    Abstract: This book develops an empirically informed normative theory of need-based justice, summarizing core findings of the DFG research group FOR2104 “Need-based Justice and Distributive Procedures”. In eleven chapters scholars from the fields of economics, political science, philosophy, psychology, and sociology cover the identification and rationale of needs, the recognition and legitimacy of needs, the dynamics and stability of procedures of distributions according to needs, and the consequences and sustainability of need-based distributions. These four areas are studied from the perspective of two mechanisms of need objectification, the social objectification by the discursive generation of mutual understanding (transparency) and the factual objectification by the transfer of decisions to uninvolved experts (expertise). The volume addresses academics in the fields of justice research, ethics, political theory, social choice and welfare, framing, individual and group decision making, inequality and redistribution, as well as advanced students in the contributing disciplines.

    Abstract: Can informal actors such as NGOs mediate peace agreements? If so, how does it work and what are the consequences for international peace mediation? This book tackles these questions and more through looking at the role of nongovernmental (NGO) mediators in promoting “inclusive peace” to negotiating parties in Myanmar’s Nationwide Ceasefire Agreement (NCA) negotiations from 2011-2015. The author argues that NGO mediators, traditionally seen as part of civil society or as weak mediators with little power or leverage, have become established mediation actors alongside more formal actors and are redefining the mediation field through norm promotion. However, even if NGO mediators can promote norms, the book questions whether they should promote norms in the first place, as the NCA process shows how the promotion of inclusivity contributed to a more exclusive outcome of years of peace negotiations in Myanmar. The outcome of the NCA process presents a critical and cautionary tale of promoting a presumed universal norm into a given locale and expecting a certain outcome without understanding how an external norm interacts with existing normative frameworks. This is an open access book. Julia Palmiano Federer holds a PhD in Political Science from the University of Basel and a Master in International Affairs from The Graduate Institute of International and Development Studies in Geneva, Switzerland. Dr. Palmiano Federer is a Postdoctoral Fellow at the University of Ottawa and the Head of Research at the Ottawa Dialogue, an organisation that specializes in the resolution of armed conflicts around the world through Track Two diplomacy, a form of unofficial and informal dialogue between warring parties.     Abstract: The third edition of this textbook presents a further updated approach to fuzzy sets and systems that can model uncertainty — i.e., “type-2” fuzzy sets and systems.     Abstract: This volume explores the role of violence generally but with specific reference to African concepts and themes, and the significance they have for social redress. The contributors interpret African concepts and themes to include accounts of violence, explicitly or implicitly construed from indigenous axiological resources like Ubuntu or personhood and from those works that are not African in origin but have become central in African moral, political and legal thought, such as Hannah Arendt’s On Violence and Walter Benjamin’s Critique of Violence. The volume contributes to moral philosophy, social philosophy, African philosophy, and political philosophy/theory. It situates itself within the Global South, specifically the African perspective, to explore, articulate, and defend (or even critique) African conceptions of violence.     Abstract: Based on a deliberative democracy, this book uses a hermeneutic-critical methodology to study bibliographical sources and practical issues in order to analyse the possibilities, limits and consequences of the digital transformation of democracy. Drawing on a two-way democracy, the aim of this book is intended as an aid for thinking through viable alternatives to the current state of democracy with regard to its ethical foundations and the moral knowledge implicit in or assumed by the way we perceive and understand democracy. Other collective agents, such as corporations, need to also come onboard. Additionally, the book argues that climate change is not solely a problem for collective agents, but also for individuals, as they are members of collectives and groups of several kinds. Therefore, framing climate change responsibility exclusively from either the collective or the individual perspective leaves out something crucial: how we all are influenced by the collectives we belong to and how, in turn, collectives are influenced by individuals. The focus of the book is on areas of climate change responsibility that are often left out of the picture or get too little attention in climate ethics, such as carbon inequality within countries. But why should any theoretical arguments about normative issues matter when we have a real-life climate crisis on our hands? Säde Hormio argues that ethical arguments have an important role in setting climate policy: they can highlight what values are at stake and help ground normative arguments in public deliberations.     Abstract: This book considers the growing interest in transitional justice practices that take place against the backdrop of ongoing settler-colonialism in Palestine. By critiquing the role of common top-down and bottom-up interventions, namely truth recovery and international criminal justice, the book argues that transitional justice acts as an extension of a deeply flawed peacebuilding process that has been so destructive in Palestine and has a deflating effect when it comes to advancing calls for meaningful decolonisation. A ‘radicalisation’ of transitional justice that takes place in settler-colonial contexts, one that prioritises conversations around meaningful decolonisation, is therefore required. The book will appeal to those with an interest in peacebuilding, conflict transformation and transitional justice.     Abstract: At a time when political mobilisation is a symptom of social dissatisfaction, young people’s participation in political decision-making, practice and ideological change, make foregrounding and investigating their political practices a necessity. The title of this book, Young People Shaping Democratic Politics: Interrogating Inclusion, Mobilising Education clearly announces its intention, subject, and mission. This collection has been inspired by topical youth mobilisations that aim to address injustices and inequalities which are rooted in poverty, austerity, violence, increased surveillance, climate change, dislocation, xenophobia, the rise of authoritarian regimes, and a global turn to the political right. It is organized as follows: Chapter 1 gives an overview of the fundamentals of IRS, including the signal and channel models of IRS, its hardware architecture, advantages and practical constraints. Chapter 2, 3 and 4 focus on how to optimize the joint design of active and passive beamforming for three types of IRS-aided wireless information/energy transmission systems, namely IRS-aided power transfer (WPT), IRS-aided simultaneous wireless information and power transfer (SWIPT) and IRS-aided wireless powered communication networks (WPCN). Chapter 2 specifically presents a general framework design for IRS-aided WPT systems from the perspectives of energy beamforming design and channel estimation, while the dynamic IRS beamforming design is also discussed. Chapter 3 thoroughly studies the IRS-aided SWIPT for achieving better R-E trade-off, wherein two different designs based on weighted sum-power maximization at energy users (EUs) and under individual quality-of-service (QoS), requirements at both information users (IUs) and EUs are investigated. Chapter 4 presents three paradigms of IRS-aided WPCN, i.e., IRS-aided half-duplex (HD) WPCN, IRS-aided full-duplex (FD) WCPN and IRS-aided multiple-input-multiple-output (MIMO) FD WPCN. The authors present some related emerging topics, e.g., active IRS aided wireless communications and IRS-aided unmanned aerial vehicle (UAV) communications in chapter 5.     Abstract: This book builds upon Foucauldian scholarship’s compelling interrogations that have contributed to the changing conceptualization of the premises of the discipline of International Relations. This epistemological ‘glasnost’ facilitates the analysis of the United Nations General Assembly endorsed ‘responsibility to protect’ (R2P) as not merely a security but a security/development measure. This book unpacks the conditions that on one hand necessitate such measures and on the other hand, allow the subsequent dilution of their radical promise. This framing and analysis of R2P has implications beyond R2P. Increasingly, citizens converted into populations are shepherded by the state to chambers of partial, if not total surrender of civil liberties, standard of living, and well-being. The COVID-19 pandemic accelerated such measures for people in the Global South, who since the inception of the post Second World War order continue to await their turn to be the beneficiary of development. The development, initially prescribed by the modernization theorists, echoed subsequently in the 1980s by the good governance promoter—World Bank—continues to elude most in the Global South. Indeed, the region’s political and economic instability is often the site that renders as a truism, Foucault’s upending of Clausewitz’s dictum—‘War is the pursuit of politics by other means’—with ‘Politics is the pursuit of war by other means.’ The thanatopolitics (politics of death) of these ‘failed,’ ‘failing,’ or ‘flailing,’ states, is the reason why their populations are seen to be in frequent need for the operationalization of the international community’s ‘responsibility to protect.’ Rina Kashyap is Associate Professor of Politics at the Lady Shri Ram College of Women, University of Delhi, New Delhi, India.

By measuring the impact of local decisions on broader society, social welfare functions enable “socialized” decisions and thereby produce an emergent property that “global” balance and welfare emerge from “local” welfare-maximizing behaviors. Social welfare functions are originally used in economics to quantify income welfare, jointly considering average and inequality to arrive at better measures of welfare than average alone.     Abstract: This book explores the triangular dynamics of securitisation and desecuritisation that underpin the EU’s approach to trafficking in women for sexual exploitation. That is, its progressive securitisation within the EU’s anti-trafficking policies and the existence of two distinct and competing approaches that coexist among feminist struggles against such trend: a neo-abolitionist approach, on the one hand, that is increasingly defended from within EU institutions, and has thus become increasingly entangled with the securitisation of trafficking in women; and a sex work approach, on the other, that has been largely relegated to the domains of academia and civil society. As such, this book addresses the intersection of security and feminist neo-abolitionism within the EU’s anti-trafficking policies, as well as the desecuritising potential of the anti-trafficking advocacy of both transnational neo-abolitionist and sex worker organisations. This book unprecedentedly brings together three bodies of literature that rarely interact: Critical Security Studies, EU Gender Studies and the feminist literature on prostitution and trafficking in women and demonstrates their fruitful interaction in an extensive empirical analysis of the EU’s internal security, violence against women and anti-trafficking policies.     Abstract: This textbook introduces students to the various arguments for and against the prohibition of recreational drugs. The arguments are carefully presented and analyzed, inviting students to consider the competing principles of liberty rights, paternalism, theories of punishment, legal moralism, and the social consequences of drug use and drug laws. Meyers extends this examination by presenting alternatives to the prohibition/legalization dichotomy, including harm reduction, decriminalization, and user licensing or on-premise use. The presentation invites readers to think clearly about the reasons and principles that should determine public policy and law, while also delving into the deeper philosophical questions underlying the drug prohibition debate.     Abstract: This volume contains fresh scholarly contributions to mark the birth centenary of John Hick, the internationally well-known philosopher of religion, whose works continue to have significant global relevance in today’s religiously diverse and conflict-ridden world. His writings have reset the parameters of religious pluralism. Up till now, Hick’s religious pluralism has been mainly seen in relation to the Western context where Christianity is the predominant religion. This volume includes both Western and non-Western engagement with his thinking in contexts such as Japan, China, Korea, Nigeria, and India, where Christianity is a minority religion with little political power.     Abstract: This book advances North Atlantic Treaty Organization (henceforth, NATO) burden analysis through a decomposition of the political, financial, social, and defense burdens members take on for the institution. The overemphasis of committing a minimum of 2% of member state Gross Domestic Product (GDP) to defense spending, as a proxy indicator of alliance commitment does not properly reflect how commitments reduce risks should Article V be invoked through attack (i.e., 2% is a political & symbolic target adopted by Defense Ministers in 2006 at Riga). Considering defense burdens multi-dimensionally explains why some members overcontribute, as well as, why burden sharing negotiations cause friction among 30 diverse members with differing threats and risks. In creating a comprehensive institutional burden management model and focusing on risks to members, the book explores the weaknesses of major theories on the study and division of collective burdens and institutional assets. It argues that member risks and threats are essential to understanding how burdens are distributed across a set of overlapping institutions within NATO’s structure providing its central goods. The importance of the USA, as a defense underwriter for some, affects negotiations despite its absence from research empirically; new data permit testing the argument (Kavanaugh 2014). This book contributes conceptual innovation and theoretical analysis to advance student, researcher, and policymaker understanding of burden management, strategic bargaining, and defense cooperation. The contribution is a generalizable risk management model of IO burden sharing using NATO as the case for scientific study due to its prominence. Anessa L. Kimball is Director of the Center for International Security at the École supérieur D’études Internationales and Professor in the Department of Political Science at Université Laval, Québec City. Professor Kimball is also the Co-Director of Security for the Canadian Defence and Security Network, a SSHRC partnership network.

    Abstract: This book presents scientific results of the 7th IEEE/ACIS International Conference on Big Data, Cloud Computing, Data Science & Engineering (BCD 2021) which was held on August 4-6, 2022 in Danang, Vietnam. The aim of this conference was to bring together researchers and scientists, businessmen and entrepreneurs, teachers, engineers, computer users, and students to discuss the numerous fields of computer science and to share their experiences and exchange new ideas and information in a meaningful way.     Abstract: This book investigates the phenomenon of overbalancing through an analysis of Japan’s foreign policy during the interbellum. In the mid-1930s, Japan withdrew from a naval arms control framework that had restrained military buildup on both sides of the Pacific Ocean since the early 1920s. By doing so, Japan not only triggered a naval arms race with the United States that exhausted its economy, it also destroyed the last institutionalized structure regulating the relationship between the two Pacific powers. Japan and the United States became caught in a spiral of tensions that culminated with the attack on Pearl Harbor in December 1941. Puzzling is the fact that the international environment in the Asia-Pacific was relatively stable in the mid-1930s, while Washington was pursuing a policy of accommodation toward Tokyo. By rejecting arms control and engaging in unfettered naval expansion, Japan overbalanced against the United States and began its rush to the Pacific War. The book explains Japan’s overbalancing with a neoclassical realist model that combines the literatures on threat perception and civil-military relations. Amid the Manchurian crisis of 1931-1933, as the Japanese government collaborated with the military institution to address the situation in China, military influence on the formulation of foreign policy surged. The perceptual and policy biases of the military, which include the tendency to distrust other countries’ intentions, to adopt worst-case analyses of international dynamics and to strive to maximize military power, gradually penetrated the decision-making process. Dysfunctions in the preexisting structure of Japanese civil-military relations, engendered by an over-depoliticization of the military institution, allowed the navy to convince policymakers that the United States was inherently hostile to Japan, hence the necessity to prepare for war. The government was brainstormed, adopting the biased military perspective on international affairs. Japan overbalanced in a myopic but conscious way. Lionel P.     Abstract: Will China–U.S. relations come back to the normal track? Does the confrontational approach work for China–US relations? This book argues that it is an unrealistic hope to bring China–US relations back to the so-called normal track because the great power competition will be a new normal of China–US relations and the USA will gain more from strategic competition than cooperation in the long run. This book shows that the strategy of “great power cooperation through competition” is more positive and constructive than the approaches of “peaceful coexist” and “maximum pressure.” This book does not intend to provide policy recommendations for governments to consider, but mainly to explain why the great power competition is inevitable and why it is necessary to continuously work with China in some areas through strategic competition. This book alarms the importance of understanding the nature of the Chinese Communist Party during the great power competition and aims to motivate both sides to revisit their foreign policy practice and come up with a better foreign policy strategy of handling China–US relations. Jinghao Zhou is Associate Professor of Asian Studies at Hobart and William Smith Colleges in New York, USA. His research focuses on Chinese ideology, politics, religions, and US–China relations. Using an empirical analysis of the contemporary world of work, Alexis Cukier examines the democratic meaning of today’s critique of work organization and questions the theoretical models (linked to class struggles and to industrial democracy) to conceive of a "democratic work." Considering particular historical experiments (such as cooperatives, self-management, worker’s councils) that try to realize democracy at work, this book also analyzes the political issue of "democratic work" in relation to issues such as labour law, feminist struggles and political ecology.     Abstract: The Republic of Turkey celebrates the centenary of its proclamation in 2023. Founded on the ruins of the Ottoman Empire, one of the world’s greatest empires both in terms of its geographical extent and its longevity, Republican Turkey has gone through a century of profound and constant changes and transformations from politics to society, economy to religion, or culture to history. These changes have been produced by inner and foreign policies carried out and implemented by the country’s leaders – from Atatürk, the founder of modern Turkey to Recep Tayyip Erdoğan, the current Turkish President in 2023 - but also under the influence of the regional and international context. This collective work aims to take stock of the great achievements of the Turkish republican project. It attempts to draw a general presentation of the evolution of contemporary Turkey in six main areas which constitute six major issues for the country: the general political evolution of Turkey focusing on the issue of citizenship; the transformations in the Turkish economy through a political economy analysis; the evolution of the relationship between religion, state and society; Turkey’s nation-building and the Kurdish question, which still seeks a solution; the changes in Turkish foreign policy focusing on the relationship between Turkey and the West; the relationship between Turkey and Europe, caught between the model of civilization for the republican regime and the prospects of accession to the European Union.     Abstract: Based on the example of the Polish delegation to the European Parliament, the book examines the factors influencing the cohesion and stability of EP national delegations. It takes into account the impact of institutional arrangements such as the electoral law and the candidate selection process, the ideological and programmatic profiles of political parties, the career paths of MEPs, affiliation to political groups in the EP, group switching, as well as the significance of Euroscepticism and national divisions transferred to the European level. It is not a typical case study, as the regularities discovered through the in-depth analysis of the Polish national delegation are compared with those characteristic of other national delegations in the EP. The book fills a gap in studies devoted to the EP, in which the importance of national delegations has not so far been the subject of thorough analyses. Krzysztof Zuba is a professor of political sciences. He is the head of European Study chair in the Institute of Political Science and Administration, University of Opole.     Abstract: This book presents the recent research advances in linear and nonlinear control techniques. From both a theoretical and practical standpoint, motion planning and related control challenges are key parts of robotics. Indeed, the literature on the planning of geometric paths and the generation of time-based trajectories, while accounting for the compatibility of such paths and trajectories with the kinematic and dynamic constraints of a manipulator or a mobile vehicle, is extensive and rich in historical references. Path planning is vital and critical for many different types of robotics, including autonomous vehicles, multiple robots, and robot arms. In the case of multiple robot route planning, it is critical to produce a safe path that avoids colliding with objects or other robots. When designing a safe path for an aerial or underwater robot, the 3D environment must be considered. As the number of degrees of freedom on a robot arm increases, so does the difficulty of path planning. As a result, safe pathways for high-dimensional systems must be developed in a timely manner. Nonetheless, modern robotic applications, particularly those requiring one or more robots to operate in a dynamic environment (e.g., human–robot collaboration and physical interaction, surveillance, or exploration of unknown spaces with mobile agents, etc.), pose new and exciting challenges to researchers and practitioners. For instance, planning a robot's motion in a dynamic environment necessitates the real-time and online execution of difficult computational operations. The development of efficient solutions for such real-time computations, which could be offered by specially designed computational architectures, optimized algorithms, and other unique contributions, is thus a critical step in the advancement of present and future-oriented robotics. .
