    Abstract: This paper explores the theoretical foundations of the concept of entrepreneurialism in universities and the contribution it can make to the knowledge society. It reviews the concept as an economic phenomenon and draws a distinction between the use of the term in economics and its use in higher education and that in higher education it can be seen as a contested idea which can in some circumstances be destructive of academic values. On the other hand it can strengthen institutional autonomy and can be an enabling process which stimulates research and innovation. Barriers to entrepreneurialism at national and institutional levels are noted and the important area of risk. Two particular ideas are discussed, the concept of the academic entrepreneur and the relationship between the new emphasis on universities’ regional role and the nature of the entrepreneurial university.

First it considers: the pressures of globalisation and knowledge society on universities, the implication of emerging European higher education area, the demands confronting universities, the permeation of the public sector by market ideology and the restructuring the of relationship between universities and the state.     Abstract: This paper is based on seven national reports on national policies concerned with entrepreneurialism in universities as the context for a more detailed study of entrepreneurial behaviour in universities in the seven countries. It claims that the entrepreneurial university is a useful generic epithet to describe the manifold changes in mission, management and funding that many universities in Europe have experienced in the past two decades. The concept of university entrepreneurialism in most countries is linked to the “third mission” that is supplementing the long established teaching and academic research functions of universities and other higher education institutions. However, some governments are also concerned to encourage universities to embody the teaching of entrepreneurialism in at least some of their conventional courses. Five main drivers of entrepreneurial activities in the countries taking part in the “European Universities for Entrepreneurship: their role in the Europe of Knowledge”, (EUEREK) study are identified: ideology; expansion in the number of institutions; the knowledge society; globalisation; financial stringency. In some countries, especially in Eastern Europe there has been rapid growth in numbers of private higher education institutions. There are questions about whether this is an indication of entrepreneurialism, or of lack of entrepreneurial dynamism in the established public universities .The paper concludes with a preliminary review of managerial and governance changes in universities and colleges accompanying the growth of entrepreneurial and third mission activities.

    Abstract: De prime abord, « l’esprit d’entreprise » dans le contexte de l’enseignement supérieur semble constituer un exemple de la mondialisation : il préfigure la convergence des systèmes d’enseignement supérieur partout dans le monde. Toutefois, l’esprit d’entreprise n’est pas uniforme, on le trouve au contraire sous différents modes. Plusieurs axes, définis dans cet article, présentent un panorama des diverses formes de l’esprit d’entreprise, dont deux sont étudiées plus en détail : d’un côté, les formes amplifiée/atténuée de l’esprit d’entreprise, et, de l’autre, des formes qui s’inscrivent dans le cadre d’États ou de marchés énergiques. Mis en présence, ces deux axes forment une grille dans laquelle apparaissent quatre types d’esprit d’entreprise : civique, hésitant, débridé et restreint. On peut estimer que ces types d’esprit d’entreprise facilitent ou, à l’inverse, limitent divers modes de voyage des connaissances. Aussi peut-on penser que, loin d’annoncer la convergence, l’esprit d’entreprise apparaît comme une métaphore des différences d’identité universitaire, voire d’existence universitaire. Ces différences sont si profondes qu’elles laissent entrevoir des choix de valeurs concernant les formes souhaitables de l’université elle-même.

    Abstract: This paper defends the idea that universities manufacture knowledge as a public good through the “creative destruction” of social capital. The idea is presented as contemporary restatement of the Humboldtian ideal of the unity of research and teaching: Research “creates” (i.e. concentrates) social capital, which is then “destroyed” (i.e. distributed) through teaching. The defense is made against recent attacks to the integrity of the university as an institution associated with postmodernism and the so-called “new production of knowledge”, which would evaluate universities by client-led performance indicators. The emergence of such indicators is considered and critiqued, followed by some constructive suggestions for indicators specifically designed to measure qualities at which universities uniquely excel.

    Abstract: Cet article est élaboré à partir de sept rapports nationaux sur les politiques nationales concernant l’entreprenariat dans les universités en tant que contexte appelant à l’approfondissement de l’étude sur le comportement entrepreneurial dans les universités dans ces sept pays. Il est indiqué dans ce document que le terme « université entrepreneuriale » est une épithète générique utile pour décrire les nombreux changements que maintes universités européennes ont connu ces vingt dernières années dans leur mission, leur gestion et leur financement. Dans la plupart des pays, le concept d’entreprenariat universitaire est lié à la « troisième mission » qui complète les fonctions d’enseignement et de recherche universitaire que remplissent depuis longtemps les universités et les autres établissements d’enseignement supérieur. Cependant, certains gouvernements s’efforcent aussi d’encourager les universités à intégrer l’enseignement de l’entreprenariat dans au moins quelques unes de leurs formations classiques. Cinq principaux moteurs des activités entrepreneuriales dans les pays participant à l’étude European Universities for Entrepreneurship: their role in the Europe of Knowledge EUEREK sont identifiés : l’idéologie, l’accroissement du nombre des établissements, la société du savoir, la mondialisation et l’austérité financière. Dans certains pays, notamment en Europe de l’Est, le nombre des établissements d’enseignement supérieur privés a augmenté rapidement. On peut se demander si c’est un signe d’entreprenariat ou si cela signifie que les universités publiques manquent de dynamisme entrepreneurial. Le présent document se termine par une étude préliminaire des changements dans la gestion et la gouvernance des universités et collèges, dont s’accompagne l’expansion des activités entrepreneuriales et des activités constituant la troisième mission.

    Abstract: Cet article met en lumière un éventail d’activités entrepreneuriales et de participation régionales menées par les universités en rapport avec les questions actuelles de gouvernance et de financement. Il présente un modèle de réseau et de partenariat qui reflète les instrument, établis ou nouveaux, utilisés les pays européens. Ce modèle a pour but de trouver un équilibre entre concurrence et coopération en tenant compte de la diversité et de la stratification des systèmes d'enseignement supérieur et de recherche dans différents pays. Du point de vue régional, il paraît primordial de s’assurer que les connaissances produites dans les universités sont transmises aux entreprises et à la société, de manière à créer une interaction entre les acteurs mondiaux et locaux. L'amélioration des interactions entre les universités et l'industrie passe par l'étude des caractéristiques de la gouvernance interne et externe car parfois des forces opposées entrent en jeu. Les universités doivent réaliser que différentes institutions peuvent être complémentaires. Elles doivent également se préoccuper des meilleures réponses à donner aux exigences de viabilité et de transparence dans le cadre plus large de l’espace du savoir. Ce type de réseaux et de partenariats doit être adapté aux spécificités régionales et aux caractéristiques des institutions concernées. Cette condition est nécessaire afin de pouvoir coordonner efficacement les moyens d'action mis en œuvre en vue d'atteindre les objectifs souhaités. Alors seulement pourra s'instaurer un esprit d'entreprise et d'innovation au sein d'établissements individuels, entre établissements et entre ces derniers et leurs régions.

    Abstract: Cet article soutient l'idée que les universités fabriquent des connaissances relevant des biens publics à travers la « destruction créative » du capital social. Elle est présentée comme une reformulation contemporaine de l'idéal humboldtien de l'unité de la recherche et de l'enseignement : la recherche « crée » (c'est-à-dire qu'elle concentre) du capital social, qui est alors « détruit » (c'est-à-dire diffusé) par le biais de l'enseignement. Le présent document répond aux récentes atteintes à l'intégrité de l'université en tant qu'institution associée au postmodernisme et à ce que l'on appelle la « nouvelle production de connaissances », qui évaluerait les universités suivant des indicateurs de performance axés sur le client. Cet article examine et fait la critique de l'apparition de ces indicateurs, puis des suggestions constructives d'indicateurs spécifiquement conçus pour mesurer les qualités dans lesquelles les universités excellent spécifiquement.

    Abstract: This article highlights a range of university entrepreneurship activities and regional engagement in relation to current governance and finance issues. A model for networking and developing partnership between universities and their region is presented, which reflects existing and emerging European level policy instruments. This model aims at finding the right balance between competition and collaboration and it takes into account the diversity and stratification of higher education and research systems in different countries. From a regional perspective, the most vital activity seems to be the flow of knowledge from universities to business and society, thereby linking global and local players. In order to achieve a better interaction between universities and industry, the various internal and external governance features have to be studied, as sometimes conflicting forces are at work. Universities will need to realise that different institutions can be complementary to one another. It is also important for them to consider how they can best respond to demands for sustainability and accountability of their own activities within a broader knowledge space. The networking and partnership model drafted here will need to be adapted to existing specific conditions and prevailing institutional and regional characteristics. This is necessary in order to successfully coordinate policy instruments to achieve desirable results. Only then can viable entrepreneurialism and innovation be fostered within individual HEIs, between them, and in their regions.

    Abstract: Prima facie, in the context of higher education, “entrepreneurialism” offers an example of globalisation: the idea presages a sense of systems of higher education converging across the world. However, entrepreneurialism is not undifferentiated but is to be found in different modes. Various axes identified in the paper offer spectra of entrepreneurialism and two are picked out for close inspection: these are, on the one hand, hard-soft forms of entrepreneurialism; and, on the other hand, forms of entrepreneurialism that are set in the context of strong states or strong markets. Set against each other, these two axes produce a grid that depicts four forms of entrepreneurialism: civic; hesitant; unbridled; and curtailed. These forms of entrepreneurialism can be understood as making possible or limiting alternative modes of knowledge travel. Accordingly, it may be judged that, far from heralding convergence, entrepreneurialism turns out to be a metaphor for differences of academic identity and even of academic being. These differences are so profound that they point to value choices as to the desirable forms of academic life itself.

    Abstract: This book offers a re-reading of the philosophies of Kant, Hegel, Heidegger, Kierkegaard, Nietzsche and Rosenzweig. It argues that within the structure of their thinking lies a notion of the absolute which can be recognised as 'philosophy's higher education'. This higher education is contained within and arises out of dualisms that are central to the work of each thinker: formation and finality (Kant), master and slave (Hegel), being and time (Heidegger), recollection and repetition (Kierkegaard), will to power and eternal return (Nietzsche), and fire and rays (Rosenzweig). The book argues that the dualisms have a speculative and therefore an educational significance which underpins the coherence of each thinker, and shows how, in each case, there subsists a notion of philosophy's higher education. The result of this investigation, therefore, is not only a radical re-interpretation of these philosophers, but also an ambitious attempt at unifying their work around another dualism, the relation of philosophy 'and' education. It is within this latter relation that the book argues that 'the absolute can be realised'. This book is of interest to those working in the fields of Contemporary Philosophy, Philosophy of Education and Theory of Education.

    Abstract: In August 1880, businessman Adrian Jakobsen convinced eight Inuit men, women, and children from Hebron and Nakvak, Labrador to accompany him to Europe to be "exhibited" in zoos and Völkerschauen (ethnographic shows). Abraham, Maria, Noggasak, Paingo, Sara, Terrianiak, Tobias, and Ulrike agreed, partly for the money and partly out of curiosity to see the wonders of Europe, which they had heard about from Moravian missionaries.The Inuit arrived in the fall of 1880 and were much talked and written about in the local press. Meanwhile, the Moravian missionaries, who had begged them not to embark on the journey, were busily writing letters and trying to stay in contact with Abraham and his family. By January 1881 all eight Inuit had died of smallpox. This story is told through several different perspectives, from Abraham's diary, the earliest known Inuit autobiography, and the missionaries’ letters and reports, to a scholarly article, newspaper pieces, and even advertising. Many illustrations, including portraits done of the Inuit visitors, scans of some of the original documents in German, and recent photos of the abandoned Moravian mission in Hebron, round out Abraham’s intriguing and unfortunate story.

    Abstract: Religion and the Rise of Jim Crow in New Orleans examines a difficult chapter in American religious history: the story of race prejudice in American Christianity. Focusing on the largest city in the late-nineteenth-century South, it explores the relationship between churches--black and white, Protestant and Catholic--and the emergence of the Jim Crow laws, statutes that created a racial caste system in the American South. The book fills a gap in the scholarship on religion and race in the crucial decades between the end of Reconstruction and the eve of the Civil Rights movement. Drawing on a range of local and personal accounts from the post-Reconstruction period, newspapers, and church records, Bennett's analysis challenges the assumption that churches fell into fixed patterns of segregation without a fight. In sacred no less than secular spheres, establishing Jim Crow constituted a long, slow, and complicated journey that extended well into the twentieth century. Churches remained a source of hope and a means of resistance against segregation, rather than a retreat from racial oppression. Especially in the decade after Reconstruction, churches offered the possibility of creating a common identity that privileged religious over racial status, a pattern that black church members hoped would transfer to a national American identity transcending racial differences. Religion thus becomes a lens to reconsider patterns for racial interaction throughout Southern society. By tracing the contours of that hopeful yet ultimately tragic journey, this book reveals the complex and mutually influential relationship between church and society in the American South, placing churches at the center of the nation's racial struggles

    Abstract: This study features a collection of eight case studies of exemplary cases from secondary schools as well as international literature reviews and policy analysis related to formative assessment – the frequent assessments of student progress to identify learning needs and shape teaching. It examines such issues as benefits and barriers for using formative assessment, policy frameworks and implications, and formative assessment in practice. Achievement gains attributed to formative assessment are reported as being quite high, but it is not yet practiced systematically. This book makes the case for use of formative assessment and shows how it can be put into practice.

L’évaluation a été axée sur les capacités des élèves à repérer les problèmes dans divers contextes, à choisir les informations ou repérer les limitations pertinentes, à représenter des solutions ou des types de solution possibles, à élaborer des stratégies de résolution, à résoudre le problème et à communiquer la solution. Ce rapport analyse comment les pays peuvent améliorer leurs performances dans ce type de compétences et ce que les pays aux performances relativement faibles peuvent apprendre de ceux où les élèves obtiennent de bons résultats. Il jette aussi un éclairage sur certains des facteurs liés à l’acquisition de capacités de résolution des problèmes, sur leurs modes d’interaction et sur les conséquences qui en découlent pour l’élaboration des politiques. Enfin, ce rapport met en lumière les pays qui parviennent à atteindre des niveaux élevés de performance tout en assurant une répartition équitable des possibilités de formation.

    Abstract: Following the burst of the dot-com bubble in 2000, scepticism about e-learning replaced over-enthusiasm. Rhetoric aside, where do we stand? Why and how do different kinds of tertiary education institutions engage in e-learning? What do institutions perceive to be the pedagogic impact of e-learning in its different forms? How do institutions understand the costs of e-learning? How might e-learning impact staffing and staff development? This book addresses these and many other questions. The study is based on a qualitative survey of practices and strategies carried out by the OECD Centre for Educational Research and Innovation (CERI) at 19 tertiary education institutions from 11 OECD member countries – Australia, Canada, France, Germany, Japan, Mexico, New Zealand, Spain, Switzerland, the United Kingdom and the United States – and 2 non-member countries – Brazil and Thailand. This qualitative survey is complemented by the findings of a quantitative survey of e-learning in tertiary education carried out in 2004 by the Observatory on Borderless Higher Education (OBHE) in some Commonwealth countries.

    Abstract: The life and miracles of St. Elisabeth of Thuringia are the subject of the 'Life of Elisabeth' by the Eisenach council scribe Johannes Rothe (ca. 1360-1434). Rothe, who had already written spiritual works and three extensive chronicles ('Eisenacher Stadtchronik', 'Thüringische Landeschronik' and 'Weltchronik'), offers a comprehensive rendition of the chronicle and legendary tradition in the rhyming verse legend of over 4,000 verses, whereby, in addition to the chronicles, he particularly exploits the Latin Vita of Dietrich von Apolda. In the formal connection to the legends of the saints and the orientation towards chronicles in terms of content, Rothe adopts a cross-genre standpoint. Elisabeth's life is integrated into the genealogy of the landgrave's dynasty and thus becomes part of the landgrave's memorial culture. In the history of the text's reception, with numerous copies up to the 18th century, there is evidence of corresponding emphases: the work was used partly as a devotional book and partly as part of the dynastic memoria of the Thuringian dynasty

    Abstract: German Idealism develops its philosophy of history as the theory of becoming absolute and as absolute knowledge. Historism also originates from Hegel's and Schelling's discovery of absolute historicity as it turns against Idealism's philosophy of history by emphasizing the singular and unique in the process of history. German Idealism and Historism can be considered as the central German contribution to the history of ideas. Since Idealism became most influential for modern philosophy and Historism for modern historiography, they are analyzed in this volume in a collaboration of philosophers and historians. German Idealism is presented in Schelling and its critics Schlegel, Baader, and Nietzsche, Historism in Ranke, Droysen, Burckhardt, and Treitschke.     Abstract: This book sets out a potential response to two major challenges facing OECD countries: the "youth problem", or the need to ensure that young people can play a full role in society, and the need to foster entrepreneurship for job creation, innovation and economic adaptability. The "new economy" will be built on a culture of entrepreneurship and this must include youth as well as adults. In publishing this book, the OECD therefore wishes to stimulate policy debate on the factors that encourage youth entrepreneurship, the obstacles that stand in its way and the policy measures that can support it.A picture is painted of youth entrepreneurship programmes operating at national, regional and local levels across the OECD in a wide variety of settings and with various different approaches and delivery mechanisms. The result is the first international review of "best practices" in this new and emerging area. Examples are given of programmes for education and training, help with capital, ideas and operational matters, counselling and mentoring, networking and intergenerational transfers of businesses. The range of players and activities involved are set out and suggestions are made for where gaps might be filled. The main message is that young people can indeed found new businesses and succeed, but new policies will be needed if they are to be fully encouraged.

Il étudie également un large éventail d’aspects éducatifs tels que la motivation des élèves à l’idée d’apprendre, l’image qu’ils ont d’eux-mêmes et les stratégies d’apprentissage qu’ils privilégient. Par ailleurs, ce rapport analyse la variation des performances selon le sexe et le milieu socio-économique.
