    Abstract: This Round Table examines the basic case for liberalisation of the taxi industry, and reviews experiences with taxi (de-)regulation in OECD and ECMT member countries. There are a number of aspects to regulation of the taxi industry including entry, price and service quality regulation. The discussions of these aspects concluded that little empirical evidence supported the argument that entry restrictions improved capacity utilisation. On the contrary, the case could be made that increased entry and associated economies of density, as well as shorter passenger waiting times, warranted subsidies for entry.

    Abstract: This review of human resource management (HRM) in Belgian government is the first country review of its kind to be carried out by the OECD. It provides a detailed diagnosis and solutions for improving the management of government employees in the Brussels-Capital Region, Federal Government, Flemish Government, French Community and Walloon Region. The report compares the policies and practices of Belgium with those in other OECD countries, as well as those across different governments in Belgium. Recommendations suggest that governments should reform the intergovernmental framework on employment to remove rigidities and enhance co-operation, pay special attention to staff productivity and efficiency, and enhance the good governance of their HRM systems.

    Abstract: Metabolism in Livestock studies are used to determine the qualitative and quantitative metabolism and/or degradation of the active ingredient resulting from pesticide use in feedstuffs, direct application to livestock, or premise treatment. The studies provide an estimate of total residues in the edible livestock commodities, as well as the excreta; identify the major components of the terminal residue in the edible tissues; elucidate a metabolic pathway for the pesticide in ruminants and poultry; provide evidence whether or not a residue should be classified as fat soluble. The studies should be conducted using radiolabelled test compound. A stable position of labelling is chosen and the preferred radioisotope is 14C, although 32P, 35S can be used. A ruminant (lactating goats) study can be carried out on a single animal per experiments. For poultry (laying hens), the use of ten birds per experiments (or dose) is recommended. The minimum dosage used in livestock oral metabolism studies should approximate the level of exposure expected from the feeding of treated crops with the highest observed residues. Treatment should be administered orally (via a balling gun, capsule or gavage) or by dermal application. The study includes: the excreta, milk and eggs collect (twice daily), and tissues collect (muscle, liver…).

    Abstract: Institutions whose goal is to help those at the margins have been a feature of social life for centuries. Today, social assistance institutions have integration and encouragement as their goal. They seek to avoid exclusion and stigmatisation.Poverty can tear at the fabric of society. However, preventing hardship among those with no resources while reducing exclusion and marginalisation is no easy task. How can social assistance best balance these goals, minimising disincentives to paid employment? What can be done to promote independence and individual responsibility?This book compares the social assistance policies of Belgium, the Czech Republic, the Netherlands and Norway. Although at first sight these countries appear very different, in fact the same policy dilemmas exist in the four countries. That local action is necessary to identify and help the excluded is accepted, but the balance between ensuring that sufficient resources are available at the local level while limiting budgets so as to ensure efficient use of resources is a continuing preoccupation. Governments stress their commitment to combat poverty, but benefits cannot be raised too high because this would harm work incentives. Different institutions sometimes disagree about whether benefit recipients are "job ready" or whether more social help is needed. No country has yet found a policy package which prevents exclusion, but innovative policies in each of these four countries are proving successful in limiting its extent.

    Abstract: Studies of Metabolism in Crops are used to elucidate the degradation pathway of the active ingredient and require the identification of the metabolism and/or degradation products when a pesticide is applied to a crop directly or indirectly. A Metabolism in Crops study should be submitted for each type of crop group. Five categories for crop metabolism studies can be considered: root vegetables, leafy crops, fruits, pulses and oilseeds, and cereals. The active ingredient should be administered such as foliar, soil/seed, or post-harvest treatments to reflect its intended use pattern. It should be labelled, to allow for quantification; the preferred radioisotope is 14C, although 32P, 35S can be used. The study should be performed using a sandy loam soil treated with the radiolabelled test substance. It may be performed either in a greenhouse or in an outdoor test plot or plant growth chambers. The maximum application rate (the proposed Good Agriculture Practice (GAP) application rate) should be utilized. Samples of all raw agricultural commodities are collected for characterization and/or identification of residues and determination of the total radioactive residue.

    Abstract: The residues in Livestock studies are conducted in order to quantify levels of residues in meat, milk, eggs and edible meat by-products following the use of a pesticide product. The situations to which such studies apply include application of a pesticide to raw agricultural commodities (RACs), and the feeding by livestock; pesticides that may be directly applied to livestock; and pesticides that are used in livestock premises. The primary purposes of the Residues in Livestock study are to provide: the basis for establishing maximum residue limits (MRLs) and for conducting dietary intake assessments for consumer safety. Separate feeding studies should be conducted for a ruminant (lactating dairy cows) and poultry (egg-laying hens). The test substance(s) should be applied daily (during at least 28 days) preferably by capsule. A Residues in Livestock study will normally comprise 3 different dose levels, 1X, 3X and 10X. Three animals per dose group (and one for the control) should be used for ruminants. For hens 9-10 animals per dose group (and 3 to 4 animal for control per study) should be used. The study report should include: daily feed consumption, bodyweights measurement, milk or egg production and analyse (after and before dosing), detailed observations (health problems…) and tissues analyse.

    Abstract: This Test Guideline is designed to assess the effects of prolonged exposure to sediment-associated chemicals on the reproduction and the biomass of the endobenthic oligochaete Lumbriculus variegatus (Müller). The method is described for static test conditions. Worms of similar physiological state are exposed to a series of toxicant concentrations applied to the sediment phase of a sediment-water system (artificial sediment amended with a food source and reconstituted water). Test vessels without the test substance serve as controls. The test animals are exposed to the sediment-water systems for a period of 28 days. The endpoints of this type of study are the ECx for reproduction and biomass. In addition the No Observed Effect Concentration (NOEC), and the Lowest Observed Effect Concentration (LOEC) may be calculated. The purpose of the study, ECx or NOEC derivation, will determine the test design. At least five concentrations and a minimum of three replicates for ECx, or four replicates for NOEC/LOEC, for each concentration should be tested. The test is conducted with at least 10 worms for each replicate. The report should include the total number and the dry weight of the worms, the observations of abnormal behaviour, of mortalities, the water characteristics within the test vessels and the total organic content.

    Abstract: This Test Guideline describes a method conducted as model studies to predict the degradation pathway of the active ingredient under hydrolytic conditions, to identify the degradation products, and to determine the relative amount of degradation products. Three representative hydrolysis conditions should be investigated. Radiolabelled active test substance are used to elucidate the possible degradation pathway and for quantitation of the extent of degradation. The use of tritium (3H) as a label is not permitted due to the possibility of hydrogen exchange with the water. The proposed value for the concentration of a water soluble active ingredient in the studies required here is 1.0 mg/L. Samples may be analysed directly by chromatography or may be extracted with a series of solvents or solvent mixtures with various polarities and other characteristics depending on the nature of the expected residues. The characterisation and identification of extractable residues is made. Ideally samples should be stored at/or below -18°C. The report should include the routes of degradation observed, the degradation pathway, the composition of total radioactive residues, the limit of quantification for radioactivity determination and chromatographic separation.

Population ageing will unfold at high speed, firstly because of the dramatic increase in life expectancy from just over 52 years in 1960 to over 77 years in 2004. a major cause of this was the spectacular decrease in infant mortality rates from 45 infants per 1000 live births in 1970 to 5.3 in 2002. The second cause of population ageing is the sharp decline in birth rates from close to 3 children per woman in 1975 to less than 1.2 in 2004. Reduced child mortality rates and increased life expectancy are indicators of the success of the Korean economy and society. However, the decline in fertility rates in Korea is evidence of strains in society which will damage prosperity in the future. Population ageing on this scale will inevitably lead to a huge increase in spending on old-age income support and health care, and will also require the development of a public family policy which supports the reconciliation of work and care commitments of workers. To successfully meet the ageing challenge, the OECD believes that three policy objectives must be targeted. First, the decline in the working-age population needs to be slowed. Second, working opportunities need to be extended. Third, affordable and sustainable pension and health care policies must be implemented. This volume looks at existing Korean family, health and pension policies from an international perspective, considers them in view of the emerging policy challenges, and outlines some of the policy options that are available to policy makers in Korea.

    Abstract: The Uterotrophic Bioassay is an in vivo short-term screening test. It is based on the increase in uterine weight or uterotrophic response. The Uterotrophic Bioassay relies for its sensitivity on an animal test system in which the hypothalamic-pituitary-ovarian axis is not functional. Two oestrogen sensitive states in the female rodent meet this requirement: i) immature females after weaning and prior to puberty and ii) young adult females after ovariectomy with adequate time for uterine tissues to regress. The test substance is administered daily by oral gavage or subcutaneous injection. Each treated and control group should include at least 6 animals. Graduated test substance doses are administered to a minimum of two treatment groups of experimental animals using one dose level per group and an administration period of three consecutive days for immature method and a minimum administration period of three consecutive days for ovx-adult method. The animals are necropsied approximately 24 hours after the last dose. For oestrogen agonists, the mean uterine weight of the treated animal groups relative to the vehicle group is assessed for a statistically significant increase. A statistically significant increase in the mean uterine weight of a test group indicates a positive response in this bioassay. The report should include: the daily body weights, the daily record of status of animal, the wet and blotted uterine weight, the daily food consumption.

    Abstract: The purpose of this study is to assess the role of foreign direct investment (FDI) in Croatia. The main characteristics of FDI in that country are described, along with its impacts on employment, fiscal revenues and trade. The study first looks at Croatia’s balance of payments statistics, compiled by the Croatian National Bank. Croatia has attracted a relatively significant amount of FDI, especially when FDI per capita statistics are compared with those of its neighbours. Reinvested earnings as a percentage of FDI have also increased in the past few years. This compendium pays special attention to the role of private sector development, agriculture and infrastructure in pro-poor growth – areas that were neglected by many donors during the 1990s but are currently receiving renewed attention in the international development agenda.     Abstract: Portugal’s tertiary education sector has expanded significantly over the last 20 years, but participation and overall educational attainment levels remain below European standards and enrolment rates have begun to decline. The OECD review recommends that Portugal’s national government should focus on strategic direction and leave higher education institutions wider latitude for accomplishing public priorities consistent with their mission. Among its proposals for reform, the review calls for the creation of a National Council on Higher Education to oversee Portugal’s higher education strategy. The review also calls for major changes in the governance and management of higher education institutions to bring them into line with national goals, encourage their responsiveness and efficiency, and improve their quality. Improving research and innovation is a key strategic objective of the Portuguese government, and the OECD review suggests a number of qualitative changes in Portugal’s tertiary education system to enhance performance in this area.

Das öffentliche Beschaffungswesen macht in Form von Aufträgen, die vom Straßenbau bis zur Einrichtung von Hightech-Kommunikationsinfrastrukturen reichen, in den OECD-Ländern durchschnittlich 15% des BIP aus – in Nicht-OECD-Ländern ist der Anteil noch erheblich höher – und spielt im internationalen Handel mit Waren und Dienstleistungen eine große Rolle. Auf Grund der hohen Auftragsvolumen bewerben sich Tausende von potenziellen Lieferanten um den Zuschlag bei öffentlichen Ausschreibungen. Ohne Gegenmaßnahmen kann eine Kultur der Korruption entstehen und das finanzielle wie auch das politische Wohlergehen eines Staats sabotieren.Der zunehmend komplexe Charakter der Bestechungsstrukturen wirft die Frage auf, wie sich Korruptionshandlungen im öffentlichen Auftragswesen feststellen lassen. Der vorliegende Bericht beschreibt, wie in den verschiedenen Stadien öffentlicher Vergabeverfahren Bestechungshandlungen begangen werden, in welchem Zusammenhang die Bestechung im öffentlichen Auftragswesen zu anderen Straftaten, wie Betrug und Geldwäsche, steht und wie sich derartige Straftaten verhindern und sanktionieren lassen. Es werden zehn Fallbeispiele angeführt. Der Bericht wirft ein neues Licht auf die undurchsichtigen Mechanismen und Strukturen der Bestechung im öffentlichen Beschaffungswesen und bietet Insiderwissen, das Regierungen und internationale Organisationen zur Verbesserung ihrer Korruptionsbekämpfungsmaßnahmen nutzen können.

    Abstract: Global value chains are radically altering how goods and services are produced--parts made in one country, for instance, are increasingly assembled in another and sold in a third. The globalisation of production has changed the industrial structure within OECD countries, and in some sectors blunted their competitiveness. Another major consequence has been fears of job losses, due to outsourcing and offshoring—not only in manufacturing but also in services. The rapid integration of China and India, with their large pool of educated people, further reinforces these concerns. How should OECD countries respond? This report brings together OECD data on the globalisation of value chains, including the rise of outsourcing/offshoring. It first examines how OECD countries are affected by the globalisation of production, on both the macroeconomic and sector-specific levels. The costs and benefits of globalisation are then discussed, with an emphasis on employment and productivity. Finally, this report analyses how globalisation impacts the competitiveness of OECD countries, highlighting the need for an effective innovation strategy. The report discusses not only the moving up the value chain that takes place in OECD countries but also in China, as R&D is increasingly going to emerging countries.

    Abstract: A developmental neurotoxicity study will provide information on the effects of repeated exposure to a substance during in utero and early postnatal development. The test substance is administered daily, generally orally, to mated females (rats are preferred) from the time of implantation (GD 6) throughout lactation (PND 21). At least three dose levels and a concurrent control should be used and a total of 20 litters are recommended at each dose level. Dams are tested to assess effects in pregnant and lactating females and may also provide comparative information. Offspring are randomly selected from within litters for neurotoxicity evaluation. All dams and all offspring should be carefully observed at least once daily with respect to their health condition, including morbidity and mortality. The evaluation consists of observations to detect gross neurologic and behavioural abnormalities, and the evaluation of brain weights and neuropathology during postnatal development and adulthood. The report should include the body weight, the food/water consumption; the detailed clinical observations, the necropsy findings, a detailed description of all behavioural, the number of animals at the start and at the end of the study and the toxic response data by sex and dose level.

    Abstract: Madrid has experienced impressive dynamic economic growth in recent years, making the best of the positive business cycle in Spain. The capital region absorbs more than a half of the total FDI in Spain and has extended its economic relations with Latin American countries. Growth has occurred largely in the service sector (financial, banking, business services) as well as in logistics (Madrid Barajas Airport is the largest employer in the region). The large investment in public goods, and particularly in transportation infrastructure and cultural amenities, has contributed to attracting firms and workers, creating a virtuous cycle of accumulated wealth. Unemployment has reached a low level (6.5% in 2006) and the growth rate has surpassed the national average as well as the average for OECD metro-regions. There is, however, a concern with how to sustain this positive economic path in the long run. The main challenges to be addressed include a relatively low productivity level, insufficient specialisation in high-value added manufacturing activities, a low innovation capacity, job-skills mismatches (especially for immigrants), transport congestion and housing rental shortage. Public policy making and the governance framework have evolved to provide the metro-region with many of the institutional resources that are needed to make decisions and effectively implement public policies. However, some adaptations will be necessary to effectively address the forthcoming challenges. The Territorial Review of Madrid is integrated into a series of thematic reviews on metropolitan regions undertaken by the OECD Territorial Development Policy Committee. The overall aim of these case studies is to draw and disseminate horizontal policy recommendations for national governments.

    Abstract: The governments of most developed, and many developing, countries impose border measures—tariffs, tariff rate quotas and export subsidies—to boost the domestic market prices of agricultural commodities. In some OECD countries, governments also provide financial support to their agricultural sector through other means, such as direct budgetary payments, production quotas and marketing-loan programs. These interventions typically distort the allocation of resources, leading to sub-optimal production and consumption decisions. Widespread agricultural policy reform would undoubtedly improve the global allocation of resources. But, due to differential protection levels and policy instruments across commodities and among countries, reform can also produce a complex pattern of adjustments, some of which may appear to be counter-intuitive. Using a partial-equilibrium agricultural commodity model with rich policy detail, this study examines the market impacts of agricultural policy reform annually over a 10-year horizon. The study finds that the biggest impacts of agricultural policy reform would be on world dairy markets. Including the effect of non-agricultural liberalisation from a general-equilibrium model does not meaningfully alter results, suggesting that sectoral analysis in many cases is sufficient.     Abstract: Bioenergy, including biofuels, could become a substantial tool for mitigating greenhouse gas emissions, locally and globally, possibly providing a large fraction of global primary energy supply by 2020. Exactly how large that share will be is not possible to predict with any precision, being dependent on a complex array of physical, social, economic, technical (innovation) and environmental factors. In addition, there will be competition for biomass resources between the different bioenergy sectors (electricity, heat, transport) and alternative uses e.g. for chemical feedstocks and materials. There will be synergies too, particularly arising through advanced polygeneration and biorefinery supply chains that could help to raise primary productivity and raise resource-use-efficiencies. However, assessing the actual environmental impacts of increased bioenergy and in particular, biofuel usage, will depend sensitively on the scale and mix of technology options employed and on the location. Location is important the fundamental factors that govern biomass productivity vary significantly according to site e.g. soil type, climate, including water availability and temperature. Across a range of indicators, one biofuel may not be the same as another, even where the final fuels are chemically and physically identical e.g. anhydrous ethanol derived from wheat, sugarcane, sugar beet, cassava or from residues.

    Abstract: The European Commission requested Sigma to carry out a study on the regulatory management capacities of the ten countries that joined the EU on 1 May 2004 to learn more about their Better Regulation practices, exchange good practices and make suggestions for further improvements. This study was carried out by way of peer reviews taking place between March 2005 and October 2006. The topics examined were notably: the origins of EU Better Regulation policy, regulatory management processes, the tools used in these processes (impact assessment, consultation, simplification, alternatives and accessibility), enactment processes and the enforcement and compliance of laws in the NMS, with reference to intellectual property law and environmental laws. Each peer reviews led to a country report that was sent to the Commission and the Member State in question. Publication of each country report was left to the discretion of the Member State in question. A synthesis was drawn up summarizing all findings and making recommendations addressed to all new Member States in general.

    Abstract: Analysis carried out in this report indicates that international trade in counterfeit and pirated products could have been up to USD 200 billion in 2005. This total does not include domestically produced and consumed counterfeit and pirated products and the significant volume of pirated digital products being distributed via the Internet. If these items were added, the total magnitude of counterfeiting and piracy worldwide could well be several hundred billion dollars more. Counterfeiting and piracy are illicit businesses in which criminal networks thrive. The report shows that the items that they and other counterfeiters and pirates produce and distribute are often substandard and can even be dangerous, posing health and safety risks that range from mild to life-threatening. Economy-wide, counterfeiting and piracy undermine innovation, which is key to economic growth. The magnitude and effects of counterfeiting and piracy are of such significance that they compel strong and sustained action from governments, business and consumers. More effective enforcement is critical in this regard, as is the need to build public support to combat the counterfeiting and piracy. Increased co-operation between governments, and with industry, would be beneficial, as would better data collection.

    Abstract: The aim of these studies is to demonstrate the time period for which stability has been shown in representative commodities from crops. Freezer storage stability studies should include sufficient starting material and should have a sufficiently high concentration of residue to allow for any observed decline during storage to be quantified. Samples could either be from crops (or animals) that have been treated with pesticides in the field, or from the spiking of control commodities with known amounts of each component of the residue definitions. Freshly spiked control samples of the stored commodities should be analysed at each of the time points when aged/stored commodities are removed from frozen storage for analysis. The control samples used for procedural recovery determinations will be the same commodity. At least two sampling intervals (time zero and other) should be used; the sampling interval depends on the stability of the residues. Duplicate samples of every commodity at each time point for all components of the residue definitions need to be analysed. The report should include the residue results and the statistical treatments.

    Abstract: This Test Guideline describes a method to determine the amount of pesticide residues which may be accumulated into rotational crops via soil uptake following realistic agricultural practices. These data may be used to establish crop rotation restrictions, for dietary risk assessment and to determine whether maximum residue limits will be needed in rotational crops. Three representative crops should be tested to determine the uptake of residues: these are root and tuber vegetables; leafy vegetables; and small grains. The test uses three rotational intervals. The rotated crops should be planted after the minimum rotational interval that could be expected as part of agricultural practice: 7-30 days, and 270-365 days for crops rotated the following year. The limited field trials should be conducted at two diverse geographical regions. The pesticide should be applied to primary crop or bare soil by the method specified on the pesticide label or proposed label at the maximum label rate and the maximum number of applications. Residues should be analyzed within 30 days of harvesting (and should be stored frozen prior to analysis).

    Abstract: This report analyses selected public expenditure programmes supporting environmental investments in water supply and wastewater treatment infrastructure in four OECD countries: Austria, Belgium (the Region of Flanders), France and Germany. These programmes have been selected as they involve different approaches to managing public expenditure for water investments. The study focuses on mechanisms for managing government assistance at both national (Austria) and sub-national (Belgium, France, Germany) levels. In selecting the case studies, special attention has been given to the relevance of the expenditure programmes in their national environment and economic policy regimes as well as the potential for replication of good practices in transition economies.
