Abstract: This study offers is a limited "snapshot" of basic pre-tax pay for senior civil servants. It does not cover other factors relating to total lifetime rewards, such as the rewards likely to be available on leaving public service employment; lifetime earnings in a career public service structure, and alternative employment opportunities in the public and private sector for senior public servants. For cross-national comparison, pay levels have been expressed in purchasing power parities in US dollar equivalents.

Abstract: This report examines the impact of policy interdependence on how governments regulate. It has two purposes. The first is to understand better the dynamics of thc emerging multi-governmental regulatory system, and the relationships, institutions, and processes that comprise its working parts. The second is to suggest practical approaches by which national governments can establish solid managerial and administrative foundations for regulatory co-operation, within thc constraints of democratic and open government. The chapters in the report are based on papers prepared for an OECD Symposium on ‘‘Managing Regulatory Relations Between Levels of Government” held in October 1993, and on discussions at the Symposium.

Abstract: Much research has focussed on the negative aspects of transport (emissions, noise, congestion and safety problems), particularly with respect to road traffic. The ECMT decided to organise a Round Table which would consider the transport sector differently, by looking at the benefits of different modes of transport for the general community. Round Table 93 considered different modes of transport and their respective contributions to economic growth, regional development, social relations and needs for mobility. Given its new analyticalframework, this Round Table stands out from other overly conventional approaches.

Abstract: The paper reviews trends in health-care expenditure and assesses the main forces underlying the increase since 1960. It then describes and evaluates various health-care reforms. The report argues that top-down budget controls appear to have had some success in reducing the growth in health-care spending but, to be sustainable, they need to be supported by microeconomic reforms. Significant improvements in micro-efficiency and effectiveness can be obtained by improving incentives facing health-care providers. Policy developments in a few leading countries suggest that a system where funders/insurers act as purchasers, contracting with competing health-care providers, is a promising model for reform. A statistical annex assesses whether differences in institutional arrangements for funding and providing health care explain international differences in health expenditure ...

Abstract: A growing number of international initiatives are being undertaken to stimulate the development of agricultural biotechnology applications in developing countries. These initiatives, which include a wide range of biotechnology research, information and advisory activities, are supported by bilateral and multilateral agencies, private foundations and, to some extent, by commercial firms. This study, based on the results of a survey conducted by the Intermediary Biotechnology Service (IBS) at The Hague, attempts to analyse the nature and scope of these initiatives and their potential impact. The study concludes by outlining a number of planning, execution and policy conditions which need to be met, both by donor agencies and by developing countries, if the potential impact of these international initiatives is to be fully realised ...

This data base relates primarily to sectoral output and primary factor inputs used in 14 OECD Member countries. Part II of the paper presents a number of summary statistics derived from the data base for the period 1970 to 1989 related to economic structure and sectoral growth. The second edition of this paper has maintained the structure of the original paper. Changes are mainly in the detailed sources by country and the statistics derived from the data base.

Abstract: Studies on mobility and the organisation of transport do not usually take sufficient account of short-distance travel: journeys made on foot, by bicycle or by "people movers". When designing urban areas, planners underestimate the number of trips made by foot and the scope for non-motorised transport, an error that is now widely criticised by both the general public and certain policymakers. What is essentially called for is not drastic action involving substantial investment but simply a change in outlook. "People movers" -- or short-distance mechanised transport systems -- serve exceptional travel needs which cannot be met by conventional modes and which are impracticable by car, bicycle, or on foot.

Abstract: The scope for road pricing in urban areas is now a matter of the most urgent concern. It involves research and the implementation of projects both aimed at reducing urban congestion and curbing the resulting environmental damage. While the arguments in favour of urban tolls are sound, Round Table 97 highlights the many objections raised particularly on grounds of equity. This publication demonstrates the need for reappraising the entire urban transport system. With its comprehensive overview of the issues now on most countries' agendas, this Round Table raises questions that have yet to be adequately explored.

Abstract: As the countries of Central and Eastern Europe undergo radical economic upheavals, the question of pan-European transport is brought very sharply into focus. The transport system cannot be viewed simply in terms of the volume of traffic moving from one particular place to another but must be seen as a whole both theoretically and pragmatically in terms of specific projects. What infrastructure is to be selected? Which method of organising transport "markets" is to be preferred? How can needs logically dictated by urgency -- catering to expanding traffic flows despite inadequate transport networks -- be reconciled with such longer-term imperatives as environmental protection or integrating Central and Eastern Europe into a vast area of cultural and economic relations? Specialists attending Round Table 95 addressed all of these issues and tried to discern realistic boundaries for what can be accomplished today.

Abstract: The high-speed transport networks of the future are already in the planning stage, and all regions will want to be included. However, the magnitude of the investment required and the operating constraints will make it impossible to provide homogeneous service to all areas. Regional policies, whether accommodating or alternative in scope, will have to be adjusted accordingly. What problems will arise if the regions of Central and Eastern Europe, where investment requirements are considerable, are included? Round Table 94 addressed these issues from both a practical and analytical standpoint, gathering information and comparing the views of specialists and regional policy makers.

Abstract: In the absence of a generally accepted indicator of monetary conditions the current and expected stance of monetary policy remains undefined. However, the Reserve Bank of New Zealand, by directly surveying perceived and expected monetary conditions, have enabled both a mean index of current and future monetary conditions, as well as a proxy of respondents’ uncertainty, to be generated. The principal determinants and properties of these survey responses are examined in this paper, including whether: central bank announcements dominate economic fundamentals in determining conditions; the responses are consistent over varying time horizons; and the responses are symmetrical to both a tightening and loosening in policy. The determinants of uncertainty regarding the policy-stance are also investigated empirically. The results indicate that: responses to monetary conditions are highly influenced by the recent past; respondents tend to exaggerate the implications of their short-term ...

Abstract: At the 1994 APEC summit in Bogor, Indonesia, it was recommended that trade and investment barriers among the member countries be removed by 2020. Despite general consensus that trade liberalization would accelerate development in this most dynamic trading area, there is very little empirical evidence about the adjustment process which would ensue. In this chapter, a ten-country CGE model is used to estimate the impact of trade liberalization among economies of Pacific Asia and the United States, giving particular attention to the adjustment which would occur in domestic labor markets. Our results elucidate the employment linkages between trading partners and show that the potential for new import demand by developed countries would accelerate employment growth in developing countries. In particular, Pacific trade liberalization could facilitate the emergence of a new reciprocal basis for multilateral gains from trade. Under an expanding system of liberal trade, capital-intensive ...

Abstract: In recent years, considerable analytical work has been done on issues of economic reform in countries undertaking adjustment. Less attention has been devoted to the social costs of adjustment and the transitional problems during the period from reform to growth. The Egyptian economic adjustment since 1991 is a good case in point, as Egypt is facing difficult transitional problems, of both social and financial nature. The first part of this paper discusses Egypt's newly established social fund (1991), notably the adequacy of its core programmes and targeting mechanism for providing an appropriate "social safety net" in the medium term. The second part of the paper deals with Egypt's financial intermediation system, which is unable to convert large amounts of liquid savings into long-term real capital, hence increasing the time-lag between reform and growth. It is concluded that an efficient system of financial intermediation and a comprehensive social safety net are needed to ...

Abstract: During the past two decades, issues such as insufficient resources among particular populations, relative and absolute low incomes and poverty have occupied a prominent place in social policy research in many OECD countries. However, many different concepts have been used in the literature to define and measure ’low income’ or ’poverty’ across and within Member countries. This paper analyses alternative approaches to quantifying these concepts for the explicit purpose of international comparisons. It uses micro data sets on income from the Luxembourg Income Study for 13 OECD countries, for the mid- to the end of the 1980s, to illustrate the issues. In Chapter II, the three main approaches used in the literature for defining low income and poverty - the absolute, relative and subjective approach - are discussed in detail. Chapter III discusses ways to adjust disposable income for family size and presents sensitivity tests using different equivalence scales. Chapter IV presents more ...

The paper goes on to examine the implications of slower growth for the paths of fiscal balance and public debt, and the changes in policy mix which might be necessary to restore announced fiscal policy objectives whilst limiting damage to the wider range of policy objectives. Abstract: . In 1990-1991, worldwide military expenditure amounted to $950 billion. This bill could be reduced by the year 2000 by over $300 billion.. . Excessive military expenditure jeopardizes development prospects. . Policies to achieve transparency and to strengthen military security arrangements should be a priority. . Excessive military expenditure is stimulated by supply-side pressure on the part of producer countries, including a number of OECD Member countries. . Donors should consider concerted incentive policies such as defence conditionality in economic aid.

Abstract: This paper presents a brief introduction to the OECD GREEN Model. The GREEN model has been developed by the OECD Secretariat in order to assess the economic impact of abating CO2 emissions using several different economic instruments. The paper is divided into two parts. The first provides a brief introduction to the structure of the GREEN model. The second describes several different simulations using the GREEN model, including what is generally referred to as the Business-as-Usual scenario and several alternative carbon-abatement scenarios. For specific details on the model and its implementation, readers are referred to the GREEN Reference Manual, and the GREEN User Manual ...

Abstract: Public sector reform requires internationally comparable statistics. This report explores several important aspects of currently available statistical sources on public sector employment. It examines who is responsible for collection, data collection methods, and available statistical publications. It also assesses the degree of similarity of national statistical concepts of the government sector, of comparability of national statistics across countries, and of adherence to international standards.

Abstract: This paper reviews fiscal policy, government indebtedness and its implications for economic performance in OECD countries. Government debt, expenditure and revenue relative to GDP have all risen significantly over the past 15 years and in several countries these trends are unsustainable. The macroeconomic implications of high fiscal deficits and debt levels are considered and the paper finds that while monetary policy played a clear role in generating recovery, the effects of fiscal policy are more mixed. Looking forward, Member countries’ plans for fiscal consolidation are ambitious, but if sustained economic growth is achieved, these plans are achievable. However, if growth is slower, then further fiscal consolidation efforts would be required to keep public debt under control. Finally, the paper considers ways of improving the control over expenditure and the budget process, so as to achieve better fiscal outcomes ...

Abstract: By the late 1980s, a technically successful and well-regarded project of reforestation that had been carried out in certain communities in Madagascar with the assistance of bilateral aid from Switzerland, was facing new challenges: How to replicate and continue the activities without ubiquitous project interventions? The project has transmitted know-how to the farmers but their capacity to organise and manage independently was still weak and they were lacking initiative. How to stimulate a process of genuinely local development under such circumstances? Government services in rural areas were poor and fragmented, a legacy of some 20 years of policies favouring an overly centralised approach largely neglectful of the rural areas. The entire approach had to be reconsidered: the farmers were to become the main actors of the project rather than simple executors. A process of selfevaluation triggered dynamics of change. A new strategy was designed and a new programme was adopted, with ...

The positive part of the paper examines the impact on macroeconomic policy of a small country's opening its equity market for investment; the investment strategies of, and the restrictions imposed upon, privately-managed pension funds; and the specific British experience with portfolio diversification after the dismantling of capital controls in 1979. The normative part, while finding only a weak case for regulating foreign pension investment (loss of savings, domestic capital markets), discusses various techniques of such regulation ...

Abstract: This paper provides evidence on the reductions of NOx/SOx emissions induced by the adoption of carbon abatement policies. It describes the methodology to compute emissions of these pollutants and the way they were introduced in the OECD GREEN model. This required a compromise between the “top-down” structure of the model and the very detailed information that, in principle, is required to compute NOx/SOx emissions. The simulation results suggest that, on average, the reductions relative to Baseline levels of NOx/SOx emissions may be in the same order of magnitude or are higher than the abatement imposed on carbon emissions ...

Subsequently it examines some of the obstacles to achieving the goals, such as cultural beliefs and practices, including the social organisation of production. Ways of surmounting these obstacles include: a gender focus of efforts, advocacy, flexible funding and evidence that participation works. Various positions in the debate in regard to: the project paradigm, social actors versus communities as entities and women's organisations and participatory development issues are also presented. An effort is made to spell out the implications of gender differentiation with numerous examples from the literature and interviews ...

Abstract: Linkages between international trade and the domestic environment are receiving intensified scrutiny by researchers and policy makers alike. This is especially the case in developing countries, where trade can be a significant agent of change and growth. While trade policies are increasingly oriented toward lower levels of intervention, interventionist policies are increasingly being implemented to correct for negative environmental externalities. In such a situation, the interactions between the two can be complex and challenging for policy makers. This paper explores second-best policy issues affecting trade and environmental linkages. We derive optimum policy interventions and sufficient conditions for welfareimproving piecemeal trade and environmental policy reforms in a small economy. Pollution originates in both domestic consumption and production and is a domestic public bad. Production pollution can be abated by decreasing output and/or decreasing effluent rates per unit of ...

Abstract: The practice of environmental regulation and assessment in developing countries faces many special challenges. Apart from popular misconceptions about negative links between environmentalism and economic growth, there are numerous practical limitations to appraising environmental conditions and implementing policies that conserve or improve them. These include weak institutional capacity or discipline, high monitoring and administrative costs for individual programs, and limited local engineering information. Institutional constraints mean that first-best policies like direct pollution monitoring and regulation may not be feasible. Even market-based systems like tradable pollution permits usually require initial assessment and monitoring which is too costly or complex to be supported locally. Detailed data on pollution do exist for OECD countries, however, and this paper attempts to render this information more usable to environmental analysts in countries where direct sampling has not ...

Abstract: In recent years, there has been a rapid spread of economic instruments (EIs) in environmental policies of OECD Member countries. The application of EIs has gained wider political acceptability and, in a growing number of cases, they have come to have incentive rather than merely revenue-raising effects. In Sweden, eco-taxes have been introduced as part of a broad fiscal reform, while in other countries the approach is more piecemeal. Virtually without exception, EIs are employed in combination with regulations and other policy instruments. Developing countries stand to learn from the OECD experience with EIs, but they often face unique challenges as well as opportunities in applying such instruments. Resource and other prices have historically been distorted in such economies, so correcting such distortions is a prerequisite to the effective use of EIs. Also, underdeveloped markets, public enterprises with soft budget constraints, and high rates of inflation can all undermine the ...

Abstract: Many OECD Member countries and a large number of the developing countries are suffering from extensive unemployment, both in short and long-term forms. Based on a five-part schema of labour market problems, this paper summarises and evaluates the effectiveness of labour market policies and programmes in the OECD countries and assesses the relevance of the experience to economies in transition, dynamic non-Member economies and developing countries in general. The overall conclusion is that such policies have not proven very effective in dealing with the most pressing problems in most types of economy (the dynamic non- Member economies being the main exception), that is, high and persistent unemployment, both short term and long term. Nevertheless, there are a variety of active labour market policies which are of help with some other types of problem. In general, the developing countries would be well advised not to invest too heavily in socalled passive measures; thus, a social ...

Abstract: India's self-sufficiency in food production has been achieved by the adoption of chemicals-intensive farming methods which have contributed to serious deterioration of the environment. New evironmentally-friendly technologies, which maintain (or increase) current levels of productivity, are needed if the use of chemical inputs is to be reduced. This study examines the development and diffusion of biotechnologies in India, with respect to both products derived from conventional biological methods and those using the more advanced techniques of molecular biology. Thus far, the contribution of available biofertilisers and biopesticides to reduced use of agro-chemicals is marginal, due to the vicious circle created by problems of supply as well as demand. By and large, biofertilisers and biopesticides are being produced on a small scale, using inefficient technologies. Inconsistent quality and poor performance thus combine to limit demand and their acceptance by farmers which, in ...

Abstract: .

Abstract: In many arenas the debate is raging over the nature of sexual orientation. Queer Words, Queer Images addresses this debate, but with a difference, arguing that homosexuality has become an issue precisely because of the way in which we discuss, debate, and communicate about the concept and experience of homosexuality. The debate over homosexuality is fundamentally an issue of communicationas we can see by the recent controversy over gays in the military. This controversy, termed by one gay man as the annoying habit of heterosexual men to overestimate their own attractiveness, has been debated in communication-sensitive terms, such as morale and discipline. The twenty chapters address such subjects as gay political language, homosexuality and AIDS on prime-time television, the politics of male homosexuality in young adult fiction, the identification of female athleticism with lesbianism, the politics of identity in the works of Edmund White, and coming out strategies. This is must reading for students of communication practices and theory, and for everyone interested in human sexuality. Abstract: The selected articles compiled in the present volume are based on contributions prepared for the 17th International L.A.U.D. (Linguistic Agency University of Duisburg) Symposium held at the University of Duisburg on 23-27 March 1992. The 13 papers in this book focus on problems and issues of intercultural communication. The first part is devoted to theoretical aspects related to the interaction of language and culture and deals with the issue from anthropological, cognitive, and linguistic points of view. Part II raises issues of language policy and language planning such as the manipulation of language in intercultural contact; it includes case studies pertaining to multilingual settings, for example in Africa, Australia, Melanesia, and Europe. The volume opens with a foreword by Dell H. Hymes.

Abstract: Patricia S. Mann explains our current period as a time of social transformation resulting from an "unmooring" of women, men, and children from the nuclear family, gender relations having replaced economic relations as the primary site of social tension and change in our lives. The feminist movement has evolved, according to Mann, into a popularly based postfeminist struggle to reconstruct relationships between women and men within everyday contexts of work, family, education, and politics. Mann formulates a "postmodern" theory of political agency, utilizing it to explain political events such as the Hill-Thomas Senate hearings and their social aftermath. While liberal and progressive theories have explained political agency in terms of individual or group forms of identity, Mann suggests another alternative. Individuals such as Anita Hill are drawn into socially meaningful struggles in the context of their daily lives-as we all are potentially participating in micro-political forms of activism in a variety of institutional contexts. These dynamic micro-political situations involve intersecting dimensions of race, class, and sexuality, as well as gender. Within specific conflicts, individuals rearticulate their notions of desire and responsibility, and their expectations for recognition and reward; according to Mann political agency resides in these choices. Addressing some of the most important controversies in political philosophy, Mann weaves together strands of the "participatory politics" of the 1960s and the multicultural politics of the 1990s. In doing so, she offers a new basis for understanding social change.

Abstract: To most Westerners, the Iranian revolution was a shocking spectacle, a distant mass upheaval suddenly breaking into the daily news. It was, in fact, a revolution of the television era, as these authors book clearly demonstrate. The first account of the role of culture and communication in the Iranian revolution, this is also the first book to consider revolution as communication in the modern world. Coauthored by participants in the revolutionary upheaval, this study reflects an unusual breadth and depth of perspective. Drawing on ten years of research, the authors vividly show how the processes and products of modernization were used to undermine the very foundation of modernity in Iran. Their work reveals how deeply embedded cultural modes of communication coupled with crucial media technologies were able to mobilize a population within a repressive political context. Tracing the use of small media (audio cassettes and leaflets) to disseminate the revolution, the authors challenge much of the theory that has dominated international communication studies-and, in doing so, question the credibility of the established media. They also examine the dilemmas of cultural policy making based on Islamic principles in a media-saturated domestic and international environment.

Abstract: The 19th-century European notion of the one people-one language nation as the ideal state has been a very pervasive influence in spite of the fact that most countries in the world today are multilingual, that is they contain ethnic groups in contact and not infrequently in competition. Such thinking has held implications for the setting of language policies, from hanging a wooden clog around the neck of a child heard speaking Occitan in Southern France to the considerable budgeting in Ireland for the promotion of Irish. In this book, Paulston presents an analytical framework for explaining and predicting the language behaviour of social groups as such behaviour relates to linguistic policies for minority groups. She argues that a number of factors must be considered in the understanding and establishment of language policies for minority groups:(1) if language planning is to be successful, it must consider the social context of language problems, (2) the linguistic consequences for social groups in contact will vary depending on the focus of social mobilization, i.e. ethnicity or nationalism, and (3) a major problem in the accurate prediction of such linguistic consequences lies in identifying the salient factors which contribute to language maintenance or shift, i.e. answering the question "under what conditions?".Part I outlines and discusses the analytical framework, beginning with a general consideration of language problems and language policies and of the social factors which contribute to language maintenance and shift. The author continues to discuss four distinct types of social mobilization, which under certain specified social conditions result in different linguistic consequences: ethnicity, ethnic movements, ethnic nationalism, and geographic nationalism. The argument is that such an understanding is vital to helpful educational...

Factors impacting the process and results of ageing are carefully outlined and address such areas as biology, psychology, sociology, economics and politics. The interpersonal variability of the older population is stressed throughout the book, recognizing gender, ethnic, racial and cultural differences. Abstract: In this provocative and broad-ranging work, the authors argue that the ways in which knowledge - scientific, social and cultural - is produced are undergoing fundamental changes at the end of the twentieth century. They claim that these changes mark a distinct shift into a new mode of knowledge production which is replacing or reforming established institutions, disciplines, practices and policies. Identifying features of the new mode of knowledge production - reflexivity, transdisciplinarity, heterogeneity - the authors show how these features connect with the changing role of knowledge in social relations. While the knowledge produced by research and development in science and technology is accorded central concern, the.

In addition to a theoretical analysis, it provides a practical look at models of sport, media effects and the construction of the sportswoman and women's sports. Divided into three parts, the book: provides an overview of the three areas; focuses on the print and broadcast media portrayal of women's sport, examining such issues as the relationship of sports promotion to media representations of women's sports and the ways in which sports reporting is taught to future journalists; and seeks to develop a new model for the future.

Abstract: Bad Aboriginal Art is the extraordinary account of Eric Michaels' period of residence and work with the Warlpiri Aborigines of western Central Australia, where he studied the impact of television on remote Aboriginal communities.Sharp, exact, and unrelentingly honest, Michaels records with an extraordinary combination of distance and immersion the intervention of technology into a remote Aboriginal community and that community's forays into the technology of broadcasting. Michaels's analyses in Bad Aboriginal Art will disrupt and redirect current debates surrounding the theory and practice of anthropology, ethnography, film and video making, communications policy, and media studies - no less than his work has already disrupted and redirected the cultural technologies of both the Warlpiri and Australian technocrats.

Abstract: Ranging from questions of epic violence and heroic embodiments of manhood to constructions of bachelorhood, husbandry, and sainthood, Medieval Masculinities is the first synthesis of medieval and gender studies to focus on masculinities. Harry Brod, editor of The Making of Masculinities"We should not be working [exclusively] on the subjected sex any more than a historian of class can focus exclusively on peasants."-Natalie Zemon Davis, 1975 In the years since Natalie Davis made this remark, men's studies, and gender studies along with it, has earned its place in scholarship. What is often missing from such studies, however, is the insight that the concept of gender in general, and that of masculinity in particular, can be understood only in relation to individual societies, examined at specific historical and cultural moments. A brilliant application of this insight, Medieval Masculinities is the first full-length collection to explore the issues of men's studies and contemporary theories of gender within the context of the Middle Ages. Interdisciplinary and multicultural, the essays range from matrimony in medieval Italy to bachelorhood in Renaissance Venice, from friars and saints to the male animal in the fables of Marie de France, from manhood in Sir Gawain and the Green Knight, Beowulf, and the Roman d'Eneas to men as "other," whether Muslim or Jew, in medieval Castilian epic and ballad. The authors are especially concerned with cultural manifestations of masculinity that transcend this particular historical period-idealized gender roles, political and economic factors in structuring social institutions, and the impact of masculinist ideology in fostering and maintaining power. Together, their essays constitute an important reassessment of traditional assumptions within medieval studies as well as a major contribution to the evolving study...

The volume highlights the importance of these central linguistic phenomena; it includes empirical analyses and linguistic descriptions, as well as explanations for existing patterns of variation and proposals for theoretical frameworks. The book treats languages in obsolescence and in their youth; it examines registers from languages from around the globe; and it offers several of the most complete studies of registers and register variation published to date, adopting both synchronic and diachronic perspectives.

Abstract: Hailed as "one of the most eminent environmental historians of the West" by Alan Brinkley in The New York Times Book Review, Donald Worster has been a leader in reshaping the study of American history. Winner of the prestigious Bancroft Prize for his book Dust Bowl, Worster has helped bring humanity's interaction with nature to the forefront of historical thinking. Now, in The Wealth of Nature, he offers a series of thoughtful, eloquent essays which lay out his views on environmental history, tying the study of the past to today's agenda for change. The Wealth of Nature captures the fruit of what Worster calls "my own intellectual turning to the land." History, he writes, represents a dialogue between humanity and nature--though it is usually reported as if it were simple dictation. Worster takes as his point of departure the approach expressed early on by Aldo Leopold, who stresses the importance of nature in determining human history; Leopold pointed out that the spread of bluegrass in Kentucky, for instance, created new pastures and fed the rush of American settlers across the Appalachians, which affected the contest between Britain, France, and the U.S. for control of the area. Worster's own work offers an even more subtly textured understanding, noting in this example, for instance, that bluegrass itself was an import from the Old World which supplanted native vegetation--a form of "environmental imperialism." He ranges across such areas as agriculture, water development, and other questions, examining them as environmental issues, showing how they have affected--and continue to affect--human settlement. Environmental history, he argues, is not simply the history of rural and wilderness areas; cities clearly have a tremendous impact on the land, on which they depend for their existence. He argues for a comprehensive approach to understanding...
Abstract: our past as well as our present in environmental terms. "Nostalgia runs all through this society," Worster writes, "fortunately, for it may be our only hope of salvation." These reflective and engaging essays capture the fascination of environmental history--and the beauty of nature lost or endangered--underscoring the importance of intelligent action in the present.

Abstract: Thirty years after Lyndon Johnson declared a War on Poverty, the United States still lags behind most Western democracies in national welfare systems, lacking such basic programs as national health insurance and child care support. Some critics have explained the failure of social programs by citing our tradition of individual freedom and libertarian values, while others point to weaknesses within the working class. In The Color of Welfare, Jill Quadagno takes exception to these claims, placing race at the center of the "American Dilemma," as Swedish economist Gunnar Myrdal did half a century ago. The "American creed" of liberty, justice, and equality clashed with a history of active racial discrimination, says Quadagno. It is racism that has undermined the War on Poverty, and America must come to terms with this history if there is to be any hope of addressing welfare reform today. From Reconstruction to Lyndon Johnson and beyond, Quadagno reveals how American social policy has continually foundered on issues of race. Drawing on extensive primary research, Quadagno shows, for instance, how Roosevelt, in need of support from southern congressmen, excluded African Americans from the core programs of the Social Security Act. Turning to Lyndon Johnson's "unconditional war on poverty," she contends that though anti-poverty programs for job training, community action, health care, housing, and education have accomplished much, they have not been fully realized because they became inextricably intertwined with the civil rights movement of the 1960s, which triggered a white backlash. Job training programs, for instance, became affirmative action programs, programs to improve housing became programs to integrate housing, programs that began as community action to upgrade the quality of life in the cities were taken over by local civil rights groups. This...
Abstract: shift of emphasis eventually alienated white, working-class Americans, who had some of the same needs--for health care, subsidized housing, and job training opportunities--but who got very little from these programs. At the same time, affirmative action clashed openly with organized labor, and equal housing raised protests from the white suburban middle-class, who didn't want their neighborhoods integrated. Quadagno shows that Nixon, who initially supported many of Johnson's programs, eventually caught on that the white middle class was disenchanted. He realized that his grand plan for welfare reform, the Family Assistance Plan, threatened to undermine wages in the South and alienate the Republican party's new constituency--white, southern Democrats--and therefore dropped it. In the 1960s, the United States embarked on a journey to resolve the "American dilemma." Yet instead of finally instituting full democratic rights for all its citizens, the policies enacted in that turbulent decade failed dismally. The Color of Welfare reveals the root cause of this failure--the inability to address racial inequality.

Abstract: H. L. Goodall's ground-breaking study of what people do with symbols and what symbols do to people explores the lives led by people in organizations. His narratives take on the form of six detective mysteries in which the narrator figures into the plot of the intrigue and then works out its essential patterns. In the first mystery, "Notes on a Cultural Evolution: The Remaking of a Software Company," Goodall looks at the transition of a Huntsville regional office of a Boston-based computer software company where the lives and social dramas of the participants reflect the current state of high technology. The second essay and perhaps the most insightful, "The Way the World Ends: Inside Star Wars," penetrates the various defenses of the Star Wars command office in Huntsville to discover its secrets and surprises. Goodall shows how media, technology, fear of relationships, and symbolic images of the future unite into the day-to-day operations of people who believe they are responsible for the outer limits of our nation's defense. "Lost in Space: The Layers of Illusion Called Adult Space Camp" illustrates how a supposedly innocent theme park invites participation in rituals and ceremonies designed to influence a future generation of taxpayers. In "Articles of Faith," Goodall enters a super mall in Huntsville, noting how shopping centers provide consumers with far more than places to purchase goods and services. "How I Spent My Summer Vacation" finds Goodall back in an academic environment, at a conference of communication scholars, where he demonstrates the difficult task of translating cultural understandings from one context to another. "The Consultant as Organizational Detective" offers the sobering message that real-life mysteries may surprise even the most accomplished sleuth. A concluding chapter, "Notes on Method," and a new...

Abstract: Many adolescents in the United States are at risk from substance abuse, unsafe sexual practices, academic underachievement, crime and violence. What can be done to tackle these growing problems? The author of this thought-provoking book suggests the need to focus on young people's development in relation to specific features of the individual's environmental 'context' such as family, neighbourhood and culture. By effecting changes in these contexts, in the form of community programmes, researchers can test for differences in children's behaviour and development.

Abstract: The growing popularity of alternative therapies poses challenging questions for the medical establishment and the state. By confronting these questions, The Healing Bond makes an important contribution to current debates about health care. The contributors, who are all experts in the fields of health care, social science and the law, focus on the relationship between patient and healer in both orthodox and non-orthodox forms of healing practice. They consider whether different forms of healing involve widely differing conceptions of the role and responsibilities of the healer, and deal with topical issues such as medical litigation, codes of ethics for complementary practitioners, and co-operation between orthodox and complementary medicine.

Abstract: A new edition of the highly acclaimed book Multiculturalism and "The Politics of Recognition," this paperback brings together an even wider range of leading philosophers and social scientists to probe the political controversy surrounding multiculturalism. Charles Taylor's initial inquiry, which considers whether the institutions of liberal democratic government make room--or should make room--for recognizing the worth of distinctive cultural traditions, remains the centerpiece of this discussion. It is now joined by Jürgen Habermas's extensive essay on the issues of recognition and the democratic constitutional state and by K. Anthony Appiah's commentary on the tensions between personal and collective identities, such as those shaped by religion, gender, ethnicity, race, and sexuality, and on the dangerous tendency of multicultural politics to gloss over such tensions. These contributions are joined by those of other well-known thinkers, who further relate the demand for recognition to issues of multicultural education, feminism, and cultural separatism. Praise for the previous edition:.

Abstract: This concise introduction to feminist theorizing traces three separate waves of feminist theory, from the equality movement of the 1970s and 1980s, to the postmodernist examination of different women and women's groups of today. The book highlights the close connection between action and theory, in addition to the historical development of feminist theories. These changes in feminist thought and praxis are examined through some celebrated cases of recent decades.
