To maximise the potential of youth, it is important that governments, communities, and other stakeholders ensure all young people have access to safe and affordable transport. It is also important to engage young people in the planning and implementation of transport initiatives so that their needs are met.

    Abstract: This paper investigates the potential role and contribution of carbon pricing in transforming emission pathways towards net zero GHG emissions. It reviews carbon pricing’s impacts, overall and in the electricity sector in selected jurisdictions to date. The paper also analyses the current and potential application of emissions pricing (e.g. emissions trading schemes or carbon taxes) in food systems. The analysis finds that carbon pricing could contribute to net zero pathways alongside other policies, yet price levels and coverage to date have been too low to reduce emissions in line with the Paris Agreement’s goals. Carbon pricing’s contribution to net zero pathways could be further strengthened, including by incentivising demand-side shifts, sequencing policies and enhancing international carbon pricing collaboration. Applying emissions pricing in food systems faces significant short-term technical, methodological, and political barriers and could have just transition implications but reducing emissions from food systems could also lead to many co-benefits.

    Abstract: Parties established the Mitigation Work Programme (MWP) at COP26 to ”urgently scale up mitigation ambition and implementation” to help reach the temperature goal of the Paris Agreement. At COP27, Parties further fleshed out the MWP, which will be operationalised each year between 2023-2026 via at least two global dialogues, other dialogues and investment-focused events. This paper outlines key questions that could shape the aims, scope, focus, format, and participation in the dialogues, as well as the possible interplay between the MWP global dialogues and investment-focused events by drawing on experiences with other processes and events inside and outside the UNFCCC. This paper also provides lessons from examples in three sub-sectors where mitigation actions have been rapidly scaled up. This paper highlights several open questions related to the substance, process, and timing of the global dialogues and the investment-focused events, as well as potential linkages between these. The paper also discusses possible implications of different choices on these open questions. Decisions on the scope, format, and aims of the MWP dialogues will influence their impacts and the relevance of these dialogues to different countries and stakeholders. Yet, dialogues and events under the MWP will face trade-offs between concentrating on short- versus longer-term issues and outcomes and on choosing a broad or narrow focus. Such choices will impact how many countries the event or dialogue is relevant to. In addition, there are various ongoing initiatives and events outside the UNFCCC that are relevant to the aims of the MWP and that the MWP could usefully learn from. Careful mapping and co-ordination are needed to ensure that the MWP builds on, rather than duplicates, existing initiatives and events within and beyond the UNFCCC.

This report presents recommendations to promote the production and deployment of SAFs, which can replace conventional fossil aviation fuel to reduce carbon dioxide emissions from aircraft.     Abstract: Like-for-like replacement of fossil-fuel-powered vehicles by identical electric-powered vehicles is thought to be the main uptake pathway for electric vehicle (EV) uptake. However, what characterises global passenger and freight EV markets is the emerging uptake of smaller, lighter and shorter-ranged vehicle types specially designed for urban areas. A shift towards a broader EV uptake could be an opportunity for more sustainable and electric urban mobility systems – with comparatively lower electricity and charging infrastructure demand and battery materials needs, lower emissions and safer city streets. This report identifies the main use cases that could be part of such a broader and sustainable EV uptake. It also quantifies the sustainability impacts of different EV uptake scenarios that vary in vehicle fleet composition and degrees of electrification ambition. Finally, it gives recommendations on how authorities could leverage the passenger and freight EV transition for more sustainable cities.

    Abstract: This paper assesses the role of carbon pricing in a sustainable recovery from COVID-19. It tracks the policy changes in carbon pricing within OECD and G20 countries between January 2020 and August 2021 of the COVID-19 pandemic. Carbon pricing as defined here includes emissions trading schemes, fossil fuel support and carbon, fuel excise or aviation taxes. The paper also highlights the need for the recovery to be sustainable and discusses the advantages, limitations and uses of carbon pricing therein. In addition, it describes additional challenges to as well as increased rationale for carbon pricing in the pandemic. It provides evidence on the effects of carbon pricing on the challenges and discusses carbon pricing design elements to help overcome those challenges. The paper concludes that there were more policy changes with an expected negative impact on climate. However, it is likely that the impact of the climate-positive changes – which are broader in coverage and scope - will outweigh the climate-negative changes.

    Abstract: Greenhouse gas (GHG) mitigation actions will need to be accelerated and scaled up at both national and sub-national levels in order to meet the temperature goals of the Paris Agreement. National governments can play an important role in enabling GHG mitigation actions by non-Party stakeholders (NPS), and in enhancing the interaction between national policies and NPS actions. This paper explores actions national governments could take to facilitate NPS mitigation action in two sub-sectors with large mitigation potential and where NPS play a key role in the successful implementation of mitigation activities. These sectors are renewable electricity generation and procurement in cities and Reducing Emissions from Deforestation and forest Degradation in sub-national jurisdictions. This paper outlines some institutional, regulatory, financial and technical barriers faced by NPS in implementing GHG mitigation activities in these sub-sectors and highlights some examples of national policies and measures that have allowed specific NPS to overcome these barriers. The paper also showcases examples of enabling policy frameworks at the national level that could encourage the replication of such mitigation actions by NPS. An important, common element for successful replication of mitigation activities is for national governments to facilitate co-ordination with NPS; to improve consistency between national and sub-national policies; to identify and clarify responsibilities between different actors; and to regularly review and potentially revise national policies that may unintentionally create barriers to NPS mitigation actions.

    Abstract: “Authorisation” is a new but as yet undefined component of the guidance for implementation of Article 6 of the Paris Agreement. Authorisation is important as it triggers both corresponding adjustments and reporting requirements. This paper identifies and analyses open questions related to what is authorised, by what process, for what purpose, the format and timing of authorisation, and how any ex-post changes to authorisation can be made. The answers to these questions can affect the attractiveness for Parties and the private sector to participate in Article 6 cooperation. The paper also outlines areas of Article 6.2 guidance that could be usefully clarified at the international level, and implications of different options for the domestic implementation of Article 6 authorisation provisions, drawing from examples of a few frontrunner Parties who have already established bilateral agreements and domestic structures for international cooperation under Article 6. The paper concludes that some of the open questions could be clarified at the international level, such as how to report any changes to authorisations and if the authorisation needs to be provided concurrently by the participating Parties. Other questions could be clarified at the national level by the participating Parties providing the authorisation. These include whether participating Parties can choose to include additional elements in their authorisations, and which roles authorised entities could play.

    Abstract: This paper assesses quantitative estimates based on economic modelling studies of the economic and environmental benefits from different forms of international co-ordination on carbon pricing. Forms of international co-ordination include: harmonising carbon prices (e.g. through linking carbon markets), extending the coverage of pricing schemes, phasing out fossil fuel subsidies, developing international sectoral agreements, and establishing co-ordination mechanisms to mitigate carbon leakage. All forms of international co-operation on carbon pricing can deliver benefits, both economic (e.g. lower mitigation costs) and/or environmental (e.g. reducing GHG emissions and carbon leakage). Benefits tend to be higher with broader participation of countries, broader coverage of emissions and sectors and more ambitious policy goals. Most, but not all, countries gain economic benefits from international co-operation, and these benefits vary significantly across countries and regions. Complementary measures outside co-operation on carbon pricing (e.g. technology transfers) could ensure that co-operation provides economic benefits for all countries.

The paper outlines possible transition options and potential implications for four issues relating to host Party approval of activities and to the use, review and revision of baseline methodologies and accreditation standards. The paper also highlights the steps needed to register new or transitioned activities under the Article 6.4 mechanism, and how co-ordination between different actors can facilitate a transition. The paper concludes that there are options available to ensure that the Article 6.4 mechanism can be implemented within a few years of a formal agreement on the rules, modalities and procedures for Article 6, and can build on the significant experience gained with the CDM. The paper highlights different ways that this CDM experience can be built on, and outlines the varying administrative and environmental implications of doing so.

Regarding reporting, the document highlights options for improving the clarity of the provisions concerning the timing, content, and frequency of the three required types of information under Article 6.2 guidance (i.e., the initial report, annual information, and regular information). Regarding Internationally Transferred Mitigation Outcomes (ITMOs), this document highlights several issues relating to timing and vintages that would need to be addressed to facilitate ITMO reporting and review implementation. Regarding review provisions, this document finds that draft A6.2 guidance could usefully provide further detail on some substantive aspects of the Article 6 review process, such as, e.g., clarifying roles of the Party, the TER team, and the secretariat in the review process.

    Abstract: This paper provides decision-makers with a framework for prioritising different economic, social and environmental goals and analysing the options available to achieve them. To this end, it develops three stylised COVID-19 recovery pathways (“Rebound”, “Decoupling” and “Wider well-being”) that differ in the extent to which they encompass greenhouse gas (GHG) emission reductions and the integration of mitigation and wider well-being outcomes or, broadly equivalently, SDGs. A number of real-world examples of COVID-19 recovery measures in the surface transport and residential sectors were identified, and the paper maps these measures onto these three stylised pathways. The paper finds a wide divergence in the environmental and social impacts of COVID-19 recovery measures developed to date, with several countries putting in place measures that correspond to all three pathways. The nature and pace of economic recovery in different countries and in aggregate will have important implications for existing, updated and new Nationally Determined Contributions (NDCs) under the Paris Agreement, and the paper also highlights the possible impact of the COVID-19 recovery measures being put in place on NDCs– including on the ambition of both current and future NDCs. The paper concludes that it will be important for governments to improve their understanding of the impact of their recovery measures across multiple policy dimensions (economic, social, environmental) as well as across different time periods (short and long-term) and spatial scales.

    Abstract: There is widespread recognition that climate finance needs to be scaled up from its current levels. However, there is no clear view on how developed countries can efficiently and effectively mobilise further climate finance to meet the needs of developing countries. Developed countries have committed to mobilise USD 100 bn per year of climate finance for developing countries by 2020 from a variety of sources. These include both public and private finance, thus the private sector is likely to play a significant role in the mobilisation of climate finance to meet this commitment. This paper explores how scale-up and replication of effective climate finance interventions efficiently mobilise private climate finance. The interventions examined in the paper have already been, or are being, scaled up or replicated. Scaling-up and replication of such climate finance interventions could be an efficient way to increase the private sector’s interest in mobilisation of climate finance, and thus to make progress towards the USD 100 bn per year goal by 2020. The paper draws lessons from selected mitigation and available adaptation case studies at project- and programme-levels as well as from experience with international climate funds. The paper examines three key aspects needed to scale up and replicate climate finance. The first is the institutional structures and decision-making framework of the climate finance source, its aims, the scale at which it operates and how barriers to scaling-up and replication have been addressed. Second, the paper explores how demonstrating effective low-carbon, climate-resilient technologies and systems can facilitate scale-up and replication. Third, the paper discusses the influence of policies to enhance domestic enabling environments for scaling-up and replication.

    Abstract: Public-private partnerships (PPPs) have the potential to increase efficiency and improve resource allocation. However, contract renegotiations are common and make us question the benefits to PPPs. Under current accounting standards, PPPs allow intertemporal reallocations of infrastructure spending that do not occur under traditional methods of procuring infrastructure and which allow governments to escape the constraints of congressional purview. We review the theoretical results in Engel et al. [2009a] as well as data from Colombia, Chile and Peru, comprising 610 highway PPPs and 540 renegotiations processes to verify these predictions. The data and original analysis comes from Bitran et al. [2013], complemented with additional descriptive statistics. The empirical evidence supports the predictions of the theoretical model.

    Abstract: The Airports Commission was set up by the Government of the United Kingdom in 2012 to take an independent look at the UK’s future airport capacity needs. It has been tasked with setting out the nature, scale, and timing of steps needed to maintain the UK’s status as an international hub for aviation, alongside recommendations for making better use of the UK’s existing runway capacity by the end of 2013; and setting out recommendations on how to meet any need for additional airport capacity in the longer-term by the summer of 2015. In December 2013 the Commission published its Interim Report, which included a short-list of three options for increasing the UK’s aviation capacity in the long-term: two at Heathrow and one at Gatwick. To determine which alternative would provide the largest benefits to passengers, freight businesses and the UK economy overall it is important to understand how airlines are likely to respond to increased runway capacity. This report examines the likely responses from airlines in all segments of the market: the local hub carrier, BA, other network airlines, short and long haul low-cost carriers and charter airlines. It identifies the main drivers of airline behaviour and considers the possible influence of changes to existing business models and the introduction of new types of aircraft, such as the Boeing Dreamliner and Airbus A350. The report develops six sets of responses, three following expansion of Gatwick and three following expansion of Heathrow, to test the likely evolution of the market. As the future of the highly dynamic aviation market is uncertain, it checks the resilience of each across five different scenarios of how the global aviation sector may develop in the future. The analysis maps the implications for connectivity and potential benefits to the consumer through airline competition and relieving congestion at airports and reducing the associated economic rents. This report is part of the International Transport Forum’s Country-Specific Policy Analysis (CSPA) series. These are topical studies on specific transport policy issues of concern to a country carried out by ITF on request.

However, there is currently no definition of which “climate” activities, flows, or other interventions could count towards the USD 100 billion; what “mobilising” means; or even which countries are covered by this commitment. The paper examines different definitions used by 24 key actors in climate finance to quantify the level of private climate finance mobilised by their interventions, as well as the methods used to track such private climate finance. Key findings are that i) methodologies to assess and estimate mobilisation vary widely, and ii) considerable risk of double-counting exists.

    Abstract: Developed countries have committed under the international negotiations to jointly mobilising USD 100 billion per year by 2020 for climate change mitigation and adaptation in developing countries. Yet consistent and comprehensive data to track this commitment are currently lacking. Such data will also help governments and the private sector understand how much and what type of climate finance is flowing today, so as to be able to evaluate progress and effectiveness of international climate finance flows. Estimates based on available data are highly uncertain and incomplete, highlighting several challenges in establishing a robust tracking system. A more political question is what should be the internationally agreed definition of “climate finance” or, absent agreement on that, what types of flows or activities might count towards the USD 100 billion? On the more technical side, challenges include clearly defining flows and sources of international climate finance, determining the cause and effect of flows, and establishing the boundaries of finance flowing towards climate change action. This paper considers what data are currently available to track climate finance, and demonstrates the complex nature of financial flows through examples across international and domestic as well as public and private flows. The examples highlight questions on how to count and track climate finance.

    Abstract: Depuis quelques années, Israël renforce sa politique d’environnement et devrait maintenant mettre au point un plan de croissance verte regroupant les politiques environnementale, économique et sociale. Telle est la principale recommandation formulée par l’Examen des performances environnementales de l’OCDE : Israël 2011. Ce rapport constitue le premier examen de l’OCDE consacré à la politique de l'environnement d’Israël depuis l’adhésion du pays à l’Organisation, l’année dernière. Compte tenu de sa superficie relativement petite, de ses faibles ressources en eau, de la densité de sa population et de son taux élevé d’urbanisation, Israël doit faire face à des défis environnementaux pressants. Le pays a réalisé des progrès appréciables en ce qui concerne la pollution atmosphérique et l’utilisation de l’eau notamment. Ce faisant, Israël a développé un secteur des « technologies propres » dynamique. Cependant, sa forte croissance économique et démographique fait peser sur l’environnement des pressions de plus en plus fortes, imputables à la production de déchets, à la dégradation des habitats et aux émissions de gaz à effet de serre. L’Examen présente 41 recommandations pour aider le pays à relever ces défis.

    Abstract: In 2010, the international community took steps to improve the system of reporting and verification under the United Nations Framework Convention on Climate Change (UNFCCC). Parties to the UNFCCC decided at the sixteenth meeting of the Conference of the Parties (COP 16) to enhance reporting for all countries and to conduct “international assessment and review” (IAR) of certain information from developed countries and “international consultations and analysis” (ICA) of biennial update reports from developing countries. This is a step change from the existing reporting and review system – particularly for developing countries, since information from these countries is currently reported on an infrequent basis and is not reviewed. Establishing a system that combines improved reporting with some form of international verification could improve the quality of information available internationally and increase confidence in the integrity of the information reported. This would help to build trust between countries and potentially also increase the level of ambition of mitigation actions. Further decisions need to be made by Parties in order to determine the scope, inputs, process, outputs and frequency of IAR and ICA, as the decisions agreed at COP 16 (known as the “Cancun Agreements”) provide limited guidance on these items. This paper outlines key questions to help guide such decisions and provides suggestions for the possible design and function of IAR and ICA. It outlines how they could build on existing review processes under the UNFCCC and draw on lessons from other multilateral review processes. The challenge for the international community will be to ensure that IAR and ICA are useful processes, both nationally and internationally, while minimising the resource requirements needed to implement them.

    Abstract: La Coopération italienne est confrontée à des problèmes majeurs. Premièrement, une réforme du système de coopération pour le développement s’impose de toute urgence, mais il n’existe pas de consensus au sein de la classe politique sur la manière de procéder. Deuxièmement, l’Italie ne parviendra pas à concrétiser l’engagement qu’elle a pris au plan international de porter son aide publique au développement (APD) à 0.51% de son revenu national brut (RNB) d’ici 2010 et elle a peu de chances d’atteindre le pourcentage de 0.7% d’ici 2015. En 2008, le rapport APD/RNB de l’Italie était de 0.22%. Malgré les problèmes qui subsistent, le CAD constate que des améliorations ont été apportées à la gestion de l’aide italienne depuis 2008. Il se félicite de l’intention qu’a l’Italie d’axer ses efforts sur 35 pays prioritaires, des pouvoirs élargis dont disposent à présent les ambassades et les bureaux techniques en ce qui concerne la participation à la formulation des programmes et leur mise en oeuvre, et l’acheminement de l’aide, ainsi que de l’orientation stratégique définie à haut niveau par le Comité de direction pour la coopération pour le développement. L’Italie doit encore se doter d’une stratégie de coopération pour le développement à laquelle adhèrent toutes les parties prenantes et veiller à ce que l’ensemble des ministères et autorités régionales et locales compétents oeuvrent à la réalisation d’objectifs communs : mise en place de systèmes destinés à promouvoir la cohérence entre la politique de coopération pour le développement et les autres politiques ; réforme de la gestion des ressources humaines pour le noyau de spécialistes du développement ; et suivi et évaluation indépendante réguliers. De plus, la faiblesse du débat politique sur la Coopération italienne et le manque de sensibilisation de l’opinion publique à son action montrent que les autorités italiennes doivent collaborer de toute urgence avec la société civile pour rallier l’adhésion des citoyens à la cause du développement et amener le public à exercer des pressions à l’appui de la réforme de la Coopération italienne.

    Abstract: La présente Ligne Directrice décrit un essai permettant d’évaluer les effets sur les premiers stades de vie et les conséquences néfastes possibles de produits chimiques potentiellement perturbateurs endocriniens (ex. oestrogènes, androgènes et inhibiteurs de la stéroïdogenèse) sur le développement sexuel des poissons. Dans l’essai, les poissons sont exposés, de l'œuf nouvellement fécondé à l'achèvement de la différenciation sexuelle vers 60 jours après la ponte, à au moins trois concentrations de la substance d'essai dissoute dans de l'eau. A chaque niveau de traitement et dans le(s) témoin(s), il est recommandé d’utiliser au moins quatre réplicats. A la fin de l’essai, deux effets principaux sont mesurés sur chaque poisson: la concentration de vitellogénine à partir d’échantillons biologiques de tête et de queue ou à partir du sang, et la proportion de mâles, femelles, hermaphrodites et de poissons non sexuellement différenciés, à partir de l’examen histologique des gonades. Pour les espèces de poissons possédant un marqueur génétique sexuel, le sexe génétique est identifié chez chaque individu pour déterminer si une réversion sexuelle a eu lieu. La combinaison des deux effets endocriniens principaux, la concentration de vitellogénine et le ratio phénotypique mâles/femelles (et éventuellement le sexe génotypique) permet à l’essai d’indiquer le mode d’action de la substance testée.

    Abstract: Le Forum mondial sur la transparence et l’échange de renseignements à des fins fiscales est l’enceinte multilatérale au sein de laquelle le travail en matière de transparence fiscale et d’échange de renseignements est mené par plus de 90 juridictions participant, sur un pied d’égalité, aux travaux du Forum mondial. Le Forum mondial est chargé de la surveillance approfondie et de l’examen par les pairs de la mise en œuvre des standards en matière de transparence et d’échange de renseignements en matière fiscale. Ces standards sont essentiellement reflétés dans le Modèle d’accord d’échange de renseignements en matière fiscale et ses commentaires publiés en 2002 par l’OCDE et dans l’article 26 du Modèle de convention fiscale concernant le revenu et la fortune de l’OCDE et ses commentaires, tels que mis à jour en 2004. Ces standards ont aussi été repris dans le Modèle de convention fiscale des Nations-Unies Les standards prévoient l’échange de renseignements sur demande des informations vraisemblablement pertinentes pour l’administration et l’application de la législation fiscale interne de la partie requérante. La pêche aux renseignements n’est pas autorisée mais tous les renseignements vraisemblablement pertinents doivent être fournis, y compris les renseignements bancaires et les renseignements détenus par des agents fiduciaires, sans tenir compte de l’existence d’un intérêt fiscal national. Tous les membres du Forum Mondial, ainsi que les juridictions identifiées par le Forum Mondial comme pertinentes pour ses travaux, seront examinés. Ce processus est réalisé en deux phases. L’examen de phase 1 évalue la qualité du cadre juridique et réglementaire des juridictions en matière d’échange de renseignements alors que l’examen de phase 2 se concentre sur la mise en œuvre pratique de ce cadre. Certains membres du Forum mondial font l’objet d’un examen combiné - phase 1 et phase 2 -. Le but final vise à aider les juridictions à mettre effectivement en œuvre les standards internationaux en matière de transparence et d’échange de renseignements en matière de fiscale.

    Abstract: L’Inde a réalisé des avancées considérables sur la voie de l’instauration d’un environnement propice à l’investissement. De ce fait, le pays a vu sa croissance accélérer et les flux d’investissement direct étranger entrants progresser de façon impressionnante. Toutefois, l’investissement n’est pas encore à la hauteur des besoins du pays, en particulier dans le domaine des infrastructures. Il est nécessaire d’intensifier les efforts déjà déployés pour renforcer et libéraliser le cadre réglementaire de l’investissement et d’accélérer l’application de la législation relativement avancée de l’Inde en matière économique à l’échelon national ainsi que dans les États et les territoires de l’Union. L’Examen des politiques de l’investissement de l’Inde réalisé par l’OCDE décrit les progrès accomplis par l’Inde en termes d’instauration d’un cadre d’action destiné à promouvoir l’investissement et à le mobiliser au service du développement, en particulier depuis l’accélération des réformes qui s’est amorcée à partir de 1991. Il porte principalement sur les politiques conduites dans les domaines de l’investissement, des échanges commerciaux, de la concurrence et dans d’autres domaines de l’environnement des affaires. Enfin, il décrit certaines des difficultés auxquelles se heurte la mise en œuvre, au niveau des États indiens fédérés, de réformes adoptées à l’échelon fédéral.

    Abstract: Cost-benefit analysis (CBA) is indispensable for making good decisions on what transport projects to fund. It essentially aims to figure out which projects offer the best value for money. However, the practical relevance of CBA does not always live up to its appeal in principle. One problem is that there is sometimes disagreement over what to include in CBA, both on the cost side and the benefits side of the analysis. As a result, value for money is not always fully transparent. More politically, value for money is only a partial criterion for decision-making, leading to disagreement about the relative importance of the results from CBA compared to other inputs to the decision-making process. This report examines the extent to which these shortcomings can be addressed. In terms of what to include in CBA, discussion focuses on equity and distributional impacts, productivity effects, agglomeration benefits and external costs. The focus then turns to how best to present guidance on project selection to decision makers. The report includes papers on the way CBA is used in three countries – France, Mexico and the United Kingdom – and how it is evolving in response to changing policy priorities.

    Abstract: Il est essentiel que les ports fonctionnent de façon efficiente pour le développement économique de la vaste zone qui les entoure, mais le trafic maritime qui les dessert, la manutention des marchandises dans les installations portuaires et les activités de distribution dans l’arrière-pays peuvent avoir des impacts négatifs sur l’environnement. La présente étude passe en revue un certain nombre d’impacts environnementaux des ports, et elle examine les impacts environnementaux et économiques de divers instruments d’action qui sont ou peuvent être utilisés pour remédier à ces impacts. Elle s’appuie essentiellement sur les résultats d’études de cas consacrées à cinq des plus grands ports de la zone OCDE, – à savoir ceux de Los Angeles et Long Beach aux États-Unis, Rotterdam aux Pays-Bas, Vancouver au Canada et Busan en Corée. On trouvera dans cette étude des exemples de problèmes environnementaux liés aux activités portuaires (tels que pollution atmosphérique et émissions de gaz à effet de serre, pollution des eaux, bruit, prolifération d’espèces envahissantes, etc.) et la présentation d’un certain nombre d’instruments d’action différents pouvant être utilisés pour limiter les impacts négatifs. A ce titre, ce livre permettra aux décideurs et aux chercheurs de tirer des enseignements des expériences d’autres pays.
