    Abstract: This book provides new and established researchers with innovative methodologies and research strategies to explore European security integration from a different perspective, challenging traditional theoretical interpretations. It takes a step back from well-established theoretical approaches to the European Union’s (EU) Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP) to ask more fundamental questions about the core assumptions underpinning research on European security integration. It supports methodological innovations with an analysis of the most significant empirical problems of European security governance, including the war in Ukraine or the role of Russia in European security. In the last chapter, the author offers ideas for new pedagogical approaches to teaching European Studies. Kamil Zwolski is Associate Professor in International Politics at the University of Southampton, UK, and Jean Monnet Chair of European Security Governance. His research interests include the theory and practice of European security and its governance, Europe-Russia relations and the role of the EU/NATO in European security. His previous book, European Security in Integration Theory (2018), examines federalism and functionalism – two fundamentals, yet largely forgotten, theories of international integration, in the context of the war in Ukraine and contemporary European security order.

    Abstract: This volume examines some of the major challenges and opportunities for Europe in the light of the intensifying US-China global strategic rivalry. In doing so, the book investigates European roles and behavior in the contemporary US-China-Europe triangular relationship. While the book's focus is on Europe, the contributors originate from, or are based in, the US and China, thus presenting a unique outside-in perspective to the analysis of European conduct in the areas of security, geo-politics, geo-economics, global governance, development, and climate change. Each area is investigated by one American and one Chinese scholar, respectively, presenting the different views held on Europe’s behavior and positioning in the US and China. In addition to providing critical assessments of Europe’s roles and performance as seen through the prism of their respective country, contributors also pose concrete policy recommendations for Europe.     Abstract: This book offers a critical analysis of global mobilities across China and Italy in history. In three periods in the twentieth century, new patterns of physical mobilities and cultural contact were established between the two countries which were either novel at the time of their emergence or impactful on subsequent periods. The first two chapters provide overviews of writings by Italians in China and by Chinese in Italy in the twentieth century. The remaining chapters cover: Republican Chinas relationships with Italy and Italian Fascist colonialism in China during the 1920s1930s; Italian travelers to China during the Cold War from the 1950s to the 1970s; migrations between China and Italy during the 2000s2010s. In analyzing these cultural mobilities, this book opens a new line of inquiry in Chinese-Italian Cultural Studies, which has been dominated by historical study, and contributes a significant case study to the scholarship on global cultural mobilities

    Abstract: This open-access book explores the security dynamics amid the polarization, shifting borders, and liquid governance that define the Zeitenwende era in Europe's eastern neighbourhood and Central Asia. Presenting various case studies, the volume unveils the intricate web of border dynamics and practices, including the nuanced interplay of border disputes within the Organization for Security and Cooperation in Europe (OSCE) member states. The contributions shed new light on how contested borders and liquid modes of governance have impacted the engagement of international organizations such as the European Union (EU), North Atlantic Treaty Organization (NATO), and OSCE in security crises and conflict prevention. Delving deeper, a special part dissects the ongoing Russia-Ukraine conflict and examines European and international responses. By analyzing the stances of diverse European countries, their neighborhood, and international organizations, this section uncovers commonalities and disparities in their approaches to the Ukrainian crisis.

    Abstract: This book, a follow-up publication to the 2016 volume Foreign Fighters under International Law and Beyond, zooms in on the responses that the international community and individual States are implementing in response to (prospective and actual) returning foreign fighters (FFs) and their families, focusing on returnees from Syria and Iraq to European countries. As States and international organisations are still ‘learning by doing’, the role of the academic community is to help steer the process by bridging the divide between international standards and their implementation at the national level and between security concerns and human rights law. Furthermore, the academic community can and should assist in identifying ways forward that are both effective, sustainable and international law-compliant. Those are, ultimately, the goals that the present volume seeks to pursue. The observations, recommendations and warnings included in this book will be useful in future debates on (returning) FFs, both in the academic world and in the world of policy makers and practitioners, as well as to the public at large. Across the chapters, contributors from different countries examine the data, press coverage, and provide professional observations on how policing, law enforcement, police powers and community relations were managed. They focus on how security and governmental actors often failed to align with the formal scripts that were specifically designed for crisis-management, resulting in the wavering application of professional discretion and coercive powers. Their different approaches were evident: in some regions police were less dominantly visible compared to other regions, where the police used a top-down visible and repressive stance vis-à-vis public alignment with COVID rules, including the imposition of lockdown and curfews. Some contributors draw on data from the COROPOL (Corona Policing) Monitor which collated data on crime, plural policing and public order in Europe and around the world during the early phases of the COVID crisis. Overall, this book seeks to provide comparative critical insights and commentary as well as a practical and operational understanding of security governance during the COVID-19 crisis and the lessons learned to improve future preparedness. Monica den Boer is Professor of Military Policing Operations at the Netherlands Defence Academy. Her primary research focus is on the evolution of military policing, as well as border policing, international policing, urban policing and the policing of organised crime and terrorism. She served as member of the Dutch national parliament from 2017 to 2020. Prior to this she worked in several academic and professional environments, including the Police Academy of the Netherlands and the VU University Amsterdam. Eric Bervoets is a police scientist and criminologist. He has been active as a researcher since 1997. After a master's degree in public administration at Rotterdam Erasmus University, the Netherlands, Bervoets obtained his PhD in 2006 with a dissertation on policing troubled neighbourhoods. In 2020, he was appointed Research Fellow at the Netherlands Defence Academy. Linda Hak obtained her BSc in Criminology at Erasmus University and a master’s degree in Legal Psychology at Maastricht University, the Netherlands. She served as a research intern at Bureau Bervoets and is employed as a detective assistant for the National Police of the Netherlands.

    Abstract: "Getting divorced and remarried are now common practices in European societies, even if the rules differ from one country to the next. Civil marriage law still echoes religious marriage law, which for centuries determined which persons could enter into marriage with each other and how validly contracted marriages could be ended. Religions and denominations also had different regulations regarding whether a divorce only ended marital obligations or also permitted remarriage during the lifetime of the divorced spouse. This book deals with predominantly handwritten documents of divorce proceedings from the British Isles to Western, Central and Southeastern Europe, and from 1600 to the 1930s. The praxeological analysis reveals the arguments and strategies put forward to obtain or prevent divorce, as well as the social and, above all, economic conditions and arrangements connected with divorce. The contributions break new ground by combining previously often separate fields of research and regions of investigation. It makes clear that the gender order doesn't always run along religious lines, as was too often assumed.     Abstract: In the following dialogue, Anika Keinz, the invited discussant at the panel »Struggles over Europe« forming part of the »Troubling Gender« conference, and Paweł Lewicki talk about how race, gender, and sexuality are not only entangled in the East-West dynamic but co-constitute the East-West dichotomy too. They discuss racial relations and states of morality, in grappling with the question of what exactly race-critical studies can contribute to both the improved analysis of this dichotomy and to the examination of developments in Europe: What can we observe when looking, for example, at gender and sexual politics in Poland from a race-critical perspective and what can this tell us about nationalisms? Doing so, they take up the discussion Lewicki started, together with Randi Elin Gressgård and Rafał Smoczyński, in the special issue of Intersections. East European Journal of Society and Politics »Struggles over Europe. Postcolonial East/West Dynamics of Race, Gender and Sexuality« (2020, 6/3). This special issue explores the dynamics pertaining to (racialized) gender and sexuality, as well as their local expressions, and asks how they are embedded in broader dynamics and discourses on Europe, Europeanization, and the transformation of (il)liberal states. Lewicki and Keinz then continue their conversation and pick up on certain aspects that came up during the panel discussion. They reflect on how categories such as »race,« »gender,« and »sexuality« contribute to the reproduction of various understandings of »Europe« and »European modernity« and to the (self-)produced notions of »East« and »West« respectively.
    Abstract: Im folgenden Dialog sprechen Anika Keinz, die als Diskutantin des Panels "Struggles over Europe" bei der Tagung "Troubling Gender" eingeladen war, und Paweł Lewicki, einer der Organisatoren dieses Panels, darüber, wie Rasse, Geschlecht und Sexualität nicht nur in der Ost-West-Dynamik verwoben sind, sondern auch die Ost-West-Dichotomie mitkonstituieren. Sie sprechen über rassialisierte Relationen und moralische Konstellationen, während sie sich mit der Frage auseinandersetzen, was genau kritische race studies zur besseren Analyse dieser Dichotomie sowie zur Untersuchung der Entwicklungen in Europa beitragen können: Was können wir beobachten, wenn wir z.B. die Geschlechter- und Sexualpolitik in Polen aus einer rassismuskritischen Perspektive betrachten und was kann uns das über Nationalismen sagen? Damit knüpfen sie an die Diskussion an, die Lewicki gemeinsam mit Randi Elin Gressgård und Rafał Smoczyński in der Sonderausgabe von Intersections.     Abstract: Over the last few decades, the politics of gender and sexuality have turned extremely hostile across Europe. Long fought for rights and antidiscriminatory politics have come under heavy attack, while Gender Studies programs have been banned. In tandem, feminist arguments are being instrumentalized by right-wing movements so as to cement nationalist projects and racist positions. This turmoil regarding the politics of gender in Europe has become even more complex as gender, sexuality, and race find themselves used as markers of both progress and backwardness within the postcolonial, postsocialist European landscape reproducing old and creating new hierarchies within the societies and between them. Based on the 2021 conference “Troubling Gender: New Turbulences in the Politics of Gender in Europe,” organized by the Commission on Gender Research and Queer Anthropology of the German Association for European Ethnology and Empirical Cultural Analyses, this issue of Berliner Blätter hence assembles an array of analytical papers as well as polyvocal written discussions seeking to make sense of these developments as well as of their local and regional articulations and effects. The issue brings together queer/feminist voices and analyses from the Eastern and Western European contexts; furthermore, it examines the possibilities for solidarity across different positionalities and engages with diverse histories of struggle. The issue presents analyses informed by gender and queer theory, as mostly based on ethnographic research, and thus ultimately allows us to better understand the current conjuncture of the politics of gender and sexuality in and of Europe. With this, it partakes in the ongoing feminist and queer struggles to build a better future for all those concerned.
    Abstract: Im letzten Jahrzehnt haben sich Politiken rund um Geschlechter und Sexualitätspolitik in ganz Europa äußerst feindselig entwickelt. Erkämpfte Rechte und eine antidiskriminatorische Politik sind massiv unter Beschuss geraten, Studiengänge der Geschlechterforschung wurden verboten. Gleichzeitig werden feministische Argumente von rechtsgerichteten Bewegungen instrumentalisiert, um nationalistische Projekte und rassistische Positionen zu zementieren. Noch weiter kompliziert wird die Situation dadurch, dass Geschlecht, Sexualität und Rasse in der postkolonialen, postsozialistischen europäischen Landschaft als Marker für Fortschritt und Rückständigkeit dienen, wodurch alte Hierarchien innerhalb der Gesellschaften und zwischen ihnen reproduziert und neue geschaffen werden. Ausgehend von der Konferenz „Troubling Gender: Neue Turbulenzen in der Geschlechterpolitik in Europa“, organisiert 2021 von der Kommission für Geschlechterforschung und Queere Anthropologie in der Deutschen Gesellschaft für Europäische Ethnologie und Empirische Kulturwissenschaft (DGEKW), bringt die Ausgabe der Berliner Blätter queere und feministische Stimmen und Analysen aus dem ost- und westeuropäischen Kontext zusammen. Gemeinsam versuchen sie, diese Entwicklungen, ihre lokalen und regionalen Artikulationen und Auswirkungen zu verstehen. Neben den geschlechter- und queertheoretisch fundierten Analysen, die sich größtenteils auf ethnografische Forschungen stützen, ergründen polyvokale, dialogisch geschriebene Beiträge die Möglichkeiten der Solidarität über verschiedene Positionen hinweg und zeigen die verschiedenen Geschichten von gender- und queerpolitischen Kämpfen und Epistemologien in Europa. Die Ausgabe ermöglicht so ein differenziertes Verständnis der aktuellen Situation der Geschlechter- und Sexualitätspolitik in und für Europa und hat damit teil an den laufenden feministischen und queeren Kämpfen um eine bessere Zukunft für alle Beteiligten.

    Abstract: Starting from a fishbowl discussion which has taken place at the conference, this paper discusses what can be gained from thinking across genderqueer theories and anthropological Europeanization research. It argues that thinking queerly includes a skepticism towards identitarian and normative understandings of Europe, as well as an ethnographic attention to that which emerges in the gaps and cracks of Europeanization, while keeping in mind the ways in which institutions working in the name of Europe generate heterogeneous experiences resulting in unequal and differentially distributed, multiple Europes. ‘Queering Europe’ oscillates between an emphasis on the central role of the sexual and the gendered in imaginations of Europe and destabilizing notions of Europe in a more general sense and is as such closely related to post-/decolonial approaches. This analytical move has three dimensions to it: Firstly, queering Europe aims at deconstructing hegemonic imaginaries of Europe. Secondly, it makes visible the pluralistic and fragmented nature of Europe(s) and the ambivalent and sometimes unforeseen consequences processes of Europeanization are accompanied by. Thirdly, queering Europe can be envisioned as a way of imagining and thinking Europe through a “critical utopianism” (Mbembe 2019) that puts solidarity center stage. In all three dimensions, an ethnography informed by decolonial critiques as well as by proposals for queering methodologies constitutes our chosen epistemological tool to gain deeper insights into queering Europe as a mode of knowledge production and political vision.
    Abstract: Ausgehend von einer Fish-Bowl-Diskussion, die während der Konferenz stattfand, diskutieren wir in unserem Beitrag, was durch ein Denken zwischen gender_queer Theorien und anthropologischer Europäisierungsforschung gewonnen werden kann. Wir argumentieren, dass queeres Denken eine Skepsis gegenüber identitären und normativen Verständnissen von Europa beinhalten muss sowie eine ethnographische Aufmerksamkeit dafür, was in den Lücken und Rissen der Europäisierung auftaucht. Gleichzeitig gilt es im Auge zu behalten, wie Institutionen, die im Namen Europas arbeiten, heterogene Erfahrungen erzeugen, die zu ungleichen und unterschiedlich verteilten, multiplen Europas führen. Insofern korrespondiert dieser Zugang mit post-/dekolonialen Ansätzen in der Anthropologie. Queering Europe oszilliert zwischen einer Aufmerksamkeit für die zentrale Rolle, die Sexualität und Geschlecht in den Imaginarien von Europa spielen, und der Destabilisierung von Vorstellungen von Europa in einem allgemeineren Sinn. Drei Dimensionen dieses analytischen Ansatzes werden diskutiert: Erstens zielt queering Europe darauf ab, hegemoniale Vorstellungen von Europa zu dekonstruieren; zweitens macht es den multiplen und fragmentierten Charakter Europas sowie die ambivalenten und manchmal unvorhersehbaren Konsequenzen sichtbar, die Europäisierungsprozesse mit sich bringen; und drittens kann queering Europe als Möglichkeit gesehen werden, Europa durch die Linse eines "kritischen Utopismus" (Mbembe 2019) zu betrachten und Solidarität in den Mittelpunkt der Überlegungen zu stellen. In allen drei Dimensionen stellt ethnographisches Arbeiten, das von dekolonialen Kritiken sowie von Vorschlägen zum Queeren von Methoden geprägt ist, das erkenntnistheoretische Werkzeug dar, um tiefere Einblicke in queering Europe als eine Art der Wissensproduktion wie der politischen Vision zu erhalten.

    Abstract: Black communities have been making major contributions to Europe's social and cultural life and landscapes for centuries. However, their achievements largely remain unrecognized by the dominant societies, as their perspectives are excluded from traditional modes of marking public memory. For the first time in European history, leading Black scholars and activists examine this issue – with first-hand knowledge of the eight European capitals in which they live. Highlighting existing monuments, memorials, and urban markers they discuss collective narratives, outline community action, and introduce people and places relevant to Black European history, which continues to be obscured today.

    Abstract: What makes some multiethnic states integrate and others descend into civil war? Ishiyama and Breuning extend traditional explanations centered on socioeconomic, cultural, and historical factors to argue that the actions of leaders of ethnic segments-too often ignored-are also critical determinants of policy outcomes. Applying a framework derived from comparative politics and IR theory, the authors explore two sets of empirical cases: the emergence of new nationalisms in old European democracies (the United Kingdom and Belgium) and the reemergence of old nationalisms in several new democracies (Bulgaria, Slovakia, Estonia, and Latvia). Their work sheds crucially important light on an issue that is one of the most prominent in world politics today

    Abstract: This book provides an entry point to the most cutting-edge lines of research on popular political mobilisation in Europe. It brings together leading scholars from Germany, France, Britain, the Netherlands and Spain. The chapters explore the connected dimensions of popular participation within different countries and across borders, covering the topics of iconoclasm, popular acclamations, street politics, associations, petitions and electoral agitation. Focusing on the role of disenfranchised citizens and women, this collection broadens the themes of traditional political historical research that has identified political participation with the right to vote and struggles for political inclusion, and brings a wide array of formal and informal political practices to the centre of nineteenth-century European life. A must-read for scholars, undergraduates, and graduate students wishing to explore multiple dimensions of the history of political engagement and politicisation. Diego Palacios Cerezales is a Senior Researcher at the Complutense University of Madrid in Spain. Previously, he was a Lecturer in European History at the University of Stirling, in the UK, and he has also held teaching and research positions at various Spanish and Portuguese universities. Diego’s research focuses on the transnational history of petitioning from the Age of Revolution to the third wave of democratisation (1789–1989), as well as on the history of policing in Spain and Portugal. He has written and edited several books, and published sixteen journal articles. Oriol Luján holds a lectureship at the Universitat Autònoma de Barcelona, in Spain. Prior to this, he held a postdoctoral position at the Complutense University of Madrid, as well as visiting positions at the European University Institute in Florence, and the Sorbonne in Paris. Oriol specialises in the cultural history of politics and parliamentary representation in nineteenth-century Spain. He has written several books, book chapters and journal articles. .

    Abstract: Seit dem Ersten Weltkrieg galten Massenkommunikation und Propaganda als integrale Faktoren des politischen und militärischen Geschehens. Damit wuchs der Bedarf an systematischer Expertise und wissenschaftlicher Erforschung. Während des Zweiten Weltkrieges und im Kalten Krieg wurde die Planung, Beobachtung und Analyse von Propaganda zu einem wichtigen Feld strategischer Wissensproduktion. Im Wege einer dreiseitig verflochtenen Wahrnehmungs- und Beziehungsgeschichte untersucht Benno Nietzel, welche Rolle Kommunikationsexperten und Wissenschaftler in der Propaganda dreier Länder spielten: in den Vereinigten Staaten, in Deutschland und der Sowjetunion. Verschiedene Akteursgruppen konkurrierten jeweils um Gehör, Einfluss und Zuständigkeiten auf dem Gebiet der Propaganda. Aus ihren Erfolgen und ihrem Scheitern ergibt sich eine alternative Geschichte von Verwissenschaftlichungsprozessen und Expertentum im 20. Jahrhundert, die von Ungleichzeitigkeiten, Gegenläufigkeiten und Widersprüchen gekennzeichnet ist

    Abstract: "The field of biopolitics encompasses issues from health and hygiene, birth rates, fertility and sexuality, life expectancy and demography, to eugenics and racial regimes. This book is the first to provide a comprehensive view on these issues for Central and Eastern Europe in the 20th century. The cataclysms of imperial collapse, World War(s) and the Holocaust but also the rise of state socialism after 1945 provided extraordinary and distinct conditions for the governing of life and death. The volume collects the latest research and empirical studies from the region to showcase the diversity of biopolitical regimes in their regional and global context - from hunger relief for Hungarian children after World War I to abortion legislation in communist Poland.     Abstract: This book discusses the emerging threats to European stability in different borderland regions, from the Greater Middle East to the Eastern Mediterranean, the Balkans and the Black Sea. It highlights the specific geopolitical risks that could, left unchecked, have global repercussions. The book shows how recent events have exasperated underlying problems that have been slowly destabilizing each of these regions for years. It also looks at the geopolitical constraints and objectives of the countries within these regions to build a basis for understanding their current and future security challenges. While doing so, the book discusses the European borderlands in a non-traditional way, proposing a specific framework to study them, going beyond historical analysis and employing a heuristic process and in-depth socio-economic analysis to understand regional power relations and trends. It develops the key concepts of "core borderland" and "geopolitical node" to understand the future challenges that Europe in particular and Eurasia, in general, will face, discussing specific features shaping current affairs and identifying the main drivers - countries and specific regional elements - for the future stability of the borderlands. Through analysis of a range of discourses, it focuses on the roles played by intellectuals in formulating, communicating, and contesting ideas about work and its ethical value. The book moves away from the idea of a singular Weberian work ethic as fundamental to modern notions of work and instead emphasises how different languages of work were harnessed for a variety of social, intellectual, religious, economic, political, and ideological objectives. Rather than a singular work ethic that left a decisive mark on the development of Western culture and economy, the volume stresses plurality. The essays draw on approaches from intellectual, social, and cultural history. They explore how, why, and in what contexts labour became an important and openly promoted value; who promoted or opposed hard work and for what reasons; and whether there was an early modern break with ancient and medieval discourses on work. These historicized visions of work ethics help enrich our understanding of present-day changing attitudes to work.     Abstract: This book deals with the economic impact of technological changes and the rise of passenger shipping on social relations on board and ashore in European shipping industries between c.1850 and 2000. The changes in motive power, communication techniques and positioning technologies and the rise of passenger shipping went together with the creation of new tasks and functions and the marginalization or disappearance of traditional jobs and skills. This book presents case-studies on changes in different maritime professions between the middle of the nineteenth century and the end of the twentieth century, covering the shipping industries of a variety of seafaring countries in Europe. The subjects include changes in maritime labour at large, changes in specific groups of deck, catering or engine room personnel, such as captains, cooks, catering personnel, engineers, or radio-operators. A number of chapters employ a prosopographical or micro-historical approach, while others apply a spatial perspective, analyze business records, materials from professional associations or distil information from large sets of quantitative data. This book will be of interest to academics and students of economic history, maritime and labour history. Karel Davids is Professor Emeritus of Economic and Social History at the Vrije Universiteit Amsterdam, the Netherlands. He has published and taught on economic and social history, maritime history, the history of technology and global history. Joost Schokkenbroek has been Executive Director of the Vancouver Maritime Museum since July 2017.     Abstract: Why does an entire society believe that there are witches who must be burned? What roles did the emerging 'state', the professions of clerics and jurists, and the public involved play in each case? And how could this project be finished? From a sociological point of view, the findings of recent international research on witches provide a model of a more general, highly ambivalent, 'pastoral' attitude, according to which a shepherd has to care for the welfare of his flock as well as for its erring sheep. The first main part describes the clerical initial situation, which developed the 'Dominican' demonological model of witchcraft on the basis of the still dominant magico-religious mentality in the 15th century. A model, according to the second part of the book, which then in the course of the 16th century in Western Europe increasingly fell into the hands of the not so innocent jurists. From there it developed into a legal witch persecution that realized the early European witch model from the village witch to the mass persecutions to the late child witches. The third part describes how witch persecutions slowly became less important towards the end of the 17th century as a general witchcraft 'politics' game in the transition from a confessional state to a (court) 'civil service' state. The author Prof. Dr. Stephan Quensel is a lawyer and criminologist. Until his retirement in 2002, he was a professor in the Department of Resocialization and Rehabilitation in the Sociology program at the University of Bremen. The translation was done with the help of artificial intelligence. A subsequent human revision was done primarily in terms of content.

    Abstract: This book reveals the importance of personal letters in the history of European women between the year 1000 and the advent of the telephone. It explores the changing ways that women used correspondence for self-expression and political mobilization over this period, enabling them to navigate the myriad gendered restrictions that limited women s engagement in the world. Whether written from the medieval cloister, or the renaissance court, or the artisan s workshop, or the drawing room, letters crossed geographical and social distance and were mobile in ways that women themselves could not always be. Women wrote to govern, to argue, to plead, and to demand. They also wrote to express love and intimacy, and in so doing, to explain and to understand themselves. This book argues that the personal letter was a crucial place for European women s self-fashioning, and that exploring the history of their letters offers a profound insight into their subjectivity and agency over time

    Abstract: Die vorliegende kumulative Arbeit untersucht, inwiefern lokale Aushandlungsprozesse im Umgang mit extrem rechten Mobilisierungen zu deren Normalisierung beitragen. Die Studie adressiert zwei Forschungsdesiderate: Erstens externalisieren viele Beiträge die extrem Rechte von städtischen Demokratien. Folglich ist die Literatur nicht in der Lage zu erfassen, wie extrem rechte Agenden und Ideologien innerhalb lokaler partizipativer Prozesse in liberalen Demokratien normalisiert werden. Zweitens sind die Akteure und Prozesse, welchen diesen lokalen Aushandlungen zugrunde liegen, nicht ausreichend untersucht. Um diese Lücken zu schließen, verbindet die Studie Theoriestränge aus der Urban Governance - Literatur mit sozialwissenschaftlichen Debatten über den Aufstieg der extrem Rechten. Der methodische Rahmen der Arbeit besteht aus einem qualitativen Forschungsdesign in Form einer explorativen Einzelfallstudie in der Stadt Cottbus. Die Analyse zeigt, dass das Narrativ der Externalisierung in dreierlei Hinsicht eine falsche Dichotomie zwischen der extremen Rechten und lokalen Aushandlungsprozessen schafft: Erstens ignoriert es, dass deliberative Prozessen zwar das Versprechen auf Demokratisierung innewohnt, dieses aber durch bestehende gesellschaftliche Machtverhältnisse durchkreuzt wird, die Näherböden für autoritäre Mobilisierung bieten können. Zweitens übersieht es die Verflechtung zwischen Rassismus und den städtischen Institutionen, die auf extrem rechte Mobilisierung reagieren, und oftmals Anknüpfungspunkte für extrem rechte Ideologien bieten. Drittens wird argumentiert, dass dies auf den lokalen Staat als umkämpftes Terrain hinweist.
    Abstract: Englische Version: This doctoral dissertation explores to what extent local negotiations of far-right contestations contribute to the latter’s normalisation. The project is prompted by the crux that even though the central role of cities and local participatory planning processes in countering far-right contestations is widely acknowledged, far-right contestations have hardly been challenged. It seeks to address two scholarly blind spots: First, mainstream accounts engaging with the question of how municipalities deal with far-right contestations have largely externalised the far right from urban democracy. Consequently, the current literature is not able to grasp how far-right agendas and ideologies can indeed be normalised within local participatory processes. Second, the actors and processes involved in the local negotiation of far-right contestations remain understudied. To fill these gaps, the cumulative dissertation connects discussions on urban governance with recent debates on the rise of the far right. The methodological framework of this thesis consists of a qualitative, explorative single-case study in the city of Cottbus, Germany. The analysis reveals that the liberal narratives of externalisation create a false dichotomy between far-right contestations and local negotiations in liberal democracies in a threefold way. First, they ignore how far-right contestations can be strengthened within traditional deliberative processes, as their promise of equal participation for all citizens is juxtaposed with the inability of such processes to re-negotiate the power relations aggravating the social inequalities giving rise to the far right in the first place. Second, by externalising the divisiveness propagated by far-right contestations, they overlook the interconnectedness between racism and the institutions governing cities, which offers points of contact for far-right ideology.     Abstract: As we face new global challenges - from climate change to the international political order - the need to re-examine the historical roots of cosmopolitanism and liberal principles on a global scale has become increasingly central to the political conversation. Cosmopolitanism and the Enlightenment brings together leading scholars in cultural history, the history of ideas and global politics in order to reassess the complexity of cosmopolitanism during the Enlightenment and its various interpretations over time. Through a fresh and revisionist perspective, the volume explores issues of universalism and cultural diversity, the idea of civilization, race, gender, empire, colonialism, global inequality, national patriotism, international and civil conflict, and other forms of political discourse, challenging the simple negative stereotype that the Enlightenment was inevitably hierarchical and Eurocentric. This timely intervention into the debate about the legacy of the Enlightenment highlights both the plurality and the continuing relevance of Enlightened cosmopolitanism to contemporary global concerns

    Abstract: New research into medieval women from the Anglo-Saxon to the late medieval period demonstrates their energy, defiance and wit. The phenomenon of medieval women's middle age is a stage in the lifecycle that has been frequently overlooked in preference for the examination of female youth and old age. The essays collected here, ranging from the Anglo-Saxon to the late medieval period, and drawing variously from literary studies, history, law, art and theology, address this lacuna. Taking a variety of critical approaches, the contributors consider medieval definitions, paradigms andexperiences of female middle age, analysing how the middle-aged woman perceived herself subjectively, as well as how she was perceived by others. They seek to challenge the received wisdom that in the middle ages, at forty, womenwere deemed "old" and, from that point onwards, their thoughts should be focused on preparing for death.     Abstract: Some manufacturing activities are among the most difficult human activities to make climate neutral and they are typically regionally concentrated. Across Europe these regions are often socioeconomically relatively weak. Yet these sectors provide relatively well-paid jobs in many of these regions. Some of these regions may also have more difficult access to infrastructure to provide the hydrogen, carbon capture and storage and zero-emission freight, which can be important to some of these activities. Industrial transitions to climate neutrality therefore have regional development implications. Since regions differ in their socio-economic conditions, understanding these regional development implications will help policy makers prepare a just transition. This publication identifies manufacturing activities that are particularly difficult to decarbonise and the transformations they require. It shows how these activities are distributed across European regions, focusing on employment at emission-intensive production locations. It identifies conditions for getting access to needed infrastructure and how access conditions differ across regions. It investigates the socio-economic vulnerabilities of affected regions, their manufacturing businesses and workers. In some regions, workers and firms may be particularly vulnerable, for example, because of low-skill jobs, type of employment contract or low productivity.

    Abstract: Black communities have been making major contributions to Europe's social and cultural life and landscapes for centuries. However, their achievements largely remain unrecognized by the dominant societies, as their perspectives are excluded from traditional modes of marking public memory. For the first time in European history, leading Black scholars and activists examine this issue - with first-hand knowledge of the eight European capitals in which they live. Highlighting existing monuments, memorials, and urban markers they discuss collective narratives, outline community action, and introduce people and places relevant to Black European history, which continues to be obscured today.

    Abstract: Foundations and mechanisms of Islamophobia in the WestIslamophobia as a Form of Radicalisation discusses the scope and fragmented boundaries of Islamophobia as a concept and a sociopolitical reality. The fifteen chapters of this collection cover and connect interdisciplinary research, media content analysis, media discourse analysis, ethnographic research, intersectoral advocacy work, and action research conducted in Belgium, Canada, France, Germany, Poland, Portugal, and Spain. Confronted with an Islamophobia that is growing as a symptom of broader societal malaise in the West, a resistance against it is also arising.     Abstract: This book examines similarities and differences in 31 European governments’ responses to the COVID-19 pandemic. The COVID-19 pandemic hit Europe in early 2020. It spread across the continent during the Spring while anxious electorates were treated to news reports about health systems under duress and frustrated attempts by public procurement officials to obtain adequate supplies of medical and protective equipment. Over the next 15–18 months considered by this book, national responses exhibited both similarities and profound variations as the different endeavours to regulate social interactions constituted a stress test for political systems across Europe. Kennet Lynggaard is Associate Professor at the Department of Social Sciences and Business, Roskilde University, Denmark.     Abstract: In state formation research, princely houses have been a blind spot. The development of states has been discussed from many perspectives, like interstate competition, internal social conflicts, fiscal-military developments, etc., but at the centre of most European states, there was a princely house. These ruling houses have been overlooked in studies about state formation. What's more, when discussing such dynasties, the vertical chronological perspective (grandfather-father-son) is all dominating, for instance in the focus on dynastic continuity, dynastic culture and representation, and the like. This collection of essays highlights the horizontal perspective (ruler, all children, siblings, cousins), in asking how the members of a princely family acted as a power network. The quest is to develop an understanding how this family network interplayed with other factors in the state formation process. This volume brings together existing knowledge of the topic with the aim of exchanging insights and furthering knowledge
