    Abstract: This book features selected papers presented at the 16th International Conference on Electromechanics and Robotics ‘Zavalishin’s Readings’ – ER(ZR) 2021, held in St. Petersburg, Russia, on April 14–17, 2021. The contributions, written by professionals, researchers and students, cover topics in the field of automatic control systems, electromechanics, electric power engineering and electrical engineering, mechatronics, robotics, automation and vibration technologies. The Zavalishin's Readings conference was established as a tribute to the memory of Dmitry Aleksandrovich Zavalishin (1900–1968) – a Russian scientist, corresponding member of the USSR Academy of Sciences, and founder of the school of valve energy converters based on electric machines and valve converters energy. The first conference was organized by the Institute of Innovative Technologies in Electromechanics and Robotics at the Saint Petersburg State University of Aerospace Instrumentation in 2006. The 2021 conference was held with XV International Conference “Vibration-2021. Vibration technologies, mechatronics and controlled machines” and VI International Conference “Electric drive, electrical technology and electrical equipment of enterprises“, and was organized by St. Petersburg State University of Aerospace Instrumentation (SUAI), St. Petersburg Federal Research Center of the Russian Academy of Sciences (SPC RAS), Southwest State University (SWSU) and Ufa State Oil Technical University (USPTU).

    Abstract: This Key Code and Handbook examines the corporate governance and accountability of Major Banks, their directors and executives which were the central focus of bank, Supervisor, Regulator and governmental activity and public scrutiny in 2018 and 2019. This book explores this responsibility focus by providing evidence from the Global Financial Crisis and beyond with both APRA and ASIC investigating illegal conduct, misconduct and conduct which was below the level of community expectations. This book discusses how the Royal Commission into misconduct in the banking and financial services industry has already given rise to a detailed Final Report whose recommendations are still being put into effect. Further, this book uses evidence provided by the large number of Prudential Standards issued by APRA and investigations into the conduct of Major Banks by Regulators. This book explores governance variables – over 1,700 in number and grouped into 159 ‘key groupings’ or separate categories – which are all indexed to 28 governmental, regulatory and supervisory reports and documents to create a governance code and commentary specifically tailored to Australian banks. Each governance variable is modelled on the Stage 1 Relational Approach contained in Enhancing Firm Sustainability Through Governance. Given the huge interest in the governance of banks, Parts 1 and 2 – explaining the Relational Approach - of Stage 1 were recently published in November 2018 and June 2019 in the Australian Journal of Corporate Law.     Abstract: This book focuses on the PRC’s cross-border data transfer legislation in recent years, as well as the implications for international trade law. The book addresses the convergence of industries and technologies notably caused by digitization; the issue of conflicts between goods and services; and the General Agreement on Tariffs and Trade (GATT) and General Agreement on Trade in Services (GATS) as well as the difficulty of classifying service sectors under WTO members’ commitments. The book also examines the FTAs that entered into force after 2012 that regulate digital trade beyond the venue of the WTO and analyzes their rules of relevance for cross-border data flows and international trade. It asks whether and how these FTAs have deliberately reacted to the increasing importance of data flows as well as to the trouble of governing them in the context of global governance.

    Abstract: “The Earliest China” is the first archaeological book in China to translate in the dominant language of the world on the origin of Chinese ancient civilization in the Central Plains and the study of Xia dynastic culture. It shows readers all over the world the outstanding achievements in the study of the formation of early state in China and is the first English translation monograph on the birth history of the first dynasty of Hua-Xia nation from the perspective of archaeology. With the specific archaeological data on the basis of excavations and investigation conducted in recent years, this book focuses on the interpretation of the rise and development of the ancient civilization having initially appeared in the Central Plain of China and even in the Eastern Asia.     Abstract: This book presents the outcomes of a study on indices of rule by law in China conducted by the Chinese Academy of Social Sciences (CASS). Since 2009, a group of researchers at the CASS Institute of Law has worked to assess the Chinese government’s transparency. In this context, they designed an index system to truthfully record and reflect the reality and development of openness in the Chinese government for eight consecutive years. This book compiles their reports on each year’s development, systematically combining quantitative analysis and the status quo for each year. Thanks to these reports, readers will be able to clearly understand the evolution of the Chinese government’s openness during these eight years. They highlight what the government has done to improve transparency, what has been achieved, and the goals for the future. These reports have not only been acclaimed in academic circles, but have also greatly influenced government policies and procedures. For example, the assessment was expanded to the judicial system including the Supreme People’s Court, maritime court, and local provincial courts in 2011, and ever since the national judicial system’s openness has been considerably improved, in response to recommendations based on the assessment. .

    Abstract: This open access book is the first attempt to elaborate the formalization phase of banking supervision in eight developed countries—USA, Japan, Sweden, Germany, Switzerland, Belgium, France, and UK. This innovative study in the field of banking supervision history identifies why national histories of banking supervision share similarities, but also remain different and are heavily path dependent. This book will be of great interest not only to financial/economic historians but also to general readers interested in banking supervision, i.e., students, bankers, supervisors, and international officials. Eiji Hotori is Professor of Japanese Economic History at the Yokohama National University. He is also Councilor of the Socio-Economic History Society in Tokyo. He received his Ph.D. in economics from the University of Tokyo. His research interests are in the domestic and comparative history of commercial banking, financial elites, and banking supervision. Mikael Wendschlag is Researcher and Lecturer at the Department for Economic History at Uppsala University, Sweden. He received his Ph.D. in economics from Linköping University. His research concerns financial supervision, financial elites and white-collar crime in history. Thibaud Giddey is Postdoctoral Research Associate of the Global Correspondent Banking ERC-project at the University of Oxford. He previously held visiting positions at Uppsala University, Katholieke Universiteit Leuven and City University London. He obtained his Ph.D. in arts (history) at the University of Lausanne in 2017. His research interests include the history of banking supervision, financial scandals, the development of political and financial elites, comparative public policies, and the history of white-collar crime.

    Abstract: This book examines the outcomes of the economic law reforms in Asian developing countries, guided by the leading international development financiers such as the World Bank and the Asian Development Bank. Included is a particular focus on the recent "insolvency law" reforms in the Asian emerging economies, such as Vietnam, Laos, and Myanmar. Such legal reforms are the results of the "transplant" of the model law provided by these donor agencies, a law that was created in the post-Asian Currency Crisis in the 1990s. This book therefore examines the outcomes of three decades of donor-guided legal reforms. Appropriately, it applies not only the static approach to the legal texts but also an empirical methodology through interview surveys of the corporate and financial sectors. Following the introduction in Chapter I, Chapter II reviews the basic theories and presents the methodological framework. Chapter III then analyzes the contents of insolvency law reforms in the major target countries, namely, Vietnam, Laos, and Myanmar. Chapter IV provides a closer investigation into the design choices of Myanmar’s 2020 Insolvency Law as a typical example of the law reform involving the inter-donor conflict of law models between the Asian Development Bank and Japan’s official development assistance project. Lastly, Chapter V applies an empirical approach to the functioning of insolvency law, through international collaboration for interview surveys with small and medium-sized enterprises (SMEs) and their financiers.

    Abstract: After reviewing related theories on stigmatisation of people living with HIV/AIDS (PLWHA), this book applies social exclusion theory, actor theory and stigma theory to the study of social mechanisms of stigmatisation of PLWHA in China to show the influence and mechanism of stigmatisation on them, and tries to construct the policy framework to tackle stigmatisation from the perspective of welfare pluralism. Qualitative analysis was used and data was obtained during the field interview. Thirty PLWHA and seventeen healthy people (non-infected people and staff of ASO Service Organizations) were selected by using random sampling and snowball sampling for semi-structured depth interviews. The research examines the treatments and living conditions of those PLWHA, aiming to explore the influence of HIV on them in education, employment, medical care, economy, welfare and social relations. The book is intended for graduate students, researchers interested in this field and relevant policymakers.

    Abstract: This book reconstructs the philosophical issues informing the debate between the makers of modern India: Ambedkar and Gandhi. At one level, this debate was about a set of different but interconnected issues: caste and social hierarchies, untouchability, Hinduism, conversion, temple entry, and political separatism. The introduction to this book provides a brief overview of the engagements and conflicts in Gandhi and Ambedkar's central arguments. However, at another level, this book argues that the debate can be philosophically re-interpreted as raising their differences on the following issues: The nature of the self, The relationship between the individual self and the community, The appropriate relationship between the constitutive encumbrances of the self and a conception of justice, The relationship between memory, tradition, and self-identity. Ambedkar and Gandhi’s contrary conceptions of the self, history,itihaas, community and justice unpack incommensurable world views. These can be properly articulated only as very different answers to questions about the relationship between the present and the past. This book raises these questions and also establishes the link between the Ambedkar--Gandhi debate in the early 20th century and its re-interpretation as it resonates in the imagination and writing of marginalized social groups in the present times.

    Abstract: This book is a work that focuses on the forest environmental tax. Forest resources have played a major role in preventing global warming by absorbing carbon dioxide and supplying oxygen. However, global economic growth has adversely affected the global environment and has exacerbated global warming due to excessive consumption of forest resources. The functions or “services” of forests are diverse, but the interest of the citizenry in forest cultivation is scarce since forests are public goods. Concurrently, Japanese forestry, which has played an important role in forest conservation, is steadily declining, and it is no longer possible for private forest operators to maintain the forest environment. Therefore, in order to realize sustainable economic growth, it is necessary to formulate policies for the conservation of appropriate forest environments. Forest conservation is an especially important policy issue for Japan, where two-thirds of the country is forested. In Japan, a forest environmental tax is being introduced as a forest conservation policy. As of 2021, the forest environmental tax has already been introduced in about two-thirds of the prefectures and soon will be introduced as a national tax. In this book, the significance and issues of the forest environmental tax will be sorted out, and the status of the introduction of the forest environmental tax in Japan will be compared with that of other countries. In addition, there is additional material regarding the water source conservation fund in Toyota City, Aichi Prefecture, a system similar to the forest environmental tax. .

    Abstract: This book approaches Silk Road studies from within the microcosm of China’s Southwest avant-garde arts sector in order to approach the macrocosm of China’s cultural heritage and creative industry influence worldwide. While reading China’s cultural hegemony and its attendant ideologies as ‘shaping’ memory and history throughout New Silk Road regions, the book includes new regional research from within China's borders, as well as throughout New Silk Road regions. With twenty years of experience in China, Sophia G. Kidd fills a void in discussions of the New Silk Roads (NSR) which fail to underscore the importance of the initiative’s people-to-people component. Cultural diplomacy aids cooperation between New Silk Road Regions by reducing ‘cultural discount’ of Chinese cultural exports, i.e., ideas and values, creating a shift of geo-cultural thinking to come. This book will prove illuminating for students of the arts and soft power in greater China. Dr. Sophia G. Kidd is an Associate Research Fellow in the Classical Chinese Literature Department of the College of Journalism and Literature at Sichuan University in Sichuan, China. She has been Visiting Scholar at Ruhr University Bochum and the University of Göttingen, where she lectured on Chinese contemporary art and politics as well as the role of cultural production in the building of China’s New Silk Roads. Her Ph.D. research focused on spatial production and literary geography in Eastern Jin Guo Pu’s literature, in particular the ‘River Fu.’ Sophia Kidd works as an arts professional, scholar, and writer in both Southwest USA and Southwest China, integrating regional aesthetics with cultural studies to gain both synchronic and diachronic insight into the greater milieu of China’s role in global governance.

    Abstract: This book revisits the discourse theories of Habermas and Foucault in a Chinese context. After arguing that Habermas’s Discourse Theory of Law and Democracy is too normative and idealistic, it presents Foucault’s Discourse Theory of Power Relations to illustrate the tensions between different Western discourse theories. The book then draws on the normative concept of Confucian Rationality from traditional Chinese cultural sources in order to investigate how adaptable these two discourse theories are to the Chinese society, and to balance the tension between them. Presenting these three dimensions of discourse theory, as well as the relations between them, it also uses empirical descriptions of certain facts of political-legal discussion both in traditional China and in the country’s new media age to explain, supplement and question this theoretic framework. The book asserts that, because of the diverse modes of thinking in specific cultures, there might be different normative paradigms of discorse and different political-legal discussion modes across corresponding cultural contexts. Normative discourse theories provide guidance for the practices of deliberative democracy and legal discussions, which can in turn verify, supplement, improve and challenge the normative discourse theories. In addition to demonstrating the multiple dimensions of discourse theories, this research also promotes an approach to the Discourse Theory of Law and Democracy that combines elements of both Chinese and modern society. .

    Abstract: East Germany’s economic history is typically told as a story of the unravelling of an inherently flawed system. Yet, while the system’s inefficiency is undeniable, its economic history was much richer than its comparatively poor economic performance suggests. For many who lived there, it was a system that, over its forty years, was capable of achievements and generally functioned at bearable levels. This book combines the insights of behavioural economics with archival research to peel away layers of rhetoric and assumptions about the East German economy and explore aspects of that underlying functionality. Through a series of cases studies that examine the establishment of socialist workplaces, the searches for productivity growth and efficiency, and the emergence of financial crisis, the book considers the system from the perspective of the humans who operated it and made the decisions that made it work. Unencumbered by political preconceptions, it offers a more realistic understanding of East German economic history than that derived from stagnant debates about the clash of systems. The new perspectives and approaches presented demonstrate that, extracted from its Cold War context, East Germany’s economic history can be analysed for what it was, rather than for what it symbolised. Gary B. Magee is a Professor of Economics at Monash University, a Fellow of the Academy of Social Sciences in Australia, and a Fellow of the Royal Historical Society. He has published widely in the fields of economic history, history and historical political economics. Wayne Geerling is an Associate Professor at Monash University. His expertise lies in European economic history. He has published widely in leading peer-reviewed journals in the fields of economics, economic history and history. He is the author (with Gary B. Magee) of Quantifying Resistance: Political Crime and the People’s Court in Nazi Germany (2018).
