut conduire à des comportements budgétairement irresponsables de la part des autorités locales, à une détérioration des situations budgétaires aux deux niveaux, et à un surcroît de coût en raison de l'existence d'institutions faisant double-emploi. Autre conclusion, on n'a pas accordé suffisamment d'attention aux mesures à prendre pour augmenter les recettes des collectivités locales, par opposition aux transferts émanant d'autres niveaux d'administration.La question de la décentralisation budgétaire dans les économies émergentes revêt une importance particulière parce qu'elle découle en partie d'un désir d'améliorer la démocratie et la responsabilisation à l'échelle locale. Toutefois, la répartition des responsabilités doit s'effectuer dans une atmosphère de transparence, et une bonne rationalisation des choix budgétaires suppose des compétences techniques. Il faut accorder une grande attention à l'approvisionnement des revenus et au contrôle efficace des dépenses. Enfin, les dépenses locales doivent correspondre aux revenus disponibles sans faire pression sur les ressources de l'administration centrale.

    Abstract: The financial crisis in Asia has brought to the fore the question of the appropriate policies for recovery and for future sustainable development. One area of particular importance is the treatment of foreign investors. Foreign direct investment has played a leading role in many of the economies of the region, particularly in export sectors, and has been a vital source of foreign capital during the crisis. The four countries reviewed in this study - Indonesia, Malaysia, the Philippines and Thailand - have all tended to welcome inward investment for its contribution to exports but have often been less willing to open up the domestic market to such investors. This study discusses the role assigned to foreign firms in the development strategies of the four countries in the past and looks at how a more balanced approach to the treatment of foreign investors could contribute to a more sustainable development path in the future.

    Abstract: Both firms, keen to improve their competitiveness, and governments, keen to exploit new sources of economic and social progress, need to understand how innovation works in order to better stimulate it. The paradox of innovation is that it uses co-operation to enhance competition and to link many different actors in innovative clusters. In a knowledge-based economy, these clusters of innovative firms form around sources of knowledge. They are based on a sophisticated infrastructure in which knowledge is developed, shared and exchanged, and are characterised by highly concentrated and effective links between entrepreneurs, investors and researchers. Clusters can take a variety of forms, depending on their main technological and commercial areas of specialisation. In most cases they operate within localised geographical areas and interact within larger innovation systems at the regional, national and international level. With globalisation, dynamic clusters are becoming key factors in a country’s capacity to attract the international investment that generates new technological expertise, to interest investors in innovation (venture capital, etc.) and to benefit from the international mobility of skilled personnel. This book reviews the latest economic research on these issues, shows how technology policy makers in OECD countries are making practical use of the concept of clusters and suggests how government policies to foster innovation might best be refocused.

    Abstract: The OECD Development Assistance Committee's 1999 review of Ireland's development aid programmes. It finds that in 1999, Ireland marks the 25th anniversary of Irish Aid, its official aid programme. Over the last five years, the volume of Ireland’s official development assistance (ODA) has risen by an average of 20 per cent a year in real terms, the most rapid growth by a Member of the OECD’s Development Assistance Committee (DAC). Preliminary data indicate that Ireland’s development co-operation reached 0.30 per cent of GNP in 1998, nearly double its 1992 level, and is projected to reach 0.35 per cent in 1999. After six years of impressive growth in volume and improvement in quality, most of the increase in aid in 1999 is being used for debt relief measures, European Union contributions, emergency humanitarian assistance and support for refugees in Ireland, rather than for allocations for the long-term development programmes administered by the Department of Foreign Affairs. Political commitments on aid allocations undertaken by the Minister of Finance mean that increases in the Department of Foreign Affairs’ part of the programme are now expected in 2000 and 2001. Two main issues confront the Irish Aid programme: how best to grow and how best to manage that growth. These are clearly issues which Ireland needs to consider and resolve itself, but the Development Assistance Committee can draw on its collective experience to contribute to Ireland’s reflections on these issues. A starting point, from experience elsewhere, is that Irish Aid should maintain and enhance the focused nature of the programme which is now one of its major strengths.

However, the pursuit of this objective is often hampered by an inadequate understanding of the extent to which the mechanisms of innovation are being transformed by globalisation, the development of information and communications technologies and the expanding scientific knowledge base. Drawing on new empirical data, this book analyses the fundamental changes in the linkages between industry and the science system as well as in the nature of the competencies required for firms to innovate. The changes which are transforming the respective roles of competition and co-operation in stimulating innovation and which are enabling enterprise creation and SMIs to play an increasingly active role in innovation are also examined. This book shows that innovation performance depends on the way in which the different components of the "innovation system" -- businesses, universities and other research bodies - interact with one another at the local, national and international levels, and concludes that the public authorities must change their approach to the promotion of innovation. This study defines the aims and tools of this new innovation policy and identifies examples of good policy practice recently implemented in OECD countries.

Un nouveau cadre d'évaluation, le premier volume de la collection d'ouvrages consacrés à PISA, présente le cadre conceptuel sur lequel repose le programme PISA 2000.     Abstract: Developing and transition economies are seeking to accelerate their development by liberalising trade and investment, and taking advantage of the opportunities of the global market place. However, in the wake of recent financial crises, concerns have been expressed that some countries might turn away from open trade and investment. In fact, most crisis-affected countries are continuing to liberalise trade and investment, which they see as part of the solution to the crisis, not the cause. This report reviews evidence of the benefits and challenges of trade and investment for development, drawing on experiences from economies in various parts of the world. Experience shows that open trade and investment have been beneficial for development, when accompanied by a coherent set of growth-oriented macroeconomic and structural policies, capacity-building, social policy and good governance. Further, countries like Korea and Mexico that have responded to economic crisis with liberalisation and structural reform have experienced positive results. All countries -- developed, developing and transition -- have a vital stake in a new Round of multilateral trade negotiations to prepare for the global economy of 21st century.

    Abstract: The future of rural areas is high on the domestic and international policy agenda. Restructuring of the agricultural sector, and accompanying reform of agricultural policies, and the challenge of meeting sustainable development objectives are key preoccupations in OECD countries. In the search for forward-looking and durable policy strategies, building on natural and cultural amenities is emerging as an important area of policy action, one which complements traditional, agriculture-oriented rural policies and places rural policy in the broader territorial development arena. In most rural areas, the potential of many natural and cultural resources remains untapped. Harnessing such amenities, however, involves striking a balance between use and conservation. In many cases, maintenance of rural amenities depends on a degree of local economic activity -- without it there is a danger of degradation. At the same time, over-exploitation risks spoiling, often irreversibly, the essential value of the amenity. Because many natural and cultural features are public goods, with limited markets and hazy property rights, public policies are needed to strike the delicate balance between supply and demand.

    Abstract: The links between trade policy and competition policy have become more important in recent years. With tariff reductions, trade negotiators are looking increasingly at non-border policies that distort trade and at non-governmental barriers to trade. And, as official barriers to trade and investment fall, firms may have a greater incentive to engage in anti-competitive conduct to protect markets. Hence the need for coherent trade and competition policies. Trade and competition policies each seek to improve the allocation of resources; they complement and reinforce each other. These papers from the OECD Joint Group on Trade and competition examine aspects of those complementarities and relationships and in so doing draw on the OECD’s capacity to analyse questions in a multidisciplinary way. This book -- which includes a whole chapter on the telecommunications sector -- throws new light on all these issues in the lead up to the WTO's new round of negotiations. But whatever the outcome of Seattle, the questions raised in this volume will remain relevant.

    Abstract: The integration of the newly emerging economies (NEEs) into the global economy not only raises major challenges for OECD Member countries, which must adapt to new sources of competition, it also forces emerging economies to equip themselves with the policies and structures necessary to operate successfully in the global marketplace. That these challenges have still not been adequately taken up has been amply demonstrated by the financial crisis which struck Asian NEEs in mid 1997. Hence the need for more dialogue, on both the domestic and international levels, to reform policies and to avoid policy failures and crises in emerging economies, with ensuing impact on the industrialised countries. This book moves in that direction by dealing with issues as varied and complementary as: the perspectives for an integrating world economy; the financing of economic reform; employment generation and poverty alleviation; or the role of institutions in economic development. These themes are tackled in the light of the experience of Asian newly industrialised countries, namely Korea, China and India. This publication offers a stimulating, well-informed tour of the issues which policy makers will have to resolve if the integration of the NEEs into the world economy is to be facilitated.
