    Abstract: This is the first book in English to examine the Mizrahi Jews (Jews from the Muslim world) in Israel, focussing in particular on social and political movements such as the Black Panthers and SHAS. It charts the relations and political struggle between Ashkenazi-Zionists and the Mizrahim in Israel from post-war relocation through to the present day. The author examines the Mizrahi political struggle and resistance from early immigration in the 1950s to formative events such as the 1959 Wadi-As-Salib rebellion in Haifa; the 1970s Black Panther movement uprising; the 'Ballot Rebellion' of 1977; the evolution and rise of the SHAS political party as a Mizrahi Collective in the 1980s, and up to the new radical Mizrahi movements of the 1990s and present day. It examines a new Mizrahi discourse which has influenced Israeli culture and academia, and the nature of the political system itself in Israel.     Abstract: In the post-Cold War era, economic globalization has loomed, at least for some, as the world system's next crisis carrier, creating winners and losers and trampling on the distinctiveness of local cultures. Yet the liberal assumption is that if the market does its job, the poor will catch up to the rich via trade-driven growth and the economies of developed and less developed countries will gradually converge. Investigating the processes of economic globalization, this book explores whether it is truly a "global" process. It examines how globalization is experienced around the world, comparing its intensity and impact in both the global North and South. Using a world systems approach and developing a theoretical analysis that builds on the leadership long-cycle approach to global political economy, this book seeks to dispel some of the myths widely propagated regarding economic development. Through a focus on the issues of technological diffusion, debt, conflict, and democratisation, the authors demonstrate how and why the asymmetries that have characterized the global North and South in the past and present are growing more acute.     Abstract: This book reconsiders the dominant Western understandings of freedom through the lens of women's real-life experiences of domestic violence, welfare, and Islamic veiling. Nancy Hirschmann argues that the typical approach to freedom found in political philosophy severely reduces the concept's complexity, which is more fully revealed by taking such practical issues into account. Hirschmann begins by arguing that the dominant Western understanding of freedom does not provide a conceptual vocabulary for accurately characterizing women's experiences. Often, free choice is assumed when women are in fact coerced--as when a battered woman who stays with her abuser out of fear or economic necessity is said to make this choice because it must not be so bad--and coercion is assumed when free choices are made--such as when Westerners assume that all veiled women are oppressed, even though many Islamic women view veiling as an important symbol of cultural identity. Understanding the contexts in which choices arise and are made is central to understanding that freedom is socially constructed through systems of power such as patriarchy, capitalism, and race privilege. Social norms, practices, and language set the conditions within which choices are made, determine what options are available, and shape our individual subjectivity, desires, and self-understandings. Attending to the ways in which contexts construct us as "subjects" of liberty, Hirschmann argues, provides a firmer empirical and theoretical footing for understanding what freedom means and entails politically, intellectually, and socially.

    Abstract: This book examines the evolution of the relationship between climate change and conflict, and attempts to visualize future trends. Owing to the accumulation of greenhouse gases in the atmosphere, current trends in climate change will not appreciably alter over the next half century even if drastic action is taken now. Changes in climate will produce unique types and modes of conflict, redefine the value of important resources, and create new challenges to maintaining social order and stability. This book examines the consequences of climate change and argues that it has and will produce two types of different types of conflict: 'cold wars' and 'hot wars'. Cold wars will occur in northern and southern latitudes as warming draws countries into possible conflict due to expanding interests in exploiting new resources and territories (inter-state conflict). Hot wars will break out around the equator as warming expands and intensifies dry areas, increasing competition for scarce resources (intra-state conflict). Conflict is not inevitable, but it will also be a consequence of how states, international institutions and people react to changes in climate. Climate change and conflict have always shaped human experiences. This book lays out the parameters of the relationship, shows its history, and forecasts its trends, offering future conditions and opportunities for changing the historical path we are on. New configurations of sovereignty are at the heart of political and cultural transformations globally. Sovereign Bodies shifts the debate on sovereign power away from territoriality and external recognition of state power, toward the shaping of sovereign power through the exercise of violence over human bodies and populations.     Abstract: Mixed city is a term widely used in Israel to describe areas occupied by both Jewish and Arab communities. In a critical examination of such cities, the author shows how a clear spatial and mental division exists between Arabs and Jews in Israel, and how the occurrence of such communities is both exceptional and involuntary. Looking at Jewish-Arab relations in Israel in the context of the built environment, it is argued that there are complex links between socio-political relations and the production of contested urban space. The case study of one particular Jewish-Arab "mixed city", the city of Lod, is used as the platform for wider theoretical discussion and political analysis. This city has great significance in the present global context, as more and more cities are becoming polarized, ghettoized, and fragmented in surprisingly similar ways. This book examines the visible planning apparatuses and the "hidden" mechanisms of social, political, and cultural control involved in these processes. Focusing on the spatialities of power, this book brings to the fore a critical discussion of the urban processes that shape Jewish-Arab "mixed cities" in Israel, and will be of interest to students and scholars of Urban Studies, Middle East Studies and Politics in general.

In the mid-twentieth century, Maoist China funded and educated sub-Saharan African anticolonial liberation movements and leaders, and the PRC then assisted new sub-Saharan nations. Africa and China are now immersed in their third and most transformative era of heavy engagement, one that promises to do more for economic growth and poverty alleviation than anything attempted by Western colonialism or international aid programs. Robert Rotberg and his Chinese, African, and other colleagues discuss this important trend and specify its likely implications. Among the specific topics tackled here are China's interest in African oil; military and security relations; the influx and goals of Chinese aid to sub-Saharan Africa; human rights issues; and China's overall strategy in the region.     Abstract: Repräsentative empirische Studien über Ausländer sind selten. Vor diesem Hintergrund liefert die Untersuchung von Claudio Caballero auf Basis der Mainzer Ausländerstudie mit fast 1800 Befragten wertvolle Erkenntnisse über Integrationsformen und grundlegende politische Einstellungen von in Deutschland lebenden Ausländern. Die Befürwortung demokratischer Prinzipien sowie die Akzeptanz politischer Institutionen und Akteure konstituieren die Unterstützung des politischen Systems. Der Autor zeigt, dass ein zwar differenzierter, aber dennoch klar positiver Zusammenhang zwischen gesellschaftlicher Integration und politischer Unterstützung besteht. Hier aufgewachsene Ausländer können prinzipiell einen ähnlichen Sozialisationsprozess wie deutsche Staatsbürger durchlaufen, was die Herausbildung eines vergleichbaren, systemstabilisierenden Sets an Grundeinstellungen wahrscheinlich werden lässt. Hingegen können Ausländer als Folge von Integrationsdefiziten negative Einstellungen gegenüber dem politischen System aufweisen. Der Integrationsförderung kommt insofern eine entscheidende Bedeutung zu, als sie langfristig zur Entwicklung von politischer Unterstützung und somit zur Stabilisierung des politischen Systems beiträgt.

    Abstract: Externe Demokratieförderung gehört zum Standardrepertoire der Friedenskonsolidierung nach Bürgerkriegen. Demokratie, so die implizite Annahme, stabilisiert den innerstaatlichen Frieden. Empirische Untersuchungen zeigen hingegen, dass der Prozess der Demokratisierung besonders gewaltanfällig ist. Vor diesem Hintergrund stellt sich die Frage, inwieweit innerstaatliche politische Entwicklungen von dritten Akteuren beeinflusst werden können und sollten. Tatjana Reiber analysiert am Beispiel der Friedensprozesse in Guatemala, El Salvador und Nicaragua, ob und unter welchen Umständen externe Demokratieförderung einen Beitrag zur Befriedung von Nachkriegsgesellschaften leisten kann. Dabei arbeitet sie zum einen die Bedeutung des Interessenausgleichs in ehemaligen Bürgerkriegsgesellschaften heraus. Zum anderen entwickelt sie ein Modell zur Kontextualisierung von Demokratieförderung, das die Erfolgsbedingungen verschiedener Instrumente der Demokratisierungshilfe differenziert und somit die Chancen und Grenzen externer Einflussnahme aufzeigt.

    Abstract: Publisher description: "Societies around the world have experienced a flood of information from diverse channels originating beyond local communities and even national borders, transmitted through the rapid expansion of cosmopolitan communications. For more than half a century conventional interpretations, [the authors] argue, have commonly exaggerated the potential threats arising from this process. A series of firewalls protects national cultures. This book develops a new theoretical framework for understanding cosmopolitan communications and uses it to identify the conditions under which global communications are most likely to endanger cultural diversity. The authors examine empirical evidence at both the societal level and the individual level, examining the outlook and beliefs of people in a wide range of societies. The study draw on evidence from the World Values Survey, which covers 90 societies in all major regions worldwide from 1981 to 2007. The conclusion considers the implications of the authors' findings for cultural politics."

    Abstract: While much has been written upon Social Darwinism, the historical impact of Darwinism upon theories of war and human aggression has been sadly neglected. This book is the first to study this discourse in depth. It challenges the received view that Darwinism generated essentially aggressive and warlike social values and pugnacious images of humankind. Paul Crook reconstructs the influential discourse of 'peace biology', whose liberal vision was of a basically free humanity, not fettered by iron laws of biological necessity or governed by violent genes.     Abstract: The subprime crisis and the general crisis of the global financial system in 2008 not only put the globalization process and all that it involves under extreme pressure, but, at least for some, it called the entire system into question. Such regulatory systems will have to pay attention to ethics and morals, which is something that the present collapsed system has failed to do.     Abstract: This book fills a major gap in the risk literature, as it brings together two research strands: risks, to which IIASA's research programs have contributed significantly over the years, culminating in the Risk and Vulnerability Program, and international negotiations, on which there is an abundance of published work, much of it resulting from the work of IIASA's Processes of International Negotiations Program. Throughout the book, it is pointed out that there are actor-driven risks, namely those posed by international negotiations themselves, and issue-driven risks which are caused by large-scale human activities. In fact, negotiated risks deal with some of the most serious risks facing humanity: climate change, nuclear activities, and weapons of mass destruction. The book contains both scientific analyses on the nature of internationally negotiated risks and analyses of concrete risks, both of which are of immense practical relevance in the larger context of international negotiations.

    Abstract: Im vorliegenden Buch wird versucht, die Gesellschafts- und Staatstheorie des Bamberger Soziologen Richard Münch mit dem Theoriemodell Strukturelle Kopplung zu verknüpfen. Bei der Rekonstruktion der münchschen Gesellschaftstheorie wird besonderer Wert auf annähernde Vollständigkeit gelegt, da nur eine vollständige Rekonstruktion der münchschen Gesellschaftstheorie die theorieimmanenten engen Relationen der einzelnen Teilkonzepte erhalten und sichtbar machen kann. Die erste, konkrete Forschungsfrage lautet:- Sind die gesellschafts- und steuerungstheoretischen Partialkonzepte Richard Münchs mit dem Theoriemodell Strukturelle Kopplung kompatibel bzw. kommensurabel? Würde diese Frage eindeutig oder auch partiell mit "ja" beantwortet werden können, so wäre das daraus resultierende (abstrakt formulierte) Ziel, aus den übernommenen Konzepten bzw. den darin implizierten Kenntnissen Münchs, möglichst viel über problembezogene Steuerungsthematiken sozialer Systeme (durch das politische System) zu gewinnen. Eine zweite, weniger konkret formulierte Forschungsfrage würde sich der ersten anschließen:- Wie wäre bzw. ist (dann) soziopolitische Steuerung unter der Bedingung struktureller Kopplung möglich?Diese zweite Forschungsfrage kann im Rahmen dieser Monographie nicht ausführlich, sondern nur periphär thematisiert werden.

Key factors in the political, economic and reform-specific arenas are identified as helping or hindering reform, and these findings are cross-checked using a relatively simple set of Spearman rank correlations. The report’s two-pronged analytical approach – quantitative and qualitative – results in unique insights for policy makers designing, adopting and implementing structural policy reforms.

    Abstract: Expecting substantial savings and improved public services – a trend further accentuated by the financial and economic crisis beginning in 2008 – OECD countries have invested in the development of e-government services over the past 10-15 years. However, despite the initial exceptional take-up, governments later saw low adoption and low use of e-government services which are still far from satisfactory today. This report gives a broad description of the shift in governments' focus on e-government development – from a government-centric to a user-centric approach. It gives a comprehensive overview of challenges to user take-up of e-government services in OECD countries and of the different types of approaches to improving it. The monitoring and evaluation of user take-up are also discussed, including the existence of formal measurement frameworks. Good practices are presented to illustrate the different concrete approaches used by OECD countries.

    Abstract: This book offers fresh insights into the complex and various ways in which international frontiers influence cultural identities. The ten anthropological case studies collected here describe specific international borders in Europe, Asia, Africa and North America, and bring out the importance of boundary politics, and the diverse forms that it may take. The frontier itself may be of great symbolic importance; in other cases the symbolism lies rather in the disappearance of the traditional border. A frontier may be above all a barrier against immigration, or the front line between hostile armies. It may reinforce distinctive identities on each side of it, or the frontier may be disputed because it cuts across national identities. Drawing on anthropological perspectives, the book explores how cultural landscapes intersect with political boundaries, and ways in which state power informs cultural identity

    Abstract: Among the conflicts to break out during the Cultural Revolution in Tibet, the most famous took place in the summer of 1969 in Nyemo, a county to the south and west of Lhasa. In this incident, hundreds of villagers formed a mob led by a young nun who was said to be possessed by a deity associated with the famous warrior-king Gesar. In their rampage the mob attacked, mutilated, and killed county officials and local villagers as well as People's Liberation Army troops. This groundbreaking book, the first on the Cultural Revolution in Tibet, revisits the Nyemo Incident, which has long been romanticized as the epitome of Tibetan nationalist resistance against China. Melvyn C. Goldstein, Ben Jiao, and Tanzen Lhundrup demonstrate that far from being a spontaneous battle for independence, this violent event was actually part of a struggle between rival revolutionary groups and was not ethnically based. On the Cultural Revolution in Tibet proffers a sober assessment of human malleability and challenges the tendency to view every sign of unrest in Tibet in ethno-nationalist terms.

    Abstract: This book radically revises established knowledge in comparative welfare state studies and introduces a new perspective on how religion shaped modern social protection systems. The interplay of societal cleavage structures and electoral rules produced the different political class coalitions sustaining the three welfare regimes of the Western world. In countries with proportional electoral systems the absence or presence of state–church conflicts decided whether class remained the dominant source of coalition building or whether a political logic not exclusively based on socio-economic interests (e.g. religion) was introduced into politics, particularly social policy. The political class-coalitions in countries with majoritarian systems, on the other hand, allowed only for the residual-liberal welfare state to emerge, as in the US or the UK. This book also reconsiders the role of Protestantism. Reformed Protestantism substantially delayed and restricted modern social policy. The Lutheran state churches positively contributed to the introduction of social protection programs.
